The North East Christian University (NECU) is ready to take off by 2017. Chancellor of the to-be NECU, Rev. Dr. L. Anjo Keikung, also the former general secretary of the Nagaland Baptist Church Council (NBCC) said this while speaking at the Naga Missionary Conference on September 18. A platform for Christian higher education, NECU will be set up at Medziphema in Nagaland in 2017, he informed. The search is currently on to fill the posts of senior officials.
DIMAPUR, SEPTEMBER 19 (MExN): Expressing dismay over the decision of the Government of India (GoI) to ban NSCN (K) for five years, the Nagaland Peace Centre (NPC) has termed it a “negation to the declared policy to safeguard the political right and desire for peaceful solution.” “In reality it is empty, unfruitful and embarrassing for those who have worked for peace and are constantly striving to meet the leaders of NSCN (K) for a positive settlement,” NPC chairman N Theyo stated in a press note on Saturday. The NPC maintained that Nagas have suffered for many years with the economy badly affected and the ban on NSCN (K) was only an indication that the GoI rely on forces for military solution. While pointing out that dialogue for peaceful solution needs to be exercised to contain the armed wing of NSCN (K) organization for a peaceful political settlement, NPC said the efforts of Naga civil societies in meeting the NSCN (K) leaders for resumption of ceasefire, peace and political talks have been put in jeopardy.

NSCN (K) ban has put peace on jeopardy: NPC
DIMAPUR, SEPTEMBER 19 (MExN): A goods delivery vehicle (Tata mobile) belonging to a prominent Naga entrepreneur in Dimapur was allegedly taken away by personnel belonging to the NSCN (IM). The vehicle was reportedly ‘seized’ by the personnel of NSCN (IM) at around 11 am in the morning of September 19 from Walford area, Dimapur, a press note received in this connection informed. According to FIR lodged at East Police station in this connection, inability to pay tax to the said group is suspected to be the motive behind the action. The business community and social groups are contemplating on the action to be taken, the press note further added.

DIMAPUR, SEPTEMBER 19 (MExN): A clear indication that rampant automobile theft has become one of the common property-related crimes in Nagaland State, the Anti-Vehicle Theft Squad, Kohima Police within a span of seven months time recovered 37 stolen vehicles worth Rs 2.59 crores from Kohima district. Altogether 32 persons have been arrested in this connection, Kohima police through its PRO Atu Zumvu revealed in a statement today. The anti-vehicle theft squad was constituted on March 19, 2015 under the direct administrative control of SDPO Kohima to prevent, detect and investigate all types of vehicle theft cases. Kohima police said the recovered vehicles comprised of 2 trucks, 1 mini bus, 5 Mahindra boleros, 4 Mahindra pick-ups, 4 Mahindra scorpios, 1 Tata mobile, 2 Tata sumo, 1 tata safari, 1 Ashok Leyland pickup, 2 Maruti 800, 1 Maruti Swift Dezire, 1 Maruti Wagon R, 1 Maruti Zen, 1 Honda City, 1 Maruti Alto, 1 Hyundai Santro, 1 Maruti Van and 7 motorcycles. Out of 37 stolen vehicles which have been recovered by the team, 15 vehicles has been already released to the rightful owner as per the order of Chief Judicial Magistrate, Kohima while the remaining 19 vehicles which were reported stolen as per the NCRB database are still in custody and awaiting reports and clearance from other State law enforcing agencies for claim and taking over of the stolen vehicles. While vowing to continue its efforts to check and recover stolen vehicles, Kohima police has also requested all the vehicle owners to take necessary precautions and inform the police at the earliest possible time in case of any vehicle theft.

Further, forged registration papers, supporting documents and a fake registration number are not difficult to procure in the State. Often, used car dealers work hand in glove with car thieves, who frequently operate as part of a larger gang. In other cases, these cars are dismantled and individual parts are sold in the open market. Stolen cars are also being used in crimes and then abandoned, the police revealed.

Given the choice, most of us would migrate to cosmopolitan cities with everything a modern lifestyle has to offer. A rare breed of Naga people—missionaries preaching the Bible—have, however, chosen0 to live in shadows of governance around the world and the Indian subcontinent. Revealing their stories at the recently concluded Naga Missionary Conference at Thilixu Baptist Church, Naga missionaries talked about experiences of reaching places where roads, electricity, drinking water have not yet reached. These citizens are choosing compassion over career and low wage hard work over not working at all. One young woman in Jharkhand braves the heat and persistent mosquitoes to work with the Santhal people, learning their language and customs meticulously. Another woman in Gunthur in Andhra Pradesh works with the heat and the outcaste in a saree and a smile. A young man in the hills of Assam found no water, healthcare or electricity when he first went to his “mission field” 11 years ago. Loneliness became persistent in the life of an older missionary. Salaries remained dim. In UP, one was almost killed by activists of another religion. Being in China means having to face the consistent prospect of arrest. In Sudan, war and refugees means an omnipresent struggle to keep positive. It is their spirituality in Christ, and the desire to bring his value-based preaching to the people, that keeps missionaries going for years. Sometimes it brings comfort to those around them; at other times, it backfires. Nonetheless, it makes a strong case against the capitalist truism that altruism is dead. The Naga Missionary Conference organised by the Nagaland Missions Movement (NMM) from September 16-18 here brought these perspectives to fore.

While stating that though the “Baptist system” with independent churches is best suited for the Nagas, he noted that mission work is being done in a “blind boxing” style, adopting haywire methods. Asserting that big churches should not compare themselves to small churches in the number of missionaries they send, he said that NMM has come up with a “new system” for mission work, and that local churches should work with NMM. Money, resources and support, he held, can only come from the local churches but NMM can provide training, strategies and coordination—“mission is a comprehensive term,” he reminded, entailing development, education, healing etc to “win people to Christ.”
Shared Vision
In order to make these activities possible, however, a ‘shared vision’ is necessary. “The commission lives through Naga churches, missionaries and a shared vision,” said Rev. Santiago (Sonny) Lagardo, International Director of Ethnos Asia, Bangkok, Thailand, speaking on the theme of the Conference on September 18. As difficulties mount, it will be difficult for Naga missions to keep compassion for people at the core of their work in other regions. Yet, without compassion, there is no mission work. This must become part of a ‘shared vision’ of missionaries and churches. “A shared vision is a force in people’s heart that creates common identity and a sense of purpose with people,” said Rev. Sonny. “We must connect missionaries and churches to have a shared vision; to allow them to work together and experiment.” Mission work is commonly discarded as the “last option” for many who join the movement they call Christianity. Friends persist for missionaries to return and take up fancier jobs as church leaders. Mission work can be a lonely walk, but an exhilarating one as well. After reeling under unprecedented power crisis that stretched for more than three weeks after the main power transformer got damaged on August 26 last, electricity transmission was restored in Mokokchung town on Saturday morning. Sources at the power department revealed that they started the transmission on Friday night on ‘trial basis’ and resumed the ‘normal transmission like before’ Saturday morning. It may be recalled that major parts of Mokokchung town and some neighbouring villages including the
whole of Asetkong Range faced severe power outage for 25 days after the main 5MVA power transformer at the Mokokchung town power substation got damaged due to ‘multiple reasons’. Meanwhile, when inquired if the consumers were likely to be compensated by the power department as per the provisions of the Nagaland Electricity Regulatory Commission’s guidelines, officers of the department refused to make any official statement immediately but assured that they would refer to and analyse the NERC guidelines. Mention may be made that the NERC guidelines provides for a ‘Guaranteed standards of perfor-
mance and compensation to consumers in case of default’. This provision of the NERC, among other things, provides for ‘Compensation payable to affected consumers in case of violation of standards’ whereby in the case of “distribution transformer failure”, the “guaranteed standard maximum time limit for rendering service” for cities and towns is stated to be ‘within 48 hours’. The ‘compensation’ in this scenario is stated to be “Rs 20/- per consumer/day for delay beyond one day to maximum Rs 100/- per consumer.” The same guideline also provides similar provisions for rural areas and remote areas.

The bypass road to reconnect the Civil Secretariat area and the new exit route from Heritage village, Kisama to National Highway- 29, which are under construction, is likely to be completed latest by November this year. This was informed by Minister for Roads & Bridges, Y Vikheho Swu who inspected the ongoing construction works on Saturday. While expressing satisfaction over the fast progress of the ongoing works, Swu noted that Kisama exit route, which will link NH29 after crossing Phesama village towards Kohima would greatly ease the traffic congestion. An amount of Rs 2 crore has been earmarked for

The road construction work is being executed by a group of Phesama villagers. Due to the unstable land condition, black-topping works would be carried out only after the soil becomes stable for which another couple of crore has
been estimated, Swu said. The Kisama exit route is likely to be completed by mid-October while the bypass road at Sanuorü should be completed by mid-November. This bypass would serve as an alternate arrangement till the time the bridge is constructed, Swu informed. The road & bridges minister also visited the fresh road cutting site connecting the Secretariat
area from NH-61 on Indira Gandhi Stadium road. The work is being carried out by Lhisemia Khel under Kohima village. Swu assured to extend all possible help towards the project. Parliamentary Secretary for YRS, MTF and State Lotteries, Khriehu Liezietsu along with officials from Roads & Bridges department accompanied the minister during the inspection of the works.

Mon, SepteMber 19 (DIpr): A high level team of Medical department headed by the Minister of H&FW Longon visited District Hospital, Mon and held meeting with the hospital staffs and civil societies of Mon on September 18. Addressing the gathering the Minister appealed to the local doctors, nurses and staffs of Mon to take the lead and set good example to improve the performance of the hospital. He asserted that the performance of the hospital depends on the performance, sincerity, enthusiasm, and hard work of the local officials of the hospital and the cooperation and support of the local people. Deeply impressed by the cleanliness and proper maintenance of the hospital he said it reflects the coordination and teamwork

of the employees and the dedication and sincerity of the doctors and nurses posted in Mon hospital. He exhorted the staffs to keep the good teamwork and coordination of the staffs alive to upkeep the good performance and cater to the needs of the people. The Commissioner & Secretary H&FW M. Patton in his short speech said that the purpose of the visit is to take the assets of the hospital which will be discussed in Kohima to redress the grievances. Referring to the shortage of doctors in the hospital he directed the MS to utilize the service of program doctors under CMO for 3 times a week as per the norms. The Principal Director H&FW Dr. Nandira Changkija highlighted on the purpose of the visit and lamented on the poor performance of the staffs and

In his inaugural speech, N. Thongwang expressed his gratitude to the Mohung village for providing water source to the three villages of Totok. He informed that the kind gesture of the Hohung village has resolved the water problems faced by these three villages for many years. Asserting that development cannot be implemented in disputed areas he advised the elders of Mohung and
three Totoks to extend cooperation and support to each other and to respect the sentiments of others to maintain peace and tranquility in the region. Meter-gauge rail track is now history in NE 'Biggest operation' against Bodo aGartala, September 19 (iaNS): Saturday morning was a momentous day in the history of the 57-year-old Northeast Frontier Railway (NFR) as the last train on the solitary meter-gauge track left in the entire northeastern region departed from Agartala station. Except some railway employees led by Agartala station manager Paramananda Das and some curious locals, there was no VIP or important functionaries to see off the last train as the 10 bogie rake with 953 passengers on board quietly pulled out of Agartala station at around 9.30 am for Karimganj in southern Assam. The metre-gauge tracks laid in Tripura are to be pulled up to make way for broad gauge tracks. The preliminary work for the gauge conversion would start from Sunday and the main work would begin from October 1. To bring them in sync with those in the rest of the country, the 115 to 120-year-old meter-gauge lines over 220 km from Lumding to Silchar (in southern Assam) were converted to broad gauge in the first phase. "In the second phase, running of both passenger and goods trains in Badar-
pur (southern Assam) and Agartala section would be stopped from September 20," NFR chief public relations officer Pranav Jyoti Sharma told IANS. "To facilitate faster conversion, this would be taken up in the BadarpurKumarghat- Agartala section (excluding Badarpur railway station)," Sharma said, adding the work over the 217-km section has to be completed by March 31, 2016. Passenger services on the Lumding-Silchar route are yet to begin due to technical reasons. "The historic metre gauge railway line has a glorious past since it was constructed in 1899," said Sukumar Das, an academician and veteran citizen of Silchar, the main city in southern Assam. "Railway authorities should build a museum or a commemorative centre to conserve the historic and old railway tracks as these have a heritage value," Das told IANS. The chief minister was reacting to a reported statement by union Minister of State for Home Affairs Kiren Rijiju that Gogoi's offer was "undermining national interests". Assam Director General of Police Khagen Sarma said this to the media after reviewing the security scenario during a meeting with 4 Corps commander Lt. Gen. Sarath Chand in Chirang district. The operation against the anti-talk faction of the National Democratic Front of Bodoland (NDFB) has been launched in areas under the Bodoland Territorial Area Districts (BTAD) in Assam. Chirang comes under BTAD. "We launched the biggest operation against the NDFB militants yesterday (Friday). In today's meeting, we discussed the mea-
sures to be taken against them," the DGP said. New Delhi, September 19 (mail toDay): Nearly 31 lakh NGOs across the country, most of whom receive funds worth crores of rupees from the government and abroad, came under the Supreme Court's scrutiny on Friday after the Central Bureau of Investigation submitted that only 10 per cent of them have filed their annual income and expenditure statements. Raising the issue of transparency regarding their functioning, the CBI report filed in the court said that out of 29,996,23 NGOs in 26 states (information from three states is awaited), only 2,90,787 - a paltry 10% - have filed their balance sheet.Between
2003 and 2010, the Union and state governments released Rs 6,654 crore to various NGOs, averaging almost Rs 950 crore per year, according to information received through RTI queries by the Asian Centre for Human Rights. And for the financial year 201013, available data show that about 22,000 NGOs received over $3.2 billion from abroad, of which $650 million came from the US. Significantly, the CBI suggested that only an NGO which has filed statements for three preceding years should be given a grant by the government. Uttar Pradesh had the highest number of NGOs at 5,48,148 (out of them only 1, 19,000 have filed their balance sheets) followed by Andhra Pradesh which had 2, 92,144 NGOs. Out of West Bengal's 2,34,000 NGOs, only 17,089 filed statements. From the report sent by the governments of various states and Union Territories, it was found that none of
the NGOs in Rajasthan (which has a total of 1,36,978), Assam (97,437), Himachal Pradesh (52,394), Punjab (84,752), Kerala (3,69,137), Meghalaya (15,032), Nagaland (4,491), Tripura (6,679) Manipur (1,640), Goa (553), and UTs Chandigarh (3,981), Dadra and Nagar Haveli (611) and Lakshadweep (612) filed annual income expenditure statement before the authority which registered them. The court had ordered a CBI probe into the functioning of all NGOs in the country, expanding the scope of a PIL filed last year by Supreme Court lawyer M L Sharma, who had originally only sought investigation into misuse of funds by Anna Hazare's NGO Hind Swaraj Trust. The court had on September 2, 2013 asked the CBI to get information from all states and UTs regarding the number of NGOs in the country and whether they are filing annual income and expenditure statement before the authority which registered them.

NPF Phek division mourns KohIMA, SEPTEMBER 19 (MExN): Naga People’s Front (NPF), Phek Division has mourned the demise of Wetso Chirhah, president, NPF 17th Chizami A/C on September 13. Late Wetso Chirhah was a hardcore regional party leader as well as known public leader in the area who was respected and loved by everyone for his simplicity and honesty, according to a release issued by NPF Phek division president Chivotso Nienu and general secretary Wepe Mekrisuh. aking it through a worship service with a child with special needs can be a true test of faith. Between keeping your child under control and warding off the evil eye of fellow pew-sitters, you may feel that no one in your family is getting anything out of the service. If you have your heart set on some kind of Ideal Worship Experience, wherein your neatly dressed children sit quietly for every minute of the service, you’re probably out of luck. But that doesn’t mean your family should give up and stay home. Try these tips for getting more than a headache out of worship time.

Today, when the world is opening doors for women empowerment and we see a little shift where women are rising up; wonderful, great leaders coming up in different fields; girls doing better in education, competitive exams and in many areas, but one thing that is really saddening is the Church where we teach about God; it is still struggling to empower women to their full potential and authority. The Church is still hesitant even to ordain a woman as the leader of the congregation, church or association. Leading us to the question – Where is the Equality? Where is her Authority? Breaking The Mindset To see the full picture of God’s plan for us, the renewal of the mind is very important and essential for everyone. As an old proverb says, “One hand cannot clap alone”, we need one another to make it work. It is not only the mindset of the men, which needs to break and renewed but also the women. The woman has been deceived and made to believe the lies that she is weaker, powerless and has no right to rule and to stand equally alongside man. In almost every culture and religious belief, these lies have infected the mindset of mankind, making us believe that the woman must suffer; if not, must always
be under the hands of man. Thus, we always see one group is ready to oppress and suppress, and the other group, unfortunately, is also ready to be oppressed and suppressed, believing it to be normal and part of life, which is not right and totally against the will of God. Today, if we ask a woman – “Do you want to be a senior leader in a Church?” Most of them might say – “Yes!” with a bigger “BUT”. And this mindset of “BUT”, we should break it off. Some of the consequences of a corrupted mindset are abuses (sexual, physical, mental, and emotional), which we see and hear everywhere. Here, one group is saying we are stronger so we can do it; whereas the other group is saying we are weaker we can’t help but bear it, which are both abnormal. Today, we see and hear there are voices rising up for equality in many fields but if a section of the people has a viewpoint, then another section in the same group has another viewpoint. I am sorry but it may not work out this way, or it might just prolong the process of fulfilment. See, if your fellow members are not joining the team to come abroad and you can’t convince them, then sorry! you can’t make much impact; there is always a hole where there is disunity. So, it is very important to break
and renew this mindset of powerlessness and second-class mentality among the women to bring back to the original plan of God before we try to break the mindset of men. Back To Normal We find in many cultures the men dominating women, and again in some places the women dominating men, and I believe both are equally wrong and dysfunctional. In both these systems, the other throne is empty and incomplete; where one throne is shining brightly and gloriously, the other one is becoming dull and dusty, which by nature is defective. It is time we rule together and take dominion over the earth and torment the satan instead of we fighting with one another and competing to rule over one another. Here, something to be careful is; the voice to raise up is for equality to rule together, not to overthrow the other party. Patna, SePtember 19 (IanS): Taking pot shots at Prime Minister Narendra Modi over his poll promises, Congress vice president Rahul Gandhi on Saturday called him a Feku. Addressing his first election rally in Bihar's West Champaran district, Gandhi targeted Modi over his various promises made during the 2014 Lok Sabha election campaign but which remain unfulfilled till date. "He had promised 2 lakh jobs, promised Rs.15 lakh in each of your accounts, to control inflation. One year of Modi government has gone. Did it happen? Has anyone got Rs.15 lakh? Has the inflation been controlled? Has anyone got employment? ... Feku tha, hai," the Congress vice president said without taking Modi's name. Loosely translated, the Hindi word Feku means someone who bluffs. On employment, Gandhi said during the Lok Sabha campaign Modi had promised to revive sugar mills in Champaran but nothing had been done in this direction. "Modi has never met poor people, workers and labourers. He has no time for them. Modi only meets people wearing costly suits," he said while people of Bihar to be wary of Modi and his "suited-booted friends" who may take away their land in the name of development.
Over Rs 10.5 lakh cash, 3112 litres liquor seized
Patna, SePtember 19 (PtI): In continuing operations to enforce the Model Code of Conduct, more than Rs 10.5 lakh unaccounted cash and 3,112 litres of illegal liquor were seized from different parts of the state today. Additional Chief Election Officer R Lakshmanan said Rs 4.52 lakh Nepali currency was seized by Sashtra Seema Bal(SSB) in East Champaran district and one person arrested in this regard. Giving details, he said Rs 5,45,895 was seized in Muzaffarpur and Rs 5,02,900 in Madhubani district. Lakshamanan said more than Rs 2.54 crore unaccounted cash has been seized so far during the special drive in view of Bihar Assembly elections. He said 3,112 litres of illegal liquor was seized during the day. With this, a total of 2,13,105 litres of illegal liquor has so far been seized in the state. He said total 651 cases have been registered for defacing public property and 112 cases of misuse of vehicles. Till date 648 arms/weapons and 2,388 cartridges have been seized and total 52,277 nonbailable warrants have been executed so far, he added.

Gandhi warned the crowd at the rally that the uprooted landless people would find no shelter in big cities as they would be treated as outsiders and would be driven away from there too. Referring to Bihari migrants being attacked in other states for being outsiders, Gandhi said: "If the BJP government comes here, people will come here in suit-boot and demand your land. Then you would go to other states, you would be asked to go back as you don't speak their language so you would be beaten up." He said if the BJP comes to power in Patna, the suited-booted friends of the prime minister from New Delhi and Gujarat will come to grab the land of the people of Bihar. Cong to oppose any attempt to bring back land ordinance
new DelhI, SePtember 19 (PtI): Ahead of the mega kisan rally being organised by it, Congress today vowed to fight tooth and nail any attempt to bring back the controversial land ordinance in any form. "If government tries to bring the land bill in some form or other, we will fight tooth and nail. We will not allow passage of any bill which is against the interests of farmers" senior party leader A K Antony told reporters. Antony said the danger to farmers on the issue has not totally disappeared despite Prime Minister Narendra Modi's statement that his government would not repromulgate the Land ordinance. This was because Union Ministers have been saying that the states are free to bring their land laws, meaning thereby that there would be attempts by the backdoor to bring the bill, he said. Antony was addressing a joint press conference along with former Haryana Chief Minister Bhupinder Singh Hooda, senior leader Motilal Vora and party's chief spokesman Randeep Surjewala on the eve of the rally at the historic Ramleela ground.
One Indian killed, two injured in Saudi Arabia attack new DelhI, SePtember 19 (IanS): One Indian national was killed and two were injured in a mortar attack on a hospital in Saudi Arabia's Jizan region, an official said on Saturday. External affairs ministry spokesperson Vikas Swarup tweeted: "According to our Consul General in Jeddah, one Indian is reported to have died and two were injured in the attack." The Yemeni Houthi rebels attacked the Samtah hospital on Friday in retaliation against Saudi Arabia-led air strikes on Yemen that began in March this year. According to reports, two Bangladeshi nationals, who were employed in the hospital, were also killed in the attack.

Phoolka on Saturday resigned from all AAP posts, saying that after consultation with Delhi Chief Minister Arvind Kejriwal, he decided to leave politics and focus on getting justice for the victims of the 1984 anti-Sikh riots. "After detailed discussions with Kejriwal ji and with his approval, it has been decided collectively that I quit active politics and resign from party posts," he posted on Facebook. He said the step would enable him to devote time fully "for getting justice for the victims and punishment for the culprits such as (Congress leaders) Sajjan Kumar and Jagdish Tytler". "As much as an inherent part as I am of AAP, my dedication to the cause of 1984 remains unaltered. At this stage, where I feel I am needed more for these cases, I must not hesitate to take a step back from everything else and give the cause my undivided attention," Phoolka said. SC launches portal to track cases pending at district courts new DelhI, SePtember 19 (the hInDu): The public access portal will disseminate national, State, district and courtwise information about institution and disposal of cases on a monthly basis. Inviting the public to keep tabs on the burgeoning case pendency rates of their local courts, the Supreme Court launched the public access portal of the National Judicial Data Grid (NJDG) for district courts in a step towards demystification of judicial process for the ordinary citizen and what ails the justice delivery system across the country. With this, ambitious efforts to digitise court system through the eCourts Project has reached the public, encouraging the litigants and the general public to watch the pendency graphs and, may be in the future, suggest solutions against justice delayed. The NJDG already has information of 1.94 crore pending cases out of ap-
proximately 2.7 crore cases in district courts, except those in Madhya Pradesh and Delhi, where case data is being migrated to the national version of case information software. The public access portal — designed under the guidance of Chief Justice of India H.L. Dattu and inaugurated by the apex court’s eCommittee chief Justice Madan B. new DelhI, SePtember 19 (IanS): A woman was kidnapped here in a Meru cab by three people, one of whom was known to her, and then driven to a shop where she was gang-raped, police said on Saturday. The 37-year-old woman was driven around west Delhi early Friday and later taken to a shop where two more men waited. She was gang-raped there. In her complaint, the woman said she was gang-raped in a puncture repair shop. "On the basis of the woman's complaint, a case of gang-rape and abduction has been registered. All the accused have been arrested," said Deputy Commissioner of Police (West) Pushpendra Kumar. "The woman was kidnapped in Sagarpur near Paschim Vihar and gang-raped at a shop in Peeragarhi. The shop is about 15 km away from the spot from where she was kidnapped," said a police officer. The woman is separated from her husband and lives in Sagarpur along with her three children. She said she left home at 10.30 p.m. on Thursday to fetch coconut water and medicine from a nearby mar-
ket. She was walking towards the market when a Meru cab stopped next to her. Two men who were sitting in the rear seat overpowered her and pulled her inside the car. They gagged her and threatened to kill her if she screamed for help. "The three men (including a driver known to her) drove her around on west Delhi roads for over an hour during which they were talking to somebody on mobile phone," the officer added. The woman said two men waited for them at the shop in Peeragarhi. "The five took turns to rape her," the officer said. At around 4.30 a.m., the accused let off the woman and threatened her with dire consequences if she approached police. But the woman informed police. A medical examination confirmed has rape. Meru cabs spokesperson described the incident unfortunate and said: "Meru provided full support to the police by identifying the location of the vehicle, residence address of the driver and background details. This helped the police confiscate the vehicle and nab the driver within hours."
Beef and meat bans cast shadow over Eid-ul-Azha new DelhI, SePtember 19 (IanS): With hundreds of families across the country preparing Eid-ulAzha in the last week of September, the ban on sale of meat, including beef, has come as a huge setback for the traders who were expecting a good business during the festive season. Akbar Qureshi, a meat trader in the Mankhurd area of Mumbai, is a worried man since the ban on beef came into force in Maharashtra in March this year under the Maharashtra Animal Preservation (Amendment) Act, 1995. Since then, he has been able to sell very little buffalo meat and is in danger of running out of customers. "People don't eat buffalo meat that much. I would earlier sell some 100 kilograms of beef daily, but now I hardly sell 40 kilograms of buffalo meat," he said. Akbar is just one among hundreds of traders, dealers and suppliers whose business has been severely
affected by the beef ban in the state. While Maharashtra and Haryana had banned beef earlier, many other states including Gujarat and Chhattisgarh and cities like Mumbai and its suburbs have recently introduced temporary bans on sale and possession of meat for varying number of days in respect of 'Paryushan,' a Jain fasting season. The ban on beef comes even as India has emerged as the world's top exporter of beef since last year. As per data released by the U.S. Department of Agriculture in April this year, India has doubled its beef export from 1.26 million tonnes in 2011-12 to 2.40 million tonnes in 2014-15. Given the religious implications of the ban, the decision has invited harsh criticism from not only the ordinary Kashmiris but also religious bodies. Bhat, Ameer of the Jamaat, said, "It is absolutely not possible to convince the Muslim community to go against their own religion; so we oppose it." To protest against the ban, the Valley also observed a two-day strike on the call given by the Hurriyat led by Syed Ali Shah Geelani. He termed the court's decision as interference in religious affairs. Geelani said, "If India boasts of being a secular country, then everyone has a right to practice one's religion. However, this controversial decision has taken away the freedom of the Muslims only."

Croatia says 'forcing' Hungary to take in migrants BELI MANASTIR, CRoATIA/BEREMEND, HuNgARy, SEpTEMBER 19 (REuTERS): Croatia said on Saturday it had “forced” Hungary to take in thousands of migrants and would continue sending them to its northern neighbour, amid deepening discord and disarray in Europe over the biggest westwards migration in decades. More than 20,000 migrants, many of them Syrian refugees, have streamed into Croatia since Hungary on Tuesday barred their route to the European Union through its southern border with Serbia with a metal fence, tear gas and water cannon. Warning it was losing control, Croatian Prime Minister Zoran Milanovic said his country would give them food, water and medical attention, and send them on their way. There were increasingly ugly exchanges between the two countries, reflecting the anger and ill-feeling between the EU’s 28 member states over what to do with the hundreds of thousands of migrants reaching its shores, fleeing war and poverty in the Middle East, Africa and Asia. EU leaders are to hold a summit on Wednesday, trying again to reach agreement on how to share out about 120,000 people. China calls for responsibility as it pushes North Korea talks again BEIJINg, SEpTEMBER 19 (REuTERS): China called on Saturday for all parties involved in talks on North Korea's nuclear programme to adopt a responsible attitude and not take any action to exacerbate tension, as it pushed again for a resumption of the stalled negotiations. This week, the North announced a plan to fire a long-range rocket that it says is for a space programme. It also said it was working to improve its nuclear arsenal. North Korea is expected to launch an upgraded long-range ballistic missile, which would violate international sanctions, as it prepares to celebrate the anniversary of the founding of its ruling Workers' Party of Korea on Oct. 10. Any such launch would violate international sanctions. "We call on all sides to adopt a responsible attitude toward the peninsula as well as the region of northeast Asia, and never again take any new action that could lead to tensions in the situation there,"

The ministry said asylum seekers can no longer continue their journey from Tornio to elsewhere in Finland without registering as asylum seekers. "The situation up north is uncontrollable. People have continued from there to any police station in Finland," Paivi Nerg from the ministry told the online edition of Helsingin Sanomat daily. According to public broadcaster YLE, about hundred Finns gathered for a demonstration at Tornio border, with signs saying "Close the borders!" The government said on Friday that more than 11,000 asylum seekers, most from Iraq, have come to Finland so far this year, compared to just 3,600 in the whole last year. Last week, Finland agreed to accept its two percent share of 120,000 asylum seekers to be relocated across European Union states, but said it remained opposed to a mandatory quotas. The government is looking to lower asylum seekers' cash benefit, now 316 euros ($356) a month for a single adult without meals, and aims to cut social integration benefits. It is also planning to increase capital gains tax and income tax on high earners to help pay for higher immigration costs. Japan enacts bills easing pacifist constitution's limits on military ToKyo, SEpTEMBER 19 (REuTERS): Japan's parliament voted into law on Saturday a defence policy shift that could let troops fight overseas for the first time since 1945, a milestone in Prime Minister Shinzo Abe's push to loosen the limits of the pacifist constitution on the military. Abe says the shift, the biggest change in Japan's defence policy since the creation of its post-war military in 1954, is vital to meet new challenges such as from a rising China. But the legislation has triggered massive protests from ordinary citizens and others who say it violates the pacifist constitution and could ensnare Japan in U.S.-led conflicts after 70 years of post-war peace. Abe's ratings have also taken a hit. The legislation "is necessary to protect the people's lives and peaceful way of living and is for the purpose of preventing wars," Abe told reporters after the bills were approved by the upper house. "I want to keep explaining the laws tenaciously and courteously."
Japan's ally the United States has welcomed the changes but China, where bitter memories of Japan's wartime aggression run deep, has repeatedly expressed concern about the legislation. China's Foreign Ministry said the move was "unprecedented". "We solemnly urge Japan to learn the lessons of history ... uphold the path of peaceful development and act cautiously in the areas of the military and security, and do more to help push regional peace and stability rather than the opposite," it said. The bills, already approved by parliament's lower house, were voted into law by the upper chamber in the early hours of Saturday despite opposition parties' efforts to block a vote by submitting censure motions and a noconfidence motion against Abe's cabinet in the lower house. All were defeated. A key feature of the laws is an end to a long-standing ban on exercising the right of collective self-defence, or defending the United States or another friendly
country that comes under attack, in cases where Japan faces a "threat to its survival". Thousands of demonstrators have rallied near parliament every day this week, chanting "Scrap the war bills" and "Abe resign". Large crowds were still protesting into the early hours of Saturday. The protests have called to mind those that forced Abe's grandfather, Nobusuke Kishi, to resign 55 years ago after forcing a U.S.-Japan security treaty through parliament. The revisions also expand the scope for logistics support for the militaries of the United States and other
countries, and for participation in peace-keeping. The changes still leave Japan constrained in overseas military operations by legal limits and a deeply rooted public anti-war mindset. "Even if the constitution is revised, among the Japanese people no one is thinking of going to foreign lands for the purpose of exercising force," former defence minister Itsunori Onodera told Reuters in an interview earlier this week. "I think Japan will maintain that stance from now on as well." Critics, however, say the changes make a mockery of the pacifist constitu-
tion and deplore what they see as Abe's authoritarian mode of pushing for enactment of the bills. Opposition to the legislation brought together both liberals keen to preserve Japan's pacifist principles and conservative critics of what they consider Abe's authoritarian tactics. Sturgeon, who saw her Scottish National Party (SNP) take nearly all parliamentary seats in Scotland in May's national election, told Prime Minister David Cameron to start taking Scotland seriously or risk losing 8 percent of the population. Scots voted by 55-45 percent in September last year to reject independence, but surging support for the SNP and the election of a pro-austerity Conservative government in London has spurred talk of a new referendum to end the more than 300-year-old union between England and Scotland. Sturgeon said the SNP's rise was being driven by the government's failure to deliver on a promise of more
powers for Scotland as well as pushing ahead with austerity and renewing Britain's nuclear weapons arsenal despite opposition in Scotland, where it is based. "What happens to support for independence in the months and years to come will depend as much on what you do as it will on what we do," Sturgeon warned Cameron in a speech to supporters. First 'tree of life' encompassing all of life created NEw yoRK, SEpTEMBER 19 (IANS): Tracing back to the beginning of life on Earth more than 3.5 billion years ago, scientists have created the first "tree of life" for the roughly 2.3 million named species of animals, plants, fungi and microbes. Tens of thousands of smaller trees have been built over the years for select branches of the tree of life--some containing upwards of 100,000 species-but this is the first time those results have been combined into a single tree that encompasses all of life, the study said. A collaborative effort among 11 institutions, the tree depicts the relationships among living things as they diverged from one another over time. Understanding how the millions of species on Earth are related to one another helps scientists discover new drugs, increase crop and livestock yields, and trace the origins and spread of infectious diseases such as human immunodeficiency virus (HIV), Ebola and influenza. "This is the first real attempt to connect the dots and put it all together," said principal investigator Karen Cranston from Duke University in Durham, US. "Think of it as Version 1.0," Cranston noted. Rather than build the tree of life from scratch, the researchers pieced it together by compiling thousands of smaller chunks that had already been published online and merging them into a gigantic "supertree" that encompasses all named species. "Many participants on the project contributed hundreds of hours tracking down and cleaning up thousands of trees from the literature, then selecting 484 of them that were used to generate the draft tree of life," study first author Cody Hinchliff from University of Idaho in the US. Combining the 484 trees was a painstaking process that took three years to complete, Stephen Smith, assistant professor at University of Michigan in the US, pointed out. The end result is a digital resource that is available free online for anyone to use or edit, much like a "Wikipedia" for evolutionary trees.

Leander's father Vece Paes said that the tennis star is quite focussed on qualifying and playing the Olympics next year and his future will depend on his performance at the mega sporting event. "If he does well at the Olympics then there would be reason for him to play longer. If he does not do too well at the Olympics, then the chances are that he would probably retire," the elder Paes told IANS in an interview. "But that is his choice! We have not really discussed it. He is working on his game this year and then
we go to next year and then we will see what happens." Vece, who was a hockey player and was also part of the bronze medal winning Indian team at the 1972 Munich Olympics, said that his son wants to play in both men's and mixed doubles in the Brazilian metropolis in 2016. "He hopes to play in the 2016 Rio Olympics with Rohan Bopanna in men's doubles and with Sania Mirza in mixed doubles. That's the plan so far," said Vece. If Leander plays in Rio de Janeiro, it would be his seventh Olympics since playing for the first time at the 1992 Barcelona Games. he Nagaland government’s various justifications on the building of a museum-cum-library hall in Kohima is all but absurd. In the first place itself, this ‘rani’ Gaidinliu, who is she? What has she done for us Nagas to be thankful to her? What she did contribute to the Nagas and toward the Naga freedom movement? A person like her does not deserve any accolade, at least not here in Nagaland. The highest justification given of her by the Nagaland government is “national freedom fighter” and apparently, which it can do nothing about since it is decided by the Central government. Alright, cool! She might be a “national freedom fighter”, but the fact that stands out is that she is not from Nagaland and she did not fight on behalf of the Nagas, to say the least. The point this author is trying to make is loud and clear with the few above mentioned lines. Having said that, the state government could have made efforts to build a museum-cum-library hall instead, in honor and memory of many stalwarts and personalities of Nagaland. For instance, Dr. T. Ao, A.Z Phizo, P. Shilu Ao, T.N Angami, Vizol Angami etc. The list goes on and on. Even if the government does not strive to build such a thing, the least it could do is get its priorities straight. Instead of having to build such unnecessary and useless monuments in honor of false icons, the state government in the first place itself, should strive to build good roads, 24/7 electricity ( that might be a little ambitious, yeah?) , build sports stadiums, focus on educational upliftment in Nagaland and such similar undertakings, which would really benefit the people of Nagaland. The building which is already underway in Kohima should be a matter of great disturbance to the Nagas and especially to those in Kohima. One should understand that this is a strategy of the Hindutva movement to gain entry and make solid ground in Nagaland, and what better time than now to achieve this Hindutva goal? Maybe the Nagaland government will also be paid under the table in exchange for this favor. I mean, don’t get me wrong but it is always a possibility, since this great land of the brave Nagas is cash-strapped. Of course, the people of Nagaland won’t even get a dime. The Angami Public Organization (APO) must make every effort to stop the realization of the building because if we do not, there is every chance that this will be an example for other such developments to crop up. It is not simplyabout opposing. It is also about our beliefs, what we stand for and who we are. We might be poor, hungry, debt-ridden, lost and confused, but one thing we must be very clear of is that we will not sell our pride and honor for false icons and heretics and even more so, OUR LAND. Thus, in this particular issue, I trust the Angami Public Organization (APO) in undertaking the right steps in the larger interests of the Nagas. This Gaidinliu was a heretic and anti-Naga. She is not even acknowledged among the Naga nationalist groups. She and her Heraka movement was aligned to the Hindutva group Sanghparivar in the 1970s. Erecting a building in her honor just doesn’t sound good to the senses. Lastly, this author would like to set the record straight by pointing out that this article is not pointed toward any tribe in particular nor is malice in any form intended. We do not seek enmity among Nagas or even against any community. The truth must be known to everyone and thus, ends with this. Long live Nagaland! I Longkumer

ntil recent times, the history and culture of the north eastern region of India do not find a place of reference in nationalistic history. Like many other freedom fighters of Pre independence era of the north eastern region of India, Rani Gaidinliu, had fought against the British Administration for the independence of the country. She bridged the gap of national understanding on the freedom struggle, by joining in the freedom struggle. Historically, as well as socio-culturally, the north eastern region of India was one homogenous geographical unit. The message of the Indian Non Co-operation Movement of Mahatma Gandhi had reached the interior places of Naga hills. Rani Gaidinliu was inspired by the Non Cooperation Movement of Mahatma Gandhi, not only as the means of attaining freedom, but also as an way of achieving self reliance and economic freedom, by promoting traditional arts and crafts of Naga hills. The struggle for freedom of native country from foreign rule attained momentum under Mahatma Gandhi, and Mahatma Gandhi began economic war by means of boycott of the British goods and revolutionized production of native traditional and indigenous crafts. This he had aimed against the imperialistic design of the British rule. History records this movement led by Mahatma Gandhi as the “swadeshi movement “. Rani Gaidinliu professed such a war against the British because the British had completely neglected the hills; nothing particular was done to change and improve the condition of the hill people and the condition of the people remain almost the same as that of their pre literate stage of economy. Rani Gaidinliu found a true meaning of reviving of the

traditional arts and craft of the Nagas and she supported ‘swadeshi movement ‘and opened a Naga Technical School of her own, wherein the native traditional crafts and indigenous technological products were cultured for the sustainability of the Naga traditional arts, crafts and technology. One evidence, of her attachment towards the Naga traditional craft, could be found in an wooden table, manufactured to present by herself to Mahatma Gandhi, as a token of the swadeshi movement , that she had popularized in the Naga hills then. This wooden table still exists in the residence of the late Maheswar Barua, the then Congress President of the Golaghat District Congress, Assam, during the year 1921. Memory of
Rani Gaidinliu and her vision of the economic freedom of Nagaland, is associated with this wooden table of the year 1921 In the year 1921, Mahatma Gandhi came to Assam. He had travelled many places in Assam and had addressed public in different places of Assam, inspiring to fight for freedom of India. On this occasion, Mahatma Gandhi came to upper Assam by train from Guwahati. Mahatma Gandhi was accompanied by Tarun Ram Phukan, Gopinath Bardoloi, and others. Rani Gaidinliu with three other Naga girls welcomed Mahatma Gandhi at the Manipur Road Railway Station, now Dimapur Railway Station, and had accompanied Mahatma Gandhi by boarding that train to Golaghat. Rani Gaidinliu had offered this wooden table for Mahatma Gandhi and carried the table to Golaghat. This table was made of Burmese teak wood and now bear coffee color look. The table is round, 60cm in diameter and 60cm in height. Standing on this table, on 29th January 1921 in Golaghat town, Mahatma Gandhi delivered his speech to a large crowd. Technically, the table is cut out of a single block of wood in wood pecker’s method. Retaining the four posts, the other parts of the timber had been methodically removed to provide an overall round shape to the table. Traditionally too, this method of carving out of wooden tables out of a single log of wood is found continued in Nagaland. After a few years this table will be one hundred years old. This wooden table of Rani Gaidinliu is now a source of history and testimony of the glorious episode of the history of Indian Freedom Movement, which broke out against British imperialism in north eastern India. ivil aviation industry has been witnessing an era of renaissance and expansion at present, driven by factors such as Low Cost Carrier (LCC), Foreign Direct Investment (FDI) in aviation sector and the need for air connectivity across the nation resulting in joint ventures and Partnership Corporation. With the growing emphasis on regional connectivity by the Central Government, aviation gain a new face lift and momentum reaching and touching the lives of the common. The Centre realizing the progress and development of the country depend on all round connectivity and communication to the remotest corner of the country especially the North Eastern region which had been deprived of development due to poor communication with the rest of the country. To boost economic growth and development of this region, the centre introduces the ‘Look East’ policy to facilitate better communication and connectivity. The recently proposed setting up of green airfield/ airport and up-gradation of the existing airport in the region, imply the seriousness of the government. But the real implementation and realization of these projects lie entirely on dedication and commitment of the states involved. The North Eastern region, with its rich
and colourful culture, biodiversity of flora and fauna and the exceptional natural beauty, is still lagging behind the rest of the country due to poor connectivity and communication with the rest of the world. To facilitate the economic growth and development of this region, it is imperative that this region be well connected with rail, road and air transport. Road and rail transport been facing unavoidable hardship and difficulties due to topographic inconveniences, the possible option left is the less explored mode of transport in the region which is air transport. There has been number of government undertakings and private investments to initiate and develop air connectivity in the region but not so much to the satisfactory of the people of this region.Air transport in the North- Eastern states is still in pathetic condition. Except to Guwahati, most airlines do not even operate to and from these states and if at all operate, very less frequency of flights with numerous delays and cancellations, much to the agony and discomfort of the fliers, sometimes harassment to the passengers to and from these states. In this modern times, where speed and time are the most valuable assets, it is high time that this part of the country be well connected easy, fast and efficient de-

Some of the prominent difficulties and problems faced by airlinersoperating in the region are poor airport facilities and its maintenance, insufficient/short runways to operate bigger aircrafts, lack of aviation professionals to manned its operation in the region and less number of air travellers, besides the inevitable hilly landscape. The effects of lack of aviation professionals like pilots and aircraft engineers in the region is that these professionals have to be outsourced from other mainland states or countries which cause hostile and unaccounted personal gap due to completely different culture, custom, opinion, way of living and habits of the North Eastern region which create negative energy, misunderstanding and discouragement to the region’s growth. With these substantial ground realities bottlenecking the North East region, it is commendable on the part of this region to find innovative feasible ways to create a positive, viable and efficient solution to manage and nurture the growth of aviation sector in this region. A careful study and thorough observation considering topography of the region,prevailing airport facilities, professional manpower, distance of flight and
inflow of air passengers, indicates that the most feasible and viable air services of the region, would be the operation of small and medium aircrafts of 5 to 30 passenger capacity with more frequency of flights within the capital cities of the North Eastern states and out of the region connecting major metros. Short Distance Takeoff and Landing (STOL) aeroplanes which require short runways and green airfield for its operation, complemented by its fuel efficiency, are ideal for the region, taking into consideration the distance and flight time between various North Eastern State capitals, each of which are a short flight distance away from each other. These aeroplanes have better fuel efficiency which means lower operating cost and hence cheaper services. Another major advantage is the operation of these aircrafts requires less number of professional manpower whereby handful of aviation professional of the region can manned its operation thereby avoiding outsourced professionals, creating a network of reliability and trust providing more frequency of flight services within and out of the region filling the much needed gap of air transport. The 3rd edition of the Summer Sprint Challenge, an annual racing event organized by Route 29 will flag off on September 24. It is scheduled to begin at 10:00 am at the Agri Expo site, 4th Mile, Dimapur. The event will conclude on September 26. The organisers informed at a press conference today that this year’s edition will be open to participants from all over the country. In earlier editions, it was limited only to the northeast states. B e n g a l u r u, SeptemBer 19 (ptI): India’s limited overs captain Mahendra Singh Dhoni will be back in the thick of things after a three-month break as Indian selectors will be picking the squad for the upcoming T20 International and ODI series against South Africa, starting October 2. There is a possibility that selectors may name squads for T20s and first three ODIs. While there are three T20 internationals slated at the start of the series, the focus for both Dhoni and selectors will be on World T20 which will be held in India in five months time. While it was nothing more than an extended practice session, Dhoni again wielded the willow in a charity game two days back at the Oval in London and scored 38 runs in a winning cause. India’s last limited overs series was against Zimbabwe where a second string side was selected to play under Ajinkya Rahane with as many as seven first team players being rested. Now with Dhoni, Virat Kohli, Suresh Raina, Rohit Sharma, Ravichandran Ashwin all fit and available, some of the fringe players may have to make way for senior stars. The only injury concern right now is Shikhar Dhawan who is recuperating from fractured hand and will get his fitness test done. Opening batsman Murali Vijay, who has become a Test specialist, had a decent Zimbabwe tour and he is likely to show his utility in shorter formats. Ambati Rayudu has been Dhoni’s preferred choice in place of Ajinkya Rahane for being a better rotator of strike. Kedar Jadhav and Manish Pandey, two players with decent T20 record, might also hit the jackpot. The two new faces that can come in contention are Gurkeerat Singh Mann of Punjab and Mayank Agarwal of Karnataka with both doing well for India A. While Ashwin has a confirmed spot, it will be interesting to see if selectors prefer Harbhajan Singh as second spinner due to his IPL exploits and his ability to restrict batsmen in shorter format. Ravindra Jadeja has been ignored for Zimbabwe and selectors are likely to see him too. Mohit Sharma and Bhuvneshwar Kumar have been two of Dhoni’s trusted seamers in shorter format with Dhawal Kulkarni being the back-up man. moScow, SeptemBer 19 (IanS): The 1,000-day countdown for the start of the 2018 FIFA World Cup began in front of the Kremlin at an event attended by former soccer players such as German Lothar Matthaus and Spaniard Fernando Hierro. A giant clock placed in the heart of Moscow began calculating from Friday the time remaining until the first kickoff of the opening match at the Luzhniki Stadium on June 14, 2018, during the world event which will be organised for the first time by an eastern European country, reports Efe. "We are always happy to see guests and promise to organise grand celebrations in Russia, which will make history in the world of sport and soccer," Russian President Vladimir Putin told the event's attendees through a video conference message. Similar celebrations were held in the remaining 10
host cities in the European part of Russia, including the Russian Baltic exclave of Kaliningrad. A soccer pitch was installed in the middle of the Red Square to host an U16 competition between Russia, Spain, Germany and Italy. Sports Minister and president of the Soccer Union of Russia, Vitaly Mutko, said that construction of the 12 planned World Cup stadiums has been affected by the recent recession which has hit the Russian economy.
