An 11 year-old girl drowned at the Dhansiri River on September 5. The girl reportedly fell off a hanging bridge at Toulazouma village while she was crossing the river. The incident occurred at around 2:00 pm today. She was identified as one Tekhele Kapfo, daughter of Mehipelo Kapfo of Toulazouma. The body was yet to be retrieved till the time of filing this report. Rengma community urge NPGs to unite KoHima, SepTember 5 (mexN): A consultative meeting on the Naga political issue was convened by Parliamentary secretary, Housing Er Levi Rengma with Rengma elders, political leaders, NGOs, Church leaders on September 5 at Hotel Jafu. The meeting unanimously welcomed the Framework Agreement signed on August 3 between the Government of India (GoI) and the NSCN (IM). It also appealed all the Naga Political Groups and responsible organizations to unite and create a congenial atmosphere to bring an honourable solution to the protracted political issue. The meeting further urged the GoI and NSCN (K) to restore ceasefire so as to create a conducive and peaceful atmosphere for political negotiation on the Naga political solution.
NPC commends peace efforts of NMA, NSCN (K) Dimapur, SepTember 5 (mexN): Nagaland Peace Centre (NPC), Kohima on Saturday commended the Naga Mothers’ Association (NMA) for their valiant efforts in meeting the leaders of NSCN (K) at the International Border between India and Myanmar, Pangsha area on August 31 while braving bad weather and inhospitable roads conditions. “We are more appreciative of the willingness of the NSCN (K) leaders for giving opportunity to the delegation of the NMA to meet them with an objective for resumption of ceasefire agreement with the Government of India,” stated a press note issued by Lhusi Haralu, Executive Director and N. Theyo, Chairman. The NPC hoped that the GoI and the security forces will look as a positive sign, the peaceful attitude of the NSCN (K) by offering the opportunity to the NMA and pave way to any Naga NGO willing to stake their lives to work in the warring situation for resuming ceasefire and peace talk.

Taking Teachers’ Day as an opportunity to highlight problems and anomalies existing in the School Education department, Minister for School Education and SCERT, Yitachu on Saturday called for immediate attention to address all these issues collectively. Addressing the Nagaland the State level Teachers Day celebration at NBCC convention centre, Kohima, the minister pointed out some key concerns that have been dogging the school education. Some of these include: promoting students to higher class without teaching or attending classes; teachers not present in their posting place and resorting to substitutes, Village Education Committee (VEC) sharing salary of teachers by granting leave of absence from posting place, fake enrolments to prevent school from being closed down, wrong justification of vacancy availability and appointing teachers in
excess, bifurcation of schools leading to extra requirement of funds for school buildings and teachers, infighting between various associations etc. Touching upon another oft debated topic, Yitachu shared equal concern over the issue of government teachers sending their children to private schools and neglecting the children of the poor and weaker section of the society. The minister for education also voiced concern over the latest emerging reports of teachers practicing malpractices while conducting exams to earn ‘good names’ for the teachers and well as the school. “This is a very dangerous trend and it will destroy our society instead of doing good,” he cautioned. Yitachu asserted that the school education department must aim at building up human resource development by imparting value based knowledge and education and not just qualification certificate. “The opening of schools and appointment of teachers should be aimed at providing quality ed-
ucation to every section of the society. Today in our society we are opening schools and upgrading schools to solve unemployment problem which if it is not to put to stop will destroy the very foundation of providing true education to the citizen,” the minister for education stressed. Yitachu informed that the department of school education was undergoing exercise of renationalization of schools and information seeking to furnish for this major exercise has been circulated three months back. He, however, expressed disappointment that till now; information sought is not forthcoming. In this connection, Yitachu said directives have been issued to stop salary to those SDEOs where information is still pending. Yitachu appealed to all the teachers and employees of the school education department to re-dedicate “our commitment and come together in concerted efforts to redress the issues that confront us today so that we can build our upcoming younger gen-
eration to effectively tackle these issues such as global warming and climate change, terrorism and violation of human rights, dreaded diseases like HIV & AIDS, cancer and social insecurity.”
27,904 government teachers, 5 lakh students in Nagaland: TR Chief Minister TR Zeliang, on the occasion of Teachers’ Day, reflected on the many changes and expansion experienced by the Department of School Education since inception in its journey to meet the needs of the students. Zeliang said the school education department has become the largest department in Nagaland. Literacy rate has increased from 14% at the time of the formation of the State to more than 80% in the present. Yitachu said the holiday was declared in the name of Teachers’ Day. On the occasion, the minister for education also handed over State teachers’ award to 33 teachers across the State in recognition of their immense contribution and invaluable service to the society. Earlier, teachers’ day messages from President of India, Prime Minister, Human Resource Development minister, Governor or Nagaland and Chief Minister of Nagaland were also read out on the occasion.

The State has more than 500 registered private schools and approximately 5 lakhs student enrolment- inclusive of government and private schools. Zeliang stated that one of the greatest challenges facing education department in recent year has been to “rationalize” teacher’s deployment in all the government schools. In this regard, the government has recently notified the staffing pattern for teaching staff in all the government schools from primary schools to higher secondary schools, he informed, adding that trainings and posting of teachers were being worked out as per the new staffing pattern which would be completed shortly. Meanwhile, the chief minister appreciated the contributions of the private schools and their teachers toward improving the quality of education in Na-
galand. “In spite of constraints of infrastructure and lesser pay for the teachers, they have been producing excellent academic results year after year, much better than the government schools,” he stated. At the same time, Zeliang also had a word of praise for government schools and its teachers for showing gradual improvements in their academic results and producing a few toppers in the HSLC/HSSLC exams in recent years. The Chief Minister announced that 33 teachers of Nagaland have been selected for the prestigious state teachers’ award for the year 2015, while two teachers from the state have also been selected for National Teachers Award. 4 NPF MLAs from Manipur resign GoI urged to hammer solution over anti-Naga stance of Ibobi govt ‘acceptable’ to all stakeholders
Dimapur, SepTember 5 (mexN): Four Naga People’s Front (NPF) MLAs of the Manipur Legislative Assembly has tendered resignation from the membership of the Assembly on September 4. The MLAs are L Dikho of 48 Mao constituency; Samuel Rison of 44 Ukhrul constituency, ST Victor Nunghlung of 41 Chandel constituency and Dr V Alexander Pao of 47 Karong constituency. The four MLAs, in a press statement, said they resigned from the Assembly in protest against the “consistent, cruel, crude and unpardonable anti-tribal and anti-Naga attitude, approach and actions of the Ibobi Singh government as evident from its recent legislative measures such as the Protection of Manipur People Bill, 2015, the Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill, 2015, the Manipur Shops and Establishments (Second Amendment)
Bill, 2015 and the Resolution on the Indo-Naga Peace Accord.” “The height of anti-tribal, anti-Naga and undemocratic posture of the Ibobi government is its persistent denial to constitute and notify the two Autonomous District Councils in Chandel and Tamenglong despite a clear majority obtained by the Naga People’s Front in these two districts,” the MLAs further stated. The resigned MLAs has called upon all concerned including the Governor, the President of India, the NDA Government at the Centre, the Interlocutor for the Indo-Naga Peace Talks, the people, the churches, the leaders and the workers of all political parties to unite, consolidate and act in tandem so that the injustices committed by the Ibobi government through the aforesaid legislative measures and resolution on the people of the Hill Districts, are halted and reversed.
NPCC questions GoI & Nagaland govt’s intent
Dimapur, SepTember 5 (mexN): Nagaland Pradesh Congress Committee (NPCC) today sought explanation on the Government of India (GoI) and Nagaland government’s ‘intent of summoning’ the Eastern Nagaland Public Organization (ENPO) to Delhi reportedly on September 10. In a hard hitting statement targeting the GoI, NPCC president K Therie, said the people of Nagaland have had enough of GoI’s design to destroy the peaceful united society of Nagas which have been dissected and sectioned into fractions. Holding the GoI responsible for the factional killings and multi-government taxations imposed on the Naga public, the NPCC alleged that even though the GoI knew of the situation, it never offered any solution to the factions because it wanted “the public to be tortured and armless civilians to fight with them.” The NPCC also stated that the ceasefire between the GoI and Naga national workers were handled by bureaucrats who are trained to weaken the enemy through tactical designs. “Hasty recognition of factions and encouraging factions to be formed within 72 hours and visiting ENPO secretly; giv-
ing package of 300 crores, inviting ENPO frequently and the rise of demand for Nagaland Frontal State are all the handy work of the GoI,” it alleged. The NPCC further alleged that the “hidden process of negotiations and signing and refusing to talk to other factions after agreeing to ceasefire, are all living evidences in front of the people, that GoI of India is not sincere.” The NPCC also hit out at the current 60 MLAs in the Nagaland Legislative Assembly. Even though they had the mandate of the people, they were lame unlike the past leaders who stood upright for the people, it stated. “They only want power and money, because all the voters demand money. The GoI on its part has taken advantage of the weakness of the Nagaland Legislative Assembly,” the NPCC alleged. While pointing out that the people have given their mandate to the government of the day to rule a welfare government, protect their rights and provide security to life and property, deliver justice and equal opportunities without favor or ill will, the NPCC cautioned that failing to protect the people’s social practices, religion, land and rights, will not be forgiven.

NSCN (R) says ‘we have humbled down because we want a solution for the Naga issue’
New DelHi, SepTember 5 (iaNS): The NSCN (Reformation) has become the first breakaway group of the National Socialist Council of Nagalim (NSCN) to support the Naga Peace Accord, inked in June to bring peace and development in the northeast region. It also urged R.N Ravi, the central government’s Interlocutor for the Naga peace talks, to hammer out a solution acceptable to all stakeholders. After meeting Ravi in the national capital, leaders of NSCN (Reformation) said that though they have supported the Naga Peace Accord, they had also put forth some conditions such as the talks to be transparent and inclusive of ideas from the stakeholders. “We met R.N. Ravi and it was a very positive meeting. Being such a senior and knowledgeable bureaucrat, he is the perfect person to handle the Naga issue,” NSCN (Ref-
ormation) president Wangtin Naga told IANS. Terming Prime Minister Narendra Modi an iron man, Wangtin said that New Delhi had now understood the unique history and the political situation of the Nagas and that there was a collective effort to find a solution to an imbroglio that has festered for over half a century. “The Naga people also must respond to the situation responsibly. The Naga people must take this opportunity in their best interest and this can be possible only if we stand down from our personal agendas and look at the collective responsibility,” he said. Apart from Wangtin Naga, the delegation comprised NSCN (Reformation) general secretary P. Tikhak and senior leaders Imlongnukshi Chang, Wangpai Konyak and Abuan Zeliang. On June 3, the NSCN-IM (IsakMuivah) and the central government signed the Naga Peace Accord, concluding almost 20 years of peace negotiations that started in 1997 after the group signed a ceasefire agreement. One of the major
reasons behind the delay in reaching a conclusion was the demand for a Greater Nagaland by the Naga extremist groups. Nagaland has several extremist groups including the NSCN-IM, NSCN-Khaplang, NSCN-Reformation and NSCN-Khole-Kitovi - apart from the oldest of them all, the Naga National Council (NNC). Elaborating on the meeting, the leaders said Ravi assured them that the accord should not be seen as peace pact with only the NSCN (Isak-Muivah) but with the entire Naga community even though it was signed with NSCN (Isak-Muivah). “NSCN (Isak-Muivah) have been leading the talks since 18 years and have contributed toward resolving the Nagas’ problem, which no one is denying but, Ravi has assured us that all stakeholders will be taken on board (before reaching a final agreement),” Tikhak told IANS after the delegation met the Naga peace interlocutor at his office. It has also been learnt that during the nearly two-hour-long meeting with Ravi, discussions were also held on the role of the NSCN (Reformation) in the peace process. The NSCN (Reformation) came into being in April after two of its founders - Wangtin Naga and P. Tikhak - were expelled from the NSCN (Khaplang), reportedly due to misunderstandings that arose over its recent abrogation of the ceasefire with the central government. During the meeting with Ravi, the NSCN (Reformation) leaders maintained that it was important for the central government to respect their contribution. They argued that if the talks failed, they were ready to carry out the struggle for another couple of decades to achieve their target.

Manipur unrest: What is the one way to bring peace to the divided state? Thangkhanlal Ngaihte Scroll.in
Of all the consequences of the violence that has erupted in Manipur since August 31, the most important outcome has been the new focus on the rift between the hills and the plains. Across national and regional media, there have been headlines about the deep divide between the Meiteis, who live in the oval basin of the valley and account for about 60% of the population, and the hill tribes like the Nagas, Kukis and Zomis. While the Meiteis have been agitating the past few months for an Inner Line Permit regime, which would restrict the entry of outsiders into the state, the hill tribes have been quietly resisting this. The hill tribes suspect that the regime would help level the constitutional division between them and Meiteis in terms of land rights and other reservation benefits. Simmering tensions came to a boil on Monday, as the Manipur assembly passed three bills – the Protection of Mani-
pur People’s Bill; the Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill; and the Manipur Shops and Establishment (Second Amendment) Bill – effectively introducing the Inner Line Permit system. Within hours, violence exploded. Houses of legislators were torched, and people spilled out on the streets, clashing with the security forces. In the time since, there has been much talk about the three bills’ merits and demerits, and whether the clashes are the result of a “misunderstanding” or ignorance about the legislation. To me, this is less about the bills and more about the mutually incompatible political imagination of the hills and plains. It is their almost visceral suspicion and dislike of each other that is exploding in our faces. If anything, the bills were the spark that ignited the tinderbox.

Failed agreement With violence raging, a meeting was held on Tuesday evening between the chairman of the Autonomous District Council (Churachandpur), deputy commissioner and the heads of major tribal groupings representing the protesters and the victims. According to the terms of the agreement they reached, the government would pay Rs 5 lakh each to the families of those killed in the protests. Civil society leaders would take the bodies and hand them over to the families. Tribal bodies would take steps to subdue the agitators. And the issue of the three bills would be taken up with the Hill Areas Committee, a sub-committee within the Manipur assembly that is made up of all the MLAs elected from
the tribal areas. As per Article 371C of the Constitution, this committee should be consulted on any legislation that affects the hill tribes. The agreement only served to further inflame tensions. What rankled the protesters was the fact that the news of the ex-gratia payment was touted as a success and announced on loudspeakers. They also questioned the purpose of raising the issue of the three bills with the Hill Areas Committee when its members had already failed to oppose them once in the assembly. The signatories were accused of selling out the sacrifices of those who died for cheap money. The agreement shows, according to the protesters, just how far the community leaders failed to grasp the public mood – particularly since alleged differences in ex-gratia payments made to Meitei and tribal victims over the years have always been a source of deep consternation among the tribals.

In Imphal, they are talking about one dead body. In Churachandpur, nine. In the event, the Churachandpur agreement of Tuesday was scrapped, saving the signatories from the agitators’ wrath. On Wednesday, another meeting was held where a Joint Action Committee was set up and tasked with coordinating the future action on the bills. It will also pursue the longstanding demand for a “separate administration” for the hill areas of Manipur. Echoing the Robinhood agreement, the meeting resolved that August 31 will be declared as Tribal Unity Day, and Sustained momentum the eight people who died for As it happened, the news of their cause will be buried not
in their respective village but a designated place in the heart of Lamka town. Their bodies will not be taken till such time that a proper decision is made on the agitators’ major demands. As of writing, protests were still continuing in Churachandpur and in other hill districts of Manipur. Bandhs had been called on the Moreh-Imphal Road. Apart from Delhi, where a big rally was held, Manipuri tribal people in cities like Shillong, Hyderabad and Bangalore formed forums in support of the agitators and to push the demand for “separate administration” for the hill areas. Whether they will succeed is uncertain. As time passes, tempers will cool. The mob will disperse. Then, it will be up to the tribal community leaders to find ways to sustain the momentum and give the hill tribes’ demands some direction. This won’t be easy: the existing crop of leaders neither inspire confidence nor do they exhibit the ability to do so. The writer is an independent researcher based in New Delhi.

Three of family die of food poisoning agartala, September 5 (IanS): Three people of a family, including two children, died in Tripura due to food poisoning, officials said on Saturday. The cause of the death has been confirmed by the post-mortem examination reports, officials said. According a health department official, Basanti Debbarma, 55, her two grand daughters -- Shristi Das, 7, and Maxi Das, 9, died on Friday while her two daughters are being treated in a government hospital here. "The victims, before dying, started vomiting incessantly after taking food prepared with wild potato at their home at Nagichara (in western Tripura). All the five people were admitted to the hospital and three of them died on Friday night," the official added. More than two decades have passed since a bank branch was set up at Seijosa on June 26, 1986, but Chayangtajo was deprived. “Our people are suffering a lot due to absence of

G20 promises transparency on rate moves AnkArA, September 5 (reuterS): World financial leaders will agree to calibrate and communicate monetary policy carefully to avoid triggering capital flight, but will not call an expected U.S. rate rise a risk to growth, a draft communique showed on Friday. Many emerging market economies are concerned that when the U.S. Federal Reserve raises borrowing costs, investors will withdraw from other markets and buy dollar assets, weakening other currencies and creating turbulence as capital flees. Officials from emerging markets wanted the communique from finance ministers and central bank governors of the Group of 20 biggest economies, meeting in Turkey, to say that a U.S. rate rise now would be a risk to growth. But the draft avoids such wording. "We note that in line with the improving economic outlook, monetary policy tightening is more likely in some advanced economies," the draft communique, seen by Reuters, said. "We will carefully calibrate and clearly communicate our actions to minimize negative spillovers, mitigate uncertainty and promote transparency,"
said the draft, which may yet change before it is finally agreed on Saturday. An earlier version of the text said policy tightening in developed economies "may remain one of the main sources of uncertainty in financial markets". "In one of the wild formulations it said that this was the biggest threat to the world economy. This was killed immediately and forever," a Russian source said earlier. The text welcomed strengthening activity in some economies but said that global growth fell short of expectations, although it expressed confidence a recovery would gain speed. The two car makers jointly secured the top spot in the JD Power Asia Pacific 2015 India Sales Satisfaction Index Study aimed at finding out which company offers the best shopping experience to car buyers. Both Toyota and Mahindra scored 872 points each in a scale of 1,000, with the Japanese car maker performing particularly well in the sales initiation factor while
Mahindra scoring the highest in the paperwork factor. However, overall sales satisfaction is still on a decline compared to last year. Nearly one in five (18%) customers is dissatisfied with several critical aspects of the purchase process, including negotiations for their new vehicle, delivery commitments and the overall delivery process. In fact, satisfaction with the delivery process and delivery timing has declined the most year over year, dropping by 9 points in each factor. The average time for vehicle delivery has increased to 11 days after booking in 2015 from 9 days in 2014. The study, based on responses from more than 7,895 new car owners who purchased their vehicle between September 2014 and April 2015, and includes evaluations of more than 75 models within the mass market segment.

Rina Patel, area president for Wells Fargo in Austin, was recognised as a “female powerhouse on the Austin business scene” during the 21st annual Pro-
files in Power awards last month, according to the business magazine. “Rina Patel has shown tremendous flexibility in her career, as illustrated by her career path. She has been willing to take on new roles and to relocate to new communities to develop her leadership skills and knowledge -- and it’s paid off,” the Austin Business Journal reported on Friday.

The common Teacher's Day celebration of schools in Dimapur was held at Covenant Hall, Christian Higher Secondary School, with the district deputy commissioner, Kesonyu Yhome, as chief guest and deputy commissioner of police, Dr. K Ilyas, as guest of honour. The chief guest in his address said teachers have always been the source of inspiration since the dawn of civilization and urged them to continue to be the “conscience keeper” of the society and “source of inspiration” in the present day fast changing world. “Be the source of inspiration to our society. As the society changes, we need a community of people to uphold the spirit of up-
tegrity,” Yhome said. Yhome admitted Naga society has failed to give due respect and recognition to teachers who had all along sacrificed their comforts to mould students, the leaders of tomorrow. “On behalf of the common citizens, I tender my due apology to all teachers for not giving you the respect and position you deserve. Teachers are indeed the true builders and shapers of society. I also stand here today because of the blessings and guidance of my teachers,” the DC said. Urging teachers to be the conscience keeper of the society, Yhome added that “teachers are not only our role models but also our unsung heroes.” He further reminded that teachers would not be remembered for the num-

NSCN (R) dy kilonser clarifies assault on pastor
Dimapur, September 5 (mexN): NSCN (R) deputy kilonser for finance, Kuzoveyi Kezo, who along with some cadres were accused of physically assaulting one Pastor Krishna Ramauli of Nepali Baptist Church, Pfutsero town on August 31, has in a rejoinder, termed the allegation as “baseless and a propaganda to spoil his image.” The Pfutsero Town Pastors’ Fellowship (PTPF) had alleged on Friday that Pastor Ramauli was assaulted by the deputy kilonser for finance along with some cadres and also extorted Rs 10,000 from him. ACAUT Pfutsero had also con-
demned the incident. According to the version of the deputy kilonser Kezo as contained in a rejoinder, Krishna Ramauli was not only the Pastor of Nepali Baptist Church but also a business man running two shops at Pfutsero town and plying one commercial truck. The deputy kilonser admitted that the pastor was approached by some NSCN (R) cadres sent by him recently for normal taxes for the ‘Naga cause.’ He, however, termed the alleged assault and extortion on the pastor as baseless. Kezo claimed that the pastor had quarreled with the cadres instead of pay-
ing, even refusing to pay non-local tax at that point of time. However, during a phone conversation, Kezo claimed that the pastor assured to pay as assistance towards the government. Kezo asserted that he had only asked for help as a willing contributor, whereas the pastor reported the matter to the traders union, ACAUT Pfutsero and also to the Indian Army. The deputy kilonser further claimed he had not accepted the Rs 10,000 offered to him by the said pastor, nor received a single paise during his tenure as finance incharge in Phek distirct for 2014-2015.

oday, teachers are always on the lookout for ways to make learning fun. They know that humor in the classroom brings optimism and enthusiasm for learning. Here are a few tips and strategies to bring laughter and humor into your classroom.

hen it comes to getting kids to do what they're told, three seems to be the magic number. But for children with special needs, three may be a very unrealistic number. Think about what you're asking your child to do when you give an order and start counting. He or she must 1) figure out what you want done; 2) figure out how to do it; and 3) do it. Can your child negotiate those three steps in three seconds? Don't be too quick to say yes. Consider these possible problems:

Anxiety caused by deadline pressure can take over your child and cause him or her to be unable to focus on the task at hand. Frustration tolerance. False converts and fashionable Christians

f you are walking in willful disobedience to God's Word, if the consistent pattern of your life is the practice of sin and the deeds of the sinful nature that Paul describes in 1 Corinthians 6:9-10, Galatians 5:19-21 and Ephesians 5:3-7, then you must question your salvation. Any teaching that opens the door to false assurance and loose living is not from God. A wave of watered-down and milquetoast "Churchianity" has flooded the church world. A nonconfrontational gospel has failed miserably to deal with sin and repentance. We have forgotten that the central message of the gospel is that Jesus came to save us from our sins (Matt. 1:21), not in our sins. He didn't just come to forgive us of our sins, but to free us from our sins. This is one of the most tragic fundamental errors we have made in our contemporary gospel, and it largely explains the degradation in our society today. A weak church has opened the way for the devil's onslaught. Not only has our gospel been watered down, but the themes of holiness and sanctification in the church are hardly ever mentioned. As a matter of fact, there's been a diabolical silence on it as the "I'm OK, you're OK—once saved, always saved" mantra gains popularity. And all at the expense of the many urgent appeals of New Testament writers to warn the early saints of the dangers of deception (1 Cor. 6:9), falling back (2 Pet. 3:17), drifting (Heb. 2:1), stumbling
(1 Pet. 1:10), changing the grace of God into a license for immorality (Jude 4), and giving heed to seducing doctrines of demons (1 Tim. 4:1). The church world is fast adrift into an "easy believism" salvation void of His Lordship that Christ would not recognize today. Men who profess Christ are not meeting God's own conditions for true conversion. "Christian" is almost a meaningless word to the masses today, because so many believe they are Christians, when in fact, they are not. And sadly, there are very few voices today strong enough to change that and stir the church and shake the world. It has been estimated that over half a million were converted to God as a direct result of Charles G. Finney's ministry in the 1800s, and that by a conservative estimate over 80 percent remained true to Christ to the day of their death, without backsliding or falling by the wayside. Figures are nowhere near that today. "Examine yourselves, seeing whether you are in the faith; test yourselves" (2 Cor. 13:5). Only the dishonest fear the truth. If your faith is real, it will stand any thorough examination. If it is false, God knows it, and you shall know it too. Please do something about it before you go out into eternity. Christian, God's question to you is not "What are you doing?" but "Why are you doing it?" It is possible to look exactly like a true Christian in every outward detail, but for a fundamentally different reason. Man looks on the outward appearance, but God
looks on the heart. Other professing Christians judge you by the ways and means you live out your life, but God looks at the reason and purpose for which you are living (see Matt. 6). Almost any means of Christian service can be counterfeited by a deceived person, but unless there has been a change of heart, or ultimate purpose, nothing you do is really true. So a person may believe that Christ came to save sinners, and on that ground may submit to be saved for his own safety, without submitting to His Lordship. His submission is only on the selfish condition that he will be happier. It is never with that unreserved trust in God's character and love for the complete will of God. And in large part, this is what we have come to today: Christianity is a religion of happiness and prosperity. But that is not the gospel, dear ones. The false convert obeys God, not because he loves Him, but only because he hopes to get something good out of it for himself. The true child of God delights in doing God's will. When love for Christ and the gospel is central, there is no weariness or struggle in serving the Lord. It is your delight! His commandments are not grievous (1 John 5:3; Matt. 11:30; 23:4; Luke 11:46). Do you enjoy Christianity or do you serve God only for what He can do for you? A true convert loves the Word of the Lord. He loves hard truth. He loves to hear about being holy, fearing the Lord, denying himself and taking up his cross and follow-
ing Jesus. He is not the least bit offended by these themes. The false convert never enjoys hearing these types of messages. Christ's words commanding supreme love of His followers over all other earthly loves have no meaning to the false convert. They do not supremely love Him. They love themselves, and everything connected with their own happiness (Matt. 6:33, 22:36-40, 10:37-39; Luke 14:25-26). We have a radically defective Christianity today. It is not an exaggeration nor unloving to say that these aforementioned descriptions of false conversion seem to fit a very large majority in the church. Now, let me ask you another question. Is Christ the center of your life, or are you trying to fit Him in for your own happiness? The problem has been that it has become quite fashionable today to take Jesus as your Savior, but not as your Lord as if He is somehow divided. However, if you do a study on the word "Lord," you will find it listed more than 400 times in the New Testament as opposed to Savior, which only appears 15 times. The New Testament calls Him our Lord and Savior Jesus Christ. His Lordship always has preeminence. To our own detriment, preachers today have subtly excused His Lordship by saying things such as, "Sinners just need to take Jesus as their Savior," as if His Lordship is optional or something you do later on when you become a stronger Christian.
The common thought has been that this nominal "Christian" may partly serve God while at the same time partly living in sin. His ticket to heaven is guaranteed; his discipleship is optional. It appears by this that a man can be saved, but not surrendered to Christ; following Him, but still serving himself. Once again, friends, that is not the gospel! This line of thinking is at the root of all the church's problems today. Maybe it is time to face the hard truth. The real answer is that the person who displays these characteristics is a false convert. Our churches our full of them. They are "fashionable Christians!" Their style of religion is fashionable and popular and they generally follow the spirit of this age in their thinking, behavior, fashion, dress and custom. No matter what God requires, they are carefully determined not to offend His enemies. If they are ever faced with a choice between pleasing man or pleasing God, they will offend God. They will do more to gain the approval of men than the approval of God. This must change in the church today if we are to see nationwide revival. Will you surrender now and trust in God's empowering grace to live no longer for yourself, but to live for God and His glory? Will you, preacher and pastor, begin to proclaim the real gospel and the real salvation? Bert M. The weakness of Ruth is greater The Salt of the earth and than the strength of Samson the Light of the world

recently reflected on the dark conclusion to the book of Judges— how the book ends with a note of desperation. “In those days Israel had no king; everyone did what was right in his own eyes.” And what was “right in their eyes” was patently horrific. It seemed so appealing at the beginning, to define God how they wanted him to be. But it turned out to be hell on earth. If the book of Judges were all we had to capture this time in Israel’s history, it would be a dismal piece of history indeed. But there’s another story, a hidden subplot, to what’s going on in Judges. It’s the tiny companion volume known as Ruth. The book of Ruth is set in the waning days of the rule of the Judges. In case you forgot what those days were like, it wasn’t a great time to be a woman in Israel. Women were bought and sold as property, kidnapped to satisfy the demands of the warriors, and murdered with no apparent concern for justice. Yet the central character of Ruth is a woman. Not only that, she isn’t even an Israelite. And at the start of her story, she’s a widow. By all outside appearances, Ruth is as low and as weak as a person could get. But while the obviously strong men and rulers are busy driving their nation into the ground, the weak and seemingly helpless Ruth stands out because she trusts God in the face of impossible odds. And because of her faith in the midst of
uncertainty, God would use her as his avenue for undoing Israel’s darkness. You see, all throughout Judges, we’re left wondering if any of these judges will be the savior and deliverer that Israel needed. Some displayed incredible feats of strength and might, but in the end, none of them were up to the task. But the book of Ruth shows us that where the strength of Israel failed, the weakness of God would succeed. God chose Ruth—a woman, an outcast, a nobody—to keep the promise of God alive. Ruth would have a son, Obed, who had a son, Jesse, who had a son, King David. The king that Israel needed would come not through the strength of Samson, but through the weakness of a foreign widow. But even David wasn’t the ultimate king that Israel needed. From David’s line, generations later, came the king that they truly needed, a king who would have more in common with Ruth than with the judges: Jesus. Like Ruth, he was poor, wandering as an outcast without a home. Like Ruth, he wasn’t the deliverer Israel expected. But because of his weakness, he was the Savior they needed. Jesus, however, would endure far worse than Ruth ever did. While Ruth endured hardship for a while, she ended her life in a stable and wealthy family. But Jesus would end his life with his closest friends abandoning him. He would not be rich, but would have his only possession on earth—the clothes
on his back—stripped from him. And he would not end his days in ease, but would face the most horrific death that humanity has yet dreamed of. This is where it’s worth another glance back at the book of Judges. For as dark and gruesome as the conclusion to Judges is, it’s not the darkest chapter of Scripture. The darkest moment in the Bible is when the gracious and beautiful Son of God was beaten, mocked and crucified by religious leaders who thought they were doing the work of God. The cross was so bloody and horrifying that we’re tempted to look away. But it was no more bloody than our sin demanded that it be. The difference between the horrific scene of the cross and the horrific scenes of Judges 17–21 is that Jesus took it on voluntarily. While the men throughout Judges were comfortable subjecting other people (usually women) to bloody punishment, Jesus would accept the punishment on our behalf. If we see our sin for what it is, if we realize that what Jesus endured was our due, what can we say to this but, “Grace! Grace! God’s grace! Marvelous, infinite, matchless grace, freely bestowed on all who believe! You that are longing to see his face; will you this moment his grace receive?” J.D. Selie Visa The Salt of the earth: "You are the salt of the earth. But if the salt loses its saltiness, how can it be made salty again? It is no longer good for anything, except to be thrown out and trampled by men.” Matthew 5:13 NIV The word “You” is emphatic. Jesus is saying, “You, my followers and none others, are the salt of the earth.” Salt was used in the ancient world to flavor foods and even in small doses as fertilizer. Above all, salt was used as a preservative. Rubbed into meat, a little salt would slow decay. Strictly speaking salt cannot lose its saltiness; sodium chloride is a stable compound. But most salt in the ancient world derived from salt marshes rather than by evaporation of salt water, and thus contained many impurities. The actual salt, being more soluble than the impurities, could be leached out; leaving a residue so dilute it was of little worth. The question “How can it be made salty again?” is not meant to have an answer. The point is that if the disciples are to act as a preservative to prevent spiritual delay in the world by conforming to kingdom norms, they can discharge this function only by retaining their own spiritual virtue. The Light of the world: “You are the light of the world. A city on a hill cannot be hidden. Neither do people light a lamp and put it under a bowl. Instead they put it on its stand, and it gives light to everyone in the house. In the same way, let your light shine before men, that they may see your good deeds and praise your Father in heaven.” Matthew 5:14-16 NIV Often built of white limestone, ancient towns gleamed in the sun and could not easily be hidden. At night the inhabitants’ oil lamps would glow over the surrounding area. As such cities could not be hidden, so also it is unthinkable to light a lamp and hide it under a peck-measure. A lamp is lighted and put on a lampstand to illuminate all. Jesus' disciples constitute the true locus of the people of God and the means of witness to the world.
The pride of the Jewish leaders: Jews consider themselves as the light of the world by birth right and possession of the law. They are supposed to guide and teach others. But by their boastfulness and fruitlessness they failed to respond to God in terms of trust and obedience. Paul, in Romans 2:1724 begins to dialogue with a representative Jew. His razor-sharp expression of irony is superb for its skillfulness. He first builds up the Jews, citing their various distinctive way of life and appearing to appreciate them. Jesus professes to be not only the inexhaustible source of spiritual nourishment, but also the genuine light by which truth and falsehood can be distinguished and by which the right direction can be established. Derivatively after the ascension, his disciples constitute the new light. In the Old Testament as in the New Testament, light most frequently symbolizes purity as opposed to filth, truth as opposed to error, knowledge as opposed to ignorance, and divine revelation and presence as opposed to reprobation and abandonment by God. Witnessing includes deeds: The disciples of Jesus must show their “good works”-- i.e. all righteousness, everything they are and do that reflects the mind and will of God. And others must see this light. It may provoke persecution, but that is no reason for hiding the light by which others may come to glorify the Father. Witness includes not just words but deeds as well. Thus the kingdom norms so work out in the lives of the kingdom's heirs as to produce the kingdom witness. If salt exercises the negative function of delaying decay and warns disciples of the danger of compromise and conformity to the world, then light speaks positively of illuminating a sin-darkened world and warns against a withdrawal from the world that does not lead others to glorify the Father in heaven.

Govt announces OROP implementation, veterans satisfied New delHI, September 5 (IaNS): Putting an end to months of speculation, the government on Saturday announced it will be implementing 'One Rank One Pension' (OROP) for the armed forces. The veterans initially said they were not satisfied with the scheme, but later, after a meeting with Defence Minister Manohar Parrikar, accepted the government version. The defence minister, making the much awaited announcement at a press conference called at short notice, said: "Despite the huge fiscal burden, given its commitment to the welfare of ex-servicemen, the Government has taken a decision to implement the OROP." Parrikar said an order implementing the scheme was likely to come in a fortnight to a month. The minister squarely blamed the previous Congress-led government for miscalculations on OROP, and said it led to the delay in its implementation. He also quoted a reply by a former minister of state for defence in parliament in 2009, who had said "there are administrative, technical and financial difficulties in implementing OROP". "It is for these reasons that the present government took some time to fulfill its promise," he said. Parrikar also urged the veterans to give up the agitation and resume the role they have been playing in nation-building. "Prime Minister Modi has fulfilled his commitment... Asked if they were satisfied, Maj. Gen. Singh said: "After this statement, yes, we are satisfied." Earlier on Saturday, the veterans said they were not "fully satisfied" with what was being given, exclusion of those who take voluntary retirement being a major issue. Parrikar in his press conference said "personnel who voluntarily retire will not be covered under the OROP scheme", even as he later told reporters that those who retire with injuries will be "protected". The estimated cost to the exchequer for the scheme will be Rs.8,00010,000 crore, and the arrears will amount to around Rs.12,000 crore. The scheme announced by the government will take 2013 as the base year to calculate pensions. "Pensions will be refixed for all pensioners retiring in the same rank and with same length of service

Parrikar said the government came to power on May 26, 2014 and the budget came in June, so the date of implementation will be immediately after that, which was July 1, 2014. The period for review is five years, something that has been a major sticking point. The arrears are to be paid in four instalments, at a gap of every six months. To war widows, the arrears will be given in one instalment. Minister of State for Defence Rao Inderjit Singh said veterans above 60 years of age will also get arrears in one go. Announcing the scheme, Parrikar said the government was dedicated to the scheme which has been pending for "40 years".
"The issue of OROP has been pending for nearly four decades. It is a matter of deep anguish that various governments remained ambivalent on the issue of OROP," said Parrikar. In the government press conference, Parrikar blamed the previous Congress-led government, saying they promised implementation of OROP in 2014-15, but "did not specify what OROP would be, how it will be implemented or how much it will cost". "An estimated Rs.500 crore provided for OROP in the budget presented in February 2014 by the then government was not based on any calculation," he said. "The reality, however, is that to implement OROP the estimated cost to the exchequer would be Rs.8,000 to Rs.10,000 crore at present, and will increase further in future," he said.Currently the pension bill of the defence ministry stands at Rs. 54,000 crore.
In no time, the BJP refuted the Congress accusation. "It is the Congress's passion to criticise the government for everything, forgetting that they have not been able to fulfill this responsibility while in power," union minister M. Venkaiah Naidu said here. "Ten years in office is not an ordinary time, what have they done? They just make announcements," he added. The BJP termed the decision "historic" and credited Prime Minister Narendra Modi for the decision. BJP president Amit Shah thanked the Modi government for the OROP implementation, saying it will provide a financial security net to defence personnel. "We have not just fulfilled the promise but implemented it as well. The Modi government has provided the retired and serving servicemen a financial security net," Shah told reporters. The party said the Modi government had honoured the soldiers of the country. "We welcome the decision. It is a historic decision," BJP general secretary Anil Jain said here. "The Congress had deceived the exservicemen on OROP for decades. It was the Modi government which honoured them by implementing the scheme," he said. "Earlier governments had made the OROP scheme complicated." Soon after the announcement, members of the BJP's ex-serviceman cell took out a march from India Gate to Shah's residence and thanked him for the announcement. The government on Saturday decided to implement the OROP scheme for veterans. The pension would be re-fixed every five years and the scheme will be with effect from July 1, 2014.

"We feel the current three months is not enough time for women to adequately care for their newborns," said an official from the ministry of women and child development. "The proposal, if approved, would give working women in all sectors -public, private and even the informal sector such as domestic workers -some kind of protection." According to the ministry, an expectant mother needs one month of rest before birth, and seven months after, to adequately nurse her child, said the official, who declined to be
named. India has one of the highest child malnutrition rates in the world. Forty-six percent of children under five are underweight and 48 percent are stunted, according to the latest government figures from 2005/6. Child malnutrition is an underlying cause of death for 3 million children around the world every year - nearly half of all child deaths - with most dying from preventable illnesses due to weak immune systems, says the United Nations Children's Fund. Those who survive, grow up without enough energy, protein, vitamins and minerals, causing their brains and bodies to be stunted which means they cannot fulfill their physical, academic or economic potential. The World Health Organization (WHO) - which recommends exclusive breastfeeding for babies up to six months old - says breastfeeding re-
duces child mortality and has proven health benefits that extend into adulthood. Yet only 47 percent of Indian mothers exclusively breastfeed for the first six months, compared with 70 percent in neighbouring Nepal and 76 percent in Sri Lanka. Gender experts say extending maternity leave will also encourage more women to return to work and close the gender gap in the labour market. Many women reluctantly drop out of work because they need more time for their newborns, they say. At around 33 percent, female participation in the workforce in India is well below the global average of 50 percent, a March report by the International Monetary Fund (IMF) said. During to a visit to India in March, IMF Managing Director Christine Lagarde said the gender disparity in the labour sector was a "huge missed opportunity".

"The (Narendra) Modi government has substantially diluted the provisions of the OROP announced by the UPA (Congress-led United Progressive Alliance). Today's (Saturday) announcement about OROP by the defence minister is totally disappointing," Congress leader and former defence minister A.K. Antony told the media here. Antony's remarks came soon after Defence Minister Manohar Parrikar made the announcement in the presence of army chief General Dalbir Singh, navy chief Admiral R.K. Dhowan, air force chief Air Chief Marshal Aroop Raha and Defence Secretary G. Mohan Kumar. "Today's claims by the defence minister that the NDA (National Democratic Alliance) government is for the first time accepting the long standing demand... I don't know what language to use. We had already accepted in toto the demand for OROP and were in the process of implementing it," Antony said. "They (the government) have ridiculed the ex-servicemen as well as the whole country," the Congress leader said. Antony also accused the Bharatiya Janata Party of politicising the issue, saying the defence minister used the occasion of announcing OROP to criticise the previous UPA government. "PM should intervene since the state government does not seem to be taking enough efforts. There are hollow announcements and nothing concrete on the ground," Maharashtra Pradesh Congress Committee chief Ashok Chavan said. Chavan discussed the state's drought situation with senior party leaders at Gandhi Bhavan, the state party office, here. The government would take up the green belt plantation along the saline embankments executed under the National Cyclone Risk Mitigation Project (NCRMP) in Ganjam, Puri, Jagatsinghpur and Kendrapada districts, said an official of the water resources department on Saturday. The official said that raising and strengthening saline embankments has been taken up by the Odisha State Disaster Management Authority (OSDMA) with World Bank assistance. "The green belt plantation shall be developed on the sea facing embankments to protect and enhance the environment as well as to act as a first-line of defence for the embankments against sea waves and wind," said water resources additional secretary P.K. Das in a letter to the forest and environment secretary. Since Odisha is prone to cyclones, the government hopes that the green cover would help in mitigating such disasters. .
Goa hospital gets notice over patients sleeping in corridors paNajI, September 5 (IaNS): The Goa Human Rights Commission on Saturday issued notices to the health secretary and the dean of the state's top government run medical facility over the issue of patients sleeping in the hospital's corridors last month. The notices were issued some days after the issue was highlighted in the media and subsequently a petition was filed by three individuals, including a human rights' activist and an Aam Aadmi Party leader, with the commission. The petition demanded that instead of making patients sleep in the hospital's corridors, patients without a bed should be accommodated in VIP rooms at the hospital, which are often vacant. "Instead of making patients sleep on the floors in and around the neurology ward and/or any other ward, patients should be shifted to other wards where occupancy is available or should be housed in the private wards of GMC and/or in the GMC rooms meant for VIPs... "The criteria of allotting beds in GMC should be who urgently needs the treatment, and not who is an influential person. VIP should mean Very Important Patient and not Very Important Person or Very Important Politician," the petition filed by advocate Satish Sonak and AAP secretary Valmiki Naik had said. Both the state health secretary and the dean of the Goa Medical College, located near Panaji, have been asked to file their replies to the Commission's notice by September 24.

A nation divided: Hungarians loathe and help refugees BUDAPEST, SEPTEmBEr 5 (rEUTErS): Gazing down from the street outside Budapest railway station onto thousands of migrants camped out in an underpass, some locals cursed and even spat on the families below. But others brought food, blankets and soap to the refugees, many escaping civil war and Islamic State in Syria - divergent reactions that highlighted a deep rift within a nation which itself has been torn apart several times by war and revolution. "Just look at them, they are filthy, God knows what disease they bring, and they want to turn our country over to the Islamic State," said Geza Szilagyi, 56, as he waited for a bus, looking down on tents and makeshift cardboard beds. Hungary, a major transit point for migrants heading into the heart of the EU via the Balkans, is ruled by Prime Minister Viktor Orban, who said on Friday Europe would be "lost" if it let all the migrants in and said he did not want to live alongside a large Muslim community. For diabetes in obesity, weight -loss surgery beats medication Anne Harding Reuters Health Weight-loss surgery beats medication for controlling type 2 diabetes in obese people, according to the longest-term trial ever to compare the two approaches. Half of the patients treated with weight-loss surgery in the study were diabetes-free at five years, said Dr. Francesco Rubino of Kings College London in the UK and colleagues in a report in The Lancet. “The five-year mark is an important mark in many diseases,” Dr. Rubino told Reuters Health by phone. “The fact that some patients at five years are basically disease-free is a remarkable finding.” In 2009, he and his colleagues randomly assigned 20 obese patients with type 2 diabetes to receive medical treatment, 20 to receive a type of weight-loss surgery called a gastric bypass, and another 20 to undergo a weight-loss operation called a biliopancreatic diversion. Eighty percent of patients who had surgery had their bloodsugarundergoodlongterm control, versus about 25 percent of patients treated with drugs only. All of the study groups had a reduction in cardiovascular risk. But the surgery-treated patients had a 50 percent lower risk of heart and blood vessel disease than those treated with drugs only, and they needed fewer drugs for treating high blood pressure or high cholesterol. The improvements in blood sugar control and heart disease risk weren’t related to how much weight patients lost. “What really is causing the remission of diabetes after surgery remains mysterious,” Dr. Rubino said. What is known, he added, is that the intestines produce a host of hormones involved in regulating metabolism. Reconstructing the gastrointestinal tract so that food bypasses the stomach and small intestine may help restore normal metabolic control, he explained. Like any surgery, weight
loss operations carry risks. An international study published earlier this, for example, found that after two years, people randomized to have gastric bypass surgery had better control of their type 2 diabetes than people assigned to a medication group, but they also had a higher risk for infections and bone fractures. (See Reuters Health story of May 21, 2015.) And some patients may gain back some of the weight they lost. Still, doctors are increasingly referring to this type of surgery as “diabetes surgery,” rather than obesity surgery, said Dr. Philip Schauer, the director of the Cleveland Clinic Bariatric and Metabolic Institute and a bariatric surgeon, in a telephone interview with Reuters Health. Dr. Schauer did not participate in the new study. “There are some people, this study shows, that can go into remission for up to five years or more,” he said. “We hesitate to use the word ‘cure,’ but it’s pretty darn close to a cure, about as close to a cure as you can get.’” Dr. Schauer pointed out that about half of patients with type 2 diabetes are unable to control their blood sugar with medication and lifestyle measures. Based on the new findings, he said, bariatric surgery should be offered to these patients if they are moderately obese, for example with a body mass index (BMI) of 35. (BMI is a measure of weight in relation to height.) Currently the National Institutes of Health states that patients should have a BMI of 40, or a BMI of 35 with obesity-related illness, such as type 2 diabetes, in order to be eligible for weight loss surgery. “There are still many insurance companies today that will not pay for this surgery for any reason, whether it’s for obesity or diabetes. It means that they are denying people effective treatment,” Dr. Schauer said. “This study is going to make insurance carriers and third party payers rethink their coverage policies regardingbariatricordiabetes surgery, as we prefer to call it.”

Left to walk the last yards into Austria, rain-soaked migrants, many of them refugees from Syria's civil war, were whisked by train and shuttle bus to Vienna, where many said they were resolved to continue on to Germany. Germany said it expected to receive up to 10,000 on Saturday. Austrian police said 4,000 had crossed by the morning, but that many more were expected during the day as Europe’s asylum system buckled under the pressure of the continent’s worst refugee crisis since the Yugoslav wars of the 1990s. "It was just such a horrible situation in Hungary," said Omar, arriving in Vienna with his family and hundreds of other migrants who poured out onto a fenced-off platform and were handed food, drinks and other supplies. In Budapest, almost emptied of migrants by nightfall on Friday, the main railway station was again filling up with newly arrived migrants but trains to western Europe remained cancelled. So hundreds set off by foot, saying they would walk to the Austrian border like others had tried on Friday. After days of confrontation and chaos, Hungary’s government deployed over 100 buses overnight to take thousands of migrants to the Austrian border. Austria said it had agreed with Germany that it would allow the migrants access, waiving asylum rules that require them to register in the first EU state they reach. Wrapped in blankets and sleeping bags against the rain, long lines of weary migrants, many carrying small, sleeping children, climbed off buses on the Hungarian side of the border and walked into Austria, receiving fruit and water from aid workers. Bavarian state police said they expected the first refugees to arrive in Germany around midday, with national rail operator Deutsche Bahn saying a special train with 500 refugees aboard due to reach Munich around lunchtime. Desperate Migrants Force Hungary's Hand Hungary, the main entry point into Europe’s borderless Schengen zone for migrants heading northwards through the Balkans, has taken a hard line, vowing to seal its southern frontier within days. Hungarian officials have painted the crisis as a defence of Europe’s prosperity, identity and “Christian values” against an influx of mainly Muslim migrants. For days, several thousand camped outside Budapest’s main railway station, where trains to western Europe were cancelled as the government insisted all those entering Hungary be registered and their asylum applications processed in the country as per EU rules. In her most contrite comments yet about an issue that has plagued her White House bid, Clinton said she had made a mistake by not using a government email account. But she maintained she had done nothing wrong and did not apologise explicitly for using a private email account for her work as America's top diplomat. "At the end of the day I am sorry that this has been confusing to people and has raised a lot of questions
but there are answers to all these questions," the former first lady told MSNBC in an interview. TOkYO, SEPTEmBEr 5 (IANS): A total of 28 municipalities and businesses have received the Japanese government’s first toilet awards for promoting clean, safe and comfortable public lavatories, the media reported on Saturday. The recipients for Toilet Awards Japan, launched earlier this year, were selected from among 378 applicants by six ministries. The awards were presented on Friday, the Japan Times reported. Tokyu Department Store Co., the Sapporo Cultural Arts Foundation and nine other winners were given the women’s empowerment minister award for making women’s restrooms more attractive, such as by making space for breast-feeding and by shortening waiting lines. In a shopping area at the Shibuya Hikarie commercial complex in Tokyo, Tokyu has spaces featuring art displays, background music and special fragrances that are "called
‘switch rooms’ instead of restrooms because they are designed to give visitors a change of mood,” said Tokyu official Kazuo Nakano. “We want to have our female visitors feel relaxed and enable working women to switch between their business and private moods,” he added. Improving women’s toilets will lead to a society that is comfortable for all, including men, the disabled and tourists, said Arimura, who is leading the government’s toilet beautification initiative. 6th September Pochury Black Day
T
he NNC leadership, at one of its meetings held at Washelo in May 1960, had resolved to flush the Indians armed forces out of Naga Territory. To achieve this goal, the Naga Army attacked the 14th Assam Rifles outpost at Thuda (Phor Vilage) in Pochury area. The attack was undertaken by the Eastern Command 1st Brigade under the command of major General Zuheto, along with the then 4th Battalion of Pochury region under the command of Lt. Colonel Thorpa. The monsoon was at its height during the time and the major rivers like Tizu, Lanye and Thethsü were in full spate. The attack was launched on 14th August 1960 after destroying all the six bridges on all the rivers. This was done to stop reinforcement from reaching the besieged army post. As the attack continued into the third day, ammunitions on both sides were running short and on several occasions, the Indian Air Force plane tried to drop relief materials and ammunitions but were prevented by the Naga Army. At the same time the Indian Air Force jet fighters strafed the attacker’s positions. An Indian transport plane bearing No.DC-3,HJ233 (Dakota) trying to drop relief materials and ammunitions to the besieged post was shot down by the Naga Army on the 4th day of the siege and crash landed at Zathsü, a paddy field of Meluri village. In fact, this was the first plane ever shot down by the Naga Army in the history of Naga Struggle for sovereignty. The Naga Army captured 4(four) of its pilot and 5(five) crew members. The captured Flight officers were Capt. Anand Sinha, Flight Officer R.E Rapheal, Sgt. J.C Chowdury. This led to a heavy army operation in Pochury area by the Indian Army, who were in the mission to search and rescue the captured airmen – none of whom were ever tortured but were later set free through the Indian Red Cross Society. In the process of the Army operations to rescue the airmen many villages were burnt down and untold atrocities and tortures were inflicted upon the villagers. On 1st September 1960, 6(six) villagers from Phor village were tortured to death. Their names are as follows: 1. Lt. Türachu, village chief 2. Lt. Yutsüchu, Pastor 3. Lt. Chupüchu, DB 4. Lt. Yitüchu, GB 5. Lt. Türüchu, GB 6. Lt. Müghazu, GB Again on September 3, 1960 another 3 (three) villagers from Yisi village were beaten to death, their names are as follows: 1. Lt. Mazu GB 2. Lt. Throchu 3. Lt. Mazu RP Two villagers from Mokie village were also beaten to death. 1. Lt. Yichühu 2. Lt. Nyupuchu. In Laruri village, Lt. Lingsang was buried alive after severe beating. Lt. Nyukhrüsüh and Lt. Rhorüpa of Meluri village were beaten severely after which, their heads were chopped off. Two villages namely Tsiküzo and Küluopfü, were abandoned due to tortures humiliations meted out by the Indian army. On 6th September 1960, the 16th Punjab regiment posted at Kangjang village reached Matikhrii village around 10:00 AM. The entire village was encircled in three rings and all the villagers were ordered to gather in one place. Men-folks were separated from women and children. All the men were made to keep jumping and do sit-ups, for more than 5 hours in the scorching sun, naked. Any signs of tiredness were met with kicks and hits with rifle butts. Then just before sun-set, the Indian army not satisfied with the punishment meted out to the villagers, rounded them up inside the village chief’s house and were forced to sit head down like a lamb being lead to its slaughter. Lt.Thah, the then village chief,
knowing what was in store for them bravely volunteered to sacrifice. He stood bravely for the Naga cause even to his last breath and said “IT`S A MAN`S PRIDE. NO SURRENDER, NO COMPROMISE FOR OUR BIRTH RIGHT. THIS SACRIFICE IS TO PROTECT OUR FREEDOM.I SHALL GLADLY LAY DOWN MY LIFE FOR THE NAGA FUTURE GENERATION” .Then an Indian army jawans, holding a blunt Dao Chopped-off the head of Lt.Pogholo, who was first in the line. Witnessing the brutality and horror in front of their eyes and knowing that all of them were going to be killed, one of the villagers managed to escape the execution forcefully. Then one after another, heads rolled down, separated from the bodies, and in the event a total of nine lives were lost. Their names are as follows: 1. Lt. Thah 2. Lt. Pogholo 3. Lt. Mezitso 4. Lt. Pongoi 5. Lt. Eyetshii 6. Lt. Zasituo 7. Lt. Thitu 8. Lt. Kekhwezu 9. Lt. Kezii khwelo
The Indian army did not even allow the loved ones to perform last rites and rituals for the dead. All the death bodies were dump inside the village chief’s house and were burnt down to ashes along with the other houses and granaries. The women and children who had fled to the jungle to evade the horror and torture of Indian Army came back the next morning to find the whole village burnt down to ashes. Lt. Thitu who narrowly escaped from the execution was found by his wife Mrs. Rhiitariih with three cuts on the neck, stomach slashed and intestines thrown out. He quoted “LOVE, TELL MY BELOVED CHILDREN THE SACRIFICE I BEAR FOR THEM AND I AM WAITING TO DIE ON YOUR LAP WITH A CUP OF WATER” and after drinking, he breathed his last. Another victim Lt. Zasituo, traveling pastor, was also found almost dead with multiple injuries on the chest and neck. Not long after, he died. Then the horrified women and children with no means simply covered the death bodies with mud and left for the jungles fearing the Indian army might turn up any time. For days together, the survivors wandered in the deep jungle without proper food and shelter. The wild berries and fruits of the jungle were their only food and means of survival. The only comfort and encouragement they could give to each other was the knowledge of glorious sacrifice made by their men-folks. The wild animals and birds of the jungle were their only companions, besides themselves. In extreme condition of hardships and difficulty, many more precious lives were lost. The Naga Army then came to their rescue. They were given food, shelter and protection. Even today, the nightmares and tragedy of the incident still remains fresh in the mind of the survivors. In this long dispersion and exodus, the survivors entered Burma and stayed with the Naga Army in their camp at Sathi where Gavin Young of London Observer met them in the later part of 1961. In his book” Indo-Naga War”, he has written in page 29-30 that when he met the survivors, there were only a pathetic thirty people. They spent their life in the wilderness for two and half years. In 1963, village re-establishment took place but normal lives could not be restored for many years. The people of Pochury then observed 6th September as “BLACK DAY” in memory of all those who suffered and laid down their lives for the greater glory and freedom of the Nagas. A diabolic statement from an Indian mind
“T
hey may hunt down the smaller groups … The Govt. may take their help… Separatism is over… Good day for India” these are the statements made on NDTV and his Facebook Page by Shekhar Gupta, a senior journalist, an authority on political issues regarding the Northeast. It sounded like he had full authority on the subject, after Delhi Accord was signed between Interlocutor for GoI, R.N. Ravi and NSCN-IM on 3rd Aug. 2015. I trust NSCNIM would never hunt down their own brethren as speculated under any circumstances, otherwise it would prove disastrous for the Nagas and signal a future of doom and gloom, or it would be another Shillong Accord. If anything goes wrong, people would naturally hold the authors of this hidden Accord responsible. The need of the hour is a settlement for a land free of fratricide and the scourge of hate and war. The possibly diabolic statement from an Indian mind, a well known media personality, analyzing the Delhi Accord is a recklessly one-sided view. Does it speak the mind of Delhi? Can we say Delhi has an ulterior motive trying to sow the seeds of division and factionalism amongst us as she has always been doing? This needs to be pondered upon, without prejudice, to rule out any unseen ugly element. I guess what Shekhar Gupta was trying to say was that since the framework agreement is to settle all issues “within” the Indian Constitution “separatism” as understood by him is over. As such after honoring the Indian Constitution the NSCN-IM may hunt down the smaller groups and the Government may take their help whether one likes it or not. Or was he just indulging in speculation? Does mainland India espouse hunting down other groups by IM with the help of Delhi as a solution and expect it to be a good day for them? I trust Gupta was not in favor of use of violence to implement the Delhi Accord, as it is reported to be a peace accord and having intention to be so. However, as he has followed the NE crisis with deep concern for so many years, he was probably speculating about the likelihood of the given situation deteriorating further into more violence as past Accords have all produced. If the opinion shared by Gupta on national media proves to be right, I for one dread the outcome, but hope it will never happen. I sense this apprehension is widely felt by many others too. For we have had enough lessons from the three great downfall Accords in our Naga political history, such as 16th Point Agreement, creation and surrender of Revolutionary Govt. of Nagaland (RGN) and Shillong Accord, and we do not need a fourth blunder. Was Gupta putting forward his views by assessing the character of the three aforesaid downfall Accords thereby predicting the possible outcome of the Delhi Accord? Referring to the Delhi’s Accord Prime Minister Narendra Modi at Dubai on 17.8.15, said “We move ahead successfully with different factions of Nagaland after 60-70 years of insurgency” Union Minister of State for Home Kiren Rijiju on 21.8.15 at Guwahati said ”but the Framework (Delhi Accord) has clearly stated that they (NSCN-IM) honor the Indian Constitution” This definitely is a good day for India as understood by them and Delhi knows it, that’s why Gupta must have said “Separatism is over.” If so, let’s examine the undeniable fact of our Naga National status. The “great downfall Accord” meant abandoning the aspiration and stand of the Nagas i.e. “they are a People and a Nation not Indians and their territory is not a part of the Indian Union” and joining the Indian Union, as was done in 1960 by an NGO called
Naga People’s Convention (NPC) without mandate under a half-baked 16th Point Agreement, when there was war between Federal Govt. of Nagaland (FGN) and GoI. Under this agreement some Nagas submitted themselves and honored the Indian Constitution because of which their leaders were assassinated or attempted followed by counter attacks and cycle of violence and divisions. This act of honoring the Indian Constitution is deceptively interpreted today as “sharing of sovereign power” between “two entities” by Interlocutor R N Ravi, as if it is something very close to a “shared sovereignty.” The sovereign Parliamentary State, Island of Niue having absolute free association with New Zealand, is an example of “shared sovereignty” in Britannica Encyclopedia. Nevertheless, in spite of all these weaknesses, the Nagas are proud that their struggle was right and not an act of secession that unlawfully or treasonously violated some solemn agreement made by them to be a part of the new independent India. This was the “first great downfall Accord” another type of Shillong Accord, which we all detest. The 2nd great “downfall” was the surrendering Act on one hand, and honoring of the Indian Constitution on the other by a self-styled RGN. This 2nd great downfall was also responsible for the 3rd and the greatest Naga Nation’s downfall which took place under the Shillong Accord signed at Shillong in 1975 by the “Representatives of Underground Organizations” (RUO) who were veterans of the Naga struggle conducted by the Naga National Council (NNC) and FGN. The 3rd Clause of the said Accord ended with a rider which stated that “the representatives of underground organizations should have reasonable time to formulate other issues for discussion for final settlement”. But the vast majority of the Nagas immediately reacted against it as the discussion was to take place “within” the Indian Constitution that had already been accepted in the Accord under duress. The public call for rejection of the Shillong Accord thus started as soon as it was brought to Nagaland. As such no discussion ever took place between Delhi and the signatories of the Accord till date, as the same was rejected. However, some NNC and FGN leaders locked themselves up in the reeking Transit Camp for reasons best known to them, which is the by-product of Shillong Accord, thereby confusing and dividing the Nagas. The sad reality on the other hand is that too many of their leaders and followers were already assassinated for the said Accord in the name of Naga sovereignty. The Shillong Accord signed on 11th Nov. 1975 was only a Framework Agreement to “Accept or Honor” the Indian Constitution, other issues for discussion for final settlement were to follow. It is understandable as to why Delhi is jubilant for the Delhi Accord as a big glory for India which regards the NSCN-IM as an “insurgent” and a “faction” today that “honored the India Constitution” as aforesaid, but it is difficult to understand the jubilation of the South Nagas. To my mind, these three faulty Accords of the past many years have not benefitted Delhi or Nagaland. They have only brought untold miseries, bloodshed, kidnapping, extortion, corruption and division, which India need not celebrate as a “good day” or seek a repetition. Should Gupta or Delhi be aware of the mistakes Delhi committed in making the 16th Point Agreement with an NGO itching for soft chairs without moral and legitimate authority, granting rehab to the RGN to hunt down FGN, or signing the infamous Shillong Accord with the RUO under duress? However, I trust Gupta must have those cycle of
violent incidents of the past Accords in mind and said “they may hunt down the smaller groups … the Govt. may take their help ... good day for India”. In this he may be trying to say that violence in all forms needs to be prevented at all cost, so that history is not repeated, otherwise Nagaland could become a battlefield once again. 1. Under the circumstances, to a layman as I am, if the Delhi Accord for another Accord is bringing sovereignty then, our political groups or the public would happily thank NSCN-IM. But if it is not sovereignty or integration then, I feel, it cannot and should not be handled by just one political group, however powerful it may be, in order to bring about peace. Therefore, the need to sit down together with different political groups, carry out special consultations to sort out their differences, for a final solution is our priority. 2. If the fact of the Naga Sovereignty is to be compromised for peace, any settlement which is right and best for all in the given situation, honorable and acceptable to the political groups should be fine with the public, as long as it brings peace and with the guarantee that there will be no more underground activities of fratricide, extortion, kidnapping, etc. The national workers of different political groups are the one who gave their all for the Naga Cause, so they have the mandate, power and moral right to decide together a settlement. They can also tell the Naga people to be wise and realistic at this juncture. Therefore, I feel, before the Delhi Framework Agreement was made, all of them should have been consulted in advance. However, I hope, it is not too late for transparent and honest consultations to start. 3. Without taking other Naga political groups into confidence, maintaining absolute secrecy of the details of the Framework Agreement, conducting series of pre-conceived consultations with NGOs, Public and the State Govt. is a defective and questionable process because it is manipulation of the story of the Naga struggle. I am prepared to believe that the NSCN-IM would do all possible within their means, without compromising Naga Political Rights of our Sovereignty, given by our history. “No solution without sovereignty and integration” as declared by NSCN-IM leader Th Muivah on 14.08.15 at Hebron is recorded in our hearts. But, if it is just a camouflaged statement juggled for illegitimate endorsement of the NGO’s, Public and State Govt., I would request them to be honest. They also will weaken their own position if they will insist on achieving their plan by leaving out the other political groups, from whom the Naga struggle for freedom originated. An Accord which ultimately concerns the Nagas cannot be kept out of bounds. 4. I strongly feel that transparency, integrity and equi-involvement of Naga political groups should be maintained to avoid speculative games and misunderstanding, if the path charted by Delhi Accord is to find a final solution, acceptable to the Nagas. The allegation in some quarters that the Delhi Accord made with just an Interlocutor has no legal validity, need not bother us. If peace can be had without legal binding of an Accord with Delhi, it will be far better. Some may question if such a presentation of an individual’s view is needed at all. It is my humble conviction that the fears, doubts and longings felt by any concerned person at this critical time ought to be brought out and made a part of our common search for a solution that will work. Misplaced linking of Literacy rate with Higher Education
I
was perplexed to read the statement of the Vice Chancellor of Nagaland University Prof. Bolin Kumar Konwar that appeared in the Nagaland Post issue of 28th June 2015 under the caption “Literacy rate and reality is contrasting” wherein he juxtaposed that although Nagaland literary rate in 2011 census was 80.11% an increase of 13.52 % as against 66.59% in 2001 census the reality was that a good number of those enrolled as literates ends up as drop-outs while only a few pursue higher studies. I have expected for the past two months to see some of our educationist and the learned academicians to respond the Vice Chancellor’s misplaced linking of the literacy rate with the higher education but till now no one have responded, meaning accepting the statement of the VC. Although I am not an educationist or an academician I, for one do not agree with the learned VC Professor Konwar’s reality remarks. The dictionary meaning of literate/literacy is - ability to read and write and no further than that. The right to education enshrined in the Indian constitution under article 21A puts onerous on the state to provide free and compulsory education to all the children of the age of six to fourteen years (originally primary education) which means maximum attainable study is at secondary education level only. To my limited knowledge the level of education are; Lower primary, upper primary (elementary), secondary, higher secondary, degree and post graduate studies. In the word of Prof. Konwar anybody who do not continue their higher studies after passing the elementary education are all drop outs. I may be wrong here but my understanding of the meaning of the word “drop out” is when one leaves his/her course of study half way unfinished. For obvious reasons and under compelling circumstances one may not be able to enroll to persecute study in secondary, higher secondary or degree course but would begin working life for means of livelihood from early stage of life. How can one be tagged the atrocious word “dropped out” when he/she has not enrolled for the study course? While lamenting the great number of students not opting for higher studies resulting in low enrollment in the colleges in Nagaland, the VC has failed to give the reason why the trend happens. Today higher education has become expensive without any guarantee of employment and is a question of being affordable making no room for personal choice to poor villagers except for the lucky dweller of district head quarter where government colleges are available. We are said to have a backlog of 45,000 educated unemployed in the state although statistically lesser number of students goes for higher study. Unemployment is a world phenomena but more pronounced in our state due to lack of any industrial and large business and commercial houses. Two things I implore the VC to clarify; first, huge number of merit students migrates to Delhi, Pune, Bangalore, Chennai, shilling, Guwahati etc for pursuing higher studies at high cost although there is low enrollment in colleges in the states. Is the cur-
riculum of the Nagaland University and the college faculties inferior to other universities in India? If so, what measure the University is contemplating to uplift the standard of our institution at par with other? Secondly, the Kothari Commission had recommended that only the talented and eligible students (means 1st Division or high 2nd Division students) to study higher education. Is the Kothari Commission recommendation irrelevant today? Prof. Konwar is well aware of the prevalence of National Non-detention policy till class VIII which is far above literacy rate. Due to this non-detention policy there is good number of students who do not pass the HSLC examination and end up as MABF (Matric Appeared But Failed) While disagreeing with what Prof. Konwar has propounded, I would like to reproduce what the Kothari Commission has recommended on reorganization of School Education. The Commission visualizes…. (4) At the end of primary stage, about 20% students will step off the school system and enter working life, about 20% will step off the stream of general education into different courses whose duration may range from one to three years and the remaining 60 % may continue their general education. (6) At the end of ten years of school education, about 40 % students will get into working life, others about 30% will go to vocational courses and the remainder will continue further in the stream of general education. Means, from the 60% of students who entered secondary education only 30% will continue further general studies. If evaluation is taken properly it will be more than 60 % who enters higher secondary in Nagaland against the Commission yard stick of 30%. The Khotari Commission also recommended that the secondary education should be vocationalized in large measure and enrollment in vocational courses be raised to 20% of the total enrollment at the lower secondary stage and 50% of the total enrollment at the higher secondary stage by 1986. The Commission on Future requirements of educated manpower states- “The Commission broadly accepts the estimates of future requirements of educated manpower given in the ISI/LSE paper, but holds view that this will have to be continually revised in the light of data available and kept up-todate. To achieve the aforesaid objects, some policies are to be framed- to restrict an unplanned and uncontrolled expansion of education if unemployment among the educated is to be avoided. Special and intensive effort be made to vocationalize the secondary education and to develop professional education at the university stage”. It will be pertinent to know to what extend the NU have vocationalized the higher education in Nagaland as productive education to offer working life? To my blunt mind the advocacy of general stream education by the VC is not only poor but a bad and unproductive taste in the present context in the state and is anti theses of the Khotari Commission recommendation. While encouraging students to take higher study of general stream, has the VC discovered any means
for job placement of the unemployed graduates? Suppose the encouragement of the VC percolates well down the mind of the students community and the whole lot of children enrolled in the primary education goes to take up higher education, where is the assurance for job placements? Will it not simply add on to swells the educated unemployed numbers? When interacting with student community of my village I used to encourage them to study hard and get a degree at all costs. These were the story of the eighties but after nineties I don’t dare encourage average students to go for higher study which finally ends up as waste of time and opportunity with a degree at hand. I rather encourage them to go for vocational practical courses after matriculation so that they are able to get a gainful employment or sustainable working life of self employment. One reason why Nagas are proud of their community and society is because of their possession of land holdings. No Naga is landless if he lives in his own village. God has bestowed on the Nagas the beautiful and fertile land called Nagaland to be its heritage. During the last one decade we are discovering through the efforts of the Agri, Horti, Soil and Land Resource Department many species of aromatic and medicinal plant, vegetable and fruits that are suitable to our soil and climate. I would rather advocate back to the soil theory as a practical approach than general stream study at university. Our villages and community is very rich but individual and families are mostly poor as stretches of fertile land remains uncultivated and follow. During the head hunting days it was not safe for a family or small hamlet to be isolated making soft target for the head hunting marauder. Today we are living in a totally different changed atmosphere but still lives clustered in the traditional village site partially metamorphosed to modernity but neither agrarian nor industrial community. Our traditional produce instead of increase has greatly dwindled down as cultivators are slowly vanishing even in the villages as older citizens are slowly phasing out by the younger generations who do not follow cultivation but go to school and college. The demographic shift from rural to urban although devoid of gainful employment also weans away cultivator from the village to urban area without any productivity. The urban educated lot will not go back to village to take up cultivation therefore there is huge mismatch of population growth and productivity growth. If we seriously take the message of the VC and our children flocks the higher study soon there will be no farmer/cultivator left in the village. The village will still be rich having land and its resources with educated unemployed youth but all the families will be poor without any sustainable product. We are fortunate to have NU a central University which can evaluate the right kind of vocational productive education required for Nagaland that can uplift the social, economic, trade and commerce in the state and change the face of the State. "My Spa lap was better," he added, referring to his Belgian pole of two weeks earlier. Vettel, who could become the first driver since Stirling Moss in the 1950s to win at Monza with three different teams, hoped Ferrari would have a chance on Sunday but made clear Hamilton was the overwhelming favourite. "I think it's a fantastic result, second and third and very close to Lewis," said the German, racing for the first time in Italy in Ferrari red. "Sorry Lewis, but I wouldn't mind if you are not on the podium," he grinned. "You can be, but if we are both ahead of you that would obviously be a dream come true. "I think dreaming is allowed but you have to be realistic. It's going to be a tough race tomorrow and these guys (Mercedes) have some serious pace." Raikkonen, the 2007 champion for Ferrari, said it was nice to be back on the front row in front of the tifosi after a long absence. "We expected a strong weekend, knew this place is not our stron-
gest probably but in the end the car turned out to be pretty good in qualifying conditions," said the Finn. "It's nice to be here, a home race for us. This was our best qualifying performance this year as a team so we will try and give another good go tomorrow and get a good result for ourselves and our fans." The Finn's performance drew immediate praise from watching Ferrari chairman Sergio Marchionne: "We saw a different Kimi. I was expecting that Kimi would have relaxed after his contract renewal." The Williams pairing of Felipe Massa and Valtteri Bottas qualified fifth and sixth with Mexican Sergio Perez seventh for Force India. Toro Rosso's Dutch teenager Max Verstappen failed to set a lap time after his car's engine cover blew off in the first phase of qualifying -- the first time he has failed to reach the second stage in his 12-race career. He should move up the grid once a mass of penalties on cars ahead, including both Red Bulls and McLarens, are taking into account.
