DIMAPUR, SEPTEMBER 14 (MExN): The Supreme Court of India has issued an interim stay on a Gauhati High Court order directing a CBI probe into allegations of corruption against former Nagaland Minister for Health and Family Welfare, Kuzholuzo Azo Nienu. This order was issued by a three judge bench of the Supreme Court on September 11. A petition for special leave to appeal was filed in this matter at the Supreme Court after the Gauhati High Court had on August 20 directed the CBI to investigate the alleged misappropriation of Rs 1578 lakh sanctioned for construction of road from Phek to Chozuba in Nagaland and involvement of the former Nagaland Minister in it.

Further, the teachers were told by the Secretary of the Finance Department that there was no money for RMSA, and advised them to fight for their incorporation in the state plan. On July 29, the teachers were told by the Minister of School Education that he would look into the matter. No actual assurance was, however, provided. Finally, with no response from any of the concerned government officials, the teachers began boycotting classes from August 21. A memorandum was sent to Nagaland Chief Minister and Governor. The executive members also approached the Mission Director of RMSA who requested them to withdraw the boycott. “We too feel great pain in boycotting classes. But we have waited for five whole months during which not even one intimation was given by the Department of School Education,” said Thejazelie on their boycott of classes. “We have undergone humiliation and untold miseries during these five months but the government turned a deaf ear to our grievances,” Theja-

zelie added. 49 Government schools in Nagaland which include 3 Government Middle Schools, 2 Government Higher Secondary Schools and 44 Government High Schools have been affected by the teachers’ boycott. “Most of us are posted in really remote places. For us to actually leave a school, come to the state capital and run about enquiring about our salaries is very difficult,” Sede Victor, a teacher lamented. The immediate pressure that the teachers face is the nearing of final exams and selection exams for class-10 students. The agitating teachers have been requested to complete the course and preparations for the final exams. “Who is going to take care of them? We are sincerely pained but the department officials do not feel a thing. How do we make it work?” questioned Sede Victor, another teacher. According to yet another teacher, M Thapru, they never wanted to resort to agitations but they have been forced by the utter neglect of the government. “Our sentiments have been hurt. And we are just asking what’s due of us,” Thaprü asserted.

Normal functioning of 49 government schools in the state has been affected as the Nagaland RMSA Teachers’ Association has been boycotting classes since August 21 last protesting against non-payment of salaries for the last six months. Since March 2015, 194 teachers under the Nagaland Rashtriya Madhyamik Siksha Abhiyan (RMSA) were teaching without pay before they began agitating. Addressing a press conference here today, the Nagaland RMSA (2013 batch) Teachers’ Association president Thejazelie said the state Department of School Education started delaying payment of salaries since December 2014, while the payment of pending salaries for three months was done in March this year. Since then the Department has not released salaries, which has now accumulated for six months, said Thejazelie. Taken on a topsy-turvy ride, the RMSA teachers said they have been running from pillar to post appealing for release of their

pending salaries. On June 18, the executives of the RMSA Teachers Association met the Director of School Education who said their salary for three months would be released. Next, on June 23, a visit to the Commissioner and Secretary of School Education informed them there was no fund left in RMSA. The teachers were then asked to have patience while assuring them that he will meet the RMSA officials during his visit to Delhi. In the meantime, the officials again met the Director of School Education who mentioned that the Department of Finance would release their salary soon. Meanwhile, the Commissioner and Secretary, after returning from Delhi informed them that the Ministry for Human Resource Development (MHRD) is not in the position to release the RMSA salary because the State failed to produce the Utilization Certificate (UC). However, RMSA teachers claimed that during their meeting with government officials in Nagaland, there was mention about submitting the UC to the Centre.

While acknowledging that the shooting incident occurred under Longsa village area, it however clarified that the Longsa people had “no prior knowledge about the movement of cadres, or about the incident till the information was relayed to us by the police.” “Therefore, there is no reason to imply that Longsa villagers

were the ‘local informers’ who allegedly informed the security forces. And, there is also no reason or evidence to taint the name of Longsa Village in any manner whatsoever,” it said. It further affirmed the village standing order “prohibiting any individual or group to make camps under, or movement of people without the knowledge of the council, or gives a bad name to Longsa village area.” It stated that the village would not be held responsible for anyone who defies the order and creates unwanted situations. “Those who blatantly break the orders of the village will be appropriately and stringently punished by the village authority,” it cautioned.

MElBOURNE, SEPTEMBER 14 (IANS): The part of the brain believed to be integral to learning, memory and mental health is smaller in people who regularly consume unhealthy foods such as sweet drinks, salty snacks and processed meats, new research has found. Although the study was conducted in adults over 60 years of age, the researchers believe that the findings are relevant for people of all ages, including children. “We have known for some time that components of diet, both healthy and unhealthy, have a rapid impact on aspects of the brain that affect hippocampal size and function, but up until now these studies have only been done in rats and mice,” said lead study author Felice Jacka, associate professor at Deakin University School of Medicine in Geelong, Australia. “This is the first study to show that this also appears to be the case for hu-

mans,” Jacka noted. The researchers used magnetic resonance imaging to measure the size of hippocampi (there are two in the brain - left and right) in Australian adults aged 60-64 years. Older adults who ate more unhealthy foods, such as sweet drinks, salty snacks and processed meats, had smaller left hippocampi, the findings showed. Those who ate more nutrientrich foods, such as vegetables, fruits and fish, had larger left hippocampi. These findings have relevance for both dementia and mental health, Jacka said. “As the hippocampus is critical to learning and memory throughout life, as well as being a key part of the brain involved in mental health, this study underscores the importance of good nutrition for children, adolescents and adults of all ages,” she pointed out. The study was published in the journal BMC Medicine.

Meghalaya, Nagaland and Arunachal Pradesh are lowest scorers among Indian states in ‘Ease of Doing Business’ rankings announced by the World Bank and Department of Industrial Policy and Promotion (DIPP) on Monday. Gujarat topped the list with 71.14 percent, followed by Andhra Pradesh at 70.12 percent and Jharkhand and Chhattisgarh bagging the third position. The states were judged on implementation of a 98-point Action Plan that included parameters such as setting up a business, allotment of land and obtaining construction permit, complying with labour and environment procedures, obtaining infrastructure-related utilities, tax procedures, carrying out inspections and enforcing contracts. The idea is that once the spirit of ‘competitive federalism’ is established through this exercise, it will help India in improving its ranking in the World Bank’s Ease of Doing Business report. According to the report, only the states with implementation status of 75 percent and above would attain ‘Leaders’ status where none of the Indian states qualified.

While there were only seven states with implementation status between 5075 percent that attained ‘Aspiring Leaders’ status, there were nine with implementation status of 25-50 percent that attained ‘Acceleration Required.’ However, an appalling 16 states with 0-25 percent came under the implementation status list. These were in the ‘Jump Start Needed’ status. Some states/union territories declined to respond citing law and order problems (eg: Mizoram) and lack of sufficient data (Lakshadweep). Meanwhile, to allay fears that the ranking of states on ease of doing business could lead to “naming and shaming” of lower-ranked states and politicisation of the exercise, the Centre has decided to appreciate even the relative underperformers in the overall ranking by giving them the status of ‘hand-holders’ in areas where they follow best practices. Such states will in turn be asked to hold workshops to help the others adopt these best practices, commerce and industry ministry sources said, adding that “the exercise is not about choosing winners and losers, but instead to create a win-win outcome for all”.

Only one in four children born to HIV-positive mothers in the east Asia-Pacific region were tested soon after birth, and only about half of infants identified as HIV– positive receive the treatment they need, theUnited Nations said on Monday. “We must all ensure that even the hardest to reach children and families have access to effective testing and treatment,” said Daniel Toole, UNICEF regional director for East Asia and the

2014. Without treatment, including antiretroviral drugs, HIV-positive women have an up to 45 percent chance of transmitting the virus to their children, the U.N. said. With proper treatment, the risk of a mother transmitting the virus falls to about 1 percent.

According to UNAIDS, there were 21,000 new infections among children in the Asia-Pacific region in 2014, down 27 percent from 29,000 in 2000. “If countries in the Asia-Pacific region redouble their efforts and ensure all pregnant women living with HIV are tested early in their pregnancy and receive treatment, then we can reach zero new HIV infectionsin children,” said Steve Kraus, regional director of UNAIDS. In June 2015, the World Health Organization confirmed Cuba as the first country in the world to eliminate mother-to-child transmission of HIV. “Cuba has proven to the world this is possible and I challenge countries in this region to show their commitment to an AIDS-free generation,” Kraus said.

Kohima, September 14 (mexN): A meeting to discuss the development plans for Ikishe and Seluophe villages – model villages adopted by the two MPs of the state under Sansad Adarsh Gram Yojana (SAGY) - was held on September 14 at Chief Secretary’s Conference Hall, under the chairmanship of Pankaj Kumar, Chief Secretary, Nagaland. DC Dimapur, Kesonyü Yhome, IAS, gave a presentation on the progress and activities taken up till now since the launch of the activities of SAGY on April 17, 2015. He stated that a baseline household survey was conducted which provided the initiation to plan for the various developmental activities to be taken up. He also stated that the MPs, Neiphiu Rio, MP, Lok Sabha and Khekiho, MP, Rajya Sabha, have initiated the activities by contributing from the MP LAD fund in some of village development plans.

In his presentation, the DC also shared that Ikishe Village was declared as Banana Village on July 1, 2015 and 14 culverts have been constructed in Seluophe village under MP LAD. The outlay of the village development plan was presented and discussed by the house based on the challenges faced by the villages and the technical and financial status of the line departments. Pankaj Kumar stated that the purpose of the meeting was to finalise the objective of the village development plans and other formalities to be addressed by RD Department. He requested the district administration and line departments to take top priority measures in finishing the proposed works in the required time to really make them model villages and also wished the best in the implementation. assam, north Bengal small tea Mass public rally held in Chandel units protest auction sale order KolKATA , SEP TEMBER 14 (IANS): Small tea manufacturers, who do not own plantations but buy green leaves, process them and sell them to blenders, are irked by a recent commerce ministry order directing them to hold auctions for 70 percent of their produce. Technically called bought leaf factories, which position themselves between the garden owners and the packagers and blenders, such manufacturers feel this order will not only pull down tea prices but also entail additional burden in the form of sale against credit. "This order will not only disrupt our direct sales channels which we have built over the years but also lead to a fall in revenue," Sanjay Dhanuti, president of the North Bengal Tea Producers Association, a body of such factories, told IANS. Dhanuti said this industry majorly operates on a credit-based policy and allows up to four months of delayed payments to buyers, who are mostly medium-smaller

Gogoi is also likely to expand his cabinet by inducting at least two ministers. There are possibilities that former ministers Siddeque Ahmed and Gautam Roy would be re-inducted. The commerce ministry's missive that concerns them is in the Tea (Marketing) Control Amendment Order, 2015. Those who support this practice say the bulk of the sales of processed tea is via auctions. For factories in Nilgiris and Coonoor hills of Tamil Nadu as also in Kangra Valley in Himachal Pradesh the bulk of the sales of processed tea is via auctions. It is only in Assam and West Bengal's Terai region, where direct sales dominate. "In the Conoor and Nilgiri region, bought leaf factories are already selling 95 percent of the produce through auctions. So the government's mandate will not have much of an impact", Ramesh G., president of The Coonoor Tea Trade Association, told IANS. Similarly, in Kangra Valley, selling through auctions accounts for 90 percent of the output from

these factories. "Hence the 70 percent compulsory mandate will not torment this industry in our area," said Abhai Singh, owner of Manjhee Valley Tea in Kangra valley. But the local representative associations in Assam and North Bengal's Terai have written to the union commerce ministry, seeking to articulate their concerns. He said this industry operates majorly on a credit-based policy and allows up to four months of credit to the buyers (mostly medium-smaller players) who are unable to participate in the auctions. They maintain that auction houses in other areas like Siliguri, Kolkata and Guwahati, like other auction centres in India, operate purely on a cash-based policy where buyers or blenders have to first clear the payment before lifting the purchase. But in their case, a higher credit period necessarily implies higher selling price for the bought leaf factory owners as it involves greater risk in transactions. Dha-

nuti reasoned that even as direct selling fetches more money, the auction route will lower their revenues. "Our units also don't have proper warehouses to store the processed tea during auctions." Also, as per industry estimates, up to 45 percent of the volume put up for auctions is not sold. This apart, the Assam market is also swarming with middlemen. "Since transportation and access to markets are biggest problems for green leaf producers, they have to rely on middlemen to sell to bought leaf factories," said D.N. Boruah, managing director of Lankashi Tea and Seed Estate and a committee member of Assam Tea Planters Association. He said these middlemen were making the most out of the prevailing situation which is inflating the prices. Accordingly, the bought leaf factories are resorting to direct sales to partly make up for the higher purchase cost. In this backdrop, a large proportion of blenders, packagers and marketeers also prefer direct buying at higher

pre-agreed prices as they are unable to compete in cashbased auction houses. "The order will upset the industry. Small buyers can't compete against big players in the auction market. They will be hit badly," said Piyush Desai, chairman and managing director of Wagh-Bakri - a branded tea seller. But other stakeholders in the industry appreciate the government's move. They said selling via auctions ensures both transparency and fair pricing. "Selling prices will be available publicly and it will remove dubiousness from direct selling," said Ramesh G. from Connor. Bijoygopal Chakraborty, national president of the Confederation of Indian Small Tea Grower's Association, even wanted action against errant factories. "These factories, although mandated to sell 70 percent of their output in auctions, are actually flouting the directives. Steps should be taken to make them adhere to the directive that ensures transparency in the system."

Tribal literary bodies slam Centre’s ‘divisive politics’ GUWAHATI, SEPTEMBER 14 (TNN): A confederation of tribal literary bodies in Assam has accused the Narendra Modi government of playing divisive politics by deciding to give shelter to religious minorities from Bangladesh and Pakistan on humanitarian grounds. The joint forum of Bodo Sahitya Sabha, Tiwa Sahitya Sabha, Deuri Sahitya Sabha, Karbi Sahitya Sabha, Garo Sahitya Sabha, Dimasa Sahitya Sabha, Mising Sahitya Sabha and Rabha Sahitya Sabha on Sunday said the Centre's recent decision undermined the objective of the ongoing National Register of Citizens (NRC) updating process in the state.

"All the communities extended their support to the updating process because it is a significant step towards curbing the protracted problem of infiltration in Assam. The Centre's decision to allow religious minorities from Bangladesh and Pakistan to stay in India is against the spirit of NRC. Assam will also have to bear the burden of sheltering foreigners," said joint forum convener Kamalakanta Mushahary here. The MHA recently issued a directive that Hindus, Sikhs, Christians, Jains, Parsis and Buddhists from Bangladesh and Pakistan, who were compelled to seek shelter in India due to religious persecution, would be exempted from the rules under the Passport (Entry into India)

Act, 1920, and the Foreigners Act, 1946, in respect of their entry and stay in India without such documents or after the expiry of those documents. The decision has already triggered an outcry among different organizations in the state. The Asom Jatiyatabadi Yuva Chatra Parishad and 13 other organizations had called a 12hour state-wide bandh on Saturday. Demanding that the Centre revoke the decision, the joint forum of tribal literary bodies also threatened to launch an agitation. The forum also questioned the efficacy of the land exchange deal with Bangladesh if nationals of particular religion from that country are to be allowed to enter India.

CBI must take suo motu note of rhino poaching GUWAHATI, SEPTEMBER 14 (TNN): The National Tiger Conservation Authority (NTCA)'s rhino task force has suggested that the CBI should be given the mandate to investigate, suo motu, those cases of rhino poaching in which the horn of the animal is not found within two days of the crime being committed unless intelligence inputs confirm that the horns have not been smuggled out of Kaziranga tiger reserve. The task force was constituted by the Union ministry of environment, forests and climate change last year after a spate of rhino poaching cases in Kaziranga, a Unesco World Heritage Site and tiger reserve about 250 km from here, grabbed headlines. The report, provided to activist Rohit Choudhury by NTCA following an RTI application, says, if CBI is engaged to probe rhino poaching on the recommendation of the state government, the investigation process will get delayed unnecessarily. The entire process of investigating wildlife crime like rhino

poaching needs to be overhauled, the report adds. The NTCA said CBI should equip itself for investigating rhino poaching cases and develop manpower, infrastructure and capacity accordingly. Noting that the poaching network spans interstate and international boundaries and involves multiple operators, the report suggests that CBI should be ordered to investigate the agents dealing in rhino horns in the grey markets of different states. The report stresses that there will be a significant drop in rhino poaching if the authorities can keep a tab on illegal arms and do not allow these to enter a 15-km area around Kaziranga. "The police, paramilitary forces and the Armed Forces also have to pitch in and help control the movement of illegal arms around the Kaziranga tiger reserve. Forest personnel should be blamed if they fail to protect rhinos. Police, paramilitary forces, Army and other lawenforcing agencies should be taken to task for their

inability to curb poaching, especially when their intelligence network fails to prevent criminal elements from carrying out poaching activities," the task force report says. The task force has sought making the Wildlife Crime Control Bureau (WCCB) more effective by setting up a full-fledged office in Guwahati and branches in Dimapur, Imphal and Itanagar. "The WCCB should also run wildlife forensic and ballistic expertise laboratories to handle such cases. Such facilities should either be set up at Kaziranga or in Guwahati in a time-bound manner," it says. The report adds that WCCB and CBI must join hands in investigating wildlife crime and the two agencies must coordinate with Interpol to track criminals who cross international borders. "These agencies must also maintain close links with similar wildlife crime investigating agencies in Nepal, Myanmar, Vietnam, Cambodia, China, Taiwan, Australia, South Africa, among others," it adds.

DIMAPUR, SEPTEMBER 14 (MExN): A mass rally was held today in Chandel to apprise the Government of India on the prevailing situation of Manipur state and the sentiments of the “Nagas of the South.” The rally demanded that the Framework Agreement between the NSCN (IM) and the Government of India be translated into a “logical conclusion based on uniqueness of Naga history and its situation.” It further condemned the “controversial anti Naga tribal Bills and Resolutions being passed by the Manipur Legislative Assembly on August 31, 2015.” A joint statement from various Naga civil society organizations, under the aegis of the United Naga Council (UNC) condemned the killing of the 9 innocent civilians at Churachandpur district Hq consequent upon the passing of “anti Naga and Tribal Bills and Resolutions” by the Manipur Legislative Assembly to “furthermore suppress, oppress and exploit the tribal people and also to grasp the lands of the Nagas and tribal people.” It asked that the GoI translate the Framework Agreement into its logical conclusion “without which it is impossible for the Naga

President of the UNC, Gaidon Kamei, President, affirmed that Nagas would stand united “till our cherished political aspiration is achieved.” He further stated that Nagas “will never claim” the “land of others but in case of anyone or any forces or community(s) attempting to grasp our ancestral homeland, the Nagas will never stay as silent spectators.” He also appealed for all Naga political groups to “come together by forgetting the past..” The UNC President stated that the “strength” of the Manipur Chief Minister “lies in his state security forces and militarization of tribal areas and killing of innocent civilians.” “…but the strength of the Naga people rest on the unique history of the Nagas and its situation,” he said.

NIA moves to get ULFA (I) chief extradited from UK NEW DElHI, SEPTEMBER 14 (oNEINDIA): In a significant move, the National Investigation Agency has summoned the mysterious ULFA (I) chief, Abhijit Asom alias Mukul Hazarika for questioning. This move by the NIA is an extremely calculated one and is aimed at securing a red corner notice against him. The ULFA (I) chief, Asom is currently living in the United Kingdom. He is wanted in several cases and this is yet another move by the NIA to crack down on outfits in the North East which are derailing the peace process. The 68-year-old Abhijit Asom who goes by the alias Mukul Hazarika is a doctor by profession. He was appointed as the chairman of the ULFA (I) by the supreme commander of the outfit, Paresh Baruah. There is very little information available on Asom who goes by various aliases.

India’s wholesale inflation falls further to (-) 4.95% New Delhi, September 14 (iaNS): Despite a steep rise in prices of pulses and onions, India’s annual inflation rate based on wholesale prices continued in the negative territory in August, falling to (-)4.95 percent, official data showed on Monday. The wholesale prices had decelerated by (-)4.05 percent in July. The steep decline in August was mainly led by lower fuel prices. The annual rate of inflation, as per the official wholesale price index, stood at 3.85 percent in the corresponding month of the previous year, according to data released by the commerce and industry ministry. During the month under review, some commodities of mass consumption

continued to upset household budgets and notably among them was onion, whose prices were higher by as much as 65 percent over the like month of the previous year. Pulses were dearer by 36 percent. Other protein-rich food items such as milk, eggs, meat and fish recorded modest price increases. On a yearon-year (YoY) basis milk was costly by 2.08 percent, while eggs, meat and fish prices rose by 3.30 percent. At the same time, potatoes and vegetables were cheaper respectively by 52 percent and 21 percent. Even the prices of cereals and rice dwindled. Cereals depreciated by 1.65 percent and rice cheapened by 3.48 percent. Overall, food articles’ prices declined by 1.13 percent on a YoY basis.

Even under the manufactured products category, prices of commodities pertaining to food fell -especially sugar that was lower by 19 percent yearon-year. Under fuels -- the index for which was down 16.5 percent -- petrol was cheaper by 13.26 percent and diesel by 24.54 percent. Cost of cooking gas receded by 5.32 percent. The WPI and consumer price index (CPI) which will be released later in the day, assumes significance as these are last significant pointers towards Reserve Bank of India’s (RBI) rate decision. The WPI and CPI indicators are also important, as they will give domestic guidance to the capital markets, just before the US Fed’s Federal Open Market Committee

(FOMC) meet on September 16-17. The US Fed will decide during the FOMC meeting whether to raise interest rates. India Inc. expects a better-than-expected WPI and CPI will drastically improve chances of a rate cut during RBI’s monetary policy review slated for September 29. Though welcoming the deceleration in inflation, India Inc cautioned against the deflationary trend and urged the apex bank for an immediate cut in key lending rates. “Indian industry continues to be under the grip of deflation. Price pressures are at a record low,” said Chandrajit Banerjee, director general with Confederation of Indian Industry (CII). “The index has declined for the tenth consecutive month.

Given that CPI inflation has also been declining, the RBI needs to reduce interest rates sharply to drive a recovery in demand.” Other major business body, the Federation of Indian Chambers of Commerce and Industry (Ficci) elaborated that though India remains a net importer of key commodities, the possibility of any immediate risk of importing inflation remains minimal. “Under the present circumstances, it would be most appropriate for the RBI to give weight to growth considerations and announce a deeper cut in the policy rate,” said Jyotsna Suri, president of Ficci. On The WPI, the Associated Chambers of Commerce and Industry of India (Assocham) said that

The wholesale price index (WPI) fell an annual 4.95 percent last month compared with a 4.40 percent yearon-year decline forecast by economists in a Reuters poll and a provisional 4.05 percent slide in July. With price pressures at record lows, expectations are building that the Reserve Bank of India (RBI) will lower borrowing costs by at least 25 basis points (bps) at its next policy review on Sept. 29, after three cuts earlier this year, to spur economic growth. “This strengthens our view that interest rates will be cut at the RBI’s policy meeting later this month,” wrote Shilan Shah, an analyst with Capital Economics in Singapore. The WPI figures come hours before the release of the data on consumer prices that the central bank tracks to set rates. Retail inflation is forecast to have eased to 3.6 percent in August from a record low of 3.78 percent in July, according to analysts polled by Reuters. Calls for a rate cut have grown louder after annual economic growth slowed to 7 percent in the April-June quarter from 7.5 percent in the previous quarter. And some economists fear real growth is more sluggish than official figures suggest.

Arvind Panagariya, a top policy adviser to the government, last week said the economy needed 50-100 bps of rate cuts. The wholesale fuel prices tumbled 16.50 percent in August from a year ago, while food prices dropped 1.13 percent year-on-year. DEFLATIONARY PRESSURES? The rapid deceleration in prices has ignited a debate in New Delhi whether Asia’s third-largest economy is heading towards deflation. Arvind Subramanian, Modi’s chief economic adviser, early this month warned of looming deflation and called for measures to boost consumer demand and step up investment. RBI Governor Raghuram Rajan, however, is worried about a resurgence in price pressures in a country where inflation has been notoriously volatile. While food inflation has broadly remained in check despite below average summer monsoon rains, prices of some staples such as onions are racing up. Wholesale vegetable prices, for instance, gained nearly 17 percent from July. Entrenched expectations of high inflation also are feeding into higher wages. “Yes, there has been moderation in some prices, but that’s not signalling deflation,” said N. Bhanumurthy, senior economist at the NIPFP policy think-tank in New Delhi. “In fact, we are not anywhere near that.”

Khekaho Assumi visits IPR offices in Zbto, Mkg

ZuNheboto, September 14 (Dipr): Parliamentary secretary for Information and Public Relations (IPR), Khekaho Assumi visited Information Assistant Centre at Suruhuto sub-division in Zunheboto on September 10. Interacting with the staff about their problems and grievances, the parliamentary secretary assured to look into the urgent needs for smooth functioning of the office. He encouraged and urged the staff to be sincere in performing their duties stating that IPR plays a great role in serving the people. the earliest and also asked the employees to share their grievances with him so he can look into wherever is possible. Construction of new office building was also discussed during the meeting. Khekaho also advised the employees to be sincere and know one’s responsibili-

ties and duties. Maintaining that he is not a magician to restructure the entire system by himself, he called upon every employee to work as a team to uplift the IPR department to a higher level. DPRO, Lanuakum Ao, in his welcome address thanked the parliamentary secretary for the concern

JustPeace is possible through involving the whole Naga society where the grassroots are empowered to participate, not just formally, but substantively. The process requires addressing the core causes of why the conflict occurred in the first place and how it can be averted in the future, and not just attempting to end conflict. The key thing is to establish processes with integrity based on the values of JustPeace, Self-determination and Free association. In this search for humanization, the Nagas need not romanticize or glorify their past, but seek to return to the core of their values, where all contradictions are addressed and from there, develop with clarity based on present and future day aspirations. The Nagas need to retrieve their selfimage, and possibly even create a new one if necessary for their empowerment to define their existence from within, and not permit it to be imposed from without. The Naga must be its own, unique and identifiable, existing through self-definition with the ability to re-invent and recreate their struggle for humanization through nonviolent peaceful means.

Building a Just World: Essays in Honour of Muchkund Dubey

T

he United Nations is to adopt a post-2015 agenda for sustainable development, setting the goals for achieving a just, equitable world by 2030, in a high-level plenary meeting of the UN General Assembly in late September. It is an ambitious agenda at a time when the gap between the rich and the poor is widening globally, but it is not an impossible objective. A set of insightful essays on 'Building a Just World' explores the initiatives and issues that go into building an equitable world order. The essays are written in honour of Muchkund Dubey, a highly respected former foreign secretary, who is credited with writing a major Book: Building a Just World: Essays in Honour of part of the UN Muchkund Dubey; Edited by Manoranjan Mohanty, Vinod C Khanna and Biswajit Dhar; Publisher: report on the Orient Black Swan; Pages: 432; Price: Rs.900 First Development Decade. As former UN secretary general Boutros Boutros-Ghali writes in his foreword, Muchkund Dubey "distinguished himself as one of the most perceptive and articulate spokesmen and negotiators of the developing countries in their struggle for peace and development cooperation on the world stage". Building a just world order was one of the global objectives of the 20th century after the defeat of fascism and the end of colonialism in the world. Instead, economic disparities are increasing around the world. In his essay, Chandra Hardy describes the existing world order as "profoundly unjust" when four billion people live in conditions of extreme deprivation while 800 million live a life of excessive consumption and waste. Dubey believes that the design for a just world order exists in an embryonic form in the United Nations. The right kind of leadership in about a dozen or more countries could develop a consensus in this regard. Arguing that "this vision is in the realm of possibility", Dubey suggests that the BRICS countries can form the core of such a group. One of the co-editors, Manoranjan Mohanty, evaluates the contending perspectives in the existing world order - 'global rebalancing' where the G-8 seeks to co-opt the emerging economies of BRICS and 'global restructuring' that aims at transforming the unequal political and economic order, including the Bretton Woods institutions. The emergence of China, India and the other emerging economies in global politics adds to the demand for global restructuring. Two institutions set up this year could challenge the American dominance in development funding. The BRICS group's New Development Bank and China's Asian Infrastructural Investment Bank (AIIB) are the two institutions that could be an alternative to the World Bank and IMF for developing economies. The issues raised in the essays are extremely complex but interconnected and inter-related and relevant to contemporary times. The essays examine issues of nuclear disarmament, climate change negotiations and social development. One of the essential preconditions for progress towards a just world order would be to undo the whittling down of the UN's powers that happened in the past decade or more. This would entail providing adequate resources for the UN to discharge its functions. As Muchkund Dubey says, a just, fair and equitable world order that serves the interests of all nations and people within nations "should be deliberately conceived, designed and brought into existence". The book is a valuable addition to the global dialogue on the way forward on building a just world order.

Why the NeWs is ChaNgiNg for good

W

hen I was a boy I made my first newspaper. With a pen, ruler and sheet of paper, I marked out some boxes and filled them in with stories about what was going on in my home and the world around me. I then photocopied it and tried to sell it to my parents for 10p a copy (not realising of course that they were paying the production costs). But as I got older the picture that the news painted of the world never sat right with me. I knew that the stories of war, crime, scandal and tragedy were vitally important. I also came to understand that they weren’t the full picture; that the news magnifies only a fragment of reality. But despite knowing this, the way that the news created a deeper story about the world and about human nature, didn’t feel right. It was perhaps this intuitive feeling that led me to editing Positive News, a publication that shines a light on innovation, kindness, co-operation and the ways people are working to create solutions to the problems facing society. Like myself as a boy creating my own newspaper, Positive News is now giving its readers the chance to take ownership of the kind of media they want. It is becoming the first crow dfunded global media cooperative, owned by its readers, supporters and journalists. By selling ‘community shares’ we are raising a minimum of £200,000 to scale up and respond to the growing demand for our journalism. With 6 days still to go in our #OwnTheMedia campaign, we have reached 90% of our target. But why do we need positive news stories? We face colossal and escalating challenges as a global community: climate change and social inequality, to give just two examples. And on the individual level, people are suffering across the spectrum of circumstances in which humanity finds itself. But at the same time it would be wrong, in our knowledge or imagination, to disown anyone of their achievements, strengths, loves and joys. At the global level, there is also another side to the story. According to researchers, a thorough analysis of the data shows that apart from a recent spike in conflicts, the long-term trend is that the world is becoming more peaceful. More countries than ever are democracies, and on the whole we’re getting healthier. Meanwhile, data from the Ipsos Mori social research institute shows that across 14 countries, the public perceive rates of teenage pregnancy, immigration and murder to be much higher than they actually are. This brings into question the role of the news in shaping our perceptions. The media doesn’t just mirror society, it moves it. What the media focuses on,

his summer in Pakistan, a massive corruption scandal erupted involving collusion between between political parties and public officials over illegal land-grabbing in the city of Karachi, capital of the country's most populous province, Sindh. A report published in June 2015 by the Pakistani Rangers, a legal paramilitary force under the direct control of the interior ministry, provided hard evidence of the so-called “evil nexus”. The role of political parties is important, for in Pakistan they are perceived - along with the national police force and civil servants - as among the most unreliable and corrupt institutions. Data from Transparency International confirms this distrust, which this most recent scandal did nothing to rebuild. Instead it stands as yet another example of how dirty money, when it seeps into politics, can seriously damage democratic institutions. Illicit funds can enter politics in various ways, whether political-party finance systems, campaign support or allocation of lucrative contracts. In every case, this threatens not only the effectiveness but the legitimacy of all democratic bodies. As elected representatives, entrusted to lead the nation, politicians are at the heart of democracy. For the public It is disturbing to see them negotiating deals with networks of criminals engaged in particularly sinister crimes such as human trafficking, drug-smuggling, weapons-trading, counterfeiting or terrorism. Pakistan is not an exception in this regard. The corrosive effect of organised crime being able to buy real political influence is a global problem. In July 2015, a United Nations agency in charge of fighting impunity in Guatemala released a disturbing

and how it chooses to report, affects our thoughts, feelings, conversations and perspectives. By consequence, it plays a part in influencing our choices and actions too. Of course, it is essential to report the problems and dangers we face. And journalism as a watchdog – exposing injustice, exploitation and corruption, and holding power to account – is a function critical to democracy. But journalism’s apparent theory of change, that by relentlessly focusing on what’s going wrong society will be better informed and able to do something about it, is undermined by evidence of how news impacts us. Emotional and psychological impact of news Research has shown that negative news can cause stress, world-weariness and mental health issues such as anxiety and depression. The work of Cathrine Gydlensted at the University of Pennsylvania revealed that it leads to ‘learned helplessness’ and leaves us feeling passive. But research also suggests that when we bring

more positive elements into reporting it can boost our mood and give us a sense of social agency. The University of Southampton has found that positive news stories lead people to feel significantly higher motivation to take actions such as voicing their opinions, donating to charity or protecting the environment. Psychologist Barbara Fredrickson says that positive emotions are what truly lead to progress because they foster creativity and innovation. They broaden our awareness, opening our hearts and minds, and enable us to build new knowledge, skills and resources. When we experience positive emotions, the hormone oxytocin is released. This chemical is sometimes referred to as the ‘cuddle drug’ or ‘moral molecule’ because it correlates with increased trust, generosity and empathy. It leads us to connect to others, says leading oxytocin researcher Paul J Zack. High stress however, inhibits oxytocin. Negative emotions tend to prompt narrow and immediate,

survival-oriented behaviours. Bad news does sell. This is partly because stories that shock and provoke fear grab us, according to a study published by the Journal of Communication, by triggering our hardwired survival response. But there is another, less stress-inducing way that we can also grab audience attention. The business school at the University of Pennsylvania has found that articles most likely to go viral are those that evoke strong positive emotions, particularly a sense of awe. In addition, research from the University of Texas found that people feel more engaged in an article about a problem when it also contains information about a potential solution – and are more likely to share these stories online. With social media increasingly driving traffic for news websites, then perhaps the old saying “if it bleeds, it leads” might one day give way to “if it succeeds, it leads”. There is a growing number of publications incorporating this approach. For instance, the Huffington Post recently announced its global editorial strategy to give more coverage to ‘what’s working’ – a decision backed by the fact that its positive content was receiving three times as many shares as other pieces. Constructive journalism The emerging field of ‘constructive journalism’ offers a way for the media to bring more positive elements into conventional reporting. Learning from other fields such as the behavioural sciences, constructive journalism involves techniques such as using solution-focused angles while remaining critical and still highlighting ‘negative’ facts. For example, a journalist taking a constructive approach would ask interviewees questions that reveal their strengths and resilience, not simply their victimisation. Initiatives such as the Constructive Journalism Project are now delivering training in constructive journalism – or solutions journalism as it is often called in the US – in journalism schools and newsrooms worldwide. Audience researchers have known for a long time that people want more good news. What the industry is now realising is that this doesn’t have to mean fluffy stories – waterskiing squirrels and the like – but it can be rigorous and compelling journalism about progress and possibility. The world is complex and multifaceted, and I don’t pretend I understand it. But as a boy making my newspaper, and now as an editor, I do know the power of storytelling. Positive and constructive approaches offer a way to help strengthen journalism, at a time when more than ever, we need a way of looking at the world that sparks the potential in us all.

Dirty money, damaged democracy: what to do? Catalina Perdomo report concluding that alliances with organised crime are one of the most harmful activities for democracy in the country. Here, as in Pakistan and other countries, such alliances and the dirty money they depend on undermine political systems, nourish political violence, contaminate elections and hurt democratic governance (including at the local level). That these criminal interests often involve violence heightens the injury to public interest and safety. Money f ro m " b l o o d diamonds", for example, has provided funding for military regimes and insurgencies, prolonging conflicts as well as systematic and gross violations of human rights in African countries. Drug money also fuels insurgencies’ budgets and prolonged conflicts in countries such as Colombia and Afghanistan. Moreover, funding from illicit sources undermines electoral processes. Peru, for example, held elections in October 2014. Yet less than ten months later, seventeen out of 124 elected representatives - 14% of the total - have been linked with drug cartels or their activities. In May 2015, parts of the government apparatus and civil-society or-

ganisations in Peru were moved to warn that the country's state institutions are at risk of being infiltrated by the cartels. This would send the country back to the 1990s, when despairing Peruvians felt they were living in a narco-state. This is indeed a worrisome pattern as it damages the legitimacy of elections as well as trust in local governance and decentralisation programmes. Such issues are emphasised in a particular regional context by an International IDEA report, Illicit Networks and Politics in Latin America, published in November 2014. There is no single or fixed recipe for preventing or mitigating the bond between criminal networks and politics. But acknowledging the problem is a first step to finding useful solutions. Disbanding entire criminal networks is perhaps unrealistic, as organised crime will probably always exist. But protecting politics from being taken over by thugs might be a more attainable goal. The focus then should be on how to prevent dirty money from getting into politics, or at the very least limit the influence it might buy. It is also necessary to prevent crime groups from forming strong bonds with elected of-

ficials, public servants and institutions. The dangers of this process are explored in a 2015 study by the Global Initiative against Transnational Organised Crime, which concludes that decentralisation has provided a golden opportunity for crime groups to "buy" civil servants and politicians at local level in some countries, for example Mali. Two key elements here are coordination and transparency. The ability of law-enforcement agencies, electoral-management bodies, banks' and intelligence agencies' financial units to work together in tracking asset-laundering is vital. So is including political parties in exposures of money-laundering, which could mean monitoring politicalparty funding beyond election times and ensure that cash contributions to candidates are properly reported. In countries like Myanmar, where there are great hopes for the current democratic transformation, there is an opportunity to introduce preventative measures early on in the process. In parallel with preparations for open elections in November 2015 (its first in twenty-five years), Myanmar is reemerging as a key player in the illicitdrugs underworld. Myanmar is the second largest producer of heroin in the world according to United Nations estimates, and Asia’s leading supplier of methamphetamine. Whether it's called junk or heroin, injected or smoked ("chasing-the-dragon" style), heroin could become a major challenge in Myanmar’s transformation to democracy. It is up to democracy-support agencies, national and international, to prevent the current breath of democracy-hope in Myanmar turning into a junk-like smell.

n recent weeks, the mainstream media has forwarded a narrative that the political crisis in Brazil is a result of internal corruption and the lack of economic growth over the last year, which is blamed on the Workers’ Party. The corruption charges have been fueled by an investigation — known as Lava Jato, or Car Wash — in which a number of directors of the state-owned oil company Petrobras are accused of taking bribes from construction companies and funneling funds to parties of the ruling coalition. What is rarely mentioned though, is that Brazil is experiencing, once again, a historical divide. Part of the population wants to turn left and another right. The complex situation is much more ideological than most commentators acknowledge. Some believe President Dilma Rousseff and the Workers’ Party haven’t been following the dictates of neoliberalism closely enough, while others argue the opposite — that corporations have far too much power. The latest Brazilian presidential elections took place on October 2014. President Rousseff was reelected in a second-round runoff against her contender Aécio Neves — leader of PSDB, the party of former President Fernando Henrique Cardoso. It originated as a social democratic left-leaning party, but grew to be one of the main representatives of the bank lobby and Washington Consensus-like policies in the country. The election was a narrow victory for Rousseff, and some argue that she would not have been re-elected if social movements on the left had not turned out to support her at the last minute — as they did — when faced with the possibility of having neoliberals back in charge. While social movements were successful in helping to re-elect President Rousseff, the results of the congressional elections were a disaster for those fighting for social justice. Brazil elected the most conservative pro-corporate Congress since the end of the military dictatorship in the early 1980s. In its first six months the ultra-conservative lower house has voted against ending corporate funding in political campaigns, and in favor of increasing outsourcing, lowering the criminal age from 18 to 16 years-old, and finally, on August 12, an anti-terrorism law that opens the road to the further criminalization of social movements. And they are not finished: Two bills that social movements struggled for years to get passed — regarding net neutrality and limiting the sale and use of firearms by civilians — are next in line for review in the legislature. The situation is not simple. If the Workers’ Party governments have been responsible for major progress related to social justice since former President Luiz Inacio Lula da Silva’s first mandate started in 2002, they have also followed neoliberal prescriptions on economic and financial matters. Social movements are not particularly pleased that corporate profits are skyrocketing while many people still struggle for food, basic education, housing, transportation and health. In addition, conflicts over land, which disproportionately victimize the most vulnerable — poor, black and indigenous populations — both in rural and urban areas are intensifying.

Brazil has been recognized internationally for its conditional cash transfer program — the Workers’ Party main accomplishment since 2002 — which has taken over 20 million people out of extreme poverty since its inception. Regardless of this fact, there is a widespread view among the middle and upper-middle classes that the program is a populist attempt to guarantee that the Workers’ Party stays in power. For the most conservative sectors of society, who have found a space to voice their concerns in the green and yellow marches, the Workers’ Party destroyed the country by giving easy money to the lazy poor and flooded Brazil with corruption, as some of the signs at their marches illustrate. They also often argue that “good criminals are the ones who are dead” and that the number of police — who are shamefully known as some of the most violent in the world, responsible for thousands of killings every year — should be increased to protect “good citizens.” Signs warning against the “communist threat” can be regularly found at the pro-impeachment demonstrations. Other racist, misogynistic and fascist slogans are also repeatedly seen in the marches described by the Guardian as “good-humored” family events. Sacramento, a representative of the National Coalition of Artisanal Fisherwomen spoke up for the protection of traditional communities, including indigenous groups, and their territories, knowledge and culture. They have been increasingly targeted by the agribusiness and mining industries, resulting in a significant increase in conflicts over land in northern Brazil. “The people who are asking for impeachment do not represent the Brazilian people,” said Guilherme Boulos, the coordinator of the Homeless Workers Movement, which has been responsible for some of the largest protests since 2013 and relies on organized occupations of vacant land and buildings in urban areas. “The poor won’t pay for the economic crisis.” He went on to call for the taxation of the 1 percent and warned President Rousseff that the only way out of the crisis is “through the left.” What’s next? On August 20, as a response to the pro-impeachment protests, over two dozen social movements took to the streets again. The march organizers estimated that more than 100,000 people participated in demonstrations in a dozen cities. São Paulo saw the largest demonstration, with approximately 60,000 people in the streets. In contrast to the Margarida’s march the week before, these actions were not unified around the president. Even the UNE, which is often accused of blindly defending the Workers’ Party government, spoke out. “We came here to say that this government needs to be more connected to the people and we do not agree with the adjustments that resulted in cuts to the education budget,” Vitral noted in her speech during the protest. In addition to the larger movements that led these demonstrations, smaller community groups joined the marches. In São Paulo a group from Osasco staged a performance calling attention to persistent police violence, which left 18 people dead on August 13 in another massacre carried out by police officers on the outskirts of the state capital. Adriana Magalhães, press spokesperson for CUT in São Paulo, described the organizing of the demonstrations on August 20 as an exercise to find unity among groups with different perspectives in an interview with the recently created independent journalists network Jornalistas Livres. “What unites us is the idea that another economic policy is possible, one that does not negatively impact the workers, as do the adjustment policies proposed by Minister Levy,” she explained. Levy, who is the current finance minister, was the president of the second largest private bank in Brazil before he joined the government, and had been the target of social movements. While the claims of corruption coming from the Lava Jato investigation continue to dominate the mainstream media, it is unlikely that they will lead to the president’s impeachment given that 28 out of the 32 political parties in Brazil received funds from corporations accused of corruption in the case, including the main opposition parties on the right. The big question for the left at this point is how to unite around a democratic project that is oriented toward social justice and reasonable distribution of wealth in a country that is divided by prejudice, elitism and racism — in addition to facing systemic corruption fueled by private corporations’ interests. A National Peoples Conference, called by social movements, parties and independent activists from the left, will take place in Belo Horizonte on September 5. The conference is meant to be the national launching of a left front to build a positive agenda to counteract the right-wing movements, according to a press release announcing the event. The reality is that no one seems to have the answer. As the world is witnessing, there are a lot of people in the streets in Brazil right now, but there is no unity around what they want. If Rousseff does not seriously commit to the left — which guaranteed her reelection — she will ultimately become more vulnerable to impeachment maneuvers in the most conservative Congress in Brazil’s recent history.

ow many of you are familiar with the statement “babies are a gift from God and He planted it directly into my stomach from heaven” when you asked your mother “where do the babies come from?” As I was watching a TV show called ‘HEROS’ based on real life stories of common people with extraordinary courage to defy the stereotypes and conventions, I saw one episode where a female school teacher struggled to educate not only the students but the fellow colleagues, parents of her students and the entire society itself because the topic of sex education is a huge taboo in India. As a teacher who taught Population paper for five years, I could identify myself with this woman and though not necessarily faced any opposition from parents and society at large like her, every year teaching the subject to my students was a big challenge as they feel very uncomfortable with the topic at first. I couldn’t help noticing the smirks, blushes, elbow jabbing at friends and the awkward “I wish I am invisible right now” expressions at the slight mention of the word ‘sex’. But how far is this ‘sex education’ important for our children? Normally people’s response to Sex education can be in two extremes: a. Totally against it as it may lead to early exposure of Child toward sex and may lead to undesirable or promiscuous behavior. b. Totally supports it as it will lead to acquisition of proper knowledge about sex and related issues that will prepare and protect the child against any unwanted eventualities. We hear horror stories of adolescent girls giving birth to babies in the school toilets, or discovery of corpse of babies in dustbins, rivers and sewages some even half eaten by animals, abandonment of infants, the clandestine visit to Gynecologist for abortion, suicides on rejection by their partners after learning about pregnancy etc are not alien to our society anymore. Many young boys and girls are robbed off their bright future as a result of unplanned pregnancy, the guilt of abortion, the social stigma associated to conceiving a child out of wedlock both for the mother and the child, sex abuse, rape, molestation, disrespect for women, Reproductive Tract Infection (RTI) leading to infertility, Sexually Transmitted Infection (STI), addiction to pornography etc are all intrinsically related, that points to ignorance and narrow minded attitude towards sex education and the related issue. Interestingly the country that gave birth to the culture of Kamasutra today is grappling with the problems of the highest cases of HIV Aids in the world, teenage pregnancy and abortion, not because of its advocacy but due to the suppression of such knowledge. But whose responsibility is it anyway to educate our children on such a controversial topic when everyone shies away from it? Parents are uncomfortable talking about sex to their kids, teachers are nervous to use certain words and syllable and explain the lesson in the most ambiguous ways that only confuses the students, the religion speaks of sex but only in terms of abstinence, the society shuns those who speak of it freely branding them as characterless. In all this hesitations we only create more confusion for our children and by the time they know about it, it may be already too late because if any one learns by trial and error this error may be too costly, irreversible and life altering for the children. Sex education can bring positive result such as; 1. Creating awareness to know about how to control their thoughts, how to treat women with respect and not as sex objects, and what sex is actually for. 2. Myths surrounding sex can be dispelled and assist people to consciously explore, consider, question, affirm, and develop their own feelings, attitudes, and values on the various dimensions of sexuality. 3. Enhance self-esteem and social skills for developing mutually satisfying, supportive, equitable, and loving intimate relationships, and for self determination in the experience of one’s sexuality, including the expression of one’s gender, and control of one’s reproduction. 4. Enable women and men to be responsible in the expression of their sexuality, in their reproductive behavior, and in their intimate and social relationships. Our children are not as innocent as they look and as we think anymore, today technological advancement allows us to literally have an access to any types of information we seek but there are also many chances of youngsters ending up with partial or even incorrect information from the internet. Therefore parents must be honest and frank to initiate the sex education at home, teachers should try to be objective as much as possible, the church should overcome their reservation and try to introduce and conduct more counseling and seminar on such topic, the perspective of the society ‘Sex education will lead to corruption of young minds’ must also change as equipping the children with such knowledge do not necessarily mean endorsing such acts. So what are the odds of you dear young readers of repeating the same cliché statement “babies are a gift from God and He planted it directly into my stomach from heaven” to your children and start the vicious cycle all over again? Abbott challenges WB over "Phensedyl" complaint

NeW deLHI, September 14 (reuterS): Drugmaker Abbott Healthcare is challenging West Bengal's accusation that a sample of the company's cough syrup contained excessive levels of codeine, the second multinational to question India's regulatory testing regime in recent months. Whether the sample of Abbott's popular "Phensedyl" was a genuine product or a fake has not been established, but the suspect batch of 80,000 bottles has not been recalled. The state laboratory in West Bengal first raised the alarm last November. The previously unreported case underlines the weakness of India's unwieldy and poorly resourced drug and food regulatory system, the uncertainty it creates for foreign and domestic companies operating there and the potential risk to consumers. 18 labourers killed as truck overturns in Andhra Hyderabad, September 14 (IaNS): At least 18 labourers were killed and 17 others injured when a truck overturned in Andhra Pradesh in the early hours of Monday, police said. The labourers who had boarded the truck, which was on its way from Vijayawada to Visakhapatnam with fly ash, were buried under the material. Police and locals rescued 16 people and shifted them to Rajahmundry hospital. Eight of them are stated to be in critical condition. Police said the driver was apparently drowsy and lost control of the vehicle, which led to the accident. The driver and the cleaner escaped after the accident but later surrendered before police. The labourers, after finishing their work, boarded the truck near Eluru to return to their native villages. Most of them were in the age group of 35 to 45 years. Andhra Pradesh Finance Minister Y. Ramakrishnudu visited the accident site. He announced compensation of Rs.2 lakh each to the families of the deceased. Chief Minister N. Chandrababu Naidu expressed his shock over the accident.

unpredictable. The excessive codeine, an opium derivative, would violate Indian drugs law. It triggered a "show cause" notice against Abbott, which was sent in March by the drug regulator in Himachal Pradesh, where Phensedyl is manufactured. In its response in late April, Abbott denied the allegations and urged regulators to not take any action. Abbott said it had found nothing unusual in its own and third party testing of a retained sample from the same batch of Phensedyl. The company also asked regulators to give it more information about the source of the suspect sample and the manner in which it was collected, so that it could establish whether it was genuine and proper process was followed. "We are awaiting response from the authorities," the company said in answer to Reuters questions.

DRUG SEIZURE The original test was carried out by West Bengal after Phensedyl bottles were seized near the border with Bangladesh, said Samit Saha, a state drug inspector involved in the case. Codeine-based cough syrups are banned in Bangladesh, and smuggling is rife as people profit from higher prices there compared to India. According to a copy of the inspector's report, the sample contained 21.37 mg of codeine per 5 ml dosage, instead of 10 mg specified on the label. Saha said two other samples from different batches, however, showed normal codeine levels. Excessive consumption of cough syrup with high levels of codeine can lead to health implications such as sedation, behavioral changes and drug dependence, said Amitabh Parti, a doctor at Fortis Memorial Research Institute. In February, West Bengal listed the poten-

tially tainted batch as "not of standard quality" in a monthly publication. The bulletin, which is posted on the regulator's website, is supposed to alert consumers and pharmacies in the state to suspect drugs. But the West Bengal drug controller, C. M. Ghosh, said he does not have the resources to follow it up. STATES OF CONFUSION Navneet Marwaha, the drug controller in Himachal Pradesh, said in an interview that Phensedyl, which accounts for about a third of the Indian cough syrup market, is often copied by counterfeiters. He said Abbott's stocks of codeine were accounted for. "They (Abbott) are saying 'show us the sample so we can see whether it is genuine.' They have not been provided with the sample," Marwaha said. He added that it was up to West Bengal to provide the information to Abbott. West Bengal's Ghosh said it was Himachal

According to a 2012 parliamentary report, nearly one in 22 locally produced drug samples is of sub-standard quality in India. India has just 1,500 drug inspectors responsible for more than 10,000 factories, supplying medicines for a population of 1.2 billion and exporting to nearly 200 countries. Ghosh said he has 140 drug inspectors to monitor more than 50,000 pharmacies in the state. The central government wants to improve regulation of the key sector, and plans to spend $263 million in the next three years to strengthen the national and state regulatory system with additional equipment and staff and new laboratories.

NDA finalises seat-sharing, BJP to fight 160 seats in Bihar NeW deLHI, September 14 (IaNS): The National Democratic Alliance on Monday finalised the seat-sharing arrangement for the Bihar assembly elections, with the BJP keeping the lion's share of 160 seats and leaving 83 for its allies LJP, RLSP and HAM. The maximum of 40 seats were given to Ram Vilas Paswan's Lok Janshakti Party (LJP), followed by 23 seats to Upendra Kushwaha's Rashtriya Lok Samta Party (RLSP) and 20 seats to former chief minister Jitan Ram Manjhi's Hindustani Awam Morcha (HAM). Bharatiya Janata Party president Amit Shah an-

nounced the seat-sharing agreement at a press conference here following consensus after Manjhi again met him at his residence on Monday morning. Shah said that as per the agreement, some HAM candidates will fight on BJP tickets. Paswan, Manjhi and Kushwaha were also present at the press meet. Shah ruled out any differences among the NDA partners over seat-sharing and expressed confidence of winning two-thirds majority in the state. "There is no differences among us over seat-sharing. We will fight the election under the

Before announcing the seat-sharing deal, Shah held parleys on Monday morning with Manjhi, who was reported to be extremely upset with allotment of seats to his HAM. As police took custody of the bodies and shifted them for post-mortem and other legal formalities to the district hospital in Baramula town, agitated civilians blocked the Srinagar-Muzaffarabad highway at Pattan town and Kreeri. Clashes also erupted between the protesters and the security forces in Sopore and Baramulla towns. The protesters demanded that those responsible for the murder be brought to justice. The ruling PDP condemned the killing and asked its rivals the National Conference not to play politics on the sensitive issue. Lashkar-e-Islami headed by Qayoom Najar had hit the headlines in April-May when they targeted cellphone services in north Kashmir. Three service providers and land owners of cellphone towers were killed in those attacks.

Twin murders of rape victims spark calls for witness protection NeW deLHI, September 14 (tHomSoN reuterS FouNdatIoN): The murders of two alleged rape victims in separate incidents in Uttar Pradesh over the weekend have sparked demands by women's rights activists for the government to put in place a formal witness protection programme. On Sunday, an 18-year-old woman, who was due to testify in court in October against a man who allegedly raped her in 2011, was shot dead by four assailants on motorbikes in Mau district. The previous day, a woman aged 22 - who had accused a man of rape in 2013 - was shot dead as she rode on the back of her husband's bicycle in Sitapur district. Both victims' families claim the women were being harassed and pressured to withdraw their complaints by the accused, who were out of custody on bail. Police said they were investigating the murders. "There must be a formalised protection system in place for victims and witnesses in cases where they are under threat and facing intimidation or worse," said Karuna Nundy, a supreme court lawyer and women's rights activist.

Rape victims in India endure an archaic, poorly funded, under-resourced and insensitive criminal justice system, say campaigners. One of the biggest problems is the length of the trials - sometimes courts can take five to 10 years to reach a judgment. Despite the introduction of fast-track courts for crimes against women, India still has far too few courts, judges and prosecutors for its 1.2 billion people. Compared to the United States, India has a fifth of the number of judges per capita, and there is a backlog of millions of cases. 95 year old man goes in for masters degree patNa, September 14 (IaNS): He is of an age few people reach and when there are no more goals to be achieved, but 95-yearold Raj Kumar Vaishya is still keen to fulfil his dream of acquiring a post-graduation degree and is working for it with the help of his retired son and daughter-inlaw. He has enrolled for a master of arts in economics from the Nalanda Open University (NOU) here. "I am nearer to fulfilling my long cherished dream of a postgraduate degree in economics. My aim is not to get a degree; the thrust is to study and gain knowledge of economics so as to understand the problems faced by the people and the country and to contribute something, if possible," says Vaishya, who retired in

1980 as a general manager in a private firm in Koderma (now in Jharkhand). He says he wished to study economics also to understand why the country had failed to solve problems like poverty, illiteracy and joblessness. Living with his second son and daughter-in-law in the posh Rajendra Nagar colony here for the last 10 years after his wife's death, Vaishya said the academic atmosphere in the house helped him make up his mind to study further. His son Santosh Kumar, now in his early 70s, retired from the National Institute of Technology, Patna, whereas daughter-in-law Bharti S. Kumar, in her early 60s, retired as a professor from Patna University. "Initially, they told me studying is not an easy task

at this age, but later agreed to support me in view of my commitment. My son will teach me mathematics and statistics and the daughter-in-law will pitch in with other help," Vaishya said. "I have decided to devote two hours daily in the morning and night hours to studies. After post-graduation, I will not pursue a Ph.D," Vaishya told IANS. NOU Registrar S.P. Sinha said it was a pleasant experience for university officials when told about Vaishya's keenness to join the postgraduate course. "When we came to know that he can read and write fluently as well, it was decided to send a team of NOU officials to his apartment to enrol him in view of his old age. 2015-16 session and provided the study material in Hindi. However, he demanded the study material and books in English; we will provide these to him soon," Sinha told IANS. He said Vaishya's zeal was admirable and his initiative sent out a positive message in society, particularly among senior citizens. NOU has also had retired professor Ram Chandra Mishra Madhup, 84, registered for a Ph.D. Born on April 1, 1920, in Uttar Pradesh's Bareilly town, Vaishya did his graduation from Agra University in 1938 and got a degree in law in 1940. Today tension kills more than anything else. People, particularly the young, should learn to live without stress." A vegetarian and a lover of simple traditional Indian food, he said he never consumed fried food and always ate less than he needed. "Overeating kills more people than starvation," he quipped.

Back in 2010, Chancellor Angela Merkel declared that multi-culturalism in Germany had been an abject failure; today the nation is opening its arms to hundreds of thousands of refugees, many of them Muslims from Syria, Iraq and Afghanistan. The same year, politician Thilo Sarrazin published his book “Deutschland schafft sich ab” (Germany does away with itself), warning that Muslim immigrants were ruining German society. And yet in the past week crowds of Germans have greeted migrants arriving in the country with cheers, while volunteers are turning out in droves to help them. “This is the moment where Germany has recognised it has a global role,” says Harold James, an economic historian at Princeton University. “The country is changing very, very quickly.” The government expects 800,000 people to seek asylum in Germany this year, nearly twice as many as in any other year since reunification 25 years ago. GhAzNI, SEptEmBER 14 (AFp): Taliban insurgents in military uniforms stormed an Afghan prison, freeing hundreds of inmates and killing several police officers in a brazen raid early Monday, officials said. The attack in the eastern province of Ghazni was reminiscent of the last major Afghan jailbreak in 2011 when nearly 500 Taliban fighters inmates escaped from a prison in southern Kandahar province. The raid comes as the militants ramp up attacks on government and foreign targets despite being embroiled in a bitter leadership transition. “Around 2:30 am six Taliban insurgents wearing military uniforms attacked Ghazni prison. First they detonated a car bomb in front of the gate, fired an RPG and then raided the prison,” deputy provincial governor Mohammad Ali Ahmadi told AFP. He added that 352 inmates escaped after the attack but the Afghan interior ministry said up to 400 managed to flee. Ahmadi said four Afghan police officers were killed and seven others were wounded in the raid. Baz Mohammed Hemat, head of the civilian hospital in Ghazni city, said 14 wounded people -- 10 security forces, and four inmates -- had been brought to the facility for treatment. The Taliban claimed responsibility for the attack. “This successful operation was carried out at 2:00 am and continued for several hours. The jail was under Taliban control,” Taliban spokesman Zabihullah Mujahid said in a statement. “In this operation, 400 of our innocent countrymen were freed... and were taken to mujahideencontrolled areas,” it added. The Taliban, who launched a countrywide summer offensive in late April, are known to exaggerate and distort their public statements. In 2011, almost 500 Taliban fighters and commanders escaped from a prison in an audacious jailbreak in southern Kandahar province, in what the government said was a security “disaster”. The Taliban said they sprang the inmates from the Kandahar prison through a one-kilometre tunnel that took five months to dig, and claimed all those who escaped belonged to the militia, including more than 100 commanders. Taliban insurgents are stepping up their summer offensive amid a simmering leadership succession dispute after the confirmation of longtime chief Mullah Omar’s death. Mullah Akhtar Mansour, a trusted deputy of Omar, was named as the insurgents’ new chief in late July, but the power transition has been acrimonious. BANGKOK/KuALA LumpuR, SEptEmBER 14 (REutERS): A key suspect in the plotting of last month’s deadly bombing in Bangkok was last tracked via multiple flights to Turkey, Thai police said on Monday, and Malaysia announced it had made three arrests related to the attack. No group has claimed responsibility for the Aug. 17 bombing at the Erawan Hindu shrine, which killed 20 people, including 14 foreigners, among them seven from Hong Kong and mainland China. The man Thai authorities say played a leadership role in the bombing fled to Bangladesh using a Chinese passport on the eve of the blast and two weeks later transited in New Delhi and Abu Dhabi on his way to Istanbul, police said. An arrest warrant has been issued for a man using the name Abu Dustar Abdulrahman, alias Izan, and circulated via Interpol.

“We have evidence from the Bangladeshi embassy that Izan went to Abu Dhabi and then to Turkey,” police spokesman Prawut Thawornsiri said, adding that the Turkish embassy had been notified. In Kuala Lumpur, police said two Malaysians and a Pakistani national had been arrested and were assisting with the investigation. “Malaysian and Thai police are working closely,” Malaysia’s police chief, Khalid Abu Bakar, told reporters. At least two Mexicans were killed, Mexico’s foreign ministry said in a statement. A joint force from the Egyptian police and military was chasing militants in the country’s vast western desert, which borders Libya, when it inadvertently opened fire on the convoy. The convoy was made up of four four-wheel drive vehicles, the Egyptian interior ministry said in a statement, and there will be an investigation into how and why the tourists entered an off-limits area. Mexican President Enrique Pena Nieto condemned the attack on his Twitter account, describing it as a tragic incident and demanding a full investigation. “Mexico condemns these deeds against our citizens and has demanded an exhaustive investigation of what has occurred,” he tweeted. Egypt’s tourism ministry spokesman told state news agency MENA the convoy was at an off-limits site and was using unlicensed cars. The

Australian PM Tony Abbott is voted out in leadership ballot CANBERRA, SEptEmBER 14 (REutERS): Australia will get its fifth prime minister in eight years after the ruling Liberal Party on Monday voted out Tony Abbott in favour of longtime rival Malcolm Turnbull, following months of infighting and crumbling voter support. Turnbull, a multi-millionaire former tech entrepreneur, won a secret party vote by 54 to 44, Liberal Party chief whip Scott Buchholz told reporters after the meeting in Canberra. Foreign Minister Julie Bishop was elected deputy leader of the party which, with junior coalition partner the National Party, won a landslide election in 2013. “Ultimately, the prime minister has not been capable of providing the economic leadership our nation needs,” Turnbull told reporters at parliament house ahead of the vote. “We need a different style of leadership.” Abbott pledged to fight the challenge but was ultimately unsuccessful in overcoming the “destabilisation” that he said had been taking place within the party over months. He walked stony faced out of the party room following the vote and did not speak to reporters. Abbott ousted Turnbull as leader of the Liberal Party in 2009 although Turnbull has consis-

Abbott emerged badly weakened from a leadership challenge in February, which came about after weeks of infighting, and pledged a new spirit of conciliation. Australia Needs A Change Of Government The change of leaders is the latest sign of political instability in Australia, which has in recent years been convulsed by backroom machinations and party coups that have shaken public and business confidence in government. Rudd, elected with a strong mandate in 2007, was deposed by his deputy, Julia Gillard, in 2010 amid the same sort of poll numbers that Abbott is now facing. Gillard was in turn deposed by Rudd ahead of elections won by Abbott in 2013. Ganguly to coach junior cricketers of Tripura

AGARtALA, SEptEmbER 14 (IANS): Tripura cricket could be about to get a boost with former India captain Sourav Ganguly announcing on Monday that he would train junior teams from the state. "I would come here (Agartala) soon to coach the Under-16 and Under-19 cricket teams of Tripura," Ganguly announced amidst huge applause at a function here on Sunday night. The function is organised by the Tripura Cricket Association (TCA) every year to felicitate prominent cricketers. Ganguly asked the TCA to organise more tournaments consisting of threeday or five-day matches in order to improve the skills of budding cricketers. "Test cricket is the real cricket competition for the all round development of cricketers and cricket," he said. Ganguly, who is also the joint secretary of the Cricket Association of

Bengal, requested young cricketers to use the available infrastructure and fully devote themselves to the game with all sincerity to improve their efficiency. TCA secretary Saurav Dasgupta said that Ganguly would come to Tripura in November to coach the Un-

"Earlier the central government had provided 100 percent grant under the RGKA to develop various sports infrastructure and traditional sports in the states across the country. Recently, the union government changed the funding patter to 50:50 where the centre and state would contribute equal amounts to execute various projects and schemes under the RGKA," he said. The minister said that all the north-eastern states have strongly opposed this changing of the funding pattern. "With the central government's various decisions, the development of sports would be hampered to a large extent in the country," Chowdhury added.

In HIL 2016, each field goal to count as two

NEW DELhI, SEptEmbER 14 (IANS): The fourth edition of the Hockey India League (HIL) will see a new set of rules and regulations being implemented, the most important being that a field goal will be counted as two to encourage more skilful and tactical hockey. In the first of its kind in any hockey competition, field goals will be given more priority than penalty corners in HIL 2016. Also, to curb rough tackles and maintain discipline, two goals will be awarded for every goal scored from a penalty stroke resulting from a penalty corner where a goal being scored is prevented by a deliberate foul. But for the rest -- penalty corners, strokes and shoot-outs -- the usual one goal will be awarded for conversions. The new goal-scoring system has been approved by the International Hockey Federation (FIH) Competitions and Rules Committee, HIL chairman Narinder Batra said here on Monday.

"Penalty corners give undue advantage to those teams which have penalty corner specialists. The teams also fight to earn penalty corners rather than score goals through field penetration. The new system will encourage teams and players to score goals instead of looking for penalties," said Batra. "The system will surely enhance players' skills and mentality of playing good hockey. HIL is committed to promoting the worlds best hockey and with these new rules, players will improve themselves in a competitive environment." In other changes, franchises can now only have a squad of 20 players, four less than last time, comprising 12 Indians and eight foreigners. The squad must have at least two goalkeepers and all players should be mentioned in the match sheet and be present at the team dug-outs. The HIL auction will be held here on Thursday where 277 play-

ers -- 135 Indians and 142 foreigners -- from 20 countries will go under the hammer. Earlier in August, the HIL governing council had provided all six franchises the option of retaining up to three Indians and foreigners each while releasing the rest of the squad. The auction will be conducted by Bob Hayton, who had also managed the inaugural HIL auction. The renewed contract of the players will be for two years. iss Georgia Betty Cantrell was crowned 2016 Miss America on Sunday in a pageant that was overshadowed by a scandal from three decades ago. Cantrell rode an opera performance of "Tu Tu Piccolo Iddio" from "Madame Butterfly" to the title in Atlantic City's Boardwalk Hall on Sunday night, besting 51 other competitors. She won a preliminary competition earlier in the week, also with an opera performance. "I'm still so overwhelmed, I don't know what to say other than thank you! " Cantrell told reporters moments after being crowned Miss America. She won a $50,000 scholarship along with her title. Cantrell's bid was almost

Vanessa Williams gets Miss America apology 32 years after losing title

ormer Miss America Vanessa Williams led the panel of judges at the 2016 Miss America contest held in Atlantic City, USA on September 13, after receiving an apology 32 years after resigning her own title because of nude photographs which were released allegedly without her consent. On Sunday, Miss America CEO Sam Haskell opened the event by publicly apologizing to Vanessa. "On behalf of today's organization, I want to apologize for anything that was said or done that made

you feel any less the Miss America you are and the Miss America you always will be," he said. "You have lived your life in grace and dignity and never was it more evident than during the events of 1984 when you resigned. Though none of us currently in the organization were involved then, on behalf of today's organization, I want to apologize to you and to your mother, Miss Helen Williams," he added, reported the Hollywood Reporter. Ms Williams returned to the pageant over 30 years later for the first time after she was forced

to withdraw her title in 1983. Ms Williams, now 52, kissed Ms Haskell on the cheek and said the apology was "unexpected but so beautiful." Vanessa Williams became the first African American to be crowned Miss America 1984 in September 1983. 10 months into her reign, nude photographs that had been taken of her in 1982 surfaced and were published in Penthouse magazine. Ms Williams allegedly did not consent to the photos being made public but was pressured by pageant officials to

resign. The title went to first runner-up Suzette Charles who was also African-American. Since then, Vanessa Williams has had a successful career as an actress and singer. On television, she is known for her role in popular sitcomns like Ugly Betty and Desperate Housewives. NEW YORK, SEptEmbER 14 (REutERS): Novak Djokovic closed out the grand slam campaign in style beating long time rival Roger Federer to claim the U.S. Open on Sunday, leaving the Serb a hair away from one of the greatest seasons of all-time. The 6-4 5-7 6-4 6-4 victory gave Djokovic three of the year's four grand slam titles with a loss to Stan Wawrinka in the French Open final his only blemish. Although there was no way to tell how big his four-set loss to Wawrinka would be, it ended up denying the Serb a chance to join the men's calendar year grand slam club that includes just two members, Rod Laver (twice) and Don Budge. "It's been an incredible season. Next to 2011 probably the best season of my life," said Djokovic, who won the same three grand slam titles in 2011. "But I'm enjoying this year more than any previous one because I'm a husband and I'm a father and that makes it even more sweeter. "I love this sport." The weekend will see Formula 1 cars take to the Marina Bay Street Circuit for the 13th round of the season. The Singapore GP was the first and still one of the few night races of the calendar. "I've always enjoyed racing in Singapore and it's one of the best events of the year. The city is buzzing and there's a great atmosphere wherever you go," said Hulkenberg. "When it's all lit up at night it looks stunning. I often wonder how much work is required to transform such a busy city into a racetrack. It's clearly a huge logistical operation, but it's definitely worth all the effort." Four-time World Champion Sebastian Vettel is the most successful driver on the 5 km circuit, winning the 61-lap floodlit race thrice, one more than both Fernando Alonso and Lewis Hamilton. "The track layout has some nice features, but the first sector stands out for me - especially the fast right-

hand kink of turn six and the braking zone of turn seven. You need a car that's able to ride the bumps, can use the kerbs and gives you confidence through the low and medium-speed corners," added the German. Perez is in good form, finishing fifth and sixth in the last two races at Belgium and Italy which helped him overtake his teammate in the drivers' standings. "I'm heading to Singapore feeling very positive. We've shown in the last two races just how competitive we can be and I'm confident we can have a similar level of performance in Singapore. The team is pushing hard to bring performance to the car and we've still got developments coming through which will help us a bit more this weekend," said the Mexican driver. "I'm now feeling more comfortable with the updated car. I made a big breakthrough in Spa and since then I've had the confidence to push and get the most from our package. It's a good sign for the rest of the year."
