A 19-year old Naga youth who went missing from his residence at the Vikaspuri area of New Delhi on September 22 has been found and safely re-united with his family. The missing student was reportedly found loitering in Tilak Nagar area of Delhi and brought home by a Dehlite couple around 12.50 AM this morning. The Nodal Officer for North East People, Robin Hibu, IPS in “Delhi Police for North Easy Folks” Facebook page posted that the couple, Shiv Kumar and his family from Hari Nagar, Delhi found him at a temple in Tilak Nagar. They fed him, cared for him, provided clothes and dropped him to his home at around 12:50am after ‘google searching’ his address, it added. The Nodal Officer further expressed gratitude for exemplary deed of the family from Delhi.

ShIllONg, SEPTEMBER 23 (PTI): The Congress-led MUA government today decided to introduce Prevention of Disqualification (Members of the Legislative Assembly of Meghalaya) Amendment Bill, 2015, which will prevent MLAs from holding dual posts. “The Bill will be tabled for the consideration of the House during the current session of the Assembly,” Chief Minister Mukul Sangma told reporters after a cabinet meeting held here. “We have decided to approve the amendment bill to ensure that members of the Assembly will not be allowed to any dual elected post,” he said. A petition has been filed by a prominent NGO seeking disqualification of as many as eight MLAs who are alleged “dual post holders”

Tripura Court sentences two to death for raping, killing minor girl AgARTAlA, SEPTEMBER 23 (IANS): A Tripura court on Wednesday awarded death sentence to two tribal young men for raping and murdering a 12-year-old tribal girl last year, police said. “Kamalpur (in northern Tripura) Additional Sessions Judge Arindam Paul awarded death sentence to Rashida Tripura, 25, and Jhani Tripura, 20, for raping and murdering Kumari Karmati Tripura, 12, at Raishyabari on February 7 last year,” Dhalai district police chief Bijoy Debbarma told IANS. The court also imposed a fine of Rs.20,000 on each of the convicts. The police chief said the two took the victim to a jungle close to their homes, and raped her before killing her brutally. Dhalai district’s Additional Superintendent of Police Kishore Debbarma investigated the case and submitted a chargesheet to the court.

Indian road mishaps kill 382 daily - 1682 times more than terrorism Amit Bhandari IANS

India’s daily death toll due to road accidents is more than four times the annual death toll from terrorism. As many as 139,671 people lost their lives on India’s roads during 2014 - 382 deaths every day. For comparison, the total number of deaths (civilians and security personnel) due to terrorism-related incidents was 83 in all of 2014. Predictably, most of those who die on the roads perish because of preventable causes: Speeding, drunk driving and overloading. The large number of deaths among pedestrians and cyclists also indicates that any moves to get people to shun motorised transport in favour of these environmentally-friendly modes are not likely to succeed. After falling for two years, the number of road accident deaths in India rose again during 2014, according to the latest report from the Ministry of Road Transport and Highways. The majority of these deaths, nearly threefourths, have been termed as “fault of the driver”, a catch-all term that includes speeding, drunk driving, driving on wrong side of the road and not signaling properly.

Here are the five factors that India can address to cut the tide of death: 1. Speeding is the biggest killer on Indian roads During 2014, 57,844 deaths - 41 percent of the total - were due to accidents caused by speeding. Speeding has accounted for a similar share in the earlier years as well and has consistently accounted for over 50,000 deaths on roads for the past several years. It is typically the easiest factor to control, and a small reduction in vehicle speed yields disproportionate results in terms of safety. A pedestrian struck by a car driving at 37 km per hour has an average risk of death of 10 percent, according to a study sponsored by AAA Foundation, a US association dedicated to road safety. This increases exponentially with vehicle speed and rises to 90 percent for higher speeds. These numbers suggest some big gains can be made with directed effort. India’s national and state highways, which together account for less than 5 percent of the road network, accounted for 63 percent the total road deaths during 2014. Traffic police in major cities like Mumbai and Delhi have been conducting sustained campaigns against drunk driving in response to high-profile cases. 4. So, it is not a surprise that they also account for the largest number of fatalities. In 2014, 30 percent of all road

deaths were of riders/passengers on two-wheelers, while bicyclists accounted for 3 percent and pedestrians for 9 percent. Wearing a helmet can reduce the risk of severe injury by 72 percent and the risk of death by 39 percent, according to the World Health Organisation. However, wearing a helmet is mandatory only in a handful of Indian cities, and only for two-wheeler riders, not other passengers. India’s two-wheeler density is a fraction of other middle-income nations, such as Vietnam, Indonesia and Malaysia. The 16,000-plus deaths among pedestrians and cyclists indicate that Indian roads are not very friendly to either of the two most vulnerable road users. Any attempts to clean up city air by urging people to shun cars/bikes and pedal/walk instead are doomed to fail unless pedestrians and cyclists can move around safely without being bullied by larger vehicles. That will require proper pavements and pedestrian crossings, along with some common courtesy.

ing the top three spots. The number of road-accident deaths has fallen in Delhi and Chennai consistently. Monitoring road users and enforcing laws is easier in bigger cities than other areas. The Delhi Metro could also have played a part in making the capital safer. The mass-transit system ferries more than two million people every day and helps keep vehicles off roads, reducing congestion and accidents. Mumbai is another standout in terms of road safety: It has fewer road deaths compared to smaller cities like Chennai, Bangalore or Kanpur. This is because Mumbai has fewer vehicles on the roads in proportion to its population, as it has a reasonably efficient, albeit greatly overloaded, mass-transit system. It is another matter that many more people are killed on railway tracks than on roads in Mumbai due to inadequate safety measures. A recent RTI query reveals that eight people die every day in Mumbai - while crossing railway tracks or because of falling from overcrowded trains. All this shows that sprucing up the public transport system could play a big role in improving India’s urban road safety.

In response to a fortnight long mass campaign initiated by Finger Print design and events in association with the local media which was held a couple of months back, the State government had assured that road repair of Dhobinalla – Signal (Angami) – Thahekhu area highway would begin right after the budget session of the Nagaland Legislative Assembly. “The budget session ended on July 27 last yet there are still no signs that the road would be repaired as promised,” said Hongba, an entrepreneur and proprietor of Finger Print design and events who initiated the media campaign on the pathetic road condition of Dobhinalla-Signal-Thahekhu road. According to Hongba, the residents have been hearing bits of news- that road survey has already been done by some joint venture company and repair would begin soon. He, however, pointed out that this sounds impossible since not even a single gravel has been laid along the road so far. On the other hand, another source reported that the road project has been sent to DoNER under priority list. The residents are not enthusiastic on this either since DoNER seem too far away from home to understand the gravity of the problem, Hongba noted. While pointing out that dis-

Why are M'pur hills reverberating with protests ZCF adopts common economic strategy IANS The Joint Committee on Inner Line Permit System in Manipur which often claims to represent the voice of the native people of the northeastern state is a misrepresentation of the factual situation in the state. This committee only represents the Manipuris or Meiteis who live in the capital city Imphal. They are the inhabitants of the valley areas of four Manipur districts which make up less than 10 percent of the total territory of the state. The remainder areas are domiciled by the tribals under the broad family of Nagas, Zomis, Kukis and Hmars. Other Manipuris do not own land in five hill districts which constitute more than 90 percent of the state's territory as this is protected under special constitutional provision for the tribals in the state. Now the question arises: Why is only a one-sided view of Manipur known to the outside world? The main reason is the deficit in democratic representation in the state assembly. Voices of other communities are continuously suppressed and marginalised, using various state machinaries as Manipuris or Meiteis from the valley have much higher representation in the state assembly.

This act of suppression is well crafted with a close nexus of politicians, and leaders of various Manipuri/Meitei civil societies like AMUCO, UMC, AMSU, and Manipuri underground outfits. Take the case of Senapati district. With a huge Naga and Kuki population of 4.79 lakh (2011 census), it has only six legislators while Manipuris' district of Imphal East with a population of 4.52 lakh (2011 census) has 11 legislators. It is a big insult to Indian democracy and the Constitution that within a same state a district with lesser population has almost double the number of members of legislative assembly than the one which has higher population. The question of Manipuri underground outfits linking to the movement can be best manifested by the 2008 killing of seven Hindispeaking people in Imphal valley, or banning of Hindi movies etc. All these actions are connected to the three bills passed by the Manipur assembly on August 31 - Protection of Manipur People Bill, the Manipur Land Revenue and Land Reforms Bill (Seventh Amendment), and the Manipur Shops and Establishments (Second Amendment) Bill. It was the Manipuri civil societies that drafted the bills, which were accepted in toto by the state government and passed in the assembly.

It mocks inhabitants of more than 90 percent of the state's territory when the inner line permit demand committee talks of protecting the interests of the "indigenous people" of the State. What the Manipuris accounting for around 50 percent of the state's population (as per decadal census data) are doing is an unacceptable form of marginalisation and suppression of the native settlers of the hill districts. This has gone on since the day hill areas were put under the valley administration forcefully and without their consent after the Imphal Valley was colonised by the British Empire in 1891. In more than a month of protests in Imphal Valley, no live bullets were fired on the Manipuri protesters, only rubber bullets or teargas were used. When the hills took to protests and rallies, on the first day itself live bullets were fired at the tribal protester. This is not the first such case. For instance, on May 6, 2010, at Mao Gate, two students died; on August 30, 2014, in Ukhrul two protesters were killed; and now in Churachandpur, nine died, succumbing to bullet injuries. The central government must stop appeasing the Manipuris at the expense of the hill people for lasting peace in the region and to bring justice to all the people who are still

suffering from the legacy of British colonial administrative design. The state government has no regard for constitutional provisions for the hill people in the state. For instance, the Third Amendment of Manipur (Hill Areas) Autonomous Council Act, 2008, was passed, bypassing the Hill Areas Committee (HAC), comprising all legislators from the hill areas. The committee was set up under the Manipur Legislative Assembly (Hill Areas Committee) Order, 1972, and Article 371C of the Constitution to protect tribal interests. Its concurrence is mandatory for all legislations affecting tribal areas. Similarly, the current bills were passed without any official communication to the Hill Areas Committee. The people in the valley districts often say that there is a huge pressure on land, and, therefore, certain mechanism is required to address the issue. Yet, they continue to keep all the important educational institutions, government offices, hospitals and government institutions and various other government infrastructure within the four valley districts. The state has, therefore, reached a situation whereby peaceful separation between hill districts and valley districts through the Centre's intervention is the last option.

Manipur women to the fore in calming tense hills New Delhi, September 23 (iANS): When the hills of Manipur erupted in flames after the state assembly, in a specially convened session on August 31, passed three bills ostensibly to protect the rights of the indigenous people of the state, it was the womenfolk who stepped out on the streets to ensure that the situation did not spiral totally out of control. Following a monthslong agitation by the people living in the valley districts, the Manipur assembly passed the Protection of Manipur People Bill, the Manipur Land Revenue and Land Reforms Bill (Seventh Amendment), and the Manipur Shops and Establishments (Second Amendment) Bill. The demand was also made for an inner line permit system to be introduced in Manipur. The very day the bills were passed, protesters torched five houses belonging to Congress lawmakers. The violence and resultant police action left at least nine people dead. The tribals inhabiting the hills of Manipur said the bills would directly un-

dermine the existing safeguards for the tribal hill areas regarding land-ownership and population influx, as the primary threat for the tribal people came not from outside the state but the Meitei people from the valley itself. As things came to a boil, women in thousands hit the streets in Churachandpur, while preventing the menfolk from coming out in protest. "Fearing that men coming out to protest might spark further violence, the women came out to hold protest rallies," Romeo Hmar, convenor of the Manipur Tribals' Forum, Delhi (MTFD), told IANS here. Torchlight processions, human chain formations, and in one case, filling up an entire football ground, are among the protest programmes adopted by various tribal women's organisations. ‘Underemployment huge problem, growth to be 6%’ NeW DelHI, September 23 (IANS): The degree of underemployment in India is “huge”, and unless the problem is solved at least half way, “achche din may not come” to India, feels Shankar Acharya, former economic advisor to the government. India, he adds, will likely see growth at around 6 percent for the next five years and not the 8 percent being touted by the government. In a talk on ‘India’s Medium-Term Growth Prospects Over The Next 5 Years’, Acharya, who was chief economic advisor from April 1993 to December 2000, also said that with the disbanding of the “official Planning Commission” there is “no access to the official (economic) outlook or scenarios that

plan documents used to provide”. Delivering the talk, held as part of the Changing Asia Series by think tank Society for Policy Studies (SPS) and India Habitat Centre on Tuesday evening, Acharya said that with the Narendra Modi government shifting to a new data base for measuring growth, one cannot easily answer the question ‘How fast is India growing’. He said the growth rate of earlier years if measured according to the old Central Statistics Office (CSO) data and compared with the new data shows “big changes” in the growth numbers for those years. He showed the graphs for manufacturing and hotels industry, which indicated big upward changes according to the new data.

This, he said, was a “source of really major concern among serious economists and statisticians in India... I’m not saying it is wrong, but till it (data source) is sorted out and we get comparable data going backwards, we are in a bit of a puzzle.” Acharya cited a news report that 23 lakh (2.3 million) people, including Ph.D.s and post-graduates, had applied for 365 posts of peons in an Indian state, and said this pointed to a “pretty desperate” state of underemployment in the country. “The degree of underemployment is huge, and until we solve this problem half way, achche din (good days) may not be here,” he said. Acharya, who is honorary orofessor at the Indian

Council for Research on International Economic Relations (ICRIER), said when the NDA government came to power 16 months ago, there were “some promising initiatives”. These included capping of the cooking gas subsidy, railway passenger fare increase, the Jan Dhan financial inclusion, the move to bring in the private sector into defence production, among other things. But he said in the last few months there was “a distinct slowdown” in the wake of the setbacks in parliament which led to abandonment of the land acquisition bill and the Goods and Services Tax bill not being cleared in the Rajya Sabha. He said the budget had promised disinvestment,

but nothing has so far been done on that count, “maybe it has been abandoned”. Acharya said the move to privatize airports in many metros has been dropped, which “does not square up with the campaign slogan of minimum government, maximum governance”. Little has also been done to tackle the mess in the state electricity boards, and the reach of the direct benefit cash transfer has not been extended to food, fertilizer and kerosene, despite the reach of the Jan Dhan Yojana, the Aadhaar cards and mobile phones, the former economic advisor said. He also said the “revival of fiscal populism” and the coming 7th Pay Commission, the “big election pack-

On GDP growth from 2015-2020, he said while the Economic Survey has predicted 8-plus growth, with his own analysis and the “data doubts” his speculation was that it would be in the “5 percent to 6.5 percent range”. He pointed out that unless India undertakes “very serious policy reform”, there will be no possibility of the country witnessing 8-10 percent growth. “And frankly, I don’t see any serious policy reform on the cards, and that is why we will not see an average of 8 percent in 2015-20,” he said.

SHANGHAI, September 23 (reUterS): A consortium led by China’s national train operator has been chosen to conduct a feasibility study for a 1,200 kilometre-long high-speed rail link between Delhi and Mumbai, the official Xinhua news agency reported on Wednesday. The consortium includes China Railway’s unit, the Third Railway Survey and Design Group, and local Indian firms, the news agency said, without providing names. It did not provide financial details of the award. The contract was awarded by the High Speed Rail Corporation of India Ltd, a company set up by India’s railway ministry, Xinhua said. Xinhua said India’s Ministry of Railways in December invited bids to study the feasibility of high-speed lines between Delhi-Mumbai, Mumbai-Chennai and Delhi-Kolkata. Twelve companies from seven countries including the United States, Germany and France tendered, it said. A spokesman for India’s railway ministry did not immediately respond to Reuters’ queries. In November, an Indian railway ministry spokesman said China would conduct and pay for a feasibility study to link Delhi and Chennai.

Out of over 400 million users, more than 75 percent of Instagram users now live outside of the US, Forbes reported. “When Instagram was launched nearly five years ago, 400 million seemed like a distant dream,” Facebook said in a blog post. “Now, we continue to strive to improve Instagram? helping you experience the world through images and connect with others through shared passions,” the post added. Of Instagram’s 100 million newest members, more than half live in Europe, Asia, Brazil, Japan and Indonesia. More than 80 million photos are shared on the service every day, up from 70 million in June. According to the global research firm eMarketer, Instagram’s ad revenue will reach about $1.5 billion in 2016 and $2.8 billion in 2017. According to estimates, Instagram’s global ad revenue will be $600 million this year. Instagram has recently improved its ad offerings after testing ads on its platform for the first time.

WASHINGtoN, September 23 (IANS): As India and the US work to increase their bilateral trade five fold to $500 million, they have launched a joint work stream on the Ease of Doing Business while continuing discussions on a bilateral investment treaty (BIT). The launch of the work stream was announced on the conclusion of the first US-India Strategic and Commercial Dialogue here Tuesday. External Affairs Minister Sushma Swaraj and Minister of State for Commerce and Industry Nirmala Sitharaman co-chaired the dialogue with their US counterparts Secretary of State John Kerry and Commerce Secretary Penny Pritzker. The two sides have also agreed to support the efforts of the Harvard Business School and the Indian Institute of Management, Ahmedabad to develop a cluster map. This tool will help Indian companies integrate into global supply chains, strengthen India’s economy and better enable American companies to identify markets for their products and services in India. Launch of a private sector-led Innovation Forum was also announced. It will serve as an additional avenue through which the two governments seek private sector feedback and input for bilateral discussions. A fact sheet issued at the end of the dialogue noted that India-US bilateral trade has grown from $19 billion in 2000 to over $100 billion in 2014. here I was born and grew up, somewhere in New Delhi, the colonies we lived in were thriving playgrounds for children. Every evening would see a downpour of children into the streets to play a variety of games—we would begin with less complicated games like Hop Skotch, go on to Chain Tag (ChainChain as we called it), progress to the complicated team game of Gallery, at times replaced by Hide and Seek. The evening would progress to the Races for the upcoming athletes of the galli and the smart ones would then move on to card games of UNO or Top Trump (WWF and aircrafts in my case, what about you?). Skipping ropes that would test our high jump limits would appear often. Kho-Kho and Kabaddi were brought in regularly for testing talent variation. DoctorDoctor left us in uncontrollable tangles and giggles. Blind Man’s Buff would be a favourite at birthday parties, along with drawing the donkey’s tail blindfolded. Red Letter and LONDON Statue! was for all ages to come together on. Phew! I could list out many more games that made our childhood so deeply satisfying. Nothing like the joys of evening playtime as an excuse to never return home even as grandma endlessly called out our names to get back for wretched homework and dinner. But even when exams loomed large, as we grew up, our mother insisted we do three rounds of 50 skips on a skipping rope to keep physically fit. A study done by VU Medical Centre, Amsterdam, the Netherlands, suggested last week how essential play time is for kids to grow into healthy adults. Play time and physical activity not only help build faculty among children to work together as a team in creative ways, it also keeps such things as obesity and diabetes at bay. Today, neighbourhoods see lesser kids who organically come out to play games. Most children are either engaged in watching TV or playing computer games. Parents who want their children to be more engaged, and can afford to, enrol them into music, dance, art or taekwondo lessons. While these may fall in the category of “fun” and “activity,” these boxed up methods definitely take out the organic fun out of activity. A colleague at The Morung Express pointed out that with the coming of large gates and fencing on houses in cities, friendly neighbourhood relations are diminishing. Children don’t just come out to play with each other anymore. These class attitudes of suspicion of the other get transferred to children who grow up without empathy for a neighbourhood or a friend they will never make outside their field of view. The lack of parks makes it even more difficult for kids of all shades, shapes and socioeconomic groups to mingle. So, find or create a space in your neighbourhood for kids and get them to play! Let them meet other children of the neighbourhood, of different tribes and stature. Let them create their own games, or teach them some. The fun of Dimapur or Kohima lies in some preservation of neighbourhoods, uncluttered by material goods. Unlike my past neighbourhood in Delhi, where the street, our playground, is now a mere parking lot for cars. Along with the space, the children have also disappeared. From butter chicken to paneer makhanwala at Bali restaurant

s one walks down the market street on the way to the pristine Kuta beach on Bali island, Indonesia’s major tourist destination, it is hard to miss the Queen’s of India. For the Indians who come to this beach resort for rest and recreation, but crave for "desi" food, especially vegetarian fare, Queen's of India is like manna from heaven. In the street dotted with many restaurants and bars, the Queen’s stands out not only for its shiny nameplate on top or its huge swing on the side, but also because it is packed with food lovers - both expats and tourists, including westerners. No wonder the aroma that floats in air stops many a passer-by who are compelled to take a bite of the delicious Indian fare on offer. From south Indian (dosa, uthapam), to northern (tandoori) or the western (Gujarati thali), all food Indian are served here. There are many Indian restaurants in Bali from Athithi to Indian Dhaba to Ganesha Ek Sanskriti Indian Restaurant catering to mostly honeymooners thronging this favoured tourist town. However, the Queen’s, which began its journey in 2004 and now has a chain of restaurants (four outlets) in Bali and two in Jakarata, remains the most famous. So much so that they are booked by Indians who come all the way from London, Dubai and India to Bali for a destination wedding. New Delhi-based Puneet Malhotra, the owner of the Queen’s, said their restaurant is an epitome of authentic Indian cooking which is served in the most exotic of locations. “At our chain of restaurants, we understand the basic principle of cooking food - it is not good food unless it titillates your taste buds into a happy submission. “People choose Queen’s, when they want to experience the enriching, authentic flavours of Indian food along with a memorable dining experience. She is also founder and president of BIFA (Balinese and Indian Friendship Association) and organizes Diwali and other Indian festivals here. Chef Devendra Singh, who earlier worked in a Noida hotel and is now working in Queen’s Kuta branch for the past two years, said: “We largely cater to Indian groups. Indians mostly look for Indian food whenever they are visiting a country for either leisure or official work.” “Apart from touring Indians and expats, foreigners love our food. From our vegetarian delights to our ‘gosht’ segment, the visitors have a wide choice. We source our spices and ‘Basmati” rise - to prepare briyani - from India and thats why the taste is truly Indian. Our “Butter Chicken”, “Rogan Josh” and “Tandori Chicken” is very famous, even the natives love it.” As the brand is making its mark in Indonesia, Malhotra said they are planning to expand in Australia. “It feel great when people who have come thousands of miles away from home compliment us about the food or the westerners who come again and again for our non-vegetarian fare. We want to continue this tradition of giving a sensory journey into Indian cuisine in Bali to all our customers,” Malhotra added.

Cement barriers, barbed wire, and a clever new legal strategy — how China's Christians are fighting to protect the symbols of their faith from government demolition

O

n the evening of Aug. 16, nearly one hundred pastors, ministers, and church elders gathered in the assembly room of Trinity Chapel, a small village church in the port city of Wenzhou in China’s eastern Zhejiang province. In this city, the tallest, stateliest buildings are often the churches. But over the past year, a major government campaign has sought to reduce Christianity’s visual — and assumedly spiritual — footprint in the province by demolishing hundreds of church crosses. Hailing from Wenzhou’s Pingyang district, those gathered at Trinity on Aug. 16 were leaders in the struggle to protect the symbols of their faith. The church leaders, usually rowdy during lectures, sat rapt and listened as Zhang Kai, a lawyer with the Xinqiao Law Firm in Beijing and a fellow Christian, spoke. “If a region such as yours, with over a dozen churches per district, can’t keep a cross from being destroyed,” Zhang charged, “then how can we hope that churches tucked away on the mountainside, or in cities where there is only a single church, will be able to resist?” As he spoke at the assembly that evening, Zhang paced back and forth, his voice lifting an octave. “Today, with Wenzhou facing this kind of coercion, I believe that God has a greater plan. It’s only through completing this test that Wenzhou’s churches will be able to assume the leadership of the mission of the church in China, and deserve the title of China’s Jerusalem.” In addition to forming human walls and other siege-like defense tactics that local church-goers have utilized in order to physically prevent demolition, legal defense has become a new weapon in the arsenal that Wenzhou Christians use to keep their crosses. Those listening likely knew how valuable Zhang’s expertise as a leading rights defense lawyer could be for their congregations; but surely none realized how limited their time to learn from him would be, for Zhang would disappear into China’s opaque, quasi-legal detention apparatus just nine days later. Authorities have taken down crucifixes all across Zhejiang province — more than 1200, according to statistics from the government-backed Zhejiang Christian Council — but it’s in the coastal hub of Wenzhou that the government campaign has faced the toughest resistance. Wenzhou was one of the earliest destinations for foreign Protestant missionaries in China, with Scottish Protestant George Stott of Britain’s China Inland Mission arriving in 1866. That early mission work seems to have had lasting influence; the port city is often known as “China’s Jerusalem” for its many churches and its large number of Christians, which at an estimated 10 percent of the population is the highest in all of China. During the political movements of the 1950s and 1960s, when party enthusiasts sought to root out perceived enemies of communism, campaigns to eradicate religion swept the city multiple times. But church activities persisted despite fierce oppression. Local Christians now believe that state repression has returned to Zhejiang with the central government’s tacit blessing. In April 2014, the first wave of demolition notices went out to about 40 churches in Wenzhou’s Pingyang county, and the crosses of several were removed. In August 2014, the State Administration for Religious Affairs began calling in earnest for the creation of a “Chinese Christian theology,” or what many believe to be doctrinal justification for the subjugation of the church to the ruling Communist Party. From the perspective of many Wenzhou church workers, these were signals that the government wants to exercise complete control over churches. “Such forceful cross demolition is clearly aimed at humiliating Christianity,” said Li Daohui, a pastor in Pingyang county who wished to use a pseudonym to avoid official reprisal. “It has allowed everyone to see clearly that this is religious oppression.” But seven churches in Pingyang, including Xianqiao Church and Zengshan Church, resisted. They mobilized believers from surrounding areas to come protect their crosses day and night. Zhu Kuayi, a pastor from neighboring Cangnan County who wished to use a pseudonym to avoid official reprisal, recalls that every day the parish would arrange people to go protect each church, sending them over in buses. Every day there were hundreds of people stationed at each threatened church. This method, however, largely failed. The government acted quickly to contain the mutual aid network. According to church leaders, their flock has been subject to pressure and threats from local officials, who demanded that they stop protecting the sanctuaries. Many Christians, especially those who owned factories or small businesses, stopped participating because of the pressure. Government demolitions also increased in scope, and gradually, six of the seven churches eventually lost the battle, and their crosses (pictured below, left). Zengshan Church was the last standing, relying on the full participation of the county’s large Christian population to help protect its single cross. “On Oct. 11, [2014], we called a meeting of all the church-

es in Pingyang county, everyone who had tried to protect the crosses,” said Zengshan Church elder Fang Shou’ai, who wished to use a pseudonym to avoid official reprisal. By this time, the church had been fighting the demolition for more than 100 days, and the energy of the church members was depleted. “We explained to everyone the danger we were in,” said Fang. The resulting meeting reached a consensus: They would concentrate the resources of the whole county on protecting this one house of worship. Starting the next day, one thousand people came to watch over Zengshan Church almost every day. “God’s united front” is what Fang called it. At Zengshan, activists deployed all the tactics they had learned so far in the struggle to protect church crosses: Place large stones in front of the main gates so that vehicles could not approach (pictured above, right). Cover the main gate with black cloth so that no one can see in. Construct a couple of small structures directly behind the gate and let the young and strong sleep there at night. Place barbed wire atop the fences surrounding church property. Install surveillance cameras all around the facility, so that intruders can be detected at a moment’s notice. Install a loudspeaker warning system to call for help if needed. Prepare special teams to go protect the cross with their own physical bodies if needed in an emergency. That was how Zengshan alone has been able to keep its cross safe. But such a strategy is only feasible if a large Christian population concentrates its collective effort on a single sanctuary; in the face of a province-wide onslaught, many churches will inevitably be left in the cold. Lawyer Zhang has encouraged Wenzhou houses of worship to use legal means to protect themselves through a strategy called “defense as offense,” in which congregations hire lawyers to flood local authorities with lawsuits, hopefully becoming enough of a nuisance that officials cease their attempts to remove the crucifixes. Xialing Church in Wenzhou’s Lucheng district demonstrates how effective “defense as offense” can be. On Dec. 2, 2014, the church received an ultimatum — vacate the church immediately, or the cross will be forcible removed. “We received the notice at 11 a.m., and by 2 p.m. Zhang Kai was saying he would come to Wenzhou,” said Xialing Church minister Chen Zongyi, who wished to use a pseudonym to avoid official reprisal. “We held a meeting that evening. Everyone agreed that since it’s reached this point, we need to get a lawyer’s advice.” After Zhang arrived and listened to the full details of the church’s situation, he proposed an array of rights defense measures, explaining to the church staff that it would cost from $50,000 to $80,000 to implement. The church agreed to his proposal, saying it would borrow the necessary money. A week later, a team of 11 lawyers arrived at Xialing Church, where they proposed four lawsuits — requiring the government to compensate the church for the stairs that had been damaged in its previous attempt to remove the church cross; claiming that the government, in an administrative violation, had switched off the church’s water and electricity without explanation; filing an administrative suit against the government for its announcement that it would be demolishing “illegal” construction; and requiring that related government offices publicly disclose information related to the demolitions. This legal counterattack seemed to shock the Lucheng district authorities, who began a weekslong dialogue with the church. In the end, the authorities and the church reached a tacit understanding: If you stop coming after me with lawsuits, I won’t tear down your cross. Things have remained quiet at the church ever since. The success at Xialing made Zhang famous in Zhejiang. By August 2015, the number of churches he represented had grown to almost one hundred. Other churches have instigated a game of crucifix whack-a-mole with local officials. One morning at the beginning of August 2015, with the sun already high in the sky, several hundred Christians surrounded Mingli Church in Pingyang county, whose staff requested the church use a pseudonym to avoid official reprisal. The heads of those present all tilted upwards looking at a single point — two wooden boards nailed to each other and painted red, being lifted to the top of this small chapel. It was their third time putting up a new cross. “Near the cross, near the cross, be my glory ever” — it wasn’t clear who started it, but soon the church members were singing the old hymn “Near the Cross” over and over again. Few used to sing this song, but in the past year it has become a virtual anthem, sung at every gathering of those fighting to protect the symbols of their faith. According to sta-

tistics kept by local Christians, about one quarter of the Pingyang county churches whose crosses have been destroyed have already rebuilt them, in some cases multiple times. Mingli Church had put up a new cross just five days before, only to see it stealthily removed that very evening. The idea of legal defense has made inroads here as well. The congregation had also put up surveillance equipment, but that was removed along with their cross, and authorities refused to return it. “If they take down our cross we’ll just put up a new one, but we had wanted to get footage of them stealing the cross so we can use it to sue them,” said one of the church elders. Last year, churches wouldn’t give interviews, but now they even allow reporters into their policy meetings. Multiple churches in this parish have signed agency agreements with Zhang. “The struggle here needs attention and support from outside,” one parish elder told me. In May 2015, Zhejiang provincial officials introduced what is known as the “five enters and five changes” policy, meaning that religion should be localized, management should be standardized, theology should be localized, finances should be transparent, and doctrine should be adapted. There is no direct evidence proving that Zhejiang’s official “five enters and five changes” policy is connected to the idea of the sinification of Christianity, but according to Pastor Li, those who resist cross demolitions in Zhejiang link the two in a single sentence: “We hope that China will Christianize, but they hope that Christianity will sinicize.” The specific implementation of “five enters and five changes” is far from clear. But on Aug. 24, the day before Zhang and the other activists were detained, the Ethnic and Religious Affairs Committee of Zhejiang issued a policy draft indicating that any “violations” relating to religious sites, schools, activities, funds, and communications would be subject to punishment, fines, and confiscation of property — though the draft did not delineate what such violations might entail. Despite the success that Zhang’s legal approach afforded to his church, Xialing pastor Chen feels pessimistic about the future of Wenzhou’s sanctuaries. “Most churches can’t hold up under this,” he said. “But such churches are no longer God’s churches.” It was after 11 p.m. when the Aug. 16 meeting at Trinity Chapel finally drew to a close. Zhang had come to Pingyang district at a critical time for many of its churches in their struggle to protect their crosses. Over the course of the evening, representatives from different congregations had converged upon Zhang one after another, asking him almost desperately for advice. Some churches represented at the meeting had members who had formerly been detained and were still under surveillance or out on bail. Some congregations had a large number of business owners, and their factories had been threatened by government authorities due to their congregation’s resistance; these church members wanted to withdraw from the fight. Others had already been working to protect their houses of worship for an entire year, and they were physically and mentally exhausted. But after almost two hours of discussion, while many in the audience had not yet grasped what a full legal rights defense would entail, a new fervor seemed to have spread among those present. “I agree strongly with Lawyer Zhang Kai’s line of thinking, and we have already signed him as our lawyer,” said Zhang Chongzhu (no relation to Zhang Kai), pastor of the Divine Love Church in Wenzhou’s Gaosha Village. “Whether or not it works, we’ll just have to see how things turn out.” After the meeting had ended, Zhang Kai sat on the church steps, eating sweet rice porridge while the snores of the faithful, staying the night at the chapel, rose around him. Nine days later, late at night, police stormed Xialing Church and detained Zhang Kai along with 12 others, including minister Zhang Chongzhu and two lawyers. Zhang Kai’s partner, lawyer Yang Xingquan, has confirmed through the Wenzhou public security bureau that Zhang Kai is suspected of endangering national security and gathering a crowd to disturb social order, both vague allegations Chinese authorities invoke to detain dissidents, lawyers, and protesters. Zhang Kai may be held under surveillance in an undisclosed location for up to six months, likely without access to a lawyers or family visitation. These detentions mark a heavy blow for the “defense as offense” strategy. “We were surprised, but it wasn’t beyond our expectation,” said young minister Wang Xunzhu, who wished to use a pseudonym to avoid official reprisal. “We are angry, but we also feel compassion for the ignorant people [who have done this]. We are always prepared; what will come will come.”

The scramble for Africa's oil Instead of an exploitative relationship in which China is the only winner, Africa’s political elite can indeed fight back

efore the dramatic fall in international oil prices over the past year, a decade-long commodity super-cycle helped unlock oil resources in frontier markets across Africa. High oil prices brought hundreds of billions of dollars into the continent, giving political leaders in Africa’s petro-states the means to cement their power at home, but also wrestle a larger share of their energy stakes from western and Chinese oil companies alike. In Africa’s New Oil, Celeste Hicks traverses these post-millennium petro-states to consider whether they can avoid the gross corruption, environmental destruction, and violent conflict that has been attributed to the oil industry on the continent. In an ambitious and pioneering account, Hicks travels from the scrublands of the Sahel, down to the Gulf of Guinea, and across to soon-to-be producers in east Africa, to sketch out the dynamic politics and development prospects on Africa’s new oil map. Oil and development in Chad In Chad, the thickest part of her thin volume, Hicks begins her story with dead rebels at her feet. In mid-2009, at the direction of Chad’s president Idriss Déby Itno, the "Armée Nationale du Tchad" laid waste to 200 rebel fighters outside the town of Am Dam. Hicks, a former BBC correspondent, is invited by the Chadian government to see the smouldering battlefield first-hand. The army’s victory brought an end to a longstanding rebel threat. On two separate occasions since 2005, rebel groups from eastern Chad rocketed across the desert on pick-up trucks to nearly topple President Déby in the capital N’Djamena. Reaching the gates of his palace, only a resolute presidential guard and French logistical assistance prevented a coup. Now in power for a quarter of a century, Chadians commonly refer to Déby as "Le Grand Survivant". Oil fuelled the Chadian president’s longevity. When production began in 2003, it was timed perfectly with a sharp ascent in international oil prices. But instead of harnessing the newfound fortune to alleviate Chad’s dismally high levels of poverty, illiteracy, and sickness, President Déby went on a buying spree of attack helicopters, armoured personnel carriers, and reconditioned Sukhoi jets. By 2014, $4 billion — of a total of $10 billion generated from oil — went to the military. The large expenditures served their purpose: the army nullified the rebels and Déby remained president. Living and working in N’Djamena from 2008 to 2010, Hicks witnesses Déby ‘splash the cash’ of Chad’s petro-boom. Beyond new tarmac roads and a refurbished capital, however, oil made a shallow impact on development in Chad. Hicks visits showcase

indness is not a virtue, it's an attitude. The economy we live in today is a form of capitalist patriarchy – which means that our economic system is based on domination. An economy built on kindness would be radically different. It would be a gift economy. Today, the values of patriarchy and the market have merged. Patriarchy provides the psychological motivation towards competition that moves the market, the desire to be the one at the top that drives people to continually increase what they have. It impels people to want to become superior to others, fomenting sexism, white supremacy and imperialism as well as greed. This motivation makes the market mechanisms expand. Accumulating money becomes an unacknowledged instrument of cruelty towards the majority of the world's population. There is another option: an economy of kindness. This might be described as a 'maternal gift economy'. This economy is based in the original social interaction: the care of young children, in mothering and in being mothered. Recently, infancy researchers have focused on the interaction between caregivers (usually mothers, but also fathers or other community members) and young infants and they have found that differently from what Freud, Skinner and Piaget supposed, infants are not passive solipsists but are higly interactive social beings. This makes us change our view of mothering as well. The interaction between motherer and child, which at first is mainly based on nurturing and being nurtured, is the first template of economics and it also lays down the pattern for the child’s identity. Faced with a little being, who cannot speak, motherers have to guess what the infant’s needs may be. They have to focus attention on the child and explore all the cues to be found in the child’s behavior and in the environ-

projects in the oil town of Doba, only to find nearempty university corridors, understaffed hospitals, and a stadium where goats quietly munch on the football pitch. 15 years ago, a World Bank-orchestrated project was designed to produce a far different outcome. It helped bring landlocked Chad’s oil industry to life through a 1,070 kilometre pipeline to the Cameroonian harbour of Kribi. The World Bank’s financing role was small in size, only providing several hundred million dollars to a $3.7 billion project led by ExxonMobil. But it was instrumental in committing Chad to passing a law to spend portions of its oil revenues on health, education and other social sectors. Chad became a laboratory to promote transparency and accountability in a wasteland of development failures among African oil producers. But with rebel groups literally at his doorstep in 2006 and 2008, President Déby had other concerns. He was quick to rewrite the law to include security expenditures, a move that led to the departure of the World Bank from the project. Hicks wins the trust of both civil society groups and oil managers, demonstrating how a long and dedicated stay in Chad can produce specialist knowledge that generalists covering Africa all too often overlook. Her forensic analysis reveals how key tenets of the Chad-Cameroon pipeline project, such as an effective environmental management programme, actually stayed intact despite the World Bank’s exit. But what is more remarkable is that President Déby, leader of one of the world’s poorest countries, was able to bend the will of the world’s leading multinational financial institution. Cooperation and clashes with China A combination of oil and new Chinese investment underpinned the Chadian president’s bravado. A double-barrelled oil surge of sharply rising production and prices allowed Chad to pay off its debt to the World Bank and reject its conditions on government spending. And shortly after switching diplomatic relations back to China from Taiwan in 2006, the $8 billion in loans on offer from Chinese state banks for a new railway, airport and other infrastructure projects made the World Bank’s earlier financing seem frugal. President Déby even strong-armed the American oil major Chevron and Malaysia’s Petronas to pay nearly $300 million in unpaid taxes, or else face eviction, by exploiting the entry of Chinese oil giants as potential replacements if there was any resistance. Weeks after diplomatic relations were reestablished with Chad, China’s oil giant, CNPC, bought two small oilfields. The first western journalist to visit the site, Hicks speaks with Chinese and Chad-

But the warm reunion between Chad and China eventually came to an end. In 2013, the Chadian government accused CNPC of flagrant violations of environmental standards in the dumping of excess crude at its oilfield. After an audit, Chad fitted CNPC with a staggering $1.2 billion bill. When the company refused to pay, the government revoked its operating license and sought international arbitration. While the two sides eventually made amends, the CNPC only paid a reduced fine of $400 million and gave the government a higher share of royalties. The Chadian strongman Déby may be developing a green thumb, but the environmental charges were seen as punishment for CNPC’s insistence to charge higher fuel prices at its refinery outside the capital. But Chad’s tough stand with China did not go unnoticed. When Hicks travels to neighbouring Niger, where CNPC built another refinery, locals complain over their government’s lack of ‘chutzpah’ in negotiating with China. The 'chutzpah' of African elites In revealing how Chinese investments have become entangled in domestic politics in Africa, Africa’s New Oil is an important and lively contribution to understanding a new phase in China-Africa relations. Instead of an exploitative relationship in which China is the only winner, Africa’s political elite can indeed fight back. The fall in commodity prices may dull the edge of Africa’s negotiating position, but just as they have tamed western ambitions, Africa’s leadership seized a greater stake in their energy resources from Chinese investors. The merits of Hicks’ work in Chad reveal the limitations of her short stays and shallow reading of Africa’s other new oil states, such as Ghana, where politics could have been unpacked further. But Hicks does reveal new trends in African oil: demonstrating how civil society groups in Kenya and Uganda, for instance, advocating for transparency and accountability before their oil production begins, are learning from each other in hopes of steering clear of the negative outcome of oil in Chad and elsewhere in Africa. Yet despite a new wave of optimism from active civil society and public engagement in African oil, Hicks still urges caution. Political expediency looms large. "Civil society — campaign groups, journalists, ordinary people and opposition voices — has an important role to play", writes Hicks, "but if leaders decide against a step on whatever grounds, protest is often powerless".

Why kindness is the key to a new economy Genevieve Vaughan ment. Is the child hungry or sleepy? Are they cold? Do they need a diaper change? If the motherer does not guess correctly the child will keep crying, loudly expressing discomfort. In other words, the motherer's action must be actively other-oriented. It is this attention to the needs of others that I believe is the basis of the gift economy, an economy of provisioning, where goods and services are given to satisfy needs without expecting the payback of a counter-gift. If everyone is following this principle in an egalitarian way, everyone will receive as well as give. It is difficult, if not impossible, to practice gifting alone in a context of the market economy, because individual resources and capacities are limited. In a maternal gift economy there is no quid pro quo exchange but gifts are given forward by everyone and a mutually supportive community is created. In communities of this kind, attending to the needs of others is a normal attitude. But in a market economy, it is thought of as a virtue, as kindness. We consider it unusual because so many people are forced to engage in its opposite for survival: exchange – giving only in order to receive. In fact, free market logic is diametrically opposed to the maternal gift-giving-and-receiving by which our early identity is established. Markets create cruelty, scarcity and deception by satisfying needs only through a so-called ‘equal’ exchange. Profit is actually a ‘gift’ taken by the exchangers, even if it is forced from the other party. The flow of gifts goes from the many to the few. Governments gift to banks, prop-

ping them up, while most people remain with nothing. CEO’s huge salaries and “golden parachutes” seem to be a payment for work accomplished, but are actually the gifts of the patriarchal capitalist system to those who reach the top of the pyramid. The one percent has taken possession of the gifts of the ninety-nine percent as well as those of Mother Nature. Exchange does not create relations of mutuality and trust as mothering-gifting does. Instead it creates equal stances of mistrust, as each person tries to get more from the other in the so-called equal exchange. The gift economy promotes bonding while the exchange economy promotes separation. Kindness becomes dysfunctional to the profit motive. Free gifts seem anti economic. But free gift giving is just as much a mode of distribution, of satisfying needs, as the market is. And it has positive community-building consequences that the market does not have. I believe that kindness comes from the practice of the gift economy, even inside an economy based on the market and exchange. Kindness requires us to look at the real needs of others, which may be psychological as well as material. It stimulates us to try to satisfy them. Kindness means we have not given up our maternal heritage entirely. By considering it an individual virtue however, we deprive kindness of its revolutionary potential. It is only by generalizing the gift economy and diminishing the exchange economy that we can create a society where everyone’s needs are satisfied. Patriarchal capitalism is an econo-

my of plunder of gifts. We need a direct maternal gift economy to take its place. The very act of exchange of products is a gift denying and gift taking mechanism. It is anti gift, anti maternal and as it is mediated by money, it imposes a monolithic or singular anti-gift ideal in our every economic interaction. I believe this has created a social patriarchal archetype. At its most extreme, this leads men try to achieve ego validation by being shooters, being the one who kills many, taking from them the gift of life. The murderous actions of racist police are also consistent with the values of the market and patriarchy. The one empowered to dominate and shoot asserts the importance of his white ego over the lives of those in another racial category. It is not by chance that our society is becoming more cruel. Valuing independence, competition and domination means that generalized cruelty is promoted in our society, although it is not recognized as such. Even though the media continually broadcasts news about mass murders and wars, these events seem far away. We do not realize how much our economic system and its values are responsible for the suffering. Like drivers of drones we can distract ourselves from our part in the devasation by immersing ourselves in our daily lives, in drugs or in video games. In my books I have tried to show that language itself is based on gift giving. Using language requires us to understand and satisfy the communicative and cognitive needs of others. Structurally, it requires kindness. If language is based on gifting and kindness, then we are homo donans, the giving being, not just homo sapiens, the knowing being. We have to give and receive before we can know. It is in accessing our maternal giving and receiving heritage that we can begin to create social change towards a kind society, generalizing the values of gifting and eliminating the cruel egocentrism of patriarchy and the market.

Let’s assume that I was to sell my finished products at a furniture store at Rs.5000, my earning would have been only Rs.333 a day.Now let me put myself in a vastly different situation. Let’sassume that I was given the same kind of wooden materials to produce as many furniture sets as I could in 15 days, but the only difference in this case was that I was allowed to use some latest furniture making machines worth Rs.20 lakhs to help me do thework. Given access to such machines or modern technological tools, I could possibly produce at least 30 furniture sets in 15 days. Again, if I were to sell these 30 furniture sets at Rs.5000 each, I would make a total of Rs.15,000 for the 15 days of workor earn Rs.1000 a day. Thus, the amount of my earning would depend a lot on my access to machines or technology. Workers in all advanced countries have access to large amounts of physical capital equipment such as machinery and suitable work places. In the United States, for example, there is $75,000 of capital available, on average, for each worker. This is the main reason behind the high per capita income in the U.S. In other words, the level of technological progress is high in advanced economies. Not only do workers in these economies have more capital equipment to work with, but that equipment is technologically superior to the equipment available to the vast majority of workers worldwide. Moreover, work methods in advanced economies are steadily being improved through scientific study and research. Technology increases labor productivity: Earlier people did their own spinning and weaving manually at home for personal consumption. But with the invention of the flying shuttle by John Kay in 1733, and later additions of innovation by Lewis Paul and John Wyatt, the textile industry became a huge commercial business that led to rapid economic growth. Likewise, the first steam engine, invented in 1712 by British ironmaker Thomas Newcomen, powered the beginning of the Industrial Revolution. Then building on the work of Newcomen, James Watt and Matthew Boulton added a serious of improvements (innovations) to the steam engine, which enabled factories to greatly increase their productivity. Today the source of economic growth in China or India istheir population---that is, their real economic output is the result of the huge quantity of labor. Although rapid population growth may sometimes depress economic prosperity, it canalso be a source of economic growth, especially when people are industrious and educated. The logic is this: If there are more people, then there are more scientists, inventors, innovators, and engineers to contribute to technological advancements, which benefit everyone. On the other hand, Flinders Island, a tiny island between Tasmania and Australia, has not grown economically, although human society has been around there since 3000 B.C. Some economists believe that the reason for this economic regress is because of its geographical isolation combined with its small population, which offers very little opportunities for technological advances. Geographic isolation or lack of opportunities is not a problem in advanced countries. For example, the U.S. believes in a policy of increasing its population by attracting the best and the brightest from all over the world. These people come to America and work as researchers, scientists, engineers, technologists, educators, and so on. Often their job is to figure out new and better ways of doing things and lead in technological progress. All of these people, plus the U.S. born citizens, are thus able to generate 30% of the country’s economic output. But unlike China or India, the main source of the U.S.’s economic output is not the quantity of labor. Rather, it is the quantity of its capital equipment or its extensive reliance on technology. The percentages of growth as a result of capital equipment and technological advancements are about 20% and 30% respectively. The other factors which account for theU.S. economic growth are education and training (10%), economies of scale (5%), and improved resource allocation (5%). Because of the right-mix of all these growth factors, the amount of output a typical U.S. worker produced in an hour had risen 140% between 1960 and 2000. Technology reduces cost: In May 2000 by the Federal Reserve Bank of America made a study on the impact of technology on business costs of several companies, which represented a wide range of industries or income sources. For lack of space, let me give only four examples from this study: First, the cost of storing one megabit of information---enough for a 320-page book---fell from $5,257 in 1975 to 17 cents in 1999. Second, Wal-Mart, an American multinational retail corporation, reduced the operating costs of its delivery trucks by at least 20% through installing computers, global positioning gear, and cell phones in 4500 vehicles. Similarly, the Amoco Oil Company used 3-D seismic exploration technology to cut the cost of finding oil from nearly $10 per barrel in 1991 to under $1 per barrel today. The study further shows that telecommuting saves businesses about $20,000 annually for a worker earning $44,000 by saving in lost work time and employee retention costs, plus gains in worker productivity. Technology facilitates business: Today it’s hard to do business without some help of technology. Any modern business must be able to reach its consumers via electronic media such as e-mail, Facebook, and Websites. Word processors and databases are vital to any business. In retail business, point-of-sale terminals collect information that is fed into sales computer systems so that stock can be reordered, fast-moving products can be identified, and accounting information can be kept current and accurate. At Apple Retail Stores in the United States, employees roam the stores with mobile “cash registers” in hand. They complete credit card transactions, e-mail sale receipts, and have customers in and out of their stores in no time. Many grocery stores, as well as the Home Depot warehouses, provide self-service automated checkout systems, reducing the need of cashiers. It’s clear that technology is changing fundamental aspects of how business is conducted. In short, technological advance is a critical engine of productivity and growth because it serves to generate the discovery of new knowledge, which allows for resources to be combined in improved ways that increase output. Once discovered and implemented, new knowledge soon becomes available to entrepreneurs and business firms at relatively low cost. Technological advance therefore eventually spreads through the entire economy, boosting productivity and economic growth.

New Delhi, September 23 (pti): A child should not suffer due to a matrimonial dispute between parents whose duty is to provide all basic amenities the minor is entitled to, a Delhi court has said. Additional Sessions Judge Pawan Kumar Jain, while rejecting an appeal filed by the father of a minor girl against a trial court order in a domestic violence case, said the mere fact that the mother is working does not deprive the child from maintenance. The trial court had directed the father to pay Rs 25,000 interim maintenance to the girl on a plea filed by her mother seeking maintenance for the minor. It rejected the man's contention that his estranged wife was a working woman earning a handsome amount and does not require any financial help to maintain the child. "Mere fact that respondent (wife) is a working woman, is not a ground either to burden her unnecessarily or to deprive the child from maintenance for which she is otherwise entitled," the court said. The court also directed the mother to provide an additional Rs 12,000 for the child from her own account, noting that her monthly income ranged between Rs 45,000 and Rs 49,000.

bhopAl, September 23 (iANS): Union Rural Development Minister Birender Singh on Wednesday stressed the need for villages to be strengthened economically and the village-economy to be comprehensively changed in order to make ideal villages a reality. Addressing the inaugural of a two-day workshop here on "Sansad Adarsh Gram Yojna" (MP Model Village Scheme), the minister said the government proposed to develop 300 village clusters -- each having a population of 25,000 to 50,000 and having all basic amenities. The workshop is being attended by 100 parliamentarians, 125 district officials, chief executives of 125 Panchayats and 100 other state officials from across the country.

Singh, minister for rural development, panchayati raj, drinking water and sanitation, said that in a model village it was not just enough to provide basic facilities. "Rather they should be rendered economically capable as well... Such villages would provide better opportunities of employment...." Observing that the prime minister's 'Jan Dhan Yojna' had contributed to connecting people economically, the minister said the 'Sansad Adarsh Gram Yojna' sought to develop a new thinking aimed at connecting the villages. The new partnership was announced at the conclusion of the first US-India Strategic and Commercial Dialogue cochaired by Indian External Affairs Minister Sushma Swaraj and US Secretary of State John Kerry. The Diplomacy Partnership between the US State Department of and the Indian Ministry of External Affairs includes a new Policy Planning Dialogue to share perspectives on strategic challenges and opportunities. The Diplomacy Partnership also will familiarise the two sides' diplomatic corps with each other through site visits by institute staff and diplomats, and by the exchange of best practices in diplomatic training. As part of the Diplomacy Partnership, the US and India will strengthen and expand their consultations on the full range of regional and functional diplomatic issues.

Over the last few years, the US has signed more than $10 billion in defence sales to India. These capabilities have strengthened India's role as a net provider of security in the Indian Ocean Region, it said. US and Indian businesses have partnered on the co-development of defence equipment, establishing a base from which to launch new Defence Technology and Trade Initiative (DTTI) co-development and co-production efforts in the future and expand the Indian defence industrial base. A renewed 10-year Defence Framework signed in June 2015 provides avenues for high level strategic discussions, continued exchanges between armed forces of both countries, and strengthening capabilities. Diabetes, hypertension, metabolic syndrome obesity and sedentary lifestyle are among the reasons for developing ventricular arrhythmia. “Diet is a crucial factor. Earlier, our diet were fibre-rich but now it has more of junk food with high carbohydrate, saturated and transfats content,” Dr

Even normal fever or hypothermia, where the body records an abnormally low temperature, can affect the heartbeat rhythm,” Dr TS Kler, executive director of Fortis Escorts Heart Institute in New Delhi, told IANS. ‘Mind-reading’ kids select their teachers carefully! tOrONtO, September 23 (iANS): Even young children can be selective in choosing from whom to learn and those with a good understanding of others’ thoughts are more selective, suggests new research. These children who can gauge what is going on in other people’s head are also likely to select the “accurate” person to learn from, the findings showed. “We already know that some preschoolers are more likely to learn from individuals with a history of making accurate claims over individuals who have been inaccurate or ignorant,” said the study’s senior author Diane Poulin-Dubois, professor at Concordia University in Canada. To test the hypothesis, the researchers took 65 children through a series of tasks that tested their ability to learn new words, as well as their “theory of mind” (ToM). The researchers tested whether the preschool-aged participants were more likely to learn new words from an accurate (with more verbal accuracy) or inaccurate individual. They also examined whether the children were more likely to learn from a physically strong individual over a weak one. The researcher found that children who could better understand other people’s mental states were more likely to believe the individuals with the greatest verbal accuracy, rather than those who had demonstrated the greatest strength.

NOISE POLLUTION (REGULATION The Naga Destiny With AND CONTROL) RULES, 2000 Their Soil And Their Politics

T

he rapid urbanization and changing lifestyles have given rise to increasing ambient noise levels from various sources such as music systems, loud speakers/public address systems, generator sets, industrial activities, fire crackers and noise from vehicles which have deleterious effects on human health and the psychological well being of the people. People are unable to even sleep due to the noise produced by loud use of loud speakers/public address system, music system, bursting of firecrackers, etc. The unpredictable, intermittent and impulsive noise produced by use of loud speakers/public address system, any sound producing instrument or musical instrument or a sound amplifier, bursting of firecrackers and unnecessary honking of horns turns into disharmony of noise. At times, what is music for some can be noise for others. In order to curb the growing problem of noise pollution, the Government of India has enacted the Noise Pollution (Regulation and Control) Rules 2000 framed under the Environment (Protection) Act, 1986 which provides the regulation for noise.

RESTRICTION ON THE USE OF LOUD SPEAKERS/PUBLIC ADDRESS SYSTEM/ ANY SOUND PRODUCING INSTRUMENT OR MUSICAL INSTRUMENT OR A SOUND AMPLIFIER: 1. A loud speaker or a public address system shall not be used except after obtaining written permission from the Deputy Commissioner. 2. A loud speaker or a public address system or any sound producing instrument or musical instrument or a sound amplifier shall not be used at night (between 10.00 pm to 6.00 am) except in closed premises for communication within e.g. auditoria, conference rooms, community halls and banquet halls or during a public emergency. 3. Notwithstanding anything contained in Sub-rule (2). The State Government may subject to such terms and conditions as are necessary to reduce noise pollution permit use of loud speakers or public address systems during night hours (between 10.00 p.m. to 12.00 midnight) on or during any cultural or religious festive occasion of a limited duration not exceeding fifteen days in all during a calendar year.

IMPLEMENTING AUTHORITY:

Under Section 2 (i) (c) of the Noise Pollution (Regulation and Control) Rules, 2000 the Government of Nagaland vide notification no For/Gen-46/95 (Pt-VI) dated 27th April 2009 designated the Deputy Commissioners of all the Districts to be the ‘Authority’ for maintenance of the Ambient Air Quality standards in respect of noise. COMPLAINTS TO BE MADE TO THE AUTHORITY.1. A person may, if the noise level exceeds the ambient noise standards by 10 dB (A) or more given in the corresponding columns against any area / zone or, if there is a violation of any provision of these rules regarding restrictions imposed during night time, make a complaint to the Deputy Commissioner. 2. The authority shall act on the complaint and take action against the violator in accordance with the provisions of these rules and any other law in force.

EFFECTS OF NOISE TO HUMAN HEALTH:(a) Hearing Impairment: Hearing impairment can be either temporary or permanent. Temporary impairment is a temporary loss of hearing acuity experienced after a relatively short exposure to excessive noise. Permanent impairment is an irreversible loss of hearing that is caused by prolonged noise exposure. (b) Sleep Disturbance: The primary effects of sleep disturbance are difficulty in falling asleep, awakenings and alteration interfering of sleep stages or depth, increase blood pressure, heart rate, etc. The secondary effects are reduced perceived sleep quality, increased fatigue, depressed mood or well being and decreased performance. (c) Annoyance: Noise annoyance may be defined as a feeling of displeasure evoked by noise and is basically a psychological response. The consequences are often ill temper, bickering and even enmity. (d) Physiological Functions: A number of physiological disorders result by interference of biological functioning of the body as a consequence of over exposure to noise. They are neurosis, anxiety, insomnia, hypertension, giddiness and nausea, fatigue and increase in sweating. Chronic noise may lead to abortions and congenital defects in children too. Startling sound can quicken human fetus’s heart rate and cause its muscle to contract. Malformation in the fetus’s nervous system may also be caused. n this article, we will begin from the universal level and later come to the Naga level. Now at the universal level, if we look into the Bible, we will discover that man (or humankind) has an inescapable destiny with the soil and politics. MAN AND HIS DESTINY WITH THE SOIL With regards to the soil, the Bible reveals that man was made from the soil. After making this “soil made” man in his own image, God breathed the breath of life into Adam's nostrils and man became a living being (Gen.2:7). But after making man out of the soil, God warned Adam that if he eats the forbidden fruit from the tree of “the knowledge of good and evil,” he would die (Gen.2:17). Adam disobeyed God and brought death into the human race. After the entry of death, this is what God said to Adam: “…for dust thou art, and unto dust shall thou return” (Gen.3:19). God further said: …”cursed is the ground because of you; in toil you shall eat of it all the days of your life; thorns and thistles it shall bring forth to you; and you shall eat the plants of the field. In the sweat of your face you shall eat bread till you return to the ground for out of it you were taken...” (Gen.3:17b-19). The inescapable destiny of all mankind to the soil is therefore one of: FROM THE SOIL; BACK TO THE SOIL and in the intermediate period, DEPENDENT ON THE PRODUCTS OF THE SOIL. In this context, humankind, however advanced his technology can become, will never be able to produce a synthetic plastic food for the sustenance of our physical bodies. We also cannot eat our computer or car parts when it comes to cooking our food! This universal truth is both an anthropological and scientific fact. If we make a scientific analysis of the chemical elements found in the soil and the human body, we will find that all the chemical elements like potassium, chlorine and iodine etc are found in both the human body and the soil. The Bible is therefore not making an unscientific statement when it reveals that man was made from the soil. As for a human corpse, if one digs up any old grave, one will discover that the dust (the human body) had returned to the dust again. This universal fact is true not only with regards to the human body but also with regards to the whole of nature including even the stars and the galaxies. In the end, if it were not for the promises of God for a new heaven and a new earth in his redemption plan, the dust of death indeed covers everything in the whole universe (See Rom.8:18-25 for our future hope in Christ). That, then, is man’s inescapable destiny with the soil. MAN AND HIS DESTINY WITH POLITICS. After sin had entered the world and the first murder was committed between brothers, this is what God said to Cain who had killed his own brother Abel: “If you do well, will you not be accepted? And if you do not do well, sin is crouching at the door; its desire is for you, but you must master it “(Gen.4:7). Again, after the world wide flood, God’s commandment to Noah was like this: “Whosoever sheds the blood of man, by man shall his blood be shed; for God made man in his own image” (Gen.9:6).God next gave the Ten Commandments to Moses so that civil administration and the dispensation of Justice can be executed on the basis of his laws (Ex.20). Finally in Romans chapter 13 of the New Testament, we are told that God has instituted civil administrations to dispense his laws and order in a fallen world. Now, politics being the “art and science of government” (Oxford dictionary), no human being on earth can run away from politics. We are told in the Bible that God

Thus, the pattern of funding stipulated was 40:40:20: percent between centre, states and local municipal bodies could be a real joy killer to our ever happy begging state of Nagaland. The ideology of Narendra Modi the Prime Minister of India, was definitely for smart country but this colossal project involving astronomical figure of Rs. 2,87,143 crores as recommended by the “Smart city” commission and accepted by the govt. to be spent for the next five years can also be somersault to it vicious circle of penury if proper measure had not been adopted transparently. No doubt Nagas are adversely smart in manipulating and exploiting the loopholes and have the penchant to construct houses on the public road, irrationally protesting any project etc. could be the biggest stumbling-block to this “smart city” Project. Nay! This doesn’t means all the Nagas are bad, there are some exceptional virtue souls as well but looking at the present scenario of kohima city and its dismal roads where commuters started emptying their lunchbox on the road within a span of 7 K.M. or so, the tag of smart city doesn’t really augur well. Yes, only when we can make our vehicle move swiftly without potholes, uninterrupted power supply, sufficient potable water supply and efficient health infrastructures etc. not only our city but the whole Nagas would be smart. Here we need to also understand the main feature stipulated for smart cities that includes; a)Efficient land use; the state will introduce flexibility in land use and building bylaws to adapt to change. b) Adequate water supply, smart meters, water quality monitoring. c) Affordable housing especially for the poor. d) Efficient urban mobility and public transport, developing road networks that also catered to pedestrians. e)Safety and security for citizen, particularly women, children and the elderly

Nevertheless, swimming against the tide will only isolate us further from the national stream and to swim a long with the current we definitely required extra effort and sacrifice from our end. Hence the followings are some of my opinions and suggestion not necessarily authenticated from any other source. Pattern of funding; within the constituted framework for smart city, it will be a daunting task for the state to conform with the ratio of 40:40:20 % as matching share of centre, state and municipal bodies when it is finding difficult to come up with 10% normal matching share. Alternative solution suggested: When we want good things, we the public stakeholders should also joint hands in partnership with the state govt. and in the face of such scenario we can surely shoulder a humble part by contributing a one day wage once in a year for the next five years as we deed on humanitarian ground toward the recent earthquake of Nepal. So also contribution from business community including contractors can surely supplement the financial constrained and this I believe all will support the project wholeheartedly for this common cause. In this way with collective effort we can achieve the target which will be a leitmotif record of social venture of social-virtue. The prevailing condition of Kohima Street looks very bleak for four lane road but the ailing cannot be left to it fate if at all we have to make our vehicles move freely and swiftly. Therefore, as stipulated in the national “Smart City” project, the

first phase sanctioned made Rs. 200/crores should be judiciously prioritized on street-road widening and construction of flyover as refered to article “Traffic blues in Kohima” dated 3rd May 2009 posted by me. The followings are some of my personal views for Kohima Smart city and for kind perusal of Naga public thereof. Street-road widening and construction of flyover; 1. Streets; As you know the capital city Kohima happens to be an unplanned one’s that there’s very limited scope for widening the existing road, because most of the residential buildings on both side of the streets are permanent structures. Under such circumstances, the question of demolition of those structures simply does not arise for that’ll imply legal complication. 2. Recurrent excuses put up by the bureaucrats and political echelon now stands irrelevant with the modern technologies in dealing with various nature and type of soil composition, where they very frequently umpteen times cited the unstable nature of soil composition in our capital city. Whereas, there are other places like Kohima, people have successfully constructed their commuting system of flyover, double-decked flyover for the traffic to move flawlessly. 3. Therefore, it is time to look-up at the empty space that is the sky. Yes, instead of grumbling over the poor composition of our soil, we can competently construct the best type of flyover with input modern technologies, as there is no dearth of trained engineers among the Nagas. Remember, it takes less time to do a job than to keep on complaining about the work. 4. That, the recently constructed footbridges doesn’t suit any purpose against the traffic congestion. Therefore, in place of this footbridge, traffic flyover can be constructed wherever necessary. 5. Here, the feasibility as I observed; A flyover of single lane can be constructed starting from below north police station the erstwhile Tata parking and branching towards Choto Bosti/Bara Bosti and from this point double lane through Raju Point (From this point another single lane may be extended towards old NST) towards Parachezie local ground along the southern gallery and from the eastern gate of the local ground an-

Hostel (if necessary a single lane can be extended towards Assam Riffle Camp from this point in descending point) and to T.C.P. gate and from this point again branching one towards BOC and another towards national highway 39. However, this layout should be systematical with the ground lane to facilitate unhindered and coordinative movement of traffics. 6. Of course, this would come at a cost of 80 to 90 crores rupees at the conservative estimation (Now it can escalate to anywhere between 150 to 160 crores) but it’s worth affording it if at all we have to move our vehicle in our streets as well as to move along with the developed countries of the world in the real sense of smart city. 7. Power; Whereas, in the case of electricity power it may not be able to abruptly augment in a overnight but remember that our perennial rivers have the vast potential to generate surplus power if properly tapped. However for a real smart city our aerial power lines should be made underground cable system to make our street smart. 8. Water: As a matter of fact, there’s no single source of water to sufficiently meet the daily requirement for Kohima City, we should harness our perennial rivers and streams that would lead to the main reservoir. In this way we can at least ease our water problems to some extend but surely the consumers must pay for what they get through smart matter. 9. Waste management & sewerage: Instead of disposing our garbage, it would make more sense to treat our garbage that would save not only space but for energy efficiency by converting it to energy with modern technologies. Similarly, there should be proper drainage system in confluence with the national “Smart city” guidelines. No wonder, here I have not covered many of the infrastructures such as health, education recreational facilities housing etc. but projected mainly on most essential lacking infrastructures that may be put to public debate to make the smartest city of “Kohima city.” N.Haisoyi Ndang , Author & Founder Lower Bayavu Kohima

Well, let me remind these people that if our politics goes wrong; life on earth becomes a foretaste of hell right here- ON EARTH. THE NAGALAND CONTEXT OF OUR SOIL AND OUR POLITICS. If we examine the relationship between a people’s culture and a people’s politics, we will discover that a people’s politics is shaped by a people’s culture. Naga politics is rooted to Naga culture and Naga culture is in turn,rooted in the Naga soil. As a result, Naga culture and Naga philosophy of life are all deeply rooted in the soil. For example. just look at all our festivals. Are they not rooted to the soil in the cycle of planting, harvesting and celebrating the first harvests etc? What about our unique land ownership system or our purest form of democracy and our legal system? Do we not call upon mother earth and father heaven to bear witness, when we take our solemn oaths like our oath of allegiance to the Plebiscite of 1951 as well as on lower personal, clan and inter village land dispute cases of oath taking? If we look back at our history, we will discover that we are basically an agricultural Nation with an intimate attachment to our land (soil). In fact our people's attachment to our lands were such,that even during the burning of our villages and granaries by the Indian army in the 1950’s where we were compelled to flee into our mountains and jungles, there was never any refugee problems where we fled into neighboring states. The case was simply one of those who fled into the mountains, fleeing into still higher mountains and those who fled into the plains, fleeing further into the plains and valleys even as destruction and death pursued us from every direction. But all these flights were undertaken within the boundaries of our own lands. Even today, while peoples from the Middle East are fleeing into Europe, for us, even in.-spite of 68 years of political conflict with India and Burma; our people are still standing in our lands and defending our rights. As for our political rights, we have stated to our neighbors as well as the whole world, what needs to be stated in writing. These memorandums were submitted and declared long before India and Burma became sovereign states in 1947 and 1948. On top of this, we have also executed every political and legal actions that is necessary for the establishment of a modern nation state. But tragically, after doing all these things, we, the present generation of Nagas have been mostly, just standing and observing, even when very wrong political developments overtook our nation from the mid 1960’s to the present. Even at the present moment, even when political developments that would take away our land and our nation from its valid existence are taking place right in front of our eyes, many of us are still standing and watching. Most of us seem to be either unaware or are simply indifferent to these developments.Therefore, I would warn that the time for reckoning may not be very far away. Tragically, for the present generation of Nagas, it seems that only the sound of gunfire and exploding bombs will re-awaken us from our very deep selfish slumber of 60 years- i.e. 1960-2015. Kaka D. LoNDoN, SEPTEMBER 23 (IANS): Chelsea striker Diego Costa has been suspended from three domestic matches after a charge of violent conduct was upheld by the Football Association. Costa was involved

in an incident with Arsenal's Laurent Koscielny during Saturday's 2-0 win over Arsenal in the English Premier league. The 26-year-old Spaniard put his hands in Koscielny's face before clashing

with Gabriel, who was sent off. "An FA charge against Diego Costa for violent conduct not seen by the match officials but caught on video has been found proven following an Independent Regulatory Commission hearing," an FA statement said on Tuesday. "The Chelsea forward will, therefore, serve the standard penalty of a threematch suspension with immediate effect. The charge, which the player denied, was in relation to an incident involving Arsenal's Laurent Koscielny in the 43rd minute of the game on Saturday." Costa contested the charges. Chelsea said they were "disappointed" with the verdict. "We are extremely disappointed with the FA Regulatory Commission's decision to suspend Diego Costa. We will await their written reasons before commenting further," Chelsea said on Tuesday.

MoKoKCHUNG, SEPTEMBER 23 (MExN): In commemoration of the 125 Jubilee Celebration of Mokokchung town, the Adventure and Motorsport Association Mokokchung (AMAM) is set to organize ‘Tour de Hills 3’ under the aegis of Mokokchung District Administration, Mokokchung District Sports Council (MDSC) and Mokokchung District Art and Culture Council (MDACC) on November 4 and 5. The motor rally will comprise of competitive and non competitive categories. The competitive category will be of TSD while the non competitive category will undertake the same route as ‘The Jubilee Adventure Trail’. Standard norms will be applied in the competitive TSD format. The motor rally will cover a distance of approximately 250 kms of tarmac, dirt and gravel covering more than 40 villages and the 10 administrative headquarters under Mokokchung district. AMAM’s annual event, the ‘3rd Mokokchung AutoX’ will be held simultaneously after the rally on November 6 and 7 at Imkongmeren Sports Complex. Kikheto Sema declaring the meet open as the special guest. Addressing the inaugural function, Kikheto said that games and sports help in building a strong physical and mental fitness. It also facilitates in developing a sense of oneness and cooperation amongst the players and spectators.
