Indian army denies army trucks ‘smuggled’ drugs

NEw DElhI, SEpTEmbEr 25 (IANS): The India Army on Friday refuted media reports that a consignment of trucks being shipped from Mumbai to Indian peacekeepers in the Democratic Republic of Congo was carrying drugs. According to reports, the Kenyan authorities found drugs and weapons on a ship after they checked it following a tip-off. “The Indian Army had handed over a consignment of 205 vehicles, including 36 APCs (BMPs), with inherent weapons to UN contracted Merchant Vessel (for end to end delivery) at Mumbai on September 11 with detailed list of weapons and equipment,” said a statement from the army. “Any further addition of weapons or any other material placed within the Indian Army vehicles is not responsibility of the Indian Army,” it said. “The issue has been taken up with UN Headquarter and Mission Headquarter at DRC and it is being progressed further by the UN.” Meanwhile, sources said a check was carried out by the Kenyan authorities following a tipoff, but refuted the report that drugs were found on the merchant vessel. The sources said it was possible that the authorities objected to the inherent weapons on the BMPs, and the ship authorities may not have shown the documents.

DImApUr, SEpTEmbEr 25 (mExN): The Assembly Constituency Congress Committee (ACCC), 2 Dimapur II held an emergency meeting on September 25, where it was reiterated that the present office bearers of the ACCC, 2 Dimapur II are legitimately and legally elected in accordance with the provisions of the Constitution of the Indian National Congress (INC). According to a press note from the ACCC, 2 Dimapur II General Secretary, Limawati Imchen and Vice President, P Thungdemo Tungoe, the meeting “resolved that any attempt to dislodge the present organisational set up through illegal means will be opposed in the strongest manner possible.” The meeting also resolved that the ACCC, 2 Dimapur II President NPCC and CLP leader that the MLAs could only join the government if it was without the BJP. ‘Bindlestiff’ and ‘Deglutition’ were the final words that led Kimyeni Grace, a Class 12 Student from Christian Higher Secondary School, Dimapur, to a sweeping victory in the Fourth Nagaland Spelling Bee Championship in Nagaland. One of the toughest competitions among students and most looked-forward Championship in the State, the fourth edition of the Nagaland Spelling Bee Championship organised by the Fountain Club concluded on September 25 at Capital Convention Centre with 64 schools from the

entire districts of Nagaland participating in the Championship. Grace will be walking away with cash prize of Rs. 60,000 along with trophies and citations. Radetolü Ringa, a Class 12 student from Kohima Science College, one of the strongest spellers in the Championship lost to Grace in the finals when the former spelt the word ‘Deglutition’ incorrectly, thus giving way to Grace who correctly spelt the word. As part of the Central Government’s initiative to strengthen the Swachh Bharat Mission, the PHED, Dimapur Circle launched a sanitation campaign in Dimapur on September 25. The launch of the campaign, which will continue till October 11, was marked by holding a symbolic rally with school students at the

Town Hall. Deputy Commissioner, Dimapur, Kesonyu Yhome, was the chief guest at the launch programme. In his address, Yhome described sanitation as a way of life, which education alone will not be sufficient to instil in individuals. “Sanitation and hygiene comes from within. It is a way of life. It is not about social work. It is not about gathering one fine day” to make declarations.

While asserting that it has to come from within, he said that the first step towards a clean environment is a clean mind and soul. And to achieve that he said that one has to begin by grooming oneself to think positively and broadening mindset. “As long as we confine our minds to a small society, we will not be able to broaden our horizon.” “Sanitation begins with us. It begins with you.”

in phase one earlier this year successfully converted the 115- to 120-yearold metre gauge line to broad gauge line that cost around Rs.5,500 crore. The 210-kilometre-long Lumding-Silchar railway line consists of 21 tunnels (the longest one being 3.23 km long), 79 major bridges and 340 minor bridges,

28 stations and four halt stations. In the second phase, the Northeast Frontier Railway from Sunday started work to convert the BadarpurKumarghat-Agartala section (excluding Badarpur railway station in southern Assam) from metre gauge to broad gauge. Running of both passenger and goods

trains between Badarpur and Agartala section was stopped on September 19. The gauge conversion work would be complete by March 2016. "We urged the railway minister to ensure the gauge conversion work be completed on time as it is a national project and Tripura depends on it for sup-

plies of essentials, transport fuel and other vital goods from other bigger states," Dey added. The Tripura minister requested the railway minister to construct at least 14 overbridge, 13 under-bridges and six level crossings on the Badarpur and Agartala section so that running of highspeed trains remains unhindered. Prabhu on the invitation of the Tripura minister has agreed to visit Tripura during the second week of October to supervise the project. The Lumding-SilcharAgartala gauge conversion project was sanctioned in 1996-97 when H.D. Deve Gowda was the prime minister. It was declared a national project in 2004, ensuring uninterrupted funding from the general budget. The Lumding-Silchar-Agartala railway line is considered to be the lifeline for Assam, Tripura, Mizoram and Manipur.

Meghalaya seeks exemption from central mining laws ShIlloNg, September 25 (IANS): The Meghalaya assembly has passed a resolution urging the central government to issue a presidential notification, repealing central laws related to mining in the state. The move on Thursday comes after the National Green Tribunal (NGT) banned rat-hole coal mining in the state. Chief Minister Mukul Sangma, who moved the resolution on the last day of the autumn session, said his government had submitted a proposal to the central government to accordingly issue a presidential notification. The NGT ordered an interim ban on "rat-hole" coal mining in Meghalaya in April 2014 after the All Dimasa Students

India renews call for World Bank structural reforms New Delhi, SepteMber 25 (iaNS): India has reiterated its call for “voice reforms” in the World Bank towards giving greater say to emerging economies in the working of the multilateral institution. Finance Minister Arun Jaitley raised the issue of bank structural reforms and increase in the capital base of the lending agency at a meeting with World Bank Managing Director Sri Mulyani Indrawati, his ministry said on Friday. India has been seeking voice and quota reforms in multilateral bodies like the World Bank and its private financing arm, the International Monetary Fund (IMF). Indrawati told Jaitley about the World Bank Group’s agenda and strategy for achieving the twin goals of removal of global poverty and increasing shared prosperity, in line with the proposed UN Sustainable Development Goals (SDGs), 2015. She assured support of the World Bank Group for India’s development strategies through delivery of diversified programmes of financing, knowledge exchange and capacity building, the finance ministry said. Indrawati, on a three-day visit to India, met Jaitley on Thursday. The meeting was also attended by the department of economic affairs secretary Shaktikanta Das and senior officials of the finance ministry as well as representatives of the World Bank. Earlier on Thursday, Indrawati released a World Bank report on urbanization, titled “Leveraging Urbanization

in South Asia: Managing Spatial Transformation for Prosperity and Livability”. The report said India’s urbanization was “messy and hidden”, citing the country’s inability to deal with pressures on infrastructure, basic civic services, and land and housing due to increase in urban population. India’s messy urbanization was reflected in the nearly 6.55 crore Indians who live in urban slums as well as the 13.7 percent of the urban population that lives below the poverty line. It is also reflected in the increasing uncontrolled expansion of cities, the report said. World Bank officials said it was in talks with the Indian government to provide some initial funding for its Smart Cities programme and the Amrut initiative for urban revitalization. “The World Bank is in discussions with the (Indian) government to provide some funding in the initial stages for the Smart Cities and Amrut programmes,” its country director Onno Ruhl told reporters on Thursday. Amrut is an acronym of Atal Mission for Rejuvenation and Urban Transformation. “Cities in South Asia are not fulfilling their potential or transforming their economies, putting enormous demands on their infrastructure, as in Mumbai which I just visited,” Indrawati said. “The World Bank can help by highlighting examples of cities dealing successfully with various issues, to provide clarity and accountability,” she added.

Banga noted that there was an increase in foreign direct investments and the Indian economy was doing better. He said that MasterCard had recently bought two companies, one in Vadodara and another in Pune. Companies that want to invest in India look at the talent pool and the market base that India has to offer, he added. Banga said that India and the US should work on a bilateral trade treaty as that would be a big boost for the Indian economy. He said that India should aim to join the Asia-Pacific Economic Cooperation (APEC) forum because it would not only benefit India but also the 21-member group that stretches across Asia to the Americas. Banga, along with former Australian Prime Minister Kevin Rudd and former Indian foreign secretary Shyam Saran, is a member of a high-level task force set up by the Asia Society Policy Institute to construct a road map for India’s inclusion in the Asia-Pacific Economic Cooperation (APEC) forum.

U.S. regulators last Friday said the world’s top automaker by sales had installed “defeat device” software in models such as the Jetta, Beetle and Golf to lower emissions during testing. India’s government has instructed state-run testing agency Automotive Research Association of India (ARAI) to evaluate whether Volkswagen cars sold domestically similarly violated any pollution laws, which are less stringent than the US. “We have written to the ARAI to find out whether Volkswagen is selling the same models in India that have been found violating U.S. rules,” Ambuj Sharma, additional secretary at the Ministry of Heavy Industry, told Reuters. “ARAI has been asked to submit its report within a week.” The government has not yet sought clarification from the automaker and will wait for the report before taking any further action, the official said. “We want to know if what happened in the U.S. could happen in India or not,” said another senior official at the ministry. Volkswagen could not be reached for comment on Friday, a national holiday in India. Under Indian regulation, Euro IV auto pollution standards apply for vehicles sold in 50 cities, while Euro III standards apply in rest of the country. Volkswagen made about 107,000 vehicles in India in the year through March of which it exported nearly two-thirds. It plans to raise capacity in the country to 200,000 vehicles by 2018.

Making Nagaland a cardamom state Our Correspondent Kohima | September 25

Nagaland’s Rural Development secretary Kelei Zeliang has said that during 2015-16, a special convergence programme with horticulture department is being implemented by undertaking massive cultivation of cardamom in 10 districts at the estimated cost of Rs. 36 crore covering approximately 5000 hectares, with an objective of declaring Nagaland as cardamom state. “It should be our collective will and responsibility to ensure that sustainable and income generating schemes are taken up in all villages with special focus on transforming the quality of life in villages,” he said, while addressing the general conference of the Nagaland Rural Development Service Association (NRDSA) here Thursday. Of late, he said, MGNREGA has become the most important flagship

programme having direct impact on the livelihoods of the poor. Through the implementation of MGNREGA, much needed employment to the poor rural households is being provided with job security and simultaneously creating durable assets in the villages. In this, he strongly viewed that focus should therefore be on how best the MGNREGA programme can be implemented to our advantage to reap optimal benefits by converging and dovetailing with other programmes. This year 2015-16, convergence of activities with horticulture, forest, land resources, roads & bridges departments and SAGY are being taken up, for which, every effort must be made to ensure success of the projects taken up under MGNREGA convergence, he said. From this year, he said, in all the districts, at least one special project

has been identified and being taken up through MGNREGA, which is to be extended in a phase manner. “With the success of these projects, I am sure tangible and visible MGNREGA projects can be seen across the state in the near future,” said Zeliang. The Lifesaving Power of Storytelling Alan Gelb

I

t is important to tell stories to the young, but it is even more important to make storytelling a lifelong habit, enriching your life and the lives around you. In many ways, my father was not an easy man. Something of a martinet, he lived with a huge amount of anxiety that he freely displaced onto others and, while he was enormously smart, his view of the world was, in certain respects, quite circumscribed. A true child of the Depression, he grew up behind his parent’s dress shop in the Bronx and turned to popular cultural icons of the time like Horatio Alger and Dink Stover to figure out how to navigate the world. He lived to be 91 years old, mostly with some real quality of life, and when he died, I eulogized him. Trying to figure out what aspects felt right to pick out of our complicated 60-year relationship, I focused on how he had given me a love for stories. Dad was a CPA who ultimately came to regard the reading of novels as frivolous, but he was, nonetheless, a wonderful natural

storyteller. Throughout my childhood, our moments of greatest intimacy came when he told me bedtime stories. Sometimes he read other people’s stories to us. (I can still recall the grisly accounts from Herbert Asbury’s The Gangs of New York of acid baths and bitten-off ears preserved in jars). Better yet were the stories from his childhood. There was one I particularly loved about a race riot in which he had become embroiled that featured narrow escapes worthy of Indiana Jones. While none of these stories would have been granted the parenting seal of approval, they surely fueled my interest in fiction. Emulating my father in this respect, I always made a point of telling stories to my two sons, and now my older son tells stories to his children. In this way, we are passing along family history, cultural values, and ethical guidelines for how we think life should be lived. I wager that most people in the world have, on occasion at least, tried to do the same with their offspring, but this critical work too often gets lost in the shuffle of today’s overprogrammed childhoods.

hildren of anxious parents are at an increased risk of developing anxiety disorders and a family-based intervention programme can help such kids to become calm and fearless, finds a new study. "The results underscore the vulnerability of offspring of anxious parents. If we can identify kids at risk, let us try and prevent them,” said psychiatrist Golda Ginsburg from University of Connecticut. Ginsburg and colleagues at Johns Hopkins University tested a oneyear family therapy intervention as part of a study of 136 families - with at least one parent with anxiety and at least one child between the ages of six and 13. The study found that family-based intervention works. Only nine percent of children who participated in a therapist-directed family intervention developed anxiety after one year, compared to 21 percent in a group that received written instruction, and 31 percent in the group that did not receive any therapy or written instruction. Anxiety tends to run in families, with up to 50 per-

cent of children of anxious parents growing up to be anxious themselves. Until now, anxiety prevention programmes have been largely conducted in schools, with only modest success. For an anxious child, meeting a new peer for the first time can be paralyzing. Trying an unfamiliar food might summon worries of being poisoned. "To cope with this kind of debilitating anxiety, kids start avoiding whatever provokes the anxious feelings,” Ginsburg noted. If they are afraid of the dark, they might insist on sleeping with all the lights on. If they're afraid of failing, they won't try new things. In extreme cases, they may refuse even to leave the house. Anxiety and fear are protective and adaptive. But in anxious kids they may not be, because these children have thoughts about danger and threat when there really isn't one. "I would say we need to change our model of mental health to a check-up method. Like going to the dentist every six months,” Ginsburg noted in a paper that appeared in The American Journal of Psychiatry.

It doesn’t matter if you traveled thousands of miles to capture a photo if you weren’t involved in actually snapping it. “The fact is, copyright’s not there to reward people for their labor—it's to incentivize people to create new books or poems," Sprigman adds. “Did this guy need an incentive to produce monkey selfies? No. He needed an incentive to go to Indonesia to take photographs. And by accident, he ended up with monkey selfies. The monkeys didn’t need incentives, either. They just did

it for the pure pleasure of hearing the shutter click.” What if you were an artist who was curious about what would happen if you left a camera with a bunch of monkeys—could you copyright the resulting work? “This is a question about how copyright handles conceptual art," Sprigman says. "I would say that aesthetic theory is pretty deep. And copyright’s aesthetic theory is pretty shallow.” In any case, Slater wasn’t a conceptual artist— he was a nature photographer whose camera got stolen. That said, he might have an out if he made “substantial” edits to the photo in post-production by, say, adjusting the color to make those peepers peep even more, or by cropping it to improve the perspective. Of course, it’s hard to say exactly which kinds of edits the courts would consider substantial. “Copyright is so bizarre,” Sprigman says. That, I’m sure, even David Slater would agree on.

The great monkey-selfie imbroglio of 2014 is back in the news this week thanks to a federal lawsuit by— who else?—PETA, which claims that the crested black macaque who snapped the photo up above should own it’s copyright. Storytelling can lend clarity and purpose to life’s third act, when disorder and a lack of relevancy looms, and it can give clarity, purpose, and strength to those whom we will one day leave behind.

To that end, many people today are engaging in memoir writing or are taping oral histories with the idea of leaving family stories behind. While I admire

those who pursue such activities, many others fall by the wayside on account of the commitment and discipline that is required. I also recognize how difficult it is to craft a memoir that will sustain the interest of the reader—or the writer. I have worked with adult, nonprofessional writers on stories of limited length—let’s say, 500 to 1,000 words—and have found that their short narratives allow them to plumb the human condition with remarkable courage, candor, and often great skill. They write them for all the same reasons that anyone has ever written anything: to connect with other people; to come to terms with something in the past; to better understand something in physical or human nature; to pass along a tradition; to explore an ethical value or moral standard; to amuse; to confess; to forgive or be forgiven. I have seen these writers create powerful stories about such things as joyfully singing in a choir even when struggling with chronic obstructive pulmonary disease brought on by years of smoking or

t is common knowledge that financial constraints or domestic chores are the main reasons cited by people for dropping out of education. But data from the National Sample Survey Office (NSSO) shows that 13 out of every 100 Indians between 5-29 years did not attend school or dropped out because they did not consider education “necessary.” This proportion is significantly higher for school going kids between 10-14 years. In this category, one out of every three person who is not attending school said they considered education unnecessary. In a similar

survey conducted almost a decade ago, only one in every four person cited the same reason for nonattendance. This trend is more marked among rural students with 34.8% of drop outs (including those who have never attended school) indifferent to studies. A far lower proportion of urban students—about 22.8%—showed a lack of interest in education. Interestingly, this tendency peters out among older age groups. In the 15-19 years category, only 17 out of every 100 nonattendees called education unnecessary. In the 20-24 years group, it was even lower at 12%. This data reiterates other evidence which shows that more Indians are becom-

ing educated and consider education necessary. “The demand for education has clearly increased as more people are now going to schools. But the increase in supply has not been commensurate. The quality of school infrastructure and teachers is still poor in India causing people to drop out,” said Jayan Jose Thomas, assistant professor at IIT Delhi. Yet others believe it is the most common answer for people who do not have easy access to educational institutions. This is especially true of migrants. With the need for transfer certificates, residence certificates and other such formalities, people find the entire educational system burdensome.

“It is the educational system that is not encouraging people. It is much easier to change jobs than to change schools/ colleges these days with all the formalities needed. And once a child is out of school for too long, admissions become even more difficult,” said Himanshu, assistant professor at Jawaharlal Nehru University, Delhi. That said, among dropouts and non-attendees overall (5-29 years), the need to supplement household income still remains the prime reason for not pursuing studies. This was the reason cited by 36% respondents. Another 26.5% said they couldn’t attend school because they had to pursue domestic chores. What’s surprising

is that the percentage of non-attendees citing domestic chores as a reason has spiked between 200405 and 2011-12. This is especially true for girls over the age of 15. In this category nearly half the non-attendees do so because of their engagement in domestic activities. A good proportion would also have dropped out owing to marriage. With the median age of marriage among women in India still remaining low, women are forced to assist with domestic chores at an early age, thus discontinuing with their education. This is visible over both rural and urban India. Similarly for boys over the age of 15, there is a spike in the drop-out rate owing to the need to earn.

fter smoggy, sooty Delhi, the crisp air at Bhutan's Paro airport is unmistakable and, descending after a threehour flight, the first instinctive reaction is to breathe in a lung-full of the clean, soft and scented air. A light drizzle only adds to the magical feeling of landing in the Land of the Thunder Dragon. The airport looks small - maybe a few of them could easily fit into Delhi's T3 - but is more homely. When the captain announced that the plane was heading for the final approach, a frequent flyer began a conversation of how his company provides professionals for various businesses in Thimphu and other cities. It was only when the landing gear hit the tarmac that one realised that the pilot had skilfully negotiated one of the most difficult landings in the world. Road trips through longwinding mountainous roads aren't everyone's forte. Stocking up enough medication to avoid throwing up, this writer was sure that the 90-minute drive from Paro to Thimphu would be a forgettable one. The sheer beauty, however, leaves one stunned. Surrounded by snow-clad mountains, apple, peach orchards and a river with clean water running parallel to the road, the breathtaking beauty of the landscape leaves one in awe. The fluttering prayer flags added to the mystical beauty of the countryside. The feeling was stunning and humbling at the same time.

After a 54 kilometre drive, we entered Thimphu which, dotted with buildings strictly following traditional aesthetics, looked like out of a dream. Clean roads with barely no traffic showed how much the citizens take care of the city. Revved up by the sights, one is looking forward to a walk outside the hotel. A faint Tibetan horn sounds the beginning of prayers. As the clouds cleared I caught a glimpse of the gigantic Buddha Dordenma. Made of bronze and gilded in gold, the Shakyamuni Buddha statue glitters under the crisp sunlight and sea blue skies. A 15-minute drive away, the resplendent statue, standing tall at a height of 169 feet, offers an unforgettable view of the enchanting and exhilarating country. The sense of calm and unhurried life in Thimphu is evident. Travelling alone is not a problem here. Welcoming and helpful locals add to the charm. Walking into the Centenary Farmers Market, one is overwhelmed by the cleanliness and order that the Bhutanese have. With fresh vegetables, fruits and the humble dried fish all in a beautiful ensemble, the market is a riot of colours. With no bargaining, the market also has a sense of orderly calm. With just four days to spend, day 2 was the biggest event -meeting Queen Mother Ashi Dorji Wangmo Wangchuck for a dinner hosted by her at the Royal Palace. Making the long drive through a few checkpoints we arrive at the seat of Royal power. As the gates open to lamps and golden-hued lights, we are ushered across the palace to the royal garden. The sight is a page out of a medieval

era. The amazing simplicity and sheer royalty of the environs is overwhelming. I am introduced to the charming, elegant and pleasant Queen Mother. As I extend my sweaty palm for a handshake, the Queen Mother had me wrapped in a warm embrace. The living quarters are a vision in itself. Upholstery in plush satin, exquisite carved furnishing and carpets that sink under your fee: I was truly gobsmacked. The dinner that followed was a revelation in itself. Ema datshi, Bhutan's national dish, was an olfactory and delectable delight. The dish is a spicy mix of chillis and local cheese known as Datshi. Phaksha Paa, pork cooked with spicy red chillis, had me craving for more. Hoentoe, aromatic buckwheat dumplings stuffed with turnip greens, cheese and jasha maru, spicy minced chicken, tomatoes and other ingredients got a gastronomical thumbs-up from me. The red rice left me in a tizzy as I was taken aback by the variety similar to the ones I had growing up in far away Kerala. The country's monastic calm can only be paralleled by its love for books. It was an awakening for the uninitiated to see hundreds throng to get a glimpse of their favourite writers at the cerebral Lit Fest aptly named Mountain Echoes. Be it enthusiastic school-going children or the deeply contemplating youth, the event had something for everyone in the Land of the Thunder Dragons. At the General Post Office, one can see collectors intently dis-

cussing the antiquity of a few displays. But what catches one's eye was the counter where stamps could be personalised. One could convert one's own photograph into usable stamps at a nominal cost. A little distance from the post office is the Crafts Bazaar. Bhutani blings, intricately worked fabrics, colourful bags and bangles left a decent dent in my wallet. The last night at Thimphu includes strolling with a few friends well past midnight. You get a sense of freedom and safety that is difficult to find elsewhere. As we were chatting some local boys walked past us. After a few paces, they turned back to click pictures with us 'tourists'. After exchanging email ids, pleasantries, and good-byes, the group of three boys and a girl came back sheepishly. One of them whipped out a Bhutanese Ngultrum (equivalent to one rupee) and offered it to us. Taken aback, one of us retorted that we hadn't asked for alms. That's when the teen said with a dimpled smile, "This is our way of making you not forget us. It's our culture." For a kingdom sandwiched by two countries that account for onethird of humans on Earth, Bhutan is an island of scenic beauty, culture, tradition and modernity. As we fly out of Paro back to the daily Delhi din, I longingly look back on what I had left behind in the Land of the Thunder Dragon. Fee: This is an important criteria, and if the institution has a good track record of training and placement, it brings you the right ROI (Return on Investment). But the fee should not be a make-orbreak criterion for you if the ROI is good. These days, there are numerous banks which offer education loans on easy terms, and that can fulfill the requirements of completing your operating expenses of the course. Infrastructure: It is essential to visit the campus at least once as the students have to spend two years in the institute they join. They should feel safe, secure and comfortable. Also, there should be good facilities in the classrooms, library, cafeteria, labs and hostel, including Internet connectivity, Wi-Fi and so on. Campus should be student-friendly and have decent ambience to support studies. Industry Linkage: This gives you the opportunity to get industrial exposure and expand practical knowledge during the tenure of your course. Location advantage and industry partnerships help in ensuring that students obtain interesting and knowledge-enhancing internships and live projects with reputed companies. These projects help in obtaining desired jobs in future as well. Location: It is important that the B-school is located in an area close to the industry, education hubs and policy-making bodies. India hopes Nepal situation will ease, calls for dialogue New Delhi, SepteMber 25 (iaNS): India on Friday expressed hope that the volatile situation in Nepal will ease at the earliest and reiterated that the Nepalese leadership needs to address the causes behind the unrest, in the wake of violent protests over the new constitution. In a statement, the external affairs ministry spokesperson Vikas Swarup also said that two main border crossing points into Nepal were blocked due to the protests by plainspeople and that freight traffic was hit. "We have seen reports of obstructions at various entry-exit points at the IndiaNepal border. The reported obstructions are due to unrest, protests and demonstrations on the Nepalese side, by sections of their population. As was already said on September 21, 2015, our freight forwarders and transporters had voiced complaints about the difficulties they are facing in movement within Nepal and their security fears, due to the prevailing unrest. "We would reiterate that issues facing Nepal are

India not blocking trade with Nepal: Envoy KathMaNDu, SepteMber 25 (iaNS): With hundreds of Nepalbound cargo-bearing trucks halted at the border, Indian Ambassador here Ranjit Rae on Friday assured the Nepali authorities that India had not imposed any restriction on trade with the Himalayan nation. After hundreds of freight-carrying trucks and fuel tankers remained halted on the Indian side of the international border following concerns about violent protests in Nepal in the wake of the promulgation of the new constitution, the Nepal government summoned the Indian envoy on Friday at the foreign ministry. At the meeting, the envoy said India has no intention to block trade tied with Nepal. He also clarified that the political in nature. Nepalese leadership needs to address the causes underlying the present state of confrontation credibly and effectively. Issues of differences should be resolved and institutionalized with broad-based ownership and acceptance. "We do hope the situation will ease at the earliest," the statement said.

Ambedkar anniv: Government aims rise in SC/ST student enrolment New Delhi, SepteMber 25 (pti): The government aims to increase the enrolment rate of SC/ST students in private universities during the BR Ambedkar's birthday celebrations. "Admission of students belonging to SC/ST in private universities may be encouraged," a UGC communication to all vice-chancellors underlined. In the communication, UGC has also suggested organising seminars on Preamble of the Constitution on November 26, to be celebrated as the Constitution Day. "On this day, the preamble to the Constitution may be read in schools and colleges," it said. The Constitution of India was adopted by the Constituent Assembly on November 26, 1949. The communication of the UGC followed the recommendations of a national committee chaired by the Prime Minister. To increase awareness about the Constitution among citizens particularly children, the panel had recommended that November 26 be celebrated as 'Constitution Day' every year.

'Sanjay Dutt never sought pardon' MuMbai, SepteMber 25 (iaNS): Sanjay Dutt never applied for a pardon plea, which was rejected by Maharashtra Governor C.V. Rao, the jailed actor's lawyers said on Friday. Advocates Hitesh Jain and Subhash Jadhav said in a joint statement that the news about the governor turning down the actor's plea was "purely based on the application made by Justice Markandey Katju seeking pardon for Dutt and other convicts". The "PK" actor is on furlough since August 27 for his daughter's medical problems. "No such application for grant of pardon was ever made by Dutt or his family members to the governor. Further, Dutt or his family members never approached Justice Katju for making an application on behalf of Dutt," the statement read. Dutt was convicted for his role in the March 1993 Mumbai serial blasts. After his arrest in 1996, Dutt spent 18 months in jail before getting bail. In 2013 he was sentenced to five years imprisonment and was transferred to the Yerawada Central Jail in Pune for serving the remaining prison term of 42 months. According to current indications, Dutt is likely to complete his sentence and walk out of prison by the year-end or early 2016. The latest statement on the actor's behalf also emphasised that he will be a "free man soon". "Justice Katju has suo motto made this application for pardon not only for Dutt but also for other convicts (elderly co-convict Zaibunissa Kazi). It is imperative to note that Dutt has almost undergone his maximum imprisonment under the Arms Act for which he was convicted and shall be a free man soon."

Congress demands Rajasthan CM's resignation over mining scam New Delhi, SepteMber 25 (iaNS): Alleging a scam in mine allocation in Rajasthan, the Congress on Friday demanded the resignation of Chief Minister Vasundhara Raje. The party also demanded a Supreme Court-monitored CBI probe into the alleged Rs.45,000 crore scam. Congress Rajasthan unit chief Sachin Pilot accused Raje of causing a loss of Rs.45,000 crore to the state exchequer by allocating 653 mines in the state on a firstcome-first-served basis without following transparent procedure and by not auctioning them. "This is the biggest scam in Rajasthan... This is the biggest loot in Rajasthan. We demand a CBI probe monitored by the Supreme Court. We also demand that the chief minister immediately step down as an independent probe is not possible till she holds the post," Pilot said. This was done despite the central government telling the state not to do so until the policy in this regard has been formulated, he said. Congress spokesperson Randeep Surjewala alleged that one lakh bighas of land -- which has mineral value of up to Rs.2 lakh crore -- was given away without auction as part of the allocation of the 653 mines. "Had it been auctioned, the Rajasthan government could have earned as much as Rs.45,000 crore," he said. The party also questioned the continued silence of Prime Minister Narendra Modi in this regard despite his assertion that he would neither take bribe and nor allow anybody to practice corruption.

New Delhi, SepteMber 25 (iaNS): Soil and water are highly contaminated with metals in Uttar Pradesh's Moradabad city due to illegal, unchecked recycling of electronic waste, according to a study. Zinc levels were 15 times higher than the US Environmental Protection Agency (USEPA) standards in the five different soil samples collected from near river Ramganga, an important tributary of the Ganga, at Moradabad, while copper levels were five times higher, said the Centre for Science and Research (CSE), which conducted the study, in a release. It said as there are no standards to study heavy metal contamination of soil in India, the results were compared with Canadian and US Environmental Protection Agency (USEPA) standards, said Chromium level in a soil sample collected from the riverbed was twice Canadian standards, while cadmium was 1.3 times, it adds. The study says the results were similar for the water samples collected from Ramganga, where mercury levels were eight times higher than the Indian standard. Traces of arsenic were also found. These metals are dangerous to the environment as well as can cause serious ailments, including cancer, the study says. The study quoted Moradabad District Magistrate Deepak Agarwal as saying 50 percent of all printed circuit boards (PCBs) used in India end up in Moradabad, which gets about nine tonnes of electronic waste (e-waste) daily. "With such huge amounts of e-waste being dumped in the city, structural mechanisms are needed to deal with the problem," said CSE deputy director general Chandra Bhushan. Rama Kant Sahu, deputy head of CSE's Pollution Monitoring Laboratory, said: "The country does not even have soil contamination norms or standards. We need to develop them to gauge the level of pollution in cities like Moradabad. There is also a need to monitor all riverside activities on the Ramganga river." Quoting experts, the CSE says most of the e-waste recycling in Moradabad was illegal and no safety standards were being followed.

US lawmakers united by Pope’s compassion, divided by his views WASHINGTON, SepTember 25 (re uTerS): For about an hour, the deeply divided lawmakers of the U.S. Congress closed ranks Thursday behind Pope Francis, the powerful and popular leader of the world’s Catholics. Once the first papal speech before Congress was over, however, they retreated to their respective partisan corners, and offered up different interpretations of the pontiff’s message. If Democrats and Republicans could agree on one point, it was that they were moved by his compassion, manifested in his calls to help the most vulnerable and the poor. “He spoke to our sense of humanity,” said Democratic Vermont Senator Patrick Leahy, the longest serving Catholic in Congress. “It wasn’t a Catholic or non-Catholic speech. It was a ‘remember who you are as people, act like that.’ So I liked it.” The Republican Speaker of the House, John Boehner, a devout Catholic, cried at several junctures as he flanked Francis. Tom Rooney, a Republican representative from Florida, said the pope’s message had extra meaning for him as a Catholic. “It was a very special day,” he said. “Boehner was tearing up before he even started speaking, so it was like, ‘OK, here we go.’” But there was some public grumbling in Republican ranks.

On Wednesday, he publicly praised President Barack Obama at the White House for his initiatives to reduce air pollution as part of the pope’s push to fight climate change, which the pontiff says disproportionately affects the poor. Republicans have rejected broad legislation to

reduce carbon emissions and a few did so again on Thursday after the speech. “We can shut down carbon, you go back to the Stone Age, all live in poverty and the world is far worse,” said Republican Senator Bill Cassidy of Louisiana. But several Republicans, like Representative Paul Ryan, chairman of the powerful Ways and Means Committee in the House and a Catholic, said Francis was “talking principles, not specific policies” on immigration and climate. “He wasn’t trying to settle a debate. He was trying to open up a dialogue,” Ryan told Reuters. “And that’s what pastors do, and I thought he did it very appropriately.” Karen Bass, a Demo-

WASHINGTON, SepTember 25 (AFp): Pope Francis deployed a deft political touch in his Washington charm offensive, pushing his agenda on finance, climate change and immigration without offending American sensitivities. The cheering crowds who lined the streets of the US capital gave him a warm welcome, but even before Shepherd One had touched down in the city many conservative voices had spoken out against the pontiff. The first pope from Latin America, Francis was charged with being a “leftist” bent on dismantling capitalism, throwing open America’s borders and bridling her industry with environmental controls. These very same ideas have seen Francis endear himself to younger and more liberal Americans, so often turned off by the Church’s traditional teachings on sexuality, abortion and family values. All these topics are subject to bitter debate in America’s notoriously polarized political marketplace but somehow Pope Francis’ visit and forthright views did not ratchet up rancor. Instead, as he addressed a huge crowd gathered in front of the US Capitol, he was flanked by a beaming Democratic vice president and a Republican House speaker so overwhelmed he was openly weeping. In his carefully judged speech to Congress, Francis had been at pains to cite American sources for his ideas, starting with Abraham Lincoln, the US president who most symbolizes national unity. ‘Little bit leftie’ He also paid tribute to Martin Luther King, a protestant pastor who led the black American civil rights struggle, and to social activist Dorothy Day, who founded the Catholic Worker Movement in 1933. He was careful not to offend Congress by repeating some of his most violent language against the “new tyranny” of capitalism and couched his support for immigrants in the language of the

American dream. “In recent centuries, millions of people came to this land to pursue their dream of building a future in freedom,” he said. “We, the people of this continent, are not fearful of foreigners because most of us were once foreigners.” On board his plane on the way to Washington, Francis insisted his US critics had misunderstood his attitude to the market economy and exaggerated his difference from his more conservative predecessors. “Maybe there’s an impression I’m a little bit more leftie, but I haven’t said a single thing that’s not in the social doctrine of the Church,” he reportedly told journalists. US social conservatives were looking to the pope to reassure them that the Church is not moving away from its traditional opposition to abortion, a hotbutton electoral topic in America. Francis’ spokesman Federico Lombardi told reporters the pope urged US churchmen to keep up the fight and, although he did not use the word “abortion” in his address to Congress, the theme was there. “Let us remember the Golden Rule: ‘Do unto others as you would have them do unto you’,” he said. “The Golden Rule also reminds us of our responsibility to protect and defend human life at every stage of its development.” More friends than enemies The pope managed to cross another minefield in his canonization of an American saint, the Franciscan friar Junipero Serra, who led the conversion of California to Christianity in the 19th century. He remains a revered figure in the Catholic church but a bugbear to Native Americans who associate him with the violent suppression of their own culture and brutal deaths of many of their ancestors. solution for Syria, as long as there is no stabilisation of the refugee conditions in the neighbouring countries, so efforts have to be made.” Asked if Europe should prepare for millions more migrants, he said: “If it happens that in a few months you have a over half a million, it could certainly happen.” Countries needed to unite behind a global approach, he said, suggesting that the onus was on the five permanent members of the U.N. Security Council to stop the war. “The governments that

could make a difference are the governments that are responsible for influencing the global political and security fate of our world today. Speaking via video conference from Russia, which granted him asylum in 2013 after he leaked details of mass U.S. surveillance programs, Snowden said mass spying was a global problem that needs a global response. “We have to have a discussion,

we have to come forward with proposals to go ‘how do we assert what our rights are, traditionally and digitally and to ensure that we can not just enjoy them, but we can protect them,” Snowden said. On the eve of the annual gathering of world leaders at the United Nations, Snowden, campaign group Avaaz, journalist Glenn Greenwald - who obtained Snowden’s leaked documents - and his partner David Miranda launched the campaign for what they dubbed the Snowden Treaty. “We see that in many countries around the world governments are

WASHINGTON, SepTember 25 (re uTerS): US President Barack Obama and Chinese President Xi Jinping outlined their common vision for a global climate change agreement on Friday, and outlined new steps they will take to deliver on pledges made last year to slash their greenhouse gas emissions. Those included confirmation by Xi that China will launch a national carbon cap-and-trade system in 2017 to help contain the country’s emissions, which will build on seven regional pilot markets already operation in China. Such systems put limits on carbon emissions and open up markets for companies to buy and sell the right to produce emissions. The joint presidential statement was a highlight of a state visit to Washington by Xi, as the two leaders tackled difficult issues such as cyber spying and China’s economic policies. It built on a bilateral announcement on climate change last November, when the United States pledged to reduce its greenhouse gas emissions 26 to 28 percent

An estimated 22 million abortions continue to be performed unsafely each year, resulting in the death of an estimated 47000 women and disabilities for an additional 5 million women. Over the past two decades, the health evidence, technologies and human rights rationale for providing safe, comprehensive abortion care have evolved greatly. Impressive gains in contraceptive use have resulted in reducing the number of intended and unintended pregnancies worldwide. More significantly, the rate of induced abortion is declining due to a fall in the rate of safe abortion, while the rate of unsafe abortion has remained relatively constant since 2000 at around 14 per 1000 women aged 15–44 years. Increase in contraceptive prevalence and in use of effective contraceptive methods reduce the incidence of abortion and prevent Sexual transmitted diseases. Evidence suggests that women who have more than four children are at increased risk of maternal mortality and childbirth riskier. Moreover teenage pregnancies are more likely to have preterm or low birth-weight

babies and higher rates of neonatal mortality. Almost every one of these deaths and disabilities could have been prevented through sexuality education, family planning, and the provision of safe, legal induced abortion and care for complications of abortion. Today, the world is observing World Contraception Day (WCD), a global campaign taking place on September 26 every year with a vision for a world where every pregnancy is wanted. Launched in 2007, WCD’s mission is to improve awareness of contraception to enable young people to make informed decisions on sexual and reproductive health. It also focuses on empowering young people to think ahead and build contraception into their future plans to avoid unplanned pregnancy, abortion and prevent Sexually Transmitted Diseases. he two new railway project, Zubza and Tizit which are expected to begin in the month of November as per the newspaper reports is a very serious issue that our Naga leaders of all strata should seriously ponder. A very serious debate is required on this issue. Any sane Naga should not remain silent on this. Look at Dimapur, anyone and everyone can see how it has been almost taken over by the non-local population. Being an ILP free zone, they come and go at their own liking and fancy and do whatever they like without much restriction and now, even the ILP implemented zone districts of Nagaland, this reservation exists only in name. Except for the Kohima police who have been doing commendable jobs on arresting ILP defaulters, the other district police hardly showed ILP defaulters arrested . I also wonder how so many outsiders especially IBIs can cross the Chumukedima check-post which the Kohima Police diligently arrest? With Dimapur raised to the status of Commissionerate and manpower increased, how come ILP defaulters seem to be increasing still? How do they cross those check-gates? Doesn’t our police personnel manning those gates notices it or do they

fly over the gates like Shaktiman? If just a mountainous stretch of narrow Highway can attract so many IBIs with procured Indian documents which is very questionable too, let us ask ourselves, What if a railway is connected to our interior places, will the Nagas and their generation survive the onslaught of the alien invasion? The neighbouring state of Assam is now overtaken by Bangladeshi population in around ten districts and if railway is introduced we will be worse than this. SN find it hard to digest the fact of Talukdar’s aggressive action, though the state government has all the legal standing at its behest. Prior to the Govt of Nagaland notification on criteria of selection, "the local candidates will be considered first for selection. If seats are still available after selecting all eligible local candidates, preference will be given on the following order, indigenous inhabitants, children of state government employees, children of central government employees, army, CRP, CREP etc and others." As per the guideline for JEE selection to Technical/MBBS and Allied Degree Courses, he/she is a member of any

schedule tribes of Nagaland or he/ she is an indigenous non local resident (Nepali/Gurkha who has settled in the erstwhile Naga Hills District prior to 31st December 1940 (1) declared vide home department (P&AR) NO.GAB-8/2/9/73 as published in the Nagaland Gazette Part -II dated 31-12-1975). It is notable that the Government of India and various medical colleges has been allotting reserved seats to the state of Nagaland every year so as to accommodate deserving Nagas in the field of medical science education. Under the laid down state notification, SN outrightly expressed that Talukdar has no legal right to claim the reserved seat alloted to local candidates of Nagaland even though he might be an inhabitant of Nagaland state. Any person trying to grab the privilege and benefit made available to the local people of the state will be dealt sternly as per the law dictates. Appealing to the state government not to encourage nor introduce such policy which is greatly effect-

ing and diminishing the identities of the Naga people, SN warns that no arrangements or accommodation under any special priority should be awarded to Talukdar at the expense of the local people. SN further appealed to all the District Administration, municipalities, town council, GB & Chairman of various Colonies/villages, all concern department to desist from issuing relevant document randomly without proper verification. Today these people are claiming our ultimate rights, tomorrow they will claim our land and our future. This issue is just the beginning so we either wake up now and defend " our land our people" before it gets out of our hand. The government should also stop dreaming and wake up from its slumber or else will be held solely responsible and accountable to the plight of the Nagas if it cannot protect its people from the incursion of outsider at regular pace. new DelhI, September 25 (ptI): Chanambam Thambou Higher Secondary School, Manipur, handed a 10-0 hammering to Telanaga Sports School from Secunderabad, to enter the junior girls (U-17) semifinals in the 56th Subroto Cup football tournament here today. The Manipur girls beat the Telangana girls 10-0 in the first quarterfinal while, in the second, Sports School, Nagaland, posted a facile 1-0 win over Tripura's Sports School. The sub-junior girls' semifinal battles in the tournament will resume on Sunday after a day's rest tomorrow. The way the match progressed in both the sessions, one could surely say that the Telangana girls were finding the going tough, not because of their goal-crazy opponents, but because the Sports School was found wanting on many counts. Wayward passing, lacklustre coordination and, most importantly, lack of finishing after entering the box made things worse for them. There were some rare occasions when their forwards could have made a few worthwhile attempts, but feeble or delayed shots only compounded their misery. In contrast, the West Imphal girls had everything sewn up in

their favour in the first half itself as they struck six goals in the first 30 minutes, while playing relaxed football managed to score four more in the second session. Roza Devi, who opened the account in the second minute, added a goal in the 20th minute and three more in second half (45, 48 and 54th minutes) to swell her tally. But even before that, Kashmina struck twice in the third and 12th minute. In between, Ranjit Devi scored in the 23rd and 27th minute and another one in the second half (37). Groping for clues and ball possession, the Telangana school team failed to be inventive or at least raise the standards of defence. That proved to be their downfall. If one witnessed an actionpacked one-sided match earlier, the second one between the two northeastern teams was absolutely pedestrian, the first half between Nagaland and Tripura heading nowhere. One had to wait too long to spot a winner as the Kohima team consumed 48 minutes to open the account through a goal from Abeino and the Tripura side spent the entire 60 minutes without a reply. It looked the Nagaland girls' overall play was good, but not good enough to carry them further in the tournament.

mumbaI, September 25 (IanS): Batting legend Sachin Tendulkar stressed on Friday that the talented Indian batting line-up must play leg-spinner Imran Tahir properly in the forthcoming home series against South Africa starting on October 2. Tahir, known to be a wicket-taking bowler, was recalled to the South African Test side after a gap of nine months. The Proteas will begin their tour with a T20 warm-up game on September 29 in New Delhi. It will be followed by three T20 internationals (T20I), five one-day internationals (ODIs) and four Test matches. "AB de Villiers and Hashim Amla are strong players and don't forget Dale Steyn and Morne Morkel. When you talk about the googly, Imran Tahir is one of the good bowlers. We have to play against him properly and if possibly he can be one of the leading bowlers," Tendulkar, who was roped in by Oxigen as its brand ambassador told reporters here. The 42-year-old heaped praise on the entire Indian team, terming them as a fantastic and committed squad. "I think the Indian team is fantastic. They are extremely talented and committed. A lot of things are said about the players but I know them very closely, and when it comes to cricket there are no shortcuts. The guys are committed and I again say it is a fantastic team," Tendulkar said. Adventure Club Changtongya lifted the 10th Imchaba Master Memorial Nagaland Open Volleyball Trophy 2015 by defeating Citizen Club Longsa in an exciting final match played here at the Multi-Purpose Sports Hall. The boys from Changtongya defeated the prematch favourites Citizen Club Longsa after recovering dramatically from an early setback to lift their maiden major title. Citizen won the first set of the match 25/20 but Adventure came back from behind to win the next three consecutive sets with the score line 21/25, 16/25 and 19/25. Criminal proceedings against Blatter begin

zurIch, September 25 (IanS): The Swiss attorney general on Friday opened criminal proceedings against outgoing world football governing body FIFA president Sepp Blatter. FIFA was forced to cancel its scheduled press conference on Friday moments before it was about to begin at its headquarters here as Blatter is being questioned by representatives of the Swiss attorney general. Blatter was scheduled to address the media at the press conference. “The Office of the Attorney General of Switzerland (OAG) has opened criminal proceedings against the President of Federation Internationale de Football Association (FIFA) on suspicion of criminal mismanagement as well as - alternatively - on suspicion of misappropriation,” the Swiss attorney general issued a statement on Friday. "Since 27 May 2015, FIFA has been cooperating with the Office of the Attorney General and has complied with all requests for documents, data and other information. We will continue this level of cooperation throughout the investigation." "Today, at the Home of FIFA, representatives from the Office of the Swiss Attorney General conducted interviews and gathered documents pursuant to its investigation. Fifa facilitated these interviews as part of our ongoing cooperation," the statement added. "We will have no further comment on the matter as it is an active investigation."

The former India captain believes that his performance in the Hero Cup semifinal against South Africa at the iconic Eden Gardens is something he will never forget. In that match, India scored 195 in 50 overs after batting first. In reply, South Africa managed 193 in 50 overs. "When you talk about South Africa matches, how can I forget the Hero Cup semifinal, the most incredible match I have been part of. Till the last ball nobody knew what was happening. That was one big and massive experience for me. South Africa is something which always gives you something new," he said. Speaking about his life post retirement, Tendulkar said: "Life has been busy now and I am enjoying every bit of it. I am being involved in lot of things. This is my second innings off the field and as I always said I continue to bat for India. This gives me a lot of satisfaction."
