How do we understand “empowerment?” Does in lies in its enforcement through law or locating it from the contextual elements in the society? Those were the some of the pertinent questions raised today at an ongoing UGC sponsored National Seminar entitled, “Governance and Decentralization: Local Empowerment” at Unity College, Dimapur. The two-day seminar being organised by Department of Political Science, Unity College in collaboration with The Morung Express will concludes on September 10. The seminar was formally inaugurated by Dr. Abemo, Controller of Examination, Nagaland University, Lumani. Panel of academicians and research scholars will present their takes on issues. Speaking on the occasion and giving his take on the issue at hand, Dr. Abemo asserted that giving too much protection to women
through laws lead to gender inferiority. Dr. Abemo further said that gender issue was alien to the Naga society as both the genders use to mingle together during different occasions. “The originality of social harmony will be disturbed” if excessive protection is granted to women, he added. Instead of giving protection to women through laws, he opined, it was better to be on equal footing and felt that women empowerment should not be treated as reservation but emphasized on creating equal opportunities. Dr. Abemo also talked about the local self governing bodies which were reflected through village councils and VDBs in Nagaland. He made a passing remark on the corrupt practices prevailing in such bodies while talking about the “undisciplined approach to the utilization of flow of funds.” Calling for active role of both the giver (government) and the taker (local self govern-
ing bodies), he said that the giver should understand the requirements of the taker and at the same time, the taker also should not be too dependent on the government. Naga Women’s Participation in decisionmaking governance Later, in the technical session analyzing, Naga Women’s Participation in decision making governance, Sentinaro Longchar, a research scholar from NEHU, Department of Political Science, however argued that one of the main reasons for exclusion of women in decision making was the prevalence of customary laws protected by Article 371 (A). Naga women were strictly kept out of decision-making roles despite constituting half the population and having a literacy rate of 76.69%, she noted. “Discrimination in any sphere in the name of customary or religious practices can never be justified,” she noted pointing

out Article 5 of the United Nations’ CEDAW, which stated so. She said that customary practices were not static and were prone to change and stressed on the need to modify customary laws in order to accommodate all citizens equally in all fronts if one were to advance and

In this context, Boruah asserted that a society could hardly be called democratic if women do not enjoy equal political status with men both as participants as well as representatives. Pranati Das, Associate Professor in Political Science, Sakus Mission College, Dimapur said traditionally all local self governing bodies were dominated by male members but that some village councils have women as chairpersons. She also said that VDB women’s wing has boosted the status of women and encouraged them to actively participate in the developmental process of the village. Pranati felt that women need to “project themselves” in a more positive way and endeavour to bring a change from the grass root level.

Prof of Political Science, Unity College explains its conceptualization and said in real sense, Nagaland is a state of Villages. While in theory, its objectives are to give greater degree of accountability, responsibility and participation, often it is misuse in its practical application, he noted. Reflecting on her research studies, Tiatula Ozukum of Zakir Hussain Centre for Education Studies, Jawaharlal Nehru University noted that a major strength of contemporary Naga Society is their inherent ‘Social Capital’like autonomous village republic, Morung System, Khels etc – which stems out of traditional institution and

Workshop on IPV and Pentavent Vaccine held
DIMapur, SepteMber 9 (Mexn): District level workshops on Inactivated Polio Virus Vaccine (IPV) & Pentavalent Vaccine introduction cum Training of Trainers was held in Mokokchung and Kiphire on September 4 and September 7 respectively. In Mokokchung, Dr Subhajit Bhattacharjee, Surveillance Medical Officer, World Health Organisation, was the main resource person. He explained about the global & rationale polio update, polio eradication, overview of polio end game strategy & FAQs related to Pentavalent Vaccine and IPV. He further dwelt on Epidemiology of Hib disease and key facts about Pentavalent Vaccine. The most important manifestations of Hib infection, Pneumonia, Meningitis and other invasive diseases occur primarily in children aged less than 2 years, particularly infants, he informed. Vaccines, he said, are the only
public health tool capable of preventing majority of serious Hib diseases. The programme was attended by SMOs, Programme Officers, Medical Officers, DPMU staffs, health workers and ASHA Coordinators. Meanwhile, in Kiphire, Dr. Aniruddha Sengupta, SMO, WHO, also an Orthopedic Surgeon from West Bengal facilitated the programme. Dr. Rebecca Y. Sema, DPO (RCH & UIP), highlighted the objectives of the workshop and gave an insight into the IPV and Pentavalent Vaccine. “With the introduction of IPV, a child would be provided added protection against poliovirus and haemophilus influenza type B, and Pentavalent vaccine against pneumonia and meningitis,” she said. She further spoke on the epidemiology of Hib disease, revised MCP card, counterfoil and use of tracking bag. Dr. Sengupta talked about the

He also visited the District Hospital accompanied by Dr. Rebecca Y. Sema. Dr. Chelo, MO (Pungro CHC) also oriented the participants on the revised immunization
schedule, vaccine stock positioning, open vial policy and alternate vaccine delivery system. The training was given to enable the health workers smoothly introduce IPV and Pentavalent vaccine in their immunization schedule. The workshop was exhaustive covering all aspects with participants raising questions, according to a press release from District Media Officer, CMO office, Kiphire, Imnasenla Pongener. As the programme concluded, Dr. Rebecca said, “The nurses need to be intimated about the cost of these vaccines so that there is minimal wastage.” The training for ANMs and ASHAs should be conducted accordingly focusing on their objectives, she added. Manipur must impartially investigate Minor girl allegedly raped by teacher abuses related to protests: Amnesty Dimapur, September 9 (mexN): Amnesty International India (AII) has asked Manipur government to carry out prompt, full and independent investigation into all allegations of human rights abuses related to protests in the State in the past few months, including the excessive use of police force. “Authorities in Manipur must demonstrate their commitment to human rights and the rule of law. They must ensure that they respect the right to freedom of expression and peaceful protest while maintaining
public order and safety,” said Aakar Patel, Executive Director of Amnesty International India in a press statement. “Incidents of violence and vandalism by protestors also need to be effectively investigated, and those suspected of human rights abuses brought to trial,” Patel added. The AII informed that since July 2015, civil society groups and civilians in the Imphal valley have been demonstrating for the implementation of a system to regulate the entry of non-domicile people into
the region. On July 8, a 16 year old student was killed in a protest in Imphal after being hit by a teargas shell fired by the police. On August 31, the state assembly passed three laws - the Protection of Manipur People Bill, Manipur Shops and Establishments (Second Amendment) Bill and Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill. The bills were criticized by some indigenous people’s groups as being ‘anti-tribal’. In Churachandpur district, demonstrators set fire to the homes of six state leg-
islators in protest. They also burned down and vandalized the living quarters of district council members and other government buildings. At least eight people have died in clashes between protestors and the police, of whom six - including a 10 year old boy were killed in police firing. Protestors and civil society groups in Churachandpur have claimed that the police used live ammunition without issuing a warning or first trying non-violent or less harmful means to disperse the protests.
“Excessive police force cannot be an answer to violent protests. The police must distinguish between persons engaging in violence and peaceful demonstrators or bystanders. Firearms should be used only as a last resort when less extreme means have failed, and intentional lethal force should be used only when strictly unavoidable to protect life,” said Patel. The AII also advocated that the Manipur government must also engage with civil society groups more actively to create a space for dialogue.
itaNaGar, September 9 (pti): A primary school teacher allegedly raped a girl student following which he was attacked and the school building ransacked by agitators in Upper Siang district of Arunachal Pradesh. The principal of the school was also arrested for his attempt to shield the accused. Upper Siang SP (in charge) Doge Jini said that a seven-year-old student of Liitung Liimang Public School at Geku was raped and psychologically harassed by her teacher recently. Agitators attacked the teacher on Monday and also ransacked the school building following which the teacher was admitted to hospital, the SP said. Jini said the matter came
to light when the school was opening after Solung festival and it was time for the boarders to return to the school. The victim expressed her reluctance to return to the school making her parents suspicious and when asked by her parents, she spilled the beans, the SP said. The Pangi Welfare Society (PWS) submitted a memorandum to Yingkiong DC yesterday and demanded immediate closure of the school with cancellation of its license. PWS also demanded payment of Rs 20 lakh as compensation to the victim from the school management or the proprietor and sought security of students by allowing them admission in various others schools in the district.

Manipur flood damage 296 PMGSY roads imphal September 9 (uNi): Manipur Minister for Rural Development and Panchayati Raj Francis Ngajokpa today met Union Minister of State for Home Kiren Rijiju in the national capital and apprisedhim of the gravity of extensive damage caused to the state in the recent flood. Meghachandra Kongbam, Director, Manipur Information Centre, today said Rijiju was informed about the damage caused due to landslides, sinking, submersion and erosion. As many as 296 PMGSY roads and bridges covering total length of 479.95 km was washed away during the flood in Manipur and unless it was reconstructed or repaired immediately, villagers in remote areas would remain disconnected.
Tripura's Gomati and Sabroom border town, 135 km from Agartala, would be connected by broad gauge railway network by March 2017. From Sabroom, Bangladesh's international sea port is just 72 km. According to an official document of Northeast Frontier Railway, all northeastern states, including Sikkim, would be connected through broad gauge by March 31, 2020. The document said Indian Railways laid great emphasis on improvement in railway infrastructure in the northeastern region. Accordingly, over Rs.5,200 crore was spent on new lines, gauge conversion and doubling projects in the region in 2014-15. In 201516, a still higher outlay of Rs.5,338 crore has been provided for railway projects in
the northeastern region. Meanwhile, Tripura would remain out of the rail network for more than six months as the NFR would undertake gauge conversion work from September 20. "Due to conversion of railway line, both passenger and goods trains between Badarpur (southern Assam) and Agartala section would be stopped from September 20," NFR chief public relations officer P.J. Sharma said. The entire conversion work on the Badarpur-Kumarghat-Agartala section ought to be completed by March 31, 2016. The railways have faced severe criticism for the delay in completing the Rs.5,185-crore project, considered a lifeline for southern Assam, Tripura, Mizoram and Manipur.

The AGP's reaction came after the central government issued two notifications in the Official Gazette on Tuesday under the Passport (Entry into India) Act, 1920 and the Foreigners Act, 1946. India approves spectrum trading norms for telecom firms NEW DELHI, SEPTEMBER 9 (IANS): India on Wednesday approved the much-awaited spectrum trading norms for telecom companies so that this scarce resource can be put to optimal use. “We have approved the spectrum trading norms today (on Wednesday). Now the telecom companies can trade spectrum among themselves. For this, they need not take any government permission,” Communications and IT Minister Ravi Shankar Prasad said in a briefing after a union cabinet meet where the proposal was approved. “The telecom companies only need to inform the government 45 days in
advance before trading and they have to give an undertaking,” he said, adding that trading would also resolve the problem of fragmented spectrum holding in India. He mentioned that if it is found during sample checking that the companies are not complying to all the rules in the undertaking, then the government will take strong action and the “licensee shall not be allowed to trade.” Spectrum trading allows parties to transfer their spectrum rights and obligations to another party - a move that will allows better spectrum usage as the idle spectrum from the hands of one service provider gets transferred to
another facing a spectrum crunch. This also helps to improve customer satisfaction and services of the service provider acquiring spectrum. Terming the decision a “revolutionary step”, Prasad said: “Spectrum trading has been permitted in all the bands.” According to the norms, spectrum trading will not alter the original validity period of spectrum assignment as applicable to the traded block of spectrum. “The seller shall clear all his dues prior to entering into any agreement for spectrum trading. Thereafter, any dues recoverable up to the effective date of transfer shall be the liability of the
buyer,” they said. “A nonrefundable transfer fee of one percent of the transactional amount or one percent of the prescribed market price, whichever is higher shall be imposed on all spectrum trade transactions, to cover the administrative charges incurred by government in servicing the trade,” it said. The norms said if any service provider sells only a part of its spectrum holding in a band, both the buyer as well as the seller will be required to pay the remaining instalments of payment, prorated for the quantum of spectrum held by each of them subsequent to the spectrum trade. The guideline men-
tioned that the buyer should be in compliance of the prescribed spectrum caps from time to time. “The spectrum acquired through trading shall be counted towards the spectrum cap by adding to the spectrum holding of the buyer.” Regarding spectrum usage charges (SUC), it said: “The seller should clear its SUC and its instalment of payment till the effective date of trade.” A telecom service provider will be allowed to sell the spectrum through trading only after two years from the date of its acquisition through auction or spectrum trading or administratively assigned spectrum converted to tradable
spectrum. In case of administratively assigned spectrum converted to tradable spectrum after paying the prescribed market value, the period of two years will be counted from the effective date of assignment of spectrum. Almost a month ago, the government approved spectrum sharing guidelines, which are expected to address the issue of mobile phone call drops and the quality of services as also optimise the use of radio frequency spectrum for telecom services. Telecom regulator, TRAI in mid-June had sent its recommendations on sharing of airwaves to the Telecom Commission.

Earlier on Wednesday morning, Maude signed a MoU between Healthcare UK and the Maharashtra government, paving the way for a wide range of healthcare issues, including professional skills development, digital healthcare and motorbike ambulance services. Production of Suzuki Baleno (Maruti YRA) begins in India NEW DELHI, SEPTEMBER 9 (AgENcIES): The next all-new product from Maruti Suzuki India will be the YRA (code-name), production of which has already begun at the company’s Manser based facility. The model undergoing production is the Europe-bound Suzuki Baleno, which might get a different name in India upon its launch. Bound to make its debut at the 2015 Frankfurt Motor Show next week, the vehicle is expected to be launched in India by the end of this year. While the European model will get a 1.0-litre, 3-cylinder, turbocharged Boosterjet engine, the Indiabound model could be offered with a 1.3-litre multijet diesel engine and a more-powerful version of the 1.2-litre K-Series petrol unit. The Suzuki Baleno is based on the Japanese carmaker’s new-generation platform, which has been designed to efficiently increase vehicle’s rigidity while reducing its weight via redesign of the under-body structure and optimising overall vehicle design including parts mounted under-body. Coming to the dimensions, the Suzuki Baleno measures 4023mm in length, 1450mm in height, 1920mm in width and has a wheelbase of 2520mm. NEW DELHI, SEPTEMBER 9 (IANS): To meet the needs of the fast-growing seller base in the country, Amazon.in has invested in 7 new fulfilment centres or warehouses, a company statement said here on Wednesday. The new centres have been opened in Ahmedabad, Delhi, Kolkata, Nagpur, Gurgaon, Pune and Mumbai. The company, however, did not divulge the investment figure. With the launch of these new centres, Amazon now has 20 centres operational across 10 states in India covering a total area of over 1.6 million square feet with a storage capacity of nearly four million cubic feet, the statement said. “The centres will allow Amazon.in to offer its Fulfilment by Amazon (FBA) service to thousands of small and medium businesses in these states and empower them to gain access to and service customers across the country at significantly low operating costs,” it added. NEW DELHI, SEPTEMBER 9 (PTI): Dearness Allowance (DA) was today hiked to 119 per cent, up 6 percentage points, a move which will benefit over 1 crore government employees and pensioners. “The proposal to increase dearness allowance by six percentage points (from 113 per cent) to 119 per cent was approved by Union Cabinet today,” a source said. The DA hike will take effect from July 1. As per the agreed formula, the DA rate increase is an average of 12-month consumer price index-industrial workers from July 1, 2014 to June 30, 2015. In April, the government had hiked DA by 6 per cent to 113 per cent of their basic pay with effect from January. DA is paid as proportion of the basic pay. The DA hike is in accordance with the accepted formula based on the recommendations of the 6th Pay Commission, which will benefit 48 lakh government employees and 55 lakh pensioners.

Modi met business leaders and economists on Tuesday to ask for investment; he was met with demands for trade protection and big cuts in interest rates to bolster growth. The government has argued India’s relatively closed economy offers protection against the turmoil sweeping emerging markets, but India has not been immune. Most of the gains in Indian stocks since Modi took office in May 2014 have been wiped out. Jaitley, speaking at an Economist conference, said it was vital to stay on the path of reform and build toward higher growth, which the International Monetary Fund forecasts at 7.5 percent this year. Two girls rescued, more crackdown on crime
Dimapur, September 9 (mexN): Women Cell of Dimapur Police on September 8 arrested one Md. Ali Ulla and rescued from his captive one minor girl who was brought to Dimapur to be sold off for flesh trade, PRO, Dimapur Police informed in a press release. Investigation in the matter is on and efforts to trace the parents are being made, the release added. In another incident, a girl was rescued from Silchar and brought back to Dimapur. According to the PRO, an FIR regarding the missing of the minor girl, a resident of Dimapur, was lodged on September 1. The victim
had gone missing on August 31 about 6:00 am at Railway colony here while attending tuition. During the course of investigation, on September 7, one suspect identified as Panna Dey was arrested from Khatkhati. The person eventually revealed that he had taken the victim and kept her at Silchar (Assam), the release said. The victim was rescued from the captivity and safely brought back to Dimapur. In this connection, a case has been registered at Dimapur East PS and further investigation is on. Meanwhile, on September 7 around 3:30 am, Dimapur East P.S. personnel arrested one person
identified as Niboto Zhimo (24) for stealing one LPG cylinder from Veterinary colony, Burma camp, Dimapur. The accused on the way to the police station jumped out of the moving vehicle and tried to escape, but was apprehended again, the PRO said. In this connection, a case has been registered at East PS for further investigation. On September 6, personnel of GRPS arrested one Rajesh Das and seized from his possession 26200 tablets of Spasmo Proxyvon and 900 tablets of Nitrosun. A case has been registered at GRPS for necessary investigation.

Congratulating the two officials on their retirement, director, Rural Development, Metsubo Jamir lauded them for their contributions and sincere services rendered to the department. “Their services to the department are appreciable and their services were outstanding among the peers,” he remarked. Jamir termed the day as significant, taking into consideration that both the officers joined the department in 1980, the year RD department was born. He was also appreciative that their services started from LDA and they had given their best services in the last 3 decades. “The good foundation they have laid and the reciprocal relations they have build with the VDBs is eminent,” he stated. ed that the two officers served the department in different capacities and so far no adverse remarks have been found against anyone of them. They gave their best to the people and we really appreciate the contribution they have made to the department and the state, he said. Note on natural procedure of the government of the day The fight against corruption in Nagaland is mired trite argument and illogical justification
I
t is an open secret that Corruption, in its varied avatars, is extremely ingrained in every layer of Naga society and we are but a mere mortal and a hapless creature in its omnipresent ambit. Like an unwanted guest it lingers ominously inciting and enticing simultaneously with its speckled antics. Like the mythical Pandora Box, any attempt to ‘free’ ourselves from its encompassing shackles are countered with stiff resistance generating more predicaments; and threatening to morph into an imploding mechanism that destroys everything in its path. Consequently, it undermines our responses and fight against corruption. Often, we are coerced conspicuously into a submissive silence or churning illogical justification. We shutter fearing its ramifications. From top to bottom, everyone except me is corrupted, seems to be the common refrain accepting the same with the usual 'way of life' nonchalance resignation. Tragically, as an OECD study suggested, many societies has learned to live with it, even considering, fatalistically, as an integral part of their culture. We are one of them. In most cases, the cavalier manner in which the people at the helms of affairs respond to such 'alleged' corruption charges in the State makes one wonder whether we practice even an 'iota' of religious tenets we proudly brandish to serve our interest at times. Self-righteousness and euphemistic justification has become the order of the day. In this context, whenever a case of corruption or doubtful accountability is labelled on someone, the foremost, safest and most formidable line of defense is take shelter in the ample bosom of tribalism. They feed on each other, and naturally, it serves a common goal to 'rescue' each other at the times of tribulation. Another escape route with assured outcome to ‘safeguard’ oneself or a particular government from the public inquisition and scrutiny is to flavor the same generously with politics and party partisanship and played it into an endless cycle of rhetorical innuendos until the public are nauseated to boredom and forget about it. Time and again, such tactics are employed with almost with military precision which in turns perpetuates our preoccupations with corruption. Most recently, these instruments were employed quite impressively in the State. The Youth Wing of the ruling dispensation in the State, just short of justifying backdoor appointment, attributed the same as “nothing new but a natural procedure, since inception of the statehood” when charges of corruptions were labelled against one of its minister. Resorting to the standard operational procedure used in such a juncture, it called the charges politically motivated and asked the accuser to examine the matter retrospectively when the latter was in power, “If at all they want to eradicate this practice at the earliest.” Focus beyond recent appointment and in a broader perspective without particularly targeting a specific period or a tribe,” the student organisation of the aforesaid minister maintained coming to his defence euphemistically when another student body raised the issue in media. Curb the menace in its entirety, not in the form of “pick and choose,” suggested another offering its “utmost” cooperation 'if and only if' such measures are adopted. But such positions does not shock us anymore. Because somewhere downs the line, we know that we will adopt similar postures, if it concern our ‘village, tribe, clan, constituency or party members’ as has been the common practice over the years. Such ‘standard procedure’ helps spread and perpetuate corruption and unfortunately makes it a normal practice limiting the society ability to fight it. Behind every politician and bureaucrats there are “armies” of backdoor job hunters and illegitimate transfer hunters. It’s like a “supply-demand” problem and both has to stop if we are to do away with backdoor appointments, commented a reader of The Morung Express in its poll on corruption. Are we too deeply ingrained in the sea of patrimonialism -access to political power ensuring access to economic privileges – thereby cementing political and individual interests with reciprocity firmly planted? The evidences suggest so. Fighting against corruption, thus, needs a firm resolve to rise above tribal, family and party affiliation. We have understood its nefarious outcome. Fight against it in a concerted and specific manner instead of evoking an instant and sweeping generalization. It is not only impossible but improbable. In short, Stop passing the buck on Corruption! Teenage kids better at taking financial decisions
I
f you find your teenage kids irrational at times and scold them for making bad real-life decisions, listen to their logic with patience as they may actually be more analytical in their economic choices. According to researchers from Duke University, adolescents ages 10 to 16 can be more rational than many slightly older young adults. "The new results point to the idea that we should not think of adolescents as being irrational. What is different about them is they do not use simple rules as effectively,” said Scott Huettel, professor of psychology and neuroscience. In the new study, participants were presented with three scenarios (A, B, and C) and asked to pick the best one. Each scenario contained a set of outcomes that could lead to winning or losing different sums of money. Young adults -- who were 22 years old on average -- used simple rules. As they completed more trials, they counted the number of wins and losses in each scenario and picked the one with the most wins, ignoring the dollar amount of each potential gain or loss. Adolescents, on the other hand, accounted for the magnitude of the potential win or loss and chose scenarios to minimise loss. "I was surprised by how consistent the effects were. Pretty much everywhere we looked, adolescents were the ones who looked more economically rational,” Huettel pointed out. Adolescents consistently viewed almost all the possible outcomes of their choices throughout the experiment. In contrast, young adults looked at almost everything initially, but as the experiment progressed they started to ignore information that was not useful to them. They also spent less time than adolescents viewing each outcome. The results, published in the journal Cognitive Development, can inform new ways of coaching adolescents to make smarter decisions. The results suggest not only that society should give adolescents more credit for rationality but also that parents should help children hone their cost-benefit analysis skills in making real-life decisions.

‘Put Everything Aside & Just Focus on Water’
G
lobally, more than 748 million people do not have access to safe drinking water. That is more than double the population of the entire United States. United Nations data suggests that 1.8 billion people – that is 500 million more than the population of China – drink water that is faecally contaminated. Every year, over two million people die due to a lack of clean water. According to the latest World Water Development Report, demand for water could rise by 55 percent by 2050, an increase driven primarily by the manufacturing sector. As the international community shifts its poverty eradication framework from the Millennium Development Goals (MDGs) to its highly ambitious sustainable development agenda, the issue of water has never been more critical. Between the din of policymakers trapped in endless high-level debates and scores of citizens feeling the pinch of drought, thirst and water transmitted illness – some sources say that 5,000 children die every day as a result of water-borne disease – a few voices are making themselves heard, lending clarity to one of the world’s most complex and urgent problems. Among them is Rajendra Singh, the winner of this year’s prestigious Stockholm Water Prize, sometimes referred to as “the Nobel Prize for water”, for his 35-year-long commitment to water management and conservation. Singh himself has been affectionately nicknamed the ‘Water Man of India’ and is credited with reviving an ancient rainwater harvesting technique that has breathed new life into several rivers and returned clean, running water to over 1,200 villages in his home state of Rajasthan, located in the north-east of the country. With its massive rivers and their countless tributaries making up one of the most complex freshwater systems in the world, India provides an excellent case study in water management. Over 150 million people in this country of 1.2 billion currently live without access to fresh water, compounding widespread poverty and raising serious questions about energy, environmental degradation and sustainable development. On the sidelines of the recently concluded World Water Week 2015, IPS correspondent Stella Paul sat down with the renowned Indian water activist to hear his views on the future of this scarce and incredibly precious resource. Excerpts from the interview follow. Q: You always say, “We do not need new policies. We need water action”. What do you really mean by that? A: Let me speak of India. In India, there is no dearth of policies and acts; there are many [laws] regarding water conservation, water management and water use. But these policies and acts are not executed properly, which is why there is no concrete action. Now we need to start clear, community-driven, decentralized work on water. And the role of the government in [this type of] water management is very important: providing adequate resources to communities and creating an environment that is conducive to taking action. There should be joint action between the government and the community for water management. We need four things for that: water literacy, water conservation, water management and efficient use of water. Q: You say the government should create the environment and provide the resources for water action. It is often thought that ‘resources’ means ‘money’, which comes from the private sector. How

bout ten years ago, I was invited to a two-day seminar at Oxford University organised by climate scientists for other scientists, but also for all kinds of people from the arts—writers such as Ian McEwan and Philip Pullman, the choreographer Siobhan Davies, the playwright Caryl Churchill. The basic message was: “We climate scientists have been talking to politicians, we’ve been talking to the media, but nobody seems to be interested. We’re all fearful for the future, and nobody is listening to us, and we’re racking our brains about how to get the message out—because nobody would get in an aircraft that has a 50/50 chance of crashing.” I became very politicised by that. I didn’t know how to deal with it in my work, in my art, but I thought perhaps I just ought to be vocal, be a concerned citizen and speak up, which I’ve been trying to do. I made an open-access video piece called “Chomskian Abstract” in 2007, where I interview Noam Chomsky about the end of the world and climate change. Back then it seemed that it wasn’t particularly his area of interest, but he is now, I think, much more vocal. He is a good friend of Naomi Klein. I’ve never met Klein, though I would very much like to—but I went to see her speak about her latest book in London. I was shocked by how young she still is, and obviously she’s beautiful, but mostly she is brave: she speaks her mind, articulately and powerfully. There are lots of people that wouldn’t like her to say the things she says, but
do you respond to that? A: Change never comes from the private sector’s money. For real change, we need the government and the community. What we need is not corporatization, but communitization of democracy. If [the] corporate [sector] does everything, then, where is the democracy? In Rajasthan, we have many corporations, but we also have a water parliament. We maintained the community’s rights here. We maintained a democratic environment. People rose up here. Wherever people rose for their rights, those robbing society had to run away. Corporations are here and they are here to stay – but it is important to see that they do not loot the people and that they do not pollute the system.
croaches upon it. Encroachment on the river is a problem that is found across India, Pakistan, Nepal, Bangladesh and other regions as well. Poverty in the [Asian] region is a result of a water crisis, because of disrupting people’s water rights. If we end this, we can make the entire region water adequate. For instance, the [2005] National Rural Employment Guarantee Act (NREGA) was originally created to revive and reshape the country’s water system. The then Minister of Agriculture in India, Raghunath Singh, came to us, saw my work and decided to design a programme through which action can be taken in regards to water. The same should be done again. NREGA should be mandated to focus only on water.
Q: We are entering the era of the Sustainable Development Goals (SDGs). In regards to water, what must the government do differently, compared to what it did during the MDGs? A: Life, livelihood and dignity – all of these three are linked to water. In the SDG era, we have to give the highest priority to water. We have to put everything aside for a while and just focus on water. We shouldn’t get tangled [up in] projects, indicators and the LFAs (Logical Framework Approach), but stay focused on actual work. Today there is massive encroachment of water bodies. To prevent this encroachment, we must conduct identification, demarcation and notification of the water bodies. In many cases, due to erosion, there is a lot of silt in the water and since there is no clear title of the water body, the real estate lobby en-
Q: You were on the board of Mission Clean Ganga [the third-largest river in India]. Can the river be ever truly revived? A: It’s difficult but not impossible. But the government is only engaging with engineers, technicians etc. The government has not engaged with the sons and daughters of the Ganga – the people. If the government truly involves people in the Clean Ganga Mission, it can take a maximum of 10 years to revive the river. In fact, any of the country’s dead rivers – the Musi River, the Mithi River, etc – can be revived in 10-15 years. What we need is the political will of the government and the participation of common people. I am a seed of hope. I never lose hope. I restore what has been damaged – this is the philosophy of my life.

Inspiring Innovators: the artist Cornelia Parker admires the social activist Naomi Klein's fearless commitment to speaking out about climate change she says them anyway, and that’s what I admire. The first book I read of hers was “No Logo”, and then “The Shock Doctrine”, which was amazing, and now “This Changes Everything”, which I think is much, much needed. Somebody needed to write an intelligent book about climate change and its politics, because politics is the main reason we are all so blindly riding the boat over the waterfall. Klein takes the position that custodianship of the planet is at odds with capitalism. The so-called free world is actually run by corporations, and it’s not in their financial interest for us all to get alarmed about our future. (And this though they’ve got children.) What Klein has done is to flag up the huge amount of disinformation that stops us taking the action we need to take. Every politi-
cian should be duty-bound to act on climate change, but they don’t because there are too many corporate hands in their jar, as it were. Klein says that China may be able to act because it isn’t a democracy yet; its government can say “you can have only one child”, and everybody has to jump. China could lead a new economic world order because it will be able to make big changes fast. We can’t, because capitalism keeps interrupting. So somehow we’ve got to have a huge paradigm shift, and that’s what Klein is trying to tell us. It’s a call to arms. Such voices are few and far between. The public seems to think that if the politicians aren’t doing anything about it—if their line is “business as usual”—it must be fine. And that is a big betrayal by our governments. They’re not respond-

ing in the way they should. They’re not representing us properly. In January, the artist Antony Gormley, the economist Lord Stern and I all went to see George Osborne, the chancellor of the exchequer, with a kind of manifesto, saying Britain is well placed to lead the way on this. We’ve got the brainpower and the designers and the architects to lead a smart, new-technology charge: Jonathan Ive of Apple is British, Norman Foster, Richard Rogers and Nicholas Grimshaw are building green cities around the world, we’ve got the new graphene centre, which could revolutionise batteries and solar energy. We should be profiting from this, not allowing other countries to get all the patents while we frack for a gas which should be left in the ground in the first place. It doesn’t cost money to legislate for a shift in infrastructure, to encourage investment in new technologies. I’ve got a 13-year-old daughter who comes home from school and says, “Mum, do I get to have a future? Do I get to have kids, and do they get to have kids? Is there any point? Or should we just realise that we only have a short time?” It makes me want to cry. So I’m glad that we have Klein to point at the elephant in the room. She’s a heroine, and somebody to respect and admire. Should India Not Mark the End of Second World War? dun and other battlegrounds of France and Flanders to either remember a fallen ancestor or just witness what was a huge battlefield during a Great War. So there is good reason to believe that if the Indian government used its security forces to pitch tens of thousands of tents in designated ‘war tourism areas’ like Imphal and Kohima and provided basics like clean water and emergency health care, there would a tidal wave of foreign and Indian tourists into states like Manipur and Nagaland. Those pointing to weak tourism infrastructure must know that war nostalgia tourists don’t crave for five-star hotels or high level comforts – they are out to get the feel of war. So a good tent during the autumn of 2015 (monsoon is not the right time for this in northeast) with camp facilities screening relevant war movies in the evening after morning tours of battlefields and war cemeteries would be good enough for a Paul Harman to spend a few thousand pounds to come looking for the grave of his grandfather John Harnam who fell fighting off the last Japanese banzai charge for the Kohima tennis court. If the Indian army and para-military forces were drafted into the exercise , as indeed they should be , they could turn round this ‘end of war’ tourism festival into a roaring success and end up with a huge image makeover as a friendly force rather than an oppressive one . Lifting the Armed Forces Special Powers Act in these states, as Tripura has already done, could be timed to fit into the ‘end of war’ spirit, making sense of a historical landmark in terms of a contemporary reality. In fact, it might be a better idea for Ministry of Defence and Ministry of Tourism to jointly organise this festival with the concerned state governments.

Its focus is to highlight the defeat of Japan which India now sees as a key ally. So Modi’s decision to send only a minister of state (V K Singh) to these celebrations and not send any military contingent is perfectly justified. But India will make a major mistake if it fails to observe the 70th anniversary of the ‘End of War in Asia’ in its own way. Indian soldiers played a major role in the ultimate Allied victory that is projected as a victory of democracy against fascism. There is no doubt that the independence India finally got two years after the end
of the Second World War is rooted in developments linked to the war. So the process of decolonisation it started cannot be wished off. The INA may not have much influence on the 1944-45 battles, but the spectre of another ‘Sepoy Mutiny’ Subhas Bose managed to raise surely prompted the British decision to quit. The losses Britain suffered to win its Pyrrhic victory also influenced London to give up the ‘brightest jewel of the British crown’ sooner than later. India’s ‘War Tourism’ Areas The Modi government says tourism is a priority industry and the northeast all the more so. The question is whether Delhi will ever again get a better opportunity to kickstart tourism in the northeast than by observing the 70th anniversary of the end of the war in Asia. Some of the toughest battles of the Second World War were fought in India’s northeast. As you travel down the Kohima-Imphal highway, you find inscriptions on milestones saying “ you are travelling on a road that was the battleground of Second World War.” This was one of the fiercest and most decisive battleground of the war – as decisive as Stalingrad or El Alamein. Countries like Belgium and France managed to rake in millions of dollars in tourism revenue showcasing their First World War battlegrounds in 2014, the centenary of the beginning of the First World War. Nearly a million tourists turned up at Somme, Ver-
‘End of War’ Festival This ‘end of war’ festival along the KohimaImphal highway and the Stillwell Road would have boosted tourism in four Indian states – Nagaland, Manipur, Assam and Arunachal Pradesh – and generated huge interest in the region’s history, bio-diversity and cultural diversity to sustain the initial impetus for tourism growth. And this would time nicely with the Indo-Naga accord promising an end of conflict in Naga areas -- and if the AFSPA was lifted, that would help India showcase the normality that has returned to the conflict-ridden northeast. That would heighten regional interest in the northeast through which India is seeking to pursue it Look East policy. Indians fought on both sides of the divide in these battles and there is reason to celebrate both experience. The Indians who fought and died for the Empire can be remembered to drive home the point that if the Allied Powers celebrate the victory in Second World War as a milestone for the victory of democracy, Indians played no mean role in that. And the INA experience does provide an opportunity to revitalise inclusive Indian nationalism at a time it is feeling divisive pressures again. But though regional forums like the K2K (Kolkata-Kunming) proposed a regional celebration of the 70th anniversary of the end of war in Asia, India has once missed the chance the Chinese used nicely to showcase themselves as a major power. Migration, climate and security: the choice Paul Rogers
The forces driving people's movement into Europe were already apparent in a near forgotten incident of 1991
I
n August 1991, with the world’s media dominated by the chronic instability in Russia and the aftermath of the violent eviction of the Iraqi army from Kuwait earlier that year, a sequence of events in the Adriatic Sea provides an uncanny foretaste of the current surge of desperate people across the Mediterranean from north Africa, as well as overland from Syria through Turkey, Greece and beyond. One consequence of the collapse of the Soviet bloc was the disintegration of the already weakened Albanian economy in the winter of 1990-91. The long-time leader Enver Hoxha, who died in 1985, had bequeathed a stagnant and unstable economy which, by the end of the decade, was ensuring increasing poverty in an already poor country. In the early months of 1991, many young Albanians were attempting to get across the Adriatic to a better life in Italy. They had little success. Then, in August, the situation had become so desperate that merchant ships were hijacked by thousands of young people, especially in the port of Durrës, and the crews forced to set sail for Italy. At least 10,000 of them were on the 8,000-tonne merchant ship Vlora some reports said twice that number when it made the 200-kilometre crossing to the southern Italian port of Bari. Caught by surprise, the police there tried and failed to stop the refugees coming ashore; some even jumped
overboard to swim towards land. The incident made news across Europe, at least for a couple of days, but then the media moved on. Faced with this huge number of sudden arrivals, the police rounded them up and detained them in the only place in the city that could handle such a number securely, namely the local football stadium. There, they started the process of enforced repatriation to Albania. A few were allowed to stay; most were forced home. But the Italians did at least provide substantial financial aid to the faltering government in Tirana, and even arranged for Italian army units to distribute food within the country. Within a few months, Albania began to make a slow and tortuous recovery. All that was left of the experience were images of desperate people jumping off a ship and trying to get ashore. Today, however, the resonance with people clambering ashore from flimsy dinghies onto Greek islands - or facing police in the centre of Budapest - is all too apparent. The long-term view Over the years since it began in 2001, this column has on occasion highlighted a prescient comment made in 1974 by the economic geographer Edwin Brooks. This warned of a dystopic world that had to be avoided: “a crowded glowering planet of massive inequalities of wealth buttressed by stark force yet endlessly threatened by desperate people in the global ghettoes” (see "The Implications of Ecological Limits to Growth in Terms of Expectations and Aspirations in Developed and Less Developed Countries", in Anthony Vann & Paul Rogers (eds), Human Ecology and World Development [Plenum Press, 1974]). This is a forewarning of the experience of recent months: namely, desperate people fleeing the war-zones of Syria, Afghanistan and South Sudan
and the repression of Eritrea; but also of the millions more who face relative poverty and marginalisation, not least across sub-Saharan Africa. There has been some humanitarian reaction in Europe to these forces. But the more general response has been the "securitisation" of the issue, whereby migrants are seen as threats. One head of government, the UK’s David Cameron, deliberately used the term “swarm” to describe the few thousand migrants who had got as far as Calais - though these actually form a tiny proportion of the hundreds of thousands of people desperate to get into Europe (see "Mediterranean dreams, climate realities", 23 April 2015). It may be that over the coming months, humanitarian concern will prevail and European states will find ways to cooperate more effectively. But the prognosis is not good. And in the longer term, an extension of the securitising approach will be even more damaging as it is applied not just to the movement of people but to the closely related area of climate change. A recent article by Nick Buxton and Ben Hayes focuses on this issue (see "Ten years on: Katrina, militarisation and climate change", 28 August 2015). It points to the manner in which the future effects of climate change are being seen as threats to the wellbeing of comfortable peoples in the west, implying
that what is needed is to put much more emphasis on maintaining security rather than preventing the excesses of climate disruption. Where the two elements come together - current migration issues and future climate disruption - will actually be in Europe. Around the continent are large centres of population in the Middle East, south-west Asia, north Africa and sub-Saharan Africa, where climate change, if not prevented, will lead to marked decreases in rainfall with declining food production and consequent social and economic hardship. The asymmetric nature of climate change as it is now being understood means that these large regions surrounding one of the richest parts of the world will have the greatest difficulties. As a result, they are likely to become drivers of migration to a far larger extent, with numbers measured not in the hundreds of thousands but in millions. In these circumstances, the consequences of securitising these issues will be huge, far greater than anything yet experienced. For this reason alone, it is essential that the current crisis is handled primarily with humanitarian concern, rather than by trying to “close the castle gates” - which in any case is impossible in a globalised system. What happened to the Vlora nearly twenty-five years ago sharpens the choice over these possible futures.
We Must Frog leap to a New Future: The Innovation Economy
T
he progress of economic growth in most countries would normally begin from a subsistence agricultural economy to an industrial economy, to a commercial market economy, and lastly onto a high-tech innovation economy. So, where are we the Nagas in our economic journey? Sadly, we are still stuck in the “mud and dust” at the bottom level: subsistence agricultural economy. This is evident in the fact that more than 70 percent of our people, especially those who are in the rural areas of our Naga homeland, are still living in primitive conditions and struggling to make ends meet. Partly this is due to the fact that the best and brightest of the old generation Nagas didn’t do anything to grow us economically because they diverted all their focus toward our Naga national movement. As for our State politicians, they have been granted ample opportunities and more-than-enough funds by Delhi to develop our economy. But instead of growing us to be able to stand on our own feet, they have only turned us into a consumer society. Today, the old generation must pave the way to let the young generation lead us in developing our economy in keeping with the 21st century needs and challenges. The reason is simple: our old generation Nagas are not equipped with the latest knowledge about economic development which is mostly driven by modern technology and constantly emerging innovations. The generation of the21st century cannot survive and prosper by simply doing things the old fashioned way. Already, every economy---local, regional, national, or global--is deeply affected by modern technology and innovative ideas. No longer based solely on governance, capital, population, military strength, and natural resources, the Innovation Economy is coming up with many breakthrough ideas that are resulting in creating new products, new markets, and new forms of industries. James Canton, an advisor to the Global Fortune 1000 and severalinternational governments, has been forecasting during the last 30 years about trends that will reshape the 21st century world. In 2007, he predicted that the world would seecertain signs of an Innovation Economy by 2015. They are as follows: (1) more than 2/3 of the U.S. GDP and more than 1/3 of the world GDP would be based on innovation industries, (2) innovation industries would dominate labor productivity worldwide, (3) 3 billion people would be online, (4) information technology and online spending worldwide would exceed $5 trillion, (5) nanotech would generate more than $1 trillion and employ 1 million workers, and (5) where there is high-tech penetration of computers, wireless accessibility, and Internet access, democratic societies would thrive and economic productivity would become robust. Modern technology and innovations are changing the world and enabling the economy to grow faster than at any time in the past. Increased computing power, high-speed networks, interactive broadband, and the Internet are all bringing future innovations closer and faster. Regardless of whether a person lives in Dimapur or Bangalore or Singapore or USA, he or she can be empowered by the Innovation Economy. Since innovation is not an exclusive property of any nation, it is fast becoming a global phenomenon, linking nations in real time and bringing value to individuals everywhere. For example, farmers living far away from one another are now connecting through mobile phones and creating their own markets even in underdeveloped countries. Factories in China are producing goods for markets all over the world. Many major U.S. companies are sponsoring researches in other countries, with the hope of discovering the “next big breakthrough drug” or innovation of some kind. Then, microchips---the brains of computers---are enabling production of every good and service in every industry to be faster, better, and cheaper. In addition, the Internet is already opening global networks in commerce, healthcare, education, social issues, and environmental concerns. Innovation Economy is still evolving. For example, microchips came first on the evolutionary ladder, enabling the invention of computers. Next, computers evolved into networks and information technologies, which evolved to drive biotechnology, such as the unlocking of DNA and other life sciences. Obviously, Innovation Economy is still unfolding. As such, we do not know what innovation is coming next. On the other hand, we know that many scientists and researchers are tirelessly working on finding new innovations that will make life easier and better. Many advanced countries are already investing trillions of dollars towards innovations. The United States, Israel, Ireland, Germany, Japan, and Singapore stand out in that category. Indeed, Innovation Economy has started and will continue to grow, thereby bringing global change that will affect everyone. Nations, industries, and companies that fail to compete in innovation will be losers. But those that embrace innovation and adapt will win and take over businesses and trade. Even individuals with access to innovation tools will become more self-reliant, more productive, and more prosperous than at any time in the history of human civilization. In short, Innovation Economy is the new future of the 21st century. This is a new convergence of ideas, trades, and technologies, which will lead to more free minds, free enterprises, and borderless commerce. All these are potent forces that will determine the future leadership of nations, productivity of businesses, and wealth of individuals. Cabinet approves setting up of new Law Commission New Delhi, September 9 (iANS): The union cabinet on Wednesday approved constitution of the new Law Commission of India for three years, effective from September 1 this year. The 21st new Law Commission will comprise a full-time chairperson, four full-time members (including a member-secretary), secretary, Department of Legal Affairs as ex-officio member, secretary, Legislative Department as ex-officio member and not more than five part-time members, the government said in a statement here. The Law Commission shall, on a reference made to it by the central government or suo-motu, undertake research in law and review of existing laws in the country for making reforms therein and enacting new legislations. It shall also undertake studies and research for bringing reforms in the justice delivery systems for elimination of delay in procedures, speedy disposal of cases, reduc-
tion in cost of litigation, it added. It will look after issues such as identification of laws which are no longer relevant and recommending for the repeal of obsolete and unnecessary enactments. The commission will suggest enactment of new legislations as may be necessary to implement the Directive Principles and to attain the objectives set out in the preamble of the constitution. It will give its views to the government on any subject relating to law and judicial administration, the statement said, adding that the commission will also prepare and submit to the central government reports on all issues, matters, studies and research undertaken by it. The Law Commission of India is a non-statutory body constituted by the central government from time to time. The commission was originally constituted in 1955 and is re-constituted every three years. The tenure of the 20th Law Commission was up to 31st August, 2015.

However, the senior agriculture official said he did not foresee a major drop as the sown acreage has been robust. But unlike last year when the monsoon retreated late, this year's monsoon has already started withdrawing and could leave too little moisture for farmers to sow winter crops like wheat and rapeseed on time. Winter crops, heavily dependent on water from reservoirs at 84 percent of average levels over the last decade, account for about half the grains output. "Even if we assume that there won't be any contraction, the agriculture sector can't grow beyond 2 percent in the 2015/16 fiscal year," Gulati said.

mumbAi, September 9 (reuterS): Nestle could start making Maggi noodles again in India as early as October, it said on Wednesday, paving the way for the snack to go back on sale by the end of the year. In May, Nestle was at the centre of the country's worst packaged food scare in a decade, when local regulators reported some packets of the popular noodles, sold at roadside stalls across India, contained unsafe levels of lead. The company had to order a recall of the product a month later, which cost it about 66 million Swiss francs ($67.42 million). But in August, an Indian court ruled in favour of Nestle in its battle to overturn a nationwide ban on the noodles, although the popular snack will have to undergo more safety tests before it can go on sale again. The court also questioned testing standards at the country's food watchdog, the Food Safety and Standards Authority of India. "The comeback of Maggi is clearly at the top of our agenda. This is a fourth of our business," Suresh Narayanan, the newly appointed head of Nestle's Indian operations, said. It is now awaiting the results of fresh tests at courtappointed laboratories, expected by early October, after which it can begin manufacturing. And after yet more tests, sales can restart. "I don't have a magic wand," Narayanan said, declining to give a date at which Maggi noodles will regain their position in the Indian market. Suicide cases highest among young Indian men in Malaysia KuAlA lumpur, September 9 (iANS): The highest number of suicide cases among youths in Malaysia are males of Indian descent, a new study has revealed. "The suicide rate among youths was 1.03 per 100,000 population in 2009, accounting for the male gender (66.0 percent), with Indians being the highest suicide completers (40.4 percent and 5.6 per 100,000 population)," a recent study published in the Asia-Pacific Psychiatry journal has revealed. "The most common method of suicide was hanging (56.6 percent) followed by self-poisoning (15.1 percent)," Malaysiandigest.com news portal reported, citing the study. Another study, published in The Scientific World Journal in 2014, had echoed the same, saying that the Indian population in Malaysia makes up the largest percentage of people who attempt suicide. The article said that from the year 1969 to 2011, Indians had the highest suicide attempt rates at 3.67 per 100,000. The Chinese followed at 2.44 per 100,000 and Malays had rates as low as 0.32 per 100,000. "Some of the risk factors among Malaysian Indians which could ex-
plain the higher number of suicide attempts in this group are poverty (a majority of Indians are from the lower social class) and alcoholism," the researchers highlighted. Also, psychiatry morbidity, caste issues, other social distress, cultural and religious factors and attitude to suicide contributed to the cases. "On the other hand, it is much more difficult for Muslim Malays to attempt suicide since it is against their religion," the researchers added. "Education also contributed to some differences; 89 percent of the studies showed that suicide attempters had secondary level of education compared to primary and tertiary," researchers noted. In 2015, some high profile suicide cases which grabbed media attention involved Malaysian Indians. In May, an Indian journalist had jumped in front of a train and was killed. In another case, a woman shot a video threatening revenge -- in the form of killing her child -- from her grave before committing suicide. The video went viral and on the same weekend, her one-year-old daughter died.

I’m sorry about that. I take responsibility,” Clinton, the front-runner for the Democratic Party’s nomination in the 2016 presidential election, said in an interview with ABC News, while still insisting that she violated no rules. “What I had done was allowed, it was above board,” she said. “But in retrospect, as I look back at it now, even though it was allowed, I should have used two accounts. One for personal, one for work-related emails.” In two earlier interviews in the past week, Clinton had declined to apologise for the controversial email arrangement while working as the nation’s top diplomat, saying it was allowed by the State Department. Clinton has been forced to defend herself against growing public scrutiny of how she handled sensitive government information since the email arrangement first came to light in March. Recent polls have found more than half of all voters say she is untrustworthy. VEXING QUESTION On Tuesday, U.S. officials said the State Department plans to move about 50 workers into temporary jobs to bolster the office sifting through her emails and grappling with a vast backlog of other requests for information to be declassified. The move illustrates the huge administrative burden caused by Clinton’s decision to use a private email address as secretary of state and a judge’s ruling in a Freedom of Information Act (FOIA) lawsuit that they be released. 850,000 to cross sea to Europe this year & next: UN estimates gEnEVa, SEptEmbEr 9 (rEutErS): At least 850,000 people are expected to cross the Mediterranean seeking refuge in Europe this year and next, the United Nations said on Tuesday, giving estimates that already look conservative. The U.N. refugee agency UNHCR called for more cohesive asylum policies to deal with the growing numbers. Many are refugees from Syria, driven to make the voyage by intensified fighting there and worsening conditions for refugees in surrounding countries due to funding shortfalls in aid programmes, UNHCR said. Hundreds have died at sea. “In 2015, UNHCR anticipates that approximately 400,000 new arrivals will seek international protection in Europe via the Mediterranean. In 2016 this number could reach 450,000 or more,” it said in an appeal document. Spokesman William Spindler said the predic-
tion for this year was close to being fulfilled, with 366,000 having already made the voyage. The total will depend on whether migrants stop attempting the journey as the weather gets colder and the seas more dangerous. So far, the numbers do not appear to have slowed down, with many appearing spurred on by Germany’s announcement that it will ease the rules for Syrians seeking refuge who first reach the European Union through other countries. German Chancellor Angela Merkel said on Tuesday that Europe needed to implement a joint system for dealing with asylum seekers and agree to binding quotas on how to distribute refugees across the continent.

o today, I stepped into the famed Sovima Cricket ground for the first time and I was so excited that I’ll see a world class Cricket Stadium ground. Guess what!! I saw half complete sitting gallery, shrubs and bushes growing everywhere, some young lads practicing high jump and to top it all a group of Geese grazing in the centre of the cricket ground. Crores of money has been supposedly invested in the ground. Where has it all gone?
Am not exaggerating i think only 30 crores of money has been invested on the ground! Who is to be blamed for it? They will be answerable to God one day in Heaven i am telling you. If the stadium is developed properly i can see Virat Kohli doing a cover drive or Mitch Starc steaming in and delivering one of his lightning bolts in the ground. God save Nagaland! he street light facility had disappeared from D. Block community since many years, as there had been no repairing or replacement of light bulb etc. in the area. As of now, the Youth Organisation D. Block –Kharuzou had initiated a program of providing the light to all joints and corners of the community, when the Youth themselves worked and provided light bulbs to all electric posts with the help of power department. They laboured themselves and installed the light bulbs at the place where people gather at night and used the passage for usual routine, indeed, the community has become brightened and the people feel a sigh of relief and peace. People who roam about on vehicle or on foot at night will definitely have an experience of brightness along the Dr. Neilhouzhu Kire Road and feel the concern and realize that somebody greets you at Kharuzou. The old man who usually goes
out to buy candle through a narrow path and carry a torch, least he falls down has a different story as the existing electric post at the corner of the path junction started giving light. Children gather at the side of the electric posts cheerfully discuss and talk about the day’s work as they could see each other’s face. The Apollo II had landed on the Moon in the year 1969, and we, the late comers enjoy the street lights today. Will you agree by seeing a youngster walking in the streets with IPod earplugs fall down to a pit below in the dark? Or, How about those gathering behind the electric posts are doing in the dark? Why do people rush together to the eating and wine joints you have seen day and night hour, more than ever before. How NsF Martyrs Trophy started
O
n 20th March, 1986, the Nagaland Police unleashed a terror when the NSF were observing a peaceful 12 hours Hartal in protest against the induction of the Indian Police Service (IPS) in Nagaland and the extension of the 5 KM Disturbed Area Belt to 20 KM along the International Border by the Government of India (GoI). The incident was sparked off by the then Chief Secretary of Nagaland I. Longkumer who was well aware that the Naga Students’ Federation had called a Hartal from 6 AM to 6 PM but was on his way to office in a car when NSF volunteers stopped him. He was apprised about the peaceful Hartal and a Magistrate on duty drove him back to his official residence. However, he falsely alleged that the students had manhandled him and that his car was damaged. As a result of which, 144 Cr PC was imposed at TCP Gate, MLA Hostel junction and Razhü Point junction. The student leaders not wanting to confront the Police, negotiated with the Police Officers on duty. They arrived on an agreement that the students will move out of the 144 Cr PC imposed areas and that the students will be allowed to continue their peaceful Hartal. As the students were moving out of the MLA Hostel junction as directed by their leaders , the Police open fire on them indiscriminately which resulted in the killing of two students – Mr. Kekuojalie Sachü(Kohima Village) of Baptist English School and Mr. Vikhozo Yhoshü (Kigwema Village) of Kohima English School and serious injuries to over fifty students . In protest of the incident, eight Ministers
have tendered their resignation to the Chief Minister of Nagaland. Starting off from late eighties till 1991, the Memorial Trophy was confined to within the ranges of the Angami Students Union. From 1992, onwards, at the behest of the NSF and general public, and also to bestow the Memorial Trophy in a wider perspective. The Trophy was converted into an Open Football tournament with the nomenclature “Open NSF Martyrs Trophy” and the following teams were

The magazine referenced Swift's Tumblr post, titled "To Apple, Love Taylor," as the sole driving force that made Apple Music reevaluate the way it treated musicians and artists. "I'm sure you are aware that Apple Music will be offering a free 3 month trial to anyone who signs up for the service," Swift explained in her letter. "I'm not sure you know that Apple Music will not be paying writers, producers, or artists for those three months. in the wake of the Ashes series defeat. The pugnacious 37-year-old, who retired from one day cricket after Australia's World Cup triumph earlier this year, kept wickets in 66 tests, scoring 3,266 runs at an average of 32.98 and taking 262 catch-

"I've had an outstanding career, I've enjoyed every minute, and in the end the decision was not a hard one," Haddin, who played 17 seasons for New South Wales, told a media conference at the Sydney Cricket Ground (SCG).
