Stating that they “do not represent” any other NPGs apart from themselves, he maintained that “No agreement between any single group and the GOI can be treated as Indo-Naga Agreement.” “If any agreement is happening between any single group and the GOI, like surrendering in exchange of some governmental benefits, Nagas have nothing much to say unless it concerns the rights and future of the Naga people. However Nagas have everything to say if such agreement is interpreted as an agreement between the Naga people and the GOI. No agreement between the GOI and the NSCN (IM) should infringe the rights and the interest of the Naga People about which the NNC/FGN are still willing to press on,” stated the Kilonser for Ministry of Rali Wali Affairs. Reiterating their full commitment to the ‘Naga cause,’ the NNC/FGN stated that “We can speak for ourselves and we are very clear as to who and what to represent.” To that end, the NNC/FGN stated that they do not recognize anybody speaking for us or for the Nagas. However, they group is not opposed to any talks in a democratic country and “We are open to dialogue, but that does not mean we are to accept anything and everything that has been imposed on us or the Nagas.”
In a place remote and largely under-developed, the police force adopting technology to check crime appears farfetched. Yet defying popular notion, the Nagaland Police became an unlikely champion in the technology sphere when it launched the Nagaland Police SMS Based Vehicle Monitoring System (NPSVMS) – an application for curbing vehicle theft. Launched into operation by the Nagaland Police in the latter part of April this year, the indigenous system was touted as “unique” and the first such to have single-window access to the vehicle databases maintained by the National Crime Records Bureau, the Ministry of Road Transport & Highways and the state police. It was developed in collaboration with a Nagaland-based IT firm ‘Elysium Enterprise’, which served as the technical vendor and consultant of the project. The basic concept behind the implementation of the system was to streamline checking and empower the police constabulary while minimising discomfort generally felt by the public during
police checking. The system was unique in the sense that it is user-friendly and simple enough to be applied via ordinary mobile phones with no requirement for ‘smart apps’. “The usefulness of the system is in its simplicity and its user friendly attributes,” commented Ben Imchen, who helms Elysium Enterprise. It even has the ability to recognize typing and command errors or queries that have been misspelt or are not uniform. Corrections are automatically made by the system. Its uniqueness is “in how we have been able to drastically empower the policeman on the field using a common technology like SMS. He now has access to information, which would earlier have taken weeks to obtain, at his fingertips,” added Imchen. To refresh public memory on how to access this service, a user has to register his mobile number and vehicle at the nearest police station with copies of personal ID proof. It can also be done online @www.npsvms.com. “The Public user has the freedom to register as many vehicles as he desires on his verified mobile number,” states a concept note on the system.
The NPSVMS also provides a Hotline - 8415-900400 for instantly reporting vehicle theft. Once a user has registered his mobile phone number and vehicle details with the police, the person can send an SMS to this number with the keyword LOST, which will immediately alert all checkposts and police personnel registered in NPSVMS. Nagaland State and the Nagaland Police can take pride in the fact that no other state in India has in place such a system. According to sources, the Central government was impressed, the Ministry of Home Affairs in particular showing interest in the system. Sources in the Nagaland Police Headquarters said that a number of local conditions were taken into consideration before going ahead with the project. Principal among them were the poor internet connectivity in the state, and the level of education of the constabulary, who make up the bulk of the police force and costs. It was developed at a cost of around Rs. 25 lakhs under the Police Modernisation Scheme and took one and a half years to complete. According to the sources, it was comparatively cheaper than other
applications developed by other state police forces to facilitate policing. The poor network connectivity and the time it takes to get used to a smart phone based service ruled out the possibility of opting for a mobile phone app. The Nagaland Police finally decided to opt for an SMS-based system, which would require less authentication protocol and put lesser technical demand on the constabulary to learn and use the system, the sources said. Data made available indicate that significant inroads have been made in curbing vehicle theft and recovery since its launch in April. Around 20 stolen vehicles have been recovered up till June through the application of the system, while nearly 500 users have registered and it has handled over 5000 ‘queries’ during the same period. One unanticipated upshot of the system has been that people intending to buy second-hand vehicles are increasingly using the system to check vehicle history. It though has its limitations. One of its biggest limitations has been the unavailability of records of vehicles registered before the Vahan System (All India Transport) was fully implemented.

ENLU condoles LJ Toshi Sangtam’s death
Kohima, September 13 (mexN): The Eastern Nagaland Legislators Union (ENLU) has expressed condolences over the demise of LJ Toshi Sangtam, former state minister of transport & communication and geology & mining. A condolence note from R Tohanba, parliamentary secretary for municipal affairs and general secretary of ENLU recounted that Toshi Sangtam, the first MLA from 52 assembly
constituency, came to Tuensang in the early 50’s. He studied at Mission School, Jorhat and National High School, Kohima up to class X. He was a good footballer, the note said. Sangtam served as Joint Secretary, NNO; Secretary, Tuensang District People Convention; Assistant Secretary, Peace Mission Tuensang. He was also a nominated member of Regional Council and was elected vice chairman of
Tuensang District Regional Council on February 11, 1969 and continued for the second term till February 23, 1974. In 1976, he was the vice chairman of UDF. He also served as vice chairman of Red Cross Society Tuensang, president of Rotarian Club Tuensang from 1976-1993. He was also the president of United Sangtam Student's Conference. He was treasurer of NPF Tuensang District until his death.

It was inaugurated on September 11 by R Amongla Jamir, DDEO, Dimapur, in the presence of School Management Committee (SMC) members, public leaders and other invitees. The Deputy District Education Officer (DDEO) in her address acknowledged the full cooperation given by the public and also requested to do so even in days to come. She expressed her full trust in the SMC members in maintaining transparency in the
management of the school. She further appealed to the teachers to be dedicated in their work and maintain the standard of education. She also urged the gathering not to depend only on government, but extend community participation. According to a press release, the land for the building was donated by agriculture department. The construction of the building, which started in 2012 and completed in September 2015, was funded by SSA. The total cost of the project was Rs. 2,04,754/-, the release added. The school with students from nursery to class-3 has five classrooms
for a total of 57 students. Meanwhile, it has only two government teachers and two private teachers whose salaries are paid by SMC members. There are 20 tribal representatives in the 60-member Manipur Assembly. The passage of the three Government Bills, intended to protect the interests of indigenous people in the state, sparked violence in Churachandpur on August 31. The state police forces have allegedly killed nine protesters in the district during the violence. Large scale arson attack was also witnessed in different parts of the district. Residences of an MLA and a minister were torched by protesters who also set ablaze a few Government offices. The tribal civil society groups have insisted that the three Bills violate the rights of the tribals in the state. The police, however, are yet to trace him. “We have conducted raids at several places, but have not been able to locate him. We will arrest him the moment we find him,” said Kamrup SP Indrani Barua. The cell-phone of the three-time MLA, who is currently with the All India United Democratic Front (AIUDF), has remained switched off since Monday. A case under Section 343 of the IPC along with sections 4 and 5 (B) of POCSO Act has been registered against him. Meanwhile, the girl, aged about 14 — she has no birth certificate — is currently in the Children’s Home for Girls in Jalukbari, Guwahati. Her mother said she never went to school and has been working as a domestic help in different households since she was about four. She was in the MLA’s house in Guwahati for about one-and-a-half months, she added. The FIR registered under her
name — someone had to write down what she said — states: “The MLA brought me with him in his car to his village home at Nagarbera on the morning of August 29. By the time we left for Guwahati, it was night. At 10 pm, as we reached near Nijeshwari temple (40 km east of Boko, on the highway to Guwahati), he sexually assaulted me. He put his fingers into my private parts twice despite my resistance. I was very scared and could not protest loudly. He also touched my breasts several times.” The FIR was lodged on September 6 after the girl managed to run away a day earlier, her mother said. Their village, Jogipara, is about 15 km west of Guwahati. “On September 5, Puspalata came to me and said my daughter had run away from the MLA’s house. She asked me if I knew anything, but I told her I did not,” she added. India will construct the bridge on the river Feni to get access to the Chittagong international sea port in Bangladesh and the neighbouring country has agreed to allow India to use the Chittagong port, about 75 km from Sabroom. Tripura has 856 km long international border with Bangladesh which surrounds the state on three sides.

The ban on sale of meat by some states is a retrogressive step as it violates the rights of the people to eat whatever food they like, Gogoi said. "Our Government will not impose any ban on sale of meat in any form," he said in a statement. The chief minister described the ban as decline from a better to a worse state as "people have the right to choose the food they prefer to eat." However, Gogoi said, his statement should not construed as promotion of non-vegetarianism. "A vegetarian has the same right as a non-vegetarian to eat whatever food he or she prefers," he said. Man injured in bear attack aIzawl, SeptemBer 13 (ptI): A bear attacked a man in Mizoram's Saiha district seriously injuring him, a police officer said. Chuanmawia was attacked by the bear near river Tuipanglui and suffered serious injuries on face besides fracture of right arm last evening, the officer said. The badly bruised man was later taken to the Primary Health Centre in Tuipang by the locals and then shifted to the District Hospital in Saiha. Doctors in the District Hospital said that the bear-attack victim was now in stable condition. Villagers said that bears and wild boars were roaming in the forests near Tuipang and had destroyed the cultivation in many places during the past one month.

GuwahatI, SeptemBer 13 (ptI): Assam Chief Minister Tarun Gogoi on Saturday directed the authorities concerned to ensure completion of the Assam Gas Cracker Project being set up by Brahmaputra Crackers and Polymers Limited in Dibrugarh. The project has so far achieved an overall progress of 99.78 per cent and is expected to lay the groundwork for substantial investments to set up a slew of downstream plastic processing industries, Gogoi said during a review meeting at Lepetkata in Assam’s Dibrugarh district. The Gas Cracker Project is the first-ever petrochemical one in the NorthEast and an offshoot of the historic Assam Accord signed in August 1985. Gogoi said that since the project carries historical importance, it should work towards fulfilling the dreams of the people of the North-East and improve its economy. He said 136 plastic processing industries have been identified across the region as the offshoot of the Gas Cracker Project, which is expected to create job opportunities for the local youth.Gogoi also spoke of a joint venture between the Assam government and BCPL harnessing the benefits of downstream industries to solve the unemployment problem.

Grocery shopping goes online: Lower prices, hassle-free purchases see business surge NEW DELHI, SEptEmbEr 13 (IANS): Shopping for vegetables, fruits or bread wasn’t fun - not as a regular chore in the least. But online grocery marketplaces are fast changing the habits and mindsets of people, especially the young urban professional, on what was once mundane into fun. Plus, no more scurrying around for parking space, small change or wading through dirty marketplaces. FSSAI proposes norms for nutraceuticals, ayurvedic products to check mis-labelling NEW DELHI, SEptEmbEr 13 (ptI): Aiming to check mis-labelling of ‘health supplements’, Food safety watchdog FSSAI has come out with gazetted regulations proposing to ban the sale of such products as ‘medicines’. At the same time, the Food Safety and Standards Authority of India (FSSAI) has also framed regulations for products based on ayurveda, sidhha, unani and other traditional health systems. The regulator has proposed to fix the permissible limits of various ingredients used in the products, which are based on traditional health systems. “Every package of food or health supplements shall carry the information on the label... the words FOOD or HEALTH SUPPLEMENT... the term ‘NOT FOR MEDICINAL USE’ shall be prominently written on the label,” as per a draft order issued by FSSAI. Under the new regulations proposed by the authority, companies can not claim that their nutraceuticals and health supplement products are for therapeutic and curative purposes. FSSAI has also proposed the maximum usage levels for cow’s milk, buffalo’s milk, camel’s milk, ghee, curd, butter, honey, gold, gold foil, silver, pearl in ayurveda, siddha and unani
ingredients based products. The limit has been fixed as maximum usage levels per day for use as a health or food supplements which are based on ayurveda, siddha and unani. The regulator will finalise these regulations after receiving comments from all stakeholders on the draft note. FSSAI said that the benefits of speciality foods containing ingredients based on ayurveda, unani and siddha and other traditional health systems of India, should be shown by science based evidence. Meanwhile industry body Assocham had released a knowledge paper suggesting that FSSAI should come up with safety norms for nutraceuticals and dietary supplements. In the paper, the industry body said about 60-70 per cent supplements in the nutraceuticals market, which has potential to grow to USD 12.2 billion in the next five years, are fake and such unregistered and unapproved products should be recalled. India accounts for 1.5 per cent of the global nutraceuticals market. mumbAI, SEptEmbEr 13 (ptI): Rupert Murdoch’s media conglomerate 21st Century Fox is betting big on its subsidiary Star to lead its international growth. “Top opportunity continues to be international, led by Star, which clearly is going to lead a lot of our international growth,” 21st Century Fox chief financial officer John Nallen told an industry summit over the weekend. “One of the top priorities, uniquely for us is international. We’ve got a particular focus on growth outside the US. We continue to harness the assets we have in Star, FIC (Fox International Channels) and in Sky but we continue to be opportunistic to the extent we can outside the US,” according to a webcast on the company’s website. Nallen was addressing an industry seminar in California last week. Star India, which is a fully owned subsidiary of 21st Century Fox, broadcasts over 40 channels in seven languages, reaching more than 720 million every week across 100 countries. Nallen further said Star is on target to achieve an EBITDA (earnings before interest, taxes, depreciation, and amortisation) of USD 500 million by 2018. In April, James Murdoch, the present chief executive of 21st Century Fox, had said Star India is likely to earn operating income of USD 1 billion by 2020. Morgan Stanley recently pegged Star TV’s value at USD 11.2 billion. The American brokerage estimated the fair market value of Star on the basis of rising ad revenue from India and said the firm contributed 11.3 per cent to the overall fair market value of 21st Century Fox. As of June 2015, Star’s earnings from entertainment business stood at USD 300 million.
McDonald’s to double outlets with Rs 750-crore investment mumbAI, SEptEmbEr 13 (ptI): McDonald’s India is stepping up its operations in western and southern markets of the country by doubling its outlets with an investment of Rs 750 crore in the next five years. “We currently have 213 restaurants, and are looking to add up to another 250 restaurants by 2020, which would entail an investment of Rs 750 crore,” said Amit Jatia, Vice Chairman, Westlife Enterprise, a master franchisee for McDonald’s here. McDonald’s, which was the first quick service restaurant (QSR) format to start operations in the country two decades ago, is now betting on alternative, healthy offerings in the face of competition. Other international chain restaurants, most recently Burger King, besides Dominos, Pizza Hut and Dunkin Donuts among others, and food-on-demand delivery services are competing for consumer attention in the segment. The company’s overarching strategy now is to offer “healthier beverages” to customers here. “We are now betting big on our coffee. We have opened McCafe’s within our outlets serving premium locally sourced arabica coffee at affordable prices,” he said. Started last year in the country, there are about 45 McCafes, which in the next two years is expected to go up to 140, he indicated. The company will spend invest Rs 20 lakhs to Rs 30 lakhs per outlet, to set up McCafes. McDonald’s has also rejigged the food menu in the country to make it more healthy. “We have brought down the calorie content in our sauces by 60-70 per cent, which has cut down the overall calories in the meal by 9 per cent,” he said. ACAUT Public Platform : Nagas Opinion on Peaceful Settlement
I
have returned home from Australia after nearly 20 years.I have been away for a long time and I may not fully understand the current situationin Nagaland. Today some people will raise questions: What authority has ACAUT to interfere in our political affairs? What is their legal status and what mandate do they have? These are legitimate questions and we must listen to all the views but I also would like to quote Victor Hugo, “There is nothing more powerful than an idea whose time has come.” The time has come to rise up and fight against the evils of corruption and extortion; the two biggest evils in our society today. This is where ACAUT will have the moral authority to fight against the evils of our time. ACAUT will have only that authority and mandate, but if ACAUT becomes corrupt, you will lead our people down and people will hate you for that. We have allsuccumbed to our greed, power and status and that is why we have lost our moral authority to handle difficult crises. Now coming to the Framework Agreement, I am not qualified to talk about the peace accord. I am not a politician and not a member of any Naga Political Group. But I would like to share a few comments on this hot topic.
All the Naga Political Groups, the NGOs, the public and our society must contribute their best wisdom so that this Agreement can lead to a solution. AS the group that has brought this agreement, NSCN-IM must be honest, inclusive and follow the democratic process, inviting the different groups share their vision. This should be said for their own sakes and for the sakes of the Naga people. The people must be frank with IM and tell them where they have done right, tell them to be honest and change their wrongs ways as General Atem boldly asked for at the 8th Naga People’s Consultative Meeting on 25 August 2015 in Dimapur, so that they can work together with others for a common future, with one voice for one nation.This is where our values and struggle are at stake. Gandhi once said to a group of British, “ I don’t like you Christians but I like your Christ, you are so unlike your Christ.’ Will anyone say the same thing about us Naga Christians? I hadthe honour of meeting uncle Muivah and uncle Isak at the United Nations in Geneva some years ago. It was like meeting legends, theyare heroes. I was deeply impressed by their commitment and dedication for the Nagas but I cannot accept their doc-
trine of politics and revolution, which has justified the killings that we all know about. I am fully conscious that all the different national groups have done their own shares of killings of innocent Nagas. The only difference being that justification for killings was absent. I have a real problem with the killings of some close and dear friends and my villagers, which have damaged NSCN-IM’s position as much it has deeply shocked and outraged us. I do not know how we Nagas are going to heal the terrible wounds we have inflicted on one another. As far as I am concern healing these wounds is one of the tasks I am committed to. One point I want to emphasize is about integration. Make no mistake; there is no greater Nagaland or smaller Nagaland but one Nagaland. We must make it clear that we will not take an inch of Assamese land, we will not take an inch of Meiteiland, not even a piece of stone, no blade of grass. But Naga ancestral land belongs to the Nagas and to no one else.We have the right to live together with our own laws and our own culture. We have the right to own our ancestral land.The solution has to be worked out through dialogue with our neighbours because it cannot be imposed on use by Delhi.Another point I want to mention is the name of
our country. Nagalim is given by one faction. In other to legitimise the name, all the other groups must approve. If they cannot agree, we must go for a referendum. I am not against Nagalim but the right democratic process must take place, wecannot change the name of the country by force. Naga National Council chose Nagaland when there was only one national party. History of many nations has shown us that the future can be shaped by a leadership who are flexible and open to grasping new opportunities when they emerge. History has also demonstrated that such opportunities can be lost due to a leadership locked in the thinking and hatreds of the past. The experience of Nationalist movements around the world should make us cautious about embracing the aim of a unified Naga state. Most such visionaries finish up doing more harm than good. The leadership of both ISIS and the Al Qaeda movements would appear willing to drag their followers into wars that lead to the total destruction of cities, communities and families. The “true believers” hold that this is all for their good, and the good of their New World Order, the caliphate as they call it! Such movements need not be religious. The Liberation Tigers of Tamil Eelam, for
example, brought death and destruction upon their people in the pursuit of a glorious vision. President Mugabe has done the same for the people of Zimbabwe, reducing many of his people to starvation with many more fleeing to neighboring countries. Yet still he promotes himself as the great liberator. How delusional can you be! Sounds just like Hitler and Stalin; blind and in denial to the very end! ‘Nationhood’ does not have to be all or nothing. There are many constitutional arrangements where high autonomy has allowed a nation to pursue many of its national goals, while remaining part of a larger sovereign state. Scotland in UK is one good example of a people who have a strong sense of National identity, and enjoy a large measure of political independence while remaining part of Britain. Many difficult conflict situations have been solved by the goodwill and determination of the people. The human desire to live in peace is so great that given the right opportunities and leaders with vision, communities that have in the past fought and struggled have put aside their differences and worked out a peaceful way forward. With realism, the right attitude, and the growth of trust between leaders, seem-
ingly impossible conflicts are worked out peacefully, such as the ending of apartheid in South Africa, and the successful peace process in Northern Ireland. A successful negotiation between the Naga and the Indian Government should not be viewed as the end of the Naga journey toward nationhood, but as the beginning of a new, peaceful political and cultural process. A new Naga mind-set can assist this process. The Naga leadership in India and in Burma can pursue a goal of greater autonomy using peaceful means; although divided geo-politically we can be united in a broader political and cultural sense. This united Naga culture and mind-set will develop as Naga in India, in Burma, and in the Naga diaspora and work together to assist each other. In this changing world, we can all look beyond old colonial boundaries and draw strength from an emerging vision of Naga National identity that is rooted in our traditional homelands but has spread to encompass Nagas across the world. Dimapur, September 13 (mexN): The students from the state of Nagaland, JNU observed its Fresher’s Programme on September 12 with a small but solemn gathering upholding the tradition of bonding with newcomers in an informal and relax atmosphere. According to its current conveners, the event was an opportunity to get together, rekindle old ties, and meet the freshers over a sweet Naga cuisine. Currently, there are 55 students from Nagaland at Jawaharlal Nehru University undergoing different postgraduate courses as well as higher research studies in
various disciplines. The programme started with an invocation by Heroka Yepthomi, a research Scholar in Centre for Political Studies, while the evening was lightened up by an introductory game by Kuku Lungalang, a MA student from the same centre. Arenpongla Jamir, an MA Students of Centre for English Studies spoke on behalf of the Freshers’ while felicitation was done by Khangaka Keyho, a Research Scholar in Centre for Linguistic Studies. Dimapur, September 13 (mexN): A Health Mela was organised by the District Health Society, Zunheboto in Aghunato CHC under Aghunato Block on September 11 where 343 patients were consulted and treated. A press note from Shekho Sophie, Media Officer, Zunheboto informed that during the mela, health services and medicines were provided free of cost to all the patients. Nutritional packages were also given to pregnant and lactating mother and Pamphlets and leaflets were distributed free. Various ailments including common cough and cold, minor OT and other diseases prevalent in the area were also treated, it stated adding that Mp, Urine test, HIV testing, Hb%, and sputum AFB investigation was carried out during the camp. Besides, 56 Eye cases was screened and 59 Dental procedure were done. In addition, the community were also taught on household hygiene and other communicable diseases as well as FGD and one to one sessions were carried out on Child Health and Maternal Health. The team of medical personnel was led by Dr. Heto, SMO Aghunato CHC; Dr. Heroto, MO I/c, Tokiye PHC; Dr. Mulasato Keyho, MO I/c Asuto PHC; Dr. Obed, MO I/c Atoizu PHC; Dr. Renchamo, MO I/c Suruhoto PHC; Dr. Puloto, MO, Aghunato CHC; Dr. Ayim, Dentist, Aghunato CHC along with supporting nurses, Lab. Tech, Ophthalmic Assistant. The district team comprised, DPM, BPM, Aghunato Block, Mijito, ASHA Co- ordinator, Lab tech and nurse (MMU) along with vertical programme staffs RNTCP, NVBDCP, DAPCU, the press note further informed.
Medical camp was conducted at Ikishe village on September 11 as part of the Saansad Adarsh Gram Yojana, under which, the Rajya Sabha MP Khekiho Zhimomi had adopted the village. Dr. Obed, Medical Officer, Singrijan PHC and Dr. Sashi, Medical Officer, Dhansiripar CHC along with the Dimapur Mobile Medical Unit team comprising of a nurse and a lab technician conducted the medical camp. The beneficiaries were provided free medical check-up and free medicines. A total of 51 beneficiaries availed the service.
Mount Tiyi College, Wokha and NSS on September 12 repaired a section of the WokhaBokajan road as part of its Community Service Programme. The highway which cuts through Mount Tiyi College land has been lying un-motorable for a long time causing lots of inconvenience and hardship to the college community and the general public, the college said. It has thanked all officials and individuals who rendered their help during the social work.

Smoking worsens diabetes difficulty
P
eople with type 2 diabetes who smoke have significantly higher risks of heart disease, stroke, and death than diabetic non-smokers, a new study shows. They also had higher risks of clogged arteries, heart failure, and reduced blood flow to the limbs. The risks were lower for diabetics who quit smoking, but still moderately higher than risks among never smokers, the researchers write in the journal Circulation. Lead author An Pan told Reuters Health by email that smoking is still common among people with diabetes, despite efforts to discourage it. “We wanted to know whether smoking was related to total mortality and cardiovascular events among diabetic patients, and whether smoking cessation would reduce the risks,” said Pan, who is a professor at Huazhong University of Science and Technology in China. According to the Centers for Disease Control and Prevention, smoking can worsen the health risks that go along with diabetes, such as heart and kidney disease, nerve damage, and blindness. Pan’s team pooled the data from 89 earlier studies of smoking among adults with type 2 diabetes and found that diabetic smokers were around 1.5 times more likely to experience clogged arteries, stroke, overall heart disease, and heart failure. In addition, smokers were more than twice as likely to suffer from peripheral artery disease, or reduced blood flow to the limbs, than patents who did not smoke. Former smokers had 1.2 times the risk of clogged arteries and 1.1 times the risk of overall heart disease, compared to never-smokers. Using the risk estimates from their review and global rates of deaths from diabetes, the researchers estimated that smoking accounted for 14.6 percent of deaths in diabetic men and 3.3 percent of deaths in diabetic women worldwide. Dr. Wael Al-Delaimy, division chief of global health at the University of California, San Diego, said part of the problem may be the care diabetes patients receive. “The physician caring for the diabetes patient might be focusing on cardiovascular risk factors or diabetes complications and diet and weight control while neglecting smoking as another important risk factor,” Al-Delaimy told Reuters by email. Pan said some smokers may be reluctant to quit due to concerns about gaining weight in the short term. However, he noted, “The long-term benefits clearly overweigh the shortterm side effects.” Pan advises diabetic patients who are smokers “to seek professional help to quit smoking.” Al-Delaimy agreed, saying, “If you are a patient suffering from diabetes and smoking cigarettes, or if you know a family member, friend or anyone else who is diabetic and smoking, there is still opportunity to substantially decrease further complications and suffering or even early death by quitting smoking.”

Why do indigenous communities rise up? By eliminating indigenous educational autonomy, the government impoverishes the plurinational and multicultural character of the Ecuadorian State

Because they feel diminished, marginalized, their dignity offended. Silvia Rivera Cusicanqui says “The issue of dignity is so fundamental for Andean oppression, that the same word expresses ‘oppressed’ or ‘oppression’ and ‘to exploit’, which in Aymara is only one word: ‘to make small’. And such is the issue of human dignity, that is, all that diminishes human dignity (be it a bad salary or bad treatment), diminishes you as a person… It is for that reason that people rise up. The people don’t rise up because of the productive forces… Also, in Quechua the word ‘to step on’ is the same as that used for ‘to oppress’. One has to put one’s life on the line, there’s no other way.” Lucía Chimbolema comes from Guaranda, in the central Andean region of Ecuador. Together with her family and other members of her community, she is in the El Arbolito park of Quito, where many indigenous groups from the Andean and Amazonian regions have come together. From there they will march to the Historical Center of Quito to participate in the “Indigenous Uprising” of August 13, 2015. Lucía explains that she has come to Quito to demand, among other things, for education. She says that the bilingual Kichwa-Castellano schools, which had been managed by the communities, have now been replaced by Millennium Schools, but that the school which corresponds to her community is very far away and there are no buses to transport the children, including her young grandchildren. Her adolescent grandchild studies medicine at a private university, because there was no place available for him in the state university. He needs two more years to finish but she doubts the family will be able to continue paying the tuition. She tells us she’s illiterate, since there were no schools in her community when she was a child. “I learned Spanish when I was 25”, she says and smiles, while easily passing from Kichwa (speaking to her grandson) to Spanish (when she speaks to me). She points to her son, a man of 40, dressed in white pants and shirt, and a black wool hat, who converses with a group of people. Her son was a candidate for mayor and “for only a very few votes did not win”, she remarks with pride. He was 6 when the first school was formed in the community, and was educated there. With humility, she says that she “only works in the fields”. That work covers everything from tilling the land to raising farm animals, providing, together with the other women, the basics of the family diet. Lucía wears the traditional dress: a long black skirt, a white blouse with embroidered flowers, a multicolored knitted band at the waist, a short shawl made of dark cloth, a golden necklace, a white wool hat adorned with ribbons, and sandals. Each color has a meaning. Black represents the earth, or Pachamama; white, the snows of the colossal volcano, Chimborazo, at whose feet lay Guaranda. The presence of Lucía and the other women united in the park here emphasizes the assumption that the indigenous woman is the guardian of the group’s identity and the carrier of the culture of the people. Lucía, olive-skinned, with harmonious features, slender but strong, seems to express: “Here am I, mother, grandmother, indigenous woman, and I come to the capital of the country to say what I have to say”. She asks if I believe that President Correa will hear of her complaints. She awaits the answer with much attention, as if it were of great importance, perhaps to evaluate the results of the march on Quito, or perhaps to try to understand if an interlocutor really exists: “Do you believe Correa will read what I have said?” Cecilia Velázquez, an indigenous activist from Cotopaxi, mobilized in the indigenous uprising, says: “There’s only one Millennium School in Cotopaxi. There are many students in each class, in some cases, up to 100-150 students. The majority of the teachers are high school graduates teaching students up to the 8th or 9th level. School district chiefs are changed very often; the present one has been in the position for only three months. When they finish high school, our young people are not well prepared, they cannot make the 800 or 900 points needed for admission to the public university; we have to go into debt to send them to the private universities… In 2009 I participated in the dialogues about education; not a single government cabinet Minister was present… The government accuses us of helping the right wing politicians; no, it’s the government itself which is helping them…” The first indigenous bilingual schools in Cayambe (1945) Two great historical leaders of the struggle for indigenous rights, Tránsito Amaguaña and Dolores Cacuango, were Kichwa speakers who learned to speak, read and write Spanish, when they were adults. Linked to the Communist Party, they fought for the rights of the peasants and indigenous peoples, for agrarian reform, and for education for the
indigenous communities of Cayambe. In 1945, Dolores Cacuango –with the help of María Elisa Gómez de la Torre, a teacher and her comrade in the Communist Party- founded the first indigenous school on the grounds of the “Tierra Libre” union en Yanahuayco, Cayambe. Shortly afterwards, they established three more schools in that region, with indigenous teachers and without support from the state. In 1963, pressured by the large landowners (who did not want educated peasants), the Military Junta forbid that children be taught in Kichwa, claiming that these schools were “communist cells”. Towards the end of the 1960s and beginning of the 1970s, with the emergence of Liberation Theology, and the Church of the Poor, new indigenous schools were created. The schools in the indigenous communities took on a task far beyond that of the education of the children and the young; they were considered a centre for political and social organization, from which to forge the struggle for agrarian reform. Signed in 1976, the Agrarian Reform Law, though it did not include their essential demands, was accepted by the indigenous movement as a starting point from which to continue the struggle. The Intercultural Bilingual Education System: the active role of the indigenous peoples In the 1980s and 1990s, the presence of the indigenous schools throughout the Central Andes was consolidated by the establishment of the Intercultural Bilingual Education system. This system, which was later extended to other regions, emerged thanks to the initiative of the Confederation of Indigenous Nations (CONAIE), composed of thirteen indigenous nationalities in Ecuador. Since its origin, CONAIE’s actions combined anti-neoliberal demands with the struggle for ethno-cultural rights. In that struggle for the right of the indigenous peoples to cultural autonomy and self-government, CONAIE elaborated an education proposal to present to the national government: in November of 1988, the National Directorate for Bilingual Education (DINEIB) was created. CONAIE, at this time, achieved a key demand: the right to elect the authorities of the DINEIB. CONAIE, in collaboration with the Ministry of Education, elaborated didactic materials for teaching literacy and post-literacy, and for professional development programs for educators in the Kichwa, Awa, Chachi, Tsa’fiki, and other, languages. By the year 2000, the intercultural education system included 2,150 centers of primary education, 142 centres of secondary education, and 13 institutes of higher education. The primary strength of this model is the participation of the communities: based on research carried out in the communities, pedagogical materials are produced, teachers are trained, and the objectives of indigenous education are debated. The objectives of the alternative education system are: to vindicate their own culture –including the teaching of the historical struggles of the indigenous peoples, rendered invisible in the official histories; to strengthen the native languages; to revitalize community processes in order to improve the quality of life –with the understanding that the indigenous peoples and nationalities must have the freedom to construct their own models of development. An executive decree puts an end to CONAIE’s involvement in the integral education system In February of 2009, by executive decree, the government of Rafael Correa terminated the administration of the DINEIB by the indigenous community, putting it under the control of the Ministry of Education. This decree, by delinking the indigenous communities and the CONAIE from the National Directorate of Bilingual Education, effectively ended their autonomy. The declared objective was: “to unify all the country’s schools, urban as well as rural, under one common curriculum”. The new Millennium Schools are located in modern buildings, which attempt to concentrate the student populations of different villages. According to community spokespersons, the application of the plan does not take into consideration a key factor: the distance from the schools and the lack of roads or means to transport the students. In some cases, the children have to travel several hours, which makes attendance impossible. In addition, many of the new teachers do not speak Kichwa, nor are they familiar with the Andean cosmovision, nor are they properly
trained in the new technologies, according to complaints of indigenous activists in Cotopaxi. President Correa has used the term “schools of misery” to refer to the indigenous schools. And it’s true that the majority lack running water or any type of comfort, and in some cases there’s not even chalk to write on the board. But is the solution to eliminate the schools and their rich multicultural and bilingual legacies? Or is the solution to invest in improvements in all of these schools, as the indigenous communities propose? In numbers: The education budget has quadrupled By 2014, the Correa government had quadrupled the education budget. Among the government’s achievements in the area of education are: the universalization of general basic education; an increase in the number of students which graduate from high school; the construction of public schools: “in the coming years, 900 new buildings will be constructed and 4,600 schools will be rehabilitated, with an investment of nearly $10 billion”; professional development programs for educators; the creation of three new universities: the University of the Arts, Yachay and Ikiam; and approximately 8,000 Ecuadorian students have received scholarships to study in the best universities worldwide. René Ramírez –Secretary of Higher Education, Science, Technology and Innovation- points out that during the government of Correa, the rate of university attendance has grown faster than in previous decades, according to the Population and Housing Censuses. Beginning in 2006, university matriculation doubled among the poorest 20%, a group composed mainly of indigenous peoples and Afro-Ecuadorians. Ramírez emphasizes that in Ecuador the budget for higher education represents 2.12% of the GDP, while the European average is 1%, and in Latin America it is 0.8%. [3] These numbers reveal a real commitment to education by the state, and a significant advance with respect to the previous governments. CONAIE demands educational autonomy for indigenous peoples and nations However, in the context of a policy which intends to strengthen the education system at all levels, there is a clear deficit in the participation of the indigenous communities, which are in complete disagreement with the path taken by the Integral Bilingual Education System. In the communication to call for the indigenous uprising of August, 2015, CONAIE affirms: “We demand full respect on the part of the State in the exercise of collective rights in the distinct branches such as education, health care, management of water resources and of our territories, as a concrete and legitimate manner of constructing the plurinationality, as mandated by the Constitution and Agreement 169 of the ILO. Therefore, we demand the reestablishment of the Intercultural Bilingual Education System and the reopening of Amawtay Wasi University. We demand that communitarian education models be strengthened, we emphatically oppose closing the communitarian schools…we defend a pedagogical model, as well as the production of knowledge, in accordance with the cultural and local reality.” In contrast with other countries in the region – such as Mexico and Colombia, where the assassination of community leaders is a daily tragedy- in Ecuador reigns the rule of law. Although the protests and uprisings have developed within a climate of tension and frictions, on occasion violent, between police and protestors, there have been no deaths. It is important to take note of this, faced with the exaggerated analyses, on both sides. The protagonists of this story, which is being written today, are the indigenous communities, which fight to recover their rights, such as the educational autonomy won through decades of struggle. By eliminating indigenous educational autonomy, the government impoverishes the plurinational and multicultural character of the Ecuadorian State. Now it’s the government’s turn to rise to this historic challenge and commence a true intercultural dialog with the communities and their leaders, without imposing conditions. The restitution of indigenous autonomy in education will enrich the plurinational and multicultural character of the Ecuadorian State, as mandated by Article 1 of the Ecuadorian Constitution.

TO RAISE OR NOT TO RAISE T policy papers he global economy this week will watch closely what the Federal Reserve System (Fed) will do to US interest rates when the Federal Open Market Committee meets on 16-17th of this month. The federal funds (effective) rate which is the rate at which the banks and other deposit holding institutions in the US can borrow from each other overnight stood at 0.13% pa in the week ending September 4.The Fed has not raised interest rates since 2006. Any increase in policy rates can make borrowing costlier for the industries in the US and also lead to a possible slowdown of the global recovery process from the Great Recession (2008) that is underway but far from complete. Countries like India, China, Indonesia, Russia, Turkey and other emerging market economies are also keen to know whether rate increases will lead to a possible re-enactment of the taper tantrum drama that shook their economies in mid-2013.
The Mechanics of a Rate increase The increase in interest rates is brought about by the Fed reversing or even slowing the quantitative easing (QE) that it has been practising. QE refers to the buying of government bonds that include Treasury securities, mortgage backed securities federal agency debt securities and other assets by the Fed in exchange for dollars. This has the effect of pumping dollars into the
economy, increasing its supply and thereby reducing the cost of holding money which is the interest rates that we speak of. As of end July 2015 the Fed had securities worth US $4.23 trillion assets and total assets worth US$4.4 trillion in its balance sheet. Since, May 30, 2008 the Fed has added more than US$ 3.58 trillion in securities to its assets and pumped in more than US$540 billion in Federal currency to the economy. The past year alone saw the Fed increasing the note supply in the economy by US$ 86 billion. The fed funds rate which stood at 5.02% pa in 2007 fell to 0.09% pa in 2014. This is the process that the financial pundits fear will be reversed.
Taper Tantrum When Ben Bernanke the then Fed Governor, in May 2013, testified to the Congress about the possibility of tapering Fed’s securities purchases from the monthly $85 billion and hence a possible increase in interest rates in the future, it generated widespread panic throughout emerging markets. Known as the taper tantrum this episode resulted in panic selling of securities in the financial markets in emerging market economies, leading to capital flight and an increase in the yields on securities. The capital flight led to depreciation amounting to an average of 3% in the 21 emerging market economies in the world. The worst hit among the emerging market currencies in-
cluded the Indian rupee (9.98%), the Turkish Lira(7.6%), Brazilian real (12.52%), Russian rouble (4.63%) and the South African rand (8.96%). The Chinese stock markets fell but there was no impact of taper talk on the dollar value of the renminbi. The reasons for the vulnerabilities of the above currencies in May 2013 were a high current account deficit, a high proportion of foreign denominated debt, high inflation, low growth and low levels of forex reserves. However, in September 2015 it may seem that most of the causes for vulnerabilities have been addressed. For example, India’s forex reserves that stood at $292 billion have increased to $350 billion in Sept 2015. The growth prospects of the economy are also good with RBI forecasting the growth in GDP at 7.6%. In this scenario a group of emerging market economies have come together and already asked the Fed to increase interest rates now rather than later as inaction

group of poor women from Ometepe, a beautiful tropical island in the centre of Lake Nicaragua, decided to dedicate themselves to recycling garbage as part of an initiative that did not bring the hoped-for economic results but inspired the entire community to keep this biosphere reserve clean. It all began in 2007. María del Rosario Gutiérrez remembers her initial interest was piqued when she saw people who scavenged for waste in Managua’s garbage dumps fighting over the contents of bags full of plastic bottles, glass and metal. How much could garbage be worth for people to actually hurt each other over it? she wondered. She was living in extreme poverty, raising her two children on her own with what she grew on a small piece of communal land in the municipality of Altagracia, and the little she earned doing casual work. Gutiérrez talked to a neighbour, who told her that in Moyogalpa, the other town on the island, there was an office that bought scrap metal, glass and plastic bottles. The two women checked around and found in their community a person who bought waste material from local hotels, washed it and sold it to Managua for recycling. So Gutiérrez, who is now 30 years old, got involved in her new activity: every day she walked long distances with a bag over her shoulder, picking up recyclable waste around the island. Her neighbour and other poor, unemployed women started to go with her. Then they began to go out on bicycles to pick up garbage along the roads tossed out by tourists, selling the materials to a middleman. “It wasn’t a lot of money, but it was enough to put food on our tables. And since we didn’t have jobs, it didn’t matter to us how much time it took, although the work was really exhausting at first,” Gutiérrez told IPS. Women filling enormous bags with scraps of trash have now become a common sight along the streets on the island. Seeds of change Miriam Potoy, with the Fundación entre Vol-
canes, said her non-governmental organisation decided to support women who were scavenging for a living, starting with a group in Moyogalpa. “We initially helped them with safety and hygiene equipment, then with training on waste handling and treatment and the diversified use of garbage, so they could sell it as well as learn how to make crafts using the materials collected, to sell them to tourists and earn an extra income,” she told IPS. Impressed by the women’s efforts, other institutions decided to support them as well. The Altagracia city government gave them a place to collect, classify and sort the waste, tourism businesses that previously separated their garbage to sell recyclable materials decided to donate them to the women, and food and services companies provided equipment and assistance. Solidarity and cooperation with the group grew to the point that the city government obtained funds to pay the women nearly two dollars a day for a time, and provide them with free transportation to take their materials to the wharf, where they were shipped to the city of Rivas. From there, the shipments go by road to Managua, 120 km away. “The community appreciates the women’s work not only because they help keep the island clean, which has clearly improved its image for tourists, but also because they have showed a strong desire to improve their own lives and their families’ incomes,” said Potoy. And they have done this “by means of a nontraditional activity, which broke down the stereotype of the role women have traditionally played in these remote rural communities,” she said. Francis Socorro Hernández, another woman from the first batch of recyclers, told IPS that at the start “it was embarrassing for people to see us picking up garbage.” But she said that after taking workshops on gender issues, administration of micro-businesses, and the environment, “I realised I was doing something important, and that it was worse to live in a polluted environment, resigned to my poverty – and I stopped feeling ashamed.” Their work also inspired other initiatives. Gutiérrez said the mission has been difficult because of the high cost of transport, the job insecurity, and the scant financing they have found. “We have always had support, thank God; the city government supported us, some hotels have too, people from the European Union gave us funds for improving the conditions of the landfill,” she said. “But we need more funds, to be able to collect and transport the material, process it, and remove it from the island,” she added. With backing from the EU, the city government of Moyogalpa was able to improve the garbage dumps of the island’s two municipalities. Now there are large sheds in both dumps, where organic material is treated, as well as containers for producing organic compost using worms, and rainwater collection tanks. The two municipalities also gave the recyclers plots of land for growing their own vegetables and grains for their families. But the efforts and the solidarity were not sufficient to keep some of the women from dropping out. As global oil prices plunged, the value of waste products also dropped, and profits did the same, which discouraged some of the women who went back to what they used to do: combining farm work with domestic service. “I was really committed to the work of collecting garbage, but all of a sudden I felt that the project wasn’t doing well and I needed to feed my family, so I went with my husband to plant beans and vegetables to earn a better income,” María, one of the former members, told IPS. “But I still collect waste products anyway, and although I’m not participating anymore, I donate them to my former mates in the collective,” said María, who did not give her last name. But while some of the women dropped out, others joined. “The waste keeps pouring in, and support for our work is going to grow. Our families back us and we are enthusiastic,” one of the new women, Eveling Urtecho, told IPS. With Gutiérrez’s leadership, backing from the city government, and renewed assistance from the EU, the women are confident that their incomes and working conditions will soon improve. Ometepe – which means ‘two mountains’ in the Nahuatl tongue – is visited by an average of 50,000 tourists a year, and at least 10 million tons of plastic enter the island annually, according to figures from local environmental groups. The association of Altagracia gathers between 1,000 and 1,200 kg of plastic a month, and their counterparts in Moyogalpa collect a similar amount. Until the women launched their revolution, most of the waste in Ometepe ended up strewn about on the streets, in rivers and in backyards, or was burnt in huge piles. When it rained, the water would wash the refuse into the lake.

Action When the FOMC does make a decision the fact that since wage growth in US labour markets are sluggish and the fact that he inflation rates are still well within the Fed’s target rate of 2% can tip the argument for the continued status quo. The fact that the growth prospects in Brazil and China are not so sanguine will also be factored in. If anincrease in US rates will affect growth in the US adversely this will add to the global growth worries and put downward pressure on the growth of 2.8% forecast for this year. As Harold Wilson remarked in a different context, this week could indeed be a very long time for global financial markets. Utility debts threaten Modi's power-for-all drive New Delhi/mUmbAi, September 13 (reUterS): With a three-year government rescue package coming to a close, the highly indebted state of Rajasthan is getting tough - it's demanding farmers start paying for their electricity. In a country where rural communities have become used to free power by hook or by crook, the state that is home to some 70 million is tasking private firms with running power distribution in its big cities as it tries to recoup what it's owed. Restructured power distribution debts alone amount to a quarter of Indian banks' problematic loans, and Rajasthan's staterun utilities owe about 610 billion rupees ($9.2 billion), with some 30 billion rupees due by end-March. While Rajasthan dropped an earlier plan to actually raise existing tariffs after opposition from farmers, state energy minister Pushpendra Singh said the state must push on with plans to enforce existing payment rates. "We can't repay the interest and we still have these losses," Singh told Reuters in an interview. "Every year we are losing more money,"

According to a sailors' group, nearly 70 seamen from the coastal village of Mandavi in Kutch and from the Jodiya and Salaya villages of Jamnagar are stranded in Yemen along with five of their cargo boats. "About 70 Gujarati sailors along with five vessels are stranded in Yemen for around 15 days and they now need the government's help for their rescue," Vahanvatta Association of Kutch and Mandavi president Haji Juneja told PTI. "I yesterday wrote to the ministry of external affairs urging them to save our sailors or shift them to a safer place," he said. "The sailors are in a pitiable condition as some forces have been bombarding them. They escaped death last night when some force, either of the insurgents or the Saudi coalition, began an attack with rocket launchers," he said, adding that the sailors had gone to Yemen on a voyage to deliver cargo. Meanwhile, one of the stranded sailors, identified as Sikandar from Mandavi village, sent an audio message last night in which he said that they last night came under a bomb attack.

After 29 years of trial, court grants man probation New Delhi, September 13 (iANS): In a breather for a man who has undergone 29 years of trial for allegedly possessing secret documents of the commerce ministry, a court has released him on probation of a year. While the man has not been awarded a prison term due to the long-drawn trial he underwent, a telling commentary on India’s judicial system, his conduct will be monitored. Additional Sessions Judge Virender Kumar Bansal, in an order delivered September 7, released Rakesh Kumar Jain, a joint managing director of a Delhi-based company, Jain Shudh Vanaspati Limited, on a year's probation and directed him to "maintain peace and good behaviour". Jain was being tried in an Official Secrets Act case lodged in 1986. Jain now, 57, was 28 when the case was registered.The court observed that the maximum punishment for the offence for which Jain was held guilty is three years' imprisonment or fine or both. The court directed Jain to maintain peace and good behaviour for one year and asked him to furnish a bond of Rs. 10,000 and a surety of like amount. The court also directed that if he breached bond he would produce himself before the court to hear his sentence.
The probationary officer was also asked to submit a report about his conduct every three months. Jain sought leniency stating that he was regularly appearing before the court since 1986 and, therefore, must be released on probation. Jain told the court that he has never misused the liberty of bail during the trial and had clean antecedent. However, the CBI sought maximum punishment, stating that he had in his possession secret documents that could affect the country's security and economy. According to Central Bureau of Investigation, Jain possessed a secret letter that deals with a policy matter on import and allocation of edible oil and the pricing policy of edible oil and vanaspati. The CBI alleged that documents would prejudicially affect the economy in matters relating to distribution and pricing of essential commodities. A first information report was registered against Jain on the basis of a complaint by a director in the commerce ministry on July 9, 1986. Jain's company was banned in 1984 by the government from importing or exporting vanaspati oil for five years as it was found to be mixing beef tallow in it.

No lenience warranted in corruption cases: SC New Delhi, September 13 (pti) At a time when corruption has affected the system like cancer, courts should not get swayed by the concept of mercy while awarding punishment to the corrupt, the Supreme Court has said. The apex court's observation came while terminating the services of a conductor employed in Uttar Pradesh State Transport Corporation for carrying 25 passengers without ticket in 1992. "In the case at hand, as we perceive, the delinquent employee has harboured the notion that when the cancerous growth has affected the system, he can further allow it to grow by covering it like an octopus, with its tentacles disallowing any kind of surgical operation or treatment so that the lesion continues. "The whole act is reprehensible and such a situation does not even remotely commend any lenience," a bench of justices Dipak Misra and Prafulla C Pant said. It said that both the labour court and Allahabad High Court committed error by imposing lesser punishment and granting chance of reformation to Gopal Shukla as the only punishment should have been dismissal. The apex court said that the high court appeared to have been swayed by concept of forgiveness and mercy while remaining oblivious to the great harm caused to transport corporation."We must not forget the fundamental duty and work," the bench said, adding that the approach of the high court and labour court showing leniency towards the conductor is not judicially maintainable.

The Gotmaar (hitting with pellets) fair is held in Chhindwara district every year. On the second day of the Pola festival (when bullocks, the traditional draught animals, are worshipped), people of Pandhurna and Sawargaon, on the other side of the Jam river, gather at the Chandi temple and hurl stones at each other as part of a tradition, remembering a pair of lovers who sacrificed their lives. At least 110 people sustained minor injuries in the stone-pelting on Sunday, Superintendent of Police Mithilesh Shukla told IANS. He said arrangements were made beforehand to treat the injured at the fair itself. According to legend, a boy from Sawargaon fell in love with a girl from Pandhurna. He eloped with the girl, and villagers chased the couple and hurled stones at them. The couple died in the incident, following which the two villages clashed and pelted stones at each other. The Gotmaar Mela is held every year in the couple's memory.

District and Sessions Judge Rekha Rani dismissed the appeal of Netra Pal Singh, a Delhi resident, against a magisterial court order that had sentenced him to three days in jail for the offence of drunken driving under Motor Vehicle Act after he was found riding his two-wheeler in a drunken state. The magisterial court had awarded the jail term for drunken driving and for the lack of valid driving licence and insurance papers after Singh voluntarily pleaded guilty to the offence committed under provisions of Motor Vehicle Act. "Human life is precious and road users have fundamental right to life and liberty guaranteed by Article 21 of our Constitution... "Drunken driving has become a menace, which may cause injuries, disabilities, fatalities having devastating effect on the victims and their kin. Police used tear gas and threw stun grenades towards Palestinian youths, who barricaded themselves inside the mosque and hurled rocks and flares, a Reuters witness said. ‘Scottish nationalists to set trigger for new independence vote’ David Cameron in May ruled out another independence referendum despite spectacular gains by the Scottish National Party LONDON, SEPTEMBER 13 (REUTERS): Scottish nationalist leader Nicola Sturgeon will include triggers for a second independence referendum in the party’s manifesto for the 2016 Scottish election, she said in an interview with the Sunday Herald newspaper. British Prime Minister David Cameron in May ruled out another independence referendum despite spectacular gains by the Scottish National Party (SNP) in that month’s election, saying Scots had “emphatically” rejected a breakaway last year. Scots voted 55-45 percent against independence in a September 2014 referendum but the May 7 general election saw the SNP take 56 of Scotland’s 59 seats in the Westminster parliament. “Our manifesto will set out what we think around the circumstances in which, and the possible timescales in which, a second referendum might be
appropriate,” Sturgeon told the paper in an interview. “It will then be down to people to accept whether they vote for that manifesto.” Citing sources close to Sturgeon, the newspaper reported the trigger list would be limited but could include a general option allowing for a referendum in the event of a dramatic, unforeseeable event such as Cameron embarking on what they termed an illegal war. A vote to divide England and Scotland would amount to the break-up of the United Kingdom, the world’s fifth largest economy. When asked for comment on the Sunday Herald report, a spokesman for Cameron said: “The people of Scotland voted to remain part of the United Kingdom last year and we will see through our commitments to give them the extra powers.” ANOTHER GO? SNP leader Sturgeon has previously said there could only be another independence vote if Scots voted for a party which proposed one in a Scottish parliamentary election. Scottish elections are due in
May 2016 but so far Sturgeon has refused to say directly whether she would include a referendum pledge in her manifesto. After Jeremy Corbyn was elected as the new leader of the opposition Labour Party on Saturday, Sturgeon cautioned that if his party failed to show swiftly it could beat Cameron’s Conservatives in the next national election then desire for Scottish independence would rise. “If Labour cannot quickly demonstrate that they have a credible chance of winning the next UK general election, many more people in Scotland are likely to conclude that independence is the only alternative to continued Tory (Conservative)government,” she said. “The reality today is that at a time when the country needs strong opposition to the Tories, Jeremy Corbyn leads a deeply, and very bitterly, divided party.” Sturgeon has previously warned that if England voted to leave the European Union in a referendum on membership due by the end of 2017, then Scotland could seek a second independence referendum if its people voted to stay in the EU.
ROCKETS, SHELLS, FUNERALS The PKK began its separatist insurgency in 1984, triggering a conflict that has killed more than 40,000 people. The group, which says it is now fighting for greater Kurdish autonomy, is designated a terrorist organisation by Turkey, the European Union and the United States. President Tayyip Erdogan has promised the fight will go on until “not one terrorist is left”. The conflict has flared up as Turkey prepares for a snap parliamentary election on Nov. 1 after a June vote was inconclusive. The PKK also launched an attack on Sunday with rocket-propelled grenades and rifles in the Silvan district of Diyarbakir province,
one security source told Reuters. Locals officials said they also declared a curfew in that area. A week-long curfew in the town of Cizre, near the borders with Syria and Iraq, was lifted on Friday. The HDP has said 21 civilians were killed during clashes in the town. The government said one civilian and 32 militants died. Thousands gathered in the town on Sunday for the funerals of 16 of the people who were killed during the week and who were buried alongside each other, witnesses said. State-run Anadolu Agency reported Culture and Tourism Minister Yalcin Topcu as saying the recent security forces’ operations had hit the PKK hard. “A significant portion of the mountain forces has been destroyed. Their structures in the cities are being ripped out and cast aside,” he said.
Iran unexpectedly finds high uranium reserve DUBAI, SEPTEMBER 13 (REUTERS): Iran has discovered an unexpectedly high reserve of uranium and will soon begin extracting the radioactive element at a new mine, the head of Iran’s Atomic Energy Organisation said on Saturday. The comments cast doubt on previous assessments from some Western analysts who said the country had a low supply and sooner or later would need to import uranium, the raw material needed for its nuclear programme. Any indication Iran could become more self-sufficient will be closely watched by world powers, which reached a landmark deal with Tehran in July over its programme. They had feared the nuclear activities were aimed at acquiring the capability to produce atomic weapons - something denied by Tehran. “I cannot announce (the level of ) Iran’s uranium mine reserves. The important thing is that before aerial prospecting for uranium ores we were not too optimistic, but the new discoveries have made us confident about our reserves,” Iranian nuclear chief Ali Akbar Salehi was quoted as saying by state news agency IRNA. Salehi said uranium exploration had covered almost two-
thirds of Iran and would be complete in the next four years. Uranium can be used for civilian power production and scientific purposes, but is also a key ingredient in nuclear weapons. The July deal between Iran and world powers will lift international sanctions on Iran in exchange for at least a decade of curbs on the country’s nuclear activity. The U.S. State Department said any new reserves of uranium discovered in Iran will be under the same monitoring as existing mines under the nuclear agreement. “Any violation of that commitment would be met with the appropriate response,” State Department spokesman John Kirby said in a statement. After decades of effort, Iran - which has consistently said its programme is for peaceful purposes - has achieved a full nuclear fuel cycle, ranging from the extraction of uranium ore to enrichment and production of fuel rods for nuclear reactors. Sanctions on companies taking part in Iran’s uranium mining industry will be lifted when the agreement is implemented. Salehi said uranium extraction was set to begin at a new mine in the central province of Yazd, according to IRNA.

SINGAPORE, SEPTEMBER 13 (REUTERS): Since the inaugural Singapore Grand Prix in 2008, drivers have been routinely quizzed about how they would cope with a tropical downpour during the only Formula One race held entirely under floodlights. After seven years of bone dry races, the answer still remains a mystery, but a different hazard could possibly threaten this year's race, scheduled for Sept. 20. A dense cloud of haze has been hanging over the city-state of Singapore for the past week, a result of farmers in neighbouring Sumatra burning forests to clear their land for agriculture. An annual occurrence, the smog is currently rated under the Pollutant Standards Index (PSI) as being in the mid to low range of "unhealthy" air quality, but race orga-
nizers are monitoring the situation in case it worsens and effects driver visibility. "The possibility of haze is just one of the many potential issues that are covered in the overall 2015 Formula 1 Singapore Airlines Singapore Grand Prix Contingency Plan," a Singapore GP spokesperson said in a statement to Reuters. "The plan was formulated and refined with stake holders, government bodies and the Formula One community. "In the event that the haze caused visibility, public health or operational issues Singapore GP would work closely with the relevant agencies before making any collective decisions regarding the event." A number of local sports events in Singapore were cancelled this weekend because of health risks and the Singapore National Environment Agency told Reuters that
the PSI levels were likely to remain in the "unhealthy" range for the next week. "There has been a deterioration in the haze conditions in Singapore since early this morning, as the prevailing winds continued to blow in haze from Sumatra," the NEA said. "As at 11 a.m. today, the 24-hr PSI was... in the low to mid sections of the unhealthy range." Neither the NEA or race organisers would speculate on whether next Sunday's night race around the Marina Bay street circuit, could be effected if the smog worsened. The Singapore Grand Prix is the 13th race of the season and defending world champion and last year's winner Lewis Hamilton will be a strong favourite to extend his championship lead, currently 53 points, with an eighth victory of the campaign.

LONDON, SEPTEMBER 13 (REUTERS): Tottenham Hotspur striker Emmanuel Adebayor has been released from his contract by mutual agreement, the English Premier League club said on Sunday. The 31-year-old Togo international has not played for Spurs this season and was left out of both their Premier League and Europa League squads. "We can confirm that we have reached a mutual agreement with Emmanuel Adebayor which will see him released from his contract with the club," Tottenham said in a statement. "We wish Emmanuel well for the future." Adebayor joined Tottenham on a loan from Manchester City in 2011 then signed a permanent deal in 2012 but has since fallen out of favour with the North London club. Two days ago, Tottenham manager Mauricio Pochettino said he told Adebayor he has no future at the club after the forward had turned down a chance to leave in the recent transfer window. LAS VEGAS, SEPTEMBER 13 (IANS): Narsingh Pancham Yadav clinched bronze in the men's Freestyle 74kg category to open India's account at the World Wrestling Championships here. Yadav, who also secured a quota place for next year's Rio Olympics in the process, defeated Zelimkhan Khadjiev of France in the bronze medal match after effecting a stunning comeback here on Saturday evening. The top six wrestlers in each weight category qualify for the Olympics. As per rules, an Olympic berth is awarded to the country concerned and not the wrestler who might have clinched it. Narsingh's performance was the only bright spot in an otherwise disappointing day for the Indian contingent as Amit Kumar (57kg), Arun Kumar (70kg) and Sumit (125kg) could not progress beyond the quarter-finals of their respective weight categories. Narsingh began the bronze-medal bout strongly, executing two take-downs on his way to a 4-2 lead. Khadjiev began in a rather slow fashion, but gradually fought back. In the second period, the French wrestler picked up the pace with three quick take-downs to take a massive 12-4 lead. With the match seemingly done and dusted with just 40 seconds on the clock, the Indian bounced back in incredible fashion. A perfectly worked headlock took Khadjiev by surprise and Narsingh finished off the move by executing an astute fall which handed him an impressive victory and a very creditable bronze. Earlier, the 26-year-old Narsingh began his campaign in roaring fashion, brushing off the challenge from Hanoc Rachamin of Israel 14-2 in the opening round.

She rode a motorcycle at high speed and suddenly crashed into a piece of met-
al camera arm. Unfortunately, she wasn't equipped with any protective gear or helmet during filming. A source close to the production said, "It wasn't a very dangerous stunt. She was riding a motorbike in a straight line but due to the scene she had no protective gear or helmet. There is a metal arm which carries the camera along. But it malfunctioned and didn't lift up. The song initially came into existence for the music show The Dewarists, which explored the theme of music that occurs when musicians collaborate while travelling and exploring. Imogen was game for the idea as soon as she heard about it and the resulting music video was shot in Jaipur, where these artistes are seen marching on the streets of the Pink City with local people. Highlight Tribe — Shankara The eccentric French music group has invented their own genre of trance music, which they have termed live natural trance. With strong Indian influences and a love for
locations like Goa, it came as no surprise when they released a music video for their hit song Shankara and chose to feature a compilation of clips from their performances in India to be the highlight of this video. Mumford & Sons — The Cave Rumour has it that before being famous, the Indie Brit band gave a concert in Goa which was not even attended by a hundred people. But that did not stop them from filming a video from their debut album Sigh No More in the Konkan land, which is shot without the standard visual cliches — beaches, butter garlic prawns and beer. Instead, the quartet are seen handing over their instruments to four local wedding band members and riding on their scooters around the Sunshine State. The video went on to feature on VH1's top 40 music videos of 2011.

Shastri to stay team director till 2016 World T20: BCCI

MUMBai, SEPTEMBER 13 (iaNS): Ravi Shastri will continue as the director of the Indian team till the 2016 World T20, the Board of Control for Cricket in India (BCCI) confirmed on Sunday. "Ravi Shastri to continue as Team Director of Indian Cricket Team till ICC World T20 2016," BCCI tweeted. Apart from extending Shastri's contract, the tenures of the three current associate coaches -- Sanjay Bangar (batting), Bharat Arun (bowling) and R. Sridhar (fielding) -- were also increased for a similar period. "The tenure of assistant coaches - @ImSanjayBangar, B Arun & @coach_ rsridhar extended till ICC WT20 2016," BCCI said in another tweet. These extensions were decided on the recommendations of the advisory committee that included Sachin Tendulkar, Sourav Ganguly, V.V.S. Laxman, BCCI president Jagmohan Dalmiya and secretary Anurag Thakur. "BCCI president Jagmohan Dalmiya
and honorary secretary Anurag Thakur appreciated the work done by the coaching staff and accepted the decision unanimously," a BCCI statement added. The extensions come in the wake of India's first away Test series victory against Sri Lanka since 1993. The efforts of the coaching staff in achieving that victory was acknowledged by the BCCI through the contract extension. Shastri took over the task of overseeing the team's performance as director in August last year, just before the One-Day International (ODI) series in England, and insisted on having the services of Bangar, Arun and Sridhar, with under-pressure Zimbabwean Duncan Fletcher remaining the coach. But after India failed to defend their title in the 2015 World Cup, Fletcher's contract was not renewed and Shastri was given the responsibilities on a fulltime basis but no duration of his tenure was determined then. Thakur earlier said that a coach would be appointed before India's home series against South Africa. South Africa will play three T20s, five One-Day Internationals (ODIs) and four Test matches during their 72-day tour with the first competitive game scheduled on October 2 in Dharamsala. India host World T20 tournament for the first time from March 11 to April 3 next year.

LaS VEGaS, SEPTEMBER 13 (REUTERS): Floyd Mayweather Jr. cemented his place among the pantheon of boxing greats with a unanimous decision over fellow American Andre Berto on Saturday in what he has repeatedly said would be the final fight of his career. Mayweather, 38, easily outboxed his younger opponent over the 12 rounds to retain his WBC and WBA welterweight titles and improve his perfect career record to 49-0, matching the benchmark set by former heavyweight champion Rocky Marciano. Five-division world champion Mayweather dominated most of the exchanges in the MGM Grand Garden Arena with his lightning jabs, control of space and agile movement about the ring to finish well ahead on all three judges' scorecards. Berto, a 30-1 underdog against one of the best defensive fighters of all time, dropped to 30-4 as he suffered his fourth loss in his last seven fights. "Andre Berto has heart, a tremendous chin, he wouldn't lay down," Mayweather said in a ringside interview after sinking to his knees after the final bell sounded before looking up at the rafters as the fans snapped pictures with their cell phones.

The central defender, who was first choice for Luis Enrique's side as a result of the four-game ban being served by Gerard Pique, had to limp out of the game after just 25 minutes
with an apparent calf problem, reports Xinhua. The club has not yet confirmed how long he will be sidelined, but it is likely to be at least three weeks and Vermaelen has a long history of muscle problems which have pursued him over the past three years. He missed almost all of his debut season with Barcelona after joining from Arsenal with a troublesome injury which only cleared up in the last month of the campaign.
