The St Jude Church community also urged the other denomination people in the village to show love and care towards the Catholics, the release said. The St Jude Church, Yoruba was established on August 18, 1979, followed by the Catholic missionary school in 1986. Presently, the church has 112 faithful people with 24 household. Arunachal SDC fixes Rs 12.5 crore for welfare activities

ITANAGAR, SEPTEMBER 17 (PTI): The State Development Council (SDC) under the chairmanship of Arunachal Pradesh chief minister Chief Minister Nabam Tuki has fixed a whopping Rs 12,500 crore for developmental and welfare activities in this financial year covering all the 57 government departments. While addressing the final day of the SDC meeting yesterday, Tuki expressed satisfaction over the deliberations and hoped that the exercise would prove to be the springboard of development for the state, a report from the CMO said here today. He, however,reminded that the challenge now remains in implementation of the projects approved by SDC and called upon all the departments to strictly adhere to the guidelines in implementing projects. "Every single penny approved for developmental projects should reach the beneficiary at

the lowest level and no compromise will be made in judicious utilization of the funds," Tuki asserted, while emphasizing on strict monitoring of all projects during implementation. In a novel initiative the state government has decided to adopt 10 villages across the state this year and develop as a pilot project by equipping these villages with all basic infrastructure and civic amenities including garbage and solid waste management. According to the Chief Minister this would be carried forward by including more villages in a phased manner in coming years. An allotment of Rs 500 lakh has been earmarked for this first ever project in the state. Another new initiative of the government approved is the Chief Minister's Mission Mode project for renovation of township roads with an allocation of Rs 500 crore for the next five years. PWD and RWD would jointly prepare a

master plan for rural, urban and interstate roads to avoid duplicity and lapses. Also the government's focus would be on upgradation of existing roads based on road driving experience for which Rs 30 crore has been approved. In a major decision the SDC also approved installation of 10 KWP solar power plants for blood banks in all the district hospitals so that these remain functional all the time. A sum of Rs 450 lakh has been earmarked for it while Rs 2000 lakh has been kept for harnessing solar and wind energy in the state. The Arunachal Pradesh Energy Development Agency (APEDA) has been directed to study the feasibility of using solar rechargeable batteries for schools to run computers and other related equipment. Further, in villages with five or less households or there is no grid line, solar and wind energy generation would be taken up. The government also resolved

to take up micro hydro schemes (MHS) in areas where there is an existing 20 grid line. Expressing concern over incomplete MHS in various parts of the state, the government has decided to constitute a technical committee under chairmanship of Hydro Power Parliamentary Secretary to verify such projects remaining incomplete despite allotment of funds. The Power department has been directed to collect the actual data of un-electrified villages in the state irrespective of the 2011 census figures, the report said. Under the Swachch Bharat Mission, the government has kept a target of constructing 90200 individual household latrines (IHHL) in rural areas. India, China armies Paresh Baruah's ailing mother to hold joint military declines government help exercise next month NEw DElhI, SEPTEMBER 17 (AGENCIES): India and China will hold their fifth 'Hand-in-Hand' military exercise next month in the Chinese city of Kunming, the engagement coming on the heels of a recent face-off between their troops in Burtse in Ladakh. Army sources said the exercise will be held from October 11 to 23 and India will be sending a detachment of soldiers from the Naga Regiment for taking part in the same. The 'Hand-in-Hand' exercise is aimed at exploring useful experiences, advancing pragmatic cooperation and promoting a friendly environment between the two armies, the sources said. The first edition of the annual exercise was held in Kunming in December, 2007, following which India hosted a Chinese detachment as part of 'Hand-in-Hand' at Belgaum in December, 2008. However, there was a gap of five years before a third edition of the exercise was held in China's Chengdu area in 2013 in which a group of 160 personnel from Indian Army's 16 Sikh Light Infantry had taken part. The joint exercise which took place thereafter last year in Pune was to share the lessons learnt while tackling insurgency and terrorism so as to promote healthy military-to- military ties between the two armies and develop joint strategies for conducting operations in a counterterrorism environment. Forming part of the different levels of militaryto- military engagement across the entire spectrum

of operations, the exercise will enrich the two contingents for further honing their basic military skills, the sources said. Th exercise this year comes soon after the two armies operationalised their fifth border personnel meeting (BPM) point at Daulat Beg Oldi last month, which adds to the existing ones at Chushul (Ladakh), Nathu La (Sikkim), Bum La and Kibithu (Arunachal). After a fresh face-off this month, the armies of India and China held two meetings at two different sites in Ladakh this week during which they agreed to maintain peace and tranquillity along the 465km Line of Actual Control (LAC) in the Ladakh sector. During the meetings, the Chinese side was asked about the alleged violation by way of the building of a hut 1.5-km deep inside perceived Indian territory in Burtse, the sources said, adding that "both sides agreed to adhere to no defence construction along the LAC". ITBP and Army jawans had on Friday demolished the hut in Burtse, which lies 210-km northeast of Leh, leading to a face-off between the two sides. The hut, with a solar panel on top, had a camera which recorded the movement of Indian troops, the sources said. The construction was done by Chinese troops apparently to claim that the area belongs to them. The area is adjacent to Depsang plains where the neighbouring country's forces had pitched camps in April, 2013, leading to a threeweek-long stalemate.

"Though smoking, high use of tobacco and tobacco productsarethemaincauseof cancer in India's northeastern region, there are some other reasons for the increase of the dreaded disease in the region,"IndianCouncilofMedical Research (ICMR) scientist Prabhdeep Kaur told reporters here. She said that to get a detailed picture of the causes of the cancer and its rise, the ICMR has launched a study in the entire eight northeast

region. The study has already begun in Sikkim, Mizoram and Tripura, she said, adding it would soon start in other states as well. Kaur and five other experts attended at a four day workshop here on National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Disease and Stroke (NPCDCS). Tripura regional cancer institute in-charge Gautam Majumder said that the NPCDCS, launched recently by the union health and family welfare ministry, would cover 640 districts in 36 states and union territories across the country by 2017. NEw DElhI, SEPTEMBER 17 (IANS): The Supreme Court on Thursday directed the central and Arunachal Pradesh governments to confer the citizenship rights on the "eligible" Chakmas and Hajong people coupled with steps to protect their lives and liberty and guard them against any discrimination. Allowing the petition by the Committee for Citizenship Rights of the Chakmas (CCRC) of Arunachal Pradesh, a bench of Justice Anil R. Dave and Justice Adarsh Kumar Goel in their judgment said: "We direct the government of India and the state of Arunachal Pradesh to finalise the conferment of citizenship rights on eligible Chakmas and Hajongs."

Directing the compliance of its direction within three months from Thursday, the court also directed both governments to "ensure compliance of directions a for protection of their life and liberty and against their discrimination in any manner." The court said that the exercise for the grant of citizenship to Chakmas and Hajongs people may be "completed at the earliest preferably within three months from today". Tax row resolution soon, focus on reforms: FM Arun Jaitley New Delhi, September 17 (iaNS): Given the worries plaguing the global economy, India will ensure that fundamentals at its own end remain strong to attract capital with resolution soon on all tax disputes, and framing of a new bankruptcy code and an updated procurement law, Finance Minister Arun Jaitley said on Thursday. “In such a situation where there is turmoil almost by the day in global markets, we are trying to make the fundamentals of our own economy strong, and our ability to resist these changes can substantially improve,” Jaitley said, ahead of the monetary policy update in the US. “Without investment, there is going to be no ad-

ditional economic activity,” he said at the India Economic Convention, organised here by the Federation of Indian Chambers of Commerce and Industry (Ficci) and attended by ministers, the who’s who of India Inc. and key policymakers. The finance minister’s remarks came just ahead of the meeting of the Federal Open Market Committee, an arm of the US central bank, set to review later Thursday the country’s interest rate regime, which the global financial markets, including India, have been watching very keenly. The fear is that if there is a hike in interest rates -- for the first time since 2006 -- there could be a flight of capital away from

emerging market economies such as India towards the US, since investments there would become more attractive. Jaitley said that with the stated objective on ease of doing business, all tax disputes will be put to rest over the next few days, and added that this was a “work in progress” along with steps to make it easier to do business in India. “Since May 2014, a number of tax disputes have been put to rest since the Bharatiya Janata Party government took office,” the finance minister said alluding to the issue of retrospective tax on capital gains which has been much criticised, notably by overseas investors and funds.

“We are trying over the next few days itself (to look at pending disputes) so that many others can be put to sleep -- either by a judicial resolution or some executive resolution.” Speaking about economic reforms, Jaitley said that while the goods and services tax regime was stuck because of political reasons, the government was taking other steps, like putting in place a new bankruptcy code, fasttrack arbitration norms, and a revamped public procurement law. This apart, hiring norms for banks were being recast and their balance sheets recapitalised to make them financially stronger. The stressed assets of companies in infrastructure, steel

and power distribution were also being dealt with. These steps, he said, were key to fetching investment. “Any architecture of Indian growth -- along with private investment, public investment when it picks up, and foreign direct investment -- will need a lot of resource diversion to skill India and make these people in unorganised sector also to start generating jobs,” he said. “Kick-starting our manufacturing sector and improving its growth rate further, I think, is one of the greatest challenges to the Indian economy. We have now decided that within the area of growth architecture, we must first concentrate on agriculture.”

Hero Cycles buys Firefox Bikes New Delhi, September 17 (iaNS): To further cement its position in the fast-growing premium cycling segment in India, Hero Cycles has acquired Firefox Bikes, a company statement said on Thursday. “The promoters have divested their entire equity stake in Firefox Bikes in an all-cash transaction to Hero Cycles,” the statement said. As part of the deal, both companies have mutually agreed that Firefox Bikes will continue to have its distinct brand identity and remain a separate business entity post the acquisition. The deal includes Firefox brand of cycles, accessories and spares along with exclusive distribution rights of ‘Trek’ and other global brands. The approval will be valid for 18 months to enable the applicants to comply with the requirements. The firms include Au Financiers (India) Ltd., Jaipur, Capital Local Area Bank Ltd., Jalandhar, Disha Microfin Pvt., Ahmedabad and Utkarsh Micro Finance Pvt. Varanasi, Equitas Holdings Pvt., Chennai, ESAF Microfinance and Investments Pvt., Chennai, Janalakshmi Financial Services Pvt., Bengaluru and Ujjivan Financial Services Pvt., Bengaluru.The RBI also granted permission for RGVN (North East) and Microfinance Ltd., Guwahati, and the Navi Mumbai-based Suryoday Micro Finance Pvt. “Until a regular licence is issued,

Manufactured consent?

S

ince August 3, Nagas have been longing and demanding to know the content of the framework agreement. One and a half months later, it is still kept under wraps. So, although people know that a certain agreement has been signed and tiny bits of it may be flying around, the people are still in the dark about it. But something remarkable has happened since August 3. It is the opposition of the apex organizations to ACAUT’s Common Platform. It is a really big cause of concern for the Nagas that the organizations who should be organizing such a public platform were opposing it. It can’t be simply ego problem that their role is being played by someone else. That would be too trivial an argument although in instances, one can choose not to participate because someone else is doing what one should. Was it arrogance? Could it be that the apex bodies think that they know it all and doesn’t feel the need to speak with the people? Leaders represent the people but being in leadership role does not diminish public responsibility, it only increases it. Leaders should consult and communicate with the people on matters of public importance. It is baffling that they should try to silence the people in support of an agreement which they also don’t claim to know. A question that one can ask in the face of such a stance is, ‘How free are our apex organizations?’ Are there external factors controlling their hands and vocal cords? Sometimes, it so happens that supposedly neutral bodies speak out as mouth piece of non-neutral power establishments. What the public wants to know at present is, ‘what is it which is being negotiated with the government of India for the future of all Nagas?’ So, the apex organizations in effect are expected to be debating and deliberating. But instead, they tried to stop people from thinking and speaking. This makes some people to question in social media if our various organizations are ‘bought’. Although there will be polarized views, it may be safe to say that the present stand of the majority is that there is neither consent nor rejection of the framework agreement simply because it is not made public. But if the negotiators take the agreement forward assuming that there is public consent, it will be a ‘manufactured consent’. In medical science, consent for a medical procedure is signed after the patient clearly appreciates and understands the facts, implications, and future consequences of the procedure. If the patient does not have the capacity to understand, a family member is made to sign the consent. Therefore it is also called ‘informed consent’. The Nagas have not been informed yet to make a decision on the agreement. The other factions have not been brought on board yet. This is an opportune time to open up and talk. There is a feeling of cautious optimism in the air. This is a rare opportunity because there is also the possibility to forgive each other and forge our future. Where there’s War, There are Refugees

W

hile Europe flounders, compelled at last to begin seeking short term measures of humane response, our shameless war hawks hide from blame: it’s Assad’s doing, Obama’s “weakness” in failing to bomb Syria and intervene militarily early on. There is blame aplenty historically for the Middle East tragedy that is spilling over into Europe and for other refugee crises affecting all continents. Anti-immigrant racists rant, build walls, and terrorize millions of parents and children desperate for survival. But the major culprit is WAR. The refugee disaster is the legacy of the war makers, those who authored the invasion of Iraq and Afghanistan and the military misadventure in Libya. It is a living legacy of policies aimed at forcing “regime change,” a preference for superpower might and war over negotiations and diplomacy based on adherence to United Nations’ principles. The enormous damage that has been done is a legacy that our hawks share with both designated foes and presumed allies: there is the rise of ISIL and its horrors, the “unintended consequence” of our failed wars; remember also the Congressional cheers for Netanyahu as he unleashed the massive destruction of war on Gaza. Why talk about blame when the moment cries out for emergency refugee relief? Because the human tragedy has given no pause to the architects of disaster. They are doing everything in their power to derail the negotiated agreement between Iran and the USA, Russia, Britain, France, China and Germany, which is the first real signal that a turn toward international cooperation for peace is possible. They are still addicted to war, another war after twelve years of war without end. Human decency requires emergency cooperation by the United States, Europe, all governments and their people, to relieve the misery and hopelessness of millions seeking asylum. It further demands a basic shift away from the politics and economics of war. No more than temporary remedies are possible without big changes in priorities and investment. If refugees’ lives matter, there has to be a huge shift in public funding from making war to meeting vital social needs. When you think about it, every problem we confront at home and abroad becomes a matter of human decency. Either we care about each other, about the human condition and human dignity, or the monsters turn us all into bystanders or brutes. Then again, it’s a matter of human survival, of peace not war.

EFORE he fired the shot, the Einsatzgruppe commander lifted the Jewish child in the air and said, “You must die so that we can live.” As the killing proceeded, other Germans rationalized the murder of Jewish children in the same way: them or us. Today we think of the Nazi Final Solution as some dark apex of high technology. It was in fact the killing of human beings at close range during a war for resources. The war that brought Jews under German control was fought because Hitler believed that Germany needed more land and food to survive and maintain its standard of living — and that Jews, and their ideas, posed a threat to his violent expansionist program. The Holocaust may seem a distant horror whose lessons have already been learned. But sadly, the anxieties of our own era could once again give rise to scapegoats and imagined enemies, while contemporary environmental stresses could encourage new variations on Hitler’s ideas, especially in countries anxious about feeding their growing populations or maintaining a rising standard of living. The quest for German domination was premised on the denial of science. Hitler’s alternative to science was the idea of Lebensraum. Germany needed an Eastern European empire because only conquest, and not agricultural technology, offered the hope of feeding the German people. In Hitler’s “Second Book,” which was composed in 1928 and not published until after his death, he insisted that hunger would outstrip crop improvements and that all “the scientific methods of land management” had already failed. No conceivable improvement would allow Germans to be fed “from their own land and territory,” he claimed. Hitler specifically — and wrongly — denied that irrigation, hybrids and fertilizers could change the relationship between people and land. The pursuit of peace and plenty through science, he claimed in “Mein Kampf,” was a Jewish plot to distract Germans from the necessity of war. “It is always the Jew,” argued Hitler, “who seeks and succeeds in implanting such lethal ways of thinking.” As exotic as it sounds, the concept of Lebensraum is less distant from our own ways of thinking than we believe. Germany was blockaded during World War I, dependent on imports of agricultural commodities and faced real uncertainties about its food supply. Hitler transformed these fears into a vision of absolute conquest for total security. Lebensraum linked a war of extermination to the improvement of lifestyle. The chief Nazi propagandist, Joseph Goebbels, could therefore define the purpose of a war of extermination as “a big breakfast, a big lunch and a big dinner.” He conflated lifestyle with life. To expand Germany’s Lebensraum, Hitler aimed to seize Ukraine from the Soviet Union, starve 30 million Eastern Europeans and transfer the food to Germany. When Germany invaded the Soviet Union in 1941, the campaign had two major aims: the control of fertile Ukrainian soil and the destruction of Jews living there. It was this invasion that placed defenseless Jewish children at the mercy of the murderous Einsatzgruppen. Climate change threatens to provoke a new ecological panic. So far, poor people in Africa and the Middle East have borne the brunt of the suffering. The mass murder of at least 500,000 Rwandans in 1994 followed a decline in agricultural production for several years before. Hutus killed Tutsis not only out of ethnic hatred, but to take their land, as many genocidaires later admitted. In Sudan, drought drove Arabs into the lands of African pastoralists in 2003. The Sudanese government sided with the Arabs and pursued a policy of eliminating the Zaghawa, Masalit and Fur peoples in Darfur and surrounding regions. Climate change has also brought uncertainties about food supply back to the center of great power politics. China today, like Germany before the war, is an industrial power incapable of feeding its population from its own territory, and is thus dependent on unpredictable international markets. This could make China’s population susceptible to a revival of ideas like Lebensraum. The Chinese

n 31 July 2015 the photojournalist Rubén Espinosa was tortured and murdered in a house in Mexico City. His four female companions, including an activist from Veracruz, were raped, tortured, and also killed. While Veracruz, the city in which Espinosa worked, is known to be a hostile environment for journalists and activists, this is the first time that a journalist from Veracruz has had his safety compromised in the capital. The slaughter of Espinosa demonstrates not only how dire the situation for journalists in Mexico has become, but is exemplary of the way in which formally democratic countries like Mexico deal with political challengers. According to Article 19, the international organization that promotes press freedom, Espinosa is the twelfth journalist from Veracruz to be killed since 2010. In light of that number, Veracruz can call itself the most dangerous state for journalists in Mexico, and, according to Reporters Without Borders, even one of the most dangerous places in the world. While clientelism, corruption, and a climate of fear have already resulted in the fact that only a limited amount of journalists still write critically about the state government, most people that do engage in critical journalism await the same fate: masked men knock on the door, often followed by torture, rape, and murder, and finally a statement from the federal chief prosecutor in which he emphasizes that the murder is not necessarily politically driven. In other words, the victim was in the wrong place at the wrong time.

government must balance a not-so-distant history of starving its own population with today’s promise of ever-increasing prosperity — all while confronting increasingly unfavorable environmental conditions. The danger is not that the Chinese might actually starve to death in the near future, any more than Germans would have during the 1930s. The risk is that a developed country able to project military power could, like Hitler’s Germany, fall into ecological panic, and take drastic steps to protect its existing standard of living. How might such a scenario unfold? China is already leasing a tenth of Ukraine’s arable soil, and buying up food whenever global supplies tighten. During the drought of 2010, Chinese panic buying helped bring bread riots and revolution to the Middle East. The Chinese leadership already regards Africa as a long-term source of food. Although many Africans themselves still go hungry, their continent holds about half of the world’s untilled arable land. Like China, the United Arab Emirates and South Korea are interested in Sudan’s fertile regions — and they have been joined by Japan, Qatar and Saudi Arabia in efforts to buy or lease land throughout Africa. Nations in need of land would likely begin with tactfully negotiated leases or purchases; but under conditions of stress or acute need, such agrarian export zones could become fortified colonies, requiring or attracting violence. Hitler spread ecological panic by claiming that only land would bring Germany security and by denying the science that promised alternatives to war. By polluting the atmosphere with greenhouse gases, the United States has done more than any other nation to bring about the next ecological panic, yet it is the only country where climate science is still resisted by certain political and business elites. These deniers tend to present the empirical findings of scientists as a conspiracy and question the validity of science — an intellectual stance that is uncomfortably close to Hitler’s. The full consequences of climate change may reach America only decades after warming wreaks havoc in other regions. And by then it will be too late for climate science and energy technology to make any difference. Indeed, by the time the door is open to the demagogy of ecological panic in the United

States, Americans will have spent years spreading climate disaster around the world. THE European Union, by contrast, takes global warming very seriously, but its existence is under threat. As Africa and the Middle East continue to warm and wars rage, economic migrants and war refugees are making perilous journeys to flee to Europe. In response, European populists have called for the strict enforcement of national borders and the end of the union. Many of these populist parties are supported by Russia, which is openly pursuing a divide-and-conquer policy with the aim of bringing about European disintegration. Russia’s 2014 intervention in Ukraine has already shattered the peaceful order that Europeans had come to take for granted. The Kremlin, which is economically dependent on the export of hydrocarbons to Europe, is now seeking to make gas deals with individual European states one by one in order to weaken European unity and expand its own influence. Meanwhile, President Vladimir V. Putin waxes nostalgic for the 1930s, while Russian nationalists blame gays, cosmopolitans and Jews for antiwar sentiment. None of this bodes well for Europe’s future — or Russia’s. When mass killing is on the way, it won’t announce itself in the language we are familiar with. The Nazi scenario of 1941 will not reappear in precisely the same form, but several of its causal elements have already begun to assemble. It is not difficult to imagine ethnic mass murder in Africa, which has already happened; or the triumph of a violent totalitarian strain of Islamism in the parched Middle East; or a Chinese play for resources in Africa or Russia or Eastern Europe that involves removing the people already living there; or a growing global ecological panic if America abandons climate science or the European Union falls apart. Today we confront the same crucial choice between science and ideology that Germans once faced. Will we accept empirical evidence and support new energy technologies, or allow a wave of ecological panic to spread across the world? Denying science imperils the future by summoning the ghosts of the past. A professor of history at Yale University and the author of “Black Earth: The Holocaust as History and Warning.”

Mexico’s deadly truths Jos Bartman Recently, a team of investigative journalists discovered that the Veracruz state police had kept a secret file on 20 activists regarded as “security risks”. It’s a list of names that shares an important similarity with the string of victims in Veracruz: people who have openly criticized the state government, and have published about corruption and repression by that government. It is clear that the recent killings, and those before Espinosa, are politically driven. Human Rights organizations such as Amnesty International and Civil Rights organizations such as Article 19 recognize this. But policy-makers and commentators around the world continue to misunderstand the nature of this repression. Take the minister of foreign affairs of the Netherlands, Bert Koenders, for example, who praised the Mexican government for its international promotion of human rights after his latest diplomatic visit. In a press release, he noted that the Netherlands and Mexico are becoming more alike in their political ambitions. Koenders emphasized that Mexico wants to take more responsibility for promoting peace and safety in the world – by supporting UN peacekeeping missions.

He described the efforts of the Mexican government to curb international drug problems as “admirable.” This while numerous journalists who have investigated the links between politicians and drug cartels have been brutally killed. Koenders’ statement is characteristic of the way in which policy-makers only address the official position of a country when it comes to human rights, and leave out the empirical position. Human rights and civil rights organizations are less positive about the Mexican government, and such organizations have repeatedly tried to put pressure on the government to end the extrajudicial killings of journalists and activists. This is made difficult given that the state repression of dissidents in Mexico is exercised in a decentralized fashion. But some of the blame over the misinterpretation of repression must also be directed at non-governmental organizations themselves. One of the most influential democracy watchdogs, Freedom House, evaluates Mexico as an average performer when it comes to the state of civil rights and political freedom. This is in contrast to countries like China which does badly on such ratings. The reason why Freedom House

is relatively generous to Mexico is the same reason why the Dutch minister of foreign affairs is so positive about the political ambitions of the Mexican government: both are essentially saying something about official government policies, not real practice. The kind of reporting used by Freedom House mainly targets the legal freedoms people enjoy in a country, such as the right to participate freely in elections or the right to conduct journalism unhindered. In Mexico, these freedoms are indeed reasonably well protected by the law in comparison to China. But these measurements do not say much about how countries live up to those legal standards. The consequence of this is that countries like China, where political opponents are prosecuted via national law, have worse ratings than countries where political opponents are tortured and murdered in their own homes. In countries where politicians do not have the formal means to repress political opponents, another toolbox of repression is often opened – the execution of repression in collaboration with organized criminality, while federal politicians turn a blind eye. Any solution must separate political repression in its most essential form from the manifestations of repression, define repression as a fundamental intolerance to political opposition, and be open to the ways in which this intolerance can be manifested. If we use these new lenses, we might be able to better understand new and more nebulous forms of repression.

Syrian Refugee Crisis: The Resurgence of the Our Chance To See God Naga Independence Spirit Rev. Dr. Cari Jackson

or over two years (2004-2007) I served as a teacher in an old government school under Mokokchung district. The school is said to be one of the oldest govt. schools in entire Nagaland. One afternoon in the first week of August 2006, I was interacting with the students of class 10. During the course of the interaction, one student asked if I had any special plan on 15th August which would be a holiday. I replied that I had nothing special to do on 15th August and that I would most probably spend the day at home reading some books. Then another student sitting in the last bench asked whether 14th August would also be a holiday. To this, I asked back why 14th August should be a holiday and the student replied “Sir, 14th August is Naga Independence Day”. At this, the whole class burst out laughing. I guess this is what 14th August has meant to most of us for the last many years. We all know that our grandfathers’ generation declared 14th August as our Independence Day in 1947. But maybe because of the horrible episode that followed this declaration and also because of some of our own misadventures and shortcomings coupled with the tamasha played out by the Indian government, 14th August unfortunately has miserably failed to invoke much patriotism, inspiration or feelings in the hearts and minds of the present generation. After the signing of the so-called 16 Point Agreement in 1960, Indian currency started to flow abundantly and unceasingly into our land and almost all Nagas slowly began to engross themselves in the pursuit of this very alluring currency. The trend continues to this day as the flow of Indian currency into our land remains unabated in the last 50 years of statehood. Therefore, in such a situation it is not surprising that the talk about 14th August as Naga Independence Day seemed somewhat irrelevant, amusing and archaic. After all how can we call ourselves independent when we all seem to have totally become dependent on India from the smallest thing to the biggest? In the year 1993, I was a class 10 student. Somewhere around September-October that year, one day our class teacher was helping us in filling up our examination forms for the ensuing matriculation exam to be held in the month of December. In the exam form, we were to furnish all our details like name, parents’ name, DOB, address, religion nationality etc. and our class teacher was meticulously instructing us how to fill up the many columns. Finally we came down to the space where we were supposed to enter our nationality. And here our class teacher humorously commented that all of us were supposed to enter our nationality as ‘INDIAN’ and not ‘NAGA’. At this comment of our class teacher also, the whole class burst out laughing. I am sorry to narrate these experiences but this has become the general scenario in Nagaland. The Naga movement which began as a very noble, genuine and inspiring one in the 1940s and 1950s ultimately was turned into a very bloody, corrupted, tricky and vulnerable phenomenon due to the arrogance and tactics employed by the Indian government. And in the course of time, the Indian government seemed to have won the day when many of our own Nagas themselves got entrapped and entangled in the muddy game of politics played out from the corridors of power in Delhi and many got swayed away by the dubiously lofty ideals and propagandas. In this way, the real spirit of Naga Independence Day which should have ignited deep patrio-

rowing up in Kohima, I had friends who belonged to different Naga tribes but I never felt the differences even as our cultural backgrounds reflected in our different dialects, traditional dresses, and customs etc. Thanks to Nagamese, English education and common spaces like schools, we had free interactions. However, the differences became apparent in college, especially during elections where tribal identity was a central issue. Not just college, but also at state level voting choices revolve around tribal allegiances. Our participation in cultural events and institutions such as church, students’ body or tribal council further strengthens specific tribal allegiances. Concerns or conflicts; achievements or failures each find articulation through assertion and recognition of tribal identity within contemporary society. For e.g. after each board exams local newspapers are flooded with congratulatory messages sent by the respective tribe, village councils and churches. If through such assertions an individual feels a sense of security and identity, the collective body too remains relevant. Yet, while celebrating the collective, the inter-tribal prejudices emerge as powerful spill-overs. Yet, Inter-tribal prejudices are not new-born. The present ethnic divisions and prejudices manifested in everyday lives of Nagas have a historical origin that can be traced to pre-colonial times, and continuing with processes of modernisation in postcolonial India. Nagaland with 16 different tribes, each with unique dialect and cultural practices, reflects “societies within a society”. While the outsiders may perceive Naga society as one, an insider is not oblivious of frictions between these different societies. Tensions due to inter-tribal perceptions and prejudices are matters that need to be taken more seriously. These tensions and anxieties have diverse trajectories and expressions. During pre-British era, there were instances of inter-tribal feuds about protecting one’s land and hence a survival strategy. British consolidated the diverse ethnic groups under a common identity of ‘Naga’ regardless of their intrinsic

tism, pride and honour in the hearts and minds of every true Naga seemed to have remained dormant for many years. However, with the signing of the so-called Framework Agreement on 3rd August 2015, the spirit of Naga Independence seemed to have been brought alive again. For once, the realization of the Naga political aspirations seemed so near (and yet so far). The signing of this Framework Agreement made headlines in all the national TV channels across India and for once many were made to believe that a solution to the decades-old Naga political issue was indeed round the corner. Some have already started to label the 3rd August Agreement as a historic one but I feel it is too early to call it a historic one. Only time will tell if the so-called Framework Agreement will be a historic one or not. But one thing is clear. The signing of the 3rd August Agreement has given a new impetus to the political aspirations and freedom movement of the Nagas. When India is already acknowledging that the Naga issue is a political issue which needs a political solution, it is a clear indication that the voices and aspirations of the Nagas are not grounded on myths and fables. When India has realized that it cannot bring solution to the Indo-Naga problem through its military might, it clearly indicates signs of maturity on the Indian side. When India recognizes the history and situation of the Nagas as unique, then an amicable solution certainly should not be hard to come by. When the Indian Prime Minister is even taking pride in talking about the Nagas in a faraway place like Dubai, then indeed the Naga case is already a case to be reckoned with by one and all. Thus, by most accounts, it now seems to be clear that the political aspirations of the Nagas is undoubtedly grounded and deeply rooted on solid foundations. Only dishonest observers will say that Nagas have no right to live and exist as an inde-

pendent sovereign nation in this part of South-East Asia. So it is somewhat unfortunate that the spirit of Naga Independence declared on 14th August 1947 has not been able to have the needed impact in the hearts and minds of some Nagas past and present. But I guess all Nagas should realize and always remember that a historic event did take place in our land on 14th August some 68 years ago when some of our folks declared our independence in the most humble and touching manner imaginable. For me, it was rather touching as well as satisfying to see some old folks commemorating the hoisting of the first Naga shawl on 14th August 1947 at Razhü Pru Mission Compound to symbolize Naga aspiration for freedom, equality and liberty. On 14th August 2015, a commemorative monolith was unveiled to mark the historic hoisting that took place on 14th August 1947. Yes indeed, it is heartrending and emotional to know that an Angami shawl (Lohe) attached to a bamboo pole bought for half a rupee was used as the first Naga flag to symbolize Naga independence from colonial rule on 14th August 1947 – a day ahead of India’s independence. In the aftermath of the signing of the Framework Agreement on 3rd August 2015 came 14th August – Naga Independence Day. Of course, every year 14th August is celebrated by all Naga political groups as Independence Day. But this time there was certainly something different and undeniable about the celebration of the Naga Independence Day. Almost all Nagas know that 14th August is our Independence Day but for many it is just taken as another day in the yearly calendar without any emotions. But I saw that this year, 14th August was celebrated by many with nostalgia, hopes and prayers. And for once, 14th August seemed to have become the most important day in the Naga calendar……….. and I hope and pray that this trend continues even in the years ahead……

Inter-tribal prejudices among the Nagas

Subject Matters Subeno Kithan differences. Post-British, many remain connected through long socio-political struggles of Nagas living within Nagaland and beyond. However, today Nagas, with greater exposure to outside world and developing forward looking aspirations, seek alternatives to assert their tribal identities on the basis of the competitive strategy- to be better than the rest. This idea is instilled through gradual socialisation which in turn accentuates one’s tribal allegiance. Conflict, peace talks and political struggles for sovereignty continue even as deprivation and need for development underlie the lived reality of Naga people. When it comes to understanding Naga perception both in terms of self and others, things are not as simple as they are made to be. The same assertion of ‘self’ crafted around tribal identity is also responsible for highlighting differences between different tribes. That is, the ‘othering’ has taken place to distinguish non-tribals from tribals as well as one tribe from the other. These inter-tribal prejudices find many subtle expressions in daily interactions amongst Nagas. For instance, often simple cuisine differences are converted into stereotypes (“Unlike others our meat curry is not-watery; it is rich

and thick”); traditional attire, which celebrated unique tribal identity, often diminishes the other (“The design and colour of our mekhela is better than the other tribes.”); In fact, the shared recognition of being tribal, that mobilised resistance against outsiders, splinters into similar politics of difference within tribal groups (“That tribe is different from us, they are not to be trusted.”) What produces these prejudices? As mentioned earlier, the intertribal prejudices are products of love for one’s own tribal association, often detrimental to that of others. This attachment, bound intricately with one’s tribe, expressed by recognising similarities and differences is popularly referred to as Tribalism. Collectivism and irrationalism, Ayn Rand says, are both nature as well as cause of tribalism (In Philosophy: Who Needs it), wherein indiscriminate or uncritical allegiance to tribe produces ruptures within the fabric that holds different tribes together. In fact, Llyod Fallers, a prominent anthropologist, saw tribalism as ethnic “divisiveness” (In Paul James, Globalism, Nationalism, Tribalism: Bringing Theory Back in). And indeed we find the “ethnic divisiveness” thickening

within the Naga society wherein anxieties amongst different tribes pertaining to each other prevail. So, tribalism helped in giving a sense of security and belonging, a sense of heritage and pride, of a connected past and collective memories; but it also produced anxieties and mistrust, ruptures and rifts. If tribalism helped to bring us together, it could not contain the gaps growing on inter-tribal differences. To protect the group identity and collectivity our forefathers maintained endogamy, language etc. By retaining some of these till date different tribal groups have managed to sustain themselves. Yet, we need to ask ourselves- whether we can remain untouched with winds of changes around us, and whether we should? This is important because even the formation and continuation of ethnic group, Fredrik Barth argues, is dependent upon interaction with ‘Others’ (In Ethnic Groups and Boundaries). We need to rethink the possibilities of peaceful co-existence both by drawing on our traditional values such as that of hospitality and generosity towards people of one’s own tribe, and by adopting newer ones such as by extending the value of egalitarianism between tribes. We need to also introspect whether we are truly, as most claim, true representatives of the Christian faith we profess. If so, forgiveness, tolerance and acceptance are the ideals we are to uphold; not just “unto one’s tribe” but also ‘unto one’s neighbours’. If you are still debating whether or not we should worry about inter-tribal differences then consider this. One major fall out of these growing inter-tribal differences is lack of dialogue on critical issues that can help develop informed public consensus. Can our claims of a sovereign state for Naga people hold forth if we are not able to bridge our own divisions? Do we address these divisions now or leave them for later? ince 2011, more than 200,000 Syrians have died in the civil war. Close to 12 million — one-half of the Syrian population of 23 million — have been forced from their homes. More than four million have fled. What began as an act of civil protest has continued to expand to civil war, genocide, and mass exodus. It began as protest in response to the arrest and torture of teenagers who wrote revolutionary slogans on a school wall. Globally, according to UNHCR, one in every 122 humans is now either a refugee, internally displaced, or seeking asylum. Across the world, there are an estimated 60 million people displaced from their homes because of war and persecution — the highest displacement on record. And those who leave violence in their homelands too often become targets for robbery, boat smuggling, human trafficking, and mistreatment from border guards. As Jesus and his disciples were traveling through one town after another, his disciples debated whom among them would be the greatest and have the most important position when Jesus came into his kingdom. Jesus responded, “‘Whoever wants to be first must be last of all and servant of all.’ Then he took a little child and put it among them; and taking it in his arms, he said to them, ‘Whoever welcomes one such child in my name welcomes me, and whoever welcomes me welcomes not me but the one who sent me.’” (Mark 9: 35b-37) Welcome is not merely receiving others. It is receiving others with gladness or delight, especially in response to a need. The reception extended to Syrian and other refugees has been varied. Years of violence in Iraq and Syria have “stretched the capacities of neighboring countries to accommodate the displaced,” according to the New York Times. Hungary in particular has been slow to allow Syrian migrants to pass through, as the nation is in the process of erecting a 110-mile long wall along its Serbian border to keep migrants out (cost: $35 million). As the European Union seeks to respond with compassion, there is a proposal of mandatory quotas for each of the 28 EU member-nations to help relocate refugees. Perhaps itself having learned a great deal about the long-term consequences of civil war, persecution, and genocide from World War II, Germany has extended the greatest welcome so far. As a result, by the end of this year, an estimated 800,000 refugees will likely request asylum in Germany. How has the United States responded to this global crisis? Thus far, the Obama administration has committed to allowing entry to 1,800 Syrian refugees this year. To date, almost 1,500 have been granted asylum. Secretary of State John Kerry is now engaged in bipartisan discussions with the Senate to design a much higher number of refugees to be given asylum. The refugee crisis has become an issue in the presidential race. While U.S. politicians are discussing what the number of spots should be, the International Rescue Committee is urging the U.S. to set aside room for 65,000. By presenting the issue of welcome in response to the disciples’ questions about who would be the greatest, Jesus emphasizes the relationship between welcome and greatness. His message: If you want to be great, you must celebrate and welcome others the most, especially those who can benefit you the least. This kind of welcome is possible only when we see God in others. I am encouraged about the possibilities offered in this moment in our nation’s history. This moment invites us to break through and tear down the walls of anti-Muslim fear that have been erected since the attack on the World Trade Center in 2001. Now, the opportunity is for us to see the faces of Syrians and other refugees as people who seek peace, people who long for home, and people who have endured the ravages of civil war. And in their faces to see God. What a sacred moment this offers us as a nation. What will we do? For many of us, the answer to that question hinges on the projected impact of mass immigration on jobs, wages, and the overall economy. Based on recent history of mass immigration, employment and wages largely remain neutral in response to waves of immigrants. For example, when the 1980 Mariel boatlift brought 125,000 Cubans to Florida, native U.S.-born workers did not lose jobs or overall economic ground. When Israel had a spike in Russian immigration in the early 1990s, the existing workforce experienced a nine percent increase in wages. Spiritually, welcome is not about economics. Nor is welcome simply about granting asylum. Welcome doesn’t end with opening our shores — that’s when it really begins. Because of the extreme anti-immigrant and antiMuslim sentiment so pervasive in today’s media, we must think not only about a governmental immigration policy. We must also think about and pray for a spiritual principle of welcome. Using my definition of welcome as “receiving others with gladness or delight,” we must begin to pray for guidance to discern any Muslim-suspicions within our own hearts and minds. Even the most Christian, liberal, and justice-seeking among us are not immune to unconscious incorporation of suspicions of others. I know this well from personal experience — from the many times in workplaces, churches, schools, retail stores, and neighborhoods that I have been met with suspicious toleration, but not welcome. This suspicious toleration was shaped by the perceptions and assumptions others had about me, because I am black, gay, female, or full-figured. No welcome. No delighted reception. And I must confess, I have not always extended welcome to everyone, either. Welcome doesn’t end with opening our shores — that’s when it really begins. Jesus invites us to our own greatness and tells us the path to that greatness is not based on our pre-judgments or assumptions about others, not based on whether we see them as our equals, and not based on our presumptions about whether they can benefit us in some way. No, the path to our greatness as individuals, faith communities, and nations is the path of welcome — receiving others with gladness and delight. In order to do so, we must recognize the face of God in all people. Ultimately, this path also leads to peace. You are welcome.

Dengue outbreak: toll reaches sixteen as two more girls die New Delhi, September 17 (pti): Two girls, aged three and nine, have become the latest victims of dengue in the city, taking the death toll to 16 today in what is being billed as the worst outbreak of the vector-borne disease in the national capital in the past five years. Three-year-old Neha Mathur, a resident of Sangam Vihar area in south Delhi, died of dengue at Saket City Hospital yesterday, doctors said. The nine-yearold girl, a resident of Okhla died on September 15 at RML hospital, doctors said. According to Neha’s father Vinod Mathur, she had fever for quite some time and on September 11, he got her tested but the results were normal. “The test results were normal. But as fever did not subside, on September 15 we took her to Pt Madan Mohan Malaviya Hospital. Doctors there did not carry out any tests, just gave her drip and discharged. Around 3 AM yesterday, she developed high fever and we rushed her to Majeedia Hospital in Hamdard Nagar where again the doctors gave her injection and stabilised her. They did not admit her or did not carry out any tests,” said her father. “We brought her home, but her condition deteriorated and we took her to Saket City hospital around 11 AM where she died. She tested positive for dengue at the hospital,” said Mathur. “The patient had come with internal bleeding and died of dengue shock syndrome,” said Dr Shashishekhar Singh, senior consultant at the hospital’s Paediatrics department. According to municipal corporation officials, over 2,000 people have tested positive for the vector-borne disease. The death toll as per the official data still stands at 5.

Declining to entertain an appeal by a Jain organisation, the bench emphasised that the compassion for living creatures doesn’t have to be only on a few days but it should be for the entire year. India took the unusual step of naming the diplomat Majed Hassan Ashoor, the first secretary at the Saudi embassy, in a statement late on Wednesday announcing his departure. The statement said Ashoor was protected under the Vienna Convention on Diplomatic Relations, which grants diplomats immunity from arrest, criminal prosecution and civil lawsuits when they are posted overseas. The incident posed a challenge for Prime Minister Narendra Modi, who is due to make a rare visit to Saudi Arabia later this year. At the same time he has made improving relations with neighbouring Nepal, one of his top foreign policy priorities. A police officer involved in the case said he is confident they will be able to track the other accused men because they have CCTV from the entrance of the apartment and will be able to track their mobile phones.

Datas of antibiotics resistance in developing countries out, figures for India are scary New Delhi, September 17 (ie):Researchers at the Center for Disease Dynamics, Economics & Policy (CDDEP) have released new data documenting alarming rates of bacteria resistant to lastresort antibiotics that can lead to life-threatening infections across the world. Though wealthy countries still use far more antibiotics per capita, high rates in the low and middle-income countries like India, Kenya and Vietnam for which surveillance data is now available sounds a warning to the world. In India, 57 per cent of the infections caused by Klebsiella pneumoniae, a dangerous superbug found in hospitals, were found to be resistant to one type of last-resort drug in 2014, up from 29 per cent in 2008. In comparison, these drugs, known as carbapenems, are still effective against

Klebsiellainfections in 90 per cent of cases in the United States and over 95 per cent of cases in most of Europe. The findings were released via CDDEP’s ResistanceMap, an interactive online tool that allows users to track the latest global trends in drug resistance in 39 countries, and antibiotic use in 69 countries. It includes infections caused by 12 common and potentially deadly bacteria, including Escherichia coli (E. coli), Salmonella, and methicillin-resistant Staphylococcus aureus (MRSA). This is the first time data from a significant number of developing countries have been brought together publicly. CDDEP also issued the first report to look comprehensively at the current state of global antibiotic use and drug resistance in humans, livestock and the

environment. The report, The State of the World’s Antibiotics 2015, lays out six strategies that belong in every national plan to halt the spread of resistance. Authors say antibiotic stewardship is the key component of that action, and they challenge the frequently-cited notion that the problem with antibiotic resistance is a lack of new drugs in the antibiotic pipeline. Between 2000 and 2010, total global antibiotic consumption grew by more than 30 per cent, from approximately 50 billion to 70 billion standard units, based on data from 71 countries, including most high-population countries. Per capita consumption is generally higher in highincome countries, but the greatest increase in antibiotic use between 2000 and 2010 was in LMICs, where use continues to rise.

Carbapenems are considered last-resort antibiotics, used for infections that are resistant to first, second and even third line antibiotics. New findings indicate that Klebsiella pneumonia resistance to last resort antibiotic class carbanpenems was 57 per cent in India in 2014, up from 29 per cent. In Europe this number is less than 5 per cent. In India, this is a very dangerous trend, because Klebsiella resistance to a variety of drugs is high. The super bug found in hospitals is around 80 percent resistance to the drug class third generation cephalosporins, 73 per cent resistant to fluoroquinolones, and 63 percent to aminoglycosides. “For four of five drug classes tested, Klebsiella was more than 60 percent resistant in India,” Dr Ramanan Laxminarayan, CDDEP Director and re-

port co-author, when contacted in New Delhi told The Indian Express. This new data provides global trends in drug resistance in 39 countries and antibiotic use in 69 countries and documented alarming rates of bacteria resistant to last-resort antibiotics that can lead to life-threatening infections across the world. tries, India has the highest rates of resistance to nearly every drug used to treat it; strains of E. coli are more than 80 per cent resistant to three different classes of drugs, meaning treatment options are becoming increasingly limited. “Carbapenem antibiotics are for use in the most dire circumstances— when someone’s life is in danger and no other drug will cure the infection,” said Sumanth Gandra, a CDDEP resident scholar in New Delhi. ResistanceMap also tracks rates of antibiotic use, and findings indicate that both human and animal antibiotic use is rising dramatically in middleincome countries—particularly China, India, Brazil and South Africa. In many countries, antibiotics are easily purchased in pharmacies and shops without prescription. “A rampant rise in an-

tibiotic use poses a major threat to public health, especially when there’s no oversight on appropriate prescribing,” said Laxminarayan. “Antibiotic use drives antibiotic resistance.” ResistanceMap’s data come from a variety of sources, from small private laboratories in India to large datasets from the European Centre for Disease Prevention and Control, covering 30 countries. ResistanceMap, supported by a grant from the Bill & Melinda Gates Foundation, says limiting overuse and misuse of antibiotics are the only sustainable solutions. “India is represented by data from SRL, a large private laboratory network from 2008 to 2014. This network includes 5,700 collection centers in 26 of India’s 29 states and two of seven Union Territories.

The collection centers include private hospitals (tertiary care, secondary care) and diagnostic laboratories; samples are also collected in patients’ home. Efforts are underway to expand the ResistanceMap network to include other large private laboratories and both private and public hospitals in India, Dr Ramanan said. In order to to strengthen the surveillance of antimicrobial surveillance in the country, the Indian Council for Medical Research, has been tracking resistance pattern of six pathogens causing diarrhoea, typhoid, fungal infections and infections that patients acquire in hospitals and ICUs. It has set up six nodal centres in four hospitals at PGI, Chandigarh, Christian Medical College, Vellore and one each at AIIMS, New Delhi and JIPMER in Pondicherry.

China’s island airstrips to heighten South China Sea underwater rivalry HONG KONG, September 17 (re uterS): China’s apparent construction of a third airstrip on its man-made islands in the disputed South China Sea could fill a gap in Beijing’s anti-submarine defences, complicating operations for the U.S. Navy and its allies, Chinese and Western experts said. While most attention has been on the power projection China would get from its new islands in the Spratly archipelago, China could also use them to hunt rival submarines in and beyond the strategic waterway, they said. Possessing three airstrips more than 1,400 km (870 miles) from the Chinese mainland would enable Beijing to extend the reach of Y-9 surveillance planes and Ka28 helicopters that are being re-equipped to track submarines, the experts added. A Pentagon report in May noted China lacked a robust anti-submarine warfare capability off its coastline and in deep water. Air pollution could kill 6.6 million people a year by 2050 LONDON, September 17 (reuterS): Air contaminated with pollutants such as ozone and tiny particles could cause the premature death of about 6.6 million people a year by 2050 if nothing is done to improve air quality, scientists warned on Wednesday. In a study published in the journal Nature, they found that outdoor air pollution already kills about 3.3 million people a year worldwide. The majority of those deaths are in Asia where residential energy emissions, such as those from heating and cooking, have a major impact. And that toll could double over the next 35 years, the researchers warned, unless clean-up measures are taken. “This is an astounding number,” said Jos Lelieveld of the Max Planck Institute for Chemistry in Germany, who led the research. “In some counties air pollution is actually a leading cause of death, and in many countries it is a major issue.” Air pollution deaths are most commonly from heart disease, strokes or a lung disease called chronic obstructive pulmonary disease (COPD). It is also linked to deaths from lung cancer and acute respiratory infections. Calculating the health and mortality effects of outdoor air pollution on a global scale is not easy, partly because air quality is not monitored in every region and the toxicity of particles varies depending on their source. So for this study, Lelieveld’s team combined a global atmospheric chemistry model with population data and health statistics to estimate the relative contribution of different kinds of outdoor air pollution, mainly from so-called fine particulate matter, to premature deaths. Their results show that in India and China, for example, emissions from heating and cooking, have the largest death toll, while in much of the United States and a few other countries, emissions from traffic and power generation are crucial. In the eastern United States and in Europe, Russia and East Asia, agricultural emissions are the biggest source of the kind of fine particulate matter that gets into people’s lungs, causing illness, disability and death. Oliver Wild, an atmospheric scientist at Britain’s Lancaster University, said the study “really brings home the need for air quality controls”, particularly in heavily populated parts of Asia.

UN: Millions of children’s lives saved as malaria deaths plunge LONDON, September 17 (reuterS): Rates of death from malaria have plunged by 60 percent in the past 15 years, meaning more than 6 million lives have been saved - the vast majority of them African children, United Nations agencies said on Thursday. In a joint World Health Organisation (WHO)-UNICEF report, experts also said that a crucial Millennium Development Goal to halt and begin to reverse the incidence of malaria by 2015 has been met “convincingly”, with new cases of the parasitic mosquito-borne disease down by 37 percent since 2000. WHO Director-General Margaret Chan hailed it as “one of the great public health success stories of the past 15 years”. “It’s a sign that our strategies are on target and that we can beat this ancient killer,” she said in a statement. The report found an increasing number of countries on the verge of eliminating malaria. In 2014, 13 countries reported zero cases and six had fewer than 10 cases. Yet despite enormous progress, malaria remains an acute problem in some regions, the report said. This year alone, there have been an estimated 214 million new cases of malaria, with around 438,000 deaths. “Malaria kills mostly young children, especially those living in the poorest and most remote places. So the best way to celebrate global progress...is to recommit ourselves to reaching and treating them,” said UNICEF Executive Director Anthony Lake. “We know how to prevent and treat malaria. Since we can do it, we must.” A study by the Malaria Atlas Project at Britain’s Oxford University found that “by far the most important intervention” in reducing malaria cases and deaths has been the use of insecticide-treated bednets (ITNs), around a billion of which have been distributed in Africa since 2000. Some 68 percent of malaria cases prevented since 2000 were stopped by ITNs, while anti-malarial drugs called Artemisinin-based combination therapies and indoor spraying accounted for 22 percent and 10 percent of cases prevented, according to the study published in the journal Nature on Wednesday. The United Nations now has a new goal for malaria control -to cut the numbers of new cases and deaths by a further 90 percent by 2030. The WHO-UNICEF report said that annual funding for the anti-malaria campaign will need to triple, from $2.7 billion now to $8.7 billion in 2030, to meet that goal.

This means China’s land-based weapons would be vulnerable to a first strike if Beijing stuck to its “no first use” policy in a conflict. Chinese media and international military blogs this year have shown photographs of Jin-class submarines operating from a naval base on Hainan Island off southern China. It’s unclear if they have been armed with longrange JL-2 nuclear ballistic missiles. In a return to Cold War-style cat-and-mouse operations undersea, rival submarines were already trying to track each other, said Western and Asian naval officers with experience of anti-submarine warfare. They said the United States would be trying to identify and track individual Chinese submarines, just as it stalked then-Soviet Union missile submarines across the Pacific and Atlantic oceans during the Cold War. Japan’s ultra-quiet diesel-electric submarines were also increasingly active while, over time, Vietnam’s emerging fleet of advanced Russian-built Kilo-class submarines would be another headache for China. “We’re looking at them, and now increasingly they are looking at us,” one retired Asian-based naval officer said of China’s growing undersea operations.

It might seem an ideal time for U.S. President Barack Obama to take advantage of Beijing’s troubles and get tough when he hosts Chinese leader Xi Jinping for a state visit on Sept. 25. Obama is expected to press Xi on issues that have strained relations between the two countries, but his approach will be tempered because for better or worse the world’s two biggest economies are inextricably bound together. That will mean a difficult balancing act for Obama. He is under pressure to send a strong message to Xi over cyber spying, Chinese economic policies and South China Sea disputes, but he does not want to upend a summit that could set the tone for relations for his last 16 months in office.

“The test for Obama is whether he can leave this very important relationship in better shape than he found it,” a senior U.S. diplomat said. “And the jury is still out.” Critics have said that Obama’s strategy of alternately prodding and cajoling China to play by international rules has yielded little but defiance from Beijing. Calls for a harder line have echoed from Congress to Republicans campaigning for the 2016 presidential election. On Wednesday, Obama sought to dispel any notion that he would be soft on Xi. Speaking to members of the Business Roundtable, Obama warned of “countervailing actions” if China persisted in cyber espionage, said it must not wield protectionism like a “Third World country” and urged China to stop “pushing around” its smaller neighbours. At the same time, with nationalistic sentiment rising at home, Xi can ill afford the appearance of an economically weakened China making concessions to America. “As long as Xi shows he defends China’s interests and does not sur-

render to U.S. pressure it will be perceived as successful (domestically),” said Jia Qingguo, dean of the School of International Studies at Peking University and an adviser to the Communist government. NARROWING THE GAPS No policy breakthroughs are likely during Xi’s U.S. trip, which is due to begin with meetings with high-tech executives in Seattle early next week and end with a speech at the United Nations General Assembly in New York on Sept. 28. The best hope is to narrow some gaps and stress more modest achievements, U.S. and Chinese sources have said. Those could include progress towards a bilateral investment treaty, building on the countries’ climate change commitments and new rules to cut the risk of confrontation in the Asia-Pacific region. A senior U.S. official insisted that Obama would not shy away from areas of disagreement. “We’re not going to pull any punches,” the official said, adding, “When we can’t narrow differences (we can) at least manage them effectively.”

JubA, September 17 (reuterS): More than 100 people were killed in South Sudan when an oil truck exploded as a crowd tried to gather fuel from the vehicle after it had veered off the road, a regional official said on Thursday, a day after the incident. In addition to those killed in Wednesday’s blast, Charles Kisagna, the minister of information in Western Equatoria, said about 50 people were seriously injured. “We don’t have medical equipment and these people may not survive because we do not have the facilities to treat the highly burnt people,” he told Reuters, adding the truck had been travelling from the capital Juba to the Western Equatoria area. Such incidents have happened before in the east African region where fuel tankers often have to travel long distances along potholed roads and pass through poor communities. There are almost no tarmac roads in South Sudan, one of Africa’s poorest nations, which has been mired in conflict since December 2013. Rebels and the government signed a peace deal in August, although the ceasefire has already been violated. Presidential spokesman Ateny Wek Ateny said Wednesday’s incident was not related to the conflict. “This was an accident,” he said.

Powerful quake ripples through Chile SANtIAGO, September 17 (reuterS): Strong aftershocks rippled through Chile on Thursday after a magnitude 8.3 earthquake that killed at least eight people and slammed powerful waves into coastal towns, forcing more than a million people from their homes. The government ordered evacuations from coastal areas after the powerful quake hit on Wednesday evening, seeking to avoid a repeat of a quake disaster in 2010 when authorities were slow to warn of a tsunami that killed hundreds. As the risk subsided, the government lifted its tsunami warning on Thursday morning. The quake and heavy waves afterward caused flooding in coastal towns, damaged buildings and knocked out power in the worst hit areas of central Chile. It shook buildings in the capital city of Santiago about 280 km (175 miles) to the south. The port of Coquimbo suffered major damage in the quake, which was the strongest in the world this year, Interior Minister Jorge Burgos told a news conference. The city was hit by waves of up to waves of up to 4.5 meters (15 feet) after the earthquake, Chile’s navy said. President Michelle Bachelet said she planned to travel to the areas worst affected by the quake, the biggest to hit the country since 2010. Chile is the world’s top copper producer and operations were suspended at two big copper mines as a precaution, sending prices on the London Metal Exchange to two-month highs in early Asian trading on concern over disruptions to supplies. Prices dipped again after there were no initial reports

of damage to mines after daybreak. State copper miner Codelco said it was keeping operations at its Andina mine suspended, but it had restarted operations at its Ventanas smelter. Both Codelco and Antofagasta, which halted operations at its Los Pelambres copper mine, said they were now carrying out inspections but they did not have any reports so far of damage. Los Pelambres is the closest major mine to the quake epicenter. The quake was felt as far away as Buenos Aires in Argentina. Tsunami advisories were issued for parts of South America, Hawaii, California and French Polynesia, although waves were generally expected to be small. As far away as New Zealand, authorities warned of “unusually strong currents” and urged residents in eastern coastal areas to stay out of the water and off beaches. AFTERSHOCKS FELT Dozens of strong aftershocks continued to rattle central Chile, a largely agricultural region south of the mining belt, on Thursday. In the city of Illapel, near the epicenter of Wednesday’s quake, a 26-year-old woman was killed by a collapsing wall. Another person died from a heart attack in Santiago, according to media reports. Most buildings in Illapel had stayed standing, residents said. Quake-prone Chile has strict building regulations that limit potential damage, so newer buildings are able to withstand even strong quakes. Many homes in Illapel and surrounding areas are simple, adobe houses and are more prone to damage.

The brunt of the damage was borne by coastal areas such as Coquimbo where houses and fishing-boats were smashed by waves. “We’re going through a really grave situation with the tsunami.”said Coquimbo Mayor Cristian Galleguillos. Chile is due to celebrate its national holiday on Friday, but roads were cut off and public transport canceled between Santiago and the north, local media reported. The quake is the latest natural disaster to roil mining in Chile, which accounts for a third of global copper output. Northern Chile was hit by severe floods earlier this year, while

a volcanic eruption caused problems for residents in the south. In the hours after that quake, President Bachelet and other government officials misjudged the extent of damage and declined offers of international aid. That delayed the flow of assistance to disaster areas, leaving many survivors feeling they had been abandoned by the government. Bachelet’s government was also slow to prevent looting following the quake. Its failings hit her high approval ratings at the end of her presidential term, although she remained popular and was elected again in 2013.

e the Nagas are living in a crucial time now. The hour has come for us where we are faced with two options: either to receive money and bury our history forever or to wisely choose and live freely as Nagas. Dear nationalists, politicians, and leaders of organisations, the destiny of our nation for freedom or bondage lies in your decisions and actions. This is the time for us to call out for heavenly wisdom. In our struggle for freedom it is not only disunity that will devoid us but also it can be through other means. We are standing at the doors of Integrity and Money. We have to overcome our wants for the sake of freedom at large, for Faith is greater than money. Don’t lose Faith and Integrity for money! It is through Christ and in his wisdom along our society will prosper. God allows and gives time for transformation and freedom. Among the many, there are only few who can stand and lead in spite of the struggles, oppositions, and hardships. We should learn how to appreciate them; like ACAUT, Naga Hoho, Naga Mother Association, and other organisations as such. Historically, India has exploited the Naga rights to live freely as a distinct race of people. Without realising this exploitation, many Nagas are often involved in the benefits that are gained by injustices. Their vision has often been coloured by the one-sided views that they never assumed of our race, region, and nationality background. For such reason of ignorance, the whole pending issues of Sovereignty cannot be drastically changed by the blink of an eye. We have failed to see our future; our impatience has made us rude, restless and unwise for solution which indeed has prolonged the issue. Our goals have been narrowed down by varieties of organisations. We need a new response in the Naga national movement today, and those who believe in non intervention are wrong. A True Naga would mean participation in the struggle to fight against this injustice. One reason why we are still in chains and bondage of disunity is because our theoretical speeches and practical living are in contrast with each other. We talk of getting rights which are selfish in nature. We talk of forgiveness when we ourselves are not willing to forgive others. We talk of peace when we ourselves are not at peace with others. We talk of sovereignty however we have not live like one. We Nagas keep on talking, but talks alone won’t work when we don’t put our heads and hearts together for the cause. The younger generation are finding hard to track the footprint of nationalism; all we see and know about nationalism as factions, tax, extortions, threatening and killing. We have talked enough of solution without a formula. Dear Nagas, let us come together. Forming Organisations have created disunity rather than unity where leaders are competing among themselves. The truth is hidden and people are being misled. It is high time for us to understand, reflect, and never to make the same mistake again. Although India colonised us politically, true sovereignty is within us. Unless we forgive, unless we approach, unless we remove our –ism, unless we listen, and unless we speak and share the same voice; we will be in bondage not only of India but also of ourselves. We cannot think of the future at the cost of the weak, to suppress and kill those who oppose us, to rule by might and power among us. I dream of a future Naga Nation where people live freely from fear and –ism. Time has come for us now to decide; it’s a matter of forgiving, and marching together to gain sovereignty or to never talk about it if we are unable to forgive and unite together. s I was preparing a talk on the life lesson of Jonah, the opening lines of the book caught my attention. It reads, “The word of the Lord came to Jonah, son of Amittai…” I mused, it could have just stated, “The word of the Lord came to Jonah and then continued on…”but the Scripture minutely mention his dad’s name. The phrase that gripped my mind was that of Jonah’s identity as Amittai’s son. He carries an image of his family’s root that cannot be erased. He was recognised by his family line. He was not merely carrying a self but a people and a lineage. Our society is also one such that our roots to our tribes and clans are deep-seated. One person commits the act of rape, stealing, killing, black business and so on. The next thing to follow is predictable: “Whose son or daughter is he/she? What tribe does he/she belong to? Where does he/she reside?”Although, these are valid questions being asked or enquired by one and all, the denouncement sometimes reach to the extreme edge where the whole tribe’s name are being dragged into or epithet with. The tribe of the accused hush up in shame. So why can’t we just blame or judge the person and not the family or the tribe?” But sadly, that’s impossible because we are an offshoot of our progeny. Another Naga succeeds in his/her endeavours, the laurels and accolades are not circumscribed to the individual but to all the kinfolks. This fact remains. No matter how insignificant you think you are, you represent the people you originate. Your interrelation with other communities as individuals reveals the identity of your tribe. The walls of tribalism will crumble down once we begin to eliminate the negative attitude of trying to pick out the speck in someone’s eye shaving the conscious of a log of wood in our own eyes. Instead of microscoping the sins of others, we must begin to appreciate the noble qualities of each communities. Unity is possible so long as we are ready to embrace it. However, if we are continually in the habit of biting and devouring one another, beware that we do not consume one another. I vividly recall the times spent in my theological training at Bangalore. People perceive us as a group of Nagas and never as this/ that tribe. Unity is much prevalent. But the sad fact is that some have misrepresented our real ethics and culture to the outsiders. They are not hesitant to label us, “Nagas-amorally loose community, lasses so cheap.” You would say, that’s not fair but the datum remains because of some who doesn’t represent the Nagas well. As is written in the Scriptures, “God’s name is blasphemed among the pagans because of you,” may be the right word to address here. Nonetheless, even if we point fingers now, two wrongs do not make a right. Therefore, our concern is not to those bad images but to paint a new portrait of who we really are. Yes, in the ancient days, people perceive us as head hunters but now it’s a different story with the dawn of Christianity. Now we are not merely representing Nagas but Christ. Therefore, it is imperative that we live our life by truly setting forth a clear picture of what Christ’s follower should correspond. Dr. Ravi Zacharias in his book, “Can Man live without God,” recounts a story of a village where Christianity was not welcomed because of the atrocities committed by the so-called Christian radicals. This religious fanatics, in the name of the Almighty depicting the banner of the cross vow to kill if they would not abide by their laws. A man named Chekov lost all his family because they refused to acknowledge their threats. The village was torn by death and dearth. Years later, a missionary pass by that village and preached to them. Chekov strongly countered, “I have nothing to do with your Christianity,” giving a gazillions of argument why he rejected Christ to which the missionary wisely answered, “Suppose a man wore your coat and killed a stranger and your coat stained with blood was taken as an evidence for the soldiers to arrest you. The soldiers are at your door claiming that you are the murderer because it’s your coat…” “I know what you are trying to get at,” replied the man irritably. The missionary left him but would return time and again to help the villagers in rebuilding their homes showing them Christ’s love until one day the man knelt down, tears rolling down his face uttered, “You wear his coat very well.”The man could not refute the missionary’s life well-preached. None of our rhetoric or argument in the podium or our voices in the air will have an impact until and unless we begin to wear the true identity which we have found in Christ. I. Questions from Concerned Public on the Common Platform. 1. Why did NAGA Hoho and NSF opposed this common platform and why NPMHR are silent on the 3rd August “Peace Accord” 2. Is here a difference between “Framework Agreement” and “Peace Accord”? or are they one and the same thing? Kindly throw some light in the context of its associated concept in relation to the Naga Political Problem/Issue 3. Framework agreement is another stone in building the tower of Babel. Let us make this the final Accord with all on board. Sovereignty not Possible, Integration not possible. Then what is the next best thing to make it a stepping stone. 4. Why are the people of Nagaland accepting NAGA HOHO, NSF, NMA when there is no eastern Nagaland Peoples Organisation representation? Without 100% percent representation of all Naga, No organisation has the mandate of the people to speak for Naga, for that matter, Nagas of Nagaland. 5. Every 14th August all the NPG of Nagaland consisting of 7 to 8 different factions celebrate Independence day. But why it is so difficult for them to unite and fight for one Naga Independence. Let the 7 or 8 Naga NPg’s divide Nagaland into 7 or 8 different regions as per their choice and let them rule without disturbing one another. Only then the general public may get some peace. 6. What is the best that can be done if the GoI and the NSCN IM bring about a solution acceptable to both parties and the general Naga Public but which is rejected by certain NPG’s 7. Nagas should ask what Govt. of India have already promised to the Nagas. ie. Sixth (6) point of the Nine point agreement 1947. Bring back our land that once belonged to the Nagas. 8. What do you suggest we do practically as a starter to get our people to consciously unite and truly understand this is their future where they have to have a stake? How do we have the voices heard if they are not willing to open up. 9. We may write for RTI to the GoI about the Accord between GoI and IM. RTI about 6th round of talks between FGN and GoI. 10. Peace Accord is for bringing lasting peace and bringing the conflicting parties together. If then, why did NSCN IM signed the Accord when there was rift and discord between NSCN K and Govt. of India. 11. When Nagas have already a national Government called Federal Govt. of Nagaland (FGN), why do we need another government. 12. What is your suggestion on the current Civil Apex organisations about being the voice of the people by actually speaking to the people whose future they are about to decide? Do they think Nagas have no ability to think for themselves and that selecting them means they don’t have to hear what people have to say? How will you suggest they remove this wrong notion of ultimate power they seem to assume by disallowing society to hear and share 13. Why are the “Groups” so afraid or against ACAUT’s call for a public meeting on “Peaceful Settlement.” 14. What is the agreement that have been signed between the GOI and the NSCN IM? 15. Please give your personal suggestion about settling the Naga Imbroglio in a definite manner. 16. Will it not be good to have one Apex Naga NGO to take any decision on behalf of the Nagas? 17. Can there be a common platform where all the NPG’s can come and have an interaction. 18. Does civil society exist in Nagaland? 19. We understand and we have studied in schools that Nagaland has 16 tribes and 4 indigenous tribes. In 1951 when the plebiscite took place, it only had the 16 tribes of Nagaland? Now when we speak of Naga issue and inclusiveness of all other Nagas from different parts of the state and country, and the possibility of PAN Naga then what is going to happen to the people of Nagaland? What is going to happen to the future of Nagaland? Why are the people of Nagaland silent on this issue? 20. Under the compelling political situation, the onus seems to be on the 16 tribes of Nagaland and this demands the unity of the 16 tribes. A case in point, with Eastern Nagaland demanding Frontier Nagaland. Besides the questions concerning praxis, it only leads to further fragmentation coming in the way of peace and unity. Are Nagas of Nagaland willing to shed the narrow differences and unite? 21. Is signing the “Peace Accord” between GoI and NSCN IM compromising the article 371 (A) granted to Nagaland? Is our mineral resources being compromised? 22. In their opinion, what could be the possible solution for establishing horizontal approach of Naga Peace Accord for a permanent solution. 23. When there is conflict why GOI is signing Peace accord with NSCN IM. Why are the other insurgent groups not included in the scheme of things. 24. Do you think that the offering of an olive branch to other NPG’s by NSCN-IM ‘now’ is genuine or out of compulsion only? 25. In the past reconcialiation among the NPG’s only means ‘not to fight for or kill amongst themselves for a certain period of time’. However this time around the NSCN-IM’s change of tone shows they mean business or just a lip service? 26. The August 3rd Peace Accord was hurriedly signed due to the ill health of Isak Swu. Do you think NSCNIM compromised certain points to get it signed while Isak is still alive? Does it mean that unless Isak Swu signed the paper, there are certain points Nagas of Nagaland will not accept? 27. If the terms in the Frame work agreement are ‘inclusive’ for all Nagas why is there lack of transparency? Will it be acceptable to every Naga? Is PANNaga Hoho only a text book theory or viable? Will it realistically work? 28. Has the idea of ‘shared sovereignty’ betrayed the Naga plebiscite of 1951? 29. Socialism and democracy cannot co-exist. What the Naga polulace desire today is democracy. Do you think the NSCN-IM (Including other NPG’s) will make a transition to honor peoples desire anytime soon

II. Views and Opinions of the Panelists 1. Dr. Visier Sanyu Meyasetsu, President, Naga Overseas Association • NSCM-IM must be honest, inclusive and follow a democratic process. • On integration: Make no mistake; there is no greater Nagaland or smaller Nagaland but one Nagaland. We won’t take an inch of Assam or Meitei land. But Naga ancestral land belongs to the Nagas and to no

one else. • ‘Nagalim’ is given by one faction. In order to legitimise the name, all the other groups must approve. If they cannot agree, we must go for a referendum. I am not against the name Nagalim but the right democratic process must take place. • ‘Nationhood’ does not have to be all or nothing. There are many constitutional arrangements where high autonomy has allowed a nation to pursue many of its national goals while remaining part of a larger sovereign state. Scotland in UK is one good example of a people who have a strong sense of National identity, and enjoy a large measure of political independence while remaining part of Britain. • A successful negotiation between the Naga and the Indian Government should not be viewed as the end of the Naga journey toward nationhood, but as the beginning of a new, peaceful, political and cultural process. A new Naga mindset can assist the process. • We can look beyond old colonial boundaries and draw strength from an emerging vision of Naga National identity that is rooted in our traditional homelands but has spread to encompass Nagas across the world. 2. Rev. Tsuisem A. Shishak, Founder and Principal Emeritus, Patkai Christian College • Nagas learning to live together in unity should be a special concern even in todays meeting. • At a time when the Nagas are demanding their Godgiven right for sovereignty as well as the physical integration of the forcibly-separated contiguous Naga territories, we see the Nagas internally divided and split into various opposing political groups sapping their energy and resources in their power struggle with each other instead of forming a united national government to achieve Naga sovereignty. • The ‘Framework agreement’ between the GoI and NSCN-IM is yet to be worked out. The Naga public are to be participants in the detailed discussions, directly or indirectly. Based on partial and conflicting information, some individuals and groups have already endorsed the Accord while others remain critical and sceptical. And others remain noncommittal until they see the full text of the Accord. The whole text of the original peace accord should be printed for the widest circulation possible so that the Naga public and study and react objectively for the purpose of formulating a common consensus on the final Accord with the GoI. • There is perhaps something new and good in the current Acord package. We have nothing to lose by welcoming the Peace Accord, for that matter any Accord by any Naga group. While closely examining its contents in order that all the National groups and the Naga public together will have a role in deciding what’s best for the Nagas as a whole. I urge the Nagas to give NSCN-IM the benefit of doubt though I do have my own disagreements. The merits, acceptance, rejection, modifications must come only after thorough examination and deliberations on the framework 3. Rev. Dr. V.K. Nuh • This deeply rooted problem has existed for more than 60 years. If you do not talk towards a solution to your problem today, it will only carry on to the next generation. • The Naga movement is not for the political, intellectual or the elites. It is for everyone right from the grassroots level including the villagers to make it a strong people’s movement. • Peace cannot be imposed and if NPG’s cannot come together then something is seriously wrong. • Can we trust the sincerity and honesty of our leaders • If you want to frame your future go back to the history/past • Unless sovereignty is achieved, Nagas cannot be one and unless we recouncile with God we will be like wanderers in the desert. • We should be careful that history does not repeat itself. We have an immense opportunity at hand to resolve the Naga political issue and we made a mistake in the beginning where the National workers were not consulted for the creation of Nagaland. 4. Rev. Dr. Mazie Nakhro, Director, Mission Facilitator, US • If NSCN IM cannot bring Sovereignty then there are two appeals i) Let the accord be used only as a stepping stone in our journey towards the process of Naga aspiration ii) Do not put a closure to the story of Naga Nationalism and put a stop to it. Do not give up the Naga dream before they die • Our story is Gods given right, our story is based on truth. • We want to be proud of you, (NSCN-IM) we are hoping that you will not disappoint us by your short sightedness. • No high hope from GoI on Naga political issue because they don’t really understand our uniqueness and our right to self determination 5. Khekiye K Sema, IAS (Retd) • Why is Framework Agreement hidden from the people which is meant for the people. • How can one say that it is good or bad without knowing the contents? Or how can even one accept the Framework Agreement. • An endorsement by the NGO that had been enforced without asking the people to know and deliberate is not right. • If physical integration cannot be done, than what kind of a PAN Naga confederation is being arranged? • We may trust GoI but they have to recognise that NSCN-IM do not represent the whole of the Nagas • For sincerity from GoI about the Naga political problem, it can be defined by what we do for ourselves. If we stand as one, our voices will be heard and that the plebiscite of 1951 is a possibility even today. • Traditional method of consultation and consensus of the people is the need of the hour with regards to the framework agreement. • We need to start a dialogue and discuss from the village level and bring out one unified voice. If we do that even India will listen to our voice 6. Niketu Iralu, Peace Activist • Common platform is something which the NAGA HOHO NSF should have done. I think they have done a disservice to themselves, to the public, and the NSCN-IM. I doubt NSCN IM has told them to tell the Nagas not to come here • I do not doubt the effort of the NSCN-IM, but what is baffling is that the framework is not revealed. • There is problem with NCSN-IM consultation process. If India cannot agree to sovereignty, then NSCN-IM must sit down with all the national workers first and work out honestly the terms for negotiations with GoI for a peaceful settlement. Even now I wish that they sent a special invitation to all of them.

• Whatever settlement comes, public should demand that there will be no more violence in the process of settlement between GoI and NSCN IM. • We need to help one another for the good of our society and to do the right thing. We need to become matured in our approach and be responsible people and give up our selfishness. These responsible traits should become part of our normal living and normal thinking. III. Rapporteurs Views & Concerns • In all honesty we should not see the common platform as a rebellion against anyone but as a platform to air our views opinion and express towards the impending issues faced by us. • The 60 MLA’s have ‘endorsed’ the frame work agreement on the condition that they will step down provided the framework brings an honourable and acceptable solution? Now what do they mean by honourable and acceptable? • We need to be very clear on our stand as to whether the Framework Agreement is for ‘Nagaland’ or ‘Nagalim’? It is also disturbing as to why ‘NAGALIM’ is referred for beneficiary purpose and ‘NAGALAND’ for sacrificial issues • Is the Naga Political issue a peoples movement or NPG’s movement? Naga movement has always been common men and grassroots movement but by the hijacking of the elites/politicians has undermined the movement itself. Where do civil leaders and politicians stand? • Under the compelling and contentious circumstances, the process of the current peace accord is questionable. • What were the Apex bodies afraid of? It is baffling because at this juncture the public need such discourses more often in order to disrupt an elitist culture being raised. • What is stinking in the deal that people cannot be informed? • It was said that the contents on the framework agreement will be made open in a week or so after the signing on3rd August. But so far nothing has been made known to the public. We cannot afford to wait any longer and it is not too early to deliberate up but rather very late. • The apex organisations seem to think that they can just dictate without hearing the public with the power they hold. • ACAUT did what they should have done in the first place, brought a discussion to the people. It is actually quite amusing to think that Apex organisations were so upset and asking people not to attend when such discourse should have been done by them. In reality what one can conclude is that they know even less, or they have been promised certain things or even threatened or were just being arrogant that it was not them who organised it. • The sad thing about Nagas today is that we are too lazy to even move out of our seat to see for oneself what is right and what is wrong and just wait for virtual updates. What if constant propaganda is fed to you? • We hope that more such platforms are organised by the so called leaders who should have done in the first place and not waited for ACAUT. • Who cares about ACAUT and their stand at this juncture. People need to know that this is not about themselves but Naga people. • Why are the Indian leaders and signatories having conflicting stands? Why is the accord kept in wraps from the people whose future is being discussed? Why can some skeletal idea not be shared with the people. What are the Nagas being asked to give up? Shouldn’t they know? • The mandated society selected leaders who should hear the rumblings and consult at the different levels should then only represent as a consensus voice. This is disrespect for the common people. They may want to say and have a representation. • We cannot tolerate arbitrary decision and no one can dictate the terms where the whole of the Nagas is at stake? When have they taken a single consultation with the people they claim to represent. • I hope sanity and wisdom prevail and WE Nagas do not sell our souls in the process of a short term glory. • People need not come to the streets. There are many means of garnering opinions and sharing. The point is to share in public what is being decided, give people time to mull over it, have them share opinions if they have any and then decide. Do not keep people in the dark about the so called framework Agreement under the guise of Peace Accord. That is all people are saying. • Unless we are ruled by dictator, we believe we are still given the freedom to reject what you do not accept or agree, regardless of who imposes it. That is why discourse at different levels and a hierarchical or vertical growth from the bottom up is needed so a shared consensus becomes accepted as chances to air differences and similarities are opened. But that has not been done. A publication in an open forum or media, followed by discussions and agreements at each level must then be brought forth, we are not talking of a small matter but the future of generations, the freedom and resource of our future. • Common Platform, in all honesty cannot be seen as a rebellion against anybody. It is a platform that many of us were looking to hear and share as we are kept in the dark of what is currently happening. It was great to have respected panellists coming together to share their concerns. Where would people like me or you otherwise ever have an opportunity to hear and share when many of the Apex Organisations are now run by people mostly with self interests and very little consideration for the well being of the Nagas. They must be thinking that we don’t see the bigger picture, but it would be naive on anyone’s part to even assume the people who do not have a role in such organisations have no vision or no understanding. The star, who became obsessed with wartime relics after starring in “Fury”, has splurged on a 1942 three-wheeled vehicle that was used by a German reconnaissance unit and was used to travel across mountains and

across deserts in Crete. The bike was sold by Nazis in 1945 at a local auction and later ended up in the hands of an Athenian bike collector named Yannis, who is now selling the “collectors piece” to the Hollywood hunk. “There are only around 500 of these bikes worldwide so they are collectors pieces like paintings and go up in value all the time. It’s a way for wealthy people to invest their money and

also enjoy their hobby,” Yannis said. “Even the parts are expensive if they are original. Eugenio Figueredo was one of seven officials with world football's governing body FIFA who were arrested in Zurich on May 27. He was then held in custody pending extradition. He is accused of receiving bribes worth millions

of dollars relating to Copa America tournaments, Switzerland's Federal Office of Justice said. He is also alleged to have acquired US citizenship fraudulently by submitting forged medical reports in 2005 and 2006. He has 30 days to appeal to the Swiss Federal Criminal Court against the ruling on his extradition to the US. "In its extradition ruling, the FOJ concluded that all of the conditions for extradition are fulfilled. Specifi-

cally, the facts laid down in the US extradition request are also punishable under Swiss law (the principle of dual criminality)," FOJ said a statement on Thursday. "According to the request, by accepting bribes for the award of sports marketing contracts, Figueredo massively influenced the competitive situation and distorted the market for media rights in connection with the Copa America." "Other sports marketing companies were placed at a

disadvantage, and the affected football federations were prevented from negotiating more favourable marketing agreements." The statement added: "In Switzerland, such conduct would be deemed unfair practices under the Federal Act on Unfair Competition. The allegation that Figueredo used forged medical reports as part of citizenship proceedings would also be punishable under the Swiss Criminal Code as document forgery."
