Background

About KAWA

Since the launch of the ICT in education training as part of Teacher Continuous Professional Development (CPD) by the Minister of Education and Sports Hon. Dr. Major Jessica Alupo, a number of strategies have been developed towards ICT integration in the teaching and leading process. This is a national program that targets all teachers beginning with administrators (Head Teachers, deputies, directors of Studies and chairpersons of Management Committees).

KAWA is a national provider of professional development services to enhance learning outcomes for educators, schools and children around the country. It was founded by senior teachers of St. Mary’s College Kisubi. KAWA VISION To make the greatest impact possible to the life chances of learners by working with educators across the country to ensure they are trained, empowered and supported to be the very best.

To deliver this program, KAWA partners with the Ministry of Education, Science, Technology and Sports & Makerere University Business School.

CHALLENGE

In responding to the resolutions the elearning Uganda 2015 conference that took place at Makerere University Business School where the headteachers wanted ICT training to be taken to the grass root, the West Nile region was considered first.

Teachers in a large number of schools are still stuck in the 19th century theoretical approaches of teaching, with little or no digital literacy. Their skills have been eroded after many years of teaching with limited exposure to technology. SOLUTION

We are grateful to Dr. Rose Nasalli Lukwago, the Permanent Secretary, Ministry of Education, Science and Technology for providing a circular to all Chief Administrators Officers, District Education officers, Principals and headteachers about this noble cause.

KAWA is working with Makerere University Business School in using the computers provided by the government in 1033 government Secondary schools in supporting Primary and Secondary schools to integrate appropriate ICTs in the teaching and learning process.

It was agreed that we hold a one day sensitization seminar as an introduction to ICT in Education to be attended two officials per school, namely the Headteacher and an ICT teacher. After this, training will be held in the secondary schools computer labs for a period of 3-5 months.

Attendance of the workshop was free.

Seminar Objectives The workshop has a number of objectives which include: •

To reflect on the current ICT in education situation in Adjumani District and come up with appropriate interventions likely to make the situation better.

To introduce the headteachers to the National Building Capacity of Teachers in Technology strategy and partnership between KAWA, MUBS and the Ministry

To show headteachers workable approaches of ICT - Pedagogy Integration for Improved Teaching and Learning in Adjumani District.

The workshop was attended by 165 teachers and School administrators some of which were Head teachers and others Deputy Head teachers and ICT teachers.

Provide participants with an exposition of how ICT can be used to enhance teaching and learning as well as school management.

The workshop was facilitated by 2 facilitators and these included Moses Wamanga (lead facilitator), Isaac Kharende (National Programme Cordinator)

To share with members the new opportunities brought by mobile technology in Education.

To brainstorm the challenges schools are facing in providing quality education, how Continuous Teacher Professional development (CTPD) can help in addressing some of the challenge.

Engineer Paul Rukundo (USA) and Valerie Wood Gaiger (Wales) were online through skype.

The workshop was held on a cost sharing model between Ministry of Education and Sports, KAWA, Host Schools, and the participating schools. i.

The Ministry of Education and Sports provided the circular permitting KAWA to use computers in schools and provided policy guidelines.

ii.

KAWA training materials, technical support and pedagogical training and was overall in-charge of the workshop.

iii.

Adjumani District Education Office especially the DEO and the DIS invited and mobilized participants in addition to providing technical services, projector, and transport to the venue, furniture, generator and computers.

iv.

Each participating school was responsible for providing transport to and from the workshop venue, accommodation for its administrator.

MR. DIMA ROBERT – DISTRICT EDUCATION OFFICER, ADJUMANI In his speech, he stressed the importance of ICT literacy among teachers in the district. He read out the letter from the Permanent Secretary of the Education Ministry to all headteachers emphasizing the collaboration between the ministry and KAWA. All secondary headteacher were reminded to support Primary school teachers to use the computers for their practice especially over the weekends and holidays.

Government of Uganda through UCC has done a tremendous job in providing ICT infrastructure to 10 secondary schools while 7 primary schools have computers from donors and NGOS. “Most of the labs are underutilized. We need teachers to use these resources for research, continuous professional development, easy and cheaper communication by email, twitter and other social network. We have to enhance collaborative learning in Adjumani whereby learners can interact and learn with learners in other best performing schools in the country and abroad.” He said. Our learners and staff members will acquire marketable skills. He reminded the participants that those who are not willing to learn will become irrelevant.

Some of them travelled long distances the workshop should cater for that Not enough time to cover all the planned activities since participants were commuting and hence may not come in time. Session 2: Technology as a Means for Offering Teacher Professional Development

Government Policy

Moses Wamanga discussed with school administrators about the importance of training teachers in ICT if technology provided to schools is to be used effectively.

The participants listened to the Video of the Minister of Education and Sports Hon. Jessica Alupo launched the National Continuous Professional Development (CPD) in ICT training. This was a national program that targets all teachers beginning with administrators (Head Teachers, deputies, directors of Studies and chairpersons of Management Committees).

He reminded them that spending scarce resources on hardware and software without financing teacher professional development is a waste of resources. “Educational technology is not, and never will be, transformative on its own—it requires teachers who can integrate technology into the curriculum and use it to improve student learning”. Headteachers discovered that computers cannot replace teachers—teachers are the key to whether technology is used appropriately and effectively.

Teachers remain the gatekeepers for students’ access to educational opportunities afforded by technology: they cannot and should not be ignored. In technology, success stories are not automatically transferable to other situations, there is need for home grown solutions from Adjumani. Experts can be mentored from here. They discussed how ICTs can enable inservice teacher professional development at a distance, asynchronous learning, and individualized training opportunities. Most of them opted for skype and use of social media. Finally, the biggest challenges headteachers want KAWA and the partners to help the whole district is in the area of overcoming teachers’ isolation, connecting them to colleagues, mentors, curriculum experts in the country, and the global teacher community. Session 3: Traditional view of our Education system In an interactive format, Moses Wamanga who facilitated this session asked the participants to describe the main features of the education system of Uganda. He told them that Research has proven that institutional education in Uganda is still bent on providing just facts to the students and tests them to find out how many facts they can reproduce. Session 4: ICT and You The facilitator asked the participants what they understood by ICT. Told that the main goal of this presentation is to familiarize the participants with the terminology and concepts related to the use of ICT (Information and Communication Technology) What is ICT? Is defined as ‘electronic means of capturing, processing, storing, communicating information. ICTs are based on digital information and comprise computer hardware, software and networks. To sum up, ICT is an all encompassing term that includes the full gamut of electronic tools by means of which we gather, record and store information, and by means of which we exchange and distribute information to others. Certainly, it is difficult to imagine how any modern society could continue to function without ICT. In that sense, ICT ushered in a revolution: there can be no going back to the old ways. The training will take through how to use:

He shared with them the success story of schools with UNESCO ICT Competency Framework for teachers in some developing countries like Kenyan, Tanzania and Rwanda. All teachers are supposed to be re tooled to gain the competency and confidence to use technology that will enable learners to focus on creativity and innovation. We shall use technology in pedagogy, curriculum and assessment and teacher professional learning.

STRATEGIES FOR TEACHER TRAINING IN ADJUMANI DISTRICT Teachers today need to be equipped not only with subject specific expertise and effective teaching methodologies, but with the capacity to assist students to develop the skills required to participate in the emerging knowledge-based societies, such as creative problem-solving approaches and new knowledge management strategies.

There will better teaching and learning because technology enhances teaching many pupils using LCD screens in classrooms and KAWA digital content to be installed.

There will be easy access to information from the Internet and offline KAWA ebooks.

Furthermore, teachers require familiarity with ICT and need to have the ability to use those technologies to enhance the quality of teaching and learning. Many schools and their headteachers recognized the need to provide teachers with training in ICT and have launched professional development initiatives and strategies: 1. Identification of all secondary schools with computer labs as shown on page 2. 2. The headteachers and teachers filled the MUBS application forms identifying the centres where they will study from. 3. In terms of human resource, a list and names of ICT teachers was brought up. 4. All ICT teachers in the District were trained in how to utilize educational software to support teaching of teachers. This took place at the District boardroom on 2nd April 2016. 5. Mr. Ezama Robert, headmaster Adjumani SS and ASSHU chairman of the District is the overall Cordinator. 6. The District teacher is John Otha, a teacher of Alere SS. 7. Mr. amazore Jerome will Cordinate at the West Nile Region level together Mr. Andama George, the Regional ASSHU chair. 8. Installation of Digital content and e-learning platform was successfully done. 9. The project involves providing training for teachers and teacher educators in how to use learner-centred and other pedagogical approaches in ICT-integrated classrooms to develop higher-order thinking skills among learners, and producing digital materials for teachers and administrators. 10. On completion of the course, each participant will get an accredited government recognized Certificate from Makerere University Business School that will open a new door of opportunities. 11. The project will bring reality into the class i.e. virtual reality for both Sciences and Arts subjects.

Teachers and students of Adjumani district will experience collaborative learning with fellow teachers and learners within the country and abroad.

For schools which cannot afford geography field trips in many places, photos and videos will be used to provide variety to learners.

There will be school management systems with the use of the database as well as keeping learners information and school staff information.

This was a wonderful invitation to all teachers to join the ICT world and embrace the new pattern of development in education. Nobody should make himself a minus in the 21st century world.

It was therefore agreed that ICT is about how the modern world works; there were other expectations that this project will make education more accessible and provide tools for effective and efficient school management.

Education and Sports in Adjumani District

This presentation calls upon each of you therefore to embrace this new technology.

The Directorate of Education is charged with overseeing the implementation of the district and national education policies and plans. It also monitors and evaluates the performance of the education system and school operations to keep required standards within the district. The areas of focus include teachers, pupils, school facilities and parents.

The Directorate also seeks to strengthen the institutional frame work for the management of schools and assurance of accountability of public resources in education programmes.

Managed to create awareness on the available courses offered by KAWA Covered 70% of the schools in the district by way of ICT sensitization. Created a relationship with the educators in the region. Publicized the ICT policy

Challenges: •

The department is one of the best funded sectors in the district. The District Council equally joins the Government to promote education for all its citizens in partnership with parents and others members of the community. As such the Government's Education policy is to promote quality basic education by improving access by girls and boys, equity and retention in all Primary schools and other levels of learning.

Why integrate ICT in education

The place was far from the offices of KAWA and therefore required the field workers to sleep over the places of training. Some areas participants were not well sensitized in that they did not satisfy the workshop requirements like payments of attendance. The computers are still too few to enable proper learning by the primary school teachers. Covering long distances to the schools with computers is a big challenge. Language barrier in terms of communication to service providers

Open Discussion and Way forward

ICT are more than just technical equipment that students can learn to operate; ICT can be valuable tools in enhancing the reach and quality of education. For example, the use of radio programmes in classrooms can provide interesting and up-to-date content in a range of subjects, including social studies and science; while computer simulations and graphic technologies can help students to learn complex concepts more easily.

Following the message of the Ministry officials and the professors, members resolved that it was important for them to enroll for the courses in ICT following the earlier message given by KAWA facilitator Moses Wamanga. It was agreed that the e-learning course offered by Makerere University Business School and KAWA starts in December 2015.

Challenges in integrating ICT in education Although there are numerous potential benefits to integrating ICT in education, there are many issues and challenges to be faced in implanting the ICT in education project in Adjumani district. Much as the launch was colourful, real training needs a lot of the attention of the partners in the district and the central government. 18
