Nagaland Bamboo Development Agency (NBDA) today joined the rest of the world bamboo organizations in celebration of World Bamboo Day to increase awareness of bamboo globally. The inaugural of the two day celebration (September 18 and 19) organized by NBDA was held here at Nagaland Bamboo Resource Centre which saw active participation of students
from various schools. Secretary to Government of Nagaland and team leader NBDA, Khrienuo C Metha, in her celebration speech reminded that it was in the year 2010 that the first World Bamboo Day was celebrated in Nagaland at Kisama Heritage Village on September 18. The NBDA leader said during its ten years of existence NBDA has achieved numerous milestones in the process of empowering the people. Khrienuo said NBDA has been creating
entrepreneurs who in turn are creating job opportunities and added that today in Nagaland, the bamboo society is not just seeking jobs but is giving jobs. “We have minds getting more creative day by day. A workshop on “Understanding Development” focusing on development of finance and its implication was held from September 16 to 18 at Millenium Hotel, Kohima. The workshop was organised by Indigenous Perspectives, Dialogue on Indigenous Culture and Environment and Civil Society Women In recent years, the North East grappled the attention of international financial institutions as a destination for large-scale investments in a range of industrial and economic activities where the main drive has been projects such as infrastructure, energy, rural and urban development, commercial agriculture and water resource management. However, the danger of such activities lies in the insidious replacement of traditional systems of governance and resource management by large scale industrial and development projects, which has led to displacement of indigenous and tribal peoples and causing cultural and social dislocation. On the pretext of ‘Development’ in the conflict region, several consequences has emerged which has increased poverty and
worsen conflict. According to the organizers, policies are based upon the recommendation and coercion of international institutions such as the Bretton Woods Institutions, regional/ national banks and the World Trade Organization (WTO) etc. “Such institutions legitimize, promote and finance such a development paradigm – premised upon the rather ambiguous idea of ‘economic growth’. In such a model, investments are based upon conditionality that reduce social and public expenditure and encourage privatization and commercialization of natural resources.” The workshop impressed upon the need for independent regulatory system within the NE region and proper set up of industry. The workshop stressed on the understanding of the “role of IFI’s and development finance, climate Finance, building understanding on ADB & WB, introduction to AIIB, NDB, use existing mechanisms in development finances to fight destructive projects, situate economic development in the NorthEast within the broader neo-liberal push across the globe, share experiences and create new strategies with different groups from the Northeastern states.” The resource persons

AIZAWl, September 18 (eNS): Mizoram Forest Minister Lalrinmawia Ralte said Friday that experts would likely take between two and three weeks more to isolate samples and determine what caused the mysterious deaths of several Serows (Capricornis Thar or Himalayan Serow) across two districts last month. Ralte said experts from the state’s veterinary department and Mizoram University are working to solve the mystery, and the belief as of now is that the Serows — antelope-like herbivores designated the state animal of Mizoram — were likely infected by a deadly virus. In the absence of definite proof, forest officials had initially said the animals were likely victims of a skin disease called Sarcoptic Mange that weakened them over time. The dead Serows were found with painful-looking skin infections. Ralte said there might be chances that the virus might be able to pass on to humans and warned that people should be careful of what meat they eat. It remains difficult to say exactly how many Serows, classified as “near-threatened” by the International Union for Conservation of Nature (IUCN) have died in seemingly similar circumstances, but forest officials have definitely identified four deaths while interviews with villagers and eyewitness accounts suggest the number might be much higher at almost 30.

PNU revokes non-cooperation against NSCN (IM) KohImA, September 18 (mexN): The Poumai Naga Union (PNU) has revoked its civil non-co-operation movement against NSCN (IM) following the lifting of ban on PNU by NSCN (IM) with effect from August 28, 2015 during its 2nd general assembly on August 27 and 28 held at Tungjoy village. The civil non co-operation movement against the NSCN (IM) was declared by PNU during its special assembly on March 6 2015 held at Koide village as the result of NSCN (IM) issued banned order on PNU related to Thiwa village issue. However, the PNU stated that the union will not compromise with the Thiwa village issue which was extensively deliberated in
the assembly and forward the matter to the court of the Naga people’s Organization (NPO) to settle the matter through customary law of the Nagas as per the appealed made by NPO. PNU reaffirmed its earlier standing resolutions during the assembly about declaring “Poumai areas as peace zone” that was passed during general assembly on February 28 2008 held at Saranamai village and also the endorsement with non-cooperation movement against any faction by the union who perpetrates violent activities in Poumai areas. UKLF cadres issue statements DImApUr, September 18 (mexN): The NSCN (IM) today made available two statements signed by members of the United Kuki Liberation Front (UKLF) namely: Private Letkhothang Chongom and Lamkhothang, an alleged “agent” of the UKLF. In one statement, made available through the MIP of the NSCN (IM), Chongom said that the shooting and killing of one Ruisoting of Aimol Satu Village on May 31, 2015 “by the 20 Assam Rifled under the command of Major Aditiya Kappor” was carried out “with active support and collaboration of UKLF cadres.” It also said that the assassination attempt on one Munthuireng (Aimol Tribe President) and his colleagues on July 2, 2015 were made by UKLF cadres. Chongom further stated that his team of five cadres worked as a recon team monitoring Munthuireng and his associates which culminated in the shooting incident
at his residence on July 2. It further revealed that his team were involved in a forced signature campaign among the chief/chairman of Aimol villages for leadership change of the Aimol Tribe Union. Chongom then revealed that in June and July, 2015, three ambush attempts were made on NSCN (IM) cadres by the UKLF at Leithokching. The statement then said that the GI pipes meant for water supply scheme for Aimol area were stolen, cut to pieces and sold to scrap dealers on the instruction of UKLF. He along with Lamkhothang also accepted responsibility for the life attempt made on two women leaders on August 16, 2015. Steady decline in violence in NE; more causalities in police NeW DelhI, September 18 (ptI): The Northeastern states have seen a steady decline in insurgencyrelated violence in the first eight months of this year in comparison to the corresponding period of last year but saw a three-fold increase in casualties of security forces. According to an estimate of the Home Ministry, AssamNagaland, Manipur, Meghalaya, Tripura, Arunachal Pradesh and Mizoram saw a total of 418 incidents of insurgency violence from January 1 to September 15, 2015 during which 115 extremists were killed and 1,453 were arrested. During the same period in 2014, a total of 575 incidents were reported in the seven Northeastern states in which 128 militants were killed and 1,401 others were arrested. However, 40 security personnel lost their lives till September 15 this year in comparison to 12 security personnel killed in the corresponding period of 2014. There were 182 incidents of kidnapping in the Northeast till September 15 this year in comparison to 250 last year. 91 insurgents have surrendered before security forces so far this year, compared to 170 last year. Higher number of casualties was witnessed in civilians in 2014 when 114 people lost their lives. So far this year, 32 people were killed due to insurgency violence. The highest number of incidents was reported this year in Manipur which saw 169 incidents in comparison to 278 last year. 18 Army soliders were killed in Chandel district of Manipur in June this year due to the violence perpetrated by NSCN-K. Nagaland has witnessed 76 incidents this year in comparison to 77 last year while Assam saw 63 incidents so far this year compared to 246 in 2014.

India’s dream of borderless trade grinds to a halt at checkpoints WALAYAR/NEW DELHI, SEptEmbER 18 (REutERS): At the Walayar checkpoint in southern India, lines of idle trucks stretch as far as the eye can see in both directions along the tree-lined interstate highway, waiting for clearance from tax inspectors that can take days to complete. Delays are so bad that textile entrepreneur D Bala Sundaram has stopped sending his trucks to the international container terminal at nearby Cochin, instead diverting them hundreds of kilometres to a smaller regional port and onwards via Sri Lanka. “Our containers would get stuck for four to five days,” said Sundaram, who
runs a firm with an annual turnover of $150 million. “Officials at the checkpost are finicky.” The rollout of a nationwide goods and services tax (GST) from April was supposed to sweep away hundreds of checkposts on India’s state borders, paving the way for the seamless movement of goods from the tropical south to the Himalayas in the north. But political opposition and the dilution of some of the tax’s key tenets mean hopes are fading that the checkposts will be demolished any time soon, a major blow for Prime Minister Narendra Modi’s reform agenda - and for India’s economy. The study “India’s Rise: A Strategy for Trade-Led Growth” by C. Fred Bergsten of the Peterson Institute for International Economics, argues trade liberalization would enable India to increase its annual economic growth from the current 7 to 8 to 10 percent. The study released here Thursday noted the government of Prime Minister Narendra Modi has proposed a series of sweeping reforms to reach the goals of employing its rapidly rising population and to eliminate its sizeable pockets of remaining poverty. “But even this ambitious programme will not be enough. India must also greatly expand its engagement in global markets to both meet its economic objectives and establish its leadership role in the world economy,” it said. “In particular, India must sharply increase its exports of both manufactured goods and services to achieve its target growth rate with the corresponding job creation and poverty reduction,” the study suggested. India could increase its exports by $500 billion per year by joining the next stage of
the Trans-Pacific Partnership (TPP) trade agreement, Bergsten said. Alternatively, it could proceed step-by-step, perhaps starting with investment concerns via the bilateral investment treaty (BIT) now under consideration between India and the US. As major services economies and exporters, the two countries could negotiate a services-only agreement en route to comprehensive free trade. “The United States has strong economic and foreign policy interests in pursuing such a course with India,” Bergsten said. “As the soon-to-be third largest economy in the world, India can provide strong support for global prosperity and enhance regional stability and balance throughout Asia.” Under free trade with India, the US could double its services exports to that country and increase its merchandise exports by 50 to 60 percent, the study suggested. Interacting with the participants, Iralu talked about the Nagas’ inescap-
able destiny with the land and politics and stated that Nagaland politics is in a mess and that people are only after money and wealth. The interaction focused mainly on the Indo-Naga war. Six arrested for not possessing ILP Excise destroy confiscated contraband Kohima, September 18 (mexN): The District Intelligence Branch of DEF Kohima today arrested six people, including a minor, for not possessing an Inner Line Permit (ILP). The Department of Excise & Prohibition destroyed an assortment of confiscated contraband in Dimapur on September 18. The destroyed items comprised 1071 bottles of assorted IMFL, 1387 bottles of beer, 25 litres of country liquor and 1 kilogram of opium. Its black market value was approximated at Rs. 4, 00,000. According to the Superintendent of Excise (Mobile Squad), Katoho Sumi, the contraband was seized during the period from June 1 to August 18. A total of 247 cases were registered and as many persons were arrested during the same period. An amount of Rs. 2,90,000 was exacted as monetary penalty from the defaulters and deposited to the government, it was added.

Addressing a press conference at Hotel 2K, the Association said it will fight for the rights of the panchayat and the denizens of the state capital. The Association declared that it shall be a non-profit, non-political and non-governmental,
primarily aimed at securing better standards for all its constituent units and for the society at large. The jurisdiction of the Association shall be purely confined to Kohima Municipal Council (KMC) wards panchayat only. After its formation on September 2 last with the motto “Together we progress,” the Association had met Kohima Village Council, Kohima Municipal Council administrator, SP Kohima, minister for environment, forests and climate change, minister for social welfare Kiyanilie Peseyie and highlighted
its aims and objectives to them. If We Burned All the Fossil Fuel in the World Elizabeth Kolbert The New Yorker
W
hat would happen if we burned through all of the fossil-fuel resources known to exist? In a paper published today in the journal Science Advances, a quartet of German, American, and British researchers take on this question. The answer, not surprisingly, is grim. If mankind managed to combust the world’s known conventional deposits of coal, gas, and oil, and then went on to consume all of its “unconventional” ones, like tar-sands oil and shale gas, the result would be emissions on the order of ten trillion tons of carbon. Average global temperatures would soar, and the world would remain steamy for millennia. After ten thousand years, the planet would still be something like fourteen degrees Fahrenheit hotter than it is today. All of the world’s mountain glaciers and the Greenland ice sheet would melt away; Antarctica, too, would eventually become pretty much ice free. Sea levels would rise by hundreds of feet. The new paper, a sort of climate modeller’s ver-
sion of “Waterworld,” arrives amid a steady drip of bad news from the poles. Though so far we’ve succeeded in burning only a small fraction of the world’s known fossil-fuel resources—“resources” includes fuels that are currently considered too costly to extract—sea levels, it seems, are already rising quickly. They are climbing by 3.2 millimetres per year, which comes to an inch and a quarter a decade, and the rate appears to be accelerating. One of the major contributors to sea-level rise right now is what’s known as thermal expansion: as water warms, it takes up more space, so as sea temperatures increase the volume of the oceans also grows. Thermal expansion will continue, but in the coming decades its effect is likely to be dwarfed by the volume of water melting off the ice sheets. In a conference call with reporters last month, NASA scientists expressed alarm about the pace at which both Greenland and Antarctica are losing ice. They suggested that the sealevel-rise forecasts in the latest report of the Intergovernmental Panel on Climate Change—up to 3.2 feet by the end of the
century—may soon be overtaken, or inundated, by events. “We are not talking about futuristic scenarios,” Eric Rignot, a professor at the University of California-Irvine and a researcher at NASA’s Jet Propulsion Lab, said on the call. “Sealevel rise is one foot per century, and we are talking about the possibility of this being three feet per
century or even thirty feet per century.” Last year, Rignot and some colleagues published a paper suggesting that a large section of the West Antarctica ice sheet has already gone into “irreversible retreat.” Though the process could take hundreds of years to fully play out, it would eventually add several feet to sea levels. Just a few days before the confer-
ence call, NASA satellites recorded the loss of a huge chunk of ice from the Jakobshavn Isbrae, which is what’s known as an “outlet glacier,” in western Greenland. ave you noticed that a significant percentage of parenting time is spent screaming at your children to stop screaming? Ironic, that. Researchers say that even very young children are now learning curse words, because parents break their own anti-cursing rules. "You're three years old! Stop (bleep) swearing!" My gently religious family has always been totally noncursing, with words like "silly" being considered highly risqué, and "poopyhead" causing people to faint. Not so in the outside world. I was shocked recently when I did some broadcasting and my loose-tongued co-presenter was told that almost all curse words were now allowed after 9 p.m. This is bad for everyone, because researchers
say that English-speaking societies are running out of swear words. They lose their power now. We live in a world where kindergartners greet each other with: "Good (bleep) morning, you (bleep) stupid (bleep)." Scientists say curses are important because they evolved to alleviate physical and emotional pain. Still, I do think some people should never use bad words because they just sound wrong in their mouths. Like weather forecasters. "A (bleep)-load of rain fell this morning, and the humidity level will rise to a (bleep) of a lot by noon." Just doesn't work. One suggestion someone gave me is to use swear words from other languages. In the US TV show "Firefly", actors used real swear words, but only in Mandarin and Cantonese. Guys, there are a lot of people who speak Chinese on this planet, or hadn't you noticed?
Still, it's true that nonEnglish speakers have some cool curses. In Hindi, people insult each other by saying: "You are the hair growing on my flank area." In Mandarin Chinese, people say, "You son of a rabbit." (Sometimes you hear parents curse lazy children with this phrase without realizing the irony.) I had an Italian friend who used to say "Maladicta" when I trod on his toes. It sounded very "sweary" but he's literally just saying "Bad word." Some years ago, I had to train a foul-mouthed newspaper reporter for a job on live radio. We wrote a list of words that sounded like curses but were safe for broadcasting use and taped them to her microphone. The top three most satisfying ones were Pool, Cow and Follicle. The next time something bad happens, try shouting "POOL" at the top of your voice. It works really well.
If you want to be really classy, I recommend making all dramatic announcements in Latin. Here are some useful phrases to get you started. At the bar: "Di! Ecce hora! Uxor mea me necabit!" ("Dear God, look at the time! My wife will kill me!") On the street: "Recedite, plebes! Gero rem imperialem!" ("Stand aside plebians! I am on imperial business.") And if you want to insult someone, skip the expletives. The most horrible curse in Latin is this one: "Utinam logica falsa tuam philosophiam totam suffodiant." ("May faulty logic undermine your entire philosophy.") Ooh, now that's nasty, right? One place where you can easily express things in an impactful way without using bad words is the Internet. Or as I sometimes write to my children: "Do not make me use CAPITAL LETTERS."

Worldwide, speciallytrained musicians are emerging as music therapists to help patients, especially in chronic and painful conditions, to help patients recover faster. Although there are not many trained therapists available in the hospital setting in India at present, the trend globally is slowly catching up with the Indian health providers, who now realise the clinical and evidencebased benefits of music. "Many a time, music is being used alongside other therapies, particularly in patients suffering from depression and anxiety. Music is also being used as part of therapy for children suffering from autism and patients suffering from auditory hallucinations alongside medication," explained Dr Sameer Malhotra, director (mental health and behavioural sciences) from Max Super Speciality Hospital in New Delhi. "We are also using light
instrumental music and even Indian classical music for relaxation and as part of therapies for patients suffering from depression, anxiety or undergoing other treatments," he told IANS. Listening to "relaxing music" has been shown to reduce stress and anxiety in healthy patients undergoing invasive medical procedures like surgery, colonoscopy and dental procedures or patients coping with coronary heart disease and cancer. During psychiatric consultations, Dr Jyoti Kapoor, consultant psychiatrist at Paras Hospital in Gurgaon, often advises patients to pick music of their choice to induce sleep or use peppy music to motivate them to exercise. "One of my patients with alcohol addiction was able to reduce alcohol craving by pursuing his singing hobby when the cravings hit hard. Over a period of time, he completely stopped drinking in the evenings and instead trained himself further in music," she said. Dancing is another component of behavioural response to music that has helped another patient of her with depression to recover completely. "Listening to music releases neurochemicals through the limbic system (brain structures that deal with emotions as well as memories). It also restores the neurochemical balance.
The recovery depends on the genre of music being applied so we have to be careful in selecting music according to patient's needs," Dr Malhotra explains. Music therapy covers all aspects of the patients like physical, emotional, mental, spiritual, cognitive and social needs. "After assessing the strengths and needs of each client, the qualified music therapist can provide the indicated use including creating, singing, moving to, and/ or listening to music," elaborates Dr Nupur Gupta, gynaecologist and obstetrician from Well Woman Clinic in Gurgaon. Music reduces levels of stress hormone called cortisol. Additionally, there are changes that occur in other neurohormones related to the mood states of mind. Dopamine is one such hormone that is involved in producing the pleasurable sensations, thus enhancing positive emotions and diminishing depressive states. "For example, there is evidence suggesting an effect of Mozart's music on dopamine system which reduces depression. However, there are factors that determine the effect of music and these include the personality and the cognitive traits of a person," informs Dr Shilpa Aggarwal, consultant child and youth psychiatrist from Nanavati Super Speciality Hospital in
Mumbai. "Receptive therapy takes place in a more relaxed setting where the therapist plays or makes music to the patient who is free to draw, listen or meditate. Usually the therapist determines the method unless specifically requested by the patient," adds Dr Gupta. Live piano and even recorded instrumental music have been the most useful in my clinical practice," she said. "Music therapy also helps stabilise moods, identify a range of emotions and improve self-expression," elaborates cardiologist Dr Lekha Pathak, also the executive president of the Heart Foundation of India. There is plenty of evidence for music therapy reducing depressive symptoms in adult population when compared to placebo and psychotherapy. "We have seen that children with behavioural and emotional problems who received music therapy had significantly improved selfesteem and significantly reduced depression compared with those who received treatment without music therapy," Dr Aggarwal notes. Music therapy is now becoming mainstream with the Indian healthcare system. The day may not be far when professional music therapists become full-timers at hospitals, say health experts.
NASA announced a new, multi-year effort to study ice melt from Greenland called, appropriately enough, Oceans Melting Greenland, or O.M.G. On its own, Greenland’s ice sheet contains enough water to raise sea levels by twenty feet. A recent paper published in Science, which looked not at contemporary data but at the record of previ-
ous warm periods, underscores NASA’s concerns. At times that was probably not much hotter than today, large portions of Greenland and Antarctica seem to have melted away, resulting in sea levels rising by twenty to thirty feet. “It is sobering to realize how sensitive the polar ice sheets are to temperatures that we are on path to reach within decades,” Andrea Dutton, a geochemist at the University of Florida who served as the lead author on the paper, observed. Indeed. What’s happening to the polar ice sheets right now, with most of the world’s fossil-fuel resources still in the ground, is sobering enough; do we really need to start worrying about how bad things will get if, to use Max Weber’s formulation, “the last ton of fossilized coal is burnt”? I put this question to one of the authors of the Sciences Advances paper, Ken Caldeira, a climate scientist at the Carnegie Institution for Science’s Department of Global Ecology, at Stanford. He answered with another question: “How do you get people to concern themselves with long timescales? The way I think about it is: Well, if
the Romans had industrialized, it now would be two thousand years later. The seas would still be rising and still be completely acidified, and, yes, maybe they would have got a century or so of higher G.D.P. than they would have This is a point worth taking seriously. We routinely invoke events, like the American Revolution, that took place hundreds of years ago, and we think about, or at least we ask our kids to think about, events like the Peloponnesian War, which took place millennia ago. And yet, as a society, we seem to have trouble planning more than a year or two in advance. It’s true that right now our fossil-fuel resources remain vast; but it’s also true that, if we keep burning through them at current rates, they’ll be gone in less time than it took for the Roman Empire to rise and fall. If earlier societies had done what we’re doing, the world as we know it wouldn’t exist. If we keep on doing it, in spite of all we know, future societies will still be contending with the consequences thousands of years from now. As they explore the flooded ruins of our cities, they will wonder how we imagined this would end.

ews that Facebook is considering adding a “dislike” option to posts published within its community of more than one billion monthly active friends lit up the Internet this week. Further reports, citing various whispers, suggest that the company is not, in fact, launching a simple “dislike” button, but something that conveys empathy. Perhaps it won’t be one button, but many buttons. Whatever the shift will be, it’s safe to say there will be consequences. As an editor at the Huffington Post during its attempt to pivot from merely dominating traffic generated through search engines to also trying to fork back some social-media eyeballs from BuzzFeed, I was taught the rules of the Internet, and, in turn, shared the gospel. “Social is the new front-page,” we’d say, then furrow our brows at our analytics dashboards and notice that positive news performed strikingly well on Facebook, which is an ever-increasingly dominant lifeline for many online news outlets. That’s largely why the Huffington Post created—and still has—a “good news” section. (Another reason is thatArianna Huffington is a big fan of positivity, a philosophy that has splintered into countless speeches, books, and in-office mediation sessions—necessary reprieves in a busy, analytics-focused, alldigital newsroom.) There’s an irrepressible, show-tunes sort of cheeriness to so much of what does well on the Internet. As readers, we are so thoroughly pleased by the latest celebrity Instagram that wecannot even form coherent thoughts. Jokes aren’t just funny, we are crying laughing at them—and we aren’t just laughing: we are literally dead. Part of this is because it’s fun to be hyperbolic, but part of it is because media companies are incentivized to chase audiences, and social-media networks command the biggest and, for now, most accessible audiences around. Facebook, by factoring “likes” into the algorithm that lifts links and statuses out of the network’s deep abyss and into your Newsfeed, paved the path to its audience with positivity. It wasn’t just HuffPost. BuzzFeed, where the official motto is “No Haters,” was built on light and cheery fare before pivoting—like the Huffington Post is, as well—to serious, original reporting. It has amassed a truly gigantic audience. Listicles—a word that means “lists”—were referred to as “identity-forming,”
meaning that people so liked the experience of reading one and having their own experiences affirmed (“21 Ways You Know You’ve Read Too Many Articles About Yourself ”) that they would be compelled, at least, to click the “like” button. They might have even copied and pasted the link into Facebook, appending something along the lines of, “#4 is totally me.” Upworthy thrived by obsessively user-testing every single headline. It streamlined the process of accessing as much of its readers’ emotions as possible. Facebook users aren’t more optimistic than the tabloid readers who led innumerable producers to tell new hires that what bleeds, leads, and who, judging by the output of theNew York Post and Daily News, still flock to a screaming headline. They’re not more light-hearted than nightly news viewers, who also love a grisly crime story. The key difference is that Facebook users were only given one emotional tool: a “like” button. Times are changing. There are more and more publications optimizing for Facebook’s audience, and the patterns had become, at times, quite obvious. The intonations and quirks of the social Web became part of our broader lexicon. They are now so well known that Clickhole can roast both social media and the media that live off of social media by offering readers a way to use the same tools— clicking “like,” sharing links—to self-satirizing effect. This isn’t to say that negative news doesn’t find readers online. It does, but in the absence of a simple button that conveys negative emotion, it’s usually news that is truly outrageous, offensive, and horrifying that meets the “bad enough to share” metric. We don’t register casual dislike on Facebook; we either “like” or hate the day’s happenings. When is the last time a story that was mildly troubling or

moderately negative became a viral phenomenon? It’s so easy to “like” a video of a cat, a story about a cute baby, a blog from a random person who pushed back against bullies, a repost of content Beyoncé posted on another social-media platform— the list goes on. But we’re all naturally far less compelled to “like” a story about a minor injustice or a troubling development. Consider why so many would-be negative stories are re-purposed as victories in the art of summary or explanation (“5 Tweets Reveal the Hypocrisy of How America Expects Black People to React to Tragedy”), or carve out positive angles on grim situations (“11 Photos That Will Make You Want to Visit One of the Most Dangerous Countries in the World”). It’s easy to click “like.” It’s slightly more cumbersome to share something by copying and pasting it and actually posting something to your own Facebook account. That difference might sound minute, but at the billion-person scale, it’s transformative. When Facebook broadens the scope of the emotional-response buttons, the same companies that cashed in on the Internet’s sunny days will likely see this as a growth area and chase more engagement. Successful viral editors and bloggers will adjust their instincts, and choose stories and headlines that naturally align with the new tools Facebook has given its users. Maybe that means disliking something will become more casual, and less hate-fueled. Maybe it will mean that we’ll all read more-depressing stuff. What’s clear is that it won’t just be a new Facebook feature but an adjustment— some might say a correction—in the tone that more than a billion people use each month to consume content and communicate with one another.

ultural theft is daylight robbery. Intellectual theft is daylight robbery. It is just as criminal as occupying land that does not belong to you and taking away its resources. The worst instance of cultural theft is when we ourselves participate in selling off our cultural objects such as old necklaces, decorative objects from head-hunting days, and various other traditional items which are now to be found gathering dust in an antiques store in a side alley in Delhi. A totally random visit by a young Naga girl uncovered this antique shop. The trade is not illegal as the items have been sold to the trader by Nagas themselves. But the thing that is sad is that all this is part of a much bigger cultural theft that has been going on for a long time. Some years ago a trader bought an old castoff barn door from the Konyak region and he managed to ship it to Europe where he sold it for a princely sum to a museum. Since it was a museum specialising in Asian cultures, they had enough funding to pay for it. Yet in its original home it had been discarded and totally devalued. Devaluing of our culture was an insidious process that happened after contact with British colonisers. Early Christianity helped this along as all cultural objects were initially seen as associated with the dark side of life. The same thing happened with the Sami people of Northern Europe and they soon found their headgear being demonised.
Cultural theft could take place because of the cultural and psychological colonisation that accompanied our political and geographical colonisation. Thankfully, our society is at a stage where we are able to sufficiently understand what cultural theft is so we can prevent it from happening again. The more problematic theft that is still going on is intellectual theft. Being a doubly colonised people, we have been taught for over a century
that we were a race inferior to our colonisers. But the same people who yesterday dismissed our cultures as inferior have no compulsions about stealing our cultural knowledge today. Intellectual theft is taking place on a much bigger scale than we want to admit. Women research scholars have visited Nagaland, interviewed our oral narrators, taken away cultural information and have presented themselves as experts on the Nagas. Now what this means is that the opportunities that should have gone to our Naga research scholars have been taken away by the Indian scholars claiming to be experts on
Nagas instead. This is the big crime that we have to prevent occurring again. Intellectual theft is a punishable offence. At the same time, we need to prevent further theft from taking place here. This can be done by very simple measures. Any outsider wanting cultural information on the Nagas should have to work with a local person who will also be given credit as a fellow researcher. The Village Council has to act as the guardian of our cultural property
and investigate the background of non-Naga researchers. Public bodies have to see it as their duty to spread this information to all members of villages and tribes. We should encourage more research work by native and local scholars by ensuring that they get funds freely. Our experience of psychological colonisation has left us with a lowered opinion of ourselves. We have subconsciously contributed to the devaluation of our cultures because we were taught to devalue our own cultures. In the early years, when researchers from outside the state came in with questionnaires, we were surprised that anyone would consider
us worth studying. We ended up giving away too much of ourselves: our herbal secrets in some cases, our religious beliefs and ritual practices, our folktales, our healing methods and our kitchen recipes. I blame psychological colonisation for letting this happen. We have been taught that we have value only when an outsider decides so. That has been the case for a long time in our history. What we should now assert is that we are the authentic voice on ourselves and our experiences. No outside scholar can ever be an expert on us. They would still be nakli. We are the asli authority on ourselves. The devaluation enters especially when the work of native scholars is concerned. There is always talk about the need to be affirmed by an outside opinion. Why shouldn’t the opinion of our own experts be sufficient? Why do we need to be affirmed by someone who is not an insider? This question begs examination and analysis. It’s not healthy for us to hold on to this perspective. Societies that have not been colonised do not submit to this self-repressive measure. Whilst we diddle and dawdle and limit ourselves with our still colonised mentality, others are continuing to rob us of our intellectual property. Take pride, take right and good pride in all the intellectual wealth we have accumulated as a people, and guard it for future generations. We would contribute so much to nation building even if we did nothing else but that.
How to treat whiteheads with simple home remedies

Whiteheads are very similar to blackheads and occur when the pores of the skin are clogged with dirt and grime. Just washing your face in
such cases, do little in treating the condition. A healthy diet and good hygiene can help in whiteheads treatment, but you need more than just that. Home remedies? Yes, there are a number of home remedies that are tried and tested and work like a charm. Lemon Juice: High in ascorbic acid, lemon juice can do wonders in reducing the number of whiteheads in your T-zone. Extract the juice of a lemon into a bowl. Ap-
ply this gently on affected areas using a cotton ball. Lemon juice tends to dry up your skin. This means the excessive sebum secretion is curbed and the whiteheads on your face will reduce dramatically. Steaming: The benefits of steaming to the skin are many. It makes your skin less dull and also opens up your pores. This allows for you to gently remove the whiteheads after a steaming session with a good exfoliating scrub. Do these no more than 3 times a week. And be sure not to keep your face too close to the source of steam. Nutmeg and Milk: Grind together a handful of nutmegs and 1/4th cup of milk. Or simply grind nutmeg into a fine powder and milk it with a teaspoon of milk to make a thick paste. Apply this paste using your fingers not just on the affected areas, but all over your face and neck. Once the paste dries up, you can wash it off.
Turmeric powder and Neem Leaves: Crush a few leaves of neem with a pinch of turmeric powder. Use some water to make a paste. Both turmeric and neem have been used since time immemorial in skin care. It can together treat whiteheads in no time at all. It will also help keep other skin infections at bay. Apply the paste on your face, focusing on the affected areas and let it dry. Wash it off once dry. Oatmeal: Yet another home remedy that has been used in scrubs and beauty treatments, oatmeal can help reduce both whiteheads and blackheads in no time. Pour a tablespoon of honey into a cup of oatmeal and use this like a scrub. Make this a routine and be sure to massage the mixture into your skin with gentle circular motions. This remedy may not show you overnight results, but with use, you will be left with whitehead free cleansed skin.
Baking Soda: Be it in cooking or to treat dandruff, this kitchen ingredient does all that it claims. You can use a dilute solution of baking soda to tackle persistent whiteheads. Use a cotton swab to gently pat a diluted concentration of baking soda. Leave it on for half an hour before you wash your face. You may experience a slight tingling sensation, but do not panic. Cinnamon Mask: Why spend a fortune on blackhead treatments when you can make a mask at home. A mask that can treat whiteheads without leaving your skin parched and dry. Mix together 1 tablespoon of baking soda with 1 tablespoon of freshly extracted lemon juice. Add a little water and a pinch of cinnamon powder. Apply this mask on your face and affected areas and let it dry. Once dry, wash with lukewarm water. Regular use of this mask will help you get rid of whiteheads naturally.

he government’s recent decision to suspend the FCRA registration of two activist NGOs – Teesta Setalvad’s Sabrang Trust and Greenpeace India – is an urgent reminder of the need for promoting Indian philanthropy as never before. If the suspension is truly because of the misuse of foreign funds as alleged, then no tears would need to be shed for one or two NGOs having to tighten their belts and do without foreign aid. In fact, it would be deemed a much needed signal to many NGOs to put their house in order – for the misutilisation or inefficient use of grants, from whatever source, is tainting the image of the sector. But the widespread perception is that the two NGOs are being targeted not so much for misuse of funds but for their protests against government policies. Before Teesta’s NGO and Greenpeace, the leaders of the India Against Corruption movement, the Narmada Bachao Andolan and several others were targeted for receiving foreign funds. This reinforces the belief among civil society and the thinking public that the space for dissent and free speech – which was never very robust – is shrinking further. A well functioning democracy needs a strong civil society, one that is supported by active citizens’ groups as well as by philanthropic institutions. Eradication of corruption, protection of the environment, and promotion of communal harmony are all laudable constitutional goals, and agitating to secure them can hardly be considered a threat to national security. If it is accepted that acting as a watchdog to the excesses of government and market is a necessary role for civil society to play, then civil society organisations must be allowed to play that role without fear, and what is more, be allowed to access funds from whatever legiti-
mate sources they can to enable them to play that role. If a plurality of actors is necessary to act as a counterforce to state power and market excesses, so also is a plurality of funding sources necessary for independence of action. Many private organisations working for social change may be in opposition to the state, market, or extra-national forces, which makes it possible that any of these may withhold support in conflictual situations, thereby making it necessary for other sources to step in. A plurality of funders ensures that no one source can dictate terms. When government funds are not forthcoming due to disagreement with government, for whatever reason, and foreign funds are considered, rightly or wrongly, as against national interest, then support for reform must come from private philanthropic funds. What philanthropy can do Philanthropy plays several roles but in the main, they are four. One, philanthropy supplements government provision for social needs, and assists in its efforts to bring development to society. Two, it plays a role in reducing inequalities of wealth and opportunity in society. Three, it plays the role of a catalyst, triggering positive transformative change in society. Finally, it acts as a countervailing force, helping to build a strong civil society to rein in a too powerful government or an exploitative market to safeguard the rights of citizens. As a supplement to government efforts in health, education etc., philanthropy can play only a small role, since its resources are far more limited than government’s. Though the budget of the Bill Gates Foundation, currently the largest philanthropic organisation in the world, is bigger than the GDP of some countries, it still cannot compensate for internal
government spending because it is focused on only one or two issues. Philanthropy’s role in reducing inequality is indirect, direct transfer of resources from the rich to the poor by private effort being simply not practical. Philanthropy can help, however, by increasing opportunities for upward mobility and by supporting reforms which may lead to a more equitable distribution. Philanthropy’s third role as a catalyst is extremely important – by providing independent private resources as seed funds, philanthropy acts as an incubator for innovation. Experiments are best made by private institutions on a smaller scale before public funds are committed in large amount on schemes which are as yet unproven. But it is philanthropy’s role in building a strong civil society to act as a countervailing force against the excesses or dominance of government and in keeping dissent open which can add the most value in India today. Timid corporates Many citizens’ associations, selfhelp groups and civil society organisations are active in every district and town of India, helping citizens to claim their rights. However, such efforts at social mobilization and demanding accountability from government are on the verge of being squeezed out of existence for want of flexible and durable funding. Philanthropy that supports a few hundred schools or clinics is not as important as that which makes government at all levels accountable for poor governance. But few Indian donors of note have supported anything that sounds even faintly radical. Even if he meant it in a different context, Prime Minister Modi rightly said that the Indian corporate sector has shown risk aversion and timidity rather than daring. After Independence, catalytic funds for experimentation and inno-
vation as well as advocacy for policy change have largely been provided by foreign aid. By supporting civil rights groups protesting an inequitable trading system, or climate change negotiations which favoured the rich rather than the poor, foreign international organisations have helped to shape a minimally just global order. They have also influenced policy advocacy for citizens’ rights to minimum levels of health and work safety, transparency in government, education, food free from contamination, minimum levels of clean air and water, and justice for victims of caste or communal tensions. However, now both the funders and those who take their funds are coming under attack by the government. If foreign aid is considered unacceptable for such causes, then Indian money must step in. In any case foreign aid is on the decline, not only because of slowing global growth but also because of India’s success on the economic front, so that foreign donors do not see the need to give aid to India. There is thus an even greater need for indigenous philanthropy to fill the gap in support of civil society. If we agree that legitimate dissent is an invaluable part of a democratic society, and if foreign aid dries up or if we do not want foreign donors to influence or affect what happens in the country, then the only recourse is to make our own foundations and philanthropists proactive in supporting civil society activism and advocacy, which so few do at present. Rokovizo Kuotsu Angami Naga: The local authority has no control over the saloons running in the town of Kohima that can be seen in case of dirty tools that is being used for haircut, shaving, trimming etc. by the barber of these saloons. There are many customers who have responded that most saloons in the town are not clean as dirty comb, cream infested razors and in many cases blades are used twice on different customers without their knowledge. Though it is learned from these saloons that there are no guidelines in place in terms of use of disinfectants, sterilization and disposal of saloon waste from the state authority to keep the tools infection free, however, time is ripe that the state government wakes up immediately from its slumber before there is an outbreak of infectious diseases resulting out of the use of such unhygienic tools.
Tackling taxation, need of the hour Tase Keliihol: I believe that the debt is an economical problem. If Nagaland is to be great, Nagaland must first fix financial problems. If we don't start trying to fix the debt now, it’s not going to magically go away. Nagaland’s then finance minister Kewekhape Therie placed a Rs.47.95 crore deficit budget in the assembly here for the year 2004-2005. Chief Minister TR Zeliang who also holds the finance portfolio presented a deficit and tax increased budget for the year 2015-16 with an accumulated deficit of Rs. 1426.29 crores. The deficit budget has increased dangerously from 47.95 to 1426.29 in a span of 10 years. Whether they run a record company or a grocery store, every boss will tell you you're in big trouble if you're borrowing more than you can ever afford to pay back. Delaying the pain for future generations is suicidal. We've got to start getting the deficit down right now, not next year. KROS College is organising a State Level Seminar on "Debate the Debt and how to Fix the Debt". Dinpuang Kamei: Deficit will continue so long as we Nagas depend on someone. We should open up our resources to wisely exploit for our needs. Tony Reng Tep: Financial decentralization is the need of the hour. This can check adjustment of funds and the concerned department can utilise as per the resources available with the department. Inter-Department adjustment, Expenditure Provision adjustment all these are the roots. Jolly Peter Kaimannil: For the last 22 years the amount that comes from the center to Nagaland is greater than what Kashmir gets. If even 50% of it is used with planning by now the whole of Nagaland would be developed and Kohima and Dimapur would have been like Hong Kong. Achet Mollier: The government should take the initiative in organising such seminars if they really care for the people (Nagaland) but all of them are just sitting there for personal gain. Whatever ideas that are put forward will only be in papers and our economic conditions will worsen from worst to I don't know. Kekhrie Eirhkek: Good initiative by Kros College but unfortunately it won't help much because the people who are creating the debt situation won't be there to attend and benefit from the proceedings of the seminar. The debt situation in Nagaland is no rocket science and the only formula that would suffice is - 'Say No to stealing from the Exchequer' and start honestly investing for the purpose for which the money have been sanctioned by the Centre. Come NLA budget session, and some heavy jargon is used to explain the deficit budget, but don't we all know the reason and it takes no brains to understand that reason. W Bengal declassifies secret files, Mamata says Netaji alive after 1945 KolKata, September 18 (IaNS): Giving impetus to the decalcification campaigns as well as fuelling the debate on the disappearance of Netaji Subhas Chandra Bose, 64 classified documents with the West Bengal government were made public on Friday. Fulfilling a longstanding demand by Netaji's family members and researchers, the original files consisting 12,744 pages and containing many intriguing facts were unveiled at the Calcutta Police Museum while digitised version of the copies were handed over to Netaji's descendants and media persons at a ceremony attended by Chief Minister Mamata Banerjee. Calling upon the Narendra Modi government at the centre to follow suit and publicise secret documents, Banerjee said the declassified 64 files contained letters supporting the theory that Netaji was alive after 1945 and that his family was snooped upon. on September 11 had announced the decision of declassifying the files that were maintained by the special branch of the city as well as the state police dating back to the 1930s. While bureaucrats at the centre have been denying declassifying the documents citing it could affect international relations, Banerjee asserted that her government went ahead with the decision only after ensuring bilateral ties were not affected. She asserted that law and order problems were unlikely to arise due to the declassification and if at all such problems surface, the state government was ready to tackle them. The digitised version of the declassified 64 files was made available in a set of seven DVDs. The files will be accessible to the public from Monday on a firstcome-first-served basis. Describing the day as historic, Netaji's descendants, who have been steadfastly campaigning for many years demanding declassification of the secret flies, said it will put pressure on the central government which is claimed to possess over 10
such files. "The Centre has no other option but to declassify the files it has," Netaji's grandnephew and family spokesperson Chandra Kumar Bose said. "The more important files that can unravel the mystery behind his disappearance are with the central government departments and its time for Modi to act," he added. A section of family members and researchers will be meeting Prime Minister Modi in October over the issue. They will also urge the prime minister to approach the Russian and British governments for declassifying files on Netaji by their respective spy agencies. The Netaji-founded Forward Bloc welcomed the decision. "We hope these papers will throw more light on the plan and procedure of Netaji by utilising the situation of World War II in favour of liberation of our motherland, India. It will also reveal conspiracy of the then Congress party to keep Netaji away from Independent India," party general secretary Debabrata Biswas said in a statement.
Woman raped in moving bus in Bhopal, three held bHopal, September 18 (IaNS): Three people accused of sexually assaulting a woman in a moving bus here on Wednesday night have been arrested and a case of rape slapped against them, an official said on Friday. Anshuman Singh, police superintendent, Bhopal (south region), told IANS that the incident occurred on Wednesday when a 35-year-old woman was travelling by the state transport bus. The woman was left alone after fellow passengers got down at a stop. When she wanted to get down, the driver asked her to wait till the bus took an about turn from a nearby roundabout. Meanwhile, the conductor Deepak first misbehaved with her and then sexually assaulted her. The driver Sallu and another traveller Raju allegedly helped him in carrying out the assault. They later dropped her near an income tax office and fled. The official said, "A rape case has been filed against all the three, as the two helped conductor Deepak in committing the act. All three have been arrested and bus seized."
Less than 10% NGOs have filed returns, CBI tells SC NeW DelHI, September 18 (IaNS): The CBI on Friday told the Supreme Court that out of 30,81,873 NGOs in India, spread over 26 states and seven union territories, only about 10% have filed their income-expenditure statements. The investigating agency sought another two months extension to compile all the information it was expecting from the state governments. The Central Bureau of Investigation urged the bench of Chief Justice H.L. Dattu and Justice Amitava Roy to direct Karnataka, Odisha and Telangana to furnish all information as directed by the court by its earlier order. The investigating agency said only 2,90,873 NGOs have filed their annual returns. It told the court that Karnataka, Odisha and Telangana have so far only provided names and the number of NGOs registered in their respective states, without furnishing information about whether they have filed their balance sheets or not.

NeW DelHI, September 18 (IaNS): Ahead of Prime Minister Narendra Modi's visit to America, India and the US are to hold the first ministerial meeting of the India-US Strategic and Commercial Dialogue (S&CD) in Washington on September 22, with External Affairs Minister Sushma Swaraj leading the Indian delegation. The dialogue is the most comprehensive mechanism for discussion and deliberation on the specifics of bilateral agenda of cooperation in different fields. India and the US
launched the ministeriallevel strategic dialogue in July 2009. Its first meeting was held in Washington in June 2010, followed by successive rounds in New Delhi (July 2011), Washington D.C. (June 2012) and New Delhi (June 2013 and July 2014). The decision to elevate the dialogue into a Strategic and Commercial Dialogue was taken during the visit of US President Barack Obama to India in January 2015. Sushma Swaraj will lead the Indian delegation to the S&CD.
The delegation includes Commerce and Industry Minister Nirmala Sitharaman and Power Minister Piyush Goyal. The Indian delegation will have senior officials from various ministries/departments of the central government, said an official statement. The US delegation would include Secretary of State John Kerry, Secretary of Commerce Penny Pritzker and Secretary of Energy Ernest Moniz. They will be accompanied by a high-level interagency delegation. During the dialogue,
many bilateral, regional and global issues of mutual interest would be discussed between the two sides. Need for security of women reporters in small towns NeW DelHI/lucKNoW, September 18 (IaNS): Harassment of five women reporters of a women's-only news publication based in Banda in Uttar Pradesh and the casual approach of police on the issue has once again put focus on the security of women reporters in the country's small towns. "Police called harassment of five of our team members by an unidentified caller for months an ordinary thing and it was long before it took the case seriously," Kavita, editor of the Banda-based 'Khabar Lahariya', told IANS over the phone. "An unidentified person, who called himself Nishu, was calling up five of our reporters since January. There would be over 90 missed calls to me and my reporters some days," she said. For three months, Kavita said, the person who called from different phone numbers, continued to threaten, intimidate and stalk the women reporters. "As reporters, we would be out in the field reporting or interviewing people. We would be disturbed constantly, sometimes at odd hours
at night when we would be home," Kavita said. Women reporters, who covered issues of crime, politics or other social issues, often felt troubled with calls even at midnight, she said. "He would call during late midnight hours, sometimes at 2 a.m.. and use abusive language," Kavita said. An FIR was filed against the caller on January 22, which was "only an ordinary case for police, despite repeatedly calling on us to give statements", Kavita said. "There is need for ensuring security of women reporters in small towns and cities. "For the last few days, since the former Mumbai police commissioner (Rakesh Maria) was replaced by Ahmad Javed, the media has sought to convey the impression that efforts were on to deliberately try and dilly-dally and interfere with the (murder) inquiry," Bakshi told media persons. However, when the transfers-cum-promotions took place, Bakshi said he had taken great pains to clarify that there was no connection between the administrative decisions and the murder case. "I am compelled to say that because of this impression being created by certain sections of the media and based on the report of the DGP, we have decided to hand over the case to the CBI," Bakshi said, referring to speculation whether Maria was promoted or 'removed'. Looking for reform success, Modi readies electricity rescue plan NeW DelHI, September 18 (reuterS): India is preparing a rescue package for power utilities owing tens of billions of dollars, but Prime Minister Narendra Modi must first convince states to make politically hard choices as he seeks a victory for reforms needed to galvanise the economy. Modi, who has had mixed success pushing through his reform agenda since coming to power 16 months ago, has prioritised tackling a problem that is stifling bank lending needed for a revival in Asia's third largest economy, three senior government sources with direct knowledge of the plan said. Problematic utility debts account for a quarter of all restructured bank loans in India. In total, utilities owe $66 billion. New Delhi has identified about $22.7 billion of debt held by financially stretched utilities as most at risk, one of
the sources said, adding to the urgency to relieve a banking system weighed down by bad loans. Under the proposal, New Delhi wants to persuade state governments to take over some of their utilities' debt. In return, the electricity distributors would commit to re-investing interest savings in new lines and metering, improving billing and cutting rampant power theft, the sources said, declining to be named because the plan is not public. To make it work, the distributors are likely to come under pressure to raise electricity tariffs for consumers used to low prices. One top power ministry official said the proposal was "very close" to being finalised and that states with the biggest problems agreed to back it. "The states have a very clear incentive to do this. Powerful Saudi royal heirs will define kingdom’s future RIYADH, SeptembeR 18 (ReuteRS): The relative youth and almost unprecedented power shared by the two heirs to the Saudi throne mean they are likely to dominate the kingdom’s politics for decades, putting their pivotal relationship increasingly under scrutiny. Crown Prince Mohammed bin Nayef, 56, and Deputy Crown Prince Mohammed bin Salman, 30, are next in line to succeed 79-year-old King Salman in ruling the world’s top oil exporter, as it faces regional turmoil and low crude oil prices. People who have attended meetings between the two cousins describe their public interactions as cordial and respectful, but such accounts have done little to stem suspicions among some Saudis that this apparently amicable facade hides a more fractious relationship. The elder prince, Mohammed bin Nayef, is a widely respected veteran of Saudi politics while the younger royal is a relatively inexperienced but favoured son of the king. Dynastic Politics The prominence of the two Prince Mohammeds means that any moves at the top of the Saudi government, particularly any involving Al Saud members or close aides to either of Salman’s named successors, will be closely watched.
The removal of Jabri, who even in 2006 was described by U.S. diplomats in a Riyadh embassy cable later released by WikiLeaks as Mohammed bin Nayef’s “go to” man on a range of issues and a key member of the prince’s staff, was just such an event. If the crown prince’s other key aide, Khalid alHumaidan, who was made intelligence chief in January, were replaced, for instance, then speculation about friction at the top, and rumours about new changes in the line of succession, might grow. Dynastic squabbling brought down a Saudi state in the 1880s. In the last century, King Saud’s efforts to limit the line of succession to his own sons, cutting out brothers and nephews, contributed to the family forcing him from power in 1962, so such things are keenly watched. Tension between the family’s different wings are usually open secrets, talked about in private and denied in public, while the Al Saud present an appearance of unity, an approach that has sometimes backfired by letting speculation flourish.
Experience And Youth There were reassuring noises about the new power structure. “I think it’s a good working relationship. Necessity demands it, and Mohammed bin Nayef is a highly respected person and in this society there is a lot of deference to age,” said Khaled al-Maeena, editor at large of the English-language daily Saudi Gazette. Crown Prince Mohammed bin Nayef, who has also been interior minister since 2013, is close to Washington, crushed an al Qaeda uprising while running internal security a decade ago and barely escaped assassination by a jihadist suicide bomber in 2010. As head of the security committee, he oversees most political issues, including anything relating to the kingdom’s internal stability or regional position and its support for Syrian rebels. When Salman placed him in the line of succession as deputy crown prince on assuming power in January, and then moved him up another notch in April, it was no real surprise given
the interior minister’s high profile and background in top jobs. Deputy Crown Prince Mohammed bin Salman, by contrast, has enjoyed a dizzying rise since his father became king and promoted him from head of his personal court to defence minister and then secondin-line, bypassing scores of uncles and cousins. He is in charge of a council tasked with addressing long-term economic development challenges, such as those posed by declining crude revenue, and theoretically oversees fiscal, energy, monetary and educational policies. That clear division of responsibilities, the 25year age gap between the two and Mohammed bin Nayef’s lack of sons mean the pair would not necessarily be direct rivals for power because Mohammed bin Salman can count on a long run after his cousin. A Saudi source, who declined to be named, said relations amongst the royals were good. “The great majority of the family is settled. The powerful princes are happy,” the source said.

Smoking can make you diabetic 42 killed in Taliban attack on Pak air base New YORk, SeptembeR 18 (IANS): Smoking cigarettes or breathing in second-hand tobacco smoke significantly increases the risk of Type-2 diabetes, warns a new study. While current smokers are at around 37% increased risk of developing Type-2 diabetes, passive smoking or breathing in secondhand smoke could raise the odds by as much as 22%, the findings showed. The
researchers estimated that 11.7% of cases of Type-2 diabetes in men and 2.4% in women (about 27.8 mn cases in total worldwide) may be attributable to active smoking. They also found that risk decreases as time elapses after smokers quit. “Cigarette smoking should be considered as a key modifiable risk factor for diabetes. Public health efforts to reduce smoking will have a substantial im-
pact on the global burden of type 2 diabetes,” said study co-author Frank Hu, professor of nutrition and epidemiology at Harvard T.H. Chan School of Public Health in Boston, US. In this study, the researchers conducted an analysis of 88 previous studies on the association between smoking and Type-2 diabetes risk, looking at health data from nearly 6 million study participants. They found
that when compared with people who never smoked, current smoking increased the risk of Type-2 diabetes by 37%, former smoking by 14% and passive smoking (breathing in second-hand smoke) by 22%. Among current smokers, the amount smoked made a difference. The increased risk of developing Type-2 diabetes was 21%, 34%, and 57% for light, moderate, and heavy smokers, respectively.
Obama’s Nobel Prize fell short of hopes OSLO, SeptembeR 18 (ReuteRS): The effect of giving the 2009 Nobel Peace Prize to U.S. President Barack Obama fell short of the nominating committee’s hopes, and several awards in the past 25 years were even more questionable, the committee’s former secretary says in a new book. Geir Lundestad, lifting a veil on the secretive five-member panel, also reveals that former German chancellor Helmut Kohl, late Czech president Vaclav Havel and several rock stars were among those who were considered for the award but never won. Lundestad writes in “Secretary of Peace” that the prize to Obama was the most controversial during his time as director of the Norwegian Nobel Institute from 1990-2015. He attended committee meetings but had no vote. “Even many of Obama’s supporters thought the prize was a mistake,” Lundestad wrote, adding that many Americans viewed the award as making Obama a spokesman for interna-
tional peacemaking values rather than their own interests. “In that sense the committee did not achieve what it hoped for,” he wrote, noting Obama himself rarely mentioned the prize. The award, made by the committee in particular recognition of Obama’s vision of ridding the world of nuclear weapons, was widely criticised in the United States as premature. It came just nine months after he took office. Lundestad, a professor of American history, said he had strong doubts before the award but denied Norwegian media reports that he regretted it. South Sudan fuel truck blast toll reaches 182 JubA, SeptembeR 18 (ReuteRS): The death toll in South Sudan from the explosion of a fuel truck this week has risen to 182, a regional official said on Friday. The blast occurred on Wednesday as crowds gathered around the tanker to gather fuel after it had veered off the road. An official had earlier said the toll could keep rising as South Sudan did not have adequate facilities to treat the burns. “The death toll has increased to 182 people. However, we are now on the ground evacuating some serious cases to a safe location for medical attention,” Wilson Thomas Yanga, Maridi County Commissioner, told Reuters. Maridi is in Western Equatoria, the region where the blast took place. Such incidents have happened before in the east African region where fuel tankers often have to travel long distances along potholed roads and pass through poor communities. There are almost no tarmac roads in South Sudan, one of Africa’s poorest nations, which has been mired in conflict since December 2013. Rebels and the government signed a peace deal in August, although the ceasefire has already been violated. peSHAwAR, SeptembeR 18 (IANS): At least 42 people, among them 13 terrorists, were killed on Friday when heavily armed Pakistani Taliban guerrillas stormed an air base near Peshawar and a mosque inside it during morning prayers. The audacious attack took place less than a year after over 150 people, mostly children, were killed at an army run public school in this provincial capital of Khyber Pakhtunkhwa. According to the director general of the Army’s Inter-Services Public Relations, Major General Asim Bajwa, the terrorists dressed in police uniforms, wearing explosives-laden jackets and armed with hand-propelled grenades, mortars, and AK-47 rifles entered the Badaber base from two points and then quickly split into three groups, with two moving to a residential area. The third group approached the mosque and sprayed worshippers with bullets during the morning prayers, killing at least 16 of them. However, it was not clear how many were civilians and how many were military personnel.The air base -- which is essentially a residential complex rather than an operational one -- is located on the southern-most tip of Peshawar’s administrative limits. The attack comes amid claims of success by the military in its 15-month operation in the tribal region, and might well be an attempt by militants to show they can still hit hard targets. It also exposes holes in Pakistan’s pre-emptive intelligence gathering mechanisms, mainly due to lack of co-ordination and information sharing among various security agencies. Gen. Bajwa said 16 people offering prayers at a mosque inside the air base, 10 km south of Peshawar, were shot dead. Bajwa tweeted that 13 terrorists
were killed. The Pakistan Army too suffered casualties. The total number of gunmen involved was unclear, but Gen Bajwa said his forces were hunting for the remaining attackers. At least 25 people, including eight soldiers and two army officers, were injured as army commandos and personnel of the Pakistan Air Force and Quick Reaction Force carried out a counter-attack. A posse of security personnel quickly reached the spot, triggering a heavy exchange of fire between militants and security forces. Residents said they heard explosions and gunfire soon after the terror attack
was mounted. Tehreeki-Taliban Pakistan (TTP) spokesperson Muhammad Khurasani in an e-mailed statement claimed responsibility and said a “suicidal unit” had carried out the attack. “We sent 14 men to attack the base and eight of them entered the base from one side and six from the other side,” the spokesperson said. On August 16, 2012, militants attacked the Minhas base of the Pakistan Air Force at Kamra. But recently there has been a lull in the violence. The last deadly attack in the city came in February when three Taliban militants stormed a Shia mosque, killing 21 people.
Military seizes power in Burkina Faso O uA G A D O u G O u, SeptembeR 18 (ReuteRS): Heavily armed troops crushed protests in Burkina Faso’s capital Ouagadougou after a former spy chief seized power in a military coup on Thursday, derailing a democratic transition that had inspired many in Africa. At least three people were killed and more than 60 injured, according to hospital sources, when members of the presidential guard fired warning shots to disperse crowds and used batons to beat back stone-throwing demonstrators. The coup leaders’ authority did not appear to extend beyond the capital and soldiers stood aside as youths demonstrated in several other cities and towns. The protesters were demanding the release of the interim president and members of his government detained by the presidential guard on Wednes-
day, and the organisation of elections as scheduled for Oct. 11. The vote is meant to mark a return to democracy a year after unrest toppled President Blaise Compaore when he tried to extend his 27-year rule. The uprising became a beacon for democratic aspirations in Africa at a time when long-term rulers from Rwanda to Congo Republic are seeking to scrap term limits. Thursday’s coup drew condemnation from former colonial power France and the United States. United Nations Secretary General Ban Ki-moon also demanded the release of detained officials and resumption of the transition. The U.N. Security Council discussed the crisis and agreed a statement calling for the release of all officials detained in the “unconstitutional and forceful seizure of power.” “The Security Council urged the perpetrators to
restore constitutional order and return power to the civilian transitional authorities without delay,” the council statement said. Senegal’s President Macky Sall, the current chairman of the West African ECOWAS bloc, and Benin’s President Thomas Boni Yayi were to travel to Ouagadougou on Friday to act as mediators in the crisis and attempt to free the government officials. General Gilbert Diendere, the junta leader who for three decades was Compaore’s shadowy chief military adviser, said the trigger for the putsch was a proposal this week by the transitional authorities to dismantle the presidential guard. He said the underlying cause of the military power grab was fear of instability after the transitional government barred Compaore’s supporters from contesting the polls next month.
“There may be some kind of sanctions to face but we will ask the international community to be understanding of Burkina Faso,” Diendere told Reuters, promising to swiftly release the president and prime minister and eventually organise elections. Under Compaore, Burkina emerged as a regional ally of France and the United States against al Qaeda-linked militants. Burkina hosts some 200 special forces as part of France’s Barkhane regional anti-terrorist operation, while Diendere took part in U.S.-sponsored regional counter-terrorism exercises in February. Underlying ProCompaore Agenda? In contrast to October’s uprising when thousands of protesters packed the streets led by civil society groups like Balai Citoyen (Citizen’s Broom), soldiers acted quickly to scatter groups of demonstrators.
The coup leaders forced private radio and television stations off the air, and journalists on the streets were threatened or beaten. “People started to gather, then in front of us we saw a V8 (military vehicle) that drove directly into the crowd and they started shooting, killing people,” said protester Bakary Zongo. “People started falling down.” In Bobo-Dioulasso, the second largest city, demonstrations continued undisturbed throughout the day and residents ignored a 7 p.m. to 6 a.m. curfew announced by the military council earlier in the day. Some checkpoints along Burkina’s frontier with neighbouring Ivory Coast remained open despite the ordered closure of land and air borders by the coup leaders. Diendere’s own home in the town of Yako was set on fire, according to several reports. A towering figure, nearly 2 metres (6.56 ft)
tall, Diendere had long preferred to operate behind the scenes. Under Compaore, he played a central role in negotiating the release of Western hostages seized by Islamist groups in the Sahel. Although his wife is a member of the CDP leadership, Diendere denied the coup was directly linked to the former president or his party. He said the junta would not interfere with investigations into Compaore, who is living in exile in Ivory Coast. The head of Burkina Faso’s transitional parliament called on the rest of the armed forces to step in and halt a coup by “a small group” of military officers. “The transition was put in place by the will of the people ... A small group of soldiers are not going to change that,” Moumina Cheriff Sy told Reuters, saying he was supposed to be the leader of the transition until Kafando was released.

Delhi talks something, acts differently; Framework Agreement: a long road to Naga solution Peace or Otherwise
I
t did not take time for the “Framework Agreement” signed between the Government of India and the NSCN (IM) turning into controversial one simply because both sides failed to make the contents public. However, the parties in agreement seemed to be struggling to justify that it was only a “Framework” for the contents to be incorporated. Whatever explanation made in the wake of their “Framework Agreement” had hardly convinced the masses. However, the presence of Prime Minister Narendra Modi, Home Minister Rajnath Singh during the “Framework Agreement” signing ceremony made many feeling somewhat influenced, though they should have organized such significant event a historic one by inviting at least former Prime Ministers, Interlocutors. Some political pundits, of course, were skeptical on the nature and the timing of the “Framework Agreement.” Their main skepticisms were not altogether wrong as their thinking was any Agreement with Delhi for the settlement of the long drawn out Naga political issue should be a transparent one. In fact, by not inviting former Prime Ministers, Interlocutors at the signing ceremony had shown that transparency was lacking in the Agreement. The only succor coming in soon after the signing of the “Framework Agreement” was from the statements of Prime Minister Modi and the Interlocutor RN Ravi. Modi lauded the courage and wisdom of the Naga leaders and civil societies and thanked them for their co-operation in reaching the agreement. He praised the Naga people for their support and the NSCN (IM) for maintaining the ceasefire for nearly two decades that enabled the dialogue to succeed. He also ventilated his vision for the transformation of the Northeast region, while expressing confidence that the agreement would open a glorious new chapter for the Naga people to build a bright future for Nagaland and also contribute to the nation with a sense of pride and confidence. Ravi kept repeatedly saying that they were working for an "inclusive" settlement on the Naga political issue and would take all stakeholders including the NSCN (K) on board. Everyone knows that the NSCN (K) had abrogated the ceasefire with the Government of India after 14 long years. The leaders of the outfit knew very well of the consequences they would experience while walking away from the ceasefire. Unfortu-
nately nobody had tried to deeply examine as to why they had to take such drastic step. Now, soon after their walking away from the ceasefire with the Government of India, they started attacking on the Indian security forces. The Naga people – be it civil society leaders or legislators – could not say anything during such incidents except making passionate appeals to the leadership of the outfit to come back to the ceasefire fold. Because they know very well that ceasefire is the only option that can prevent such unwanted violence. At the same time, Indian security forces as well as Intelligence agencies were remaining complacent underestimating the strength of the outfit and that was how 18 Indian army jawans lost their precious lives while injuring scores when they were attacked on June 4 at Manipur’s Chandel district bordering Myanmar. Only after the NSCN (K)’s attack on Indian army on June 4, New Delhi woke up to hunt down the cadres not knowing such steps would simply invite public angers complicating the already confused process of Naga solution to an another scale. New Delhi would hardly be bothered on entering any agreement whether it was with one group or two groups or whatever number of groups. They could manage it. But it would not be a welcoming one for the Naga people for they had been experiencing enough that piecemeal solutions did not end the Naga issue. This was the very reason why the Naga legislators, civil society leaders have been pushing their pleas to the Government of India and NSCN (K) for resumption of their ceasefire. Even the Nagaland Legislators’ Forum (NLF) had resolved to entrust the leaders of Naga Hoho and ENPO to meet the leadership of the NSCN (K) to reconsider their abrogation of the ceasefire with the Government of India and also with a message that such request was also the desire of the Naga people. The Government of Nagaland, Naga civil societies have been making all out efforts for the restoration of the ceasefire, and at the same time, the Home Ministry has also said that they have no objection to them (civil society groups from Nagaland) from going to Myanmar to hold talks with NSCN (K) members. Interestingly, the Center has not officially permitted the Naga civil society groups to go to Myanmar. But the turn of events was not that encouraging. The Assam Rifles had come under the barrage of criticisms for allegedly
killing two students in Phor Village under Meluri Sub-division and their afterward justification of the incident only damaged the reputation of the Institution. This incident took place when Members of the NLF were hectically engaging in meetings with the Prime Minister, the Union Home Minister and the Interlocutor at Delhi. Then came the Pangsha killings on August 28 by the Assam Rifles and very questionably this incident again so happened when the leaders of the Naga Mothers’ Association (NMA) were camping in the Tuensang district making crucial schedule for meeting with the leaders of the NSCN (K) to request them the importance of resuming the ceasefire with the Government of India. They were not there to instigate the NSCN (K) to attack the Indian security forces but to explain them the futility of such mindless acts and come to the ceasefire fold again for the larger interest of settlement of the Naga political issue. Such unwanted developments have fast been worsening the already fragile Naga political environment in the State. Gradually, the analysts in various political, social situations literally failed to understand as to whether what Delhi was up to and could not make heads or tails out of their unpredictable roles. These analysts felt that, after observing series of acts irony to what they (Delhi) were preaching, they (Delhi) were wrong. They were quietly seeking extradition of NSCN (K) supremo SS Khaplang from Myanmar to India. The suspicion on Delhi’s role towards Naga issue has increased when the country’s premier the National Investigation Agency (NIA) has announced Rs 10 lakh reward for any information leading to the arrest of Niki Sumi, who heads the military wing of the outfit and Rs 7 lakh reward on the outfit’s chairman, Khaplang. Finally the suspicion on Delhi is complete as they have declared banning the outfit for five years capping possibility of them coming to the ceasefire fold. How one can expect honorable and acceptable settlement to the Naga political issue with these unpredictable behaviors of the Government of India, though Modi and Ravi said many encouraging words. It will not be wrong to say that they say something and act differently. All these interesting developments have happened after they have declared “Framework Agreement” with the NSCN (IM). oungsters may really not know the hostility as they were toddlers then, and now the ceasefire is more than 18 years with little action in preceding few years. The struggle had been hard and long drawn out. In fact, longer than the exodus of 40 years in the wilderness of Nagev Desert denoting the Nagas were more wanting than the stiff-necked Israelites. Framework Agreement signed between the GOI and NSCN (IM), a signatory on Nagas’ behalf, is the budding culmination of sum total of the sacrifices and pains undertaken by people of Nagalim for decades in advancing their common cause. The Framework Agreement still devoid of details has raked up apprehensions in our minds. Will we make it this time or will disappointment and gloom again betray our hopes? The positive foothold to start with is it appears this time there are genuine people in GOI and though the Nagas are fractured as usual, the current peace process is broad based, where all stakeholders including civil societies are involved. In a serious note, no one wants to miss the opportunity. The cornerstone of the agreement is the concept of shared sovereignty, whereby India and Naga jointly exercise sovereign authority in harmony in respective predefined spheres. The idea is to reach a compromise by reconciling the competing positions of India and Naga, where the former recognises the unique history and situation of the latter, while the latter agrees to accommodate the former’s difficulty in granting complete sovereignty and thereby reaching an amicable agreement to co-exist on equal footing for mutual benefits. As the duel is indecisive, futile and weary, they have to shake hands. Conceptually, the abstract definition seems to hold its ground. However, when put in perspective in terms of flesh and tangibility, there are two possible outcomes: without or with territorial integration of the Naga areas within India. The first would envisage a Pan-Naga governing body, for dispersed Naga areas as the deal is short of territorial Integration, with statutory authority to preside over issues related to Naga culture and customary law, and would also entail limited say over land and resources and for promoting development to be exercised by the body as hemmed in by the scope of four territorial States. That’s limited, and is for namesake. Shared sovereignty would lose its meaning without crucial subject of law and order and other law making and financial powers enumerated in State list over dispersed Naga territories that remain with the state of Assam, Arunachal and Manipur and they would definitely compete
with one another in discrediting and scuttling the Naga body. The State of Nagaland would quarrel with the same as it would see the latter infringing and eroding her power domain and some square headed politicians in the name of real politick will create a mess out of it. The outcome will be a big confusion and failure and for sure, it will not work! For GOI, in short term perspective, it’s easier an option to claim the Naga issue settled this way. However, it is unlikely the aspiration will soon dissipate after hoodwinking the battle weary Nagas into signing an undoing deal for themselves. The feeling of betrayal will soon be re-echoed and a more virulent form of movement may resurface. Consequently, peace will remain elusive and Naga areas will remain like the wretched Roman Britain where military remained the only semblance of the Empire for all time it ruled there. That will be a cruel wasteful labour lost! The second option is to go for Naga territorial integration or augmentation of existing territory of the Nagaland state for which a provision is provided in Indian Constitution where consent of states is not mandatory. Indeed, GOI may have to ruffle some feathers here. The concept of shared sovereignty together with territorial integration appears to be viable. The inclusive territory will become a fullfledged State with authority over law and order and other subjects enumerated in the State list. In addition, shared sovereignty status would guarantee supreme rights over their land and natural resources, culture and tradition. If soothe envisaged Pan Naga body would rather become like a Society under Society Registration act of 1860, entrusted to promote the interests of Nagas in Myanmar and around the World. Yes, it will work! With this arrangement in India and corresponding similar arrangement put in place for Myanmar Nagas, then there is no reason to believe that the Nagas will remain unsatisfied and so will the contended hordes definitely become a constructive force in North Eastern region and for that matter anywhere in India. It sounds too good, but can be done. To conclude that the deal is assembled in right configuration, one can now safely climb over a rooftop, in a broad day light and announce from there to the world, “The Naga issue is hereby, resolved for ages to come and for sure peace and tranquillity will return in the hills and valleys of the Nagas, across India and Myanmar. s far as human resources and development is concerned, our Nagaland is one of the best and fastest developing state in Indian Union. But when we put a glance at the condition of vehicle road we cannot elaborate anymore. It is not a new thing to everyone that road condition even in the heart of our capital city, Kohima is the worst of all. Leaving aside other interlink roads the lone and the main road at our capital city from the bottom to the top is in the superlative degree depleted and pitiable condition. Even I as a simple layman feel shy in-
front of our neighbouring states. During the rainy season of these days we cannot walk simply and straightly on the long roadside without secure safety measure like strong umbrella to defend our whole body. Some civic sense like minded individual filling up the worst hole and blank with pieces of brick and stone. While walking on the pedestrian road along the long side of the vehicle road at the heart of our city everybody must be very careful to avoid serious injure. Our state government giving first preference and paying first and utmost attention to the Naga Sover-
eignty giving a deaf ear to our immediate needs and urgent infrastructure development and requirement. The smooth roads of our capital city is not matching with its name and also not very relevant to its good government of the state. In this regard, whose ministry is to be blamed? The then Dr. S.C. Jamir led ministry or the then Sir Neiphiu Rio led ministry or the present CM T.R. Zeliang led ministry or the failure and negligence responsible lies with the Urban Development Minister? Revised compassionate appointment scheme for state government employees who die in harness
I
n supersession of the Government’s Office Memorandum, the State Government has revised the existing scheme for appointment, on compassionate ground, of family member of the State Government employees who die in harness as per guidelines enumerated below. Appointment on compassionate grounds shall be given only to one of the following members of deceased employee's family: (a) spouse, or (b) son, or (c) daughter, only. Appointment on compassionate grounds shall be made only on a regular basis to direct recruitment posts and only if regular vacancies meant for that purpose are available in that Department where the deceased Government employee was serving. Applicants shall have no claim to appointment under this scheme in any other Department other than the Department where the deceased employee was serving. However, for the NCS officers, the appointment may be considered under the establishment of the Commissioner, Nagaland, or the Nagaland Civil Secretariat. Compassionate appointments may be made to the posts falling under the combined direct recruitment quota of Group C or D. The ceiling for compassionate appointments of 5% of the direct recruitment vacancies in Group C and Group D posts has been done away with provided such appointments do not exceed 50% of
the vacancies during a year. The appointment against posts for direct recruitment in Group C should be in the entry grade only. Further, appointment against any post for direct recruitment in Group C should be limited to those posts which are outside the purview of NPSC for recruitment. The inter-se seniority of person appointed under this scheme shall be fixed with reference to their date of appointment and their interpolation with the direct recruits/promotees shall be made with reference to their dates of appointment without disturbing the inter-se seniority of direct recruits/promotees. The scheme will be available to family of the deceased employee provided no surviving member of the family holds any regular post in the State Government . The benefit of such appointment shall be available to only one family member. The scheme will be applicable only to dependents of deceased Government servants appointed and serving on regular basis at the time of death and will not be applicable to those who were working on daily wage or casual or ad-hoc or contract or re- employment/extension/consultant basis. A spouse once appointed under this scheme shall be allowed to continue in service even after re-marriage. Appointments made under this scheme shall not be transferable to any person in any circumstances and any request for the same shall be invariably rejected. Applicants under this scheme should be eligible and qualified for
the posts in all respects under the provisions of the relevant Recruitment Rules. No relaxation in eligibility will be made in any circumstance, except to the extent provided under this scheme. Date of joining by a person appointed under this scheme shall be treated as the date of his/ her regular appointment. All Departments shall maintain a waiting list in chronological order for compassionate appointments. An applicant will be given the waiting list number on receipt of the application, if there are no regular posts available. The upper age limit of applicants under this scheme may be relaxed in exceptional cases up to a maximum of 5 years in addition to existing relaxation, if any. The lower age limit shall, however, in no case be relaxed below 18 years of age. Appointments under this scheme, irrespective of the appointing authority specified under the rules, shall be made only with the approval of the respective Heads of Administrative Departments with the prior clearance of the Department of Personnel & Administrative Reforms. The Departments should send proposal for appointment on compassionate ground as per the format enclosed. All Departments shall amend their respective Service Rules/Recruitment Rules to make a provision for compassionate appointment. Any dispute arising out of the provisions of this scheme or any clarification shall be referred to the Department of P&AR for decision of the Government. (Issued by DIPR)

e all came to this world as a tourist where only few could make their immortal lasting imprint and that one of them is Lt.Rani Gaidinliu alias Mraidinle (Espousal of love) who had made her imprimatur in the annals of great Indian freedom history was a testimony of her valor in the days of anarchic rule pre-independence of India in the era of British colonial rule. Now, when the world recognized her as freedom patriotic with highest decorations, it would be too imprudent on our part to belittle her contribution especially when emotional integration amongst the outside- inside Nagas is a prerequisite criterion at this crucial juncture. To be precise, the word iconoclast described as “Image breaker” especially one who took part in the movement in 8th & 9th century against the use of image in religion worship in churches or the puritans who strongly against the use of images became an accepted meaning in English oxford dictionary. More so, when Martin Luther 1483-1546 denounced and had destroyed all the traditional practice of portraying pieta, crucifixion of Jesus, Mary & Joseph with holy child Jesus, Sacramento etc. that’s why they are called protestant. In the face of such, the present embroilment over Rani Gaidinliu birth anniversary celebration and construction of her memorabilia at Kohima where most Naga societies distaste and disapproved citing that she was not a Naga from Nagaland, she had not contributed anything significantly for the Nagas cause, she was a demonic cult leader so on and so forth was seemingly deprived of any rationality in the face of factual history well engraved in the national archive. Here I find no logic in dismantling the past history of any Naga at the whim and fancy of any individual or groups but believe that a good sense will prevail in our christen society. Well, even if we cannot be constructive party at least let us not be destructive party as well and be more responsible toward the society we live in. It is also true that the past records of Rani Gaidinliu was a conglomeration of politics, religion and socioculture which many intellectuals failed to comprehend and thus this murky idea had exponentially propelled to diverse speculation. No wonder, Rani Gaidinliu was the founder of Herakha a.k.a. Kampai religion where, Hera means god, ghost, spirit, devil etc. and Kha means Dispel thus, the actual concept of the nomenclature Herakha stands for “dispelling evil spirit” however,
the nickname Khampai denotes as “Fail” for the simple fact of failing in every venture they took up in the beginning. It was also said that she possesses curative power where by placing her hands over the sick person certain ailment could be cured whereas some others misinterpreted as sorcerer/witchcraft could be unfounded and baseless rumors only. Her religion Herakha worship and belief in Rawang also called Ragwang which means almighty god unlike their counterpart Hindu, without any attachment to deity or other gods. They perform special ritual (Pooja) on every lunar full moon day by slaying cows, buffalo, pigs and chicken and enjoying over with local wine/ drinks dancing and singing the whole day. The Herakha also belief life after death where the righteous will go to Rawang/Ragwang and the sinner will be invariably condemned to demonic world. The hierarchy of their religion has it that the chief priest is called “PAIPEI” if male and “PAIPUI” if female who perform the ritual during their Pooja festivals. That means they have 12 festivals in a year which is also a financial burden for them. Invariably, they are one of the richest in cultural heritages with variant code and patterns of traditional dresses, different types of dances and songs for various occasions. Whereas, on political front, her main idea could be probably to establish Zeliangrong homeland so that her people would be liberated from the yoke of British who frequently harassed and disturbed the custom and traditional practice and imposing harsh taxes for no social benefit thus the revolt was and subsequently her cousin Haipau Jadonang was hanged and she was imprisoned for life. Thereafter attaining Indian independence she was released and offered amnesty where she enjoyed all the govt. protocol facilities till her last breath at Kohima in 1993. It was in 1988 I personally approached her at her official resident on Zoo road Kohima along with my cousin brother Rev. Can you kindly explain to us.” To which I promptly obliged “Precisely, that’s not an entity of a script (alphabet) but only a hieroglyphic form of communication” however further requested to explain the meaning of hieroglyphic, I plainly told them that Gaidinliu and her cousin brother Haipou Jadonang employed pictorial or symbolical description as a secret communication tool so that certain information can be conveyed to each other in time of difficulties in their hideout. Thus, the matter was resolved where they seemed to be agreeing with the explanation I’ve offered. Here, I should say the pictorial evolvement was really innovative ones when they were totally illiterate and have no knowledge about the outside world history of such entity as hieroglyphic. However this write up shouldn’t be misconstrued as a political mileage, tribal propensity but explore the nuance and core issues without bias then only reasoning can be ascertained to a great extend. Nevertheless, retrospection showed that Nagas are at time over sensitive especially when it touches tribal line which otherwise projecting ourselves in our truest color of ism that’s one of the greatest impediment in our social cohesion. The recent blitzkrieg harped upon her (Gaidinliu) by the various organizations, churches exposes more of our intolerance and narrowism that doesn’t really augur well with our Christian society. It’s also true that man doesn’t live on bread alone but neither do we live on bible alone in this complex world. Yes, at this juncture we also need to think from outside the box as well for the greater glory of the whole Nagas (Inside outside). Remember, this doesn’t really qualify my support or idolizing her (Mraidinle) but I am of the view that history records about hers cannot be undone or rewritten whatsoever. Similarly I am also of the view that our ego shouldn’t take the better of our sense if at all we have to march forward in the real spirit of secular democratic. I profoundly do hereby offer my unconditional apology to all the aggrieved parties should this article hurt their sentiment in any manner but no obligation to answer and entangle further in this mater whatsoever. Legendary German coach Dettmar Cramer passes away
BERLiN, SEPTEMBER 18 (iANS): Former German football coach Dettmar Cramer, who won two European Cups with Bayern Munich in 1975 and 1976, has died at the age of 90, the Bavarian club and the German Football Association said in separate statements on Friday. "To many people, Dettmar Cramer was more than merely a sporting figure. To me, he was like a fatherly
friend, and the biggest influence on my early years as a professional," said the chairman of the Sports Council of FC Bayern, Karlheinz Rummenigge, reports Efe. "To a large extent, I have him to thank that I was very successful as a footballer," the former German international added. Cramer started coaching Bayern on January 16, 1975, achieving European successes in 1975 and
1976, and then resigned in 1977, when the club lost the Bundesliga title. Cramer went on to coach other German clubs Eintracht Frankfurt, Bayer Leverkusen and Hertha Berlin and was one of the assistants of Germany coach Helmut Schoen during the 1966 World Cup. His other coaching stints included spells in the US, Japan, Malaysia and South Korea.

NEw DELhi, SEPTEMBER 18 (iANS): Somdev Devvarman brought out his fighting best to beat a player ranked 124 places above him and keep India on course for an unexpected coup over the Czech Republic tennis team in the Davis Cup World Group Playoff here on Friday. Following Yuki Bhambri’s straight sets loss to Lukas Rosol in the opening rubber at the Delhi Lawn Tennis Association (DLTA) complex, another loss would have seen India on the brink of an exit. But Devvarman, who has not lost in the national capital since 2010, reserved his best for the second rubber, beating World No.40 Jiri Vesely 7-6(3), 6-4, 6-3 in two hours and 44 minutes on the slow and bouncy outdoor rebound ace hard courts to level the contest at 1-1. India needed Devvarman to win and he did not disappoint as he started in brilliant fashion, matching stroke-for-stroke against his 22-year-old opponent.
Though there were a few breakpoint chances here and there, both players held their serve, leading to the tie-breaker. The 30-year-old Indian looked far more commanding on the court and easily won the settler 7-3. Devvarman got the break immediately in the second set, but was broken back in the eighth game. MOkOkchUNg, SEPTEMBER 18 (MExN): The first Mokokchung District Inter-College Sports meet concluded today at Imkongmeren Sports Complex, Mokokchung. The college meet saw 294 participants from four different colleges of Mokokchung District. In a short closing programme, Sentinungla, Advisor Fazl Ali College Student’s Union, encouraged the students with words of comment where she congratulated the efforts of the organizing committee and pushed them to keep up the spirit. She commented on the skills of students at the meet and encouraged them to learn more organizing skills and to be more disciplined and also to be more active. She encouraged the student unions

Get Them Go Kohima, Laii Youth & Students Org Manipur, Forerunner 4th NAP Bn and The Tribal FC Kohima today registered win their respective matches in the ongoing 16th edition of NSF Martyrs’ Memorial Trophy 2015 at the Kohima Local Ground. In the first match of the day, Get Them Go Kohima defeated strong contender FC Lenlem Kohima 3-2. Nokzentetba opened account for Get Them Go in the 28th minute while Avilie and Dziivisii-o contrib-
