DImApur, SepTember 3 (mexN): The Nagaland Coal Policy (1st amendment), 2015 and the Nagaland Coal Mining Rules (1st amendment) has been enforced in the state of Nagaland. This was informed by the Nagaland state Directorate of Geology and Mining. A press note from the Director for Geology and Mining, SK Kenye informed that the Nagaland Coal Policy and Rules have been amended in order to effectively control better revenue as well as to give more benefits to the landowners. Under the new policy, it is mandatory for all lease holders to get registered with the taxes department. The village councils have also been empowered to check illegal mining, protection of environment within their jurisdiction and to extend full cooperation to the Department of Geology and Mining on the aforesaid issues. The new policy also ensures setting up of integrated coal depots at important exits. The department further informed that mining lease applicants and mining lease holders to register with the taxes department, government of Nagaland at the earliest. No coal challans will be issued in case of failure to do so, it cautioned.

Nagaland Legislative Assembly (NLA) Speaker, Chotisuh Sazo on Thursday emphasized on fostering unity among all of Nagas in order to usher in a permanent and honourable peace to the land. “Nagas require unity, be it overground or underground. Let us try to unite for the greater interest of the Nagas,” the NLA speaker said while addressing an august gathering of the Sangtam community at the Mongmong festival at DDSC, Dimapur. Mongmong is the premier festival of the Sangtam community and is celebrated before harvest season by offering prayers for blessing and a bountiful harvest. On the occasion, Sazo underscored that Nagas are at a crucial stage with the recent signing of the framework agreement between the NSCN (IM) and the Government of India. However, with the details of the framework yet to emerge, Sazo maintained that the onus lies with the Nagas on whether it wanted permanent solution or temporary solution. Inorder to bring permanent solution, the speaker pointed out that Nagas must unite first. “If we want a permanent andhonorablesolution,then Naga must unite together and form a common platform-in order to bring permanent peace to our land.” The speaker also voiced out that it was well-nigh that Nagas kept aside individual interest and put common interest at the fore-front. Sazo also raised concern over the fast disappearing culture of selfreliance and the rise of

dependency and indolence gripped by materialism among the present Naga generation. Highlighting the slothful attitude of the present Nagas with the issue of illegal immigration and a very unlikely comparisonGaidinliu, Sazo wondered why the issue of Gaidinliu is being taken seriously with stiff opposition while the issue of illegal immigrants and migration without Inner Line Permit (ILP) is hardly an issue at all. “Nagas treat outsiders especially illegal immigrants very lightly while looking down upon its brothers and sisters with contempt,” he contended. While expressing serious concern over the control of almost all business sectors in Nagaland by outsiders, Sazo said, “Thou-

sands of illegal immigrants and migrants come to Nagaland every year yet Nagas fight with Nagas in support of outsiders, because Nagas were lazy and do not want to work.” Bringing another instance of the inept attitude of the Nagas, Sazo took the case of the recently concluded All India Pre-Medical Test (AIPMT-2014) where no Naga student could qualify the exam to fill in any of the allotted 56 seats, whereas 241 students from Manipur were selected in the merit list for the 121 seats allotted to them. Lamenting that the selfreliant attitude of the Nagas was fast disappearing with the young generation not willing to work- either manually or mentally -with majority of Naga educated

youths depending only on State government for job instead of competitive exams, Sazo cautioned that the dependency syndrome need to be curbed or it will lead to the total collapse of the State’s economy one day. “As long as we produce our own food, we are free people. As soon as we lose food, we lost our sovereignty to outsiders…” he stated. Sangtam Peoples’ Forum Dimapur president, Er Athriba in his welcome address exhorted the gathering that preservation of tradition and culture is not confined to celebrations alone. More importantly, the true essence of the Naga culture and tradition was honesty, hard work and trustworthiness, which must be put to practice,” he underscored.

The festival was marked with indigenous traditional display of song, dances and games of the Sangtam community. Dignitaries attending the celebration include CL John, Minister of Rural Development who was also the guest of honour; C Kipili Sangtam, Minister of Power, Imtilemba Sangtam, Advisor Co-operation, Er Levi Rengma, Parliamentary Secretary for Housing, Naiba Konyak, Advisor, Nagaland Bamboo Development Agency (NBDA) and Doyang Changkong, Parliamentary Secretary for New & Renewable Energy. Thursday’s celebration was organized by Sangtam People’s Dimapur District and sponsored by the North East Zone Cultural Centre (NEZCC).

“The way they were shot tells a different story. The story is just the opposite of the Assam Rifles (AR) claims,” stated the Naga Mothers’ Association (NMA) during a press conference held here today. The NMA recounted their visit to the site of the August 28 Pangsha ambush that left nine people, including four civilians, dead after the AR opened fire on them. On August 30, a four member team of the NMA visited the spot of the August 28 incident where the AR ambushed the NSCN (K). The incident happened in front of the International Trade Centre (ITC) Guesthouse, Dan, Pangsha. The NMA reported that one of the civilians killed was not in the vehicle but walking right above the road when the AR shot him, according to eye witnesses. Two of the dead civilians were Nagas from Myanmar. The AR fired upon the motorbike, Bolero pick-up and a gypsy; the rider of the motorbike, who also died, is a civilian from Pangsha village, informed NMA. Condemning the “reckless killing” of civilians by the AR, the NMA has defied the statements and photos published by the AR and further mentioned that the IGAR (N) is not receiving “true facts” from victims. After interacting with the villagers, eye witnesses and victims, the NMA concluded that there was no exchange of fire on August 28. The only bullets shot on that day were from the AR. “Even the villagers were not aware of the AR presence till the

day of the ambush. There was absolutely no return of fire at all,” said NMA advisor Rosemary Dzüvichü. According to victims, they were shot from the top and when they laid down for cover, the AR shot them in their direction. One of the women was shot dead on the spot. Most of the victims were civilians/locals of that area. Further in their findings, the NMA found that the ambush happened in a wide open space and not in the jungle, where there was no space to even run for cover or hide.

NMA meets NSCN (K) Hoping to build a congenial atmosphere where no one is left out of the peace process, the NMA also met with leaders of NSCN (K) at their headquarters where they discussed the consideration of a ceasefire and recruitment of young men. The NSCN (K) will take time to consider the renewal of ceasefire, informed NMA. The NMA team also requested NSCN (K) not to retaliate asserting that retaliation will only continue the cycle of violence. In their visit, NMA has also noticed that the NSCN (K) is actively involved in awareness and sensitization in the fields of literacy, health, progressive development and sanitation. “We are not losing hope. We are taking it as a positive step,” stated NMA president Abeiu Meru on NSCN (K)’s willingness to meet the NMA, for which they extended gratitude to the NSCN (K). This was the third visit initiated by the Association in order to build peace among Nagas.

DImApur, SepTember 3 (mexN): International Border Area People’s Welfare Organization (IBAPWO) on Thursday asked the NSCN (IM) to take the confidence of people living in Naga inhabited border areas of Manipur, Assam, Arunachal Pradesh and International border areas of Myanmar on the Framework Agreement before any final solution is realized. “We appeal NSCN (IM) ‘ato kilonser’ Th Muivah to consult us, Nagas living in the international border of Myanmar and Naga inhabitants under Assam, Manipur and Arunachal Pradesh to be taken into confidencenow and also in the future,” Nokshom Konyak, general secretary of IBAPWO stated. The organization said this appeal for inclusion is not only addressed to the NSCN (IM) but to the other Naga political groups as well. IBAPWO also said that the present boundary demarcation with Myanmar was done without the consent of the people, particularly those in the border areas and therefore was not acceptable. Nagas in Manipur, Assam and Arunachal Pradesh also echoes similar sentiment-their boundaries were demarcated and distributed to the different states without their consent, the organization informed.

DImApur, SepTember 3 (mexN): Village Education Committee (VEC) of Liphanyan village under Wokha district has sought immediate service termination of the Mathematics teacher of GMS Liphanyan for remaining absent from duty for two months without taking leave from either the VEC or the concerned authority. In a letter addressed to the Commissioner & Secretary, School Education, Liphanyan VEC chairman Wosuo Tungoe and Head GB Z Orenthung Ovung has alleged that the said teacher has been drawing his salary from Bhandari (without including in the Liphanyan GMS Pay ARoll) in collaboration with SDE0 Bhandari. It stated that the said teacher has been abstaining from duty on the plea that SDEO, Bhandari has given him 2 (two) months leave to appear for NPSC examination, which was already held on June 24. The said leave was given verbally whereas; the SDEO is not competent authority to grant such long leave, it stated. Further, Liphanyan VEC maintained that it had on number of times informed the said teacher verbally to resume his duty

purely on ‘humanitarian ground’ but there was no positive response. On July 9, a final official notice was issued informing him to join his duty right after the summer break, ie, August 10. But till date, the said teacher has not resumed his duty, clearly indicating that he has no interest in working for the job assigned to him, the VEC stated. Liphanyan VEC also alleged that when the last calling letter was served, the said teacher threatened the VEC member with dire consequences using the word ‘elimination.’ Taking these points into account, Liphanyan VEC has urged the Commissioner & Secretary, School Education to immediately terminate the said teacher and appoint a new competent person in his place, keeping in mind the academic career of the students. It cautioned that Liphanyan VEC will not be held responsible for any eventuality that may arise, if the concerned authority failed to initiate immediate necessary action. In an effort to begin a movement to fight against absentees and proxy teachers, Liphanyan VEC said it had resolved to implement in toto ‘No Work No Pay’ during consecutive meetings held in June, of which, it maintained was intimated to all the teachers.

DImApur, SepTember 3 (mexN): Security Forces today destroyed an Improvised Explosive Device (IED) located at the Mon-Aboi road, under Mon district. A press note from the PRO of the Assam Rifles said that the IED was “placed by cadres of NSCN (K).” The IED was meant to be detonated by a timer or pressure device, which means that it would explode either at a particular time or whenever some amount of pressure is applied onto it by the passage of a vehicle over it. The AR informed that its personnel, who were on foot patrol on the morning of September 3, located the device “secured the area and prevented civilians from going near it.” The NSCN (K) cadres would have no control over when the bomb would explode and who

would get injured or killed by this bomb. The device was destroyed later in the day in the presence of the civil administration officials. The AR has asked all citizens of Nagaland “provide information of any suspected movement or suspicious article to the police or the security forces at the earliest.” Regarding the firing incident at Chukitong, Wokha on September 2, the AR claimed that they were fired upon by the NSCN (K) cadres “unprovoked.” “The firing was carried out with AK-47 assault rifles from three different directions from within the civilian populated areas of Chukitong village. The Assam Rifles retaliated but exercised utmost restraint...and did not result in any civilian casualty,” the AR said. It accused the NSCN (K) of using the civilians as “human shields” in their attacks.

ZuNHebOTO, SepTember 3 (mexN): Sumi Hoho today revoked the “abrogation of relationship” imposed upon the NSCN (IM) by the Sumi people on January 7, 2014 following the December 21, 2013 Aghuito incident under Zunheboto district. This decision was taken at a Sumi Baghi Hoho (general public meeting) held on September 3 at Town Hall, Zunheboto. The Sumi Baghi Hoho agreed to revoke the abrogation of relationship after the NSCN (IM), through a “written confession” took “moral responsibility” for the December 21 incident, wherein a NSCN (IM) cadre was involved in a “sexual misconduct” against a “Sumi lady missionary.” The NSCN (IM) had sought forgiveness for the incident during a meeting with Sumi frontal organisations on August 24 at Hotel Saramati, Dimapur. Subsequently, a joint communiqué was issued to this effect by the Kilo Kilonser of NSCN (IM) and the President of Sumi Hoho.

The Sumi Baghi Hoho also reiterated the August 23, 2015 stand that “Sumi people were neither in favour nor against the Accord signed on August 3, 2015 between RN Ravi, Interlocutor and Th. Muivah, General Secretary, NSCN (IM) until such time the content of the Peace Accord is made known to the public.” Furthermore, the hoho affirmed that the “revocation of abrogation of relationship does not necessarily mean to support the Accord until and unless all the Naga Political Groups and stakeholders inclusively participate and involve in Naga peace talk.” The meeting resolved to urge upon the GoI and NSCN (K) to restore ceasefire; to strengthen old ties with all fellow tribes of Nagaland and condemned the imposition of Disturb Area Act in Nagaland and urged GoI to lift this anti people act. Furthermore, on the issue pertaining to the Sumi people as a whole, except for Sumi Hoho, no other organization or individual shall issue press statement(s).

422 trees per person but no reason to cheer

WASHINGTON, SepTember 3 (reuTerS): Earth is home to just over 3 trillion trees - the redwoods of California, the olive trees of Tunisia, the cherry trees of Japan, the eucalyptus of Australia and so many more - but they are being lost at an alarming rate because of human activities. Those are the findings of researchers who on Wednesday unveiled the most comprehensive assessment of global tree populations ever conducted, using data including satellite imagery and ground-based tree density estimates from more than 400,000 locations worldwide. The estimate of 3.04 trillion

trees - an estimated 422 for every person - is about eight times higher than a previous estimate of 400 billion trees that was based on satellite imagery but less data from the ground. The new findings leave abundant reason for concern - with people at the root of the problem. The number of trees has fallen by about 46 percent since the start of human civilization and each year there is a gross loss of 15 billion trees and a net loss of 10 billion, said Yale University ecologist Thomas Crowther, who led the study published in the journal Nature. “There are currently fewer trees than at any point since the start of

human civilization and this number is still falling at an alarming rate,” he said. “If anything, the scale of these numbers just highlights the need to step up our efforts if we are going to begin to repair some of these effects on a global scale.” Crowther said a wide range of human activities deplete forested land. Conversion of land for agriculture historically has had the biggest impact on forests but industrial and urban development also have had huge effects, Crowther said. As the global human population grows, the net loss of trees worldwide also mahy increase, Yale researcher Henry Glick said.

“Trees are some of the most prominent and important organisms on the planet,” Crowther said. “Trees provide a wide range of important ecosystem services for humans. They store water and nutrients, stabilize the soil, provide habitats for plants and animals, offset the impacts of climate change by absorbing carbon dioxide and they generate the oxygen that we need to breath.” The study found that while the highest tree densities were in the sub-Arctic regions of Russia, Scandinavia and North America, the largest forested areas were in the tropics, home to about 43 percent of the global tree total.

Government concerned to create free and fair E-Roll

Kohima, September 3 (Dipr): State level SVEEP core group with political parties and NGOs was conducted in connection with conduct of special summary revision of electoral roll 2016. The meeting was held at Zonal council hall on September 3. Chief Electoral Officer, Nagaland Sanjay Kumar IAS gave the introductory speech and declared the State icon. He said the government is concerned to create free and fair electoral roll and stated that illegal voting is punishable. He said everyone should obey the rules and objectives of the election department in this matter. Deputy Chief Election Officer said that the Election Department has put their trust on the NGOs, local bodies to put their efforts to create and promote free and fair election in the State. Regarding the proposed revision of 2016 special summary provision of electoral roll, he informed the local bodies NGOs to submit their view within September 11 of their acceptance and plan framework engagement to the CEO. The Election Department also said that unless the electoral roll is made clean, the election process will not be upto our expectation. He said that to achieve the objective of the

election commission, all the political parties are also to participate and be a part with the commission and share their good ideology. He said that the department is trying their best to purify the electoral roll and the duplicate names are being deleted every year. In this regard the election department regard the political parties, NGOs to play their honest role to clear up the negative growth in electoral roll. NMA President who also spoke in the meeting said that before we talk about election, first of all we should clean ourselves and unless we clean ourselves we cannot expect from the government completely to change the system. Naga Hoho President also said that such kind of unity is important for the citizens to come out with the truth. He said even in the church level our community is not fully honest enough and we are emphasizing about clean elevation. In this regard he encouraged the Department to organize such kind of meetings even in the village level. The General Secretary NBCC also shared his thoughts and said that to re-activate the clean election process in the State under NBCC level. He said that we have a lot of work to do and assured that the NGOs and

local bodies will surely cooperate with the government to create free and fair election in the state. Eastern Nagaland Women Organisation representative said people in the rural areas are innocent people but during the election process the educated persons who want their own benefit create a problem. Christian Nagaland Catholic Association and Nagaland Revival Churches also shared their views and said as a good Christian citizen it is our duty to create and show the right way. BJP and NPF representatives and Youth Net Nagaland also spoke in the meeting. Youth Net stated that they are very close with Election Department and has been involved in the past election campaigns and attending seminars etc. Youth Net stated that election in Nagaland should not only be free and fair but it should be safe also. Miss Nagaland Veineinem Singsong was also introduced herself and appreciated all the speakers and thanked for their contribution towards Election Department. She also encouraged the participants to spread out with their neighbors and informed about exercising our right and to create free and fair election.

As part of the capacitybuilding programme undertaken by the state directorate of under developed areas (DUDA) to alleviate the unemployment scenario in Nagaland, the department sponsored another batch of youths in building construction. Thirty educated unemployed youths from Eastern Nagaland have completed a 3-month training programme on building construction with composite material and are now ready for the job market. The 3-month intensive training was held at Mid Way Resort (to be renamed as Eco village) along the Dimapur-Kohima highway under the guidance of Zynorique Initiatives, a society registered with Government of India under vocational training programme (VTP). “The objective of the capacity building programme is to ensure that local unemployed youths get employment in building construction sectors in backward areas. This is the third year of the capacity building programme and so far we

have trained 50 youths,” said joint director, DUDA, Dr. Anungla Phom on the sidelines of the valedictory function of the training programme held at the Resort. Of the 50 trainees, half have been booked by local builders and developers and the remaining invited by NIT Dimapur to join the institute’s Bamboo Construction Centre, Dr. Anungla said. The 30 construction trainees were provided free tools, cash incentives and their names registered with the Labour & Employment

department. “This year DUDA will be training 540 educated unemployed youths from Eastern Nagaland in different sectors. DUDA also plans to come up with a commutative report of human resource development for the past five years,” the DUDA official informed. Head of Zynorique Initiatives and noted architect, Richard Belho, said the society’s initiative is to create work culture among Naga youth and employment avenues in the private sectors.

As part of the training, the trainees also constructed a house made of bamboo and other eco-friendly materials. Earlier, commissioner & secretary, DUDA, L Kire, who handed over the certificates, tools and financial incentives to the trainees, said he was exceedingly impressed with the skill exhibited by the trainees in the execution of the ecofriendly house, especially the sustainable concrete slabs. “This points to the skill inherent not only for a time period but also as a way of

sustaining your families even in the future,” the commissioner & secretary said.. Kire said the trainees have made a mark which would be testimony of their skills even in the future. “More impressive is the fact that people from backward areas had come forward to avail the training and made a distinctive mark with their skills. He also said that the Centre has laid emphasis on the infrastructures of the Election Department on various facilities and basic require-

ments in all the Polling Stations over the state. The meeting discussed that all should play its part and especially the key departments should play a vital role. The meeting also discussed that IT and NIC Departments should weedout illegible voters through its software for detection and deletion or error or bogus voters enrolled. More suggestions have been made to weed out illegible electoral roll for which the State needs collective efforts through creation of sensitization and awareness campaign. The CEO informed the meeting that as per January 2015, the total electorate of Nagaland was 11, 74,000.

Landslide occur at Tanlao Ward Mon Home guard volunteers training

moN, September 3 (Dipr): The District Administration led by Deputy Commissioner, Mon, W. Honje Konyak along with ADC and EAC HQ visited the landslide areas at Tanlao Ward Mon and interacted with the affected families, the ward council members and office bearers on September 2. On verification, two houses were severely affected, while four houses were either partially damaged or washed by the landslide while the whole area was found to be sinking. Clarifying on the appeal of the public to allocate new area for them

to settle, the DC said such appeal was impossible not only in Mon but in the entire state of Nagaland as the land were owned by the villages/people and that even for the developmental activities, the government had to buy the land from the respective villages. He also assured the communities of putting up the matter to the higher authorities for necessary action. He also advised the residents of the area, who are planning to construct houses, to avoid constructing concrete buildings. The DC also, on behalf of the administration, gave away Rs 10,000/-,

5000/- and 2000 each to the severely affected and partially affected victims respectively, as immediate relief, including contribution from his personal end. It may be mentioned that the residents of Tanlao ward has been facing such problems for the past two to three years, as the area has been sinking since 2012. Meanwhile, the Ward Council, the office bearers and the public of Tanlao ward has expressed their gratitude to the District Administration for their inspection and immediate relief given to the affected victim families.

Kohima, September 3 (mexN): The Director General Civil Defence & Home Guards, Nagaland Kohima informed that selection of candidates for home guard volunteers training will be conducted in all the district headquarters on September 23. Interested candidates from the age of 18-35 years may report to the office of the Deputy Controller Civil Defence & District Commandant Home Guards in the respective district at 10 AM along with testimonials and certificates in original. The required documents included; indig-

enous inhabitant certificates/scheduled tribe certificates, educational certificate (minimum requirement) Class- VIII pass, character certificate issued by chairman Village Council/GB/Ward panchayat, birth certificate, three latest passport size self attested photographs, antecedent character certificate from police station and medical fitness certificate issued by government authorized medical officers. Campaign on Solid Waste Management conducted

Kohima, September 3 (Dipr): Awareness campaign on Solid Waste Management (under the Asian development bank Assisted Project) supported by State Investment Program Management Implementation Unit (SIPMIU) was held on September 2 at Forest Community Hall organised by Forest and Mewibogei with Visesenoo Theunuo Pichie (Sociologist) as the main resource person. Speaking at the programme, the resource person highlighted on solid waste management stating that there are two types and forms, reuse and recycle

waste, wet waste including food vegetable and garden waste which should be collected in (green) dust bins while dry waste including paper, plastic, cardboard, leather, clothes, crockery, metal, tin etc should be collected in (blue) dustbins. The coloured waste bins will be distributed in a later date for waste collection. Stressing on the social waste management she said that the landfill is being constructed at Lerie colony costing 40 crores. The first pilot project was started in 2014 and is will be completed soon.She also spoke on the usages of plastics bags which is one

Imphal, September 3 (IaNS): Curfew continued in Manipur's riot-hit Churachandpur district on Thursday, even as the ruling Congress-led government made fresh appeal to cross-section of the people in the state to restore peace and normalcy. Authorities also continued to suspended internet services to check the spread of rumours aimed at causing trouble, even as curfew has been clamped in the district to contain the law and order situation. India is in or close to deflation territory New Delhi, September 3 (pti): Prices measured by the deflator for the gross value added were nearly stagnant with the rate of growth being 0.1 per cent Chief Economic Advisor (CEA) Arvind Subramanian said on Wednesday that pricewise, the economy appears to be in or close to deflation territory. “The one real challenge that looms ahead for India’s economy appears not to be price inflation but possibly price deflation,” Dr. Subramanian said. Deflation is normally a phenomenon seen in advanced economies and not expected in emerging economies such as India. Wholesale price

inflation has been in negative territory for the last nine months and hit an all-time low of minus 4.05 per cent in July. Growth in consumer price inflation also slowed to 3.78 per cent in July. Commenting on the data, Reserve Bank Governor Raghuram Rajan said last week that the drop was more than previously expected, which has raised fresh hopes of an imminent interest rate cut. The most striking implication of the latest GDP estimates relates to prices, the CEA told reporters at a briefing on Wednesday. Government shuts down natural calamity trust New Delhi, September 3 (iaNS): The government has closed down the Indian People’s Natural Calamity Trust (IPNCT), created in 1900 by the erstwhile ruler of Jaipur to provide relief to people during famine. The government transferred Rs.91 lakh in its corpus to the Prime Minister’s Relief Fund for better utilisation of the amount, said an official statement from the agriculture ministry. The decision was taken after getting consent of the representative of the erstwhile ruler of Jaipur. The IPNCT was earlier administered under the chairmanship of the union agriculture minister with 27 nominated members and two officers. “With the passage of time, the IPNCT seems to have outlived its utility. Since its last meeting held in August 1995, the IPNCT has no significant activity except giving donations through the Prime Minister’s Relief Fund in case of natural disasters,” the statement said. Disaster management is currently being handled by the National Disaster Management Authority under the home ministry, which has sufficient budget and infrastructure, it said.

Government to invest Rs 8.5 lk crore in railways New Delhi, September 3 (pti): Sharpening focus on infrastructure development to boost growth, government will invest Rs 8.5 lakh crore in Indian Railways to change the face of the sector, Minister of State for Finance Jayant Sinha said today. He also appealed to the opposition parties to help pass the GST bill that will usher in a new indirect taxes regime in the country, boosting business activity. Speaking at the annual convention of Automotive Component Manufacturers Association (ACMA), Sinha said the government is “very focused” on infrastructure. “After a decade of

Also, investment in roads has been doubled this year. He did not provide investment details. and Services Tax and we can get this constitutional amendment passed and really improve prospects to do business in India,” he said. New Delhi, September 3 (iaNS): Following Prime Minister Narendra Modi’s visit to the UAE last month, India’s historic ties with the Gulf nation are poised to go to a new level with the setting up of a joint business council (JBC) later on Thursday. The announcement was made by secretary in the external affairs ministry Anil Wadhwa at the India-UAE business meet jointly organised by the ministry and the Confederation of Indian Industry that is currently underway here. “India and the UAE will sign an agreement later in the day for setting up a joint business council for stronger economic ties and growth of bilateral business,” Wadhwa said. “Also, the Federation of Indian Chambers of Commerce and Industry will sign a memorandum of understanding with the UAE Chambers of Commerce to provide institutional support for promoting business opportunities,” he said. The foreign service official said that India is looking to attract investments from the United Arab Emirates to the extent of $75 billion through the mechanism of a UAE-India Investment Fund. Pointing out that the bilateral trade of around $60 billion annually had the potential to double, UAE Minister of State Reem Ibrahim Al Hashimi said the fact that 1,000 flights per week connect both countries demonstrates the intensity of the relationship. “The UAE leadership is committed to take our bilateral relationship to a new level of strategic co-operation,” she said. Al Hashimi is part of a high level delegation led by UAE Foreign Minister Sheikh Abdulla Bin Zayed Al Nahyan visiting here as a follow up to Modi’s trip to the Gulf country, which was the first after Indira Gandhi’s in 1981. UAE has an important place in India’s energy security as the sixth largest import-source of crude oil in 2014-15. Bilateral trade has grown significantly from a level of $180 million in the 1970s to around $60 billion per annum now, making the UAE India’s third-largest trading partner for 2014-15 after China and the US. Modi’s visit also had the focus on attracting investment by the UAE’s massive oil-financed sovereign wealth fund that for Abu Dhabi is reported to be worth over $800 billion.

SCERT issues clarification NSCN/GPRN hail cadres on relocation of DIET Tuensang

DIMAPUR, SEPTEMBER 3 (MExN): State Council of Educational Research and Training (SCERT), Nagaland has clarified on the issue of relocation of District Institute of Education & Training (DIET), Tuensang. Clarifying its position, SCERT director Vipralhou Kesiezie in a press statement maintained that the proposed expansion of DIET, Tuensang was approved by Ministry of Human Resource Department (MHRD), Government of India (GoI) in 2012-2013. Since the space available with DIET was too small, the department said it proposed to dismantle the existing building and

re-build multi-storey buildings as per the requirement of the DIET since suitable land in Tuensang is very difficult to get. However, the Confederation of Chang Students’ Union (CCSU) opposed the proposal and pressurised the department to shift to another place by serving with an ultimatum. In response to the demands of the students, the department tried its best to identify an alternative site, even requesting the Deputy Commissioner, Tuensang and CCSU to identify a suitable land, with no response forthcoming. Proposals received from Nyanpong village as well as Loyem College were

found not suitable for the DIET, hence it was turned down, the release stated. Finally, the department received proposal from 2 land owners near Sao Chang College and the site was found suitable on inspection. However, the landowners demanded that all construction work as well as Grade IV staff post be given to them. The department expressed its inability to meet their demands and negotiated with them for 50% of the contract works. However, while the department was negotiating with the land owners, the former Parliamentary Secretary and the Chief Engineer issued work orders to two different parties. Hav-

ing deprived of their demands, the land owners have withdrawn their offer; the release said adding that the department is now left without finalisation of the site for DIET, Tuensang despite the work orders being issued by the Chief Engineer (PWD). In this connection, the release informed that the department has written to the State government to cancel the work orders and re-float the tenders so that the department could re- negotiate with the land owners. Till date no information has been communicated to the SCERT, it stated. It also informed that on August 28, SCERT once again directed the Prin-

cipal, DIET, Tuensang to co-ordinate with the DC, Tuensang and the CCSU to select a new site for the institute. On the allegation that the department has received an amount of Rs 9 crores from MHRD, GoI for DIET Tuensang, the release clarified that till date the entire amount that has been sanctioned by the MHRD has not been drawn or utilised by the department in any manner. Should any clarification on the above issue be required or sought by any party all relevant documents relating to the matter can be obtained from the department for scrutiny on any working days, it informed.

KohIMA, SEPTEMBER 3 (DIPR): The Supreme Court has passed judgment on “Guidelines on the content regulation of government advertising”, on 13th May 2015. In the guidelines issued, the Supreme Court has allowed the following advertisements as legitimate and permissible. 1. Advertisements highlighting completion of a fixed period of Government's by highlighting achievements of the government, for eg: supply of electricity to each and every village during the Government's tenure. 2. Advertisements announcing projects. 3. Advertisements issued on the occasion of birth/death anniversaries of great personalities and such other events. Howev-

er, only a single advertisement commemorating the particular event should be allowed and multiple advertisements by different department on the same event should be avoided. 4. Advertisement announcing policies and benefits for public. 5. Advertisement on the eve of elections is permitted, if Government advertisements adhere to the objectives and parameters mentioned in the guidelines. The Supreme Court has spelled out 5 (five) principles to regulate the contents of the permissible advertisements mentioned above, namely, 1. Advertising campaigns are to be related to Government responsibilities. 2. Advertisement materials should be presented

in an objective, fair and accessible manner and be designed to meet the objectives of the campaign. 3. Not directed at promoting political interests of a party. 4. Campaigns must be justified and undertaken in an efficient and cost-effective manner, and 5. Advertisements must comply with legal requirements and financial regulations and procedures. In addition, the Supreme Court has observed that only’ the photographs of the President, the Prime Minister and the Chief Justice of the country be displayed Government advertisements.’ The Supreme Court has inter-alia, also directed that "Advertisements issued to commemorate the anniversaries of acknowledged personali-

ties like Father of the Nation would of course carry the photograph of the departed leader." The judgment is binding on the Union of India, State Governments and Union Territory Administrations and its agencies including all Local Bodies, Public Sector Undertakings (PSUs) and other Autonomous Bodies/ Organizations established under a Statute. These guidelines are applicable to all government advertisements other than classifieds, and in all medium of communication, such as print, electronic, outdoor and digital, inclusive of internet advertising. Now therefore, all concerned are hereby directed to adhere / comply strictly to the above given guidelines with immediate effect.

Reservation as affirmative action

R

eservation is a controversial topic where common ground is hard to find. Opinion is largely shaped by personal experience, whether one is a benefactor or a victim of Reservation. The voice of anti-reservation is getting louder and louder that the word Reservation now carries a negative connotation. Reservation is seen as reversediscrimination, something which kills talent and devalues accomplishment because people are chosen not on the basis of merit but on the basis of the social or racial group to which they belong. But if that were the case, why and how did Reservation came into being? Reservation has a negative connotation because of the way it has been used. So, it is helpful to understand the concept of ‘affirmative action’, synonymous for Reservation in some other countries, to know the purpose of it. Affirmative action is the policy of favouring members of the disadvantaged who suffer from discrimination. It is an act of justice which tries to compensate for past or present discrimination. It is a means to right a wrong. Therefore, affirmative action conceptually has a noble purpose. But it is in its abuse that the purpose is defeated and the noble policy is tarnished. Students from a school in Myanmar border of Nagaland simply cannot compete with students from a top private school in Kohima in NPSC exam (exceptional cases are there, but not generally). Therefore most of the government officers happen to be from the bigger towns, whose sons and daughters again fill their places after retirement. The cycle continues for generation after generation. Unless there is a helping hand in the system, the past and the present discrimination will continue into the future. Reservation is not the panacea for the situation stated, but it is one way of righting a wrong, or leveling of playing field. It is when the Reservation system does not serve its purpose that things go wrong. Suppose a student belonging to the same community as those students in Myanmar border passed NPSC through Reservation, but he is the son of a high ranking officer settled in Kohima, Reservation has not served its purpose. In such situation, we can say that there is a ‘creamy layer’ which needs to be wiped off. Suppose a community which has benefited from the Reservation for long has started to treat it as a birthright, things can go wrong there too. Reservation system is hard to fix because it has to be dynamic. It needs to be periodically reviewed so that if the objective is achieved, it has to be taken off, or renewed in case it needs extension. The UN realizes that affirmative action ‘in no case entail as a consequence the maintenance of unequal or separate rights for different racial groups after the objectives for which they were taken have been achieved’. Some people hold self-contradictory view that they are against Reservation when they are not in the reserved category within the State (BT reservation), but do not have a problem claiming Reservation at the national level (ST reservation). Many people who benefit from Reservation oppose other kinds of Reservation like Women Reservation when there is clear evidence that gender discrimination is as serious, if not more, than the discrimination by which they are getting benefit of affirmative action. Also, when certain people who shouldn’t be in the reserved category any longer continue to cling to it, it is not justifiable and causes resentment among un-reserved people groups. Does Reservation diminish quality of work and destroy merit? Affirmative action is an act of compensating discrimination. To start with, those who suffer discrimination start from a point of disadvantage. It can be historical or an ongoing form of discrimination by which the playing field is not a plain one for them. But to devalue the quality of those who are in the reserved category is to undermine their worth, potential, and intelligence. There is plenty of evidence that people who came through affirmative action are able to catch up well and do even exceedingly well. The debate on Reservation should not lose sight of the spirit behind it. It is a mark of a compassionate society. But it is something which has to be constantly revisited and refined through a scientific and objective methodology. A choice of billionaires

arack Obama and Mitt Romney both spent around $1bn on their 2012 presidential campaigns. Rather than fund a candidate in 2016, New York billionaire Donald Trump decided to stand himself. “My income is $400m a year,” he claimed. “Sure, I would spend it [on campaigning].” In 1992 billionaire Ross Perot promised to “buy the White House to give it back to Americans who can no longer afford it.” Like Perot, Trump will probably fail, while shedding his own light on how the US political system works: “I gave to many people before this ... two months ago I was a businessman. I give to everybody. When they call, I give. And you know what, when I need something from them two years later, three years later, I call them. They are there for me.” Hillary Clinton, former senator for New York and candidate in the Democratic primaries, was “there” too: “For Hillary Clinton, I said be at my wedding and she came to my wedding. You know why? She had no choice because I gave to a foundation that frankly ... is supposed to do good.” If you want an incorruptible president, Trump suggests, choose a corrupter. A 2010 Supreme Court ruling removed most restrictions on political donations from individuals and private companies. Since then, the super-rich have been able to distribute their largesse unimpeded. The New York Times explained the unprecedented number of Republican candidates — 17: “Almost every one of the primary candidates has a billionaire at his back, which means the life of their candidacies is now divorced from their ability to directly raise money from voters.” Most candidates class small donations as under $200; Jeb Bush has redefined them as under $25,000. Billionaires Charles and David Koch and Sheldon Adelson have become paramount backers of the US right. The unionhating Koch brothers intend to spend $889m on the election, a similar sum to both big parties. Wisconsin governor Scott Walker is their favourite, but three of his major Republican rivals have responded to the Koch call in the hope of being favoured with a contribution. Walker is also attempting to woo the octogenarian billionaire Sheldon Adelson, the eighth richest person in the US and a keen admirer of Israeli prime minister Binyamin Netanyahu. He is not alone in seeking Adelson’s favour. Two years ago Adelson said the US should launch a nuclear strike on Iran rather than negotiate with its leaders. The 17 Republican candidates may have had this in mind in the debate on 6 August; they all expressed their opposition to the recent accord between the US and Iran.

Caste Quotas in india Come Under Attack

T

he resentment built slowly in Hardik Patel. It took root when he watched his younger sister lose out on a college scholarship because of India’s version of affirmative action, a system of strict quotas that reserves nearly half of government jobs and public college slots for those who come from disadvantaged castes or tribes. It deepened as he talked to other young Patels from his farming village, where it seemed as if everyone had a story of a job lost, a door closed, or a dream thwarted all because the Patel clan is considered too well off to qualify for inclusion in India’s quota system. This spring, with help from a loose network of friends, Hardik Patel began organizing Patels all over Gujarat, a western state of 63 million people, including roughly 10 million Patels. Meeting at farmhouses and restaurants, connecting on Facebook and WhatsApp, they quickly turned their shared resentment into an audacious plan that culminated on Tuesday when Hardik Patel, a baby-faced 22-year-old, stood on a stage here before 500,000 wildly cheering people, almost all of them young Patel men, and took dead aim at an entrenched quota system that India’s leading politicians have spent decades defending and expanding as a means to win votes from one caste or another. In an act of political jujitsu, Mr. Patel demanded that the Patels, who belong to the Patidar caste, be included in the very quota system they despise — knowing that if the wealthy and politically powerful Patels of Gujarat can qualify for special quotas, then so must every other caste in India. “We are not begging,” he defiantly told the crowd. The roar of a half-million Patels chanting “Hardik! Hardik!” echoed off nearby apartment buildings, where still thousands more Patels lined rooftops and balconies. The adoration was all the more remarkable since almost no one had ever heard of Hardik Patel before last month. It was not just the enormous size of the Patel rally, or the underground swiftness with which it came together, that left India’s political and media elites universally stunned. It was also the depth of the rebuke it represented to Prime Minister Narendra Modi. Mr. Modi came to national prominence because strong support from the Patels helped elect him chief minister of Gujarat in 2001. When he ran for prime minister in 2014, Mr. Modi extolled the success of what he called “the Gujarat model” — a set of business-friendly policies he claimed had led to widely shared prosperity for the people of Gujarat. Those claims have now been called into question by 500,000 of his most faithful supporters, many of whom, in dozens of interviews last week, described a Gujarat where a young, educated work force is finding it increasingly difficult to find good private-sector jobs. Hours after his speech, as dusk settled on Tuesday, Hardik Patel sat crosslegged on a mattress on the stage, wondering if Mr. Modi had gotten the message. To make sure, he had announced his intent to fast on the stage. Shoes off, shirt untucked, Mr. Patel

seemed drained from the day’s drama. Only a few thousand equally spent supporters remained near the stage. The point of the protest, he explained in an interview, was to confront Mr. Modi and his allies with a brutally difficult choice — either side with the Patels who had brought them to power, or else earn the Patels’ political wrath by siding with the castes and tribes that currently benefit from the quota system. “It’s a vicious cycle,” he said, mopping sweat from his face with a rag. “The more they demand, the more the political masters give them; the more they get, the more the political masters answer to them.” Ninety minutes later, hundreds of police officers swarmed the stage to arrest Mr. Patel and break up what remained of the rally. They beat peaceful protesters with bamboo canes, tossed chairs into the crowd and manhandled journalists. Several miles away, the chief minister of Gujarat, Anandiben Patel, and the minister in charge of the police, Rajanikant Patel, watched the violence on television with mounting horror. Only minutes earlier, Rajanikant Patel said in an interview, the two had been talking about how well the day had gone. “We thought it was all done with, and in the best possible way,” he said. And then, all of a sudden, “things went haywire.” Neither he nor the chief minister gave an order to arrest Mr. Patel or break up the rally, he insisted, saying that they had quickly ordered the police to release Mr. Patel. Yet by then the damage had been done. That night, and over the next two days, police officers were repeatedly caught on camera smashing cars

and beating unarmed civilians, even some with hands raised. “Police Unleash Terror,” read the headline in one Ahmedabad newspaper. Across Gujarat, mobs responded with equal fury, burning buses and police stations and targeting the homes of Gujarat’s ministers. Rajanikant Patel’s home was burned. By Thursday, 10 people were dead, including a police officer, the army had been called in, and Mr. Modi had gone on television to appeal for peace. The impact of the week’s events is still being absorbed across India. Taking their cue from the Patels, other prosperous castes have now begun talking about holding similar protests. On editorial pages and TV news programs, debate is raging over the nation’s quota system, first codified in India’s Constitution 65 years ago. The Indian Express called the Patel protest “an eruption against growth that has not been inclusive.” The Hindu called it a “rude awakening” for Mr. Modi. In the meantime, Hardik Patel has begun plotting new ways to spread his rebellion as the most famous and feared 22-year-old in India. Not five miles away, across the Sabarmati River that bisects this city, the fear was palpable in an impoverished, hopelessly overcrowded neighborhood squeezed into a depression of land at the base of Ambedkar Bridge, named for the principal architect of India’s Constitution. Almost everyone in this neighborhood comes from a caste that benefits from the quota system, including Narayan Parmar, 51, who said he felt profoundly threatened by the demands of the Patidars. Thanks to the quota system, Mr.

Parmar landed a job 28 years ago at the city’s sewage plant. “It was a moment of immense happiness for me,” he said, sitting outside a crumbling government housing block that looked as if one good shake could bring the whole thing tumbling down. With its modest pension and health benefits, and a steady paycheck of $375 a month, the government job has allowed him and his family to escape the abject destitution they otherwise faced with him eking out a living as a rickshaw puller. Yet he and his neighbors are quick to point out the precariousness of their gains. It is a good day, he said, when he can feed his family two full meals. They line up each morning at a communal water line because their taps spew filth, and the children here attend government schools that have yet to see a computer. The quota system helped Jitendra Jain, 40, become a lawyer, and yet, he said, he still cannot escape this neighborhood because wealthy clients simply will not hire a lawyer from his caste. “I’m stuck in a cycle,” he said. Many Patels, Hardik included, readily agree that the government should give extra help to poor families, regardless of caste. They object, however, to India’s quota system precisely because it is built around caste, not economic status. Even so, in this neighborhood the Patel protest is seen as an act of monumental selfishness — just one more way for the haves to have more. If the Patels succeed, Mr. Parmar said, the implications for this neighborhood are obvious: “We will grow poorer.”

h sacred planet. The terror of climate crisis is a long time in the making. As I read about the mass mobilization forming around the upcoming U.N. climate change convention, which is likely to accomplish far too little — because what’s needed is change at the roots of civilization — I feel a desperate impatience, a tearing at my soul. What can I do that’s bigger than anger, bigger than a demand for governmental and corporate entities to make changes they are essentially incapable of making? Maybe I can help rewrite the story of civilization, which means unwriting the present story. From the Dark Mountain Manifesto, for instance, here are two of the “eight principles of uncivilization”: “We believe that the roots of these crises lie in the stories we have been telling ourselves. We intend to challenge the stories which underpin our civilization: the myth of progress, the myth of human centrality, and the myth of our separation from ‘nature.’ These myths are more dangerous for the fact that we have forgotten they are myths. “We will reassert the role of storytelling as more than mere entertainment. It is through stories that we weave reality.” With this in mind, I think about my family’s trip to Yellowstone National

Park when I was a teenager (sometime in the previous century) and the tourist awe I felt as I gaped at Old Faithful and the gurgling springs and the incredible vistas of the Yellowstone River. America, America, God shed His grace on thee . . . know what I’m saying? We’ve been preserving slices of scenic “wilderness” — keeping them out of our own exploitative reach — for 150 years now. What could possibly be wrong with that? The problem, it turns out, is that the national park system is full of the bloodstains of American history. Manifest destiny meant the conquest of nature as well as the conquest of the continent’s indigenous inhabitants. It was all part of the same militarized arrogance. “The modern conservation movement began at dawn on December 8, 1850, above the north fork of California’s San Joaquin River,” Eric Michael Johnson wrote a year ago in Scientific American, describing a vicious U.S. military attack on the Ahwahneechee tribe, whose forebears had lived in — and been deeply part of — the Yosemite Valley (as we renamed it) for thousands of years. Before we created the national park system, we drove out the people who lived there and, ironically, functioned as stewards of the land. They had kept it in eco-balance with a remarkably complex under-

standing of nature. Too bad. Now the land “belonged” to the newcomers, who had long, long ago dismissed the value of such understanding. Turns out eco-stewardship doesn’t mean simply putting “nature” behind a glass case. Human beings have an active role to play in sustaining, as opposed to merely exploiting, the Earth’s ecosystems. After a century of U.S. occupation and the disappearance of controlled undergrowth burning, Johnson noted, “the Yosemite Valley biodiversity had actually declined, trees were now 20 percent smaller, and the forest was more vulnerable to catastrophic fires than it had been before the U.S. Army and armed vigilantes expelled the native population.” And we didn’t simply expel the native population. We did our best to drive it — both the people and their cultural wisdom — into nonexistence. What we couldn’t kill we humiliated. “Native Americans were evicted from almost all the American parks, but a few Ahwahneechee people were tolerated inside Yosemite for a few more decades,” Stephen Corry, director of Survivor International, wrote recently at Truthout. “They were forced to serve tourists and act out humiliating ‘Indian days’ for the visitors. The latter wanted the Indians they saw in the movies, so the Ahwahn-

eechee had to dress and dance as if they were from the Great Plains. If they didn’t serve the park, they were out — and they all did finally die or leave, with their last dwellings deliberately and ignominiously burned down in a fire drill in 1969.” The American conservation movement, Corry maintains, was just another aspect of colonialism. This was Western civilization in high gear, busy dominating tribal cultures and nature itself, proceeding with utter certainty, both moral and scientific, that it had no need to be part of the circle of life. Only now, with Western moral rectitude in an advanced stage of collapse — and environmental catastrophe looming — are people in large numbers coming to realize how deeply, profoundly problematic our domination-based worldview really is. “Even without considering questions of human rights and the intrinsic value of cultures,” environmentalist Alan Durning told Worldwatch Institute, “indigenous survival is a matter of crucial importance. We in the world’s dominant cultures simply cannot sustain the earth’s ecological health without the help of the world’s endangered cultures.” And so the new story begins here, as we grope wondrously for the wisdom we’ve forgotten. How do we heal — and atone for — the damage we’ve done? How do we reclaim a sacred connection with our planet? How do we stop killing ourselves?

SOYBEAN PRODUCTION TECHNOLOGY FOR BETTER YIELD

S

oybean (Glycine max L.) is a potential oilseed of the country. Soybean (Glycine max) accounts for nearly 50 percent of total production of oilseed crop in the world. Its seed, which contains about 40 percent protein and 20 percent oil, provides approximately 60 percent of the world supply of vegetable protein and 30 percent of the oil. Soybean protein is rich in the valuable amino acid lysine (5%), in which most of the cereals are deficient. In addition, it contains a good amount of minerals, salts and vitamins (thiamine and riboflavin) and its sprouting grain contains a considerable amount of vitamin c. Vitamin A is present in the form of precursor carotene which is converted into vitamin A in the intestine. A large number of Indian and western dishes such as bread, chapatti, milk, sweets, pastries etc., can be prepared with soybean. It is used for manufacturing vanaspati ghee and other industrial production of different antibiotics. Soybean builds up the soil fertility by fixing large amounts of atmospheric nitrogen through root nodules. It can be used as fodder, forage can be made into hay, silage etc. Its forage and cake are excellent nutritive foods for livestock and poultry. Soybean being the richest, cheapest and easiest source of best quality proteins and fat having a vast multiplicity of uses as food and industrial products is called as wonder crop. Soybean ranks third in oil provides vegetable economy in India, after groundnut and rapeseed-mustard. As per 2005-06, total area under soybean is 7.71 M ha with a production of 8.27 M t and productivity 1071 kg ha-1 . Largest area (4.26 M ha) and highest production of soybean (4.50 M t) are from MP while the yield is highest in AP (1950 kg ha-1). In NEH region 17.5 thousand tonnes of soybean is produced annually from an area of 17.5 thousand ha with a productivity of 1000 kg/ha, which is much higher than the national productivity level 822 kg/ha. It is cultivated as a kitchen garden crop and consumed as pulse crop by the people in this region. It grows well in slope and terraces. Soybean is consumed by every house hold in Nagaland in the form of fermented soybean as a traditional food from time immemorial called Akhuni particularly in Zunheboto district. Akhuni is the Naga’s special food additive, a probiotics, fermented soy bean product with high culinary and health values, none of the Naga food and feast is complete without Akhuni. Akhuni is prepared in lots sufficient for house hold for a period of 30-45 days. It is available in all markets in Nagaland in case you don’t want to prepare yourself. There are some variations in taste in Akhuni from different place due to variation in preparation methods. Area and Distribution in Nagaland –. Soybean is another oilseed crop of Nagaland but grown as pulse in the name of Naga dal. Soybean is growing in almost all the districts of the state having hot summer climate, irrespective of elevation and irrigation facilities. It is cultivated over an area of 24510 hectares with the production of 30680 Metric tonnes, with the productivity of 1.25 Mt/ha. abbits are social, burrowing herbivores that are natural prey for a large number of carnivores. As a prey species they have evolved to be constantly vigilant, lightweight and fastmoving with a highly efficient digestive system that enables them to spend the minimum time possible above ground and in danger of capture. Rabbits are mild weather animal, their natural habitation is hilly slopes, high altitudes, cool and bushy forest. They also thrive well in the plains, if proper care and housing is available. Rabbits are fast in producing the young ones, and are ready for table purpose in about 3-4 months of age. Rabbit has been identified as an important micro livestock that can meet the increasing demand of meat in the NE region. Important features of rabbit Rabbits are possible to rear in the backyard, requires less space and feed, low initial investment to start rabbitry, highly prolific, producing 25-30 young ones in a year, do not compete with man for food grains, pregnancy period is 30-32 days, becomes ready for production by 6-7 months of age, attains body weight of 1.5 to 1.8 kg within 10-12 weeks depending on the breed and type of feed given. Its meat contains more protein, less fat and cholesterol and also provides fur skin which is a valuable by-product.

Tips for increasing production • Soil testing has to be done after harvesting of pre-kharif crop .i.e. maize or vegetables. Soil sample from all the four corners of field at 30-40 cm soil depth, need to be collected and mixed. Soil sample weighing 500 gm needs to be tested at nearby Soil testing Laboratory. Soil test is being done to know the fertility status. Soil samples are being analysed at Soil testing Lab. Medziphema, and also at ICAR Research Complex for NEH region, Jharnapani, Medziphema, Nagaland at nominal fees. • In low lying areas, water logging must be avoided. Apply lime @ 500 kg/ha in furrows and incorporate into the soil at least 1-2 weeks before sowing the crop. • Use quality seed of newly developed soybean genotype suitable for the region/state. • To reduce the fungal attack seed should be treated with fungicide such as Thiram or bavistin @ 3g kg-1 one week before Rhizobium inoculation. • Treat the seeds with bio-fertilizer spp. Rhizhobium japonicum 500g/75 kg of seeds before sowing. • Seed rate of 70-80 kg/ha are required under rainfed timely sown conditions. For late sown and irrigated conditions seed rate should be increased to 100 kg/ha. Seeding depth should be around 3-4 cm with a spacing of 45 X 10 cm. • Sowing time is very important. If soybean is sown during the month of June in foot hill condition, it will result in profuse vegetative growth will not flower and pod formation will be affected. So in foot hill areas the optimum time for sowing is 2nd week of July to 3rd week of July. • Fertilizer management: - A starter dose of 20-30 kg N/ha is sufficient for healthy crop stand and a dose of 60 kg P2O5 and 30 kg K2O/ha. • Water management: Soybean is grown during kharif season and due to high rainfall no irrigation is needed. However, during flowering and pod formation stage of the crop, water stress should be avoided. Crown root initiation and heading stages are the most critical to moisture stress. • Weed management: To avoid weed competition during the early growing stages soybean field should be kept free of weeds for the first 30-40 days of sowing. The weed that emerge 30-40 days after sowing are smothered by the crop. Mechanical method includes use of khurpi, spade and hand hoe. Two manual weeding 20 and 40-45 days after sowing are generally sufficient for control of weeds for economic yield. • Alachlor may be applied to the irrigated crop at 4 litres/ha or Pendimethalin 3.3 litre ai/ ha after sowing followed by one hand weeding on 30 days after sowing. • Bihar hairy caterpillar ,stem fly, white fly and gram pod borer among insect pests that attack the crop at different stages of growth. For effective management of insect pest, young caterpillars can be killed by dusting 0.4% fenvelerate at 30 kg ha-1, spray endosulfan 35 EC at 0.07% 2ml/litre of water, for stem fly apply phorate granules at 10 kg ha-1 or disystone 5% granules at 20 kg ha- 1in the soil before sowing, spray endosulfan 35 EC at 0.05% 2ml/litre of water and for white fly spray triazophos 40EC at 1.25 ml/litre of water, Malathion 2.0 ml/litre of water & metasytox 0.1 % (2.0 ml/litre of water). esame, sesamum or gingelly (Sesamum indicum L.), family pedaliaceae a self pollinated crop is an oldest oilseed crop known to humanity, domesticated well over 3000 years ago. In general it is a crop of the developing countries grown by poor farmers. It is a robust crop that needs little farming support—it grows in drought conditions, in high heat, with residual moisture in soil after monsoons are gone or even when rains fail or when rains are excessive. It is a crop that could be grown by subsistence farmers at the edge of deserts, where no other crops grow. It has been called as survivor crop. Seed has high food value because of its higher contents of good quality edible oil, nutritious protein and is used as a substitute for olive oil in salads, pickles and in cooking. It is used to make many food items and to garnish foods like bread, biscuit, snacks and sweet meats. Sesame cake rich in protein (30 to 50 percent) is also rich in sulphur containing amino acids, carbohydrates, mineral nutrients such as calcium and phosphorus. Because of it’s greater and varied utility it is considered the “Queen of Oilseeds”. India is a major producer of sesame, followed by China, Myanmar and Sudan. These four countries account for 75% of the area of the crop. The remaining 25% is dispersed in countries like Ethiopia, Nigeria, Uganda, Mexico, Venezuela and Turkey. India alone accounts for about 40% of production from 27% of the total world area under sesame but its productivity is quite low (368 kg/ ha) as compared to world average (489 kg/ ha) (www.fao.org). India produces around 0.5m tones of sesame annually. It is grown mostly in Uttar Pradesh, Rajasthan, Madhya Pradesh, Andhra Pradesh, Maharashtra, Gujarat, Tamil Nadu, Orissa and Karnataka. Sesamum has been adopted well for cultivation in almost all the districts of Nagaland too at different elevations up to 1874 msl. Although, the crop was not given adequate recognition as an important oilseed crop initially, it has started to receive wide acceptance in recent times among farmers. According to the recent report, 2011-12, area and production was highest in Dimapur district (area 630 ha and production of 400 metric tonne) followed by Mokokchung district (area 450 ha and production of 260

metric tonne). Total production during the year 2011-12 was 2100 metric tonne from an area of 3500 ha. AST-1 variety was found to be suitable under Nagaland condition.

RECOMMENDED PRACTICES OF SESAMUM PRODUCTION For maximum yields, sesame requires fairly high temperatures and evenly distributed rainfall during its growth period. A temperature of 250C to 270C is ideal for rapid germination, initial growth and flower formation. Germination is delayed at temperatures below 200C and temperature less than 180C after emergence will severely retard growth. Low temperatures at flowering results in pollen sterility and premature flower drop. Conversely, temperatures above 400C at flowering seriously affect fertilization and the number of capsules set will be low. Low temperatures at flowering may lead to premature flower drop or production of sterile pollen. Sesame is basically a short day plant cultivated in tropics to temperate zones but many varieties have become locally adapted to various light periods. However, when these varieties are introduced into other areas with similar day length but dissimilar rainfall or temperatures, there is considerable variation in growth and yield from that in their original home. It grows well on a variety of soils but thrives best on those, which are moderately fertile with good internal drainage. For kharif crops, land should be deep ploughed with summer showers in April- May. With the onset of monsoon rains two to three harrowing should be done to break the clods. Rabi crop requires less land preparation, as the soils are frequently moist from monsoon rain. Seed rate depends on the variety, method of seeding and season. It varies from 5 to 7 kg/ha for broadcasting to around 3kg/ha for row seeding. For mixed/intercropping it is usually less than one kg/ha. Even when sown by broadcast, the crop should be thinned well to get good yields. Spacing between rows and within rows depends on variety, season and management practices. It varies from 30 x 10 to 45 x 15 cm under different situations. Sesame, by virtue of its short duration, fits well into a number of intensive systems either as catch crop or sequence crop. Sesame is sensitive to

weed competition during the first 15–35 DAS (days after sowing). A minimum of two weeding, one after 15 DAS and another 35 DAS are required to keep the field relatively wed free. Once established, sesame is capable of withstanding a higher degree of water stress (drought) than many other crops. It cannot withstand frost, prolonged drought, wet weather or water logged conditions especially at flowering and pod developmental stages. Irrigations may be given at intervals of 1215 days depending on the soil type, weather conditions and season. For good capsule filling and yields, irrigation at flower initiation and capsule formation are most critical. As the crop is susceptible to shattering, timely harvest is important to avoid losses. It should be harvested when the leaves turn yellow and the capsules greenish-yellow. Threshing should be done by gentle beating of well dried plants with sticks. Since sesame is a small flat seed, it is difficult to dry it after harvest because the small seed makes movement of air around the seed difficult. Therefore, the seeds need to be harvested as dry as possible and stored at 6 percent moisture or less. Seeds have good storable value and do not present any problem. For a healthy crop: • Select a variety resistant or tolerant to major pests • Select healthy seeds/seedlings/planting material • Treat the seeds/seedlings/planting material with recommended pesticides especially bio-pesticides • Follow proper spacing • Soil health improvement (mulching and green manuring wherever applicable) • Nutrient management especially organic manures and biofertilizers based on the soil test results. If the dosage of nitrogenous fertilizers is too high the crop becomes too succulent and therefore susceptible to insects and diseases. If the dosage is too low, the crop growth is retarded. A Divided Parivar: Mulayam dumps ‘grand’ Bihar alliance ‘Grand coalition has humiliated Samajwadi Party’ Patna, SePtember 3 (IanS): Uttar Pradesh's ruling Samajwadi Party on Thursday walked out of the grand coalition of regional parties in poll-bound Bihar, charging the JD-U-RJD alliance on not consulting them in seat distribution and humiliating them by doling it just five seats. It announced it will contest the elections on its own. The announcement by SP general secretary Ram Gopal Yadav, who had opposed the alliance from day one, in Lucknow was followed by the resignation of senior Rashtriya Janata Dal (RJD) leader and former union minister Raghunath Jha from the party who walked into the SP fold along with Ram Jeevan Singh of the Janata Dal-United. While the SP had very little presence on the ground in Bihar, its moves on Thursday rendered a body blow to the perception of unity and expansion of the 'Maha Gathbandhan' in Bihar which is likely to go to polls within the next two months. In Patna, the SP's Bihar unit chief Ram Chander Singh accused the Nitish Kumar-Lalu Prasad combine of humiliating his party even though Mulayam Singh was the tallest leader of the alliance.

He also said that in coming days the party will talk to other small players in the state and put up candidates with the sole aim of winning. Jha told media persons that he was sidelined in the party by Lalu Prasad and would now give his best shot to the SP. JD-U's national president Sharad Yadav however struck a conciliatory tone, saying that he will not allow the SP to walk out of the Janata Parivaar and he will talk to Mulayam Singh and try to crease out t h e differ-

ences. All will be fine soon, he told reporters in New Delhi. "Our alliance is intact and will remain intact. I will soon talk to Mulayam Singh Yadav," Sharad Yadav said while adding that he "got to know through the media that the Samajwadi Party is not happy with the seat sharing". "In a grand alliance, such things happen. We will not allow him to walk out of the alliance. Their concerns will be addressed soon," he added. He however declined to respond to Ram Gopal Yadav's accusat i o n s.

"I am not going to respond to any of the accusations. We know the problem has come to our doorsteps and we know how to solve it. I have a lot of experiences in resolving such problems," he said. The JD-U and the RJD had decided to contest 100 seats each for the 243-member Bihar assembly, while the Congress was given 40 seats and the Nationalist Congress Party three. Later, RJD leader Lalu Prasad, whose daughter is married to Mulayam's grand nephew, gave away

five seats out of his quota to the SP. Now, there are indications that the party would field 150 candidates in Bihar. Meanwhile, Ram Gopal Yadav rubbished speculation that his recent meeting with Bharatiya Janata Party (BJP) president Amit Shah had triggered their parting ways with the Janta Parivaar. He also clarified that his party could not be blamed for the division of secular votes, saying the BJP did well in recent elections in Rajasthan, Madhya Pradesh and Gujarat even in a straight contests. Ashok Singh, president of RJD's Uttar Pradesh unit, called the SP decision "very unfortunate" and called on all to get together and rethink the issue. But SP sources ruled out any such possibility and added that the decision was final. Meanwhile, senior BJP leader Shahnawaaz Hussain said that Mulayam Singh had walked out of the alliance in Bihar as he knew that the Janata Parivaar was a sinking ship, while Bihar BJP legislator Arun Sinha said the development shows "how desperate and over-ambitious" were and alleged they had come together just for "the sake of their personal benefits".

Addressing a gathering of spiritual leaders, scholars and leaders from several countries at a conference on conflict avoidance and environment consciousness, the prime minister said it was the poor people of the world who were most directly hit due to climate change. "In my view, the most adversely affected by climate change are the poor and the downtrodden. When a natural disaster strikes, they are hit the hardest. "When there are floods, they are rendered homeless. During a quake, their homes are destroyed. During droughts, they are affected. And during extreme cold too, the homeless suffer the most," he said. "We can't let climate change keep affecting people in this manner. Which is why I believe the discourse must shift focus from climate change to climate justice." Talking about Buddhism, the prime minister said Buddhist tradition, in all its historical and cultural manifestations, encouraged greater identification with the natural world because from a Buddhist perspective nothing has a separate existence. Stating that the impurities in the environment affect the mind, and the impurities of mind also pollute the environment, he said: "In order to purify the environment, we have to purify the mind." Modi said the eco crisis was a reflection of imbalance of mind. Lord Buddha, therefore, accorded importance to the need for preserving natural resources, and created tools related to water conservation and forbid the monks from polluting water resources. The nature, forests, trees and the well-being of all beings play a great role in the teachings of Lord Buddha, he said. "Personally, it is my reading of Vedic literature that educated me about the strong bond between humans and mother nature. We are all aware of Mahatma Gandhi's doctrine of trusteeship." Sheena murder: Motive elusive, Indrani resolute on not confessing mumbaI, SePtember 3 (IanS): With the next court hearing scheduled for Saturday, Mumbai police on Thursday were engaged in a multi-pronged probe to ascertain the motive behind the killing of Sheena Bora, as her mother and prime accused Indrani Mukherjea remained resolute on not admitting to a crime which she claimed she did not commit. The police probe covered family disputes, property and financial angles involving the three accused -- Indrani, her ex-husband Sanjeev Khanna and her former driver Shyamvar Rai -- and others who are being questioned. Former Star India CEO and Indrani's husband Peter Mukherjea, was questioned for the second consecutive day on Thursday, mainly on the financial and property aspects, details of which are being kept under wraps for the present. During the day, conflicting media

reports emerged about Indrani having 'confessed' to her role in the killing of her daughter Sheena, but her lawyer Gunjan Mangala promptly denied it. While a couple of TV channels insisted that Indrani had confessed, her lawyer dismissed the contentions, claiming Indrani was "very resolute that she would not admit to a crime which she had not committed". TV reports claimed Indrani admitted to her role in Sheena's murder, the circumstances leading to the crime and other aspects. However, top police officials refused to comment on the developments. Questions were also raised about the admissibility of the purported confession, if any, in a court since it was made before police and not before a magistrate as required under law. Thursday was the 81st day of protest by ex-servicemen in the national capital. Thirteen retired soldiers are on indefinite hunger strike. The veterans rued that despite the government sending several mediators, no concrete proposal from the government has come so far. Stating that they were still open to talks and ready to consider the government's point of view, the ex-servicemen said there was no clarity on the government's offer to them. "The government makes their

offers, we present our demands. But nothing is clear. One mediator makes one offer, another one makes another... The way we have conveyed our demands clearly, the government should also make its offers ready," Col. Kaul told IANS. "Six or seven different mediators are talking to us, they are sending different people to get concessions, but there is nothing concrete," Group Captain Gandhi added. About the probability of the government announcing the OROP unilaterally, the veterans said if they found it was not as per their demands, their agitation would continue. "We want One Rank One Pension, not one rank two pension or one rank three pension..." Group Captain Gandhi said, adding that the yearly revision veterans were asking for was important so that it remains one rank one pension. "Unless there is revision every year it will not be One Rank One Pension," he said. Col. Kaul further said the review the veterans were asking for at the rate of three percent every year is not an increment, but for equilisation of pensions. "We are not asking for any three percent increment. There is no such thing as increment," he said. "What we have asked for is a periodic review of pension so that at no stage the definition of OROP, as accepted by parliament, is violated," he added.

About the condition of veterans staging an indefinite hunger strike for so many days, the ex-servicemen wished to know if the government would take the responsibility if anything happened to them. Col. Pushpender Singh (retd), who started an indefinite fast on August 17, and had to be evacuated and taken to hospital later, returned to Jantar Mantar on Wednesday. Along with him is Havaldar Major Singh, on fast since August 17 as well, who has refused to leave the protest site despite his deteriorating health condition. There are 13 ex-servicemen sitting on an indefinite fast at Jantar Mantar. Asked about fissures emerging among senior officers and Junior Commissioned Officers over OROP, Gandhi and Kaul rubbished such rumours. Asked about the government's claim that implementing OROP would lead to a huge financial burden, Gandhi said: "Whenever we ask them to give the mathematics they have done over the cost, they have nothing to show." He added that the expenditure that would accrue to the government by implementing the OROP had been vetted by different layers, including the defence minister. He said varying figures of supposed government expenditure were being floated "by people who do not know what they are talking about".

SanKrOD, SePtember 3 (reuterS): A village council in Uttar Pradesh has denied allegations that it ordered two young sisters to be raped because their brother eloped with a higher caste woman. The council's purported ruling led to an international outcry and hundreds of thousands of people have demanded their safety. Now, members of the village council in the Baghpat region have told Reuters they passed no such order. Family members of the two sisters also told Reuters they are unsure if the ruling was made. And local police deny any such directive was given. When the accusations first emerged last month, they spread like wildfire. An online petition by Amnesty International seeking justice and protection for the lowcaste sisters gathered over 260,000 signatures, mostly in Britain. But family members said in interviews with Reuters the information that the council made such an order may have just been gossip. "It is all hearsay, we don't know if this actually happened," said Dharam Pal Singh, 55, the women's father and a retired soldier.

"We heard it from other villagers." He identified one of the villagers, a man who also said he had heard it from others. The incendiary allegations were contained in a petition to the Supreme Court filed last month by a lawyer for the Singh family seeking protection for the sisters. It said one of Singh's sons fell in love with a married woman of a higher caste, leading to a row between the two families. In its most sensational claim, the court filing said Meenakshi Kumari, 23, and her 15-year-old sister fled their home after being told they would be stripped naked and paraded with their faces blackened before being raped to atone for their brother's transgression. "These Things Can Happen" Rahul Tyagi, the lawyer who brought the case to the Supreme Court, was hired by the family when the row over the affair started some months ago. Tyagi said he stood by the petition, which the family filed because of fears for the safety of the sisters, and denied failing to check the facts. However, he said

he had never visited the village, nor spoken to any members of the council who supposedly issued the rape order. "We have documentary evidence for nine out of 10 things in the case," he said. "The other things people will not come out with unless there is an independent investigation." Kumari, the elder sister, admitted she didn't know if the council had issued a ruling but said she took the threat seriously because women are often punished in India for things they have not done. "It is very tough life for women," Kumari said in an interview at Tyagi's office in the relative security of the capital. "These things can happen." She said she had heard of the threat to rape her from her father. Unelected village councils like the one in Baghpat do mete out rough justice in many parts of rural India, ruling on matters of marriage, property and how women should dress. In rare instances the councils have ordered rape as a punishment. However, it typically is difficult to confirm such rulings because village councils usually

only issue verbal orders, and no record is kept of proceedings. This case appeared to fit a familiar narrative. It combined some of rural India's most tenacious problems: entrenched hierarchies built on prejudice and the ancient Hindu caste system colliding with more modern values, a history of weak governance and increasing violence towards women. No Proof Reuters interviewed more than 20 people involved in the incident in the village of Sankrod, in Baghpat district, an hour's drive away from the capital New Delhi, where closely packed concrete homes are surrounded by corn and cane fields. There were many discrepancies in the accounts offered by the families of the sisters and the married woman, members of the village council, the lawyer who drew up the Supreme Court petition, and police officials. But no one said they had any evidence that the council had handed down the rape punishment, as alleged in the court petition. The petition said the council was comprised of upper caste men.

The village council is actually more than 80 percent female and headed by a woman who, like the sisters, is from the bottom of the caste hierarchy. "How many times do I have to tell you that there was no meeting?" said Bala Devi, 55, who has run the council for the last five years. "We spend our time discussing mundane things like fixing the roads or water pumps." Sharad Sachan, a police superintendent, concluded after interviewing council leaders and other villagers that no such order had been issued. "The Supreme Court asked us to investigate and we plan to tell them our findings later this month," Sachan said. The Supreme Court is not due to rule on the case until later this month. Amnesty said it did not investigate the case or visit the village, and instead relied on the court submission. Gopika Bashi, women's rights campaigner at Amnesty International India, said that despite the doubts cast over the story there were no plans to withdraw its petition. "We will continue to push for protection for the family," she said.

Trains to Vienna and beyond to Germany were cancelled, making it unclear what would be the next stop for the migrants - many of them refugees from wars in the Middle East. Thousands have died at sea and scores have perished on land in Europe’s worst migration crisis since the Yugoslav wars of the 1990s. Images of a drowned three-year-old face down in the surf on Turkish beach, one of at least 12 who died there the previous day while trying to sail for a Greek island, appeared in newspapers across the continent, increasing public pressure on politicians to take action. “He had a name: Alyan Kurdi. Urgent action required - A Europe-wide mobilisation is urgent,” French Prime Minister Manuel Valls said on Twitter. Xi made the surprise announcement at the opening of a military parade marking 70 years since the end of World War Two. The cut represents a little more than a tenth of the military’s 2.3 million strong forces. The reduction will make the People’s Liberation Army more modern and better able to achieve the aim of China having a strong military, the ministry said in a question and answer statement carried by the Xinhua news agency. “The Chinese armed forces will be slimmer but more capable, and their composition will be more scientific,” it said. The cut would not affect China’s ability to protect itself, the ministry said. “Cutting troop numbers is beneficial for concentrating resources, speeding up informatisation and raising quality. We have the confidence and ability to deal with all kinds of security threats and risks,” it said. This is the fourth time since the 1980s that China will be reducing its military numbers, as it speeds up an ambitious modernisation programme which has

seen the development of stealth jets and anti-satellite missiles. Rival Taiwan says China is building two aircraft carriers that will be the same size as its sole carrier, a 60,000-tonne refurbished Soviet-era ship. Taiwan’s Defence Ministry said in report obtained by Reuters that one of the new vessels is being built in Shanghai and the other in the northeastern city of Dalian. It gave no estimate for when construction would be finished and the Chinese ministry did not immediately respond to a request for comment. The focus of the cut announced on Thursday will be on phasing out outdated equipment, simplifying administrative and non-combat roles and “adjusting and improving military structure”, the Chinese ministry said, adding it would be basically completed by late 2017. GUATEMALA CITY, SEpTEMbEr 3 (rEUTErS): Guatemalan President Otto Perez has resigned, his spokesman said on Thursday, after becoming embroiled in a corruption scandal that has gutted his government and plunged the country into chaos days before a national election. Thousands of protesters had flooded the streets of the capital, Guatemala City, and other cities in recent weeks calling for Perez, a 64-year-old retired general, to quit over allegations of involvement in a customs racket. His letter of resignation was signed late on Wednesday and sent to the country’s Congress, which was expected to hold an emergency session early on Thursday to hand power to Vice President Alejandro Maldonado in line with the constitution, presidential spokesman Jorge Ortega said. Perez has repeatedly denied any wrongdoing and said he would not resign. But his options narrowed on Wednesday when a judge issued a detention order against him after lawmakers voted to strip him of immunity from prosecution. Prosecutors said the charges against Perez, who was elected on a ticket to combat crime and corruption, were illicit association, taking bribes and customs fraud. Perez’s lawyer said the president, who had been deemed a flight risk, would present himself at court at 8 a.m. on Thursday (1400 GMT). Prosecutors allege Perez was involved in a customs racket dubbed “La Linea”, or the line, after a phone hotline used by importers to avoid paying customs duties in exchange for bribes. Conflicts across the Middle East and North Africa are preventing more than 13 million children from attending school, leaving their hopes and futures shattered, the United Nations Children’s Fund said in a report issued on Thursday. The UNICEF report “Education Under Fire” looked at the impact of violence on schoolchildren in nine territories, including Syria, Iraq, Yemen and Libya where a generation is growing up outside of the education system. “It’s no coincidence in that what we see in terms of our TV pictures, the tragic pictures of people crossing on boats to Greece and Italy, very much comes back to the Syrian conflict and (to) the Iraqi conflict to a lesser extent,” UNICEF regional director Peter Salama said. Refugees often say the education of their children is their top priority, he said,

and many countries in the region simply are not able to provide that basic human right. The study also looked at Lebanon, Jordan and Turkey - countries neighbouring Syria and hosting large numbers of refugees, as well as Sudan and the Palestinian Territories. Attacks on schools are one of the main reasons why many children cannot go to classes while many such buildings are now being used to shelter displaced families or are used as bases for combatants, UNICEF said. In Syria, Iraq, Yemen and Libya alone, nearly 9,000 schools are unable to be used for education, the report said. Thousands of teachers across the region have abandoned their posts in fear, which has also stopped parents from sending their children to school, it added. Countries hosting refugees are struggling to get children into schools because their education sys-

tems were never created to absorb such numbers, Salama said. “Everyone is basically straining at the seams in terms in terms of dealing with this massive crisis, which is not surprising given that it is the biggest population movement since World War Two,” he said. Children out of school can end up working illegally, often being breadwinners for their family. They are vulnerable to exploitation and can be more easily recruited into armed groups, he said. UNICEF’s research shows children are increasingly becoming combatants from a younger age, Salama said, while students and teachers have been killed, kidnapped and arrested. “We’re on the verge of losing an entire generation of children in the Middle East and North Africa. We must step up, otherwise it will be irreversible and long-term damage we’ve collectively inflicted upon the children of this region.”

Rise of Selfie Madness: Too many dying to get the picture SYDNEY, SEpTEMbEr 3 (rEUTErS): The rise of selfie photography in some of the world’s most beautiful, and dangerous, places is sparking a range of interventions aimed at combating risk-taking that has resulted in a string of gruesome deaths worldwide. The act of taking a picture of oneself with a mobile phone, placing the subject centre-stage, has exploded in popularity in recent years, with everyone from Britain’s Queen Elizabeth II to U.S. President Barack Obama joining in. But the selfie has also inspired a spate of risk taking and offensive public behaviour, pushing the boundaries of safety and decorum, whether by dangling from a skyscraper or posing with live explosives. Several governments and regulatory bodies have now begun treating the selfie as a

serious threat to public safety, leading them to launch public education campaigns reminiscent of those against smoking and binge drinking. Dozens of grisly selfierelated deaths and injuries in early 2015 led Russia’s Interior Ministry to launch a campaign warning avid mobile phone snappers about the danger of, among other things, posing for a selfie with a lion. In June, two men in the Ural Mountains died after posing pulling the pin from a hand grenade; in May a woman survived shooting herself in the head in her Moscow office; a month later a 21-yearold university graduate plunged 40 feet (12 metres) to her death while posing hanging from a Moscow bridge. “A cool selfie could cost you your life,” reads a poster from the campaign, which includes safety videos and information booklets.

Despite Russia’s diplomatic isolation over its support for separatist rebels in Ukraine, on the issue of dangerous selfies the Kremlin finds itself in accord with the European Union and the United States. In Texas on Wednesday, a 19-year-old father of two died after shooting himself in the neck during a selfie. In Yellowstone National Park exasperated officials issued warnings after five separate selfie takers were gored this summer while standing too near bison. The European Union in June proposed a law to criminalise social media posts containing pictures of landmarks such as the Eiffel Tower in Paris or Rome’s Trevi Fountain. And in India this week officials said they were implementing a “no selfie zone” at the Hindu Kumbh Mela festival over fears they may cause stampedes.

ALL ABOUT ME Yet despite the risks, selfies are more popular than ever, according to data from Google Trends. Searches for the term were up eight times in 2014 over the previous year, leading the Internet search giant to dub it “The Year of the Selfie”. Selfies tend to attract a type of person already more likely to push the boundaries of normal behaviour, says Jesse Fox, an assistant professor of communications at Ohio State University. Her research says people exhibiting the so-called Dark Triad of personality traits narcissism, Machiavellianism and psychopathy - are likely to pursue selfie glory regardless of who gets hurt in the process. “It’s all about me. It’s putting me in the frame. I’m getting attention and when I post that to social media, I’m getting the confirmation

that I need from other people that I’m awesome,” Fox told Reuters. “You don’t care about the tourist attraction you’re destroying; you don’t care about annoying people in your social media feed ... you’re not even thinking about the consequences of your actions, so who cares if you’re dangling off the side of the Eiffel Tower?” That has not stopped some countries trying to capitalise on the trend’s popularity. SALARY VIZ RMSA!!

his morning as we wake up and thank God for a new day, for our loved ones, for the daily bread and as we sip in our bed tea with the newspaper in our hands, can we imagine what we would be going through if we weren’t been paid our salary for 2 months, in that matter even for a month? Well, lets imagine the condition of the teachers who haven’t been paid their due salary for half a year. To run a kitchen and a family without salary for 6 (six) months, not quite easy to imagine, especially in a state like Nagaland where majority of the populace depends upon the monthly Govt. salary. Now if we look deeper into the matter its alarming to learn the hardship that these teachers go through, especially when there is only one bread winner in the family. Some of the thoughts that bothers me is how these teachers must be meeting the daily needs such as food and the basic needs to the family members, clothings, schools fees, phone bills, medicines and the list goes on…God forbid if at all there is any sick member in the family. It is worth mentioning here that RMSA’13 teachers haven’t been paid their due salary for half a year ie 6(six) months. The said teachers are off work under the slogan “no pay, no work”. It is very surprising to learn that not a single parents, NGOs or individual have considered it serious enough to make a noise. I believe many schools in the state would have been affected of their daily routine/smooth functioning. Is it really not worth something

to be taken seriously? Is it really something that we can be so indifferent about? Doesn’t it really matters to the society for a school to be non functional for 14 days and counting? These few years, we have toppers from Govt schools which is really encouraging. On the contrary, every year when the HSLC& HSSLC results are declared, one doesn’t shy away in condemning and mocking the overall result or output of Govt schools. If we want these Govt schools to perform well, why not encourage the young teachers by at least giving them their due salary, if we cannot find any other means to encourage them. Teaching is a very noble job, but, they can’t do it empty stomach and with tensions and problems in their mind… certainly not with a sick member in the family, more so with no cash for a treatment. I have no idea about the funding of the salary but I write this column to show my sincere gratitude to all the teachers for the job well done and also to show my solidarity during this time of hardship. It really would be a treat for the teachers if they can be paid their due salary on this teachers day. I would therefore appeal to the concern authority to kindly look into the genuine grievances of the teachers and intervene ASAP so that the due salary of the teachers can be disbursed at the earliest before a life is lost. raduate teachers appointed against RMSA post creation Order No.DSE/RS/2011 Dated 15th June 2011, have been boycotting their classes in their respective schools since 21st August 2015 due to the non payment of their salaries for the past six months and there is no sign of any responsible person under the concern department who could respond to the happenings. The concern officials including different bodies/associations and the Heads of the schools who sat together some few months back to trace out the causes for the poor performance in the Government schools must have disappeared to some other planet to find some possible answers. The silence from their end is rather annoying. Is this ( non payment of teachers’ salary for so many consecutive months) not affecting the reputation of the concern department as well as the performance of the students?

What is more surprising is the total silence from the Heads of the schools which are being affected by the ongoing boycott of classes. The normal functioning in some of the affected schools is being paralyzed yet the Head of the schools seemed quite relaxed. Do they really have a bit of concern for the students? The aggrieved teachers need not explain the financial hardship and the mental torture they have been going through for the pass 6(six) months. Any normal human being could understand the frustrations of the aggrieved teachers. Let justice be done! On Teachers’ Day, let not the teachers be exhorted to be sincere, dedicated, responsible… rather let them be assured that they have a secure future, for the future of the nations has been placed in their hands. ON RANI GAIDINLIU’S MEMORIAL

E

ver since the construction ofRani Gaidinliu’smuseum-cummemorial hallin Kohima became public knowledge, Naga civil and religious organizations, particularly from Nagaland, have consistently opposed the idea along one or more of the following lines. First, that she acted against the Naga nationalist movement, resulting even in the death of some members of NNC. The counter arguments from the other end that the killings were a result of mutual misunderstanding on religious ground have not soothed the wound caused by that incident and she continues to be seen one against Naga nationalism and, thus, anti-Naga. Her stand against British imperialism maybe notable but that also obviously does not seem to suggest, to a patriotic people, her support for pan-Naga Sovereignty. The argument that she should find a place in history books but not in the State capital remains. Second, that she is not indigenous to Nagaland. Although the

fact that she’s a Naga is not disputed, but she being originally from Manipur has clearly triggered the standpoint that indigenous Naga personalities of greater renown should not be superseded in recognition, much less be accorded an officially recognized memorial of permanence. The Manipur Chief Minister’s displeasure at politicizing Rani Gaidinliu and deciding to build her Memorial in Nagaland instead of doing so in her native place in Manipur is an opinion that is echoed by most groups in Nagaland. Third, that she is not a “spiritual” leader of the Nagas, as claimed by the Central Government. Her leadership in the Heraka religious sect, founded by HaipouJadonang, has pushed the religious sensitivity button of the overwhelming majority of Nagas who profess Christianity and thereby naturally considers her as an antithesis of Christianity. Moreover, her influence being limited to the small population of Heraka adherents have led to the growing fear that Hindus are using

her as a tool to advance their tactic of assimilation; a factor that has heightened Nagas’ animosity towards the memorial construction as well as the central Government with its subtle hindutvaagenda. Fourth, that those in positions of authority have exchangedthe Naga soul for personal financial returns. This is a significant issue that does not bode well with the Nagas, especially of Nagaland, at a time when gross corruption cases in the government are being exposed and the common people are openly expressing disgust, like never before, at public disservice by elected officials for all these years. And now, to accept apro-hindutva government grant of a whopping 983 lacs for a memorial of a person who does not appeal to the general Naga sensibilities rightfully raises eyebrows and makes the state government a potential suspect of graft! Worse still, the uncritical acceptance of the grant has cast aspersions on the religious affiliation of the legislators and led to being accused of “idolizing” Rani Gaidinliu. The si-

lence of the state Government and the Governor, a representative of the Centre in the State, on this matter has only heightened the curiosity of whether the former is simply a pawn in the hands of the latter. So much so that Nagas’ sentiments could be bartered for an irrelevant project as the one in contention. The aforementioned reasons merit exceptional consideration by the esteemed Nagaland Legislative Assembly. The arguments above reflect Nagas’ collective defense of their political, historical, religious, and moral integrity and aspiration towards a future characterized by freedom, unity, purity and justice. To act against the voices of the people would lead to regrettable consequences. Hence, the Faculty Body of Clark Theological College earnestly urge the State Government to rethink the project in respect of the voices of those whom they represent; recognizing that, at times, the wisdom of the people may just as well be the wisdom of God. he recent spur of controversial reactions around Rani Gaidinliu appears to be going out of focus on the main issue, to my understanding. I do confess of not having an in-depth knowledge about her life and her mission she had espoused. The high profile birth centenary commemoration function on 24th August 2015 in N Delhi attended by a galaxy of national leaders led by no other than the PM of India Mr Narendra Modi as the chief guest in which she was richly honored with the issuing of commemorative coins, postal stamps with her image etc and announcing more plan of actions to follow in days to come in her honor should have been a matter of pride and joy for all the Nagas. However, the highly emotional outbursts by the Nagas against the whole program was quite an anti climax and created confusion in the minds of many well meaning Nagas. Rani Gaidinliu was certainly a remarkable young girl who was much matured beyond her age. She was born on 26th Jan 1915 at Longkao village in Tamenglung district of Manipur. She was a born leader in spite of her lack of any formal education. As a teenage girl of 13 years old she came under the influence of Haripau Jadonang from Puilon (Kambiron) village who was a charismatic revolutionary of the time from Rongmai Naga tribe. His movement had a profound effect in both the tribal religion as well as the local political development in that area. He founded the “Haraka Cult” which was a combination of, (John Parrett a researcher had said) traditional Naga animistic beliefs and practices with Hindu elements. It was a fusion of local god of Cave, Bhishnu, with the Hindu God Vishnu. Jadonang had appointed a Brahmin to lead prayers at the sacred cave, but interestingly the structure of the first temple he built was based on Christian model. Jadonang had openly advocated non-cooperation against the British rule by boycotting tax payment and forced labor. He stood for local self-rule instead of accepting alien British rule. The British felt threatened by his popularity and movement. He was arrested and condemned on a framed up charges of murder and was hanged in 29th August 1931 in Imphal jail. Today he is treated as a “martyrs” by the Zealiangrong Baudi. On his death, his staunch follower Gaidinliu, then barely 16 years of age had to shoulder the leadership of the Jadonang movement. She reaffirmed the call for freedom of the tribal people, and unity of her people spread widely over Tamenglung (Manipur) Cachar and North Cachar (Assam) and Naga Hills district then. The British had adapted repressive measures of imposing collective fine on villages to subdue them but could not. A fierce fighting took place at Hangrum village, North Cachar Hills, with the British soldiers with only the primitive weapons like daos and spears but inflected heavy casualty on the British. They were defeated and the Village was set ablaze but she escaped. She was then declared as the “Terror of the North East” and Rs. 500/- reward was announced for information leading to her arrest. Her people had not betrayed

her but stood firm behind her. Unfortunately on 17th Oct 1932 she was arrested at Poilwa village by the British soldiers led by Capt MacDonald when she was scheming to attack the British garrisons in Kohima. Thus, with her arrest the Zealiangrong people plan for large scale confrontation against the British was thwarted. She was taken to Kohima, (J.P.Mills was DC Kohima then) and from there, transported to Imphal where she was sentenced for life imprisonment at the age of 17 years for waging war against the British crown. She was shifted to various jails in the north east region. Pandit Nehru, the then PM met her in Shillong Jail in 1937 was very much impressed by her courage and bold exploits against the British colonial force at a very tender age and promised to pursue her release. He described Gaidinliu as the daughter of the Hills and fonfly gave her the sobriquet of “Rani Gaidinliu” or Rani of her people comparing her with the legendary patriotic persons, like, Joan of Arc of France and Rani Luxmi Bai of Jhansi. The ‘Rani’ is a misplaced title in a staunchly traditional republican society of the Nagas, however the prefix remained with her as a honorary title which harm no one. Nehru’s plea for her release was flatly rejected by the British India. She was released only on 14-101947 from Tura (Garo) Jail after the Independence after 14 years of imprisonment. On her released, for fear of fermenting trouble again, was denied going to her village and kept her in Yemrep, a remote Chang Village of Tuensang Frontier division accompanied by her only brother. After nearly a decade, she was taken to her native village by her people. On her return she becomes agitated again by the Christianization activities of the churches on her people under the patronage of the Naga National Council (NNC) workers. She felt that Christianity is an alien religion, destroying both the tribal culture, tradition and the indigenous religion, the “Haraka cult’ in her case. She once again went underground in 1960 with her followers and soldiers called “Kampai”. Many of them were killed in Man-der (Bandu) village during a long encounter with NNC cadres and she had to hide in a nearby cave near Barak River. She came out only in 1966 under an agreement with the Govt. of India which was signed by Mr. S.C.Dev, the then commissioner of Nagaland. Even at the time of surrender, she vehemently pleaded for the formation of an autonomous district encompassing the entire areas inhabited by her people the Zealiangrong Nagas in all the 3(Three) states. This tells a lot about her determination and commitment to fight for the upliftment of the Naga group of her tribe. This has to an extent help in consolidation of the feeling of inclusiveness, brotherhood and oneness feeling amongst the Nagas inhabiting across the 3 (three) adjacent States, Manipur, Assam and Nagaland. Thus, her action has contributed toward inclusive One Naga nationhood movement. Like her, the other Nagas especially the Angami Naga had fought with the British for 48 long years before ending in peace understanding with the British ruler without any treaty of surrender which is

one of the uniqueness of the Naga History. In her case, she was sentenced to life imprisonment and was in jail till India became a free Independent Nation. She did earned the respect and honor to be recognized as a Freedom Fighter who fearlessly fought against the British against all odds which was self-inspired for her belief in socioreligious and political freedom of the Naga people and Zeliangrong in particular. In recognition of her contribution in the national cause against the colonial power, she was awarded ‘Tamra Patra’ in 1972 and ‘Padma Bhushan’ in 1982 and such other honors. Instead of being proud and happy for her for bestowing such high honor at the national level by acknowledging her as a young fearless and courageous Naga freedom fighter making all the Nagas proud irrespective of tribes, the kind of aspersions cast on her, branding her of a gruesome Tantric Witch, a Sorcerer, a blood sucking cult priestess, is unfortunate and unfair. There seems to be a lack of right appreciation mainly on the part of the nagas of Nagaland in particular on her positive contribution to the nagas. There is misrepresentation or perceptional differences about her contribution or action. The State Chief Minister of Manipur is going all out to take political advantage in announcing a creation of a Statue in a prominent location in Imphal honoring her as a rare freedom fighter and other memorials in her honor. The Nagas are non- forgiving for her differences in religious belief and her passionate attachment to her people interest which, in fact, has helped the Nagas’ dream of consolidation as one people, not a fragmented Naga. We cannot deny that she had sacrificed her life struggling against superior alien force for protection of distinctive tradition and self-rule of the tribal. Her first priority concern might have been the welfare and consolidation of the Zealiangrong tribe and her indigenous religion “Haraka” nevertheless; her struggle has tremendously contributed toward the Naga movement on the whole. She did organized her followers to oppose the Christianization effort made by the churches patronized by the NNC workers in her areas thereby antagonized the Christian and the other NNC Naga workers whom she thought, would destroy the traditional culture and indigenous religion she was committed to protect and preserved. The Haraka cult tenet is found more akin to the tenets of Hindu gods. Thus naturally she becomes friendlier with the non-Christian religious organizations like the VHP, and others. It is a known fact that the R.S.S and V.H.P cadres had openly campaigned to honor Rani Gaidinliu and taken active initiatives in organizing the commemoration of the birth centenary celebration plan and to popularize her religion. Normally there should be nothing wrong in their involvement but the fact that the Haraka cult practices had proved repugnant to the Nagas public morality from before with their suspected human sacrifices, the mega event or plan has created an uneasy suspicion. The very suggestion of a memorial Hall-cum-Library in Kohima near the Secretariat as a part

of commemorating the birth centenary of Rani Gaidinliu involving person of importance having different religious leaning is seen with suspicion as a subtle ploy for the purpose of proselytisation of the Nagas to other religion. It has provoked extreme antagonistic reactions even to the extent of prohibiting the establishment of the Memorial Centre within the territorial jurisdiction of village invoking the Landownership right as recognized under Act 371`A` of the constitution is found to be quite amazing. For all these reasons, the good program made to honor Rani Gaidinliu as a heroine of highest order, worthy of national recognition for her secular achievements as a freedom fighter is being sideline and she become the victim of undeserving accusations and ridicules instead of praises and respect. The secular content of the program is now diluted to the extent that people are much prejudice. Rani Gaidinliu was no doubt both a cult leader as well as a courageous freedom fighter against the British because both are intractably linked to her reform ideology of preservation and protection of the tribal indigenous life and distinctive practices against the outside influences. This principled stand of a reformist in Rani Gaidinliu must be recognized and respected by one and all. It’s a wonder how the Nagas of today are showing such an intolerant posture to a worthy daughter of the soil just because she had identified her religious preference to a cult other than the religion that most other Nagas popularly believed in. Freedom of religion is an accepted right of the people guaranteed under the constitution. She deserves a more rational appreciation other than the predicament in which she has been put by misinterpretation of her belief and actions committed in honest pursuance of her goal with malice towards none. Even though one may disagree, the differences can be tolerated and respected barring the restriction that may be imposed for any harmful content. In a secular country like India, person in high profile position must maintain a strict secular attitude and must not show any faintest impression of preference or discrimination to any particular religion. The religious matters should be best relegated to private affairs Otherwise people will surely oppose any slightest semblance of a foul motive/play that can trigger unwarranted, negative emotional reactions destabilizing the social harmony defeating the main intended purpose. The proposed project of opening a librarycum-memorial hall in honor of Rani Gaidinliu at a suitable place, not necessarily in Kohima, may be reviewed and secularly executed for honoring secular content of her outstanding achievement of an exceptional Naga girl who dedicated her life in pursuance of the ideals, believing in the best interest of her people. The Nagas have so far, been unkind and unfair to a brave daughter of the soil and I feel that we need to own and honor her suitably which will bring a lot of goodwill and a sense of unity and belonging among the Nagas in this testing transitional period in which the Nagas are passing today.

Given the severe lack of congregative legal entertainment spaces in Dimapur, the reopening (that screened ‘Jurassic World’) was attended by people from all sections of society. SEOUL, SEPTEMBER 3 (REUTERS): South Korean FIFA presidential candidate Chung Mongjoon has accused the Asian Football Confederation (AFC) of sending unsolicited letters to its members urging them to support his rival Michel Platini at next year's election. In a statement released on Thursday and read out at a news conference in Seoul, Chung said the letters asked members to sign a form pledging their support for Platini, the head of European soccer's governing body UEFA. Chung said the letters were in breach of FIFA's election guidelines and threatened to "undermine the fairness" of the poll, which will be held on Feb. 26, 2016 to decide the successor to outgoing incumbent Sepp Blatter. "Sheikh Salman, President of the Asian Football Confederation (AFC), has publicly supported Michel Platini, President of the UEFA," the statement said. "We have learned that the AFC has sent unsolicited letters to almost every AFC member association. Most of the AFC member countries including China, Japan, Mongolia, India, and Singapore received this letter. South Korea and Jordan, however, did not." Chung, the 63-year-old billionaire scion of South Korea's Hyundai industrial conglomerate, formally announced last month that he was running for the FIFA presidency. Jordan's Prince Ali bin Hussein is also among the potential candidates. Chung, who has been a vocal critic of both Blatter and Platini, said a similar letter was circulated among African members but the Confederation of African Football (CAF) intervened and "deemed its behavior highly improper and took measures to rectify the situation". Although there has never been an Asian or African FIFA president, the two regions account for almost half the 209 members that will decide the next boss of soccer's embattled world governing body, with Asia holding 46 votes and Africa 54. "Given that the Confederations exercise tremendous influence over its member associations in organizing football tournaments and through administrative oversight, it is clear that the fairness of the FIFA

"According to FIFA Statutes, only the member associations possess the right to propose candidates for the office of FIFA President, and each member should make its decision independently and with no influence from third parties."
