The court case pertaining to NPSC (NCS, NPS, NSS and Allied Service) Examination 2014-15 which came up for hearing in Gauhati High Court today has reportedly ruled in favor of the petitioners, reliable sources informed. The verdict, however, is yet to be given. It may be recalled that the aggrieved petitioners had appealed the High Court, Kohima Bench by filing a writ petition challenging the action of the NPSC whose notification dated September 12, 2014 announced that 119 questions would be nullified. Contrary to the notification, the Commission had awarded equal marks to all the candidates. Following this, the court by an order dated October 13, 2014 directed the NPSC not to declare the result. The High Court in the miscellaneous application directed NPSC to issue corrigendum correcting their notification dated September 12, 2014 in view of the resolution by minutes dated September 11, 2014. Accordingly, NPSC issued a corrigendum, whereby 119 marks were allotted to all candidates who did not even attempt the questions, which the petitioners termed as “unjust and unfair.” The petitioners filed an appeal against the corrigendum where the Court directed the NPSC not to declare the result of the interview if conducted without the permission of the Court. The result for the same has not been declared though NPSC had conducted the interview. More details are being awaited.

Lotha, Rengma Hoho to impose total bandh on NH-2

DIMAPUR, SEPTEMBER 28 (MExN): Lotha and Rengma Hoho have threatened to impose a total bandh on National Highway-2 (erstwhile NH61) under Teseminyu and Wokha sectors on October 7, 2015. The bandh is in protest against the inaction of PWD (National Highways) in widening the highway as assured on June 6 in the local media by the Chief Engineer. Lamenting that people have suffered too long because of the lackadaisical attitude of the NH authorities of Nagaland, a joint statement from Lotha Hoho chairman Mhao Humtsoe and Rengma Hoho president Kenyuseng Tep said the bandh will exempt the state administration, police and medical service and the Army. All concerned have been advised to avoid plying on the said road on the day of the bandh.

When it comes to health matters of the heart, the news is distressing for Nagaland. Heart related diseases are alarmingly on the rise. Diabetes and hypertension tops the list. “The number of patients suffering with problems of hypertension, abdominal obesity and diabetes are dramatic,” revealed Dr Athikho, who specializes in treating CVD at Zion hospital on the eve of World Heart Day, observed on September 29. However, coronary artery disease is not so common among the Nagas, he informed. The cardiologist said he treats at least 10 patients exclusively suffering from heart diseases every day. This roughly translates on an average 70 patients a week and 300 in a month. “Heart diseases with diabetes and hypertension as risk factor are emerging as the main cause mortality in the State and it is increasing every year,” Dr Athikho disclosed. He revealed that 2-3 stroke patients are admitted to hospitals almost every day. The risk associated with the two diseases is ominous. A person with diabetes is two to four times more likely to develop cardiovascular disease than people without diabetes. Cardiovascular disease is the leading cause of mortality for people with diabetes. Hypertension (high blood pressure) is a risk factor for coronary heart disease and the single most important risk factor for stroke. It causes about 50% of ischaemic strokes and increases the risk of hemorrhagic stroke. Further, hypertension is more than twice as common in people with diabetes as in people with normal blood glucose levels. The World Health Organization rates hypertension as one of the most important causes of premature death worldwide and the problem is growing. The growth of heart diseases in Nagaland is dependent on a number of interlinked factors such as aging, changing lifestyles and food habits. “With a penchant for pork or any kind of meat, fast food and smoking

and a sedentary lifestyle, the Nagas have morbidly grown out of the culture of hard work which was so religiously practiced by our forefathers,” Dr Athikho observed. “Our forefathers didn’t suffer from heart diseases because they were physically active and food habits were healthy. Now if we look at our present, in every family, there is at least one suffering either with hypertension or diabetes,” he pointed out. What is even more disturbing, according to the cardiologist is that CVDs are increasing in startling number even among people living in villages. It has been the common notion that people in villages are less likely to suffer from heart related diseases due to their active physical lifestyle and healthy food habits. “A rising number of patients coming from villages suffers from dilated cardiomopathy (DCM) - a condition in which the heart’s ability to pump blood is decreased because the heart’s main pumping chamber, the left ventricle, is enlarged and weakened. DCM can be inherited, but it is primarily caused by a variety of other factors, including severe coronary

artery disease, alcoholism, hypertension, diabetes and infections including those caused by bacteria, viruses, fungi and parasites. Abdominal obesity (excess body weight), most common metabolic syndrome, is another affliction among the Nagas, Dr Athikho revealed. Obesity contributes to major causes of death and disability, including heart attacks, strokes, high blood pressure, cancer, diabetes, fatty liver and depression. While the prevalence of heart related diseases may be on the rise, Dr Athikho said it can be prevented by adopting a healthy diet rich in fruits, vegetables and exercising daily. Being aware of heart related diseases is also equally important, the cardiologist further informed. A report released by the Cardiological Society of India recently warned that more than 60 percent people with hypertension in the country are clueless about their condition, a trend that could lead to a massive rise in cardiovascular diseases in the country. Heart disease is now the world’s leading causes of death, claiming 17.3 million lives each year.

DIMAPUR, SEPTEMBER 28 (MExN): Anti-corruption watchdog-Action Committee Against Unabated Corruption (ACAUT) Nagaland has revealed large scale ‘backdoor appointments’ in the form of direct appointment in the Nagaland Public Works Department (NPWD) between the year 2005 and 2015. According to response from the Public Information Officer (PIO), NPWD to an RTI filed in this connection which was furnished to the media, out of 171 Junior Engineers (JEs) appointed between 2005 and 2015 in the State PWD, 61 seats were filled through backdoor and only 110 were selected through NPSC. Also making a record of sorts, ACAUT alleged that 21 JEs were squeezed into the department in one day alone-March 22, 2015 as direct backdoor appointees. This new record was made by breaking the previous record set on June 28, 2012 when 10 JEs were squeezed in the department as backdoor appointees, the action committee further stated. ACAUT at the same time acknowledged that, in all fairness, 53 Sub Divisional Officers (SDO) were appointed during the same period, all through NPSC. On the other hand, ACAUT found it incredible that while the Nagaland Public Service Commission (NPSC) was in the process of notifying its combined technical services examination (electrical, mechanical, civil etc) for the post of 18 JEs Year

The RTI reply from the NPWD basing on a query also admitted that the posts of SDO, JE are recruited through NPSC with a pay band above Rs 5200-20200/GP-2800. ACAUT also revealed that between 2008 and 2015, in the most appalling situation, a whopping 1092 post of section officer-grade I & II, section assistant and LDA, all requiring minimum qualification of graduate and above or diploma in engineering were appointed without the department following any transparent selection process. The RTI had sought certified copy of appointment order /government approval order for each appointment for the posts of section Officer (SO-1); section officer (SO-11), section assistants, tracer, painter, mason, electrician, peon, chowkidar, driver, handyman (under mechanical), storekeeper, mechanics and LDA. While the PIO informed that the total number of employees in NPWD is 9716, as per another query, it could not provide information on the total number of sanctioned post in the department since in many cases the records of post creation orders are unavailable or untraced. In the light of the information received from NPWD, ACAUT computed that out of the total 1316 appointments, a massive 1153 or 88% comprised of ‘backdoor appointments.’

Recognising street vending as a major livelihood activity and putting in place a State Policy on Street Vendors were the major recommendations of a study conducted on ‘Local Markets with Special Focus on Women Vendors in Nagaland.’ The findings of the study, conducted by North East Network (NEN) and Exotic Echo Society (EES) for the Self Employed Women Association (SEWA), outlined that the Nagaland state government should give importance to the subject of street vending from gender and economic perspective. While street vending is generally viewed as a minor business activity, its contribution to the local economy has been tremendous. With the study particularly focussed on Naga women vendors, it found that these women act as a major link between the market and local farmers. Further, it has enabled hundreds of women from poor economic backgrounds to eke out a sustainable living. The findings were presented at a seminar jointly organised by NEN, EES and SEWA at the NMM conference hall, Dimapur on September 28. According to Neimhanu Kulnu, Programme Associate of NEN, the study was conducted from August 2013 to April 2014. It was based on field observation and interaction with local vendors and market managers, and also individual case studies of women vendors. It covered 9 market locations in Kohima, 10 in Dimapur and 1 at Pfutsero.

The primary objective of the study was to assess the challenges faced by women vendors in Nagaland and to provide valid documentation with which they can put forward their case to the government. From the 975 Naga vendors taken into observation as case studies, 841 were women. Majority of the women had little or no education with no access to credit or financial facilities making them vulnerable. Insecurity, eviction, excessive taxation, inability to rent space, lack of storage facilities, lack of sanitation amenity and the visible lack of grievance redressal mechanism were the major challenges faced by the vendors. Taking into consideration the challenges and its contribution to the local economy, the study has recommended that that a State Policy be put in place while implementing the National Street Vendors Act, 2014. Besides legislation, the study recommended sensitizing urban authorities as well as the vendors on rights and regulating taxation, while providing infrastructural support and making the markets inclusive and secure for women vendors. Deputy Commissioner, Dimapur, Kesonyu Yhome, speaking at the seminar underscored the need for a social security mechanism in this largely overlooked sector of the economy. Stating that a collective effort is required to organise the sector, Yhome added that issues must be identified and tackled accordingly. According to him, the Labour department also has a huge role to play in this regard. Assistant Urban Development Officer, Dimapur, Petevilie Khatsü, spoke on the relevance of the National Street Vendors Act, it s gaps and strategies in the context of Nagaland.

This is the story of a young football player from a remote village in Nagaland whose love for the beautiful game is boundless, whose perseverance and sheer grit is an inspiration for all Naga sportspersons, and whose unfaltering faith in Jesus Christ has helped him overcome insurmountable odds. Meet Lironthung Jami Lotha, jersey number 7, Mohun Bagan U-19, the dexterous left-footed winger going down the right flank of the field who has earned the reputation as a ‘killer’ striker among the club’s fans. Lironthung is a nineteen-year old native of Merapani Foothill village under Wokha district, undoubtedly a promising Naga football star in the making. He is currently training at the Mohun Bagan SAIL Football Academy, Kolkata. Coming from a humble background, Lironthung is a God-fearing young man who always says his prayer first thing in the morning. Son of a ‘third-grade’ government employee at Bhandari Sub-Division, Lironthung did his early schooling at Montfort School, Baghty before joining SAI Academy, Golaghat in neighbouring Assam in the year 2010. He started playing football since he was in class three. He left his studies after class ten to pursue his football dreams and remains steadfast in his mission. While at SAI Golaghat, his dream at that period of time was joining the SAI academy at Guwahati but as fate would have it, he ended up landing in the much acclaimed Mohun Bagan SAIL football academy in Kolkata in the year 2013. On March 3 of the same year, Lironthung got an unexpected phone call from a former coach informing that he was to attend a ‘trial camp’ at Mohun Bagan academy. Though he had never travelled alone before, Lironthung mustered his courage and boarded a train to Kolkata the very next day. Two days later on the evening of March 5 he attended the ‘trial camp’ at Mo-

hun Bagan. It was only after he walked into the field that he realized it was an ‘all India trial camp’ where 850 aspiring footballers were attending the ‘trial camp’ with the dream of being selected by the oldest football club in Asia, Mohun Bagan. “I was scared and nervous. Looking at the physique of the other play-

ers, I felt hopeless,” Lironthung recalls. What he did next was something unexpected. “I took permission from the coach and went to the toilet where I prayed to God.” He still remembers the exact words of his prayer that evening. Each of the 850 players were allowed to play only 15 minutes each in that ‘trial camp’ and Lironthung lived up to the occasion by scoring 3 goals in his allotted time. The selectors were impressed by his performance and he was selected to attend Mohun Bagan SAIL Academy, which he joined on May 5, 2013. Lironthung’s footballing journey began in 2010 and till date, he has not received any support from any quarter except his family. One of four siblings, Lironthung is where he is today solely because of his hard work and family’s support. He is the only player from Nagaland undergoing training at the reputed academy. There are players from other neighbouring states like Manipur, Assam and Mizoram in the same academy who are well supported by the respective state governments. The only financial respite he has is that the academy offers him a monthly stipend of a thousand rupees! “Football is in my blood and I hope and pray to God that someday, I will achieve a milestone.” As of now, his aim is to get selected into the senior side of Mohun Bagan once he graduates from the U-19 academy. Known by the name ‘Lotha’ to his mates on the field, Lironthung’s first major game was the I-League U-19 Kolkata zone qualifying derby against Bagan’s arch rivals East Bengal on January 4 this year. The match was on a dead-lock when Lironthung netted the winning goal with a strike from 19 yards in the 93rd minute of the game. He instantaneously became a hero for the Bagan fans who bestowed on him the moniker ‘Killer Lironthung .’ His most admired football player remains T. Ao, the most accomplished Naga footballer in history. Lironthung aims to play like T. Ao and “keep Naga football alive.”

The programme was organized by Zunheboto Town Youth Organisation (ZTYO) and sponsored by WSSO (PHED). Superintendent of Police, Krodi Rhetso NPS was the chief guest. Speaking at the campaign, Rhetso highlighted the ongoing worldwide awareness on environmental issues initiated by Pope Francis. The chief guest also urged the participants to organise or set up Committee on sanitation like Colony Sanitation Board, Community Sanitation Volunteers for clean and healthy environment. Waste is not something that should be discarded or disposed of with no regard for future use. It can be a valuable resource if addressed correctly, through policy and practice. Based on that, the Environmental Studies (EVS) students of C-Edge College, Dimapur who are also a member of the college environmental club ‘Mission Green’

took on a field study to the DMC dumping site and Dimapur District Hospital (Civil). The field study inspection started with the Dimapur Municipal Council dumping site, where the Supervisor Khehoto Sumi and the Sanitation Inspector Revo Anar of DMC guided the students. After that, detailed interaction took place between the students with the officials on the waste management practiced by DMC. The students also visited Dimapur District Hospital to inspect and study their waste management. The

Medical Superintendent of District Hospital, Dr. Tungoe had an introductory session with the students based on their medical waste management. After which, he took the students around the hospital and to the medical dumping area. The session ended with a final question answer interaction with the Medical Superintendent. Through this field study, the students will be writing a case study report, which will be a part of their internal assessment for the EVS subject. It will also be a basis for the Mission Green process.

Pradesh, Mizoram, NF Railway, Nagaland, Sikkim and Tripura attended the Camp. Competitions on pioneering projects, camp crafts, first-aid, colour party march, cooking without utensils, flag procedure, physical fitness, fire rescue demonstration, hiking, cultural exhibitions etc were

Boat capsizes in Assam, 20 missing guwahati, September 28 (iaNS): About 20 people were missing after a boat carrying about 200 people capsized in a river in Assam's Kamrup district on Monday. Locals said the boat, going from Hatikhola to Gomi over the Kalahi river, developed a snag at Sampupara near Chaigaon and overturned after hitting some object. They said many passengers jumped out and swam across to the river bank but many are suspected to have been trapped in the boat. The district administration launched rescue operation with the help of National Disaster Rescue Force and State Disaster Rescue Force personnel. At least 20 people were missing till filing of the report. "The boat was travelling against the stream. While most of the passengers swam across, locals said about 20 are still missing. We hope that they are safe," said Kamrup Deputy Commissioner Vinod Seshan. He said the district administration is yet to receive any formal information on the missing persons.

Sources said the ITBP has proposed raising 30 new battalions, in case it is deployed there. The Assam Rifles (AR), which already has 25,000 men deployed there, said they would need only a few thousand more men to plug the gaps along the border. “The induction of a new force also means that new installations and infrastructure will have to be created. Presently, the government does not have that much money to spare on a new recruitment plan,” said the official. Another suggestion is to have robust patrolling by the Assam Rifles as several insurgent camps continue to operate in Myanmar, close to the border.

Yaikhom Boicha, 36, a resident of Uripok, was kidnapped by four unidentified persons from North AOC around 11 pm. He was forced into a car, Boicha told journalists at the Press Club here on Monday. When the car reached Porompat area in Imphal East, they stopped there and one of the kidnappers went

into a house and returned with a gun. He was then driven to Baruni Hill area where he was severely beaten up. Baruni Hill is located about 27 km from here. Boicha said that he was subjected to severe questioning and his captors asked him whether he was member of Kangleipak Communist Party (KCP). When the beating started, he cried for help, but nobody ever heard him. He then jumped into a deep gorge nearby and escaped from the clutches of his captors, narrated Boicha. Google to set up Wi-Fi at 400 Indian railway stations in India

Around 10.6 mn tonne of food production to be lost due to illegal pesticides new DelhI, September 28 (agencIeS): About 10.6 million tonne of food production will be lost this year due to illegal or counterfeit pesticides, as per a recent study by industry body Federation of Indian Chamber of Commerce and Industry (Ficci). This is almost 4% of the entire production. The study points out that counterfeit pesticides are growing and were 30% of the total market in volume terms and 25% in value terms in 2013. It further warns that the problem is growing at 20% annually and if not challenged, almost 40% of all pesticides sold in 2019 will be spurious. Uttar Pradesh, Madhya Pradesh, Andhra Pradesh, Maharashtra and West Bengal are the worst effected states, as per the study. The study puts the market valuation of the agrochemical industry at about Rs 25,000 crore. Of this, illegal pesticides accounted for Rs 3,200 crore in 2013. Among primary reasons cited for the proliferation of illegal pesticides is price, which can be almost 30-40% lower than the average market price of an authentic product. Also, for manufacturers and sellers, profit margins on illegal products is around 25-30% as compared to 3-5% for branded products. The study also blames the long product registration process. It says the 1-3 duration acts as an entry barrier for new businesses and incentivises il-

While irreversible damage to environment by use of unmonitored toxic elements can render large patches of land useless for cultivation, it said chances of ground and surface water contamination impacting millions of people is also high. It further says that exports could be affected as there were chances of Indian food products being rejected by developed countries. The study also paints a dark future for the agricultural sector in India, which contributed 15.79% to gross domestic product in 2013-14. The study said, according to the 2011 census, India’s 119 million cultivators were decreasing in number by approximately 2,000 every day. Other than recommending increased vigilance and ground level awareness, the study also asks the government to step in. It proposes anti-counterfeiting committees to coordinate between stakeholders and mandating minimum educational requirements to qualify as a pesticide retailer. Acknowledged by the government body - Indian Council of Agricultural Research, the study is supported by a number of farmers organisations, including the Bharatiya Krishak Samaj. It is based on interviews with key agrochemical companies, regulatory bodies, farmers, distributors and sales, procurement departments in companies.

Key to resolving Naga imbroglio lies in its simplicity Amitava Mukherjee IANS

The key to a solution of the longstanding Naga problem is very simple - just broadbase the negotiation and don't limit it to an agreement with the NSCN (Issac-Muivah) faction only which is actually an organization dominated by the Tangkhul Nagas of Manipur. This is necessary because the Naga society is not homogeneous in character as village and clan identity play a very important part. In this context, recent statements by the Naga Mothers Association (NMA) accusing the Indian government of following a dual policy over Nagaland clearly point out that the "peace accord" initiated by the central government has nearly fallen through. The NMA has

expressed its shock over the recently-imposed five-year ban on the National Socialist Council of Nagalim (Khaplang) faction and has demanded replacement of existing security forces by the Naga India Reserve Battalion (NIRB). The demand is sensible and if acted upon may usher in an atmosphere conducive for peace negotiations in Nagaland. It is however open to doubt whether the central government will be sagacious enough to remove the Assam Rifles whose presence once led to "nude protests" by some women of the neighbouring Manipur state. The symbolic protest was against numerous alleged molestation attempts by Assam Rifles' troopers. Under such a circumstance

the man who could have given a proper direction to the peace negotiation is R.N. Ravi, the central government's interlocutor. Ravi's problem is that he sometimes talks and writes too much - quite unbecoming of an intelligence official. But the man is unbiased and had openly criticized the ongoing talks with only the NSCN(IM) faction as, in his opinion, involvement of all sections of the Naga society was necessary. Ravi had become so bitter about the central government's approach that he once called K. Padmanabhaiah, a former Union home secretary and a former interlocutor, a "successful marketing agent of the NSCN (I-M)". This time, Ravi has far more genuine grounds for bitterness as the Khaplang faction

has been banned at a time when he was trying to open up a channel of negotiation with it. For this, he had talked to certain Naga civil society organizations whose members would have gone to the IndoMyanmar border for talks with the Khaplang group. Even the Naga Mothers Association had talks with Ravi. But the interlocutor has been keeping a studied silence. Perhaps he had already read the government's mind. What should, however, worry the policymakers in New Delhi is the fact that each peace initiative had given birth to new breakaway Naga insurgent groups and led to more violence. It started with the AkbarHydari agreement of 1947 which brought to the fore A.Z. Phizo. The 1975 Shillong ac-

cord led to the division of the Naga National Council (NNC) and saw the birth of the NSCN. In 1988 NSCN again split into two factions. Frankly speaking, an agreement with the I-M faction will mean very little. Its support base consists of the Sema, Tangkhul and Zeliang tribes. The Khaplang faction draws its sustenance from the Ao and Konyak tribes while the NNC, still a force to reckon with, is the organization of the Angami and Chakesang tribes. Of all these sub-tribal groups, the Tangkhuls are the most educated and the Konyaks the least but, at the same time, the most ferocious. It is true that the Khaplang faction is numerically inferior and has experienced further splits when

in 2011 Khole Konyak and Kitovi Zimomi, two frontranking leaders, broke away and formed the NSCN (K-K) group. In addition, another very small faction named the NSCN (Reformation) had split from Khaplang in 1999. Subsequent events, however, proved that Khaplang had lost very little of his firepower. Moreover, the tribal base of all the breakaway groups remains the same and in the event of any war-time situation, they are likely to come close to S.S. Khaplang. Already the NSCN(K-K) group has openly come out against the 'framework accord". Today the NSCN (I-M) is, no doubt, the largest group among the Naga militants with more than 6,000 armed cadres. It has also expanded its base, al-

TL Semdok as the president of NCP Nagaland state on September 21, NCP Nagaland state convenor today issued a clarification. In a press release, convenor Miathou Krose said he along with the Nationalist Congress Party (NCP) legislators were present during the discussion with Chief Minister TR Zeliang and DAN Chairman Dr. Shurhozelie, wherein

the party was requested to consider withdrawing the Special Leave Petition (SLP) pending before the Supreme Court, Krose said he responded that central NCP leaders will never allow them to withdraw the SLP due to the fact that it has to be processed through the Senior Counsel, who heads the NCP's National Legal Cell and would only invite disciplinary action. He requested Semdok not to take such a drastic step, according to the release. “Unfortunate-

ly, he went ahead without even informing us or NCP state officials and executive members. Therefore, our presence in the discussion should not be misconstrued as an approval for the withdrawal letter submitted by Er. Semdok on 17.09.2015,” it added. The release stated that the unfortunate development within the NCP thereafter does not change the stand of the NCP and the party reaffirmed further support to the DAN government under the leader-

ship of Chief Minister TR Zeliang and DAN Chairman Dr. Shurhozelie. Further, Krose stated that the said SLP in the Supreme Court pertains to question of law in the 10th Schedule of the Constitution of India and should not be seen as impediment to the ongoing peace process. In the context of the framework agreement signed on August 3 between NSCN (IM) and GoI, he said, the NCP national president Sharad Pawar has informed that the Prime Minister has spoken to him although de-

tails of the agreement are not known. Sharad Pawar has also stated that he stands by his earlier assurance that NCP would lend its support to a peaceful settlement that is acceptable to all sections of the Nagas, the release added. “Hence, it is inappropriate to seek refuge behind the Indo-Naga political issue for any misadventure.” With regard to NCP units of Longleng and Tuensang districts resolving to approach the national president for revocation of the

suspension order served on Semdok, Krose assured the NCP leaders of the two districts that he will also urge the party central leaders to positively consider the plea for revocation of suspension order in the larger interest of the party. The convenor also declared that he had accepted the present responsibility not by choice but out of necessity and compulsion. Meanwhile, he appealed to all party officials not to create further misunderstanding within the party.

However, in the event of any negotiation leading to acceptable solution other than the mandated struggle for sovereignty, the Government of India should invite all the political groups for dialogues and consult the stakeholders for a lasting political so-

NTC further asserted that if integration of contiguous Naga areas is not possible at the moment, any arrangement of population integration without land or rehabilitation of people at the cost of the state of Nagaland is not acceptable. It maintained that the Nagas believe life is synonymous with land and “we cannot imagine life without land.” In consonance with this “inalienable truth”, it said, Nagaland state was given absolute constitutional right over land and its resources by the pioneers of the country. Meanwhile, the NTC was pleased to note that

Wabang Kichu, a resident of Lijaba Lijen Ward of Mokokchung Town voluntarily pooled in his resources to refurbish the two landmarks at the hospital premises giving it a neat look. Some of his friends also came forward to render their services in the job that took them a whole week, which was completed today. For Wabang Kichu, the hospital holds a special place in his heart as his late mother worked there as a nurse. Since year 2000, he has also been organizing ‘Christmas with Patients’ every year at the hospital. The Naga future needs to be defined positively by who we are and what we stand for!

F

or quite some now the rapidly unfolding social political situation seems to be generating confusion and dampening the Naga sense of independence and proactive mindset. The undertow of negativity, cynicism, and suspicion is infiltrating, and threatens to compromise the Naga way of life including its values, traditions and sense of purpose. The society is witnessing an emerging dogmatic rhetoric in the social and political discourse that is negatively redefining the Naga future. Such language needs to be questioned, for it has the potential to create further divisions and separations in our thinking and ability to act with dignity. Now, with increased frequency, we are seeing and hearing a flood of impassioned statements from all sections of political and civil society. Many persons are expressing their feelings, positions and aspirations through the print and social media. Ironically, many a time their primary messages are focused on what they oppose, and not their aspirations or what they stand for. In other words, their position is shaped in the form of an anti-thesis. Subsequently, not only is this a missed opportunity to articulate what they truly stand for, but omits the possibility of exploring common ground. Eventually, a discourse primarily shaped by what one is against is a laundry list that can lead to a degenerating process in the ongoing social discourse. This is truly a matter of concern for Naga society. The social discourse is the place where ideas are debated and tested and are eventually woven into the social structure. The Naga social structure needs to be as strong and vibrant as its hand woven shawls that are intrinsically linked with Naga identity, history and purpose. Today, the international community seems to understand and perceive the Nagas based on what we are against, thereby failing to understand who we truly are as a people. This is generating negativity and causing more divisions within our own social fabric. Nagas need to turn around and face this; make a U-turn. This presents an opportunity for our leaders, elders, organizations, young people and the intelligentsia to share their views and values based on what they stand for. Once the Naga leaders and the public begin articulating their vision and aspirations, the possibility for creating common ground increases, and this, in turn, stimulates unity of purpose. Naga differences will be constructively and positively recognized, not on the basis of what divides us, but on the basis of what brings us together. If Nagas aspire to have a shared future, then we need to express our desired future based on who we are and how we are united in purpose. This process requires us to recover and represent the intrinsic values and virtues which reflect the Naga people’s desire for justice, fairness, equality, respect, compassion, inclusion, forgiveness and kindness above greed, exclusion, selfishness, heartlessness, hate and personal ambition. It is by using this approach that Naga people can restore their dignity and integrity at its heart. Now is the time to turn around and face the tide of negativity, make a U-turn and begin defining a shared future in solidarity based on who we are and what we stand for!

Mind reading with direct brain-to-brain experiment

I

n an experiment, researchers from University of Washington (UW) have used a direct brain-to-brain connection to enable participants play a question-and-answer game by transmitting signals from one brain to the other over the internet. The experiment shows that two brains can be directly linked to allow one person to guess what's on another person's mind. "This is the most complex brain-to-brain experiment that has been done in humans. It uses conscious experiences through signals that are experienced visually, and it requires two people to collaborate," said lead author Andrea Stocco, assistant professor of psychology at UW. The experiment was carried out in dark rooms in two labs located almost a mile apart and involved five pairs of participants who played 20 rounds of the question-and-answer game. Each game had eight objects and three questions that would solve the game if answered correctly. The first participant, or "respondent", wears a cap connected to an electroencephalography (EEG) machine that records electrical brain activity. The respondent is shown an object (for example, a dog) on a computer screen, and the second participant, or "inquirer", sees a list of possible objects and associated questions. With the click of a mouse, the inquirer sends a question and the respondent answers "yes" or "no" by focusing on one of two flashing LED lights attached to the monitor, which flash at different frequencies. A "no" or "yes" answer both send a signal to the inquirer via the internet and activate a magnetic coil positioned behind the inquirer's head. But only a "yes" answer generates a response intense enough to stimulate the visual cortex and cause the inquirer to see a flash of light known as a "phosphene". The phosphene -- which might look like a blob, waves or a thin line -- is created through a brief disruption in the visual field and tells the inquirer the answer is yes. Through answers to these simple yes or no questions, the inquirer identifies the correct item. The researchers took steps to ensure participants could not use clues other than direct brain communication to complete the game. They wore earplugs so they could not hear the different sounds produced by the varying stimulation intensities of the "yes" and "no" responses. "We took many steps to make sure that people were not cheating," Stocco added. Participants were able to guess the correct object in 72 percent of the real games, compared with just 18 percent of the control rounds. "They have to interpret something they are seeing with their brains. It is not something they have ever seen before," noted study co-author Chantel Prat from UW's Institute for Learning and Brain Sciences. The team is also working on transmitting brain states like sending signals from an alert person to a sleepy one or from a focused student to one who has attention deficit hyperactivity disorder (ADHD). "Imagine having someone with ADHD and a neurotypical student," Prat said. "When the non-ADHD student is paying attention, the ADHD student's brain gets put into a state of greater attention automatically." The research was detailed in the journal PLOS ONE.

Pope Francis and the nonviolent shift The message is simple. We want to take care of the earth, stop killing others, and start rebuilding the world so that everyone has food, housing, healthcare, education, employment and dignity

I

t’s synchronistic that, the same week Pope Francis brought his message of peace, people and the planet to the United States, thousands of activists were dramatizing many of these same themes by taking to the streets in hundreds of cities for a culture of peace and nonviolence. It was a coincidence that Campaign Nonviolence’s second annual week of nonviolent actions took place during the pope’s visit. But the fact that both happened at the same time underscores the importance of two critical elements of nonviolent change: vision and action. Tackling the monumental catastrophes facing our suffering world will take a clear-sighted prophetic stance — especially one delivered with the compassionate and down-to-earth exuberance of the current pontiff — but it will also require a growing movement to generate the people power sufficient to translate even the most pointed declarations into gritty change. And that’s where Campaign Nonviolence — and many other initiatives for monumental transformation — comes in. Campaign Nonviolence, or CNV, is a long-term movement taking action for a world free from war, poverty, racism, environmental destruction and, for good measure, the epidemic of violence. Launched a year ago with events coast to coast, CNV this week mobilized again in all 50 states and nine countries, from Pakistan to Portugal. Its strategic, multi-generational job description is to foster a culture that works for all of us by mainstreaming active nonviolence, by connecting the dots between issues and between movements, and by taking action for a nonviolent shift. Hence this week’s 363 — and counting — CNV marches, rallies, demonstrations, interfaith services and vigils held since last Sunday and running through this weekend. A raft of cities organized multiple events, including Memphis, Tennessee, Raleigh, North Carolina, Boise, Idaho, San Francisco, and Little Rock, Arkansas. The latter hosted a peace vigil, an Equality Summit for LGBTQ rights, a panel on peace in the Middle East, a food drive for the poor of Arkansas, and a public dialogue on the pope’s encyclical on the environment. Elsewhere activists mobilized at drone bases north of Las Vegas and Horsham, Pennsylvania. Wilmington, Delaware saw a march against gun violence, while a rally was held at Calumet Refinery in Great Falls, Montana opposing tar sands extraction. With an eye on a long-term strategy for change, the city of Ashland, Oregon launched the Ashland Culture of Peace Commission. From Anchorage to Tampa Bay, from Kabul to Guam, and in hundreds of other places, Campaign Nonviolence went public for a better world. The day before the pope’s meeting with President Obama on Wednesday, the National Campaign for Nonviolent Resistance staged a CNV action at Rep. Paul Ryan’s Congressional office on Capitol Hill, followed by a rally and civil disobedience action at the White House, where 16 advo-

ot many people enjoy the existence of poverty. Some think it’s inevitable, others that tackling it is politically impossible. But for those with ambition, an end to poverty is a worthy enough goal. Naturally the self-congratulation will be in full flow this weekend, as celebrities and world leaders gather in New York to launch their latest effort to do just that, in the form of the Sustainable Development Goals (SDGs). But something will be missing in between the speeches and performances by the likes of Ed Sheeran, Beyonce, Bill Gates and Meryl Streep. That thing is power. Because unless you understand that the poverty of some flows from the wealth and power of others, efforts to fight poverty will not truly work. The SDGs consist of 17 objectives which aim to build a better planet – from eradicating hunger to building more sustainable cities. Each objectives contains a number of targets which cover everything from having better public transport to helping artisanal fisherfolk get better access to markets. The goals do represent the many dimensions of poverty – it isn’t simply about a certain number of dollars a day. While some targets are limited or problematic (‘preventing trade restrictions in agriculture’ could cover a multitude of sins) others are very good (‘encouraging local involvement in water management’ and ‘improving the incomes of small farmers’). The real problem is that this wishlist comes with no historical background of how we got here, and no political strategy for how we get out. As such it relies on a mixture of more market and more technically competent

cates for change were arrested. “As Pope Francis visits the United States this week, and challenges us to end poverty, war, executions, racism, nuclear weapons and environmental destruction, many of us are taking to the streets with the same message,” said Rev. John Dear, who spoke at the gates of the White House on Tuesday, emphasizing the importance of CNV’s wave of actions at the moment of the papal visit. “The message is simple: We want a new culture of nonviolence. We want to live in peace with justice for one another. We want to take care of the earth, stop killing others, and start rebuilding the world so that everyone has food, housing, healthcare, education, employment and dignity.” As Rev. Dear stressed, this growing movement echoes the relentless preoccupation of Pope Francis: an end to poverty, the abolition of war, and a dramatic new and healing relationship with the earth. Nowhere is this more evident than in his groundbreaking encyclical “Laudato Si’ — On Care for Our Common Home,” which illuminates the interrelationship between climate change, our economic order, and the impact on people everywhere, especially the most marginalized. “I will point to the intimate relationship between the poor and the fragility of the planet, the conviction that everything is connected, the critique of new paradigms and forms of power derived from technology, the call to seek other ways of understanding the economy and progress, the value proper to each creature,” he writes in the encyclical’s opening chapter. As organizer Mary Ellen Quinn has clearly illuminated in a trenchant analysis of this ground-breaking papal document, Pope Francis, like CNV, is connecting the dots between war, poverty, the climate crisis and all violence — a point underscored by a new published report that the pope is planning to call for a ban on the possession of nuclear weapons. Also like CNV, Pope Francis not only is calling out the problem, he is pointing to the solution: the need for a new culture of peace. For the pope, this means a clear stand against

violence, rooted in a recovery of the nonviolence of his own religious tradition, as he indicated in a statement at St. Peter’s in August 2013: “The true strength of the Christian is the power of truth and love, which leads to the renunciation of all violence. Faith and violence are incompatible.” This is a remarkable statement, coming from the leader of an institution that, for 1,500 years, has often given a pass to violence in the world — codified in Just War theology — and in the church itself. He is spelling out that, for those standing in that tradition, faith cannot justify violence, legitimate violence, or give power to violence. This simple declaration has far-reaching implications, as the pope reclaims the originating vision and practice of his tradition, which is rooted in the power of an inclusive, transformative love, including the love of self, love of neighbor, and, most revolutionary of all, love of enemies. If a culture of comprehensive peace is the goal, then nonviolence — active and creative love in action — is the method. What if, therefore, this already audacious pope were to even more audaciously mainstream nonviolence? What if he were to even more explicitly spread the centrality of active nonviolence throughout the church and the world? What if this papacy were to strenuously highlight the power of nonviolence as a force for good and as a key to the survival and flourishing of the planet? What if Pope Francis were to write a new encyclical on nonviolence directed to the church — which would be invited to confess and transform its own violence — but also addressed to the world, in the way “Laudato Si’” was? It would likely have a dramatic, tumultuous and potentially transformative impact. CNV would welcome and applaud such a clarion call. And, until then, CNV — and many other movements, institutions, organizations and people around the world — will continue making such a call itself, and take small and large steps to foster an emerging culture of peace and nonviolence, piece by piece and action by action.

governments. There’s no sign that the economic model itself is broken – just that it needs some tuning. Take one obvious gap: trans-national corporations. They aren’t mentioned in the SDGs, yet the power of corporations is fundamental to the staggering levels of inequality which afflict the world, and are at the centre of an economic model quite prepared to burn the planet in its drive for ever more profit. It is impossible to realise the targets of the SDGs without tackling corporate power. Nor is there any acknowledgment of colonial history, of slavery, of racism, of desperately unfair terms of trade, of structural adjustment policies which flushed dozens of countries’ economies down the drain only 30 years ago. Far from critiquing the control of the market, the SDGs exhort world leaders to "remove market distortions" and "ensure the proper functioning of food commodity markets." The SDGs' answer to 'hunger' is growing more food – despite the fact that we have more than enough food in the world to feed everyone. Technology plays a key role in the targets – for instance in the eradication of epidemics

of HIV and malaria - but with no sign of how governments will improve the flow of knowledge around the world without breaking the ever more ferocious intellectual property regime that allows corporate giants to monopolise that knowledge. More foreign investment is encouraged, but without a framework for controlling that investment, how is it supposed to benefit the majority? In short, power doesn’t exist in the SDGs. The chapter on inequality nowhere mentions that the problem of poverty is inseparable from the problem of superwealth; that exploitation and the monopolisation of resources by the few is the cause of poverty. Of course this lack of analysis isn’t accidental. In the world of fighting poverty, of 'development,' corporations and the super-rich are no longer problems, but partners. How on earth will the SDGs be financed, especially since a global tax body has already been vetoed by rich countries 3 months ago? By big business of course. With a captured public sector unable to fund the SDG promises, big business will happily come in, with state backing, to run healthcare and education, communications and transport, food and water.

The market is the answer. Perhaps it’s unfeasible to think that the UN could advocate such seemingly radical proposals as democratic control of the world’s resources? Actually that doubt shows how far backwards we’ve gone. Because in the mid-1970s the UN adopted a policy which, while less detailed (mercifully, it fits on a few pages), laid out a far better analysis of the world’s problems, with a clearer set of solutions for moving forward. It seems incredible now that the New International Economic OrderNIEO (pdf ) was really UN policy, but it passed the General Assembly in May 1974 and was regarded as much too moderate by many campaigners of the time. The NIEO declared that "the remaining vestiges of alien and colonial domination, foreign occupation, racial discrimination, apartheid and neocolonialism in all its forms continue to be among the greatest obstacles to… full emancipation and progress." in an era when few people knew what a TNC was, Its recommendations included the "regulation and supervision of the activities of transnational corporations," as well as radical reform of the global trade regime. The world has changed and the NIEO is not a blueprint for a perfect planet. But it highlights the poverty of 'development' thinking, the pinnacle of which is represented by the SDGs. The answer to world poverty can’t be found among the development professional and celebrities in New York this weekend. Rather it will be found among the many thousands of activists, community organisations and social movements who are really confronting power in the world. Let’s join them.

What Happened to Brazil? Latin America's largest country once looked ascendant. Now it's been laid low by widespread violence, structural racism, endemic corruption, and external economic shocks

n the 2014 World Cup, Germany not only ousted Brazil from the semi-finals. It gave the legendary team a drubbing, 7 goals to 1. For most of the match, Brazil faced a shutout: Only in the last minute did Brazilian striker Oscar manage to put the ball in the net. The staggering loss was all the more painful because it took place in Brazil, which was hosting the World Cup. Brazil’s national football team hadn’t lost at home in 62 matches going back to 1975. It was a very public humiliation that took place before heads of state and millions of people watching the televised match. The World Cup was supposed to be a crowning achievement, the proof that Brazil had made it to the club of advanced nations. It was an opportunity for the world to acknowledge all that Brazil had achieved in the previous 15 years. Not only had the Brazilian economy grown at a rapid pace in the first decade of the 21st century — averaging between 4 and 5 percent — but it had dramatically reduced its inequality. The policies of President Lula da Silva, the charismatic leader and former trade unionist, had pulled 26 million Brazilians out of poverty. The Bolsa Familia — the family allowance of direct cash payments to the poor — helped to swell the middle class from 45 million to 105 million in just 10 years, a truly remarkable development in a country of 200 million people. The Brazilian model didn’t just offer hope for other countries facing underdevelopment and economic inequality. Along with the other BRICS — Russia, India, China, South Africa — Brazil was leading the “rise of the rest” that would dethrone the United States and usher in a truly multipolar world. Lula, the left-winger turned powerbroker, epitomized this new post-postCold War world, negotiating deals with both George W. Bush and Hugo Chavez, Germany and China, the mandarins of the international financial system and the poorest inhabitants of the urban slums. He had turned a country best known for Carnival, samba, and beaches into a serious global competitor. Lula’s successor, Dilma Rousseff, took over in 2011. Going into 2014, the Brazilian economy wasn’t performing at quite the same levels as in the Lula years, but it was still registering modest growth. Rousseff had reasonably high approval ratings in her first term and polled a still-respectable 40 percent at the end of 2014.

war zones of the Middle East. Nor are they, by and large, in the poorest parts of Africa. In the most recent UN report on global homicide figures, Africa was overtaken by a surprise entrant: Latin America. One-third of all world’s homicides take place in a region that contains only 8 percent of the global population. And of the top 50 most dangerous cities, in terms of homicide, an astounding 19 of them are located in Brazil. In the United States, Detroit has the worst murder rate: 44.9 murders per 100,000 people. For the Brazilian city of Ananindeua, it’s nearly triple that: 125.7. The murder rate overall in Brazil is 29, making it more dangerous even than Mexico. Writes Suketu Mehta in The New York Review of Books: Four Brazilian cities had a murder rate of over 100 per 100,000 residents. Between 5 percent and 8 percent of Brazilian homicides are solved — as compared to 65 percent of U.S. murders and 90 percent of British murders. Most of the victims are male and poor, between fifteen and just shy of thirty. The homicide rate has shaved seven years off the life expectancy in the Rio favelas (slums). Prior to the 1980s, Brazil was not an especially dangerous country. But the rise of the drug trade, the involvement of organized crime, and the spread of gangs all contributed to the spiraling violence. It’s also been increasingly dangerous to write about Brazil’s dangers. As John Otis of the Committee to Protect Journalists has written, “at least seven Brazilian journalist were killed in direct relation to their work between January 2011 and November 2012, making the nation one of the world’s deadliest for the press.” Brazilians might take some comfort from the fact that, as a whole, their country comes out pretty well in the Global Peace Index. In 2015, Brazil ranked 103 out of 162: not great, but better than Honduras, Guatemala, and El Salvador. It’s also a far cry from Syria, Iraq, and Afghanistan, the worst performers on the list. Brazil isn’t that far off from the United States, ranked 94, either. On second thought, these ratings are only good news in the sense that Brazil is better off than countries at war and states on the verge of failing altogether. After all, these relative rankings don’t really convey the atmosphere of pervasive violence in the country, even during the Lula years, when the economy was expanding and the poorer population was getting more of a share of the pie. During Lula’s first term, for instance, rural violence actually increased as disputes over land spiraled up 83 percent. Despite his commitment to greater income equality, Lula failed to address the enormous concentration of land in the hands of large farmers and landowners. He did try to reduce the deforestation that was eating away at the Amazon and other parts of the country, but that trend reversed after 2012. Meanwhile, police brutality has reached epidemic proportions. In 2013, the police in the United States killed about 768 people (and 1,100 in 2014). In Brazil, with two-thirds the population, the police killed over 2,000 people in 2013. Extra-judicial killings escalated during the lead-up to the World Cup, as the military police and affiliated death squads tried to “clean up” the slums surrounding the stadiums. As in the United States, people of African descent face a much greater chance of dying in Brazil — at the hands of police or in homicides — than white people. This summer, a version of the Black Lives Matter movement, called React or Die, began to gather steam in Brazil. It was about time. For a country that was the last in the Americas to give up slavery, that imported 10 times more slaves from Africa than the United States did, and where Afro-Brazilians make up more than half the population, Brazil has long been in denial about its structural racism.

All of that has changed. Today, Rousseff’s approval rating has nearly bottomed out at 8 percent, and the Brazilian economy is set to shrink by nearly 3 percent this year. Anti-government demonstrations brought several hundred thousand protestors into the streets of more than 200 cities in March and August to demand that Rousseff step down. In the economic equivalent of the 2014 World Cup loss, Standard & Poor’s recently downgraded Brazil’s bonds from investment-grade to “junk.” Critics have taken aim at the Rousseff administration for its corruption and mismanagement. he rape of an Indian student shocks the world and fills the streets with protests; in the UK, women cleaners and caterers take councils to court over patriarchal pay; a New York hotel worker exposes the head of the IMF; women call out Twitter for the proliferation of online rape threats; a 17-year-old Somali woman ignites action against Female Genital Mutilation; millions in China protest against sexual harassment, and in some of the most besieged places on the planet, Kurdish women improvise novel ways of resisting nation states and sexism. Feminism flares all over the world. But, we hear, resistance is pointless because it is all over bar the shouting…it is only residual sexism that is morphing into spasms of rape, Twitter excess, archaic wounding and harmless opportunism by sex-starved proles and drones? Isn’t it just all over bar a few greedy feminists who think they can have more than everything, women demanding freedom of choice who can’t hack the consequences? After Conservative Party leader David Cameron almost wore a Fawcett Society T-shirt saying ‘this is what a feminist looks like’, the Labour Party was almost led by a woman in 2015, and the United States’ president might be a woman in 2016? So, what’s going on? We are asking Why Doesn’t Patriarchy Die not because we’re surprised, but because we want to know how sexist systems live and die, where they nest and with whom, how are they refreshed and re-invented, and where do they wither? We want

Brazil’s government-controlled energy company, Petrobras, is involved in a set of scandals of much greater magnitude and impact. The company, beginning in 2004, orchestrated a series of kickbacks in which contractors colluded in overcharging for services and then shared the proceeds in the form of, essentially, bribes. A handful of Petrobras employees enjoyed huge windfalls, as did a cadre of officials from the ruling Workers’ Party. The estimated size of the corruption: $3 billion. In comparison, the much more widely publicized corruption in FIFA, the international football federation, has reached only around $150 million. Petrobras’ self-inflicted wound coincides with a significant drop in world oil prices. Since the company represents an astonishing 10 percent of Brazil’s GDP, the fact that it lost half its value in the last year has had a disproportionate effect on the country’s economy. Unlike many oil-exporting countries, Brazil isn’t dependent entirely on the market for crude. It has a rather diverse portfolio of goods that it sells to other countries, from soybeans to iron ore. But it did develop a dependence on one country to buy those goods: China. Between 2000 and 2013, Brazilian exports to China rose from $2 billion to $83 billion, and more than half of all exports began to flow to that country. A drop in commodity prices in the spring followed by Beijing’s devaluation of the yuan — which made Brazil’s exports more expensive — was a devastating one-two punch. Widespread violence, structural racism, endemic corruption, and a set of external economic shocks have all contributed to Brazil’s fall from grace. Can the country recover from such a public embarrassment? Lula’s Legacy When asked about Brazil’s current travails, former president Lula remarked that “the poor helped save Brazil. And today I say that to take care of the poor is the solution.” The Bolsa Familia will likely continue, since it enjoys broad political support. It’s not just a handout. Payments to mothers are contingent on children going to school, getting proper meals, and receiving adequate health care. It’s an early-intervention program that works. But the larger legacy of Lula remains at risk: for instance, the nature of the state’s involvement in the economy. Ideally, the state can play an important role in stimulating the economy, putting resources into such sectors as sustainable energy, and providing a measure of stability to counteract market volatility. But that assumes a “clean” state. The Bolsa Familia has been a critically important program, but what’s the point of redistributing wealth to the poor while at the same time redistributing wealth to the wealthy through corrupt practices? And what’s the Brazilian state currently planning to do to pull the country out of recession? The Rousseff administration would like to reintroduce the financial transactions tax that was rescinded in 2007, but that proposal faces stiff resistance in the legislature. So instead, the government is looking into legalized gambling, a recipe for more corruption and impoverishment of the populace. Even an uncorrupt state invested in oil and gas is likely to make policy decisions slanted toward Big Energy. If the state has a vested interest in fossil fuel companies, like Petrobras, it may be less willing to forgo profits by putting more investment in renewable energy sources. Indeed, despite an impressive record of expanding electricity use without acquiring the carbon footprint of comparable countries its size, Brazil has also witnessed a decline in the proportion of renewables in its energy portfolio. Oil and natural gas are powerful drugs, and the Brazilian state is hooked on them. Finally, the BRICS model, including a new BRICS bank, sounds like something new and different. But in reality, the BRICS basically just want to change the nameplates on the existing international financial system. This isn’t South-South cooperation as imagined in the New International Economic Order of the 1970s — an envisioned restructuring of the global economy for the benefit of the South as a whole rather than just a few leading players. When push came to shove, Brazil under Lula engaged in the same ruthless scramble for resources in Africa that the United States, China, and other powers have engaged in for years. It’s not too late, of course, for Brazil to make a major, mid-course correction. The Petrobras scandal is already prompting a major anti-corruption drive. China’s economic slowdown is pushing the country to seek a more diverse set of trading partners. And in response to the omnipresent violence in society, various civic initiatives are addressing the nexus of police, gangs, and poverty. Still unknown is whether Brazil can pull this altogether as a credible development alternative, which can then perhaps influence the trajectory of the BRICS. A poor performance in front of a global audience can have long-term psychological impact. But fortunately, in life as in sports, countries get second chances. Brazil has all the right ingredients to be a world-class performer. It just has to clean house first and come up with a different strategy.

hen I say Education, I mean, “an all-round drawing out of the best in child and man- body, mind and spirit.” (M.K Gandhi): All round development of an individual- bodily, mentally and spiritually. This simple and yet comprehensive definition gives it all to what is EDUCATION all about. But before we go further, let us take a tiny dig at the etymological meaning of the word. It is derived from three Latin words, viz. 1, EDUCERE which means ‘to lead out’ or ‘to draw from darkness to light’ 2. EDUCARE which means ‘to rear’ or ‘to bring up’ and 3. EDUCATUM which means ‘the act of teaching or training’ It is quite a task to chalk out a definite connotation of such a thing like education which is so dynamic and which deals with the ever-growing and ever-changing society. But Socrates also said of it as ‘creation of a sound mind in a sound body.’ Therefore, like Gandhiji has said, education is development of an individual’s mind; it means the mentality, in truest and deepest sense of the term, must be developed. It means to imply that maturing of the mind is to be brought about. The maturity of the mind echelons to a state where the mind can be held high in all truthfulness, and no flames of doubts and shades of mysteries are able to envelope it. It will possess the insight into the right and differentiate what are wrongs and weed them off from one’s mind. This is what is meant by ‘development of mind.’ This development of the mind should also mean the aptitude of the mind stay aright at all times: through thick testing and thin tricky times. This stability of the state of mind will enable one to say no to the external forces, which one knows, are not right but to stand for the cause which is right. Then only one can be said to have a developed mind. This includes the way one thinks, the way one understands and evaluate in the most primal of things. This is where the value judgment comes so that we don’t get a chance to see people mistreating each other on different occasions. The truthful understanding and appreciation of varied people, culture, ethnic diversities and around etc. can only be attained by a developed mind. Now, how about development of body? Right from the moment pupils entered the school, the development of the body has continuously been happening- consciously or unconsciously both by the teachers and pupils alike: this development of body takes place. So it is rampantly important that this development shapes the muscles of the young pupils and paves way for right formation of the body- to do right actions in our society. This is why we have non-scholastic disciplines and co-curricular activities in our schools. But my concern here is ‘are we guiding them in the right formation? When the children run, jump and play, don’t we nag them? Are we letting them know the importance of body development? Are our children simply made to part take in the Annual Sports meets without having the underlying goals and objectives? Or do we instill in them the need for games and sports in their every-day lives to enhance the development of their body? In other words, do we see our children’s individual’s talent in various events and help them excel and promote them to higher stead? Had this been true, many Olympics and other sports champions would be here amidst us from our own society. In the boxing, shooting, volleyball, badminton to name a few in which we say we can outclass the others, do we have any players competing even in North-East region? Somewhere down the line in our system, things have not been right. Somewhere down our line, systems have not been righted or realized. In short, the development of the body in our present context is wrapped with our shields of laziness and complacency in accompaniment with ‘give-up or quick-surrender’ spirit- because we do not teach our children to fight hard. Meanwhile, the development of the spirit or progress of soul of the individual is very crucial. Spiritual advancement enables one to abstain and refrain from indulging in vices. It can replace ‘idleness is a devil’s workshop’ with purity of mind and self and remain distant from all that is evil in action. It helps in reflecting on the edification of the heart. Nothing can be compared to a person who is rich in spirituality, or to a person who possesses a sound soul. When the storms of temptation beat, when the tides of life sweep and when shock waves of the world shake, it is only a person with richness in spirit and who possesses a sound soul to withstand them all. In such cases, a person of poor spirituality will be beaten, tossed about and wavered. So then, it is a must that we should develop one’s spirit and soul. Furthermore, true spirituality is the vanguard of one’s own creed and belief. The precarious nature of fanaticism and extremism of one’s own sect/religion can only be warded off by one’s own true spirituality. Then only we will get a chance to see the world without fights and wars in the name of religion. Do we teach like it and does our education system work in the fashion? Hence, teachers who are in tune with the above mentioned truths and endeavouring to teach the beloved pillars of our society; imbibe the blessed virtues in the sincerest manner are what I would acknowledge as ‘Teachers in the Making’ who would make our Utopian society become a reality in the near future. I, as a working teacher, pledge myself to be one ‘Teacher in the Making’; do you?

Why doesn’t patriarchy die? to know when, where and why feminism flourishes and becomes the zeitgeist. In the 21st century, the meanings, locations and operations of both patriarchy and feminism - or cultures and regimes of male domination and the resistance - demands an engagement with a new world order new platforms, genres and institutions of both sexism and feminism. Women’s movements make their presence felt in moments of tumult and rupture. But not always. We need to explore how they breathe, find their voice, create alliances and make change when new historic settlements are shaped. Why, we wonder, are women educated, organising and assertive in the Sahrawi refugee camps in the western Sahara, whilst in Haiti’s refugee camps women are tormented by routine rape and robbery? And in the US, the herald of modernity, why is home and waged work ever more polarised, why are inequalities are growing at a rate unknown for a century? Around the early part of the last decade - 2003/2004 - we saw stirrings in the UK

among young feminists because the purported freedoms promised to women by neo-liberalism’s rhetoric of choice were illusory; this was crystallised by the austerity measures introduced to deal with the financial crisis, the impact of which fell disproportionately (72 per cent) on women. Where neo-liberalism prevails, male dominated states and individuals have a stake in controlling women’s sexuality and women’s labour in the global marketplace. Austerity is a thoroughly gendered project: it is reconstructing the relationship between state and society through the attack on the welfare state, with dire implications for a progressive gender settlement of the 21st century. Only in a cluster of Scandinavian social democracies do welfare states appear to take the side of women and children. Even they are assailed by global pressure to shrink their welfare states. The vacuum left by a much diminished state is being filled in some countries by religious forces providing services with an ethos that menaces women’s rights. Secular values - historically a better fit with women’s aspirations - were hijacked by brutal military regimes, exemplified by Egypt and Iraq. Now the rise of the religious right represents a new threat - often enlisting the language of human rights to promote the suppression of women's rights.

There are new divisions of labour across gender, classes and nations: cheap labour is being re-distributed across continents; women are trafficked in ever larger numbers for sex and domestic work; equal pay disappears from the horizon amidst new forms of the ‘dynamics of undervaluation’ of women’s work; the global hegemony of neoliberal economics dis-organises workers and staunches the prospects of gender economic equality; unpaid labour still contributes between a third and half of GDP globally and is still extracted universally from women. All of this exemplifies the ‘modernisation’ of patriarchal structures and ideologies in the era of neo-liberal hegemony. Many of the issues are the same but the articulations are different. That’s what we need to understand. We have teamed up with a novel intervention in journalism: Byline, a team that is crowdsourcing freelance journalists to engender a new relationship between writers and readers. Modelled on the way that, for example, iTunes burst through traditional ways of selling and buying music, one of Byline’s founders, Daniel Tudor, explains that journalism will benefit from an iTunes moment. In an era of the internet ‘and extreme choice, do enough people still want to buy a bundle called a newspaper, the contents of which are chosen seemingly arbitrarily by an editor?’ Byline sees itself as ‘acting as curators of journalists.’ Byline may go further and ‘pave the way for all manner of niche writers, gathering income for their original work, or simply serve as a tip jar.’

SAN JOSe, SepTeMber 28 (iANS): Prime Minister Narendra Modi said the 21st century belongs to India and the world has begun to acknowledge the fact, as he addressed an 18,000-strong cheering crowd of Indian community members at the SAP Centre here. Modi, in an over hourlong address to a "Modi, Modi” chanting crowd, also said that terrorism and climate change are the main challenges facing the world and urged all nations to unite in facing the twin threats. In a rock star reception like the one he had received at Madison Square Garden last year, Modi also asked the crowd for a "certificate" of his performance in the 16 months he has been in power. He said the world now acknowledges that the 21st century belongs to India, to loud cheers. “Sometime ago India was striving to join with the world, but today the times have changed and the world is thirsting to join with India," he said. He also said he will give his every moment and every particle of his body in working for India's betterment.

Asking the crowd for a certificate of his 16 months in power, Modi asked the rapturous crowd: "Did I live up to my promises, working day and night, and the responsibility that I have undertaken...Have I lived up to that?" to loud cheers and chants of "Modi, Modi". Indian Christians must be faithful to Constitution: Justice Kurian New DelHi, SepTeMber 28 (THe HiNDU): A series of questions posed by a small crowd of Christians to Supreme Court judge Kurian Joseph showed that the minority community felt insecure across the country. Justice Kurian, who was the chief guest at The Juhanon Mar Thoma Lecture hosted by Mar Thoma Syrian Church of Malabar, allayed their fears, gave them hope and pointed to the way to fight rightwing Hindutva forces. He spoke at length about the time and life of Jesus Christ, urging his fellow Christians to be faithful to the Indian Constitution. “If you want to be a true Christian you have to be a true Indian nationalist,” said Justice Kurian, addressing the crowd of devout Christians at an auditorium here. When the floor was thrown open for questions, a youth told the judge that he often wondered how to respond to a significant proportion of people among the Hindu majority who perceive Christians as an “unpatriotic, communal force.” Justice Kurian said communalism was indeed a big concern in India today and it can be dealt with only through humanism. “Let’s think about the person in real need. Let’s help him and have people like him cross the communal barriers,” he said. He said Christians must engage more in social work not for initiating conversion but for the uplift of the poor people. “We have to look at the person and recognise that he is the creation of God,” said Justice Kurian. “It’s the only way to respond to that [religious hatred against Christians].”

NRHM scaM: Mayawati goes all out to counter charges lUCKNOw, SepTeMber 28 (TNN): With the threat of CBI interrogation in the multi-crore NRHM scam looming over her head, BSP chief Mayawati has decided to pitch the issue before her party's core dalit vote bank as a case of BJP's "dirty politics" ahead of Bihar and subsequent UP assembly elections. BSP sources said that a well-drafted appeal of Mayawati has been dispatched to all party workers in each assembly constituency of Bihar and UP. The appeal, essentially a compilation of her statements given to the media in Delhi, is proposed to be circulated not only in the form of hard copies but also through e-mails and WhatsApp. "As many as 10,000 copies of Behenji's appeal will be distributed in each assembly constituency of Bihar and UP," said a senior BSP functionary close to Mayawati. Sources said that the BSP president, in her appeal, has categorically denied having any connection in the scam that jolted her previous government in UP, eventually contributing to her party's ouster in 2012. The BSP chief has been accusing the BJP-led NDA government of "using" the CBI with the intention to malign her and demoralize her cadre essentially in Bihar besides attempting to deflect attention from its failures. Sources said that BSP chief's outburst against the saffron outfit also comes in the wake of ensuing UP panchayat elections which are seen as a crucial test for Mayawati before the next assembly elections in UP. The BSP has decided to support candidates in zila panchayat elections scheduled next month.

"The world has to realise that terrorism can hit anyone at anyplace, and it is the world's responsibility to recognize it and unite against terrorism," he said. Hoping that in its 70th anniversary year, the United Nations would be able to define terrorism, Modi said: "We cannot safeguard humanity if we do not come to an agreement on what constitutes terrorism." "Terrorism is terrorism, there can be no differentiation between good and bad terror," he said.

Modi said he has written to the countries that the UN should decide on what constitutes terrorism, and who are the outfits perpetrating terror, and which are the countries supporting terror and those who are for humanity. Modi also said he was trying to include space technology in the work of the government, and that after his persuasion 170 government departments are using space technology for connectivity and for providing easier governance. He also outlined his government's JAM initiative - J for Jan Dhan financial inclusion programme, A for Aadhar unique identity card and M for Mobile governance. He said the linking of the three would help eradicate corruption in the system. He criticized the previous governments for not having opened up the banking sector to the poor despite nationalizing the banks around 40 years ago. "I am sad to say that despite the nationalization half the people of the country had never seen the doors of a bank," he said, adding that without financial inclusion a country cannot progress. KATHMANDU, SepTeMber 28 (reUTerS): Protesters marched in Nepal's capital on Monday, carrying an effigy of Indian Prime Minister Narendra Modi, accusing their giant neighbour of imposing an economic blockade and meddling in internal politics over the adoption of a new constitution. Tension between the South Asian nations has spiked since Nepal adopted the charter last week. It has upset southern minority groups, who fear being marginalised in a new federal structure it lays out, dividing their homelands. More than 40 people have been killed in protests in the landlocked Himalayan republic since August. Indian oil trucks stopped crossing into Nepal because of protests in the south, prompting authorities to try to limit use of cars and save fuel.

Marchers in Monday's protest in central Kathmandu carried an effigy of Modi and shouted, "Down with Indian expansionism! Down with Modi!" before police scattered them and confiscated the effigy. "We are asking India, 'Please, please open up the border and stop interfering in Nepal's internal issues,'" said nursing student Amrita Baral, who was among 130 protesters in a second march headed for the Indian embassy in Kathmandu. A representative of India's ministry of external affairs declined to comment on the new protests. Nepal's largest trading partner, India strongly denies a trade blockade, saying its trucks are unable to enter Nepal because protesters block the roads. Nepal has asked China to hasten the re-opening of two border crossings, a foreign ministry spokeswoman said.

New DelHi, SepTeMber 28 (pTi): The Delhi High Court on Monday agreed to hear a PIL challenging the constitutional validity of Article 370 that gives special status to Jammu and Kashmir. A bench of Chief Justice G Rohini and Justice Jayant Nath posted for October 19, the hearing on a plea by a 22-year-old girl who contended that Article 370 was a temporary provision that had lapsed with the dissolution of the state’s Constituent Assembly in 1957. The petitioner, Kumari Vijayalakshmi Jha, said a question before the court for its consideration was whether temporary provision lapsed automatically with the dissolution of the Constituent Assembly of Jammu and Kashmir on January 26, 1957. It plea said that “continuance of temporary provision of Article 370, even after dissolution of Constituent Assembly of J&K, continuance of J&K Constitution which has never got the assent/approval of President of India/Parliament/ Government of India, regarding the matter like citizenship, which is in exclusive jurisdiction of Parliament, amounts fraud on the basic structure of our Constitution, … (as it is) against the sovereignty, integrity, unity of the nation, sovereignty of Parliament etc.” Earlier in July 2014, the Supreme Court had dismissed the plea challenging special status granted to J&K under Article 370 and asked them to move the high court.

New DelHi, SepTeMber 28 (iANS): The Central Bureau of Investigation (CBI) on Monday told a special court that there is no prima facie evidence against former prime minister Manmohan Singh in coal block allocation case allegedly involving Jindal group firms. Special Public Prosecutor R.S. Cheema told Special Judge Bharat Parashar that there is no evidence against Manmohan Singh to name him as an accused in allocation of Jharkhand's Amarkonda Murgadangal coal block to Jindal Steel and Gagan Sponge. Former Jharkhand chief minister Madhu Koda had filed a plea last month seeking summoning of Manmohan Singh in the case but the CBI opposed it saying that the application was filed to delay the trial. Citing various records, the prosecutor also said that the then prime minister, who was also holding coal portfolio at that time, was not part of any conspiracy in allocating coal block to Jindal Group firms. The CBI also said the application was "devoid of any merits" and said that the plea was a work of an accused person to deviate the court from the case. It told the court that a comprehensive and complete probe has been conducted in the case and nothing was found against Manmohan Singh. The court set October 16 for delivering its order on Koda's plea. When we sit for long periods of time, enzyme changes occur in our muscles that can lead to increased blood sugar levels. The effects happen very quickly and regular exercise won't fully protect you. Hence, it is recommended that you get up once an hour from your desk, even

if it is just to walk around briefly or go to the bathroom. Some people have even started using treadmill desks at work -- anything that contracts our muscles and gets blood flowing. It dampens down inflammation and cuts down the risk of depositing plaque in the coronary arteries. While too much sitting is just as dangerous as smoking -- and 30 to 60 minutes of exercise a day is not enough to reverse the effects, the good news is that a mere five minutes of movement every hour prevents health dangers. The moral: Take a walk during lunch or talking on the phone, take the stairs instead of the elevator and use a pedometer to track your daily steps. If you have a sedentary job, do not go home and sit in front of the TV for hours in the night.

New DelHi, SepTeMber 28 (reUTerS): India launched its first space research observatory and several U.S. satellites on Monday, part of Prime Minister Narendra Modi's drive to expand his country's influence in the competitive, $300 billion global space industry. Th e o b s e r vat o r y , named ASTROSAT, will help Indian scientists intensify space exploration efforts by studying distant celestial objects and conduct deeper analyses of star systems. "This launch ... is important for astronomical sciences," Harsh Vardhan, India's minister for earth sciences, said in a statement. "We look forward to prospective research." The simultaneous launch of six other satellites, four of which were for the

"This will bring little commercial advantage but will show India's new capability in space research," said Vahia, whose institute made three of the five scientific instruments aboard ASTROSAT. The ASTROSAT instruments will transmit data to a control centre in the southern city of Bangalore that will manage the satellite during its five-year mission life.

Sometimes his political messages were blunt, like when he pleaded before the U.S. Congress for Americans to end “hostility” toward immigrants. Other times, they were more subtle, like the climateconscious pope’s decision to ride around in a tiny Fiat rather than a gas-guzzling SUV. General Assembly, Obama described Assad as a tyrant and as the chief culprit behind the four-year civil war in which at least 200,000 people have died and millions have been driven from their homes internally or abroad as refugees. However, he did not explicitly call for Assad’s ouster and he suggested there could be a “managed transition” away from his rule, the latest sign that despite U.S. animus toward the Syrian leader it is willing to see him stay for some period of time. “The United States is prepared to work with any nation, including Russia and Iran, to resolve the conflict,” Obama said at the annual gathering of world leaders. “But we must recognize that there cannot be, after so much bloodshed, so much carnage, a return to the pre-war status quo.” In voicing a willingness to deal with Iran and Russia, both staunch backers of Assad, Obama was openly acknowledging their influence in Syria and swallowing a somewhat bitter pill for the United States. The data obtained from NASA’s Mars Reconnaissance Orbiter (MRO) has revealed first ever definitive signs of liquid water flowing on the surface of the Red Planet. A strong evidence for seasonal flows of liquid salty water has been detected, scientists reported on Monday -- a hint towards a full-fledged life that may have been sustained on Mars in the past. In a paper published in the journal Nature Geoscience, the team looked at streaks that form on some slopes on Mars during warmer times of the year, having previously suspected they might be caused by flowing, salty water. According to Alfred S. McEwen, professor of planetary geology at University of Arizona, the team has identified waterlogged

molecules - salts of a type known as perchlorates - in readings from orbit. “That’s a direct detection of water in the form of hydration of salts. There pretty much has to have been liquid water recently present to produce the hydrated salt,” Dr McEwen noted. Nepali-origin researcher Lujendra Ojha, currently pursuing PhD at the Georgia Institute of Technology in Atlanta, is the lead author of the paper. Ojha originally discovered signs of water on the Martian surface when he was studying at the University of Arizona, Tucson, in 2011. “We find evidence for hydrated salts at all four locations in the seasons when recurring slope lineae are most extensive, which suggests that the source of hydration is recurring slope lineae activity,” he wrote in the new paper. “Our findings strongly support the hypothesis that recurring slope lineae form as a result of contemporary water activity on Mars,” Ojha pointed out.

These two churches may not be among the toughest to break traditions as the above events have witnessed. Opponents are always there in any proposal for change and respecting the opinion of the opponents is a Christian duty too. I redressed these two cases in the backdrop of the report that the Anglican Church has consented to ordain women to be bishops. Some Baptist Churches in the

North East India are very concerned whether or not God will accept women ordination for full fledged ministry. Culture plays an important role in shaping our Christian thought but in question of women ministry our culture has taken a repressive stand. If there will be a chance to gather all the male pastors (ordained or otherwise) in front of the throne of grace and there Jesus would ask the men folk, “DID YOU SEE YOUR SISTERS ON THE WAY?”, then men would point to the traditions of the elders, more specifically, our culture. On further question by Jesus whether he saved only men and not women who should return to him in grateful service, men might still point out that

housekeeping in the Lord is equally important ministry. Today, women not only outshine men in many areas of life and women population outnumber men, thus ever increasing the need of ministry among women. Baptist churches speak more and more about equality, justice and fraternity in the church. Where lies the reason for preventing the women from ordaining and allowing them full time ministry? I am speaking as one who, at times receive the elements of the Supper from ordained women ministers while outside our bounds. e should explore all available local resources to bring peace and harmony. Oath taking e.g. taking a lump of soil, or drinking water is a common practice among the Nagas. It is seeking the divine to be the judge. Is oath taking relevant in Christian context? In my opinion “YES” and “No” It is “yes”, if we take the oath affirming that the whole Earth belongs to God. God alone is the creator and sustainer. It is sacred and home of all living beings. Human beings are just temporary owner. Living and Creator God gifted water, air to breath and vegetation to all life. We are entrusted to take care of God's precious gift with much care and responsibility. Human beings have no right to claim absolute ownership over God's gift of creation. Fighting or seeking justification in civil court over God's gifts is not Christian teaching. Recognizing the limitation of the present legal system, Christian must seek solution by all means with mutual love, sharing, respect and the spirit of justice. The last resort may be legal solution if both the parties do not want to be abide by Christian values of love. Like the biblical teaching, Naga tradition also affirms that the Earth belongs to God. “The land is the Supreme Being’s land”,“One cannot become rich by selling land”, “Do not be greedy for the land, if we want to live long”, “land cries in the hands of greedy people”, “Land never lies; do not lie to the land”, “You can sell other things, but not land”, etc, etc. Our foreparents have been affirming that the earth belongs to God, it is living and sacred all through the centuries. Can Christian take oath as practiced by our foreparents in times of dispute? No, not in the same way our fore-parents had been doing. But there is scope for adaption for bringing peace and justice. We have to know that fact that Christianity has adopted many practices, traditions and cultures of different races in the history. If that process has not taken place, we should not be celebrating Christmas on 25th December. Just mere eating lump of soil and drinking a mouth full of water without "faith dimension" has no meaning. It will be just like a Hindu participating in the Lord's Supper without knowing the meaning and significance. Or a Christian participating in a Hindu ritual without knowing the meaning. As Christian we should say NO to customary law imposers without faith dimension. It is a solemn act invoking the divine to be the judge so that human community live in peace and harmony. However, the practice can be contextualized with the aim to establish justice.

Such practice could be done in the church, or even in the disputed spot. It may not be necessary to practice eating act of the lump of the soil or drinking of water in Christian context. If the parties wish, they may symbolically hold a lump of soil and a cup of water symbolizing the broken body of Jesus Christ and blood of Jesus Christ. But a covenant swearing to God may be formulated as faith commitment: That the whole earth belongs to God; that we are just a temporary custodian; that the whole earth is home of all living beings; that fighting over God's earth is sin and not the will of God. To establish peace and justice, the parties may swear in the name of the Father, Son, and Holy Spirit holding the cross and Bible firmly grounded on the holy land that we bow down before the Almighty Creator and confess our sins and weaknesses; that we swear to commit ourselves to love, care and help each other; that we swear not resort to any kind of violence; that we swear to live in peace and harmony ; that we swear to live in solidarity with each other in all possible ways; that we swear to thank God for his gift of creation and that God's gift of the earth is to be shared with care and love. Let such covenant be the witness between God and communities until God's will is done and God’s promised is manifested on earth. We should oppose genna observance of several days and setting of time limit as it is contrary to Biblical faith. Instead the community should spend time in contemplation, fasting, prayer, community repentance and forgiveness. The parties must be asked to set aside one full day prayer and fasting and the church leaders can facilitate such process. Time belongs to God. The issue of time limit should be left to God. Let God who created time and space do his will in his own good time. But our responsibility as creatures is to bow down before the Creator God for repentance, forgiveness, affirmation of our responsibility towards God's creation and loving relationship with one another. It is not only the two parties but the whole church e.g. ABAM should pray for peaceful reconciliation and forgiveness of one another. The pastor offers a special prayer of confession in all the churches when the two parties decide to bow down before the Lord to reveal his will among humanity and to all God’s creation. Let the time be kept open to God's own time and remind and urged them not to forget the covenant they have made among themselves before God and God's people. This is how I would understand. ater is the basis of life and the key input in agriculture. All civilizations developed and proliferated along river courses. As population increases, demand for food, fuel, fiber, feed and shelter also increases and the natural resources which supports all of it are dwindling. It is envisaged that the biggest crises in the contemporary world will be water crisis in the form of water scarcity. Water is the single most important natural resource affecting crop productivity. Majority of our agriculture is rainfed but due to unpredictable rainfall, crop yields are low, highly variable and unstable. Climate change is further increasing the problem with regard to rainfall pattern and distribution. In Nagaland, out of 1657900 ha total geographical area, about 380222 ha is the net cultivated area and 488522 ha is the gross cultivated area. Only about 19% of the gross cultivated area in the state is irrigated and about 81% is rainfed. On an average Nagaland receives 144.65 mm rainfall in a year, enough to sustain farm needs, but it is often distributed very unevenly and in many cases, crops are unable to use a high proportion as much of it is lost through runoff or leaching. Rainfed agriculture is crucial to the country’s economy and security because about 44% of the total food production is contributed by rainfed agriculture. In this context, the concept of rain water collection/ harvesting and conservation becomes imperative and important to achieve higher goals of optimum or high productivity. The basic principle of rain water harvesting is to ‘catch the water where it falls’. However, in a broader sense, rain water harvesting refers to harvesting water from any available source, and use the harvested water in situ or at adjoining places. Rain water harvesting is the process of collecting, storing and improving the productive use of rainwater, and reducing unproductive depletion. In other words, it involves collection, storage and recycling of rainwater for agricultural, domestic or industrial purposes. Rain water harvesting does not imply harvesting water received directly from rains only, but also from all other natural sources like rivers, streams, lakes, ponds, wells, water springs, groundwater aquifers, etc., as all these sources of water draw water from the rain itself. Rain water may be harvested and stored in small farm ponds on individual farmer basis (100-200 m³ capacity) or larger reservoirs on community basis. On-farm, i.e., in situ rain water harvesting (through land shaping and inter-terrace runoff collection, etc.) is another approach. The choice depends on the objectives, agro-ecological situation, and people’s willingness and their participation. However, under Nagaland situation it is best to harvest in small farm ponds which is relatively more feasible and practicable. Water harvested from rains or other secondary sources can be very costly and thus should be used in such a way to give maximum productivity- using for cultivating high value cash crops, such as vegetables, floriculture, medicinal plants, etc. Based on studies and trials, it is found that a 150-200 m³ capacity pond is adequate for cultivating vegetables in about 400 m² area. Further, the water productivity can be increased if harvested rainwater is used for irrigation in conjunction with poly-houses. Rainfall is the main natural source of water, and we can do very little to modify it, but we can modify/strengthen the secondary sources of water like water springs, ground water, wells, ponds, rivers, etc. efforts should be made to protect the natural water resources against drying, pollution or physical destruction. NVCO condemn Home Department for granting permission to sale raffle draw tickets

ery often time the Nagaland Voluntary Consumers’ Organisation (NVCO) has been raising strong objection against the illegal collection of cash at the check-gates and on highways and also several unions/association/ churches in their conduct of fund raises by way of selling lottery tickets, raffle tickets, calendar, donation voucher, moudi, buffet, home delivery packed cook meat, etc., and the Organisation has been asking the state government to ban all these activities. However, despite of raising all these objections the State Government has seriously hurt the Organization by issuing an Order NO.GAB/GEN/7/26/97 Vol II dated 24th Oct’ 2015 granting the permission to All Nagaland College Students’ Union (ANCSU) to sale Raffle Draw Tickets in Aid of ANCSU 17th Biennial Conference. The Home Department must have done it mischievously as the said order was signed against the date 24th Oct’ 2015 which is yet to come. The said order appears Sd/Neihu C Thur IAS Home Commissioner, Nagaland dated the 24 Oct’ 2015 and signed by Bendangkokba Secretary to the Government of Nagaland. What is wrong with the Home Department? It is correct that such an important department could issue orders with advanced date? If not then immediately cancelled the said order. Don’t play with public office. The NVCO asked the Home Commissioner, Nagaland to immediately cancel the said order for the interest of public. The Petroleum & Land Transport Workers Federation of India was registered with the Govt. of Assam under the Trade Union Act and the area of operation was stated to be whole of North East India including Nagaland having Pay-Counter on the pretext of Information Centre at Dimapur/Kohima including a Pay-Counter situated at Jakhama village above Loyola Higher Secondary School, Jakhama lying on National Highway – 29 continually collect the illegal collection of cash. Recently the NVCO has released a Book which is a compilation of newspaper clippings, government standing order in banning cash collection at the check-gates and on any highways, Gauhati High Court Judgement & Order for free distribution during their conduct of awareness programs and also to give to commercial vehicles/trucks drivers so as to show the relevant orders and judgement not to pay any cash at the check-gates or highways. mALLORCA, SEptEmBER 28 (IANS): Fourteentime Grand Slam winner Rafael Nadal said he is not sure if he will win a major tournament anytime soon and add to his tally. Nadal struggled to rediscover his best form lately and his dominant reign at the French Open came to an end during a barren year without a major triumph. He has won two Wimbledon, nine French Open, two US Open and one Australian Open titles to cement his place among the greats of the game. But last year his form dipped alarmingly, following an injury, enduring a Grand Slam-less season that saw his world rankings dip to No.7. "I don't know. I don't know if I can win another Grand Slam. I believe yes. I don't know if I'm going to do it, but I can do it," Nadal was quoted as saying by SkySports on Sunday. "I'm going to work hard to create more opportunities in the next couple of years so let's see if I'm able to relax, to control my emotions again and if that happens, and I believe it will happen soon because I feel much better, I'm going to find my level of tennis," the

Spaniard said. Nadal believes he is approaching 100 percent fitness, but admitted he also had to overcome mental scars as on his return to competitive action. "It was a tough year in terms of everything because I was playing with too much anxiety, especially at the beginning of the season," he said. "Now I feel much better. Sepp Blatter faces days of destiny

GENEvA, SEptEmBER 28 (AFp): Sepp Blatter's 17-year reign as FIFA president could come to an inglorious end this week as world football's corruption scandal threatens to bring down the sport's most powerful man. The 79-year-old Blatter was already set to quit in February next year, but having been placed under a criminal investigation by Swiss authorities, the end could come a lot sooner. Sources suggest that the veteran administrator faces an ethics committee probe this week and could even be suspended. Others predict he may even be tempted to resign with immediate effect. Ethics committee spokesman Andreas Bantel told AFP he could not comment on individual cases, and refused to confirm reports that the committee had opened a probe against Blatter as well as UEFA president Michel Platini, who is a candidate to take over the world ruling body. But he emphasised that "if there is an initial suspicion, the Investigatory Chamber of the Ethics Committee initiates formal proceedings." "These rules apply to all people in football regardless of their position or name." Swiss investigators swept into FIFA's headquarters on Friday as they turned their attention to Blatter and Platini. Authorities said a criminal investigation had been opened against Blatter on suspicion of criminal mismanagement, while Platini had come under scrutiny

over a multi-million-dollar payment. Swiss prosecutors said Blatter was being investigated over the 2005 sale of World Cup television rights to the Caribbean Football Union, then run by his former ally Jack Warner, a deal which had been "unfavourable for FIFA". Blatter, who has denied any wrongdoing, was also suspected of making a "disloyal payment" of USD 2 million to Platini in February 2011 allegedly made for work the Frenchman carried out for FIFA between 1999 and 2002. The UEFA chief defended the payment as compensation for work he conducted under contract with FIFA, but did not explain why it arrived nearly a decade after he

completed the work. Friday's stunning developments came after months of probes following raids in Zurich which led to the indictment of more than a dozen top officials. Jordanian Prince Ali bin al Hussein, a candidate to succeed Blatter, said the suspicions against FIFA's veteran leader highlighted "the need for new leadership that can restore the credibility of FIFA". Media speculation over the weekend had moved on from damning the scandal to demands for Blatter's head to roll. "Blatter should go as quickly as possible," said Swiss newspaper Neue Zurcher Zeitung. "It is imperative that he now at least quickly abandons ship."

On Sunday, the SonntagsZeitung weekly wrote, citing an inside source: "If Blatter does not step down himself, he will be suspended within days". However, a former FIFA insider, who requested anonymity, told AFP that a probe by the ethics committee did not necessarily mean Blatter would face suspension. "It is not automatic, neither for him, nor Platini," he said. If Platini is suspended he could be barred from standing in the February 26 election to succeed Blatter. If Blatter were to be suspended, meanwhile, he would likely be forced to step down before the February vote. Blatter was re-elected for a fifth term at FIFA's congress in May despite the erupting scandal, but then announced on June 4 that he would stand down in February. Mark Pieth, a former FIFA reform chief, told the SonntagsBlick weekly there is a need for a "transitional president who did not grow up within the system, and who has not profited from the system." Pieth said Theo Zwanziger, the 70-year-old former head of the German Football Association (DFB), would be the best man for the interim job since he had long been a powerful critic of the decision to award the 2022 World Cup to Qatar -- a major element in corruption allegations engulfing FIFA. "If Theo Zwanziger is chosen -as I hope he will be -- as a two-year interim president, he will block Qatar for labour-law reasons," Pieth said.

NEw DELhI, SEptEmBER 28 (AFp): A strong South African T20 squad with a judicious blend of youth and experience will open their campaign in a 72-day long tour, when they take on a talented bunch of India A youngsters in a T20 warmup game, here tomorrow. For the Proteas, under their leader of shortest format Faf du Plessis, the game against the Mandeep Singh-led India A side will be more about getting into the match simulation mode before they get going against Mahendra Singh Dhoni's team in the opening T20 International at Dharamsala on October 2.

The South African T20 squad has five senior cricketers -- skipper Du Plessis, Test captain Hashim Amla, ODI captain AB de Villiers, leg-spinner Imran Tahir, senior batsman JP Duminy, who would feature across all three formats. Along with David Miller and Quinton de Kock, the South African T20 squad's batting unit bears a formidable look. With the Airforce Ground in Palam, not being a very big one, one would expect some lusty blows from De Villiers, Du Plessis and Miller. Even the bowling unit sans Dale Steyn and Morne Morkel has a specialist T20 feel to it. In any case Steyn
