MINA, SEPTEMBER 24 (REUTERS): At least 717 pilgrims were killed on Thursday in a stampede outside the Muslim holy city of Mecca, Saudi authorities said, the worst disaster to strike the annual haj pilgrimage in 25 years. At least 805 others were injured in the crush at Mina, a few kilometres east of Mecca, caused by two large groups of pilgrims arriving together at a crossroads on their way to performing the “stoning the devil” ritual at Jamarat, Saudi civil defence said. Thursday’s disaster was the worst to befall the pilgrimage since July 1990, when 1,426 pilgrims were crushed to death in a tunnel near Mecca. Both stampedes occurred on Eid al-Adha (Feast of the Sacrifice), Islam’s most important feast and the day of the stoning ritual. The haj, the world’s largest annual gathering of people, has been the scene of numerous deadly stampedes, fires and riots in the past, but their frequency

DIMAPUR, SEPTEMBER 24 (MExN): The Sumi Totimi Hoho (STH) Aghunato and The Aghunato Town Students’ Union (ATSU) held a public rally on September 21 to protest against the alleged rape of a minor by a 56 year old man at Aghunato Town. A press note from the two organisations identified the accused as one Ghukiye Achumi, who has been accused of “raping a 7 years old girl of Zheishe village under Aghunato sub-division, studying in class 1.” “According to the police statement of the victim, she has been raped on five occasions,” it added. The Village Council Chairman and the GB from Zheishe village, along with members of the Students’ Union and the Sumi Totimi Hoho Aghunato urged “befitting punishment as per the law.” After the rally, a memorandum was submitted to the ADC, “demanding licence cancellation of the shop and the Government service of the accused.” It further demanded that no bail be granted to the accused and that “no family members of the accused rapist should be replaced to his service.” Zunheboto Police could not be reached to ascertain the details of the case.

The employees working under the centrally sponsored flagship scheme National Rural Health Mission (NRHM) in Nagaland are once again at the receiving end due to non-payment of their salaries since the last three month. This is despite the fact that funds meant for their salary have already been transferred by the Centre to the State treasury, NRHM employees stated today. “It has become very difficult for us to attend to our duty because of the nonpayment of our salaries and if this continues, we might have to abstain work from next month onwards,” the employees stated. Salaries for the month of June, July, and August has not been released and the medical department had reportedly told the employees that
Youth succumbs to injury after fight KOHIMA, SEPTEMBER 24 (MExN): One person succumbed to injuries resulting out of a fight between two groups of persons in Kohima on September 23. Kohima police, in a press note, informed that on September 23 at around 8:00pm, information was received at South Police Station Kohima that a fight erupted at Box-cutting area, Kohima. On receipt of the information, a police team rushed to the spot, but by the time the police team arrived, the two parties had already left the place. Police however learnt that one person injured in the fight was admitted at Naga Hospital Kohima. The police on reaching the hospital found the victim already declared dead by the medical officer of Naga Hospital Kohima. The deceased, who had suffered serious injuries to his head, was identified as one Medosetuo Suohu (21 years). After holding the inquest report, the body of the deceased is being kept at South PS Morgue for postmortem, which is scheduled to be held today. During preliminary investigation, it was ascertained that the altercation started after five people had a misunderstanding

Among the nine arrested, four are minors while five are adults. While the names of the minors are being withheld, the five adults arrested have been identified as Kevizoto (19), David Kape (19), Meyato Rhuno (20), Vilabeizo Theunuo (20), and Setongba Sangtam (19). All the arrested persons were produced before the Chief Judicial Magistrate Kohima on September 24 and remanded to judicial custody. Further investigation in this connection is on and the post mortem report of the deceased is awaited to ascertain the actual cause of death, police added.

The employees alleged that even though the funds have already been released by the Centre to the State treasury, they have either been diverted for some other projects or have been put in civil deposit. They also pointed out that the Central government, in order to give more power to the State government and to avoid misuse of the funds transfers the NRHM funds directly to the State treasury instead of the medical department bank account. It also directs the State government to release the funds meant for NRHM within a stipulated time of 15 days once
it reaches the State treasury. While appealing the Department of Health & Family Welfare and the State treasury to release the whole amount of their pending salaries, the employees also demanded that the State government and the department concerned give proper explanation through media as why they (employees) have to suffer when the Centre has already released the funds. “If this continues, we will be compelled to stop going to work from next month onwards,” the employees further cautioned. This is not the first time NRHM workers in Nagaland have endured hardship due to non-payment of salaries. In August 2014, NRHM employees from over the State remained absent from work from as they protested the non-payment of their salaries by the health department since April 2014.
Amidst wide protest from a section of Congress party workers over the disqualification petitioned against the eight Congress MLAs and other related issues, the Nagaland Pradesh Congress Committee (NPCC) on Thursday went ahead to launch its road map at the Congress Bhavan, Kohima in the presence of All India Congress Committee (AICC) general secretary, Nagaland in-charge, V Narayanswamy and Dr Jayakumar, AICC secretary, Nagaland in-charge. “Congress is at a crossroad in Nagaland. The Congress graph has gone down and it’s time to bring it up again,” Dr Jayakumar announced on the occasion. Underlining the reasons that led to downfall of Congress, Jayakumar said it failed because of strategic mistakes, improper decisions and lack of resources. Appealing the Congress followers to tolerate and cooperate for a while, Jayakumar indicated that the NPF party was vertically divided and sailing through a very delicate situation. The AICC secretary, Nagaland in-charge also hoped that Nagas will not allow ‘fascist forces’ to become rooted in Nagaland. He also requested the party workers to keep aside their petty differences and hoped that the roadmap will bring the party back to power. Earlier, NPCC president K Therie in his welcome address noted that the roadmap intends to lead the people of Nagaland for a better tomorrow. According to the NPCC, the roadmap will move in a new political direction to thwart communal forces and to provide an alternative political and economic route for the people against the backdrop of regression in the nation and the state. Contents in the roadmap of Nagaland include removal of planning commission; urgency of electoral reforms, rule of ruin and state of affairs, NPCC’s stand and Congress assurances on administrative reforms, good governance, welfare schemes, women participation, minority participa-

tion, challenges to bring up the new generations, job and resource oriented development programs, poverty reduction, economy of the state, climate change and evaluations. Following the launching of the Congress roadmap, the NPCC delegates and presidents of District Congress Committees (DCC) and Assembly Congress Constituency Committees (ACCC) also resolved to demand that Government of India (GoI) and State government to review the abrogation of the ceasefire with NSCN (K). It also resolved to appeal to all secular minded people to come together to defend freedom of religion and social practices as special attention has been drawn by the aggressive designs and movements of communal forces through the lines of religion as adopted by BJP.
ACCCs seeks withdrawal of disqualification petition against 8 MLAs
All is not well within the Congress family as Thursday launching of the party’s roadmap witnessed protest from members of the party. Halfway through the programme, Assembly Congress Constituency Committee (ACCC) members, with placards and banners, created uproar inside the Congress Bhavan while demanding withdrawal of the disqualification petition on the eight MLAs. Around 44 ACCC presidents from the total 66 joined the protest and warned the house that it was ready to withdraw cooperation to the party with effect from October 4 if the disqualification petition against the eight MLAs was not
withdrawn. The ACCC presidents noted that the MLAs have not joined the government on their own accord. The committee also asserted that they were also aware of the intensive discussions held at the state level and had also endorsed the MLAs to join the government. The agitated protestors also sought explanation from NPCC president K Therie on the issue of unceremoniously ousting several ACCC leaders. While accusing Therie of being pro-BJP, they also demanded to know why random decisions have been made without the consent of the rest of the NPCC leaders. AICC general secretary V Narayanswamy was also demanded explanation on the issue of the ‘commission’ allegedly cut from the 6th Central pay commission (Revision of Pay) of 712 crore released to Nagaland in 2012. Further, they also demanded withdrawal of suspension order on ACCCs; put on hold the revamping process and removal of the present NPCC president. The roadmap launching programme was disrupted for more than two hours due to the protest. Therie is learnt to have told the ACCC presidents that their grievances would be addressed in a proper and systematic manner but not under duress. A meeting between the AICC officials and senior PCC members was convened in the evening to discuss on the revocation of the disqualification petition among other issues. A senior PCC member, when contacted, confirmed about the meeting. He, however, declined to comment on the outcome of the meeting.

ICFAI University Nagaland, at 6th Mile, Sovima, today began a two-day management festival, BizHorn 2015. Organised by its Department of Management, the theme of this year’s festival is ‘Collaborating Thoughts, Creating Ideas.’ It will be held on September 24 and 25, with participation from various learning institutions from Nagaland. “The world today is asking for something original. For that you need creativity which fests like BizHorn provide a platform for,” said Khrienuo C. Metha, Secretary and Team Leader of the Nagaland Bamboo Development Agency (NBDA), Government of Nagaland. She was speaking as chief guest at the inaugural programme of the festival. The NBDA has a close working relationship with the ICFAI University Nagaland, providing students with internship opportunities. The NBDA team leader noted that the youth are

From 30-40 years of age, focus on yourself and work towards what you are good at with a clear mind. From 40-50 years of age, you are where you are supposed to be. From 50-60, invest in young minds.

Earlier, in a welcome address, Pro-Vice Chancellor of ICFAI University Nagaland Dr. CP Alexander informed that this is the second time BizHorn is being held after a good response to it in 2014. ICFAI was first established in 1984 in Hyderabad, he said, and it now has 11 universities all over India, including five in the North East of the Indian subcontinent. The one in Nagaland, established in 2006, now has more than 400 students with more than 20 teaching staff. He hoped that the simulation of business environment at the BizHorn festival will help students have an enriching experience. Wapangsenla Imchen, Head of the Department of Management, gave an overview of the festival. The Festival will see such events as debate, sketching, table tennis, mock interview, PC gaming, business plan making, paper art, corporate relay, role play, ad campaign designing, quiz and puzzles, and even a dance mania!

kohima, September 24 (Dipr): The District Administration, Kohima in collaboration with the Departments of Medical, Social Welfare, School Education and Rural Development along with Nagaland Parents Association for Disabled (NAPAD) and other NGOs is organizing a Disability Medical Assessment Camp at Naga Hospital Authority Kohima (NHAK) from September 28 to 30.
During the Assessment Camp, Specialist Doctors in ENT, Orthopedic, Ophthalmologist and Clinical Psychiatrist will be available to examine the patient. The Doctors will assess the percentage of the disability and issue the Disability Certificate for the persons with 40% disability or more. The persons with 40% and above can avail any governmental scheme provided by the Government of India for the disabled.

In recent years, it has been observed that many of these local markets, existing and newer ones are increasingly accommodating non-local men who sell non-local produce, and this is one among several serious concerns that need to be reflected upon. On one hand, the presence of local women vendors on the roadsides/pavements/streets of Nagaland, selling their produce or of produce of their fellow sisters are increasing day by day. Whereas local women vendors contribute significantly in sustaining the agrobiodiversity of Nagaland, supporting thousands of local producers’ liveli-
hoods, so also promoting the local food culture, yet their contribution remains unrecognized and their livelihoods insecure. Unless the livelihood of the local women vendors is safeguarded, the food chain, local food culture and the livelihoods of the producers will be greatly affected. To pave the way towards sustainable livelihoods of the local people, deepening one’s understanding on the above issues is crucial. Though the National Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act was passed in 2014, Nagaland is yet to have in place a State policy for Street Vendors. Besides, there are several other concerns that need serious deliberation.

kohima, September 24 (mexN): All concerned are informed that updating of the National Population Register and the fieldwork for the house-to-house enumeration throughout the State of Nagaland for collection of information relating to all persons who are residing within the jurisdiction of Local Registrar shall be undertaken with effect from October 1 to 31. The updating of National Population Register (NPR) and seeding of Aadhar in the NPR database shall be carried out in pursuance to the subrule (4) of Rule 3 of the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003. The Deputy Commissioners in the State have been appointed as District Registrars in the respective District and are delegated with the power for appointing Charge Officers and Block Enumerators in their respective Districts to carry out the operation. Updating of National Population Register (NPR) and seeding of Aadhar number in the NPR is nationwide exercise to update the growth of population in the country, which is an indicator for growth and development of the nation as a whole. In Nagaland, the exercise will start from October 1 to 31. It is appealed to the public of the State of Nagaland to cooperate with
the Enumerators by providing accurate and unambiguous information such as, name, father’s name, mother’s name, date of birth, address etc. for those person(s) whose name are not found in the list or left out in the National Population Registration 2011 which includes new born for filling up new NPR Forms by the designated official/Enumerator. It is also an opportunity for those person(s) whose information has been entered incorrectly during population enumeration in 2011 Census to rectify those incorrect information such as, incorrect name, date of birth, father’s name, mother’s name, address etc. It is also a duty bound of the respondent to reveal the death of a member of the family or in cases where the whole of the family or some member(s) of the family have migrated out for deletion of those person(s) who have died or migrated out without any apprehension. In this connection, the State Government has appointed the following officials as State Coordinator and District Registrar for clarification of any doubts in connection to updating of NPR in pursuance to the Citizenship Act, 1955 and Rules, 2003 as follows; This was informed in a press release issued by Chief Secretary to the Govt of Nagaland Pankaj Kumar IAS.

New Delhi, September 24 (iANS): Mizoram Chief Minister Lal Thanhawla has defended his letter to Prime Minister Narendra Modi on the violence in Manipur over its state assembly passing three controversial bills, and said he wanted to help his people in the neighbouring state. "I don't want to antagonise anybody. I simply want to help my people in Manipur enjoy their rights within the Constitution of India," Lal Thanhawla said in an interview that will be published in the forthcoming issue of the North East Sun magazine. His remarks came after Manipur's Deputy Chief Minister Gaikhangam said Lal Thanhawla, a fellow Congressman, should have consulted his party first before writing to the prime minister. The Manipur unit of the Congress has also complained to the party high command. Following a monthslong agitation by people living in the valley districts
of Manipur, the assembly on August 31 passed the Protection of Manipur People Bill, the Manipur Land Revenue and Land Reforms Bill (Seventh Amendment), and the Manipur Shops and Establishments (Second Amendment) Bill ostensibly to protect the rights of the indigenous people. The day the bills were passed, protesters, mainly from tribal organisations, torched five houses belonging to Congress lawmakers. These included the houses of state Health and Family Welfare Minister Phungzathang Tonsing and Lok Sabha member from Outer Manipur Thangso Baite in Churachandpur district. The violence and resultant police action left at least nine people dead. According to the tribes in the hills of Manipur, the bills would directly undermine the existing safeguards for the hill areas regarding land-ownership and population influx, as the primary threat for the tribal people came
not from outside the state but the Meitei people from the valley itself. Lal Thanhawla, in his letter to Prime Minister Narendra Modi, requested that the central government should "not give its consent to the three bills passed by the Manipur legislative assembly as they are directly against the tribal people of the state". In the interview, the Mizoram chief minister said the tribal people have been living in the hills of Manipur for ages and they have their rights. "I was told that if the bills are passed as they are, many tribal people, those who have been living there for ages, would be deprived of their citizenship and their other rights," he said. "That is why, at the request of the people, I thought it was my duty to write to the prime minister to see that all citizens of the country, irrespective of their caste, creed or religion, should live in complete harmony."
He, however, said that though as a Mizo, he was concerned about his own people, "we don't want to do anything against the Manipur government". "I don't want to play any blame game but my only concern is how to restore peace in the state and protect the rights of each citizen of the state. Now that the three bills have been passed, the Kukis and Mizos feel these are anti-tribal," the Mizoram chief minister said. According to him, the Nagas living in the hills of Manipur had asked their legislators not to attend the assembly session and the Kukis and Mizos too did likewise. "I am told that the Nagas abstained from the session but not the Mizos and the Kukis. That is why this trouble has erupted in Churachandpur, which is very unfortunate," he said. Lal Thanhawla pointed out that the Meiteis and subsequent governments of Manipur have been living in complete peace with the tribal peo-
ple for ages. "But how it could erupt in such a way, I am surprised. It is good that the Naga area (in Manipur) is peaceful," he said. Hoping that law and order would be restored soon, he said leaders of various political parties of Mizoram were visiting Manipur to help restore peace and normalcy in the troubled area. "They (Mizo leaders) want to meet all sections of Mizos and Kukis and appeal for peace and calm," the chief minister said. Asked what he felt about the demand for an inner line permit system in Manipur, he said it was a good protection for tribal people from the bigger communities. "But it should not be misused and also should not be misjudged by people of other parts of the country," he said. Nagaland Chief Minister T.R. Volkswagen could pose bigger threat to German economy than Greek crisis beRlIN, SeptembeR 24 (ReUteRS): The Volkswagen emissions scandal has rocked Germany’s business and political establishment and analysts warn the crisis at the car maker could develop into the biggest threat to Europe’s largest economy. Volkswagen is the biggest of Germany’s car makers and one of the country’s largest employers, with more than 270,000 jobs in its home country and even more working for suppliers. Volkswagen Chief Executive Martin Winterkorn paid the price for the scandal over rigged emissions tests when he resigned on Wednesday and economists are now assessing its impact on a previously healthy economy. “All of a sudden, Volkswagen has become a bigger downside risk for the German economy than the Greek debt crisis,” ING chief economist Carsten Brzeski told Reuters. “If Volkswagen’s sales were to plunge in North America in the coming months, this would not only have an impact on the company, but on the German economy as a whole,” he added. Volkswagen sold nearly 600,000 cars in the United States last year, around 6 percent of its 9.5
million global sales. The U.S. Environmental Protection Agency said the company could face penalties of up to $18 billion, more than its entire operating profit for last year. Although such a fine would be more than covered by the 21 billion euros ($24 billion) the company now holds in cash, the scandal has raised fears of major job cuts. The broader concern for the German government is that other car makers such as Daimler and BMW could suffer fallout from the Volkswagen disaster. There is no indication of wrongdoing on the part of either company and some analysts said the wider impact would be limited. The German government said on Wednesday that the auto industry would remain an “important pillar” for the economy despite the deepening crisis surrounding Volkswagen. “It is a highly innovative and very successful industry for Germany, with lots of jobs,” a spokeswoman for the economy ministry said. But analysts warn that it is exactly this dependency on the automobile sector that could become a threat to an economy forecast to
grow at 1.8 percent this year. Germany is already having to face up to the slowdown in the Chinese economy. “Should automobile sales go down, this could also hit suppliers and with them the whole economy,” industry expert Martin Gornig from the Berlin-based DIW think tank told Reuters. In 2014, roughly 775,000 people worked in the German automobile sector. This is nearly two percent of the whole workforce. In addition, automobiles and car parts are Germany’s most successful export -- the sector sold goods worth more than 200 billion euros ($225 billion) to customers abroad in 2014, accounting for nearly a fifth of total German exports. “That’s why this scandal is not a trifle. The German economy has been hit at its core,” said Michael Huether, head of Germany’s IW economic institute. “MADE IN GERMANY” There are also voices, however, that say the impact on the economy as a whole should not be exaggerated. “I don’t think that the German automobile industry will be
lumped altogether,” Commerzbank chief economist Joerg Kraemer told Reuters. “There won’t be a recession just because of a single company,” Kraemer added. The German BGA trade association also tried to calm the public by saying there were no signs that customers abroad were starting to doubt quality and reliability of German companies. “There isn’t a general suspicion against goods labelled ‘Made in Germany’,” BGA managing director Andre Schwarz told Reuters. But he acknowledges there is a degree of concern among German companies that the scandal over cheating on U.S. diesel emission could have a domino effect on their businesses, eroding the cherished ‘Made in Germany’ label. Some observers also see some irony in the scandal. While the German economy defied the euro zone debt crisis and, so far, the economic slowdown in China, it could now be facing the biggest downside risk in a long while from one of its companies. “The irony of all of this is that the threat could now come from the inside, rather than from the outside,” Brzeski said.

New DelhI, SeptembeR 24 (IANS): The World Bank is in talks with the Indian government to provide some initial funding for the latter’s smart cities programme and the Amrut initiative for urban revitalisation. “The World Bank is in discussions with the (India) government to provide some funding in the initial stages for the smart cities and Amrut (Atal Mission for Rejuvenation and Urban Transformation) programmes,” the bank’s country director Onno Ruhl told reporters here on Thursday. He was speaking at the launch of a World Bank report on urbanisation, titled “Leveraging Urbanisation in South Asia: Managing Spatial Transformation for Prosperity and Livability”, released by visiting World Bank managing director and chief operations officer Sri Mulyani Indrawati. “India’s urbanisation drive will be the biggest of its kind in the next 30 years. The government’s implementing of the 14th Finance Commission recommendations will help in devolving finances to states for the programme,” Ruhl said. The report says South Asia’s urban population grew by 130 million between 2000-11, and is poised to rise by almost 250 million by 2030. “Cities in South Asia are not fulfilling their potential for transforming their economies, putting enormous demands on their infrastructure, as in Mumbai which I just visited,” Indrawati said. “The World Bank can help by citing examples of cities dealing successfully with various issues, to provide clarity and accountability,” she added. The report says policymakers must address three “fundamental urban governance deficits” by way of empowerment of urban governments, providing them adequate resources and stregthening mechanisms to hold them accountable.

Carmaker Renault India on Thursday launched its much awaited hatchback Kwid at a competitive price of Rs 2,56,968 lakh (ex-showroom Delhi) to take on Maruti Suzuki and Hyundai in the mini car segment. While Maruti Alto800 is priced between Rs 2.52 lakh and Rs 3.72 lakh, Hyundai Eon is priced between Rs 3.10 lakh and Rs 4.27 lakh (ex-showroom Delhi). Kwid, which would come in four variants and two options, is priced between Rs 2.57 lakh and Rs 3.53 lakh (ex-showroom Delhi). “We are not launching a car but a new era. With Kwid we are launching a new benchmark for automotive industry. Postal Dept launches parcel booking centre at Dimapur Second such facility in NE; promise better, faster & safer delivery Morung Express News DIMAPUR | SEPTEMBER 24
The Department of Posts on Thursday launched a Parcel Booking Centre at Dimapur Bazar Sub-Post Office Naharbari. With a budget of Rs.9 lakh and second such centre in the entire Northeast Region after Assam, it inaugurated by chief postmaster general, North East Circle Shillong, SC Barmma. The centre was launched in partnership with the Global University Nagaland and Nagaland Bamboo Development Agency. Addressing mediapersons after the launching, Barmma said the new service will offer better packaging, security, cash on delivery services and track & trace system of the articles with services between 9 am to 5 pm. The Parcel Booking Centre will receive and book parcels (speed post parcel, business parcel and registered parcel)
which will then be processed to Guwahati and then to respective destinations. It will facilitate corporate community and bulk customers with discounts and free pick-up. The centre is also in partnership with e-commerce sites, which will facilitate local entrepreneurs to reach their trade to other parts of the country. All parcel consignments shall be given door delivery irrespective of its weight within Dimapur City. Naharbari Village Council chairman, Tokheli Kikon, thanked the department bringing the schemes at Sub Post Office Naharbari and assured security and co-operation to the Department of Posts. Meanwhile, with the objective to enhance opportunities and include all sections of society under the financial umbrella, the postal department also simultane-
ously launched the Prime Minister Jan Suraksha schemes, namely Pradhan Mantri Suraksha Bima Yojana (PMSBY) for accident insurance and the Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) for life insurance. While the PMSBY & PMJJBY Schemes are currently available only at Kohima HO, it was informed that it will be launched in rest of the Post offices within a short span of time. To avail these schemes, the public can open POSB accounts while current account holders as well as customers having silent POSB accounts can also join the schemes after reviving their accounts. The Postal department will also offer opening of account under Atal Pension Yojana (APY) scheme and Sukanya Samriddhi Account under the prime minister flagship Beti Bachao Beti Padhao Scheme.

One NSCN (IM) cadre arrested Drug trafficking unit ‘busted’ at Peren Dimapur September 24 (mexN): One armed NSCN (IM) cadre was arrested during a operation general area of Purna Bazar, Dimapur on September 21 by 37 Assam Rifles, under the aegis of Headquarters 6 Sector Assam Rifles. The operation was launched based on specific information regarding the presence of an armed cadre and his indulgence in extortion/arms peddling activities in the area, a press note from Assam Rifles informed.
The arrested cadre was identified as Awang Wangsu (28 yrs), a Rajapeyu of NSCN (IM), presently residing in Unity colony, Purana Bazar – B, Dimapur. A one Point 38 Colt Revolver was also recovered from him, it said adding that possession of weapon by underground cadres is in contravention to the Ceasefire Ground Rules (CFGR). He later had a meeting with Village council and aggrieved farmers of the villages. We thought we worked hard so that one day, we will work less. But now, we are advised to work out to prevent illnesses. We walked to earn food. Now we walk to digest food. The nature of work has so much changed so that work now means moving the fingers across the computer keyboard. We now travel several kilometres to work but in the comfort of a car/bus seat. We have gadgets and appliances in the kitchen, bedroom, and bathroom which have reshaped how we live. How we normally live i.e. our sedentary lifestyle has become a risk factor for developing chronic illnesses. The new epidemic of chronic lifestyle diseases did not come in with a bang, like an outbreak of infectious disease. When there is a food poisoning outbreak from a wedding party and hundreds of people check into a hospital, everyone takes notice. But when equal number of people from that wedding develops heart diseases over the years because of continued consumption of the type of food served in the wedding, no one notices. That is what is happening with disease trend. Chronic diseases like heart diseases, cancers, diabetes, stroke, etc are silently taking over the world. They are already responsible for 68% of all deaths globally and are set to rise. ‘The places where we live, work and play should not increase our risk of heart diseases’ says the World Heart Federation. Tuesday, September 29 is World Heart Day and this year, the focus will be on creating ‘Heart healthy environment’. In Nagaland, the medical department is appealing to the churches (and through other platforms) to spread awareness through health talk on the four main risk factors of heart diseases and stroke. 80% of cardiovascular diseases can be prevented if these four risk factors – unhealthy diet, physical inactivity, tobacco use, and harmful use of alcohol – are controlled. Once they are developed, it is difficult and costly to treat these disease conditions. But preventing them by going for morning walks, restricting salt intake, and avoiding tobacco/ alcohol are not beyond us. The pressing need is to awaken our consciousness to the danger so that our behaviour will be changed. Not only are we unaware of the danger of such diseases because of their slow progress, we don’t notice the risk factors because they are part and parcel of our normal lifestyle. Some, you have to do it on our own. You can choose to stop smoking. You can train your tongue to get used to less salt in diet. You can make a physical activity plan, or set personal target to reduce weight. You can teach your kids to enjoy fruits and go out and play instead of letting them munch potato chips and watch television. But some, we have to do it together. We need more parks and playgrounds in the neighbourhood for walking and playing. We can form health clubs. We need to restrict sale of tobacco and junk food around schools. We can advice our office canteens to offer healthy food choices. We need to make laws or enforce them, for example on food safety, urban development, tobacco taxation, etc. And we need to make healthy lifestyle popular, and encourage people to make healthy lifestyle choices. Of Tibet's thukpa, shaptra tingmo and salted butter

ea with milk, masala tea, lemon tea, black tea, herbal tea, jasmine tea and green tea are well known. But butter tea or salted butter tea? "Not many in India would have heard about butter tea that we Tibetans normally take at home," chef Tenzin Namkha at Chap Chay, Asian stir fry restaurant at The Raintree, St. Mary's Road hotel told IANS keeping the tea pot and a small cup on the table. Thirty-year-old Namkha, whose parents have their roots in Tibet but settled in Mysuru, is anchoring the 10 day 'Taste of Tibet' food festival at the hotel. Namkha joined the hotel last April. He was earlier with Hyatt in Ahmedabad. A glance at the festival menu card reveals that Namkha has designed a small range of non-vegetarian and vegetarian Tibetan dishes that include momos, stuffed fried pies, noodle soup meal and desserts. "Restaurants are hosting Chinese, Thai, Vietnamese, Japanese, Korean food festivals but not Tibetan. So we decided to showcase Tibetan cuisine for our guests," Namkha said pouring the thickish tea into a small cup. I took a small sip first and found the initial taste to be like a new tea flavoured soup. And much to the surprise of Namkha and his colleagues, the cup not only got empty but a refill was asked. "Perhaps a different name than calling it as a tea would have removed the mental block about the drink," said a staffer. Displaying a strong flavoured cake, Namkha showed it was nothing else but dried tea leaves compressed into a cake. A portion of the cake is boiled in water and then normal salted butter is added to the decoction. "Yak butter is not available here and it will give out more strong smell," he said. Then, starters -- momos (chicken and potato) and shapaley (chicken, lamb and vegetables) -- arrived at the table. While the non-veg stuffings are made in the traditional manner, the dough for the outer covering is made with maida and not barley flour as the latter will be thick and may not be in sync with the usual expectations of the guests, Namkha said. "The difference between Chinese and the Tibetan momos lies in the fat. We mix fat with the non-veg stuffing which makes the momos juicier. Further, fat is essential for people living in high altitudes like Tibet," Namkha said. What he said was true about the chicken momos while the potato momo was also good. Meanwhile, chicken thukpa (whole meal chicken noodle soup) was brought to the table in a big bowl. The chicken, noodles, black fungus mushroom and vegetables were in liberal quantities and tasted nice but mild. A liberal dash of pepper is also suggested for those who want their meal a bit spicy and one need not have to add salt. There are beef and vegetable options as well. The noodle soup meal was followed by tasty shaptra tingmo (stir fry of meat tossed in oyster sauce, celery and fresh chilli, served with tingmo, a steamed bun). The steamed bun - normal and garlic - and the meat dish are made for each other and tasted yummy. Namkha also offers phingsha mokro (stir fry glass noodle and black fungus mushroom, served with rice) with beef, chicken and vegetarian options. Those with a sweet tooth can go for the lip-smacking Tibetan rice cooked with unsalted butter and mixed with dry fruits or the tsampa pancake with roasted corn and barley.

Northern Ireland: What Einstein would have said The latest crisis in Northern Ireland looks like déjà vu all over again. It’s not that the situation never changes but the remedy offered by London remains stubbornly the same
E
vents in recent weeks in Northern Ireland, including a feud in the IRA in Belfast and tottering power-sharing institutions at Stormont, have highlighted once more that, far from being a ‘post-conflict’ society with an ‘historic’ peace agreement, it remains a region in pre-postconflict mode where history isn’t over just yet. This is not, however, due to the ‘ancient hatreds’ often projected on to this complex canvas by the simplifying gaze of superficial observers. Indeed, as the all-too-similarly dysfunctional nature of post-war Bosnia-Herzegovina and Lebanon demonstrates, it is the consistent application of this stereotyping perspective by representatives of the ‘international community’—the most powerful states with a regional investment—which is the real problem, regardless of the fine-grained variety of the cases in point. For it leads, as in all three related agreements—Belfast (1998), Dayton (1995) and Taif (1989)—to the same outcome. The first step is a conceptual hoovering up of the unique individual diversity of the populace into communal tribes—Protestants and Catholics; Serbs, Croats and ‘Bosniaks’; Maronites, Sunni and Shia Muslims—failing to recognise the fundamental difficulty, as the late Italian political scientist Norberto Bobbio pointed out, that every democratic constitution is based on the individual citizen. The inevitable victim of this Realpolitik is universal norms: every human-rights convention, including those enshrining minority rights, requires the individual to be the rights-bearer; and the rule of law is meaningless unless state institutions are impartial among diverse citizens. Yet what has really brought violence to an end in another divided society, the Basque country, is that the Spanish state has foregone the humanrights depredations of the earlier ‘dirty war’ and ETA paramilitaries have been effectively, and legitimately, arraigned by the justice system. Having thus discredited all civic, non-nationalistic forces in favour of a male-only, ethnic oligarchy, the second step—this is where the agreements come in—is a hothouse negotiation which throws these ethnic cartels into government with each other. Since the negotiating parties have no commitment to the common interest and the public good, they treat politics as the continuation of war by other means and ensure deadlocking vetoes are built into the resultant pacts. By contrast, their uninterest in economic and social divides offering alternative political cleavages means they fail miserably to provide basic public services—as, in extremis, with the current ‘You stink’ protests in Beirut, over the inability of the government there to stop rubbish piling up in the streets. Government by cartel, with no universal language and no public purpose, inevitably fails to work—indeed even sometimes to exist. The 2010 election in Bosnia only issued in an actual state government 15 months later. And it took four and a half years after the first post-agreement powersharing administration in Northern Ireland collapsed—over a previous IRA manifestation—before it was re-established in 2007.

Actually, at this point, it would be better for the British and Irish governments to recognise the merits of reculer pour mieux santer, with an interim period of renewed direct rule and a public deliberation over the way ahead. Admittedly, that would not allow them to disengage from Northern Ireland once more as quickly as they decently can but it could allow of a long-term, stable solution. The fundamental challenge in ethnically divided societies is to engineer constitutional arrangements which enshrine both aspects of democracy (as defined by the standard-setter, International IDEA): popular control and equal citizenship. That the former can be simplified to ‘majority rule’ and the latter to ‘minority rights’ means that parties from demographic ethnic majorities and minorities line up in predictable ways. External brokers have to act in impartial fashion to make sure both features are embedded in democratic constitutions so that, over time, trust is built, ethnic cleavages become of reduced significance and others, such as on socioeconomic lines, acquire greater salience. These arrangements need to be buttressed by full adherence to the rule of law and international human-rights standards—including because ethno-political majority parties tend to counterpose the first to the second and vice versa for their minority opponents.
Three flaws The Belfast (or Good Friday) agreement was put together in a few days and then heavily spun, in typical New Labour fashion. 1974 system was being planned, it being assumed the executive parties would vote together—has not only had the insidious effect of entrenching sectarian mindsets (all but one of the ‘unionists’ have so far been Protestant, all but one of the ‘nationalists’ Catholic). In addition and perversely, though pressed by the SDLP in the 1998 talks, it has been most used by the Democratic Unionist Party—the only party in the assembly big enough to be able to secure a petition of concern on its own—to hold a Canute-like line against modern social legislation, such as on sexual orientation. Meanwhile, progress on the Northern Ireland bill of rights envisaged in the agreement has been stymied by political Protestants. Yet political Catholics have demanded provision in any such bill for communal ‘parity of esteem’, even though this is unworkable because all rights conventions require a potential individual who can vindicate her rights, as well as a clearly defined right as the object and a clear addressee of whom it can be demanded. Such a bill could quite straightforwardly build on the European Convention on Human Rights by incorporating the minority-rights Council of Europe standards—the Framework Convention for the Protection of National Minorities and the Charter for Regional or Minority Languages— thereby rendering them similarly justiciable. (3) Executive formation: The cursory, secret talks on how a power-sharing government would be formed in April 1998 were in sharp contrast to the extensive discussion of this core issue in 1972-73. Indeed, a paper presented to the Ministerial Committee on Northern Ireland by the secretary of state, William Whitelaw, which included five options for executive formation, specifically ruled out a government with party representation proportionate to that in the assembly—as in the Belfast agreement—on the unsurprisingly prescient argument that this was ‘likely to encourage intransigence and face us with a group who have nothing in common and have no intention of working together’. It was clear at the time that, in Dublin as well as London, the balance of argument was favouring a secular weighted-majority requirement for the executive to be established—although in the end Heath opted for a ‘you, you and you’ alternative which the government effectively controlled. A weighted-majority requirement could provide belt-and-braces protection on top of a bill of rights but the key constitutional stipulation would be that, after an election, those parties willing to share power should be mandatorily required to agree a cross-sectarian coalition—political Protestants have suggested a ‘voluntary’ coalition, of which political Catholics are understandably suspicious—with those unwilling to join such a coalition forming an opposition to hold the executive to account. This is the only way to make elections meaningful in Northern Ireland, where historically-high turnout has been plummeting, since citizens cannot currently ‘turf the scoundrels out’. It would mean a devolved government that operated with collective responsibility and It would also allow initially small opposition parties, on the left for instance, to play a meaningful political role. Dog-eared None of the suggested reforms raises any ideological issues, because of their impartial character. But none of these constitutional flaws is going to be discussed, never mind addressed, in the talks stewarded by London and Dublin, which will follow a by-now dog-eared agenda. Yet a transformative outcome at such talks will always be debilitated by the parti pris nature of the participants. Fixing the broken architecture will in any event require amendments to the Westminster legislation under which it operates. This offers a route to progress the parties cannot veto—and indeed was the route pursued, via a green paper, a white paper and an act, in the run-up to 1974. A proper public debate on what such legislation should contain—a debate in which the Irish government could be a full partner—could bring not only much-needed structural reforms but also stimulate the emergence of new, secular political agents in the region. Northern Ireland’s citizens need to be given the chance to become architectures of their future, rather than prisoners of their past. But they need the help of the UK and Irish governments to do so.

Climate change versus conspiracy theory in India Nayanika Mathur limate change rejection or denial produces particularly imaginative conspiracy theories. As David Runciman has shown, different sides of the debate – those who deny the existence or seriousness of climate change and those who point out the conspiracies behind climate change denialism – share a conspiracist logic. Pushing this line of inquiry further, I ask if it is conceivable to have an overlap between climate change accounts and conspiracy theories? Distinct as the two might appear, is it possible to tease out any shared beliefs or politics between them? In other words, are conspiracy theories necessarily and always radically incommensurable with climate change accounts? This case study from the Indian Himalaya would suggest not. I briefly describe two seemingly contradictory narratives: an official one emanating from the local state that adduces certain phenomena to be caused by climate change. The counter-narrative to this, voiced by Himalayan residents, was skeptical of climate change as the causal factor. Their counter-explanations for the very same events were, in turn, dismissed by agents of the Indian state as idiotic conspiracy theories. My suggestion is that these two narratives have more in common than is immediately apparent. Elsewhere, I have described this co-existence and jostling between narratives in greater detail. I traced the process through which the category of climate change made an entry into a remote place like India’s Himalayan borderland and demonstrated the power that the label of ‘conspiracy theory’ has to silence speech. Here, I take the discussion in a slightly different direction. Through a closer focus on the so-called conspiracy theories, I suggest that they should be read as expressive comments on historical-political injustices and anthropogenic ecological damage. If we take seriously the concept of the Anthropocene and consider climate change in its entanglement with the excesses of capitalism, then these particular conspiracy theories can be seen to possess a family resemblance to climate change narratives. The ambition here is to ground the discussions of climate change and conspiracy theory within localized politics and to relay the voices and opinions of those people, such as the residents of the Indian Himalaya described here, who are already coping with the damaging consequences of global warming. One need not, after all, be able to use the (English language) category of climate change or speak the same expert language of environmental change and damage or even subscribe to the universalism of science to know that climate change is an overwhelming threat. In its attempt to convey the different terms of speech and concerns of my informants and friends in the Himalaya to the world beyond, this research joins that of an expanding number of anthropologists, amongst other social scientists, who are engaging climate change by practicing new forms of inter-disciplinarity, writing, and public outreach.
cat conflict receives a surprisingly large amount of media and public attention when it is refracted through the lens of climate change. The rising number of articles in the international media on human-animal conflict are evidence of the latent potential of the discourse of climate change to make widely accessible issues of human-animal conflict in hitherto marginalised areas. The fear of climate change creates the space, for instance, for a World Wildlife Fund (WWF) employee to urge everyone in the world to change their consumption patterns and be conscious of the environment for otherwise, “the only way that the royal Bengal tiger will survive this century is with scuba gear.” This particular report goes on to make explicit connections between consumption patterns in the west and the increased submergence under water of the forests in which tigers live in South Asia.

Cats that eat humans The north-Indian Himalayan state of Uttarakhand, where I have worked for close to a decade, experiences high levels of human-big cat conflict. Big cats that turn on humans as nourishment are considered aberrant and are popularly described as ‘man-eaters’. Man-eating big cats have a long history in this region. Surprisingly, this problem receives somewhat limited attention nationally and globally. Official statistics on deaths and injuries are hard to come by and the ones that do exist are, by all accounts, lower than the reality. Despite the absence of hard figures, there is a widespread belief that big cats are becoming more and more violent toward humans in the Indian Himalaya as well as in other parts of India, including heavily populated urban spaces. Speculation on the causes of the supposed increase in man-eaters is rife. Generally it is believed that big cats turn on humans—an otherwise alien prey—when they are unable to hunt their ‘normal’ food due to old age or injuries. However, many of the man-eaters that were being hunted down in Uttarakhand proved to be young and healthy leopards. Another interesting observable trend was that the majority of the attacks by big cats approximately 70% - occurred in the winter. Pulling these two strands together, officials came up with a theory on the cause of the supposed increase in man-eaters. According to them, in the winter leopards are pushed down by snowfall from the higher reaches of the mountains to spaces inhabited by humans. Previously, there was abundant prey available for them (sheep, goats, deer, cattle, and so on). However, due to resource degradation and biodiversity depletion in the Himalaya, the leopards now find themselves faced with sparser options for hunting out their regular prey and are, thus, constrained to turn on humans. This disappearance of regular prey for the leopards is directly related to the set of processes that fall under the rubric of climate change. It follows, they claimed, that the per-
ceived increase in human-big cat conflict is a direct outcome of climate change in the Himalaya. Some of the residents of Uttarakhand, however, disagreed with the climate change explanation. Instead, they voiced a variety of different theories on why there has been such a marked increase in attacks on humans by big cats. One theory went that due to the poaching and trafficking of big cats across the border to China, leopards were getting angry at humans and were therefore killing them in order to seek retribution. The most popular theory related to the alien or non-indigenous nature of the man-eaters. This theory claimed that the true provenance of the man-eaters was located in the plains. When leopards grow old in their zoos in the plains then the plainspersons send them up to the mountains to die. At other times, when zoos get overcrowded with leopards then, too, they ship them up to the mountains. As these leopards are used to being provided with meals and some are, in any case, too old to hunt wild animals, they turn on the easiest prey of all—humans. The second theory has to be understood in the context of a historical mountain-plains animosity that dominates the politics of this impoverished borderland region. A movement for statehood that allowed for the creation of a distinct Himalayan state of Uttarakhand in 2000 had voiced a long-held and much fretted over perception of systematic neglect of this region by the postcolonial nation state. The neglect is coupled with an active exploitation of this region’s rich natural resources such as water, timber, minerals, and herbs that has been going on from the colonial period right through to the present. Releasing old leopards and tigers from zoos up to what the plainspersons merely consider ‘jungle’ with no heed paid, as usual, to the perils this poses for its inhabitants was considered just another event in a long list of actions that combine abuse and neglect of the mountain-people by the plains-people. These differing versions of the reasons for the occurrence of man-eating big cats were entirely rejected by state officials who were keen to maintain the ‘climate change’ explanation; an explanation that they considered to be premised upon Science and rational deduction. Any explanation for man-eaters that did not stem from this scientific fact of global warming and changes in the climate was dismissed as evidence of native idiocy and the proclivity to imagine conspiracies. Climate change and conspiracist talk: a family resemblance? But are these so-called conspiracy theories all that wildly different from the climate change explanation? Instead of seeing them as opposed to one another – as climate change and conspiracy theory always is – could we think of them as, at their core, politically aligned? In the first place, there might be some – if not complete – truth to the theories on the man-eaters that were dismissed as ‘conspiracy theories’. There is a strong correlation between the practice of hunting and humananimal conflict. Recent work points out that the regions in India that continues to battle big cats are also precisely those regions where hunting, poaching, and/or trafficking persists. The notion that man-eaters in the Himalaya are killing and feasting on humans in order to dispel retributive justice might not be, then, quite as far-fetched as it would immediately appear. On the argument that these are alien leopards that are coming up from zoos in the plains or have been sent up from someplace else, I met many eyewitnesses who swore they had seen the release of big cats into the mountains brought from elsewhere. While I could never establish any official confirmation of this, the practice
of capturing and relocating big cats is commonly undertaken by the Indian state. From a fascinating study conducted in the city of Mumbai, we learn that the capture and relocation of big cats greatly and directly increases conflict with humans. This work from Mumbai suggests that the more one interferes with these large felines that can – and have – traditionally lived peacefully in and around human habitations, the more the possibility of conflict will be aggravated. But let us move beyond the feasibility of these socalled conspiracy theories. What if we were to not take them literally but instead were to regard them as instantiations of critical subaltern speech? What is it that they can then tell us and how might they then possess some connection to climate change? The alternative explanations for the existence and perceived increase of man-eaters are, quite straightforwardly, voicing discontent with the operations of hegemonic power and, especially, with the marginalisation of the Himalaya. In that sense they share two key features with climate change: its capacity to reveal the worst aspects of capitalism, especially the gross inequalities the system perpetuates; and the interconnected nature of the globe where actions in one part directly affect the rest. Shared features Consider, first, the shared trait of pointing out inequality. The discourse of climate change holds within itself the potential to radically unmask contemporary inequalities. Naomi Klein, amongst many others, argues that climate change is a civilizational wake-up call that renders explicit the many injustices of capitalism. Academic literature as well as environmental organisations are hard at work making stronger links between market capitalism, consumption and lifestyle patterns in the west as well as the rich in poorer countries, and anthropogenic climate change. The conspiracy theories, too, indicate a world, albeit within the nation-state of India, where people in the plains continue to live on in relative comfort and ease with little heed paid to the mountainspeople. At the same time as they are releasing big cats into the mountains where they are also unthinkingly using up the region’s natural water or cutting down their forests for personal use. The suspicion of people from the plains, in fact, stems from precisely this long-standing ecological devastation that has been visited upon the Himalaya by the colonial and post-colonial state. Let us turn to the second correspondence between climate change and the conspiracist talk: their shared capacity to reveal the interconnectedness of the world. A defining feature of climate change is the manner in which it shifts scale from the local to the global; from specific communities and spaces to a global ‘us’. As Ulrich Beck wrote, with climate change “geographically remote spaces become literally perceptible, ‘knowable’ places of possible concern and action”. The Himalayas primarily figure in mainstream accounts in India as the distant and supposedly-natural frontier of the nation. The plethora of conspiracy theories that this region produces vis-à-vis the Indian state cannot but be linked to the overwhelming feeling of neglect that echoes through this region. Indeed, a key aspect of the counternarratives to the climate change explanations for maneaters has underlined and originates from this feeling of being-forgotten. It is noteworthy that the catastrophic threat of the melting of the Himalayan glaciers has brought a new, gentler form of attention to this space. It has allowed for the Himalayas to become a common, pan-Indian and, indeed, a global cause of concern. Similarly, the otherwise largely invisibilised problem of human-big
Interviewing a man with one arm To restate, my suggestion is that both the climate change and the so-called conspiracist explanations for man-eaters do a very similar work of sharply delineating historical, political, structural and economic inequalities of this region. Just as critical work on climate change shows us how the local is folded into the global, so too does the conspiracist talk in the Indian Himalaya draw our attention to inequality and active marginalisation, albeit within the nation-state of India. To illustrate this claim, let me end with snippets of an interview I conducted with a young man who had his right arm chewed off by a leopard. This young man had been walking home from a friend’s house one evening when the leopard suddenly appeared from nowhere and dug his teeth into his arm. As it was early evening and he was in the middle of the town, other people came running up to defend him and managed to yank the leopard off his body. In doing so, a large chunk of his arm was ripped off and had to be subsequently amputated in its entirety. All through our conversation, he kept gesturing with his left hand to the prominent absence on the right side of his body: “Do you know why that leopard attacked me? Because he has no food left for himself anymore up here in the mountains. Everything here is dying: the forests, the rivers, the soil, the animals. The only living beings left are us humans and even we won’t last here for much longer at the rate things are going. And the reason for all of this is that they [the They he is referring to is the Indian state and the plainspeople] come here to cut down our trees, to steal our water and to generate electricity for this own houses in the cities of the plains… they drive around in their big cars but they don’t even bother to build roads for us up here. Their industries spew out all this filth which comes up here to ruin our environment… We are being eaten up by leopards but even then they remain more concerned with saving the life of the leopard than our human life.....” Narratives of such a nature were absolutely commonplace. They consistently referred to an exploitative state that was only interested in furthering the interests of its own narrow coterie of powerful and wealthy people, all living in the distant plains of India. To do so not only did they not care if human lives were being brutally lost but also they were interested only in the exploitation and expropriation of the rich natural resources of the mountains. While the narratives emanating from victims and their families did not actually utilise the term ‘climate change’, all the practices that they were talking of are the ones that contribute to anthropogenic climate change. Furthermore, the utilisation of metaphors of death, destruction and endings in these localised narratives bear strong affinity to more mainstream narratives on catastrophic climate change - for instance of the sort presented in Alan Weisman’s The World Without Us. With the increasing penetration of the notion of climate change into the hitherto marginalised Himalayan regions, it is worth speculating what the intersections or rather the collisions of these different-yet-similar narratives might produce in the future. In a recent piece, the writer Amitav Ghosh rails against what he considers an astonishing failure to grasp the urgency of climate change in India. He argues that while Indians are good at indignation and the politicisation of several causes, they seem to be ignoring the most urgent of them all: climate change. My argument here runs counter to Ghosh’s reading in its suggestion that criticism of climate change abounds in the political. Those seemingly absurd counter-narratives or silly conspiracy theories – big cats being shipped up to eat the natives or big cats turning on humans for revenge – can and should be seen as angry commentaries on the wider politics and practices underpinning anthropogenic climate change. A failure of the imagination is evident not, as Ghosh despairs, in the deep politicisation of the world to the exclusion of an ecological focus. Rather, it lies in our inability to read these political commentaries as intrinsically critical of the processes that cause and sustain global warming in the first place.
Employment conundrums, a worry for the future of Nagaland agriculture

t must be a wonder for many of theso called ‘mainstream’ Indian population about Nagaland on HOW DO THEY SURVIVE?, Nagalandwith such a dismallow contribution to national GDP, poor infrastructure, political instability, backward economy, geographically remote et al. This is what I commonly get to hear from most of my curious fellow mates. To clear their doubt is very difficult, to contradict those most commonsensical idea that Nagaland Government cannot provide Government services to all those educated Naga population. Where does the rest of educated population get absorbed? Let’s try on a thought experiment, on what could be the future of Nagaland’s economy, when the attitudeof the young generation today has lost the dignity of labour. The present scenario of the educated young generations, want to confine their employment perspective only towards regular salaried jobs (especially, government jobs) with very limited interest to extrapolate other employment activities.Such voluntary withdrawal of labour force from the Economy is a worry for the State’s future economic growth. Perhaps, it has become necessary and imperative for state intervention to direct those untapped human resources to more productive ways. To reflect more on this situation, we see a common
trend in Nagaland; those educated unemployed prefer to settle in urban cities/towns with an expectation to get fitted in one or the other government jobs. With the fact as such that the Government cannot accommodate all those educated population within its ambit, for the number of government employees have reach such astounding proportions, which has adversely affected productivity and efficiency.We find that the total number of Government employees in Nagaland as on March 2013 stands at 93,530, which accounts for 4.73 percent of the total State population (19,78,502) and 9.60 percent of total workers (9,74,122) in the State as per 2011 census. The robust and rigid idea of employment among Naga society towards white collar jobs will lead us nowhere. Another thing of worry is that to catch up with the competition for Government employment, urban spaces have been flooded with job seekers from every corners of the state. For one feels that staying in urban towns gives one a better chance to secure a white colour job.This huge influx of unemployed and job seekers, which has directly and indirectly compounded our existing urban problems, not to mention poverty, corruption, nepotism, etc. It has also resulted in our thorough neglect of our rural economy which is in tatters.

Given such distinct economy, the question here is, can the rural agriculture economy still survive/maintain the level of selfsufficiency?When the most productive and energetic age group are seen disinterest towards agriculture and its allied activities as occupation. It is a worry for the state
in general and particularly rural households whose income is purely dependent on agriculture and other allied activities. Given the primitive/ traditional methods of agriculture in rural Nagaland, where mostly labour intensive man power is required for agricultural production, withdrawal of certain members in the household labour force from agriculture will either reduce the productivity or increase the burden of cultivation to the rest of the members in the household. Those household members who have withdrawn from agriculture and have gone to urban towns in pursuit for better opportunities or education,does not prefer to come back to the village and engage in cultivation even in
the worst case. Instead they prefer to be in urban towns and cities to look for Governmentemploymentor other non-farm sector activities. Now, given this scenario what will happen to the agriculture production? Will it still be self-subsistence, with withdrawal of household labour force! Let me state from my field visit experience to some rural villages during off festive seasons, I could hardly see youths (young people) in the village. All I came across were the old parents/grand-parents, mentally unsound/ill, few primary school drop-outs(who still prefer to stay at home) and some very young newly married couples, who for their survival still depends on their old parents. Those potentially productive age groups have mostly migrated to urban towns/cities either for education or seekingemployment or in any non-farm economic activities, and of course, they do not prefer to come back to their native place and contribute in the household labour force. The employment expectation of this young generation has gone up so high, that exploring agriculture for their livelihood makes them psychologically inferior in the society and it is also considered as less earning/income which is socially not presentable. While many of them prefer to remain jobless for some time until they get a decent
employment. If we try to forecast the future, it is necessary to rethink on where our economy is leading into. Does positive human development really contribute to the state Economyviz-a-viz to the farm-sector? We need to rethink on the question of survival. How can we survive and how we will survive in the future? By generating our own income instead of waiting for the central Government with a begging bowl. Commercialisation of agriculture (crop diversification) is still yet to be educated to our modern generation, where they can do so much beyond waiting for Government jobs and can also bring growth in the state agriculture.One should not keep waiting for the Government to create employment, who knows the Government itself must be waiting for you. Meanwhile Government should also come out with effective schemes and policies at the grass root level that encourage the young generation to explore more in farmsector and introduce them to innovative ideas and technologies which can be attractive and indeed bring in lucrative income with stability.

'Make in India' dominates Modi's 1 full day in US st
New YorK, SepteMBer 24 (IANS): Prime Minister Narendra Modi is scheduled to launch a full day of economic diplomacy, cajoling titans of industry, finance and media to invest in his hallmark "Make in India" programme. Modi, who arrived here Wednesday evening local time to a rousing welcome from members of the diaspora, has a double agenda for the five-day visit spanning the nation's two coasts: High-level diplomacy as he attends UN summit of heads of state and government, and promoting his "Make in India" and "Digital India" initiatives. Outside of the UN, Vikas Swarup, the external affairs ministry spokesman, told reporters here Wednesday, "Start-ups, innovation and manufacturing are the thrust areas of this visit." Ambassador to the US Arun Singh said that the focus on the economic dimension in the visit follows the strategic and commer-
cial dialogue that ended this week in Washington. Having developed political and strategic ties, it was time for the commercial dimension, especially with the goal of expanding bilateral trade to 500 billion per year that was set by President Barack Obama during his Republic Day visit, he added. After an evening of informal meetings on Wednesday with community members from several places, including New York and Chicago metro areas and Georgia, Modi switches gears Thursday focusing on his economic agenda. Modi's manufacturing agenda will have a special place in his meetings on Thursday. Singh told reporters that his meetings will be with leaders in the finance, infrastructure and manufacturing sectors. His first meeting of the day is a roundtable with many leaders of the finance sector at Hotel Waldorf Astoria where he is staying. In the evening he is to meet Marillyn Hewson, the CEO of Lockheed Martin, the aerospace, defence
and security company. India has bought giant C130 Super Hercules transport planes from Lockheed Martin. That is to be followed by a meeting with Mike Burke, the CEO of AECOM, an infrastructure engineering and design company that works on an array of projects ranging from construction to transportation, and from environment to mining, oil and gas. Modi caps off the day with a dinner with 40 CEOs of major Fortune 500 companies, mostly in manufacturing and infrastructure areas, Swarup said. Earlier in the afternoon, he has a roundtable with media industry leaders that is hosted by Rupert Murdoch, the executive chairman of News Corp. and 21st Century Fox which owns Star TV. The theme of the meeting, which will include executives from other companies, is "Media, Technology and Communications - Growth Story for India". He also meets in the evening with Michael Bloomberg, who owns the
news and financial information and media company that bear his name. Bloomberg, who is United Nations Secretary General Ban Ki-moon's Special Envoy for Cities and Climate Change, visited India earlier this year to promote sustainable development and international investments in the renewable energy sector. Ajay Banga, the CEO of MasterCard, who is also the chairman of the US-India Business Council, is also scheduled to meet Modi. The only diplomatic meeting of the day scheduled as of Wednesday is with Guyanese Prime Minister David Granger, whose country's population of about 800,000 is 43 percent of Indian descent. On Friday, Modi turns to high-level diplomacy. He is to address the first session of the UN Summit, which celebrates the 70th anniversary of the founding of the world body and undertakes a massive programme to eradicate poverty and hunger through sustainable development. Sanjay Dutt's pardon plea rejected, to stay in jail MuMBAI, SepteMBer 24 (IANS): Bollywood actor Sanjay Dutt will continue to serve the remainder of his sentence at a Pune jail, after Maharashtra Governor C.V. Rao rejected a plea for pardon, official sources said here on Thursday. The governor rejected the plea by retired Supreme Court judge, Justice Markandey Katju in March 2013, which came in the form of letters addressed to the president, the (then) prime minister, union home minister and other top officials. "On September 15, Governor Rao declined the appeal and has forwarded his recommendation to the state government for further action," an official, declining to be identified, told IANS on Thursday. While rejecting the pardon plea, the governor adhered to the state home ministry's advice, on - among others - grounds that it could set a wrong precedent. In his plea, Justice Katju had sought a pardon for Dutt on grounds that he was not a terrorist, and also demanded pardon for elderly co-convict Zaibunissa Kazi. Earlier, Dutt himself declared that he would not seek pardon from any quarter and abide by the Supreme Court verdict sending him to jail to serve the remainder of his five-year term at Yerawada Central Jail (YCJ), Pune. According to current indications, Dutt is likely to complete his sentence and walk out of prison by the year-end or early 2016. Dutt was convicted for his role in the March 12, 1993, Mumbai serial blasts and after his arrest in 1996, had spent 18 months in jail before getting bail. In 2013, he was sentenced to five years imprisonment and was transferred to the Yerawada Central Jail for serving the remaining prison term of 42 months. In the interim, the "Munnabhai M.B.B.S" actor was out four times on parole on various grounds and is currently released on furlough since August 27 for his daughter's medical problems.
Woman jumps off train with baby to escape gangrape KoLKAtA, SepteMBer 24 (Ie): A 25-year-old woman jumped off a moving train near Dima station with her husband and 10-month-old daughter after a group of men allegedly threatened to gangrape her, said the railway police. No arrest has been made yet. The Railway Protection Force (RPF) said the couple jumped off the Mahananda Express with their child near a jungle in West Bengal’s Rajabhatkhawa area after about a dozen co-passengers, who were allegedly drunk, molested the woman and threatened to “tie him up and gangrape his wife” on Tuesday. “These men started harassing her after they crossed Siliguri. They were in the general compartment…and the family was alone with these men,” said an official. The family was travelling in the general compartment and were on their way to their hometown Dinhata in Coochbehar district from Ghaziabad, where they live. According to the police, the group of men escaped after reaching Alipurduar. Additional Security Commissioner (RPF) Mukul Chandra Medhi said that railway authorities were coordinating with the local police to arrest the accused. Deputy commercial manager, Alipurduar-NFR, Basanta Das said: “The family said that these men were continually threatening them. They molested the woman and told the husband that they would kill him if he protested. They spoke to people on the phone in front of the terrified family and kept telling them about the things that they would do to the young woman and her husband.” According to the officials, the group started harassing the family around 10:30 pm. In her complaint, the woman alleged that the family de-boarded the train at the New Hasimara Railway station and asked the guard for help. The guard, she claimed, told them to file the complaint at the next station, Alipurduar. Officials, however, denied the charge. The family then went back to the New Dinhata railway station. A senior doctor at the Alipurduar Railway Hospital said that both the baby girl and her father (32) suffered fractures in their skulls, while the woman escaped with minor injuries.

General Assembly, the Pakistani foreign office said on Thursday, scotching speculation that the leaders of the two nations might seek the opportunity to improve rocky ties. Both Pakistani Prime Minister Nawaz Sharif and Indian Prime Minister Narendra Modi are due to stay at the same hotel in New York during the meeting of world leaders this month, leading some media to speculate the two would meet. But Qazi Khalilullah, a spokesman for Pakistan's foreign ministry, denied those reports. Planned talks between national security advisors from the two neighbours were cancelled last month hours before they were due to start, dashing hopes the two might tackle Muslim women offering their prayers during Eid Al-Adha in Chennai on September 24. Sharif was elected in 2013 promising to improve relations with India, domestic troubles have forced him to cede more control over foreign and security policy to Pakistan's more hawkish military. Modi, who took office last year, has taken a hard line with Pakistan, insisting he is unwilling to discuss other issues unless Pakistan admits its role in terror attacks. In last month's cancelled talks, India wanted to only discuss terrorism-related issues. SC disposes of pleas on land ordinance Joint, muscular pain common after dengue: Doctors New DeLhI, SepteMBer 24 (ptI): The Supreme Court today considered Centre's submission that it has not re-promulgated the Land Acquisition Ordinance and disposed of two PILs challenging the re-promulgation exercise. A bench headed by Justice J S Khehar took note of the submission of Additional Solicitor General Pinki Anand, appearing for the government, that as of now, the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Amendment) Ordinance, 2015 is not in existence. The court, at the request of senior advocate Indira Jaising who was representing the PIL petitioner, left legal questions pertaining to the government's right to promulgate ordinances, open for future challenges. On July 16, the bench had issued notice to the Centre on a plea by farmers body Delhi Gramin Samaj against the re- promulgation of the ordinance. The NDA government had re-promulgated the Right to Fair Compensation and Transparency
in Land Acquisition, Rehabilitation and Resettlement (Amendment) Ordinance, 2015, after it lapsed on June 4. The ordinance was first promulgated in December last year, re-promulgated in April this year and again in May. It was finally allowed to lapse on August 31. The farmers' organisations had challenged re-promulgation of the ordinance terming it 'unconstitutional' and 'ultra vires' of the Constitution, saying it was a "colourful exercise of power" by the executive to "usurp" the law-making powers of the legislature. Besides Delhi Grameen Samaj, Bharatiya Kisan Union, Gram Sewa Samiti and Chogama Vikas Avam were also co-petitioners in the case. The petition had said the government's action in promulgating successive ordinances "bypassing" the legislative process of Parliament, was not only "arbitrary and violative" of Article 14 but also a "fraud on the Constitution" itself. It had said the government's action in re-promulgating the land ordinance was "malafide" and thus open to challenge.
New DeLhI, SepteMBer 24 (IANS): Joint and muscular pain for several days after recovering from dengue is common, health experts said on Thursday. They urged people to consume food items containing Vitamin D and E for speedy recovery. They blamed the associated vitamin and mineral deficiency behind making the pain serious and debilitating in 80% of the cases. "Several patients complain of muscle and joint pains for as long as 2 to 3 weeks after the disease has subsided. This is especially seen in the elderly," said S.K. Mundhra, head and senior consultant of Internal Medicine at Saroj Super Speciality Hospital. "Those deficient in micronutrients like Vitamin D, B12 and E are often seen complaining of persisting muscle and joint pains when compared with those who have sufficient amounts of the vital nutrient," said Mundhra. NHRC issues Notices to Centre, Delhi Govt New DeLhI, SepteMBer 24 (ptI): The National Human Rights Commission (NHRC) has issued notices to the Centre and the Delhi government over reports that several patients of dengue died allegedly after being denied admission to hospitals in the national capital. The NHRC also directed authorities to specify in their reports action taken against erring hospitals and nursing homes that denied admission to dengue patients, besides the short-term and long-term measures proposed for prevention and treatment of dengue in Delhi. "Details have been sought on ex-gratia payment scheme formulated by the government for deaths due to negligence by hospitals," an NHRC statement said. The NHRC took a suo motu cognisance of media reports that two children died of dengue after some private hospitals in the city turned them away. rations. We can't monitor Parliament, should never cross 'lakshman rekha': SC New DeLhI, SepteMBer 24 (ptI): Supreme Court on Thursday dismissed a plea seeking guidelines to ensure uninterrupted functioning of Parliament, saying the judiciary cannot monitor the business of the legislature which lay in the hands of Speaker, and any attempt to do so would lead to crossing the 'lakshman rekha'. Objecting to bringing up such a matter before it, the apex court asked the counsel arguing on the issue, "have you kept your house (courts) clean". "You may not know. As Chief Justice of India,
I know. How many houses (courts) you have kept clean," Chief Justice HL Dattu told the counsel, in an apparent reference to the recent incidents in Madras High Court where lawyers disrupted the court proceedings by raising slogans against the High Court Chief Justice. When the counsel tried to pacify the CJI by saying that "the highest court of the country is clean," the bench, also comprising Justice Amitava Roy, interrupted him and explained that any indulgence by the apex court in the matter of Parliament proceedings
would amount to "overstepping." "We cannot monitor Parliament. The Speaker of the House knows how to manage the function of the House. We should know our 'lakshman rekha'. We should never cross the 'lakshman rekha'. We should not be over-stepping our boundary to say Parliament be conducted in this manner and not in this manner. No, we cannot say," the bench said. Further, it said "in democracy, the parliamentarians know how to function. We are not here to teach them. They know better,"

They are experienced people and people with wisdom. They know and understand their responsibility well," the bench said, while rejecting the PIL which alleged that "sustained disruptions, unruly protests" and abstentions by elected members has led to losses to the public exchequer. The bench suggested that a representation should
be made to the Speaker about the lacunae in law so that it can be taken care of. When advocate Ravi Prakash Mehrotra drew the attention of the court to a speech of President Pranab Mukherjee on disruption and non-functioning of Parliament, the bench said "the first citizen of the country has already advised them and they would take the advise seriously." The PIL said over the last 6 sessions, nearly 2,162 hours of business has been lost. It said that in the absence of a law, there is total vacuum to deal with the issue of non-functioning
of Parliament as was witnessed in the recent monsoon session when large part of the proceedings were washed out due to opposition protests. Earlier this month, the apex court had refused to entertain another PIL asking it to interpret the "absolute privilege" an MP claims to disrupt parliamentary proceedings at the cost of the taxpayers’ money. The petition filed by NGO Janshruti had said the idea of "privilege is vague" and requires clarity in the Rajya Sabha and Lok Sabha Rules.

EU leaders claim unity regained and pledge aid for Syrians bruSSeLS, September 24 (reuterS): EU leaders pledged at least 1 billion euros for Syrian refugees in the Middle East and closer cooperation to stem migrant flows into Europe at a summit described as less tense than feared after weeks of feuding. Chairman Donald Tusk said the meeting, which ended early on Thursday after seven hours of talks in Brussels, was “really excellent, for sure much better than we expected”. He heard “very substantial and energetic” exchanges between the Austrian and Hungarian leaders, whose common border was among those disrupted by chaotic crowds of migrants this summer, but not the mutual recrimination that has threatened to tear apart the bloc’s cherished passport-free Schengen zone. “Today’s meeting and this atmosphere are a very positive sign,” said European Council President Tusk, a former prime minister of Poland. “It’s quite a symbolic moment for me as it’s clear we have stopped this risky blame game.” German Chancellor Angela Merkel, criticised by some eastern neighbours for what they saw as actions that have fuelled the influx of people trying to reach Germany, voiced satisfaction: “We know that the problem is not solved with the decision taken. Pope Francis urges divided Congress to share the wealth WASHiNgtoN, September 24 (CNN): Pope Francis urged the United States not to turn its back on undocumented immigrants, to reject the victimization of religious and ethnic minorities, to overcome income inequality and to save the planet from climate change, citing Scripture and the nation’s founding ideals in a historic address to Congress Thursday. Francis, who then swapped the corridors of power for a humble lunch with homeless people, also asked lawmakers to wage a constant battle against poverty and to ensure the wealth of the world is equitably shared and used to create jobs. Francis, who is on a six-day U.S. visit and is the first-ever pontiff to address a joint meeting of Congress, was watched not only by a packed chamber of lawmakers but also thousands of people who gathered outside the Capitol to follow the speech on big screens erected on the National Mall. Some FARC units have formed an alliance with drug cartels, exchanging protection for money. The government and the rebels have been in talks in Havana for nearly three years, but this was the first time Santos had come to Cuba and the first time he had met Timochenko. “We will not fail,” Santos said at a signing ceremony. “The time for peace has arrived.” Moments later, Santos and Timochenko greeted each other with a handshake. Bitter Pill cures Appraisal of SBI Pfutsero Branch
S
pectators in the gallery tend to play better than the players in the pitch, in any game. I have been in the gallery watching the Naga political games throughout. Therefore, I may have the tendency of playing better than the players without knowing how hard it is for the actual players to play well. Many Nagas do murmur about the ongoing political developments but have less gut to speak up as much as they whisper around. Many Nagas do sow seed of disapproval stealthily but bogged down to remain prisoners of, perhaps, the sense of greed and opportunism particularly those who can read and write. Nonetheless, I write this piece without malice and with hope that this is the season for us to be frank with one another for the sake of getting blessing in lieu of curse at this crossroad. The Naga society has been sick for long as it has been suffering from both political and social ailments over the decades. And as we have the diagnosis of the disease, we have the knowledge how to prescribe the right medicine which will definitely cure the Naga disease. Every sensible Naga strongly feels that we must heal our land now and without delay. And yet, except few individuals, we are either hesitant or afraid or both for prescribing the right dose of the medicine for treatment of the ailments. Without prescribing the right dosage, how bitter it intake may be, the disease will not be cured. The Nagas are to remain grateful to our National Father A.Z. Phizo and compatriots who established the foundation of Naga nationhood which was unique under the banner of NNC at the right time. By the founded right, Nagas have the legitimacy to become sovereign nation just as East Timor became so on 20.5.2002 with a mere 1.1 million population having just 14,609 sq. Km of the total area of its country. Then what has delayed the Nagas from getting sovereignty? Who has denied sovereignty to Nagas? A people that is broken into shreds by itself cannot become a sovereign nation no matter how deserving to be so as per historical inheritance. A nation that refused to unitedly fight for its aspiration has its rights denied to itself from natural and legal point of view. A people that has no unity does not command respect and recognition from others. No matter how valid Naga historical rights may be, those do not simply merit sovereignty when living, moving and wilfully acting in division. Indeed, it is a self denial and Nagas may not blame India in the first place for what we are today. See the recent accounts of initiatives for reconciliation among the factions since 1997. These are nothing but only chapters of regret. My greatest regret was the fiasco of Atlanta(USA) Reconciliation meet of 1997. The open involvement of American citizens and their open arms invitation to fragmented Nagas to a negotiating table set in the land of the greatest nation on earth, and much to the consternation of India perhaps, bore immense national and international implications. Had Naga factions honoured and accepted the wisdom of American and British mediators at that time, our aspiration would have gained stature. Had Nagas listened to them, they would not have left us in the lurch even during the process of quest for our aspiration. The Naga arrogance was a disrespect to them, and yet what did they loss except that such opportunity may not come back to us. What a blunder! We are crying now, and yet who, the foreign sympathisers, will bother and turn to us again. Secondly, under FNR the Covenant of Reconciliation was signed on 13.7.2009. Following which the NSCN(IM) in particular should have invited the other signatories to round table conference. For what? For NSCN(IM) to lay bare the agenda in the offing and seek suggestions of addition, deletion and rectification, if any, from fellow factions in the true spirit of reconciliation. Had it been so, majority of the Nagas would have united. Had it been so, there would have been no reason why any other faction should hesitate to have an inclusive common agenda for the purpose of a final solution. In such a situation, it would become perhaps handy for the mediators to pursue the rest to join the majority bandwagon. The third opportunity came after two years in the fashion of Concordant on 26.8.2011 although a major partner, NSCN(K) declined to be part of it. Here too, except the much publicity it failed to produce seedy conclusion. Perhaps, the Concordant had met the same fate as Covenant had suffered. Perhaps due to our iniquities in the sight of God, we are destined to suffer longer as this under the stalemate. Nevertheless, the above exercises were not of total wastage as the rate of fratricidal killings was drastically brought down since the process of reconciliation began. We cannot but thank Jesus. Of all the Naga factions, NSCN(IM) is found to be the most potent group from both organisational and military point of view. The GOI has therefore entered into exclusive dialogue with NSCN(IM) for political solution. The group has also assured the Nagas that an honourable and acceptable solution will be brought. However, as per the ongoing trend, the ‘Framework Agreement’ is within the Constitution of India. If so, the issue of sovereignty is out of question. Although integration is feasible within Indian Constitution, the Interlocutor RN Ravi has made it clear that Nagaland’s neighbour States particularly Assam and Manipur are assured that their territorial integrities would not be disturbed by Naga settlement. Therefore, when the principle aspirations of the Nagas are not in the agreement, it cannot be called honourable indeed. And let the acceptability be left to Nagas as a whole after the finality arrives. Well, even when Nagas are united today and have solid movement, there is no guarantee that we get our sovereignty with it. Then how can a political faction or group get Independence for the Nagas? NSCN(IM) is just a faction, and no matter how strong and capable the group may be, how can it bring sovereignty? There is no universal precedence in history that a cluster of people in a nation who managed to liberate the nation, without the total involvement of the citizens of a nation as a whole,
from foreign subjugation. Had there been such mechanism, the Nagas would have floated a global tender and allot the task to the most capable company to bring Naga Independence. Yet, the universal tenet for aspiring self determination is the total involvement of all citizens without colouring and discrimination. When NSCN(IM) is failing to get sovereignty for the Nagas, which faction, one can think is more capable of getting sovereignty for the Nagas? It is foolishness to believe that a faction can bring sovereignty as if it is cheap and available in plenty at throwaway prices. Therefore, if not for false promises made, I cannot blame NSCN(IM) as the issue is beyond their manageability. I also appreciated the comment of NSCN(IM) leadership as appeared in local media earlier that they have to respect India’s predicaments. Such attitude is positive and realistic. And unless we invoke the spirit of give and take, how an acceptable solution can be worked out? Let us not further displease the living God with unrealistic, unethical and self-betrayal utterances that ‘something (meaning the result of Naga Independence) will be known after transplantation period is over or just after harvest’. Let us no more have hallucination on Naga Independence that can be had with our military prowess. This is my belief. (Being the wretched sinner, and yet allow me to be over-smart here). Naga Independence can come only by one and the only option is by God’s grace and His miracle. By this option, factions are not required, weapons are of no use, governments with decorative paraphernalia and with strategies and manoeuvres are futile exercises. God does not need Naga army to perform miracle. I believe that the Nagas’ Jehovah has one condition for the Nagas which is well within our feasibility. That is, Nagas realize, repent and sincerely confess the abominable sins we have committed knowingly or unknowingly before God. That Nagas commit henceforth to worship and serve the Living God alone and pledged to no more worship temporal god of power and god of wealth. That Nagas will not only send 10,000 missionaries but much more to spread the Gospel to unreached. That every Naga family shall be a partner in His mission venture. Then let the Nagas take rest from the movement of warfare and patiently wait for God to perform His miracle. God is able. In the light of above para, the NSCN(IM) must not necessarily consider the tall promises of sovereignty and integration to be Frankenstein’s creation. It seems that NSCN(IM) is having sovereignty and integration phobia. I observe that NSCN(IM) seems to feel scared of its promises made to the Naga people and the possible repercussion of the Nagas should there be any failure to fulfil the promises. Perhaps, for this fear NSCN(IM) used to give defensive statements which are not realistic. In my opinion (I gave a tip of my opinion which appeared in local media on 1.9.2015), the better option for NSCN(IM) is to be bold and frank with the Nagas about the predicaments and the intricacies they have been facing in the process of negotiations. If sovereignty and integration are unattainable, say so. If not every Naga, there are sufficient sensible Nagas who can appreciate and accept the realities. Be frank, and allow those sensible Nagas to cut your hair, if justification warrants, instead of you trying to trim it yourself helplessly. I strongly believe that it is negotiable within the Nagas as far as utopianism and pragmatism are concerned. As for me, as an individual, I stand by pragmatism. The inclusiveness, frankness and transparency will be the basis for such understanding and it can lead to acceptability. Meanwhile, we have to give liberty to those who may like to bask in their rigidity that nothing below sovereignty is acceptable provided they do not become a menace to progress and prosperity of the fellow Nagas. The Interlocutor Ravi has adequately stated that Naga settlement will not be in piecemeal and therefore it has to be inclusive. I believe in this commitment that he means business, although the practical approach is not seen implemented as yet. In other words, no other faction is reportedly known to have been officially invited to have the dialogue. It is time for NSCN(IM) leadership to proportionately reciprocate by means of overcoming the temptations of egoism and prove their leadership maturity in upholding the principle of inclusiveness. If NSCN(IM) likes to claim superiority over other groups, do it so by means of magnanimity and without selfishness, vindictiveness and pride. Under the banner of inclusiveness, no other faction, when invited, should have any inhibition from participation when the GOI is found to be sincere today in trying to resolve the political issue. Under such circumstances, let us seek God’s guidance, forget the past, prove our worth that as much ability we have to divide ourselves that much capability we have to unite when required and collectively work out the best arrangement this time with which we can have political recess. If we miss this opportunity, it will be a greater regret, much greater than the aforementioned regrets. If not, when the accord is brought under the banner of exclusiveness, the following points of discord, I presume (as the contents are not known), may welcome the Accord with further debates. a) Disparity: The disparity in regard to owning States. When some Nagas owning two States instead of one at the cost of other Nagas possessing only one State. b) Neo-Fascism: If freedom in democracy is to be substituted by neo fascism. The other imperative question is when an Accord under the exclusive banner or inclusive banner is agreed upon, whether the contents so agreed will be a mere administrative order or those will be incorporated to the Constitution of India like Art 371(A). The first option is a simple matter, as we all know, that a Secretary of GOI will issue an order to that effect and we all know how ad hoc such order will be. Whereas, the second option will have to rout through both Houses of Parliament, and in the process two thirds majority in each house will have to approve. Not being a lawyer, this is my layman’s knowledge. –Z. Lohe

imapur has seen many changes over the years and it has been for the better otherwise the city would not have seen the expansion we are witnessing in our day to day life. This trend has also made the responsibility of the administration and law enforcing agencies much bigger as compared to the past. The population, traffic, the business and other activities have increased manifold. The govt. of the day deserves all praise to have realised the gigantic task of the local administration and upgraded the office of the Superintendent of Police to that of Commissioner of Police. With the bifurcation of responsibility under the new system and division of areas zone-wise, the crime graph of the
city definitely is on the decline and the law enforcing agencies deserve kudos. Considering the vastness of the areas to cover, the traffic personnel may not be very conveniently positioned as they have to cover up to Chumukedima check gate, if not beyond in case of accidents and other traffic related matters. Therefore, it is being suggested that if a traffic outpost is created in the vicinity of Diphupar area (4th mile), it will improve the efficiency of the responsible people to attend to their duties without much delay as scope for making excuses will diminish to a large extent and the working system will be prompt and effective. Lastly, the proposal to shift the Deputy Commissioner’s office from its present site is something which does
not seem to have popular mandate of the people. There is no doubt about the fact that the shifting will cause inconveniences to vast section of the people. Therefore, it is suggested here that as it is in the Kamrup district of neighbouring Assam where there are two DCs, one for urban and the other for the rural, Dimapur can also be brought under the same system. It will stop lots of dissenting voices and help run the administration to the satisfaction of all concerned. For that matter when the police system can be upgraded there is no reason why the civil administration should be subjected to step-motherly treatment when their responsibility have equally increased. Glorification of Guidinliu and recognition of Heraka is the secret agenda of Hinduvta

he term Hindutva is derived from the two terms Hindu and Tattva, which literally mean Principles. Hence, it is Hindu principle. According to V.D. Savarkar the president of Hindu Mahasabha in 1936, Hindu is the one who has adopted Hindu culture. Hindutva is a racial concept, Hindutva belong all the religious groups of India whose origin can be traced to India soil. They must have Sanskrit as their mother tongue or any other Indian language except Urdu and English. Hinduism is the various theologies or systems of religion Hindu people follow. But Hindutva means “Hinduness” that permeates into the whole being or the whole life of Hindus. The goal of Hindutva is “Hinduism all politics and militarize Hinduism. The ideological purposes of the Rashtriya Swayamsevak Sangh (RSS) based on the Hindu Mahasabha, particularly on Savarkar`s theories. The prayer and the Pratigiya (pledge) of RSS are the ideological orientation of Hindutva saluting to the Hindu Rashtra and swearing to preserve and promote the cause of Hindu Dharma, Hindu Rashtra and Hindu Sanskriti. Viswa Hindu Parishad (VHP) is the religious wing of RSS and it is carrying out the religious agenda of RSS. The missionary work among the tribal and dalits and the conversion of the backward classes are its focus. Creating a fear psychosis among the Hindu it insist that their very existence in India is in danger due to the conversion work of Muslim and Christian missionaries. Its youth wing, Bajrang Dal is disturbing the peace of the land. In Gujarat and
Orissa (Odessa), it is found that VHP and its wing took a major part in the demolition of the Babri Masjit in Ayaodhy. The work of VHP shows that it is a fundamentalist organisation working for the Hindu alone and all other are enemies in their sights. One major objective of VHP is to forge a nation and international unity amongst all those it defines as Hindu. It felt that Hindus have been fragmented and divided into groups and castes in conflict with each other. Disunity and weakness have allowed foreigners to invade and rule over India. So to restore their power the Hindu have to become conscious of their underlying common identity, rediscover and forge the unity, which lies submerged. VHP mainly concentrated on setting up school clinics and temples with the work of proselytisation among the tribal and other backward classes. The plan of BJP government for construction of Heraka temple in Peren district is the goal of VHP. The ideology of Bharatiya Janata Party (BJP) is encompassed with Hindutva. The party is opinion that Hindu nationalism, in its essence, is Indian nationalism. The BJP`s association with Hindu fundamentalism is evident in the treatment of minorities in the states under BJP rule. Most of the leaders of the VHP, RSS, Hindu Jagron Munch (HJM) and Bajrang Dal who joined the Kar serva to demolish the Babri Masjid were political leaders in the BJP ruling states. It is said that Gaidinliu and her devoted disciples attended the World Hindu meet at Prayag organized by VHP in January 1979, so attending in
the World Hindu meet gives clear picture that Gaidinliu was associating with Hindu Fundamentalists and considering her religion Heraka as Hindu. For which even today RSS and VHP leaders are linking with Heraka and attending Heraka festival, even Modi the Prime Minister of India had a meeting with the members of Zeliangrong Heraka Association on 30 November 2014, during his visit to Nagaland, and the Government of India decided to honour her, on her 100 years birth centenary celebration”. Why BJP Government is giving too much interested in glorifying Gaidinliu and recognising Heraka religion in Nagaland? Because Nagaland is one of the Christian states in India and there is no way to introduce Hinduism in Nagaland and the glorification of Gaidinliu and recognition of Heraka religion is the only way to introduce Hinduism in Nagaland. Therefore the leaders of VHP, RSS, are trying to penetrating the Naga society through glorification of Gaidinliu and recognition of Heraka. According to Indian political geography Gaidinliu was born at Tamenglong district in Manipur. Therefore, glorification of Gaidinliu and recognition of Heraka would have done in Manipur as the Chief Minister of Manipur says. But glorification of Gaidinliu and recognition of Heraka religion in Nagaland by BJP government is the secret agenda of Hindutva. There is even an online petition, asking the magazine to apologise for the article.
The latest issue of popular Tamil periodical Kumudam Reporter ran the story on women wearing leggings, terming it ‘crossing the limits’ of acceptable dress code. It was accompanied by several photographs of women on the road and riding pillion, all cropped suggestively to further drive in the message that leggings were provocative.
Soon after the weekly hit the news stands, a controversy erupted over the moralistic tone of the article, with scores especially the youth — but not restricted to women alone — coming out with scathing criticisms. The article was variously described as misogynistic and regressive, and the magazine was asked to apologise for running it.

NaGpur, September 24 (iaNS): International Cricket Council (ICC) chairman N. Srinivasan and Mumbai Cricket Association (MCA) president Sharad Pawar met in Nagpur and it has been learnt that the Board of Control for Cricket in India (BCCI) presidency was the primary topic of discussion between the duo. Former ICC and BCCI chief Pawar is currently on a tour of drought-hit Maharashtra and Srinivasan flew to Nagpur on a special flight to meet Pawar on Wednesday night. The duo had a two-hour discussion, but what exactly was discussed in the meeting is not known. However, it can be assumed that post the death of BCCI president Jagmohan Dalmiya on Sunday, the talks were around the filling up of the vacant post. Srinivasan is also likely to meet his group in Bangalore later on Thursday. A day after Dalmiya's death, Pawar attended his funeral, and then rushed to Mumbai to hold parleys with his
loyalists to gauge the emerging situation. In its third edition, the motor racing championship is being organised by Route 29. Brig Brijesh Dhiman, Commander 6th sector, Assam Rifles flagged off the competition with a total of 76 participants from within and outside Nagaland competing in two categories for 4-wheelers and 2-wheelers. Flamini on fire as Arsene finds unlikely Cup hero

LONDON, September 24 (aGeNCieS): The first reaction was one of astonishment at how the man in Arsenal red had judged the drop of the high ball and timed a glorious right-footed volley into the bottom corner of the net to settle this frenetic north London derby. The feeling deepened when the identity of the scorer became clear. Mathieu Flamini is not supposed to score any goals, let alone one as beautiful as this. And yet it was not even the defensive midfielder’s first of the evening; almost implausibly he had also put Arsenal in front with a close-range effort that was marked by his desire to reach a loose ball first. As Tottenham Hotspur hearts sank Flamini beat his own with his fist and he revelled in the moment in front of the ecstatic travelling supporters. This was his first appearance of the season and there had certainly been times over the summer when his future at the club was in doubt.
