AR says labourers killed by NSCN (K) are not informers

DImaPur, october 6 (mexN): The Assam Rifles on Tuesday condemned the execution of two nonNagas in Zunheboto district on October 5 by NSCN (K). It denied the claim that they were informers of the Army. PRO Assam Rifles, Kohima in a press statement, citing inputs from the civil administration said the two non-Nagas shot dead by NSCN (K) were daily wage labourers. It said one of the labourers was working in Nagaland for the past ten years while the other had arrived only around mid September 2015. “How a Bihari daily wage labourer can provide information of NSCN (K) cadres to the Army can only be explained by the murderers who have carried out the execution or their wise leaders who have ordered the execution,” the AR release maintained. The AR claimed that the intention of murdering the two innocent labourers was to spread fear and terror out of frustration and desperation. While condemning the mindless act by the NSCN (K), the AR said it expected the law agencies to take all necessary actions in bringing the perpetrators to justice. It also hoped that such acts of violence will be condemned by the Naga Mothers’ Association, Naga Hoho, NTC, Tribal Hohos and all NGOs who are yearning for peace and tranquillity in the region. Further, the AR also hoped that adequate compensation is paid to the families of the murdered individuals by the State government.

Farmers harvest paddy at Tora field, Kezoma. System of Rice Intensification (SRI) method under NFSM was adopted by Kezoma farmers, reportedly resulting in better yield. (Morung Photo)
Chizoko Vero Kezoma | October 6
“We are benefiting a lot,” said Puhovi Tase, chairman Kezoma village, referring to the System of Rice Intensification (SRI) method under National Food Security Mission (NFSM) that was adopted by the village. The SRI is an evolving set of ‘practices, principles, and philosophies’ aimed at increasing the productivity of irrigated rice by changing the management of plants, soil, water and nutrients. SRI principles and practices have been adapted for rainfed rice as well as for other crops (such as wheat, sugarcane and teff, among others), with yield increases and associated economic benefits. Tase said since the introduction of SRI method, the volume of manpower in cultivation activities came down from 10 persons to 5 persons. He also informed that SRI method has resulted in better yield than traditional paddy cultivation. Out of 280 households in Kezoma, 220 families are engaged in farming activities in the Tora field area. Stating that the villagers are now focussing much on
SRI method, he was optimistic that it would result in large scale production and economic benefits. Appreciating the success story of Kezoma during a field day-cum-crop cutting programme under NFSM organised by District Agriculture Officer Kohima, Agriculture Production Commissioner (APC), the Commissioner & Secretary for agriculture Imkonglemba said that time has come to focus on large scale production and also to go for double cropping to meet growing demand. In this, he encouraged the farmers to identify the right crops as well as right cultivation methods. He said with the introduction of SRI method here resulted in less percentage of labour work and more percentage of profit. He informed the department is going to introduce second cropping this winter season. A nursery for the said purpose has already been developed by the department. Stressing on the need to go for agricultural-tourism or eco-tourism, he subscribed that Tora area can be one and further asked the farmers to start planting flowers and mustard oil seeds in the field area. He also stated that Farmers
School would be viable in Tora area and assured to take up the matter. Helie Rupreo, joint director of agriculture said the department has started implementing NFSM during 2012-13 in Nagaland and claimed that SRI method was quite successful. Earlier, the function was chaired by Kohima DAO Vizonyu Liezie. NFSM is a central scheme of Government of India launched in 2007 for 5 years to increase production and productivity of wheat, rice and pulses on a sustainable basis so as to ensure food security of the country. It claims to bridge the yield gap in respect of these crops through dissemination of improved technologies and farm management practices. In the 12th Plan, NFSM aims at raising food grain production in India by 25 million tonnes. Besides rice, wheat and pulses, NFSM proposes to cover coarse cereals and fodder crops during the 12th plan period (2012-17). The 12th plan aims to cover all the states of India with focus on low productive areas to bridge the yield gaps for additional production while stability in high production areas would be achieved through promotion of conservation agriculture practices.
In a first of its kind, the ‘Naga-Assamese Round Table Talk’ between civil societies of Assam and Nagaland towards building friendship and fraternity slated on October 9 has ushered in an air of optimism that it will finally pave way to restoring the aged old relationship between the Nagas and Assamese people. The event is organized by Nanda Talukdar Foundation (NTF), a Guwahati based research, documentation and publications non-profit, at Indian Institute of Bank Management (IIBM), Khanapara. Realizing the need to begin a much needed dialogue process between the two sides, senior journalists Samudragupta Kashyap, Mrinal Talukdar and Atanu Phukan as the Convenors have undertaken this initiative with support from the NTF in the backdrop of festering distrust, suspicions, animosity and mindsets conditioned through accumulated myths. Peace activist Niketu Iralu, who is part of the Naga delegation, said such initiatives coming from Assam are an expression of concern over the failing relationship between the two Sates. “I think it is very promising, when concerned people want to hear one another, the door is open for a positive outcome,” he said. Goodwill missions between the two communities have been held since 1953 when Assamese and Naga delegations visited each other for better ties. However, situation has greatly changed since then, according to Iralu. The rise of violent incidents along the border areas, due to a number of external and internal reasons, has led to mistrust and misunderstanding between the two peoples. “Militancy has increased in the last decades; it was not there in the past. Hopefully, the meeting will be the beginning of building understanding to address these difficulties,” Iralu expressed. Border Peace Coordination Committee (BPCC) convener, Er Temsu Wathi also termed the round table talks as a very fine initiative. He said the BPCC right from its establishment in 2007 have been sensitizing on the same line-that civil societies
should come together to iron out the misunderstandings. With the main issue for the sour relationship being misunderstanding and mistrust among its people and civil societies of the two communities, Er Wathi said the round table talk should make sure that all ‘doubtful situations’ are spoken out loud. “Civil society leaders sitting together should communicate on the weak and strong points in order to focus on building a rapport among them,” he maintained. Er Wathi, who is also among the Naga delegation, said speakers participating at the meeting, need to talk on a very layman sense so that ideas can be collected and mobilized to the rest of the stakeholders. The round table talk is also likely to touch upon the August 3 signing of Framework Agreement between the Government of India and the NSCN (IM). According to a press release issued by NTF secretary Mrinal Talukdar, the deliberation will be attended by six representatives from each state as delegates, besides a galaxy of academics, senior journalists, columnists and social workers as invitees. The Naga delegation includes peace activist, Niketu Iralu, Naga Hoho president Chuba Ozukum, Naga Mothers’ Association’s adviser Rosemary Dzuvichu, Naga Students’ Federation (NSF) president Subenthang Kikon, BPCC (AssamNagaland) among others. Noted Academic Prof Udayan Misra will lead the Assam delegation comprising Asom Sahitya Sabha president Dr Dhrubajyoti Bora, AASU chief Adviser Dr Samujjal Bhattacharya, Purbanchaliya Tai Sahitya Sabha president Dr Dayananda Borgohain, former Upper Assam Commissioner Sayad Iftikhar Hussein among others. NTF president and editor of Asomiya Pratidin Nitya Bora will preside over the Round Table while NEC member Chandra Kanta Das is an independent observer of the meet. It is hoped that this initiative would open up a new chapter of mutual respect, trust and co-operation between the people of the two states by ending long years of accumulated mistrust, suspicions and vast gulf in societal levels, the release said.

At Talui village in Ukhrul district of Manipur, paddy has come under vicious attack by rodents. Over years, these rodents have increased in population as the wild cats that used to hunt them down have been hunted down themselves by human hunters. Flying squirrels have met the same fate leading to the slow death of pine trees in the region— flying squirrels used to consume the infestation that is killing these trees now. A doctor, Nelson Vashum (66), has now come to the rescue of Talui biodiversity. He has decided to turn a chunk of Talui’s hills into a reserve forest to be maintained by the community. Eventually, it will be opened up for ‘eco tourism.’ In the field of medical science, the importance of the preservation of roots is not lost to Dr. Nelson Vashum. He is as professional at this as in his clinic; technology lends assistance where required. He brings out sets of Google Maps to show the areas he plans to convert into a community-maintained reserve forest. “See, this area in the west of Talui is almost 2000 hectares which we plan to conserve and replenish,” he says pointing to the maps. We are on the move in a car charting the rugged way towards a waterfall. The spot is 35 Km away from the mini secretariat in Ukhrul town. At the waterfall, named Shoko, Dr. Nelson skirts up slippery rocks to reach the bottom of the waterfall before the youngsters with him can even think of it. “We will convert this into a landing area where young people can swim,” he plans with glee. Located in the Maleo range, the waterfall will be one of the main eco-tourist attractions as per plan; one in a string of three waterfalls deeper into the hills. A bit further will be an artificial lake. These waterfalls were previously hidden by massive rocks that make up a large part of the hill geography of the region. “We used to hear stories about this area when we used to herd cows as kids near the river,” says Dr. Nelson, pointing to the area downhill, green slowly-ripening paddy fields marking the landscape. The big rocks of the area have been quarried away or cleared for roads. The waterfall has shown itself and will be made peren-

nial with a little help from the doctor and his friends, the youth of the village. “Since 1999, we have been preserving some 30 hectares of the forest,” explain Reisang Rachui and Solemn Vashum, youths from the Talui students’ union. Talui has a population of more than 4000 people in almost 800 households—this has led to a strain on the forests due to firewood consumption, timber trade and hunting. In the forest area reserved by the local youth, hunting of birds and animals has been banned. “But still, there is scarcity of water here now, animals are disappearing and paddy fields are not getting enough water supply,” note the youth. For this, the preservation of the entire hill range has become a necessity. “We are short of ideas and resources on how to conserve though,” admit the youth. This is where Dr. Nelson Vashum steps in to encourage the youth on planning for conservation. He has already set up the Pisgah Eco-Park near Ukhrul town. On a larger scale now, the plan is to bring up at least 60 home stays for tourists in Talui village itself to generate revenue for the youth to take forward the conservation efforts. “We will do this together and open the place up for tourism post harvest next year (2016),” pledges Dr. Nelson in his ever energetic enthusiasm.
StocKhoLm/LoNDoN, october 6 (reuterS): A Japanese and a Canadian scientist won the 2015 Nobel Prize for Physics on Tuesday for discovering that elusive subatomic particles called neutrinos have mass, opening a new window onto the fundamental nature f the universe. Neutrinos are the second most bountiful particles after photons, the particles of light, with trillions of them streaming through our bodies every second, but their true nature has been poorly understood. Takaaki Kajita and Arthur McDonald’s breakthrough was the discovery of a phenomenon called neutrino oscillation that has upended scientific thinking and promises to change understanding about the history and future fate of the cosmos. “It is a discovery that will change the books in physics, so it is really major discovery,” Barbro Asman, a Nobel committee member and professor of physics at Stockholm University, told Reuters. In awarding the prize, the Royal
Swedish Academy of Sciences said the finding had “changed our understanding of the innermost workings of matter and can prove crucial to our view of the universe”. For many years, the central enigma with neutrinos was that up to two-thirds fewer of them were detected on Earth than expected. Kajita and McDonald, using different experiments, managed to explain this around the turn of the millennium by showing that neutri-
nos actually changed identities, or “flavours”, and therefore must have some mass, however small. McDonald told a news conference in Stockholm by telephone that this not only gave scientists a more complete understanding of the world at a fundamental level but could also shed light on the science behind fusion power, which drives the Sun and could one day be tapped as a source of electricity on Earth. “Yes, there certainly was a Eureka moment in this experiment when we were able to see that neutrinos appeared to change from one type to the other in travelling from the Sun to the Earth,” he said. Kajita is director of the Institute for Cosmic Ray Research and professor at University of Tokyo, while McDonald is professor Emeritus at Queen’s University in Canada. The 8 million Swedish crown ($962,000) physics prize is the second of this year’s Nobels. Previous winners of the physics prize have included Albert Einstein, Niels Bohr and Marie Curie.

Dimapur, OctOber 6 (mexN): The Dimapur Forest Division celebrated the 64th Wildlife Week at Pherima ‘B’ Village under Medziphema forest range today. The Divisional Forest Officer (DFO), K.Ihevi Aomi impressed upon the villagers of Pherima to take the initiative to conserve wildlife and use it to their advantage. “Many national and international tourists come from far off to visit areas like Khonoma village and the Kanglatu Biodiversity Reserve to study and witness the unique flora and fauna management by communities. Your village is conveniently located so you can use it to your advantage and profit more than any other place,” he said. Aomi further pointed out that as Christians, Naga
people have greater responsibility towards wildlife conservation. He said that God created man to rule over all living creatures on earth and has been entrusted to care for wildlife and nature. “Christian people all over the world are advocating saving nature as climate change takes its toll. The Pope in his speech at the UN has raised concerns; American Baptist church organisations have come up with environmental policies and even the NBCC during its platinum jubilee resolved to close closely with community leaders to address environmental issues,” he added. On this year’s theme ‘Living with wildlife,’ Aomi said people are finding ways to live responsibly alongside its wild neighbours by designing feed-
ers to prevent collision, planting native trees and respecting the “wile” in wildlife, improving habitat, providing safe corridors for animal passage. He appealed to all villages under Dimapur to save wildlife and its habitat to fulfil our duty as stewards and managers of Mother Nature. Kughaho Sema, ACF, Range Officer, Dimapur, also encouraged the villagers to take up biodiversity conservation in the village. He urged church leaders to play greater role in creating awareness among the village people. Dzuthovito Lcho, Range Officer, Kuhuboto highlighted the on the Wildlife Protection Act and various other Forest laws. The programme was chaired by Vivika Sema, Range Officer, Niuland.
As part of the wildlife conservation awareness campaign, the Western Angami Students’ Union (WASU) on Monday distributed stickers and pamphlets to the plying vehicles along the National Highway 29 at Sechü Zubza. The event, which was conducted in connection with the National Wildlife Week, was also attended by Divisional Forest Officer (DFO), Sidsampan and ACF incharge Velatso Demo. The National Wildlife Week from October 2 – 8, is being initiated by the Indian Board of Wildlife (IBWL), in order to arouse a general awakening in the common man in favour of protection of wildlife and to commemorate the same with the birth anniversary of Mahatma Gandhi.
WASU volunteers with DFO Sidsampan and forest department officials during the wildlife conservation awareness campaign at Sechü Zubza on October 5.
The DFO in his address said the IBWL, since its establishment in 1952, has been trying its best to preserve the wild species of flora and fauna and prevent them from going extinct. He stated that the major objective of the board is to create awareness amongst the common
man for conservation and protection of wild species of plants, birds and animals and to arouse general awakening in favour of protection of wildlife. “IBWL is taking many initiatives for achieving these objectives and celebration of Wildlife Week is one of such initiatives,” he
remarked. The DFO further said that the celebration of Wildlife Week in Nagaland has special significance as the period coincides with the arrival of “Amur Falcon”. “Unprecedented efforts of the community and the department/government in conservation of the mi-
gratory bird have brought laurels to the State and the people as a result of which Nagaland is being regarded as ‘the Falcon capital of the world’,” the DFO said while he also called upon all citizens to give up hunting and accord similar conservation status to all other species of wild animals and birds and make Nagaland a safe haven for the wildlife. WASU President Kevisetuo Rhitso said that the union will initiate more such events to make people more aware of the conservation and protection of wild life and to implement more services to preserve the wildlife. Meanwhile, WASU acknowledged Kohima Forest Division and Nagaland Pollution Control Board for sponsoring the materials and the administration DC Kohima and SDO (C) Sechii Zubza for their support.

The railway ministry informed that the broad gauge connectivity to Agartala will be completed by March 2016 and the rail line to Imphal by March 2019. Work on the DimapurZubza rail line will commence shortly while survey on the rail line to Shillong was also on, he said.
A Bhutan Glory Butterfly
Participating in the meet as the resource person, Monsoon Jyoti Gogoi said that the three most sought after butterflies in the world are the Kaisere-Hind, Bhutan Glory and Brown Gorgon. Ziro, he said, is unique because all these three valued species have been documented. Nawangla Bhutia, the President of the Butterflies and Moths of Sikkim (BAMOS) expressed his desire to work more closely with NgunuZiro in order to promote rare butterflies and conserve habitats in the eastern Himalayas. Samrat Sengupta, a wildlife biologist, shared some basic tips
of photographing butterflies. Other participants included Palash Goswami, a conservationist and mountaineer, of Seven Look from Assam and Ngulljolal Khongsai of Bombay Natural History Society (BNHS). NgunuZiro is a nongovernmental organization based at Ziro working for a sustainable future of the place as well as the society. Ziro Butterfly Meet has been started as a part of its initiative to create awareness among the local people about the rich biodiversity of the place and the need to conserve them. The event also serves to fulfill its objective of promoting the concept of responsible tourism in the state. Some members of NgunuZiro are participating in the North-East Butterfly Meet, scheduled at Bornadi Wildlife Sanctuary in Assam later this month. The next edition of the North-East Butterfly Meet is likely to be held at Ziro next year, the release added.
been arrested in Tripura for allegedly killing their mother for objecting to their unlawful activities, a police official said on Tuesday. Santa Saha, 56, was murdered on August 17 at their government quarter at Shyamali Bazar, a high security zone on the outskirts of the capital city. According to a police official, after the state police remained clueless over the killing, the state government handed over the case to the Criminal Investigation Department (CID). "A CID team on Monday night arrested Dipjoy Saha, 30, and his younger brother Bitonjoy Saha, 27," he said. The officials are now interrogating the two men, who, according to the investigators, might have killed their mother with the help of hired killers. "According to the preliminary probe, the men might have killed Santa Saha as they became involved in various illicit activities and their mother tried to restrain them from doing any wrongdoing," the official added. The victim's husband Dipak Saha is an engineer in the state police department.
to Chandigarh to attend a meeting and would come back after 24 hours,” police sources added. However, when he did not return, his elder brother reached Delhi. After failing to trace him, he lodged a complaint at Nabi Karim police station. The Central district police came to know about the abduction after Pegu’s wife received ransom phone calls in Assam. Around seven ransom calls were made and they allowed the victim to talk to his wife in every call, police sources said. Initially, investigators failed to get leads, but call records led them to the Pandit and councillor nexus, the sources said. Sources claimed after the police mounted pressure, the criminals became nervous and freed Pegu, but after beating him. “We tried to contact him, but he refused to talk. His family members informed us he is scared and not talking with anyone. We are in touch with senior officials of Assam and a probe is on,” JCP Gautam said.

Over 50 butterfly species spotted in Pange Valley itaNagar, OctOber 6 (Pti): More than 50 different species of butterflies have been spotted at Pange Valley in Lower Subansiri district of Arunachal Pradesh during the second edition of the three-day Ziro Butterfly Meet. The participants photographed rare species of butterflies like Bhutan Glory, which was also sighted multiple times by all the participants at different locations. It is significant because October is considered too late for butterflies at Ziro considering the weather conditions at this time of the year. The meet, organized by NgunuZiro, saw participants from Nagaland, Assam and Sikkim this year, a release by the association said here today. Ziro valley had caught the imagination of the world of the butterfly enthusiasts with the first live photography of the Kaiser-e-Hind in India during the First Ziro Butterfly Meet last year.

India leads Asia’s dash for coal as emissions blow east
MAGADH, OctOber 6 (reuters): Deep in the thickly forested hills in its east, India last month started production at what it hopes will in five years be Asia's biggest coal mine. At the open-cast mine, which involves the clearing of more than 18,000 hectares (44,500 acres) of land, noisy excavators are busy digging for coal that will feed a huge power plant being built nearby to fuel India's energy-hungry economy. India is opening a mine a month as it races to double coal output by 2020, putting the world's thirdlargest polluter at the forefront of a pan-Asian dash to burn more of the dirty fossil fuel that environmentalists fear will upend international efforts to contain global warming. Close to 200 nations are set to meet at a United Nations summit from Nov. 30-Dec. 11 to hammer out a deal to slow man-made climate change by weaning countries off fossil fuels. China has promised to restrict public funding for coal and Indian Prime Minister Narendra Modi is trumpeting investment in renewable energy, but in Asia's biggest economies the reality is that coal is still regarded as the easiest source of energy. "Environment is nonnegotiable but we can't live without coal. You can't wish away coal," said Anil Swarup, the top official in India's coal ministry, who is leading the push to open
emit more as it grows to beat poverty. In a climate-change policy statement released last week, New Delhi promised to slow the rate at which its greenhouse gas emissions rise by a third by 2030. Coal will remain the dominant source of its energy for decades, India said, but it pledged to invest in cleaner coal technology, modernise old power stations and plant trees to absorb up to 3 billion tonnes of carbon dioxide.

new mines like Magadh, in poor but resource-rich Jharkhand state. "There is a temporary drop in demand, but no question of reducing coal output. We are well short of coal required in the country." ASIA KEEPS DIGGING China, India and Indonesia now burn 71 percent of the world's newly mined coal according to the World Coal Association, with new European and North American consumption negligible as their countries turn to cleaner energy. Other Asian nations are increasingly looking to coal to power their econo-
mies too, with Pakistan, the Philippines and Vietnam opening new plants, pushing the Asia/Pacific region to 80 percent of new coal plants. "Coal is still the most cost competitive power generation fuel, and in the end that's what matters most for emerging markets," said Frederic Neumann, Co-Head Of Asian Economic Research at HSBC in Hong Kong. Asia's developed nations, too, are finding it hard to kick the coal habit. Ja p a n ' s u s e ha s reached a record after shrinking its nuclear industry and it plans to build another 41 new coal-fired units over the next decade.
Australia's exports of thermal coal rose 5 percent to 205 million tonnes in the last financial year and are to increase by a further 1 million tonnes this year, driven by increased demand from Japan, South Korea and Taiwan. The rush to burn more coal comes as the world's major economies, including leading emitters China and the United States, have agreed to start cutting greenhouse gases over the next 15 years ahead of the U.N. climate change summit in Paris. India has rejected any absolute cuts, arguing that its per capita emissions are far below the world average and that it needs to
THE NEW CHINA? Magadh mine is the biggest of the many New Delhi will open to hit an annual coal target of 1.5 billion tonnes by 2020, raising its production above the United States but less than half the amount China currently burns. Some 20 km from Magadh, along a bumpy track through mud-hut villages, lies a second vast coal pit launched last year. By 2018 another two mines will open nearby combined, the mines in this one district alone will at peak generate as much coal as Poland, the world's ninth largest producer, delivered last year. The United Nations has agreed a goal of keeping warming below a ceiling of 2 degrees Celsius above pre-industrial levels to avoid the worst impact
of climate change including more droughts, extinctions, floods and rising seas. Sticking to that goal would require world emissions to start falling now and India's to peak within a few years, said Glen Peters at the Oslo-based Center for International Climate and Environmental Research, but India's coal drive makes that near-impossible as its extra emissions outweigh any savings from more solar and wind power. Because of its lowquality, twice as much Indian coal is needed to produce the same amount of energy as the best Australian coal. If India burns as much coal by 2020 as planned, its emissions could as much as double to 5.2 billion tonnes per annum about a sixth of all the carbon dioxide released into the atmosphere last year - Peters said. That would see India follow a similar path to China whose emissions, after growing slowly at the turn of the century, jumped when dozens of new coal power plants came on line. "If these coal targets are met, there could be a turn (in India's emissions), with a steep increase. China is starting to stumble; India could replace that," said Peters. He said India could replace the United States as the world's second largest emitter by 2025. "This is something no one would have expected."

Indian Railways extends e-ticketing timing by 15 mins Check irctc.co.in for latest update New DelHi, OctOber 6 (ANi): In yet another passenger-friendly initiative by the Indian Railways, the IRCTC (Indian Railway Catering and Tourism Corporation) has extended the time for eticket booking on its portal by 15 minutes to 11.45 p.m – check irctc.co.in for latest update. Before the introduction of the new timing, Indian Railways allowed passengers to book tickets through e-ticketing feature till 11.30 p.m. Under the earlier arrangement, the IRCTC used to shut down its main server for one hour every day – from 11.30 p.m. to 12.30 a.m. – for maintenance and repair. During this one hour, e-ticketing service was fully closed. With the introduction of the new system on September 20, IRCTC’s main server will be closed for 45 minutes only-from 11.45 p.m. to 12.30 a.m. It is because of such an arrangement that passengers can now avail e-ticketing facility for an extra 15 minutes. DIMAPUR Civil Hospital:
Recently, IRCTC, a ‘mini Ratna’ PSU of Indian Railways, had imported five new HP Itanium servers from Singapore to speed up e-ticketing operations on its digital platform. Earlier on June 1, it had installed two Linuxenabled servers, substantially raising the booking capacity of e-tickets. “The introduction of these new high-speed servers has substantially enhanced the website performance, including login time and payment gateway. That is why Indian Railways passengers are getting 15 more minutes for e-ticketing service,” said Dr. A K Manocha, Chairman and Managing Director, IRCTC. The average daily sale by Indian Railways of train tickets through the portal, which is the world’s second busiest with 3 crore registered users, is around 5.5 to 6 lakh. The extended time period will also be available to passengers on the ‘current counters’ at railway stations, where tickets can be booked and cancelled.

Finally, Nepal Gets a Constitution
The Naga Caravan First promised over a half Of Weddings and the a century ago, Nepal's new ‘Unnecessary Sound’ constitution is surprisingly progressive. But it's led to tensions with neighboring India and with underrepresented ethnic groups
E
ven as the year draws towards a close, the smell of winter has also set the tune for the ‘festive’ season. Well, it is also the wedding season. Today, Naga weddings, can be likened to the festival of lights which is marked by more of unnecessary sound that vanishes meaninglessly in thin air. The focus is on the unnecessary sound rather than the meaning and essence. It is this culture of making unnecessary sound that has made weddings such a costly affair and it is not surprising to see wedding cards that openly seeks monetary gifts. Not only that, there is the not so honourable thing and what can be more hurting to the Holy Vows is the fact that the wedding nights are often marked by drinking parties whereby the Holy matrimony and the Vows taken before God and man seems like a forgotten past that had a validity only till the wedding ceremony. Naga Marriages today have become such a costly affair made costly in the pursuit of adding unnecessary wants. And like the presence of the good Lord is not enough, a wedding that is attended by big shots becomes the talk of the town. It is really sad that we have lost sight of our sensibilities, rationality and moral judgment. Weddings are a once in a lifetime event and who would not like to make it large, fat and memorable. But it should not end in a painful and draining tale. Our understanding of the idea of ‘making it large’, needs a shift from the material to the spiritual. For nothing can be bigger than God’s presence and His showers of blessing. On the loss of meaning and essence, an instance, what good is a costly beautiful wedding card if it does not have the content and the purpose for which one is invited to the wedding. For it is not simply an invitation to grace and bless the couple. After all, God alone cannot be the witness here. Weddings becoming an extravagant affair has been a serious cause of concern and some Churches have set aside a special date for mass weddings with the objective of curbing the expenses but such initiative has failed because nobody wills to share their big fat day. The Naga weddings need a paradigm shift from material to the meaning and the fulfilment of God’s purpose. After all who would not like to make this once in a lifetime event a big fat and a memorable one but let us also be reminded that marriage is about how truly one take the marriage Vows before God and man as witnesses and to which the Church certifies in written. At the end of the day, what matters most is not what you wear or how big it was but the Vow you commit before God and man. As religio-moral beings and going by the present trend of pompous weddings, there is a lot of rethinking to be done. A complete lowering of the unnecessary sound cannot be expected but even a decibel lower can make a huge difference. A change in mindsets can create the desired ripple effect. Let us learn a bit of crazy science in our life
W
hy don't skyscrapers blow over? Why does a car use 250 times more air than a bicycle (oh my Gosh!)? Why can you see through windows but not through walls? How come a glass sometimes bounces off the floor without breaking? Can you burn your house down with an electric drill (terrible, no? Don't try it)? Crazy questions these may be, but the answers to them (and many more like them) are not crazy at all. They are plain, Atoms Under The Floorboards; comprehensible Author: Chris Woodford; science - science Publisher: Bloomsbury; which we come Pages: 336; Price: Rs.399 a c ro s s e ve r y minute and every moment of our day-to-day lives, without ever realising it. And what is science? According to the author, science is fundamentally, looking at things differently and scientific ideas - divorced from the sparkle and drudgery of everyday life - mean little to most. As Albert Einstein observed: "Gravitation is not responsible for people falling in love." We, the common people, can spend our entire life without once thinking much about science. But, in reality, we cannot survive even for a second without using science in one way or another. This takes us to the opening question: Why don't skyscrapers blow over in the winds? It's because they have "big feet". In other words, the dazzlingly high buildings are actually not much higher than they are wide (low height-towidth ratio). For example, the Empire State building is 380 metres high and 100 metres wide. So, its height-to-width ratio is just 4:1. In case of the Eiffel Tower, this ratio is mere 2.4:1, because its legs are so far apart. Now, the fascinating thing about skyscrapers is not that they stand intact in the face of strong winds, but the fact that they DON'T! Yeah, you read it right. Most high rises are designed to wibble and wobble, albeit slowly, in challenging winds. (The winds can snap a 500-metrehigh building in the middle if it were completely rigid). The twin Towers, for instance, could move up to one metre at the top! The Empire State Building, in comparison, can wobble for up to eight centimetres. Now, that's science. Before you start wondering where on earth did we get all these astonishing facts from, let us tell you the source. It's a book by Chris Woodford - a science and tech writer who has to his credit the best-selling "Cool Stuff" series. Here, you will find the answers to all the above crazy questions. Written in a lucid and interactive style, the book is fun to read and a mine of knowledge - one that promises to change the way you or your kids look at the smallest of things in daily life. And remember, science is just another way of looking at things!
Book Review
W
hen Nepal entered the modern era in the 1950s, following the end of the century-old hereditary Rana regime, the country’s king offered the largely rural and illiterate population an idea that was novel even back then: a constitution backed by a body of elected representatives. King Tribhuvan, who was until recently remembered as the father of the nation, died shortly after making the pledge. His son, King Mahendra, an ambitious and astute leader, soon usurped the power, ending Nepal’s brief experiment with democracy. His rule encouraged nation building at break neck speed, with the United States, fearful of Soviet influence amid the Cold War, becoming his trusted ally — so much so that the American aid proved a major contribution to the king’s consolidation of power. His autocratic regime lasted for 30 years until a prodemocracy protest forced his son, King Birendra, to cede power to political parties. It took Nepal 65 years to realize the dream of adopting a democratic charter through constituent assembly. But the costs were huge. A Maoist insurgency that lasted from 1996 to 2006 claimed the lives of over 17,000 Nepalis. In 2001, a massacre of the royal family members (including Birendra) led to the weakening of the 240-year old Shah monarchy and its eventual abolition in 2008. More recently, over 40 people, including 10 policemen, were killed in the southern regions bordering India in clashes between security forces and protesters opposing the draft of constitution. Despite the protests and bloodshed, a resounding majority in parliament passed the post-war constitution on September 16. The charter proclaimed Nepal a secular, federal, and democratic republic. On September 20, Nepal’s first president, Ram Baran Yadav, who hails from the region wracked by violence, promulgated the constitution in a formal ceremony. Inside the parliament building, the announcement was followed by applause. Outside in the streets, firecrackers exploded to mark the occasion. Most people in the capital Kathmandu heeded a government call to light candles and celebrate the moment. Although people in the hills and some parts of plains rejoiced, the overall mood in the Terai — the southern foothills of the Himalayas that border India — appeared to be of mourning. For vast majority of Madhesis and Tharus, the ethnic minorities living in the plains, it marked a black day. Angry that the new constitution did not accord them the status of a federal state, they protested it by waving black banners. International Reactions Across the country’s southern border, India, Nepal’s influential neighbor and a regional behemoth, expressed reservations instead of welcoming the development. In a statement that Nepali intellectuals have scrutinized and analyzed, India’s external affairs ministry said it has noted “the promulgation in Nepal of a Constitution.” This lukewarm response immediately raised hackles in Nepal, where many were miffed by the statement’s imperious tone. New Delhi also urged Nepali leaders to ensure “broad
P
ope Francis has left the building. His first trip to the United States created news at every turn. On September 24, Pope Francis made his historic address to the joint session of Congress, the first time for a pope. When dealing with refugees, he said, “Let us remember the Golden Rule: ‘Do unto others as you would have them do unto you.’” To that assembly of lawmakers, a majority of whom support capital punishment, he called for global abolition of the death penalty. He also called for an end to the international arms trade, saying, “Why are deadly weapons being sold to those who plan to inflict untold suffering on individuals and society? Sadly, the answer, as we all know, is simply for money: money that is drenched in blood, often innocent blood.” Nevertheless, as he read his remarks aloud in a slow, careful English (his fifth language), he was frequently interrupted by rousing, bipartisan standing ovations. Pope Francis framed his talk around four Americans: Abraham Lincoln, Martin Luther King Jr. and two lesserknown figures, two Catholics, Dorothy Day and Thomas Merton. “These men and women, for all their many differences and limitations, were able by hard work and self-sacrifice—some at the cost of their lives—to build a better future. They shaped fundamental values which will endure forever in the spirit of the American people.” Lincoln and King need little intro-
based ownership and acceptance.” Before long, India — on whom landlocked Nepal heavily depends on for imports of essential goods such as food and fuel — imposed an unofficial blockade on the supplies. For almost a week, hundreds of cargo trucks bound for Nepal have been stuck near the check posts along the porous border, depriving Nepalis of basic necessities and further antagonizing a country increasingly wary of its giant neighbor’s overt interference. Nepal’s northern neighbor China, however, sent a congratulatory note. “China attaches great importance to relations with Nepal, and stands ready to further deepen bilateral friendly cooperation and provide assistance for Nepal’s economic and social development to the best of her capacity,” Hong Lei, China’s Foreign Ministry spokesperson said in a statement on September 21. China competes with India to spread its influence in Nepal, which around 20,000 Tibetan refugees call home. The United States called the constitution “an important milestone in Nepal’s democratic journey.” It urged the government to “accommodate the views of all Nepalis and ensure that the constitution embraces measures consistent with globally accepted norms and principles.” The statement also called on security forces to exercise restraint as people express their democratic rights. Establishing Federal Boundaries Ever since Nepal began deliberations on the constitution in 2008, the demarcation of the federal states proved the most contentious issue. Federalism was proposed as a means to ensure rights for marginalized groups. But with ethnic minorities calling for autonomous federal states named after them — Nepal has more than 100 ethnic groups — the call generated fears of disintegration. The first constituent assembly, elected in 2008 with the former rebel Maoists sweeping to power, dissolved due to disagreements over federalism. In the November 2013 elections for the second constituent assembly, people overwhelmingly voted for two establishment parties — the Nepali Congress and the Unified Marxist-Leninist list, both moderate forces — which currently rule the country. Prompted by two devastating earthquakes that killed almost 9,000 people in Nepal earlier this year, the beleaguered politicos in early June agreed to carve out six provinces, ending the long-
standing dispute. But their hastily drawn model drew protests in parts of the mid-western region that didn’t get their own state. In a macabre scene reminiscent of the civil war that raged throughout the country between 1996 and 2006, enraged protesters of the Tharu community lynched several policemen. They were angry when Kathmandu rejected their demand for a federal state that would have included the southwestern districts where there is a significant Tharu population. Although many in Nepal agree that their demands were valid, the voices of the long-suffering Tharus were once again stifled. Remaining Challenges The main challenge for the charter, political analyst Tilak Pathak says, is to bring the disgruntled groups on board. “This is the first constitution in Nepal where people, through their representatives, participated in the drafting. There are flaws, but it can be amended and made better,” Pathak said. In a recent opinion piece in the best-selling Kantipur newspaper, editor-in-chief Sudheer Sharma reiterated his daily’s call to halt the voting process for a few days to accommodate the Madhesis and Tharus in the process. “It will be a historical strategic mistake of Kathmandu not to respond on the demands from people of the region whom the capital has ignored and alienated,” Sharma said. The Terai, a narrow alluvial flatland that stretches from east to west, is home to half of Nepal’s 28 million people. Although the Tharus, Madhesis, and other minority groups couldn’t relate to the charters, the new constitution nevertheless ensures fundamental economic, social, and cultural rights for its citizens. It guarantees affirmative action for marginalized communities such as Dalits (so-called untouchables), women, and ethnic minorities. In a move hailed by rights activists, Nepal also became the third country after South Africa and Ecuador to enshrine equal rights for the LGBT community in its constitution. This is the seventh constitution of Nepal, and its real test lies in its successful implementation of democratic practices. The delivery of a new charter ends the feeling of uncertainty in the population. But with the fragmentation of politics after the end of the Maoist insurgency, there’s still a long way to go. Day was an active suffragette, and was arrested in November 1917 for picketing outside the White House, demanding the
right to vote for women. Throughout the 1920s, Day pursued her writing and activism, refusing to conform to the socially prescribed norms for women at the time. She had an abortion in the early 1920s, and, in 1925, had a daughter with a man to whom she was not married. She met a nun who inspired her to turn to Catholicism. In 1933, in the depths of the Great Depression, Ellsberg explained, “she founded a movement called the Catholic Worker ... which combined the works of mercy, living in community among the poor, in New York and other cities, feeding the hungry, clothing the naked, but combining that with a radical social criticism of our economic and social system, and also combining that with a strong commitment to the peace message of Jesus, for which she was repeatedly arrested during her life.” Dorothy Day helped create Catholic Worker communities, now numbering more than 200 worldwide, offering

hospitality, food and shelter to the poor and indigent. She launched a newspaper, The Catholic Worker, on May 1, 1933, which remains in publication to this day, selling still for one penny. “Thomas Merton was the surprise for me,” Robert Ellsberg said. “Just 10 years ago, the American Catholic bishops decided to remove his name from a list of exemplary Catholics to be included in a catechism for young adults. Merton began engaging with the issues of the world, especially the Cold War, the arms race, nuclear weapons, racism, the Vietnam War. His own Trappist order censored him and wouldn’t allow him to publish on those topics for some years. ... He said, ‘I want my whole life to be a protest against war and political tyranny. No to everything that destroys life. Yes to everything that affirms it.’” Dorothy Day and Thomas Merton were both outspoken proponents of an engaged form of religion, taking their beliefs into action. Dorothy Day took her activism a step further, getting arrested scores of times, protesting against war. The Catholic Workers she taught and inspired continue her mission, engaging in civil disobedience at nuclear-missile sites and at military bases like Hanford and Creech, where drones are operated remotely. The movement to saint Day got a big push forward by Pope Francis last week. But as Dorothy Day said herself in 1980, the year she died: “Don’t call me a saint. I don’t want to be dismissed so easily.”

umbai and Delhi are the sanctum sanctorum of the Indian Union’s anglicized, privileged cool set. Apparently, these two urban areas represent that highest form of the cosmopolitan ethos with a ‘desi’ touch. That ethos also is a stand in for a celebratory form of atomized individualism (whose boring moments are ‘artistically’ expressed as urban ennui) and is characterized by a near-complete alienation from the street and the social life of real people (for example, people who know the name and address of their local councilor). These are precisely the kind of cities where ‘illegal’ settlements of the urban poor can be removed and political processions are reduced to a ‘traffic problem’. Hence, it is not surprising that beefban unites these two cities in their apartheid-based cosmopolitanism and that a general meat-ban can be promulgated in Mumbai and Gurgaon. The powerful classes of such cities have always made separate private provisions for themselves and hence only rarely anything public impinges of their lives. Thankfully, most urban areas of the subcontinent are not so completely dominated by such classes. Mumbai’s municipal corporation had promulgated a 4-day ban on the sale of all kinds of meat and working of its slaughter-houses to respect the perceived heightened religious sensitivity of the Jains during their festival of Paryushan. Strong protests from Marathi-dominated organizations like the Maharashtra Navnirman Sena (MNS) and the Shiv Sena has resulted in the shortening of the ban period to 2 days. However, a 2 day meat-ban around Paryushan has been around from 1964, when the wealthy Jain business class pressured the then Mumbai municipal corporation to pass a resolution to this effect. While the wealthy business class of Mumbai has always armtwisted the municipal corporation to serve its special interests, the 1964 resolution represents the power of a powerful group with a powerful group. It is not surprising that many of the Hindu business tycoons of Mumbai in 1962 were also vegetarians and that is still true to a significant extent. Thankfully, I don’t live in the jurisdiction of the Brihanmumbai Municipal Corporation but that of the Kolkata Municipal Corporation where chickens, goats and cows can be slaughtered all the time and sold throughout the city. Now that several other BJP-ruled states have also come up with meatbans to respond to their political backers, this advancing front of animal slaughter ban and meat-selling ban to worrisome to me and my faith. I come from a clan of Shaktos (devotees of the Mother goddess or Shakti) and we are strongly into the worshiping Ma Durga and Ma Kali. It is my fortune that I live in the locality of Chetla, in Kolkata. My home is just across the nearly-dead Adi Ganga (the original flow of the Ganga) river from the powerful divine seat of Ma Kali called Kalighat. It is one of the most important sites of our Shakto universe. Here, from time immemorial, our people have been offering animals as sacrifice to our divine mother. We consider this meat as Ma Kali’s prasad. For those who can’t afford to sacrifice a whole goat, meat of animals that have been offered to the goddess are sold from small outlets near the temple. When parts of Ma Sati’s dead body fell on earth, each of those sites became a Shakti-peeth — a space of divine significance. Of the 51 Shakti-peeths on earth, Bengal is blessed with 16, of which East Bengal has 5. Some are in Assam and some in Nepal. At almost of sites that are holy for us, animal sacrifices are almost a daily affair. It is a part and parcel of our faith. When we do an animal sacrifice, we are not perturbing other religious communities. By pushing a certain Hindustan region consensus of certain communities on the question of meat, people like us are being reduced to second grade Hindus in the ‘pan-Indian’ set of things. This is also why our religion and its practises need to be protected from this brand of nationalist politics, that privileges certain religious practises over others. In a few days, I’ll go from my city home in Kolkata to my desh or clan-abode in Patuligram village of West Bengal’s Hooghly district. Our clan has been Bengali shakto by faith for as long as we can remember. Ma Durga, the mother goddess, will come alive in Patuligram as ‘Moter Ma’ — the name by which she is known there. Every year on Bijoya Dashami, Ma Durga is immersed. Many traditional Durga pujas or religious rites in Shakto families or out-of-turn

Entrepreneurship is rapidly becoming one of the most dynamic forces in the Nagaland economy. A flurry of local entrepreneurs have emerged to tackle the market demands and create a self-sustaining economy that also generates more employment opportunities. Call them ambitious, risk takers, go getters, or opportunists, we have a wave of determined young individuals who would like to make Nagaland a commercial economic power hub. Yet, the road to success is not always sunshine and rainbows. To actually reap the benefits is a long winding road with challenges, setbacks and the know-how of dealing with the ground realities that exist in our State.
personal offerings to the goddess hve animal sacrifice as an integral part. Does one not have the right to observe Shakto religious rites during the time of Paryushan of the Jains if one happens to live on of these slaughter-ban zones? When certain religious types give patronizing sermons on vegetarianism, are our religious sensitivities not hurt? Why’s that okay? Is it because in the birat Hindu conception of highbrow religious practise, our practises are second-class? When we are judged on the basis of other people’s attitude’s towards meat and their religious sensitivity, are we to understand that our faith is something that perturbs the religious sensitivity of others? We must remember that all attitude is reciprocal. Tanmay Mukherjee, a friend and an astute chronicler of contemporary West Bengali urban culture says, “What's true for you, may be Vegetarian for me.” I remember a time, not so long ago, when my very Bengali Brahmin family would travel outside Bengal. The visits would include religious places. Their attitude towards these places was clear — these were divine all right, but it was clearly understood within the family that these places were not ‘ours’. ‘Our’ gods lay elsewhere. Among the creepers and water bodies of a small village in the Hooghly district of Bengal, a particular mother goddess was omnipresent in the vocabulary of our family. There was a snake goddess who sat on a precarious perch near our Kolkata home, in a makeshift ‘temple’ between a bridge and a river. There is the lump-shaped Dharma Thakur, again of our village, who has steadfastly refused brahminic mediation to this day. My family has come to live intimately with their moods and powers, their vehemence and their limits. They are ‘our’ gods. Who are these first citizens of the Indian Union whose sensitivities take precedence over the practices of others? This Savarna-Jain halalization of the public sphere is a creeping danger because they now seem to exert political influence far beyond their numbers. What are the sources of their strength by which they are able to force multiply and what does that tell us about the ideological currents at play in the Indian Union’s deep state? In ‘unity in diversity’ land, some diversities are necessarily silenced or are labeled ‘superstitious’. The list of the silenced and the superstitious is predictable. Not all diversities have been domesticated enough to be featured at the Mumbai airport or NOIDA’s Great India Place for yuppie Indian consumption. Some diversities retain elements that bite back when trampled upon. They go much beyond DilliHaat-type of showcase diversities. The no meat-ban regions have to realize the longrange political aim of the Hindi-Hindu-Hindustani multi-headed hydra of homogeneity. It has many faces — some are about beef ban, some are about
cosmo-liberal “idea of India” and so forth. New Delhi sarkar’s Air India serves eggless cake and onionless paneer puffs to general passengers like me on a flight to Srinagar from Delhi. Kashmir is home to a largely meat-eating non-Muslim culture. What’s the message here? Who’s being served by what is being served here? Even in Kolkata, I recently visited a private hospital, part of a chain owned by a vegetarian Krishna-worshipping business family. In that healthcare facility, no eggs or meat or fish is allowed even if they are usually medically and nutritionally indicated in other places, like public hospitals. And even if they are medically indicated, nutritionists working there never prescribe anything non-vegetarian. Does religious sensitivity also allow one to molest the lifestyle, health and food-choice of one’s customers? What is the nature of this emergent politics that empowers a business group to enforce its religious beliefs in health-care facilities and deny fish to a convalescing Bengali in Bengal? Who are these bosses? A new nation-state is evolving; a new consensus is being beaten out of the badlands of the subcontinent. Our gods and goddesses are not unaffected in this scheme of things. In this new religious world view, older ‘superstitions’ are avoided and even condemned, with a mishmash of scriptures and lifestyle demands of modern urban society forming the bedrock of ‘eternal values’. These stances have wide currency among the rootless urban folk who may be religious or irreligious, but are Siamese twins when it comes to being self-servingly contemptuous of the rustic and the fantastic. This is the religion where certain gods have stolen a march on many other gods, creating a poor and sad ‘national’ pantheon of sorts — dreams of a ‘unified Hinduism’ finally bearing some fruit. From Boston to Bombay, through idioms created and perpetuated by mass media, a community is being created whose religious pantheon is dictated by that pathetic yearning for uniformity that only a nation-state can display. This is where portable religion, meat-ban and ‘Hindi nahi aata?’ come together as symptoms of the same disease. I thank Ma Kali that my municipal ward in Kolkata is not under the sway of forces of Hindi-Hindu-Hindustan and I believe that my benevolent and powerful divine mother will keep it that way. We Shaktos aren’t worshipper of manmade gods nor of dead gods. Our goddesses are alive and are on guard. They’ve always been. One final question from a resident of an area that hasn’t a major communal riot for a some time - when many followers of a uber ‘ahimsa’ religion supports and funds organizations that saves cows but kills human beings of other faiths, do the religious sentiments of those vegetarians get hurt?
Entrepreneurship in Nagaland: Challenges and Solutions
Lily Chishi, Assistant Professor, Department of Economics oday, with the rapid development of our society, entrepreneurship has become one of the most dynamic forces in the economy. Majority of jobs are created by small businesses which are started by entrepreneurially minded individuals.Entrepreneurs believethat they have more opportunities to exercise creative freedom, have a higher self-esteem, and an overall sense of control over their own lives.Nagaland has witnessed a surging growth in entrepreneurship over the years, especially in locally made brands of food products, fashion, restaurants and hotels, etc. One of the prime reasons for this development is the change in the mindset of the young local populace who prefergetting involved in small time businesses instead of opting for employment in the government sector or migrating to Mainland India. The increase in the number of graduates has only increased the burden on the government to create more jobs.Wide scale corruption adds fuel to the spirit of discouragement among the youth. This has created a state of hopelessness in many youngsters who have resorted to even criminal activities to succeed in life. Today’s youth are unemployed not because they lack qualification, but because the system has been crippled politically, economically and socio-culturally. The government has done little to reduce the misery and frustration of the citizens. Owing to this, many seek employment outside the state where they have a chance for a better life.During the last few decades the phenomenon of entrepreneurship has gained unprecedented importance on a world wide scale in being regarded as a substantial source of new employment, innovation, and economic growth. In spite of the gloom surrounding the employment scenario in Nagaland, a positive change has been brought about by the growth of entrepreneurship. It has employed a large number of young people, especiallyhigh school and college dropouts, or those less qualified. Entrepreneurship in Nagaland is coming of age, but the reason why it is not coming all together is the lack of resources, especially in the area of skilled mentorship, infrastructure, technical know-how, and capital. The major setback has been the lack of innovation. Common businesses like food and clothing are what the majority of the local entrepreneurs invest in. This has its own drawbacks. Even though it increases competition, it reduces individual profit. The one winning at the end are those who invest not only in the product, but also in a proper marketing plan. Each business needs to have a marketing plan that suits the uniqueness of that business and speaks to the target customer. Nagas entrepreneurs find it difficult to make their products popular because the market of local products has not been well developed whenit comes topromotion, distribution, and collection of customer feedback. In order to solve the problem of marketing, common production cum marketing, centres need to be set up and equipped with modern infrastructural facilities. That will help in promoting export business and enable close interaction of the buyers and sellers, thus avoiding the middlemen. Another major drawback is the failure to maintain consistency in quality of the products. This is due to lack of availability of standard tool and equipments, and poor quality of raw materials, which affects the business in the long run. The unstable political scenario of the state has only made it more difficult for businesses to flourish. The need of the hour is innovative ideas combined with support from the government made thereafter. Law can't be violated in Modi woos German firms to invest, Make in India the name of festivals: HC
BENGALURU, OctOBER 6 (IANs): Prime Minister Narendra Modi on Tuesday exhorted German industry to invest and make in India for a growing domestic market and huge export markets the world over. "We want your involvement in translating our dreams into reality. Our commitment to achieve the goal in an effective manner offers huge opportunities to German firms," Modi said at a tech event in the presence of visiting German Chancellor Angela Merkel. Flagging the opportunities, ranging from building 50 million houses to setting up 100 smart cities, the prime minister said German investors and companies could also explore modernisation of the vast state-run railway network and stations to setting up of new railway corridors. "Generation of 175 gw (giga watt) of renewable energy to construction of transmission and distribution networks, national highways, bridges, and metro rails are among the investment opportunities beckoning the robust German industry," Modi said. Asserting that such a huge potential for creation and production would not be available in any one country, Modi claimed no one place on earth could offer the potential for consumption on such a massive scale. "We are trying to power this potential through our
India hopes to roll out GST in 2016
BENGALURU, OctOBER 6 (REUtERs): India hopes to roll out a new goods and services tax (GST) in 2016, Prime Minister Narendra Modi said on Tuesday in a speech to Indian and German businesses that played up the attractiveness of investing in Asia's third-largest economy. The GST, currently blocked in parliament, was one of a range of businessfriendly measures highlighted by Modi in a speech in tech hub Bengaluru, during a visit by German Chancellor Angela Merkel. Modi also said his government was speeding up regulatory clearances, reducing licensing requirements in the defence sector and making tax policy more consistent. To tap the energy fully, we have launched the 'Start-up India' campaign," Modi told about 500 invitees, including a German business delegation, which came with Merkel on a three-day official visit to the country since Sunday night. Observing that India was on the threshold of a big IT revolution, Modi said the country was at the tipping point where technology would be leveraged to meet
the aspirations of 1.25 billion citizens and provide additional avenues for investment in modern technology and human resources. "Ours is a young country and will remain so for many years. There is a huge domestic market. Unlike a decade ago, talented young minds are no longer looking for high paying jobs. Instead, they have begun taking risks and preferring to become entrepreneurs. We have witnessed exponential growth in start-ups
in the recent past and some of them have begun to challenge established global players," Modi said. Recalling his visit to Hannover in Germany in April, the prime minister said his government was open to ideas, innovations and enterprises because never before was India so well prepared to absorb talent, technology and investment from outside. "While in Bengaluru, I must add that it is the software of India that will
move the hardware across the world; it is the talent of India that will master the technology; it is the market of India that will motivate manufacturing. Therefore, it makes strong business sense to be in India. It makes even better business sense to Make in India," Modi added. In her address to the gathering in German (Deutsche), Merkel offered technology and skills to make India a global manufacturing hub for domestic
and export markets. Hosted by the National Association of Software and Services Companies (Nasscom) and the German Fraunhofer Institute at a star hotel on 'Digitising Tomorrow Together', the luncheon session witnessed four agreements signed in the presence of the two heads of state in urban mobility solutions, solar energy, skill development and machine designing between Indian and German firms.
UP lynching: UP report to Centre omits 'beef,' man's death stokes tension
DADRI (UP), OctO BER 6 (PtI): Recovery of the body of a young man today stoked tension in Dadri's Bishada village where a Muslim was recently bludgeoned to death over rumours of eating beef as the UP government submitted its report to the Centre which has no mention of rumours of "beef consumption or cow slaughter" having triggered the killing. Jay Prakash, 24, was found dead in his house at the village, about 60 km from the national capital, and his family alleged he was being harassed by the police despite his name not figuring in the list of absconders being hunted for the killing of Mohammed Iqlakh on September 28 night. "There are visible signs on the deceased person's body suggesting the cause and time of death. Investigation has been taken up but no conclusions can be drawn until the postmortem report is obtained," said SI Ranvir Singh. Police have confirmed Jay Prakash was not among the absconding accused. The Uttar Pradesh government has, meanwhile, submitted a report to the Centre on the lynching of 50-year-old Iqlakh but but made no categorical mention of "beef consumption or cow slaughter" rumours having triggered the killing.
Threat to secular fabric intolerable: HM Rajnath
NEW DELHI, OctOBER 6 (IANs): Union Home Minister Rajnath Singh on Tuesday said any threat to the secular fabric of the country would not be tolerated, calling upon citizens to maintain social harmony. Responding to questions on the lynching of a man in a village in Uttar Pradesh's Dadri over suspicion of having eaten beef, Rajnath Singh said his ministry would look into the state government's report about the incident. "Any threat to the secular fabric of the country will not be tolerated. It is the duty of every citizen to maintain social harmony and I appeal to the people to uphold this," Singh said. He was talking to reporters on the sidelines of a function here to mark the 80th birth anniversary of late farmer leader Mahendra Singh Tikait. Asked about the violence that erupted in Varanasi on Monday during a march of saints and Hindu religious groups to protest against baton charge and ban on immersion of idols in the Ganga, Singh termed it as "very unfortunate". "Law and order is a state subject. I have spoken to the concerned authorities in Uttar Pradesh in this connection and they have assured me that they were trying their best to normalise the situation," Singh said. Curfew was clamped in four police station areas in Varanasi and was lifted by Monday midnight. At least 26 people have been arrested for their involvement in the violence that left over 50 people injured, including a magistrate and a circle officer. The report sent to the Home Ministry said Iqlakh and his son Danish were attacked by some unidentified people over unconfirmed allegations of having consumed "pratibandhit pashu ka maans" (meat of an animal banned from slaughter). The report incorporated a factual account of the incident as recorded in the FIR registered by
the local police in Dadri in Gautam Budh Nagar district, a Home Ministry official said. On the action taken following the incident, the report said some suspects have been picked up following preliminary investigation. Without going into details of the possible motive behind the killing, the report said further probe is on.
NEW DELHI, OctO BER 6 (REUtERs): India's polluted capital, New Delhi, will within two months impose a tax on commercial vehicles entering the city and prohibit the
use of cars on certain busy routes once every month, its transport minister said on Tuesday. High pollution levels have worried environmentalists, public and the au-
thorities in the city of 16 million people, which the World Health Organization last year said had the worst air quality in the world. India rejected the report's findings. Initiatives to clean up
Open to different options on land bill issue: Government NEW DELHI, OctOBER 6 (PtI): The Centre today indicated that it was open to different options on the land bill issue but insisted that "we can move forward" only after the Joint Committee of Parliament looking into the matter submits its report. "We have no objection if a report comes with consensus. This is what I have said earlier too," Union Rural Development Minister Chaudhary Birender Singh said, when asked about the fate of the land bill, amid reports that the Joint Committee of Parliament looking into the contentious legislation would resume its meetings only after the Bihar Assembly elections. Asked repeatedly whether the NDA dispensation would push for changes in the UPA legislation despite allowing the land ordinance to lapse, Singh said, "The Joint Committee of Parliament is still alive. Let the committee give its report. If the report is good and it is unanimous, we can move forward. Let the report come." The parliamentary panel, headed by BJP MP S S Ahluwalia, is expected to submit its report in the beginning of the next session, he said. The land ordinance of the NDA government, effecting key changes in the UPA legislation like removing provisions for consent clause and social impact assessment, was allowed to lapse in August.
Abolish 3-yr law degree courses: Madras HC to BCI cHENNAI, OctOBER 6 (PtI): The Madras High Court today asked the Bar Council of India to abolish the three-year law degree courses at the earliest and retain only five-year courses in the stream on par with other professional courses like medicine and engineering. The observation was made by Justice N Kirubakaran while passing an interim order on a criminal original petition by one S M Anantha Murugan seeking a direction to prevent intrusion of persons having criminal antecedents without studying Bachelor of Law Degree. He said three-year law degree courses should be done away with to make the course a serious one like other professional courses such as medicine and engineering. India tops Asia in sending scientists Standing up for dissent, Nayantara and engineers to US: Report Sahgal to return Sahitya Akademi award WAsHINGtON, OctOBER 6 (IANs): Among Asian countries, India continues to be the top country of birth for scientists and engineers who have made the US their destination for key research and development, latest data has revealed. With 950,000 out of Asia's total 2.96 million, India's 2013 figure represented an 85% increase from 2003, according to a new report from the National Science Foundation's National Center for Science and Engineering Statistics (NCSES). From 2003 to 2013, the number of scientists and engineers residing in the US rose from 21.6 million to 29 million. “An important factor in that increase over the same time period, the number of immigrant scientists and engineers went from 3.4 million to 5.2 million,” the report noted. Of the immigrant scientists and engineers in the US in 2013, 57% were born in Asia while 20 percent were born in North America (excluding the US), Central
America, the Caribbean or South America. “While 16% were born in Europe, six percent were born in Africa and less than one percent were born in Oceania. “Immigrants went from making up 16% of the science and engineering workforce to 18%,” the NCSES statement read. In 2013, the latest year for which numbers are available, 63% of US immigrant scientists and engineers were naturalised citizens, while 22% were permanent residents and 15 percent were temporary visa holders. Since 2003, the number of scientists and engineers from the Philippines increased 53% and the number from China, including Hong Kong and Macau, increased 34%. The report found that immigrant scientists and engineers were more likely to earn post-baccalaureate degrees than their USborn counterparts. Life scientist, computer and mathematical scientist, and social and related scientist - saw substantial immigrant employment growth from 2003 to 2013.

MUMBAI, OctOBER 6 (PtI): Asserting that law applies to every religion and it cannot be violated in the name of religious festivals, the Bombay High Court today appreciated the Municipal Corporation of Greater Mumbai (MCGM) for proper management of the famous Mount Mary Fair in suburban Bandra. Mount Mary fair, held to celebrate the birthday of Mother Mary, draws huge crowds every year from all parts of the city and nearby places and is considered a historic event by members of all communities. A division bench of Justices A S Oka and V L Achiliya was hearing a petition by Lillian Pais, a resident of Bandra, stating that every year during the fair vehicular and pedestrian traffic is disrupted as several stalls are put up without permission. The civic body today told the court that this year 183 illegal stalls were removed following complaints and several steps were taken to ensure that there was no obstruction to traffic. The civic body informed the court that henceforth two months prior to the fair every year a policy will be formed by it and will be published on its website and the local ward office. Directing the Corporation to give wide publicity to the policy in local newspapers, the court disposed of the petition saying the petitioners can approach the civic body if it has any problems or suggestions about the policy.
Delhi's air have hit roadblocks in the past. A directive this year to ban all vehicles older than 15 years has been delayed and previous city governments have often ignored court orders to address pollution woes. "Delhi's pollution levels are rising beyond dangerous levels," state Transport Minister Gopal Rai told Reuters in an interview. "If we don't address this, people will be forced to think about leaving the city to save their lives." Rai said his government will within two months impose a surcharge of up to 1,300 rupees on diesel-fuelled trucks that enter the city. For a longer-term solution, authorities are trying to build a peripheral road to divert traffic. About 52,000 such vehicles enter
the landlocked city each day, more than double government estimates, the Centre for Science and Environment (CSE) said in a report this week. Such vehicles account for about a third of the city's pollution. India's top court on Monday gave Rai's government three days to devise a plan to address alarming levels of pollution caused specifically by commercial trucks. There have been several similar court orders in the last 15 years. CSE's executive director, Anumita Roychowdhury, welcomed Rai's decision to levy a pollution tax, but said effective implementation was key. "Implementation has to be really effective to act as a deterrent. The track record to deal with truck pollution
has been bad," Roychowdhury said. Among other initiatives, starting Oct. 22, Delhi will enforce a car-free day on certain routes once a month. Rai has also urged citizens to adopt a one-carone-family policy and increase use of bicycles. The government is also evaluating a proposal to introduce staggered office hours to decongest traffic in the city, where jams run into several hours at peak travel time. Pollution levels in Indian cities have often been compared to China's Beijing. The WHO study last year said Delhi had the worst air quality out of the 1,600 cities surveyed worldwide. "It (Delhi) is not the dirtiest city," Rai said, "but the problem is serious."
NEW DELHI, OctOBER 6 (IANs): Author Nayantara Sahgal has decided to return the prestigious Sahitya Akademi award in solidarity with all Indians who uphold the right to dissent, saying the country is facing the greatest threat ever to the right of free speech. "I have decided to return the award as I felt that it's time to speak up. I am disturbed at the Dadri killing and the killing of rationalists," said Sahgal, niece of India' s first prime minister, Jawaharlal Nehru, who received the Sahitya Akademi award in 1986. "Our democracy is in danger and the country is leading to fascism. The threat is so real that people are getting killed for voicing dissent," Sahgal told IANS. Asked if her decision was a political one, Sahgal said: "Yes, my decision to return the award is a political one. I am political and it's a political party which kills people for voicing dissent." Sahgal, 88, also issued a statement on Tuesday explaining her decision. "Rationalists who question superstition, anyone who questions any aspect of the ugly and dangerous distortion of Hinduism known as Hindutva - whether in the intellectual or artistic sphere, or whether in terms of food habits and lifestyle - are being marginalized, persecuted, or murdered," the statement said. The statement also referred to the killing of Kannada writer M.M. Kalburgi and Maharashtrian rationalists Narendra Dabholkar and Govind Pansare. "A distinguished Kannada writer and Sahitya Akademi Award winner, M.M. Kalburgi, and two Maharashtrians, Narendra Dabholkar and Govind Pansare, both antisuperstition activists, have all been killed by gun-toting motor-cyclists. Other dissenters have been warned they are next in line. Most recently, a village blacksmith, Mohammed Akhlaq, was dragged out of his home in Bisara village outside Delhi, and brutally lynched, on the supposed suspicion that beef was cooked in his home," it said. The author said the whole country is upset about Prime Minister Narendra Modi's silence on the issue. "The silence of the prime minister is upsetting. We must assume he dare not alienate evil-doers who support his ideology," she said. Sahgal further expressed concern over the silence and inaction of the Sahitya Akademi in the matter. "It is a matter of sorrow that the Sahitya Akademi remains silent. I wish they have spoken about it. The Akademis were set up as guardians of the creative imagination, and promoters of its finest products in art and literature, music and theatre," she felt. In protest against Kalburgi's murder, Hindi writer Uday Prakash has returned his Sahitya Akademi award. Six Kannada writers have also returned their awards to the Kannada Sahitya Parishat.

UN to hold off on another MSF bombing probe for now UNITED NATIONS, OcTObEr 6 (rEUTErS): The United Nations said on Monday it would wait for the results of U.S., NATO and Afghan investigations into a deadly air strike on a Medecins Sans Frontieres (MSF) hospital in Afghanistan before deciding whether to support an independent probe. U.N. Secretary-General Ban Ki-moon on Saturday called for an "impartial" investigation of the incident but he stopped short of saying that should be done by the U.N. His spokesman Stephane Dujarric said on Monday it was too soon to say if an additional probe would be necessary. MSF and the U.N. human rights chief have said the incident could be a war crime. "It's still early days, I think we're waiting to see what comes out of the official U.S. and NATO and possibly Afghan investigations," he told reporters. "I think what we're looking for is a credible and transparent investigation." U.S. Defence Secretary Ash Carter has promised a full investigation into whether the American military was connected to the destruction of the MSF hospital in Kunduz, but cautioned it would take time to gather information. Under international law, the bombing would only be a war crime if it was proved that the hospital was attacked intentionally, legal experts said. A United Nations investigation is unlikely at this point because the United States is viewed as capable of carrying out a credible investigation and because the incident is not viewed as part of a systematic campaign targeting civilians, diplomatic sources said. If doubts arose over the credibility of the U.S. or NATO investigations, there might be calls for a U.N. probe.
Almost a third of cactuses at risk of extinction - study OSLO, OcTObEr 6 (rEUTErS): Almost a third of cactuses are at risk of extinction because of threats including illegal trade and a spread of farms in arid areas, making the spiny plants among the most vulnerable species, scientists said on Monday. "We were surprised to find that such a high proportion of cactus species are threatened ... and by the diversity of threats," lead author Barbara Goettsch told Reuters of the findings by an international team of researchers. The study said 31 percent of 1,478 types of cactus assessed were at risk of extinction - a higher rate than the 25 percent of mammals or 12 percent of birds that are rated as vulnerable to dying out because of human pressures. Cactuses range from a centimetre (0.4 inch) across to 19 metres (62 feet) high, and many are prized by collectors for brightly coloured flowers that bloom unpredictably. An international treaty bans trade in many rare cactuses. Inger Andersen, director general of the IUCN (International Union for Conservation of Nature), which oversees a Red List of threatened species, called the findings disturbing. "They confirm that the scale of the illegal wildlife trade, including trade in plants, is much greater than we had previously thought," she said. Goettsch also works for the IUCN, based in Cambridge, England. The study said that cattle ranching in arid lands, a spread of other farms and of roads and urban areas were also threatening cactus habitats in the Americas, from Chile and Uruguay to Mexico and the United States. All species of cactus grow in the Americas except the mistletoe cactus found in Africa, Madagascar and Sri Lanka, the scientists wrote in the journal Nature Plants.
Bombing hospital a war crime: MSF chief says GENEvA, OcTObEr 6 (IANS): The bombing of the MSF hospital in Afghanistan's Kunduz city by a US plane is "a war crime", said its chief who demanded answers "not just for us but for all medical and humanitarian staff assisting victims of conflict". Joanne Liu, president of Médecins Sans Frontières (Doctors Without Borders) recalled the horror in a statement and said that on the night of the bombing, MSF staff working in the hospital heard what was later confirmed to be a US plane circle around multiple times, releasing its bombs on the same building within the hospital compound at each pass. The bombing took place on October 3. Twelve MSF staff and 10 patients, including three children, were killed, and 37 people were injured, including 19 members of the MSF team. "The building targeted was the one housing the intensive care unit, emergency rooms and physiotherapy ward. Surrounding buildings in the compound were left largely untouched," Liu said. Calling the attack "unacceptable", Liu said that despite MSF alerting both the Afghan and Coalition military leadership, the airstrike continued for at least another 30 minutes. The hospital was well-known and Afghan (MSF) surgeons work inside a Medecins Sans Frontieres (MSF) hospital after an air strike in the city of Kunduz, Afghanistan in this October 3, 2015 MSF handout the GPS coordinates had been regularly shared with Coalition and Afghan miliphoto. (REUTERS/Medecins Sans Frontieres/Handout via Reuters) MSF has called for a "full transparent independent investigation." A spokesman for the group, which said it had given the coordinates of the hospital to U.S. and Afghan forces, did not immediately respond to a query about whether it wants a U.N. investigation. U.N. human rights chief Zeid Ra'ad al-Hussein said on Saturday that, "if established as deliberate in a court of law, an air strike on a hospital may amount to a war crime." GENEVA CONVENTIONS The United States and Afghanistan are parties to the Geneva Conventions on the conduct of war and
occupations. They are obligated to prosecute those alleged to have committed grave breaches of the conventions or hand them over to another state party for trial. Under U.S. law, any grave breaches of the Conventions -- including wilful killing or wilfully causing great suffering or serious injury to body or health -are considered a war crime. John Bellinger, the State Department's top legal advisor under former President George W. Bush, doubted that the attack, while tragic, could be categorized as a war crime. "It's an enormous rush to judgment to suggest it is a war crime unless
someone has immediate evidence that the U.S. government intentionally attacked the hospital, which seems doubtful," he said. The American commander of international forces in Afghanistan said Afghan forces asked for U.S. air support while fighting the Taliban shortly before the air strike. MSF accused the United States of trying to "pass responsibility to the Afghanistan government." If it was found to be a crime, whether through negligence or something more deliberate, U.S. or Afghan authorities would be expected to prosecute those responsible in either a civilian or military court
and, if they were convicted, to punish them. The United Nations is not able to prosecute anyone itself and can do little more than recommend further action by governments or international courts. The world body investigated Israeli attacks on U.N. schools amid charges that Hamas fighters hid weapons on U.N. premises during last year's war in the Gaza Strip, though that was because of the involvement of U.N. facilities. Often the U.N. Human Rights Council in Geneva and Zeid's office will establish investigations into charges of gross violations of human rights, such as a
tary and civilian officials, as recently as September 29, the statement said. Liu said that this attack "cannot be brushed aside as a mere mistake or an inevitable consequence of war". "Statements from the Afghanistan government have claimed that Taliban forces were using the hospital to fire on Coalition forces. These statements imply that Afghan and US forces working together decided to raze to the ground a fully functioning hospital, which amounts to an admission of a war crime," she said. She added that this attack does not just touch MSF "but it affects humanitarian work everywhere, and fundamentally undermines the core principles of humanitarian action. We need answers, not just for us but for all medical and humanitarian staff assisting victims of conflict, anywhere in the world". The statement said that for four years, the MSF trauma centre in Kunduz was the only facility of its kind in northeastern Afghanistan, offering essential medical and surgical care. It went on to say that the whole MSF Movement is in shock. "Nothing can excuse violence against patients, medical workers and health facilities. Under International Humanitarian Law hospitals in conflict zones are protected spaces. Until proven otherwise, the events of last Saturday amount to an inexcusable violation of this law. We are working on the presumption of a war crime."
comprehensive probe of North Korea that led to U.N. accusations of Nazi-like policies of starvation and persecution by the Pyongyang authorities. Four years ago, the U.N. in Geneva launched a stillongoing investigation into allegations of war crimes and crimes against humanity in Syria's civil war in the hope that some day the International Criminal Court (ICC) could prosecute suspects. The United States is not a member of the ICC, which only investigates and prosecutes the gravest types of war crimes, such as genocide. It is not clear whether MSF plans to launch its
own legal action. There is precedent for civilian wrongful death lawsuits in U.S. courts, although the hurdles for victims are high. The Federal Tort Claims Act allows lawsuits for negligence by certain government employees, but courts have generally held that the law does not apply to combatants in times of war. The legal doctrine of sovereign immunity, which makes the U.S. immune from most suits, has also blocked claims brought against the government for civilian casualties, including a lawsuit brought by heirs of passengers of an Iranian airline downed in 1988 by the U.S. warship USS Vincennes.
US cautions against "egregious" restrictions in South China Seas SYDNEY, OcTObEr 6 (rEUTErS): Some countries appear to view freedom of the seas as "up for grabs" in the South China Sea, imposing superfluous warnings and restrictions that threaten stability, a U.S. Navy commander said on Tuesday in comments apparently aimed at China. Admiral Scott Swift, commander of the U.S. Pacific Fleet, said in a strongly worded address
in Australia the United States remained "as committed as ever" to protect freedom of navigation through the region. "It's my sense that some nations view freedom of the seas as up for grabs, as something that can be taken down and redefined by domestic law or by reinterpreting international law," Swift told a maritime conference in Sydney. "Some nations contin-
ue to impose superfluous warnings and restrictions on freedom of the seas in their exclusive economic zones and claim territorial water rights that are inconsistent with (the United Nations Convention on the Law of the Sea). This trend is particularly egregious in contested waters." China claims most of the South China Sea, through which $5 trillion
in ship-borne trade passes every year. The Philippines, Vietnam, Malaysia, Taiwan and Brunei also have overlapping claims. Japan and China also have conflicting claims in the East China Sea. The United States has called for a halt to China's artificial island building in the area. China says it has irrefutable sovereignty over the sea and no hostile intent.
Pacquiao declares he'll fight for Senate seat MANILA, OcTObEr 6 (rEUTErS): Philippine boxing world champion and congressman Manny Pacquiao has announced he will take up a new challenge by running for a Senate seat in national elections next year. Pacquiao, whose popularity transcends economic classes and makes him one of the most recognisable people in the Philippines, said late on Monday he was looking at one of the 12 Senate seats up for grabs in May. "I am formally announcing my candidacy for senator. I am running for higher office," he said during an address in his home province of Saranggani, which he represents in Congress. "Maybe it's time, this will be the first time in our history that we'll have a senator from Region 12," Pacquiao told his constituents, referring to one of six regions comprising the southernmost Mindanao islands. Pacquiao, 36, did not say what party or coalition he would join for his Senate bid. Politics in the Philippines is a multi-party system that has long been dominated by powerful clans, as well as film celebrities and sports stars. Boxing matches featuring Pacquiao, who is also an army reservist with the rank of lieutenant colonel, have often brought the country to a standstill. Maoist rebels and Islamist
China has also accused the United States of militarising the South China Sea by staging patrols and joint military drills. The United States and China have blamed each other for dangerous moves during several recent incidents involving their aircraft and ships. "Put simply, we will continue to exercise freedom of the seas for all nations, because we know
from painful past experience, to shirk this responsibility and obligation, puts much more at risk than any one nation's maritime interests," Swift said. China last month said it was "extremely concerned" about a suggestion by a top U.S. commander that U.S. ships and aircraft should challenge China's claims in the South China Sea by patrolling close to artificial islands it has built.

Hong Kong students protest to defend academic freedom HONG KONG, OcTObEr 6 (rEUTErS): About 1,000 students and staff at the University of Hong Kong (HKU) held a silent protest on Tuesday against what they say is Beijing's interference in academic freedom. The rally came a week after a prominent law professor was barred from taking up a senior post at the university, in what some viewed as Beijing tightening its grip a year after student-led protests rocked the Chinese-ruled city. Dressed in black or wearing academic gowns, the protesters marched through their campus and were joined by pro-democracy activists including Benny Tai, one of the leaders of the protests in the former British colony last year. "We march in silence to demonstrate to ourselves and the city of Hong Kong what a university would be like if its academic staff and students are silent," Professor Timothy O'Leary, head of the School of Humanities and organiser of the protest, was reported as telling media. For more than a century, HKU, one of Asia's top universities, has served as a bastion of liberal education in the city that returned from British to Chinese rule in 1997, producing many of its top bureaucrats, politicians and lawyers. Hong Kong's constitution guarantees the financial enclave a high degree of autonomy denied in mainland China by its Communist leaders, including academic freedom, broad individual rights and an independent judiciary. But Beijing supporters on the university's governing council thwarted the appointment of former HKU law school dean and a prominent human rights advocate Johannes Chan as a university pro-vice-chancellor in a vote last month. Some activists believe Chan's appointment was blocked as part of a broader move to curb academic freedom at the university whose students played a large role in the sometimes violent pro-democracy protests last year. The weeks of protests failed to persuade Beijing to lift a restriction on who can stand for election as Hong Kong's leader in its the next vote in 2017 but they kindled extensive debate about the mainland's control over the city.

extremists fighting government forces in the south have even paused to watch telecasts of his fights. Pacquiao lost the richest prize fight in boxing history to American Floyd Mayweather last May. The fight catapulted both boxers into the Forbes' list of the world's 100 highest-
paid celebrities. As a second-term congressman, Pacquiao authored 15 bills and co-authored 27 others, mostly promoting social welfare and sports-related causes. However, the Philippine Daily Inquirer newspaper reported early this year that Pacquiao attend-
ed only four sessions of Congress in 2014, the fewest of any congressman. More than 54 million Filipinos will go to the polls in May to vote for a new president, vice president, and some 18,000 lawmakers and local government officials in elections that happen every six years.

FiFA presidential candidate chung Indian hockey team lose opener 0-2 to New Zealand Mong-joon "facing suspension"
ZURICH, OCTOBER 6 (REUTERS): South Korea's Chung Mong-joon has said he is facing a 15-year suspension by FIFA's Ethics Committee that has "sabotaged" his campaign for the FIFA Presidency, but he denied any wrongdoing and vowed to continue his bid to lead soccer's world governing body. Speaking at a news conference in Seoul on Tuesday, Chung read out a nine-page statement, addressing the charges against him, which he dismissed as a ploy "to prevent me from running for the President of FIFA." "The fundamental reason why I am being targeted is that I aimed straight at the existing power structure of FIFA," Chung said. Bound by confidentiality rules, FIFA's Ethics Committee has not made any statements on Chung's case and there was no immediate response to his comments on Tuesday. Chung said he was being charged with violating six articles from FIFA's Code of Ethics, which he said stemmed from his "support" for South Korea's 2022 World Cup bid and his proposal to launch a Global Football Fund (GFF). "Ethics committee is not charging me with criminal offense, and it is not charging me with 'bribery,' 'corruption' or 'conflict of interest,' he said. "All that the ethics committee is relying on is that I have not fully 'cooperated' or 'collaborated' with the investigation and that I had violated 'confidentiality' requirements." Chung said his proposals for the establishment of a GFF were in line with FIFA's rules at the time
and had already been investigated and cleared. He provided copies of two letters, dated 10 Nov. 2010 and signed by former FIFA Secretary General Jerome Valcke, stating that FIFA agreed the integrity of the bidding process had not been affected so the matter was deemed closed. "Yet the Ethics Committee has now asked for 15 years of sanction for this," Chung said. "With the campaign season starting, even issues that had been closed many years ago, have a way of being revived." VINDICATION The scion of Korea's Hyundai industrial conglomerate, Chung vowed to fight the charges, adding "ultimately, I will prevail and will be vindicated." In November, Chung was named in FIFA's Ethics report into the bidding process for the World Cups in 2018 and 2022, in which South Korea made a bid to host. The report followed an investigation led by U.S. lawyer Michael Garcia and looked into letters that Chung sent, in late 2010, to FIFA
nied any wrongdoing and has not been charged. Chung has been heavily critical of Blatter, saying from the outset that he feared his own presidential campaign would be undermined, describing the Ethics Committee as Blatter's "hitman". "The true danger is that they are not only sabotaging my candidacy. They are sabotaging FIFA's election and FIFA itself," Chung said. "As preposterous as it may sound, there are media reports that Mr. Blatter plans to stay on as President once all the presidential candidates are executive committee members forced out. "However, the election about a proposal to establish a GFF is in danger of being turned into a farce." for soccer development. NElSON (NEw ZEAlAND), OCTOBER 6 (IANS): The experience gained by winning two practice matches against New Zealand A did not help the Indian hockey team as the visitors lost the opener of the four-match bilateral Test series 0-2 to the Black Sticks here on Tuesday. India had beaten New Zealand A 3-1 and 2-1 in the two practice games in Auckland on October 2 and 3 but that did not help the Asian team as the Sardar Singhled side tamely went down to the hosts. The game started with good pace as spectators witnessed both teams getting into their business side of the field whenever they got the opportunities. But it was New Zealand's early goal which helped them take the edge in the contest. The Black Sticks went ahead in the fifth minute when they were awarded a penalty corner. Nick Haig was bang on target, flicking the ball past India's custodian P.R. Sreejesh in the top right corner of the goal. India intensified the attack when Nikkin Thimmaih, from the right flank,
pushed the ball inside the opponent's D but a vigilant New Zealand defence denied the visitors any chance of scoring. India held possession at the start of the second quarter and kept attacking the New Zealand semi-circle from the right flank. Akashdeep Singh pushed the ball to Ramandeep Singh who failed to capitalise on the pass. New Zealand counter-attacked in the 27th minute when Jared Panchia scored through a field effort, taking the score to 2-0 going into halftime. The third and fourth quarters saw both teams trying to add to the scorecard but the defences of both proved stronger in thwarting the attempts. In the third quarter forward Thimmaiah had a great chance inside the D but the Kiwis held him back and India were yet again denied a goal. This was immediately followed by Birendra Lakra trying to cash in on another opportunity but was denied once again. The next match between the two sides will be played here on Wednesday.

Maxwell can be the best in the world: Finch
MElBOURNE, OCTOBER 6 (IANS): As Glenn Maxwell looks to stake his claim for the Test team via this summer's Matador One-Day Cup, his Victoria and Australia colleague Aaron Finch believes that the all-rounder has the potential to be the best player in the world. Thanks to his international duties, Maxwell hasn't turned out for the Bushrangers in a 50-over match since November 2012, but blazed a spectacular 98 from 63 balls on Sunday against a New South Wales Invitational XI to warm up for this year's tournament in impressive fashion. "He's looking outstanding at the moment, his future is limitless. He has the potential to be the best player in the world if he wants to be," Finch was quoted
as saying by cricket.com.au on Tuesday. "He's really in control of his game. When people think of him, they probably think of a bit of a cowboy, who has got all the shots in the book, (but) he's worked out how to adjust his game now and adjust through the gears of batting, especially in one-day cricket," he added. Maxwell has had limited opportunities in recent seasons to impress in the red-ball formats due to his automatic selection in Australia's ODI and T20 teams, and has previously bemoaned that fact. His solution this year was a county stint with Yorkshire, in which he scored one century in four matches and averaged 40.66 -- a fig- Champions Sachin House, with runner-up team and officials during the sports week of Government Higher Secondary ure fractionally ahead of his first-class ca- School Noklak, held from September 23 to 26 at Noklak. BARKING AT THE WRONG TREE: RTE, An appeal to the concern Department to NDP and the New System of Education release Merit scholarship within a week
I
am quite taken aback by the statement of Tripura education minister Tapan Chakraborty when he at a meeting with the Education Minister of India Smriti Irani said that all the North Eastern States of India are against the ‘Non Detention Policy’. Well this issue has been debated a lot in the previous months whether to continue the system of automatic promotion to the next class brought in as a part of the Right to Education Act (RTE, 2009), or to re-introduce the ancient method of pass- fail system. This is one of the reasons why Smriti Irani came for a consultative meeting with the stake holders in the North Eastern States for a joint effort from the national level to the grassroots level to steer down a National Education Policy because our North Eastern people are making all the hews and cries for the revocation of the NDP. Educationist, however say, “Just by failing children, we do not make them good learners”. We want to control children by punitive measures like ‘DETENTION’ and ‘CORPORAL PUNISHMENT’ and ‘control’ as in this case is used as a tool to make children learn. But we are clearly missing the real picture. Exams have sadly become the only motivation for learning. And all educated Nagas are thoroughly conditioned to believe that “no exams, no learning”. This belief is smeared to children in a system that has no idea of the joy of learning in itself. And why do children drop out? It is not because of failure that they drop out, they do because of non-learning. In another consultative meeting, one of the Education Officers from our North Eastern State vociferously argued for the revocation of the NDP and battered against the RTE Act as well. One of the educationists in the meeting simply asked him, “Sir, do you know the definition of NDP and the features of the RTE?” He found himself in the most awkward situation because he could neither define the NDP nor the features of the RTE. My point here is why do we all cry for the revocation of NDP and the RTE without knowing the idea
behind these policies? These methods of education are theoretically sound, practically proven, and much better for quality education. The fault lies in what educationists call as the “Authoritarian structure of Education”, not the NDP or the RTE. Let us try to understand and take into account the three important ideas promoted by the RTE simultaneously. They are: Admission in age appropriate class (AAAC), continuous and comprehensive evaluation (CCE), and no- detention policy (NDP). All these ideas are broadly called as the progressive education movement in the west that entered India under the name of “CHILD CENTRIC EDUCATION”. It is all about class room process being guided by the child’s interest and learning through activities. These ideas demand that children work together and progress in rational enquiry in a free atmosphere. It is assumed that interaction and collaboration with children of similar age will help them in this progressive meaning making. Therefore, the need for AAAC. Similarly, children progress with varied speeds and necessarily through the same conceptual routes; therefore, one periodic examination on fixed questions for all becomes inappropriate and leaves much of the child’s progress in scholastic as well as moral and emotional development un-assessed. Hence the need for CCE. Since children progress as per their own speed, which is necessary for the conceptual clarity, there is no point in pass-fail in classes. This will only artificially bunch children together. Therefore, the need for NDP. These three ideas are closely related and complementary to each other and can WORK IN ANY EDUCATION SYSTEM IF TAKEN TOGETHER SERIOUSLY. If we want these to work, then schools will need some fundamental and structural changes. Exams come during the year but results are aggregated at the end and the decision on whether sufficient learning has happened is expressed in the form of a PASS or FAIL. In case of failure, the
whole chunk has to be learnt again; in case of pass, no further opportunity to strengthen learning in already covered areas is needed. Thus, the curriculum and syllabi will have to assume a “learning continuum” rather than a “learning ladder”. Our education system, as I have earlier mentioned is profoundly authoritarian. The idea of progressive creation of knowledge by the child directly contradicts the idea of knowledge as a finished product, enshrined in the text book. So the whole idea of RTE cannot be successfully implemented without dismantling of the authoritarian structure of schools. At present, the HRD ministry is emphasising on the quality education, teachers training, expansion of basic amenities and strong monitoring of the functioning of schools. So we are expecting the EDUCATION ADMINISTRATORS, TEACHERS and SCHOOL AUTHORITIES to understand the CCE and NDP properly to deliver QUALITY EDUCATION otherwise we may end up barking at the wrong tree. We really a need a CHANGE in our OUTDATED EDUCATION SYSTEM but are we ready to CHANGE and embrace the new system of education? As for me, personally I feel NATION BUILDING can never be achieved without giving QUALITY EDUCATION at the primary level. Education, unfortunately has not been taken seriously enough by governments. The abysmally low budget for education is now down to around a minuscule of 3%. Despite this, there is still a fond belief that development can be achieved. Development needs welleducated people or else it goes nowhere. Do politicians fear an educated citizenry? Governments tend to start at the wrong end in their attempts to improve education, drawing plans to make dramatic changes at the highest levels, advocating more central universities, IITs, IIMs and the like. As is often said, the concern should be to prove the existing institutions. Yet the nitty gritty of education lies in the quality of schooling. Atoba Longkumer Mokokchung.
Sir,
As your good department has already started to release the scholarship of the students for the year 2014-15, but I am confused to know why is your department taking so long (a month gap) in releasing the scholarship for the merit students, when we all know that many students depends on their scholarship to overcome various student’s necessities. By delaying the release of scholarship,
your good department is discouraging the hope of the students on your department/ Government. I know the hardship and the trouble taken up by your department to release the scholarship for so many students at a time but it is now a month after your department has shown mercy to the general students but still the task is yet to complete so it is my earnest request to your department to release the remaining scholarship
at the earliest i.e. within a week. I believe the central Government has released the scholarship scheme for the students of different category long back. I also have faith that your department will not delay in releasing the scholarship for the merit students, like those department who always keep teacher’s salary in pending for long period. NPSC LOST THE CASE! WHAT NOW?
I
t surprising and shocking yet a reality how the honourable High Court in the stature of Chief Justice could possibly give such a shallow judgement oblivious of the far reaching consequences that is likely to impact the premier exam hereafter as per the 28/09/2015 Judgment. This verdict means two things: firstly, the court encourages and legalise copy paste questions in premier exam like NPSC no matter what. Secondly, it means the current affairs can be anything from the past even if it’s no more in the current. Now the NPSC will conveniently copy paste even 100% question from any book since the court allows rather than take the trouble of setting quality original questions, leaving big chance for easier manipulation and malpractices. The quality of the exam is then anybody’s guess. Of the 119 copy paste questions, the so called 50 current affairs question of 2011/2012 that came in the 2014 Mains exam are no more current affairs of 2014, thus it tantamount to wrong question. How the advocate/court was so blind to this fact is astounding. Current affairs by simple prudence means something which is happening pres-
ently though proved otherwise by the court’s verdict. Indeed, it is unfortunate and demeaning of the very office that delivered this perverted justice which in reality is an injustice. In all probability the NPSC and the Advocate didn’t seemed to have pursued the case well enough. For there was every scope of getting a fair and rightful justice by exploring many other options too and not necessarily exactly what the petitioners ask for or the respondents lobbied so as to do away with later distaste and legal wrangle that may arise from other candidates who are not part of the present case, but could go for further legal redresses if adversely affected. The poor candidates who made a complain in the greater interest of the aspirants as a whole and for the good of later exams were made to look like unwanton looser and the few petitioners who fought for their solely one time self interest were exalted. The real grievances of the candidates that contain in the complain letter from the day one was never addressed and seems to have never been highlighted by the NPSC/advocate as far as dispensation of this case is concerned.
In the first place it was very unwise of NPSC to take unwinnable decision or the lawyer it employed must be stupid enough for its inability to highlight the case well unmindful of what will be its later impact. Or maybe the NPSC after all wants the case to turn this way (never know the politics behind) going by their reluctance to seek justice further. But not to pursue the case in the right earnest till the very last will tarnish its credibility and speculation will always remain rift in the eye of the general public. Either way, it clearly depicts the incompetence of the office it holds. Had this happened somewhere in the mainland all members would have resigned owning moral responsibility for the same would have been demanded by the people. This has not only cast aspersion but doesn’t augurs well & may set unhealthy precedent in the long run as far as this premier recruiting body is concern. Now it has become a matter of justice & fairness & not solely for this very exam. All right thinking citizen irrespective of aspirants or not should come forward to right this grievous wrong for the good of posterity. Zhoku and Francis, Kohima

Scientists want to test Karl Lagerfeld’s
DNA
T
here’s no denying that Karl lagerfeld is abnormal. At 82 years old he helms three international fashion brands; Chanel, Fendi and Karl lagerfeld. For Chanel alone he designs seven collections annually – two ready-towear (the latest of which will show at Paris Fashion Week), two haute couture, one pre-fall, one resort and one Metiers d’Art. Not to mention shooting the corresponding campaigns himself. While most his age are enjoying retirement, and most likely suffering from age-related ail-
ments, lagerfeld is jetting around the world as the most in-demand and influential man in fashion. Not surprising, then, that scientists want to test his DNA – after all, his genes appear to contain the elixir to eternal youth, if not aesthetically then mentally and physically. "I was asked by somebody to do this. because they think I’m not normal,” he tells the November issue of british Vogue. “but I flatly refused. Unique pieces are unique pieces. but I think very flattering,
huh? And also I was asked for skincare for men because they think I am remade. but I am not remade. I am all fake but not remade.” He shows no signs of slowing down as his age increases; he's tied in to contracts with Fendi and Chanel until he dies (or perhaps we should say, if he dies). “I think I’m pretty lucky that I can do what I like best in perfect conditions. I don’t have to fight with anybody. You know my contracts with Fendi and Chanel are for life? And I
don’t feel tired at all. I hate slow people. Horrible." Even being alone – he has never married and does not have children, though does have a beloved pet cat called Choupette – doesn’t phase him. “If you are sick and old with no money then it must be hard, but in my case it is the height of luxury to be alone,” he says. While the prospect of a fashion world without lagerfeld is certainly a far less entertaining one, we expect death is far too boring for him and he'll no doubt find some way around the inconvenience.

Eden wicket will assist batsmen: Sourav Ganguly kOLkaTa, OCTOBER 6 (IaNS): Former India captain and presently Cricket Association of Bengal (CAB) joint secretary Sourav Ganguly on Tuesday said the pitch at the Eden Gardens which will host the third T20 International between India and South Africa will be "batting friendly.” “It is a good wicket, a batting friendly one,” Ganguly told reporters here on Tuesday. Asked if spinners would prove decisive on the wicket, the 43-year-old was quick to rretort: "Why are you asking me now? The series is done and dusted.” Ganguly was seen conversing with head pitch curator Prabir Mukherjee in the evening and walked around the field with other CAB officials to see how arrangements were being made. Later Mukherjee too echoed the same sentiments as Ganguly’s, saying the wicket will favour the willowers. “Definitely, it will favour the batsmen. It also depends on the weather. If it rains we are equipped to restart a match again,” Mukherjee said. However, Eden is not likely to have a full crowd as the game is a dead rubber with the visitors claiming the first two matches in Dharamsala and Cuttack. “You never know with Eden Gardens, but a packed stadium is unlikely. We can still expect 40,000 to 45,000 fans,” a CAB senior official said.

'Don't give Int'l game Kipili Sangtam kicks off XXI MDFA Trophy 2015 to Cuttack for 2 years'
NEW DELhI, OCTOBER 6 (PTI): Slamming the crowd behaviour and the police response to it during the second Twenty20 cricket match between India and South Africa, former captain Sunil Gavaskar has said that Barabati Stadium in Cuttack should be banned as an international venue for two years. The second T20 International, which South Africa won by six wickets after bowling out for 92 runs, was marred by boorish crowd behaviour as spectators threw water bottles on the field disrupting play. "The police were standing there without any instructions. The policemen, who are stationed on the boundary perimeter should not be watching cricket but monitoring the behaviour of the fans," a furious Gavaskar told NDTV. "Cuttack should not be given an international match for the next couple of years. As a deterrent, the BCCI must also stop the subsidy to the Odisha Cricket Association," he said. The former skipper said irre-
spective of the team's poor performance, the spectators have no right to disrupt play by throwing objects on the field. "Do the crowd throw valuables when the team does well? When the team does badly, the fans have no business to throw rubbish," Gavaskar said. India were bowled out for their second-lowest total in T20I history as comeback-man Albie Morkel notched up three wickets to dismantle the home side's lineup. With last night's win, South Africa gabbed a 2-0 lead in the series, which concludes with the third match on October 8 in Kolkata. "My honest advice to Indian players is not to get complacent. They must strive to get better. Amit Mishra could have been tried as MS Dhoni had no confidence in Axar Patel. I think Axar is being rushed into international cricket too soon," said Gavaskar in his analysis of the Indian team's performance so far. The T20Is would be followed by a five-match ODI series starting from October 11.
Klopp emerges as favourite for Liverpool job
LONDON, OCTOBER 6 (REUTERS): Jurgen Klopp has emerged as the clear front runner for the Anfield hot seat, with Liverpool hoping to appoint the German as a replacement for sacked manager Brendan Rodgers by the end of the week, British media reported. The former Borussia Dortmund coach is favourite to take over from the Northern Irishman, with ex-Chelsea boss Carlo Ancelotti also in the frame. Klopp is understood to be open to the idea of a move, the reports said, adding that talks between Liverpool and his representatives were progressing well. The 48-year-old has been out of work since leaving Dortmund in the summer. Klopp won two German Bundesliga titles at Dortmund and led the club to the finals of the Champions League in 2013, but lost the German Cup final to Wolfsburg in his final game
augural edition, finally found themselves on the scoresheet when Argentine Nicolas Velez brought the margin down with a strike in the 82nd minute. The effort was a mere consolation as last season's finalist Blasters garnered full points from the game in front of their home crowd. The Blasters went ahead when Josu, a Barcelona youth product, unleashed a powerful left-footer to send the ball to the top corner of the net after C K Vineeth's attempted overhead kick fell on his way. Following a long throw-in into the box by Rahul Bheke, Carvalho's flick was headed in by Rafi at the far post to leave the home fans jubilant. More agony was in store for the visiting side as Sanchez Watt, who is a product of the Arsenal youth school, took the ball beautifully after being fed by Bywater and Rafi. Watt was onside and with no defender marking him, it was easy for him to shoot the ball between goalkeeper Rehenesh's feet and into the back of the net. As all looked lost for the north-easterners, Velez reduced the margin after he cut inside following a pass by Silas. Earlier, in the first half, both teams failed to find the back of the net. When they managed to spilt the defence, their strikers were caught offside.

Klopp is understood to have spoken to former Liverpool and Germany midfielder Dietmar Hamann about the club, the city and the fans, the BBC reported. Former Germany midfielder Stefan Effenberg
believes Klopp will be back coaching "very, very soon" and thinks he is suited to Anfield. "He gave me this answer a couple of weeks ago.
