PFUTSERO, SEPTEMBER 6 (MExN): The Centre Chakhesang Public Organization (CCPO) today highlighted the pathetic condition of the 2-lane road project regarding the Pfutsero-Phek via Sakraba-Khomi road under SARDP-NE phase ‘A’. A press note from the CCPO informed that the contractor responsible for the execution of this road project, i.e. MaytasGayatri JV, “abandoned” the project on May 2012 before completion of earth cutting works. It may be noted that the project passes through areas comprising of Sakraba Town, Porba, Sakraba, Gidemi, Pholami, pper Khomi, Middle Khomi and Lower Khomi villages. HyDERABAD, SEPTEMBER 6 (IANS): At least 20 people were killed due to lightning in different parts of Andhra Pradesh on Sunday as heavy rains lashed the state under the impact of low pressure. While six people died in Nellore district, four each died in Krsihna and Prakasam districts. Three deaths were reported from Guntur, two from East Godavari and one each from Anantapur and Srikakulam districts. Parts of Andhra Pradesh and Telangana received heavy rains under the impact of a low pressure area over Bay of Bengal. The met office has forecast more rains over next few days.

To correct the situation, it is the civil society leadership that should come together to formulate strategies to speak as one voice instead of separate ones. This would empower the process of bringing the voices of the people to the Naga national groups and vice versa. However, if the process of consultations to arrive at a settlement has to remain “democratic” as well as offer “alternative voices and perspectives” to the negotiating leadership, perhaps its nature itself needs to change.

Human rights activist Chingya Luithui agrees, and says that consultations need to go beyond the current “information sharing” model in order to draw “critical opinion.” “The process should be taken to the people instead of bringing the people to the process,” he asserts. “Democratic process is about bringing in all opinion, even opposing ones, to the table and discussing them. Widening the process will automatically bring real issues to the fore. It will crystallise ideas that will help negotiators bring valid points to the discussion table. Moreover, democratisation will bring legitimacy,” reflects Luithui. For some time now, the Naga people have lost trust in the existing processes of “giving mandate” and a feeling that their voices will not be respected has crept in. Coupled with a general sense of political and social “apathy,” as Dr. Pangernungba describes it, “scepticism” has seeped in. There is a “long disconnect” and too many opportunities to cultivate people’s voices have been lost. Today, people no longer want just a cessation of hostilities but meaningful peace. Through a process that puts the people’s faith back in its leaders, the remaining parts of the political negotiations can become an empowered process where people feel a sense of ownership over their shared future. Democratisation of revolutionary processes is an essential to achieve this.

Peacebuilding workshop held at CTC Catholic Church donates relief materials to Phesama

moKoKchuNg, September 6 (mexN): A workshop for Training of Trainers (TOT) on peacebuilding using the Peace Counts modules was organized by Clark Centre for Peace Research and Action (CCPRA) and The Berghof Foundation (Germany) from September 3 to 5. The workshop was hosted by Clark Theological College, Aolijen, Mokokchung. The training had 72 student participants and six facilitators- Dr. Leban Serto, Freelancer, Berghof Foundation and Peace Counts, NEI, Mhonyamo, Wokha, Pursenla Ozukum, Program Coordinator, CCPRA and three faculty members from CTC- Rev. Dr. Dhanbir Rai, Toshi Aier and Dr. L. Imsutoshi Jamir. The main objective of the workshop was to explore peacebuilding in North East region, a press release informed. Some of the subjects covered were: Interfaith Peace building; Vision of Peace; Conflict escalation, de-escalation

education among church leaders, youths in particular and the mass in general; to document stories of successful conflict resolution and reconciliation in the region. Each participant was awarded with a certifi-

cate qualifying them to be peace trainers. The workshop concluded with a strong sense of commitment to work towards peacebuilding realizing that each individual is a peace maker, the release stated.

Kohima, September 6 (mexN): The Development Association of Nagaland (DAN), the social wing of the Catholic Church in Nagaland, through the help of Caritas India (the social wing of the Catholic Church in India) has procured relief materials for landslide hit Phesama. The materials were blessed and handed over by Most Rev. Dr. James Thoppil, Bishop of Kohima, to the village leaders and community for distribution on September 6 at St. Paul’s School, Phesama. The Bishop in his introductory talk assured his sympathy, prayers and assistance to the people of Phesama in the time of their distress. “Besides Phesama, many other villages in Nagaland are also affected by rain this year and we are also trying to reach out to them,” he said. According to a press release from Fr. Thomas Toretkiu, the Bishop en-

couraged that even natural calamities can teach us lessons for life and bring out the best in us as human being. Every problem is also an opportunity and so we must stand together and face the problem, he exhorted. He appreciated the immediate assistance of Caritas India. He said that Caritas International (collective entity of Caritas in each country) is the biggest aid agency that provides relief service in emergencies. They receive fund through the sacrifices and collections the Catholic Church makes during the season of lent. The bishop also thanked Fr. Charles, the Executive Secretary of DAN who was very prompt in responding to the situation and rising to the occasion in seeking the help of Caritas, and staff of DAN and students of NEISSR who came to help in the distribution of the relief materials. The Kanglatu Biodiversity Reserve is situated about 7 Kms from Changtongya Village covering area of 700 hectares with rich flora and fauna making it an ideal place for biodiversity conservation, it added. TPOM opined that imposing PR is the only way to normalize the tense situation in Manipur. Landslides were reported from the Byrinhat area last evening and again today at Unming near Nongpoh, bringing road traffic along National Highway 40 to a standstill, an official source said here today. The National Highway Authority of India has pressed into service several bulldozers to clear the landslide and the road was expected to be cleared by tomorrow. Hundreds of vehicles have been stranded on both the Assam and Meghalaya sides.

At the Hathichar BSF camp close to the border, boats have become the only way of communication even inside the camp. We prepare food using firewood, so that's proving to be a big problem. We

are patrolling the borders using boats but its proving to be a big problem," says Amal Kumar, a BSF jawan posted at the camp. The bigger problem, perhaps, is the attempt to patrol, and prevent infiltration from across the Bangladesh border in an already volatile region with a history of cross overs from the other side, especially during the yearly floods in the state when local rivers here swell up making the terrain even more difficult for 24 hour patrolling.

G20 eyes faster economic reforms as cheap credit not enough for growth aNKara, September 6 (reuterS): Financial leaders from the world’s 20 biggest economies agreed on Saturday to step up reform efforts to boost disappointingly slow growth, saying reliance on ultra-low interest rates would not be enough to accelerate economic expansion. But they also said they were confident growth would pick up and, as a result, interest rates in “some advanced economies” -- code for the United States -would have to rise. “Monetary policies will continue to support economic activity consistent with central banks’ mandates, but monetary policy alone cannot lead to balanced growth,” the communique of the G20 finance ministers and central bankers said. “We note that in line with the improving economic outlook, monetary policy tightening is more likely in some advanced economies.” The wording defied pressure from emerging markets to brand an expected U.S. rate rise as a risk to growth. “We heard different opinions on the possible Fed decision. New Delhi, September 6 (pti): With Congress and the Left continuing to oppose the GST Bill, the government today appealed to the opposition to cooperate to pass the proposed legislation in Parliament but remained non-commital on the issue of convening a special session for it. “I appeal to the opposition to cooperate so that we can pass the GST Bill in Parliament,” Home Minister Rajnath Singh he told PTI here. Asked whether the government will convene a special session to adopt the legislation, Singh, who heads the Cabinet Committed on Political Affairs, said nothing can be ruled out. The Home Minister said when the GST Bill is passed in Parliament, the country’s economy will get a boost. The GST Bill has been passed by Lok Sabha but Rajya Sabha is yet to pass as Congress, Left parties and AIADMK have been opposing it. These parties want changes in the bill.

‘Apple’s iPhone 6S will come with 3D Force Touch display’ SaN FraNciSco, September 6 (ageNcieS): Apple’s new iPhone 6S will launch on September 9 in San Francisco and a report indicates that the Force Touch display on these smartphone will have more capabilities than the one used in the Apple Watch. The 9to5Mac report says that the Force Touch on the iPhone 6S will be called “3D Touch Display” as it can differentiate between three levels of pressure; “tap, press, and a deeper press.” The report adds that the iPad Pro will also get the new 3D Touch Display and will be announced at the event. An updated Force Touch will mean that app developers for iOS can add a variety of functions to take advantage of the new display. Recently Huawei launched the Mate S smartphone, which has a similar Force Touch display, At their IFA 2015 press conference, Huawei used the Mate S to actually measure the weight of an orange with the display of the phone. The new iPhones will continue with the 4.7-inch and 5.5-inch screen size like the iPhone 6 and iPhone 6 Plus, according to an earlier Bloomberg report. Reports have also indicated that an update Apple TV with the company’s own content service could also be shown at the event.

Tibet’s GDP rose 281 times in 50 years beijiNg, September 6 (iaNS): Tibet’s GDP soared from 327 million yuan in 1965 to 92.08 billion yuan ($14.5 billion) in 2014, a 281-fold increase, a white paper published by China on Sunday said. Tibet’s economic development has achieved leapfrog development by constantly reaching higher levels, said the paper titled “Successful Practice of Regional Ethnic Autonomy in Tibet”. Since 1994, GDP grew at an annual rate of 12.4 percent on average, registering double-digit growth for 20 consecutive years, Xinhua news agency reported. Fiscal revenues increased from 22.39 million yuan in 1965 to 16.475 billion yuan in 2014, further enhancing Tibet’s self-development capabilities, the paper said. an encounter With The indian army

n August 1, 2015, I had an encounter with the Indian army and the Indian intelligence department at my parental home in Medziphema. Earlier on Sept. 29th, I had received a phone call from a Sema gentleman who had introduced himself as K. Zhimomi. He expressed his wishes to meet me, so after speaking in the Khonoma Riipfhiino at Punglwa, I phoned him to come to our house at Medziphema giving him directions to our house. We met at 4 pm. But five minutes into our discussion, I saw through cracks in the curtains, some uniformed personnel surrounding our house. My first suspicion was that this gentleman whom I have known only for five minutes must be from a breakaway faction who had come to abduct me for the second time. (The first abduction was by the NSCN IM in May 2004 when I was abducted and kept in their custody for four days.) My

reaction therefore was: “So you have brought your soldiers with you?” When he replied that he had brought only his driver, I pulled the curtain and discovered that the uniformed personnel were in fact, Assam Rifles troops from Medziphema. As I walked out of my house to inquire what was going on, the Indian army Intelligence officer arrogantly announced that they had heard all our phone conversation directing Zhimomi to our house and asked me as to what we were discussing. I said “nothing,”because we had hardly finished introducing ourselves to one another. I was treated well by the officers and soldiers, but while our conversations were going on in our front porch, our whole house was searched to the utter consternation of my mother and all other occupants of our house. My recently acquainted Sema friend was taken to the Assam Rifles camp and interrogated though he had shown all

his identity papers from my house to the intruders of our home. Now in connection to this incident, I would like to tell a few things about Naga customs and culture to the Indian army and the Indian government. 1. In Naga customs and culture, our homes are always open to anybody and it is our duty to welcome anyone into our homes. This is more so if the visitor is from another tribe. However any armed intrusion into our private homes would be immediately met with an armed response. In such a case, we would quickly grasp our daws and confront the armed intruders. 2. If an unarmed person is in my house visiting, his security is my personal responsibility and no one can dare to harm him while he is under my roof.This protection courtesy extends even to any fellow Naga who may flee into my house after unintentionally committing a homicidal action. The moment such a person

flees into my house; he immediately comes under my protection. His pursuers out for revenge can never take their revenge from under my roof. In case they did that, my whole clan or even the whole village can go to war with the offending party for desecrating my house. Now, hustling a visitor from my house into your vehicle and taking my guest to your camp for interrogation was a serious breach of civilized conduct and also a serious insult to Naga culture and customs. But I could not do anything because I knew that under the Armed Forces Special Powers Act, you government has granted you legal sanction to search without a search warrant, arrest without an arrest warrant and even shoot to death on mere suspicion. As for your tapping my private phone, I am fully aware that “in the interests of national sovereignty and integrity, state security etc”your Supreme Court had granted you legal immunity from the

criminal offense of tapping private phones. THIS, PRECISELY ARE THE REASONS, WHY NAGAS ARE FIGHTING IN DEFENSE OF THEIR DECLARED INDEPENDENCE. We are not Indians and we do not want to live under heinous Indian laws. As for my honored Sema guest, I will express my apologies to him and his tribe in the Sema dialect. “Isho-o K. Zhimomi, noye ikilo iqhüpüzü Kholamiko nqügha pesü povakiu iqhono amulo shiyamone. Nibolomiko nvulo niekipimi qhetsülo tishi khu ani.” There again, you will have to seek a Sema collaborator to interpret the words as you must be doing in the case of my Angami conversations with my Angami acquaintances. Assam Rifles Atrocities

he PRO Assam Rifles must be too stupid and ignorant of the publicly verified and established facts of his troops inhuman excesses in the aftermath of every encounter with NSCN’s People’s Army of Nagaland(Naga Army). Since the abrogation of ceasefire till date, not a single innocent Naga civilians or foreign residents in Naga country including Indians has been targeted or injured by Naga Army during the entire series of armed clashes with occupational enemy forces. On the contrary, Indian Army taking advantage of AFSPA, has been running amok spreading terror and cycle of violence all over Naga country stretching from Kohima and Chandel till the international border. In coward frustrated reaction to Kohima encounter, the AR savages resorted to shameless bashing of five innocent Naga students, the helpless victims were gun butted, barrel jabbed and kicked and tossed around like playing objects. Critically injured and hospitalized, the traumas will haunt these innocent Naga students for long time to come. In the aftermath of June 4 Chandel attack, the occupational Indian Army militarized entire Chandel district, martial law was imposed, Naga folks were segregated into

male and female population, innocent family members of NSCN workers were arrested, tortured and hounded like wild animals. All these atrocities were inflicted in isolation from the rest of the world by imposition of press and media censor in the area. Similarly, after June 16 WuzuAvangkhu incident, the AR retreating party without provocation unleashed their fury upon innocent civilian procession awaiting to receive the death body of the slain NSCN Captain who is a citizen of that area. In that particular violence, two innocent students were murdered and another woman and child were critically injured. The public testimony prevailed upon AR claim of NSCN presence among civilians for which the leaders of this particular area are still being hunted day and night by AR killers to silence the truth. On August 28 2015, a medical camp was organized at Pangsha village and AR issued clearance for the NSCN members to avail medical facility without uniform and weapon, simultaneously, NMA delegation were arriving and families of NSCN workers were also travelling in advance to host the NMA meet. While the motorcycle and Gypsy had two innocent Konyak passengers from Yangkao village besides unarmed and un-uniformed

NSCN members travelling ahead , the Tata mobile pick up had be trailing behind at a safe distance fully loaded with innocent civilians, women and a nurse from Pou nyiu village returning after assisting Pangsha medical camp. Does PRO AR mean to implicate these innocent women and nurse as NSCN women cadres of Pou nyiu camp? Are you not ashamed that your troops shot at innocent women with snipers and grenade launchers? Are you not aware that one innocent Konyak passenger who escaped from Gypsy and was running uphill screaming public public with outstretched hand was shot at the hip with sniper and while lying writhing in pain yet alive was blown up with grenade? Do you think there is honour in shooting at point blank an uninjured survivor despite pleading for mercy? How dare do you still attempt to justify your murderous actions after premediated massacre of innocent Naga men and women. Are you not born of a human being that your depraved mind still wishes to cling to your rights? Also be reminded how your troops resorted to heavy firing on the log that fell on the road while transporting death bodies back to Noklak or do you still blame the Naga Army for attacking you with that log?

The 2nd Sept.Chukitong firing also exposed the agitated and trigger happy AR cowards who resorted to heavy indiscriminate firing on two local hunters shooting at the wild animal and bird. Not a single Naga Army was in the vicinity yet to cover up their disgrace, the PRO, AR shamelessly indicts the NSCN. The public of Chukitong area must clarify on the incident and vilify the AR’s claim lest they be misunderstood as collaborators. The atrocities committed on the Nagas by occupational Indian Army is nothing new, beginning from first Naga-Indo battle in 1955 at Hukir and Hoshepu village hitherto, the Nagas have endured arsons of villages, destructions of livestock, granaries etc, mass killings, mass groupings in concentration camps, tortures, deaths by starvations, injuries, sickness etc etc. However, no amount of unlawful coercion under AFSPA and other illegal martial laws have been successful to blot out Naga struggle for sovereignty and self-determination. With every inhuman experiments meted out to the Nagas, the spirit of freedom and liberty burns brighter and our national anthem shall be sang with more vigour as we continue to march for freedom. Naga Politics is the highest politics in the world

A

century ago, Nagas were living in thick forests of North East India worshiping big-big stones and trees in the dark jungles. However, during the last part of 19th century, God chose the Naga people to be His own people through American Missionaries spreading the Gospel of Good News and they became faithful Christians. Eventually, lives of the Nagas developed in all spheres and political consciousness grew too. Nationalism began to dwell in the hearts of the educated Nagas due to discrimination of Hindu people. They used to call the Naga students – “Hey! jungleli manu,Kuda kha manu” ( Jungle people, dog eaters) besides that, Nagas were not even allowed to come to the court yard of Hindu homes. At present they call us chinky. As such, all the Naga govt. employees were nationalist in 1920s. In 1948 March at Ukhrul Town (M.B.C. Golden Jubilee) all the Naga leaders(Naga hill and Manipur) came together and decided to start a ‘non-violent Independent movement’ to establish Naga Christian Independent state, the so called the Sovereignty of Nagalim. Accordingly, the Manipur Nagas initiated by Mao Naga tribe declared that “Mao Sub-division be merged to Assam state. Subsequently, the House Tax of 1948 was deposited to Kohima DC, office. On this ground, three Mao civilian were killed and seven others seriously injured in the firing by Assam Rifles and Manipur Police in August 1948. Whereas the Nagas of Naga Hill District had pursued seriously to implement 9 points Agreement which was signed between Governor of Assam and Naga people in June 1947. Abruptly, the Assam Rifles and Assam police killed one Angami civilian in Kohima town in broad daylight on 18th Oct. 1952. This made the course of the non-violent movent changed to violent movement in 1953; Naga Underground Army was formed in all Naga inhabited areas and War started between Indian Army and Naga Army in 1953. With

the providence of God, the mighty Indian Army forces could not defeat the small Naga Army in 45 years of war. Henceforth, ceasefire Agreement had been made between India Govt. (GOI) and Naga Army (NSCN-IM) in August 1997; and negotiation of Peace Talks started immediately. After 18 yrs, a Peace Accord between GOI and NSCN-IM was signed on 3rd August 2015. Generally, when any nation demanded independence, usually the slogan goes - America for America, Russia for Russia, Chinese for China, Japanese for Japan, Indian for India and so on, but the Naga slogan is Nagalim for Christ. So the Sovereignty of Nagalim is so named because Christ is Sovereign. Therefore, the highest Politics in the World is Naga Politics. Since, the Naga people and its lim/ land are for Christ, the people of Nagalim should obey the commandment of God and His ordinances. Over and above, they should accordingly follow Christian principles and live to prove ‘Sovereignty of Nagalim’. Therefore, let us follow our President, Isak Chishi Swu, who fears God, whose motto is Pslam 33:12 - Blessed is the Nation whose God is the Lord, the people He had chosen as His own inheritance. This is Sovereignty of Nagalim. Nagas are God’s people, God has open the gate for the Naga Christians to choose Independent State on August 3, 2015. Now, this is the time to praise God, our Lord who has done a great job for us. In the meantime, let us repent to God sincerely for our sins, mistakes, hatred, jealousy and lies. Let us forgive one another and forget ones misconducts. Let us pray to God and submit ourselves to Him so that true love and perfect peace will be bestowed in our life and Nagalim, Praise the Lord, Praise the Lord, Praise the Lord. KUKNALIM Z. If the Nagas are willing to stay together within their own traditional land, who will have authority to stop them??? Migrant Crisis: Showing Christ in the face of suffering

T

he continuing unrest in the Middle-East is taking a heavy toll on human suffering. It is not just the civil war in Syria but rising violent extremism across the Muslim world fomented by the emergence of the Islamic State (ISIS); the continuing divide between the Shia-Sunni Muslims; disorder and lawlessness in Iraq, Libya, Yemen, Afghanistan and regional rivalry between the big powers such as Shia-Iran and Sunni-Saudi Arabia have all contributed to the state of unrest. The inability of the so called western powers including Russia and China to help resolve the conflict in Syria has only added to the ongoing deaths and misery. As a result, large scale migration has been taking place especially into Europe and leading to what is described as one of the worst humanitarian crisis that the world has seen. The full horror of this human tragedy unfolding was brought home last week as images of the lifeless body of a young boy – one of at least 12 Syrians who drowned attempting to reach the Greek island of Kos – made the world to perhaps finally take serious notice of the crisis sourced from the sustained conflict in the Middle-east. In times of such humanitarian crisis it is indeed difficult not just for those fleeing poverty and conflict but also for countries that are expected to show a helping hand. The dilemma of how to open one’s home to those in need of food, shelter and protection while guaranteeing the well-being and security of one’s own country is a valid question. For instance, the position of Prime Minister David Cameron is that the United Kingdom should not take more Middle-East refugees and instead making the point that “the best solution to the crisis was to bring peace and stability to the Middle East”. In contrast Chancellor Angela Merkel has said there is no legal limit to the number of asylum seekers Germany will take in. “As a strong, economically healthy country we have the strength to do what is necessary” and ensure every asylum seeker “gets a fair hearing”, she said. The world should applaud this kind gesture of Germany for taking on a huge responsibility. According to media reports, Germany is the EU’s biggest recipient of refugees and economic migrants and has won praise around the world for its handling of the escalating crisis. While it is true that Germany’s strong economic position could be the reason for its capacity to shoulder such a responsibility, one should also not ignore the moral dimension of such a benevolent act. Germany is a majority Christian country and its decisions on issues related to international politics such as migration and aid would probably be influenced by its own religious tenets. Most Christians will be aware of the “Fruit of the Holy Spirit” described in Galatians 5: 22-23. Some of the attributes of a Christian life are love, joy, peace, forbearance, kindness and goodness. In 2006 the United Nations Population Fund listed Germany as host to the third-highest number of international migrants worldwide, about 5% or 10 million of all 191 million migrants. Whether all this will make sense, we need to acknowledge the fact that Christian majority countries like Germany and Austria are acting with compassion in the face of the worst migration crisis since the Second World War. It also calls for a shared but differentiated responsibility on the part of the global community. The Church around the world must also not remain silent anymore to the human tragedy happening around us. Cardinal Vincent Nichols, the head of the Catholic church in England and Wales, said: “This is a disgrace. That we are letting people die and seeing dead bodies on the beaches, when together, Europe is such a wealthy place...the opportunity for a political response that is a bit more generous, is growing. What is screaming out is the human tragedy of this problem, to which we can be more generous.” As Christians wherever we may live, including Nagaland, can we act with compassion for those in need. Support and solidarity in whatever form is needed along with prayer for the suffering. In the face of all the terror, persecution and suffering taking place in the present world order, if only, we as Christians, can spread the message of love and compassion, it will powerfully impact the world. Myanmar govt land crackdown deepens

prominent farmers' activist in Myanmar appeared in court on September 4 in what watchdog organisations say is part of an escalating crackdown on land rights campaigners. Saw Maung Gyi, an activist from the 88 Karen Generation Student Organization, was accused of habouring someone from an armed group, Maung Hla, a police official in Hpa-an in southeastern Myanmar, told the Thomson Reuters Foundation. If convicted, Saw Maung Gyi faces up to three years in prison. Human Rights Watch said he is a victim of "government intimidation" based on "trumped-up charges". The case is part of a broader campaign targeting land rights activists, as corrupt politicians and businessmen connected to Myanmar's powerful military aim to push small farmers off their ancestral territory, the rights group said. "Land rights issues have become the number one national issue," David Mathieson, senior researcher with Human Rights Watch (HRW) in Yangon told the Thomson Reuters Foundation. Human Rights Watch said land disputes have increased dramatically since 2011, when a semi-civilian, reformist government took power after half a century of military rule. Political parties, especially in rural areas, are campaigning on land issues ahead of elections on Nov. 8, as part of the country's political transition, Mathieson said. "If the military is connected to a land grab they will be reluctant to return it, regardless of who is in power," he said. The government, led by President Thein Sein, a former military general, denies a crackdown is taking place. The president is working to resolve land disputes which erupted before it came to power, a government spokesman said. "There has been no confiscation or grab cases during the tenure of U Thein Sein," Zaw Htay, a spokesman for the President's Office, said in a statement sent to the Thomson Reuters Foundation. "We have resolved about 60 percent of these land disputes (which started under previous governments)... by implementing laws and getting farmers to register for land titles." There are no reliable figures on how much land has been seized in recent years, or how many people have been displaced, HRW's Mathieson said. All land in Myanmar is owned by the state, but individuals and communities have land use rights and can lease the territory they have traditionally farmed to other parties or foreign investors. While powerful businessmen and military officials are responsible for most of the displacement, foreign investors from China, Thailand, Japan, India and South Korea often benefit from land grabs, using the territory as a base for infrastructure projects, manufacturing, plantations or mining, Mathieson said. One example is in Tanintharyi region in Myanmar's south, where palm oil plantations are expanding, said Jennifer Franco, a researcher with the Transnational Institute thinktank. "At least in the initial phase, it's less about deals with foreign companies and more about deals with domestic elites," she told the Thomson Reuters Foundation. "I think there is a lot of potential for the arena of land conflicts to get worse before they get better."

Authorities in Argentina and beyond are cracking down on indigenous communities that protest resource extraction — while re-writing laws to promote fossil fuels

A

s corporations and governments around the world scramble to access harder-to-reach fossil fuels in fracking wells and tar sands, the struggles of communities on the front lines of this expansion of extractivism are becoming more extreme — and more visible. And so is the backlash against any who resist. Indigenous peoples who find themselves “in the way” of extractivist projects are increasingly finding their territorial rights, among others, violated. A particularly salient example is playing out in Argentina. There, facing a shortage of traditional energy sources, the government has intensified the exploitation of shale oil and gas deposits. Along with these changes in energy policy has come a crackdown on those resisting fuel exploitation in their communities. Among the hardest hit are Patagonia’s indigenous Mapuche, whose ancestral territories are at the center of petroleum companies’ plans. Facing environmental contamination, violence, and eviction, they’ve stepped up their resistance. Now the Argentinean government is cracking down. The case of Mapuche community leader Relmu Ñamku is particularly emblematic. The grassroots activist faces trial in October on charges under Argentina’s revamped anti-terrorism law, which could land her with a 15-year prison sentence — all for defending her community from forced eviction due to the expansion of a gas project. Her trial was recently postponed for the third time. The criminalization of protest is part and parcel of the way extreme energy — including intensive extraction measures like fracking — is leading to extreme politics, in which laws have been changed to benefit resource exploitation by transnational corporations. Meanwhile, citizens are ignored, displaced, and charged with crimes when they resist. This can have a chilling effect, dissuading people from protesting at all. This phenomenon isn’t unique to Relmu’s case. It’s happening elsewhere too, from Latin America to Europe. Rewriting the Laws Argentina’s fuel crisis goes back at least to the energy shortages of the early 2000s. Since then, the country has imported billions of dollars worth of fuel in order to meet the industrial and domestic needs of its population. But in the last few years, Argentineans learned that that the country contains enormous reserves of shale oil and gas, which in part prompted the government to develop an energy strategy which includes extensive development of unconventional hydrocarbons, as well as exploiting hard-to-reach conventional fuels (known as secondary and tertiary exploitation). The majority of these hydrocarbon resources are in Patagonia. And more than anyplace else, they are found in the Vaca Muerta formation in Neuquén, a province with more than 100 years of history of hydrocarbon exploitation. To smooth the legal path toward accessing unconventional fuels, the 2012 Hydrocarbon Sovereignty Law laid out a new national energy policy framework. In particular, it expropriated 51 percent of the shares of the YPF oil company from the Span-

They presented the community with an order to stop obstructing the advance of the corporation’s machinery. The community defended itself against the order and the police with whatever it could. Amid the resistance, Pelayes suffered injuries after being hit in the face with a stone. The person accused of throwing the stone was Relmu Ñamku. At first, she was charged with causing serious bodily harm, but the prosecution eventually escalated the charge to attempted murder. That charge could result in 15 years of imprisonment. In Relmu’s words, “this case was initiated on the grounds of injury, and without any new evidence on record it was reconfigured as a maximum charge — as attempted murder.” Relmu’s case is being processed under Argentina’s anti-terrorism law. Originally approved in 2007 to prevent the financing of international terrorism, the law was modified in 2011, when the Argentinean legislature incorporated into the penal code two new articles. They increased the penalties for all crimes committed “with the aim of terrorizing the population” or which “oblige the public authorities to perform, or abstain from performing, an act.” The legislation unleashed criticism in Argentina from social organizations, including a widely attended march in the center of Buenos Aires in which activists read a pronouncement that explained that the changes to the law allow harsh penalties to be applied to individuals or organizations that question or oppose state policies.

SOME FISCAL POLICY ISSUES Ecuador's Political Eruption

‘T

he Indian Budget is a gamble on the monsoons,’is what Lord Curzonin 1905, India’s Viceroy had to say of the budget-making exercise in India. Our country’s economic fortunes are no longer so inextricably twined with the monsoons. We are yet to be familiarised with a quotable quote about state government budgets. State government budgets hardly attract anymedia attention or scholarly criticism. Come, the last day of February there is a buzz around in Delhi’s media circles which gets transmitted throughthe airwaves all over the country. This activity can be juxtaposed with the state of media reporters in Kohima or Bhopal or even Mumbai, the financial capital of our country, at the time the state budgets are placed in their respective state assemblies. It is surprising because the Indian Constitution defines our country as a union of states. Articles 112 and 202 of the Constitution of India mandate that a Budget be placed annually before parliament and the house/houses of legislature respectively. Lack of punctilious pundits does not take away the complementarity between India’s federating units and the union. The economic performance of state governments has a bearing on the consolidated fiscal deficit of the country. This is perhaps a reason for the imposition of FRBM Act in all the states.The higher the Consolidated Fiscal Deficit the higher are the borrowings requiredto meet the deficit. Borrowings have implications for the future as well as for the present. The higher the borrowing higher is the debt and higher the debt service burden. The latter comes about because of high interest rates in the economy caused by increased competition from both the government and the private sector for the limited investible resources available. This increases the opportunity cost of physical investment finally impacting growth and employment -- the two important pillars of public policy. All budgets typically report a set of 3 figures for important variables like the fiscal, revenue and primary deficit. These are Budget estimates, revised estimates and actual estimates. For example the total revenue receipts for our state for the year 2014-15 was budgeted at ` 9537.9 crores and this target was revised to ` 8088.6 crores. However, to get the actualised revenue receipts we have to wait for one more year. These are reflected as accounts in the annual

This under-prediction of the budget numbers is not just a phenomenon in our state alone. State Finances: A study of budgets of 2014-15 delves deep into the implications and the reasons for this systematic under-estimation on both the receipts and expenditure side of the state governments. This under-predictionis at the same time both wastage of resources or as the RBI fears it could be a result of a systematic underutilisation/wrong use of the parameters used by the experts. Across the states in the country the errors in prediction of the BEs has been higher than the figures of Revised Estimates. This difference betweenrevised and budgeted expenditure is defined as a forecast error. The forecast error has been found to be significantly improves the quality of their estimates of budgetary forecasts by having better estimates of revenue and expenditure elasticities. Once these figures are known then the ability of the individual state finance departments to improve their fiscal marksmanship (defined as the accuracy of budgetary forecasting by the government) prediction of the receipts and expenditures budgeted in the state government budgets can be improved substantially. Nagaland Budget 2015-16 at a Glance In Nagaland’s 2015-16budget, one of the highest contributors to the state’s increase in revenue on the capital account will be internal debt. The internal debt of the state is expected to increase by more than 55% from the revised estimates of 2014-15. The state government is expected to raise the said amount from increased market borrowings to the tune of `480 crores and ways and means advances from the RBI to the tune of `626 crores of rupees. The increased borrowings will

most likely put a pressure on the debt service burden in the future. However, the increased GSDP, to the tune of more than 17%, is expected to reduce the consolidated debt as a % of GSDP to 35.4% from 4.5%. Therefore the importance of economic growth again props its head in the budget numbers. To ensure that the levels of debt are sustainable in the long run there is a need to ensure that the denominator, namely GSDP must increase as well. The fiscal deficit is expected to be 4.91% of the GSDP. Reduction in fiscal deficit that has been envisaged by the XIV Finance Commission to sub 3% levels will require our state to renew its focus on revenue generation. For this purpose it is necessary that we look at newer sources of tax revenue. It may be pertinent to mention the experience of Mizoram which gathered more than `.7.23 crores within a space of under 3 months. An informed debate on the issue of prohibition in our state has to be conducted so that it will give some respite to the cash stripped Nagaland government. The main feature of our revenue performance is the increase of more than 20% in own tax revenue compared to RE 2014-15 and budgeted at `434.46 crores. Along with this increase there has been a decrease in non-tax revenue by 27% and is budgeted to be at `360.48. The revenue deficit is budgeted to be 1% of GSDP. Another feature that is noteworthy is the slow but steady increase in interest payments made by our state government. It increased from the actual figure of `450.6cr in 2013-14 to the budgeted to ` 661.42cr in 2015-16. As mentioned earlier it is very important that there is a concerted effort to reduce the interest burden on the government in a comprehensive manner.No budget discussion in Nagaland can be complete without a reference or an examination of the centrality or otherwise of the role played by central transfers. It has been budgeted that there will be an increase (compared to RE 2014-15) in the transfers from the centre to `8227 cr. This is just over 37.0% of the anticipated increase in GSDP. In times of depressed demand as now and where the government of India is planning to tame the negative impacts of a recession budgets and fiscal policy have a key role. We shall look at some other aspects of fiscal policy next week.

There is a strange connection between volcanoes and political crises in Ecuador: They seem to erupt together

A

ccording to Pedro Cieza de León, who chronicled the Spanish conquistadors’ arrival in the Incan Empire, when Pedro de Alvarado entered the land that is now Ecuador in 1534, the Cotopaxi volcano erupted, sending massive gusts of fire and ash into the air, practically reducing the soldiers themselves to dust. As the story goes, the local indigenous people perceived this as a sign of nature’s outrage. In October 1999, the Pichincha volcano, which had terrorized the residents of Quito back in 1660, once again exhaled a billowing column of steam and ash upon Quito precisely during one of the most traumatic political and economic crises in Ecuador’s history. Months later, in January 2000, hundreds of thousands of Ecuadoreans took to the streets and forced the resignation of president Jamil Mahuad, who had adopted the dollar as Ecuador’s official currency after a banking crisis led to the closure of 24 banks, the immobilization of Ecuadoreans’ savings accounts, and the collapse of the sucre, until then the national currency. Cotopaxi is rumbling again. On Friday, Aug. 13, one day after thousands of indigenous people had walked over 700 kilometers to fill the streets of Quito to march against President Rafael Correa’s government, the 19,347 foot colossus came back to life after 134 years of inactivity and began spewing ashes and gas, which signal the early stages of eruption. The same day, violent clashes erupted between the protesters and the police, and the indigenous leader Carlos Pérez was arrested with his partner, the Franco-Brazilian journalist and academic Manuela Picq, who was forced to leave the country upon release from jail because her visa was summarily rescinded. Following the most recent Cotopaxi eruption, Mr. Correa issued a “decree of exception,” which effectively silenced scientists at Ecuador’s Geophysics Institute, an entity that has traditionally addressed and delivered volcano-related news with total independence. Instead, the president has passed the microphone to the Coordinating Ministry of Security, a political agency. The decree also establishes the “anticipatory censorship” of any other information on the volcano’s activity, including news that circulates on social networks. But these networks are essential communications tools in times of emergency, which is the situation right now in the area close to the volcano. The popularity of Mr. Correa, who has governed with an iron fist since 2007 during a period of economic bounty thanks to high oil prices, is quickly dissipating after years of investing vast quantities of money into a system of political patronage. The indigenous communities, as well as significant sectors of the middle class, which have grown during the economic boom years, have begun to express their repudiation of the government’s actions. They oppose Mr. Correa’s intention to run for office again in 2017 by reforming the Constitution, which limits presidents to two terms, and reject his governing style, which is predicated on maintaining stringent control of state institutions. They also condemn the alleged corruption that has gone uninvestigated and the money wasted on public works projects and hefty salaries for government employees. The protests also take aim at Mr. Correa’s abuse of power, which include his suppression of Ecuadoreans’ freedom of speech. The president is a self-declared enemy of the independent news media, which he has termed a “global problem.” Every Saturday he appears on “Enlace ciudadano” (“Citizen Link”), a show aired on over 300 radio stations and a handful of television stations, during which he spends at least 30 minutes attacking private media outlets, which he calls the “corrupt news media.” He also uses his airtime to rip apart newspapers that have published pieces he doesn’t like, and to insult journalists who criticize him by calling them “ink thugs.” For about a year now he has been singling out social media users who criticize or make fun of him; he even managed to get the attention of the comedian John Oliver, who dedicated an entire segment of “Last Week Tonight” to Mr. Correa’s crusade against free speech. According to a report published by Freedom House, Ecuador’s press status — like that of Cuba and Mexico — is “not free.” Since 2013 Ecuador has a Communications Law that created a superintendency that controls and regulates the media, and answers directly to the executive branch. According to Reporters Without Borders, which monitors the state of freedom of speech around the world, this mechanism has cultivated an atmosphere that encourages self-censorship. “Ecuadorean journalists have no choice but to give in to the demands of the government,” the group wrote. Journalists in Ecuador are warned on a daily basis about possible legal actions that may be taken against us if we criticize the government, and the companies we work for constantly warn us of the risks we take by raising issues the government is particularly sensitive about. Newspapers are being forced to publish corrections, on the front page, with texts, headers and layouts sent directly from the Presidency’s Secretariat of Communication. In newsrooms, lawyers are now as important as editors. It was in this context that, on Aug. 17, I was fired from the newspaper El Comercio, where I had worked for 13 years. I was dismissed because of an opinion I expressed via my personal Twitter account. A few days before I was fired, the management of the newspaper — which the Mexican businessman Ángel González bought from the Mantilla family in late 2014 in a transaction that was never made transparent to the public — warned me that if I wanted to keep my job I’d have to give up my right to express my opinions on social networks. I believe that freedom of expression is an inalienable right, and I am also convinced that only if we exercise this right will we fight the tyranny of silence that some people and organizations wish to impose on us. And so despite these warnings I’ve continued to post my points of view through tweets that criticized the state of exception. Now, unemployed, at least I have time to go with my two children, who are 14 and 15, to watch the afternoon sky transformed by the columns of smoke coming from the implacable Cotopaxi. OROP applicable to soldiers who retire prematurely: Modi Ex-servicemen to continue stir, end fast-unto-death New DeLhI, September 6 (IANS): Prime Minister Narendra Modi on Sunday clarified that soldiers who retire prematurely will benefit from implementation of the 'One Rank One Pension' (OROP) scheme. Ex-servicemen, who have been agitating for the past 83 days at Delhi's Jantar Mantar protest site, decided to discontinue their fast-unto-death following Modi's announcement but said they will continue their agitation as all their demands have not been fulfilled. Addressing a rally "Gati Pragati", after inaugurating the Badarpur-Mujesar Delhi Metro line in Haryana, Modi said those trying to mislead on the issue of "VRS" (voluntary retire-

ment scheme) were doing a wrong thing. "Some people think that soldiers who left service after working for 15 to 17 years will not be covered under OROP. It is wrong," he said. Modi said personnel who suffered physical injuries and had to consequently leave the armed forces will not be left out of the ambit of OROP. "We have promised to implement OROP for people who live and die for the country," he said. Defence Minister Manohar Parrikar on Saturday announced the implementation of OROP and said "personnel who voluntarily retire will not be covered under the OROP scheme". He clarified later that the clause on voluntary

retirement will be removed. Maj. Gen. Satbir Singh (retd), a key figure in the veterans' campaign seeking implementation of OROP, on Sunday said the protesting ex-servicemen would call off their fast-unto-death but continue the relay hunger strike. "We urge all those who are on hunger strike to withdraw it, as the prime minister has clarified on the issue of premature retirement. But our protest will continue," he told media persons near Jantar Mantar. He said the government announced implementation of OROP but it needed to do more. The agitating ex-servicemen have differences with the government over its decision to go for

revision every five years and over formation of the one-member judicial committee. The veterans want that the committee must consist of five members -- three retired veterans, one serving member of the forces and any one designated by the government. Congress leader and former defence minister A.K. Antony on Sunday accused the government of diluting OROP. "Yesterday's (Saturday) statement of the defence minister is substantial dilution of OROP," he told a news channel. Modi talked about OROP at length in his speech in Faridabad. He said he has delivered on his promise made to ex-servicemem at his ral-

are fulfilling it," he said. Modi said that around 80 percent of the benefits of OROP would be available to soldiers of junior ranks such as naik and sepoy. He said a significant proportion of soldiers were from Haryana and, therefore, the announcement of OROP would contribute significantly to the state's economy. 20 killed by lightning in Andhra Pradesh hyDerAbAD, September 6 (IANS): At least 20 people were killed due to lightning in different parts of Andhra Pradesh on Sunday as heavy rains lashed the state under the impact of low pressure area. While six people died in Nellore district, four each died in Krsihna and Prakasam districts. Three deaths were reported from Guntur, two from East Godavari and one each from Anantapur and Srikakulam districts. The state government has announced Rs.4 lakh ex-gratia each for the families of those killed due to lightning. The decision was taken at a meeting of top officials convened by Chief Minister N. Chandrababu Naidu in the evening to review the situation in the wake of heavy rains. Parts of Andhra Pradesh and Telangana received heavy rains under the impact of a low pressure area over Bay of Bengal. The rains led to flooding of low-lying areas and inundated roads, affecting the movement of traffic. Hyderabad also experienced heavy rains. She said the paper challenged her language skills, including analogies and definitions, and her sense of logic, the Guardian reported. Three injured in Bengal police station blast KOLKAtA, September 6 (IANS): Three people, including two police officials, were injured when a crude bomb exploded inside a police station on Sunday in West Bengal's North Dinajpur district, police said. A sub-inspector, an assistant sub-inspector and a civic police volunteer sustained injuries in the blast at the Itahar police station, some 390 km from Kolkata. "It was a minor explosion and prima facie it appears that a crude bomb seized earlier by police might have gone off," Additional Superintendent of Police Mrinal Mazumdar said. While police claimed it to be a minor blast, residents said the explosion was huge and the condition of the injured civic police volunteer, identified as Monirul Islam, was serious. He was admitted to the district hospital in Raiganj.

'No appraisal of govt by RSS' New DeLhI, September 6 (ptI): Home Minister Rajnath Singh today described as a "think tank" the recent meeting between RSS and Prime Minister Narendra Modi and his Cabinet colleagues and made it clear that no appraisal was made of their performance by the BJP's ideological mentor. Singh also rejected the opposition charge that RSS was running the government. "We have discussed all issues concerning the country -- be it the economy, education, culture, national security and social harmony. It was a think tank which discussed all issues," he told PTI here.The minister dismissed the suggestion that the Sangh had reviewed the performance of the 15-month old NDA government. "There was no appraisal of the government. There was no discussion on good or bad (performance of the government)," he said.The minister also said that RSS never gives directions but only suggestions, and there was nothing wrong in discussing any suggestion. Singh said he himself was an RSS 'Swayamsevak' (worker) as was the Prime Minister and that nobody should have any problem with that. As to the opposition's allegation that RSS was running the Modi government, he said, "There is no truth in it. It is completely baseless." During the three-day "coordination" meeting of RSS and BJP, the top brass of the government and BJP, including senior ministers, came face-to-face with RSS Chief Mohan Bhagwat and leading Sangh leaders. The Prime Minister participated in the dialogue on the last day of the "coordination" meeting. India's quest for UN Security Council permanent seat: Negotiations may begin UNIteD NAtIONS, September 6 (IANS): General Assembly President Sam Kutesa is expected to formally present this week a negotiating document for Security Council reform for adoption before its 69th session ends next week, moving the process forward significantly, according to diplomatic sources. If it is adopted, it would be the first major step for starting meaningful negotiations for expanding the Council, a process on which India's hopes for a permanent seat hinge. The current reform initiative, launched at 2000 UN Summit, has been blocked by the opposition of some countries to having a basic negotiating text without which meaningful negotiations are not possible. Kutesa, who has revitalised the reform process, circulated to the 193 members in late July the draft of a negotiating text based on a survey of the positions of the members states on reforms and their suggestions. Diplomatic sources told IANS Kutesa was expected to formally introduce the document this week in the

Assembly with a vote on it likely to take place next week before its current 69th session ends. The negotiating text's adoption, which would require only a simple majority, would ensure that the Inter-Governmental Negotiations on Security Council Reforms (IGN) as process is known would be able to conduct its business with a forward-looking agenda. Kutesa, who is also Uganda's foreign minister, has declared Council reform a "priority" and that it was "critical" to enable the "organisation to meet the world's increasingly complex global challenges." In order to make a case for reforms, India's Permanent Representative Asoke Kumar Mukerji has repeatedly pointed to the Council's inability to deal effectively with conflicts and maintain peace, which he blamed on its unrepresentative character and secretiveness. "We need to urgently broaden the Council to make it more representative, more effective and more democratic, reflecting the diversity of our United Na-

tions," he has said. Kutesa wanted the reforms in place for the 70th anniversary celebrations of UN's founding later this month, but in the face of difficult problems he would be able to only reach the first step of having a negotiating text to break the logjam and carry the process forward. He appointed Jamaican Ambassador Courtenay Rattray as head the IGN to reinvigorate the process and put his full force behind it. The 25-page document drafted on the basis of the survey conducted by Rattray lays out the different proposals that include adding permanent members or not doing it, different modalities for veto powers and regional distribution of seats. Future negotiations would whittle down the various options in the document and create draft resolution on the reforms. China has launched a last minute drive to try to block the adoption of the negotiating text in order to continue to stall the reform process, which may see its two Asian rivals, Japan and India,

get a permanent seat, according to diplomats IANS spoke to. While 116 countries responded to the survey and involved themselves in the process, that number also included some opposing the text. The sources said that the minimum of 97 votes needed for its adoption was assured. The main opposition comes from a group of 13 countries known as the Uniting for Consensus (UfC) that opposes adding any permanent members to the council. It is led by Italy and includes Pakistan and countries like Argentina and Spain which are motivated by regional rivalry against likely permanent member additions, which are likely to be India, Brazil, Germany and Japan. Their stalling tactic has been to create a Catch 22 situation by insisting on a consensus before a negotiating text draft could be drafted, while a consensus could not be reached without a document to guide the process of achieving a consensus. The group also has insisted that its own proposal that rules out adding permanent members while

expanding the non-permanent membership be adopted. The US and Russia are also cool to the negotiating process for reforms. While the process of Council reform has so far been mired in procedural controversies, India's candidacy for a permanent seat is backed by four of the five permanent members, Britain, France, Russia and the United States. China, which has not backed India, softened its position by agreeing in a joint communique with Russia and India in February that it supported New Delhi's "aspiration to play a greater role in the United Nations." When the UN was founded in 1945 with 51 members, the veto-wielding permanent Security Council seats came as spoils of war to the victors of World War II, Britain, China, France, Russia and the US. There were in addition six elected non-permanent members. In 1965, the number of non-permanent members was raised to 10. There have been no changes even though UN's membership has risen to 193.

China says missing Panchen Lama is “living a normal life” BEIJING, SEptEmBER 6 (REUtERS): A young Tibetan who vanished two decades ago after he was chosen by the Dalai Lama as the second-highest figure in Tibetan Buddhism is “living a normal life” and does not want to be disturbed, a senior Chinese official said on Sunday. The remarks are a rare admission of the fate of Gendun Choekyi Nyima, now 26, who was six years old when he was taken away after exiled spiritual leader the Dalai Lama named him as the Panchen Lama. This year marks the 20th anniversary of the disappearance of Gendun Choekyi Nyima, whose fate remains of deep concern to many Tibetans. “The reincarnated child Panchen Lama you mentioned is being educated, living a normal life, growing up healthily and does not wish to be disturbed,” said Norbu Dunzhub, a member of the Tibet Autonomous Region’s United Front Work Department, in response to a question from Reuters at a press conference. He denounced the Dalai Lama for declaring the boy as the reincarnation of the Panchen Lama, saying the selection “ignored historical customs and destroyed religious rituals”. “The identification was done without authorisation. It was illegal and invalid,” Norbu Dunzhub said. Though officially atheist, the Chinese Communist Party has long main-

New Thai constitution shot down Weekend hospital admissions BANGKOK, SEptEmBER 6 (REUtERS): Thailand’s junta-appointed reform council on Sunday voted to reject a controversial new constitution, a result that will prolong military rule and push back an election to April 2017 at the earliest. Political parties, nevertheless, cheered the decision by National Reform Council (NRC) to dismiss the draft charter, having seen it as an affront to democracy on various grounds, including a provision that potentially allowed generals to intervene in a “crisis”. If it had been passed it stood to become Thailand’s 20th constitution in 83 years. The whole process of writing a constitution must now start from scratch and the earliest an election could be held would be April 2017, delaying a return to the junta’s long promised “true democracy”. The charter was given a thumbs-down by 135 NRC members and approved by 105, short of the 124 needed to pass and go to a referendum in early January. The election had been slated for the second half of next year. The constitution was expected to sail through the NRC vote but hit a snag when internal discord emerged recently, according to several members who said there had been much behind the scenes lobbying. Those against it said it was too problematic. “They’re worried about political problems in the future,” council member Paiboon Nititawan told reporters. A bone of contention was a late addition to the draft, the creation of a National Committee on Reform and Reconciliation Strategy. That committee would be dominated by military, allowing it to exercise power over the executive and legislative branches in a vaguely defined “crisis” situation. The government now has a month to appoint a committee that would have 180 days to draft a new constitution, followed by a referendum some three months after. The draft charter drew a torrent of criticism. Politicians called it a blueprint for a managed democracy that weakens elected parliaments and governments. Experts have said it effectively gave the establishment and military the means to intervene in politics either directly, or by proxy through lawmakers and panels appointed by the junta. In a televised address on Friday, Prime Minister Prayuth Chanocha said a rejection of the constitution for being undemocratic would be “unfair to the people”.

LONDON, SEptEmBER 6 (IANS): Patients admitted to a hospital at the weekend are more likely to be sicker and have a higher risk of death compared with those admitted during the week, a study has found. In the analysis, the authors found that around 11,000 more people die each year within 30 days of admission to hospital on Friday, Saturday, Sunday, or Monday compared with other days of the week (Tuesday, Wednesday, Thursday) in Britain. The analysis was carried out as a collaboration between University Hospital Birmingham NHS Foundation Trusts and University College London. The team examined the effect of hospital admission day on death rates across NHS England hospitals for 2013-2014. This suggests a generalised “weekend effect” which can be partly explained by the reduced support services that starts from late Friday through the weekend, leading to disruption on Monday morning, the authors said. An average of 2.7 million patients were admitted to a hospital on each weekday, while an average of 1.2 million patients were admitted on a Saturday and one million patients admitted on a Sunday. Saturday and Sunday admissions were more likely to be emergencies, 50% and 65%, respectively, than on weekdays (29%) and length of stay was also higher for patients admitted on a Saturday and Sunday. A higher proportion of patients admitted on a Saturday and Sunday had diag-

noses that placed them in the highest risk of death category, 24.6 % and 29.2%, respectively, compared with less than 20% of weekday admissions. These results remained the same even when taking into account the severity of illness. The authors caution that it is not possible to show that this excess number of deaths could have been prevented, adding that to do so would be “rash and misleading”. Nevertheless, they say the number is “not otherwise ignorable” and “we need to determine exactly which services need to be improved at the weekend to tackle the increased risk of mortality”. The debate on seven-day working was reignited following health secretary Jeremy Hunt’s recent call for hospital doctors to work at weekends to improve quality of care and reduce deaths. In an accompanying feature article, Helen Crump at the Nuffield Trust said it is not clear how or to what extent investment in seven day services will reduce weekend deaths and that the costs may outweigh any benefits. She also warned that ramping up services at the weekend “will leave a gap in the hospital’s weekday rota, with potentially serious consequences across other services”. The new results, published in the journal BMJ, confirm findings from an analysis the same team undertook for 2009-2010. Patients already in hospital over the weekend do not have an increased risk of death, the authors said.

From stuffy to selfies: Elizabeth II tries to change with the times LONDON, SEptEmBER 6 (REUtERS): When Queen Elizabeth came to the British throne more than six decades ago, her first prime minister was Winston Churchill, a man who had served in the army of her great-great-grandmother, Queen Victoria. By the time the current holder of that job, David Cameron, was born in 1966, she had already been monarch for 14 years. The contrast between those two politicians epitomises the huge change that the monarchy and the country have undergone during Elizabeth’s reign, which becomes the longest in British history on Sept. 9 when she overtakes Victoria’s 63-year stint. Elizabeth, now 89, ascended to the throne in 1952 at the twilight of British empire, with Britain slowly emerging from the ravages of World War Two. The monarchy was a distant institution that presided over a country where food rationing was still in place and social classes clearly distinct. Over the next few decades, the royal family went from being something the public would only glimpse in newsreels and at official occasions to releasing

family photos on Twitter, and even “photobombing” other people’s “selfies”. “You would never have guessed at the beginning of the reign the queen would take part in a stunt in which she appeared to jump out of a helicopter with James Bond,” said royal biographer Robert Lacey, referring to her performance at the Opening Ceremony of the 2012 London Olympic Games. Evolution Not Revolution The changes have been more evolution than revolution, but they were not always smooth. A 1969 fly-on-the-wall TV documentary “Royal Family” was viewed by commentators at the time as damaging to the monarchy’s mystique, and the queen’s daughter, Princess Anne, later said it was a “rotten idea”. But another innovation the following year, the royal “walkabout” with the crowds, became a regular occurrence. “The walkabout ... in a way symbolised not only classlessness and informality but a sense of public affection for the institution,” Professor Philip Murphy, director of the Institute of Commonwealth Studies.

The celebration of her silver jubilee in 1977 and the national joy at the wedding of son and heir Prince Charles to Diana Spencer, and the birth of their children in the 1980s, gave way to tribulations in the 1990s, when “the firm”, as the royal family is nicknamed, was at its lowest ebb. The marriages of three of her four children collapsed, most notably that of Charles and Diana, in the full glare of Britain’s tabloid media, prompting changes aimed at showing the public that the royals were more than just a privileged, dysfunctional family. They agreed to start paying taxes on their income and in 1997 Elizabeth bade farewell to her much-loved royal yacht, Britannia, and the newly-elected Labour government refused to sanction paying for a replacement. She cried, the only time she has shed tears in public. Just a few months later, Elizabeth faced the greatest crisis of her reign when the hugely popular Princess Diana was killed in a car crash in Paris, after which the media criticised her for staying at her Balmoral home in Scotland in the immediate aftermath. The 1997 upheavals and

questions about the monarchy’s future coincided with a landslide election victory by Tony Blair’s Labour Party and a period of new confidence in the country which earned the moniker “Cool Britannia”. Blair, the youngest prime minister of the 20th century, chimed with the public mood over Diana, famously describing her as the “the people’s princess”. “The death of the Princess of Wales was a most extraordinary period in British national life,” said Simon Lewis, who became the queen’s communications secretary in 1998 when the royals were still bruised from the fallout over Diana. Lewis, who left the queen’s service in 2000, said the Windsors had understood they always had to adapt. Buckingham Palace has been opened to visitors, some two million have attended garden parties hosted by the queen there, and there is greater visibility around financing and what the public pays for. Those around the queen have changed too, exemplified by Lewis himself, educated at a north London state school and with a background in the private sector.

As disillusionment grew and lawmakers were embroiled in a scandal about their expenses, the queen’s slowness to change morphed from being a weakness into a strength.

those looking for modernity, the queen’s photogenic and charismatic grandsons William and Harry look like princes at ease with ordinary Britons. “The institution has redeemed itself successfully by an expensive but clever use of PR,” said lawmaker Paul Flynn, one of the few self-professed republicans in parliament. “They are symbolic, there is a great wave of popularity for the younger royals and clearly the institution is secure for the immediate future but it is very much thanks to the personality of the queen and her reluctance to get involved in matters that do not concern her.” Biographer Lacey said the queen’s great skill in changing the monarchy was knowing when to make concessions. “Even tragedies and mistakes like Diana have been turned to the advantage of the monarchy,” he said. “Monarchy is only ever as good as the people doing the job. None of the family did the job very well as recently as the 1990s. Look at the depths to which it sank and the price they had to pay in terms of paying tax, getting rid of the royal yacht, eating humble pie.“But they did it.”
