A
s 2021 comes to a close, we collectively breathe a sigh of relief. We made it through a full year of the COVID-19 pandemic, and the outlook for 2022 looks somewhat rosier. While the virus is certainly not on its way out, we have learned to adapt, and travel is rebounding, thanks to a combination of vaccination uptake, robust testing and the stringent health and safety measures rolled out by governments and industry providers, from airports and airlines to hotels and event venues. This issue of Business Traveller highlights many positives as we look to 2022 with optimism. A new report by the World Travel and Tourism Council (WTTC) forecasts that global business travel spend will reach two thirds of pre-COVID levels next year, up 34 per cent compared to 26 per cent growth in 2021. The growth rate varies across different areas of the world, it says, and the Middle East is leading the pack, with a rise of 49 per cent in business travel spending this year, followed by a further 32 per cent in 2022. Interestingly, business travel spend will outstrip leisure travel spend in all markets, driven by sectors including manufacturing, pharmaceuticals, and construction, says the WTTC. With key markets across the Middle East reopening their borders following the implementation of effective measures to combat the spread of the virus, and airlines expanding their networks once again, it is no surprise the region is a rebound trailblazer. Last month’s Dubai Airshow was a visual manifestation of this recovery, with a full display of aircraft of all sizes lining the tarmac at
Dubai’s Al Maktoum International Airport. Emirates Airline announced its plans to reinstate more than 60 of its A380s by the end of the year, up from the current 47, and Etihad Airways revealed cargo fleet upgrade ambitions. Industry innovation, a rebound driver, was also evident in the showcase of sustainable flying solutions, from cleaner fuels to electric aircraft. It’s clear that sustainability will take centre stage as business travel returns next year, and in this issue, we look at some of the initiatives travel providers are rolling out as consumers look to brands that are environmentally and socially responsible when booking hotels, flights and other travel arrangements. So-called ‘conscious’ travel is a growing trend for 2022, coupled with a rise in demand for pet-friendly flights and accommodation and ‘ed-ventures’, combining travel for meetings with education for the youngest members of the family. In the Gulf, 2022 is shaping up to be a tourism success story, with the UAE concluding the region’s first World Expo, Qatar hosting the FIFA World Cup and Saudi Arabia completing the first phase of multiple giga projects. There is much to look forward to as we ring in the New Year and I wish you all a happy, healthy and prosperous 2022.

its modern wide-body aircraft with its Premium Economy product. The 18-month retrofit programme, scheduled to begin at the end of 2022, will see 52 Emirates A380s and 53 Boeing 777s fitted with the new cabin class. The airline is also considering installing a new Business Class product on its Boeing 777 aircraft, with customised seats configured in a 1-2-1 layout. At the end of the retrofit programme, Emirates will have 111 Boeing 777 and Airbus A380 aircraft offering Premium Economy seats, including the six A380s that would
have been delivered to the airline with four cabin classes by December 2021. On the Emirates Boeing 777, five rows of Economy class seats located just behind Business Class will be removed to install 24 Premium Economy seats laid out in 2-4-2 configuration. On the Emirates A380, 56 Premium Economy seats will be installed at the front of the main deck, also in 2-4-2 configuration. By the end of December 2021, Emirates’ A380s with Premium Economy will be operating on the airline’s flights to Frankfurt, London Heathrow, New York JFK and Paris.
DXB PASSENGER TRAFFIC SURGES PASSENGER TRAFFIC at Dubai International (DXB) reached 20.7 million in the year to date
to October, which operator Dubai Airports attributes to “changes in travel restrictions in key global markets”, generating “renewed confidence in the prospects of international travel”. “Significant market developments such as the UK’s vaccination-based travel programme, the resumption of flights to several important destinations in Australasia and the relaxation of restrictions for travel between India and the USA have all contributed to an upward revision in our forecast for the year by an additional two million passengers to 28.7 million,” said Dubai Airports CEO Paul Griffiths. He added that it was in response to this sustained increase in demand that the final piece of aviation infrastructure at DXB that was hibernated in response to the global pandemic, Concourse A, would reopen before the end of November 2021.

national air carrier, launched the first direct international flights into AlUla International Airport on November 19, with services operating three times weekly from Dubai International and twice weekly from Kuwait International Airport. An expansion of domestic services to AlUla increases frequencies to four times weekly from Riyadh and three times weekly from both Jeddah and Dammam.
DXB FAST FACTS The airport is currently serving 83 per cent of the destinations in 99 per cent of the countries on 108 per cent of the airlines compared to before the COVID-19 pandemic. Flight movements in Q3 surged to 56,266, propelling the number of flight movements recorded between January and September to 155,706, up 17.1 per cent. South Asia retained its rank as DXB’s largest contributor of traffic led by India (2.8 million pax) and Pakistan (one million pax). Egypt was ranked third with 753,000 passengers.

Nine hotels announced for the Red Sea Project Properties will be operated by Accor, Marriott, Hyatt, IHG and Jumeirah FIVE HOTEL management companies have
signed agreements to operate nine properties in one of Saudi Arabia’s ‘giga’ developments, the Red Sea Project. They will account for 1,700 hotel keys, according to developer The Red Sea Development Company (TRSDC), with some properties ready to welcome guests by the end of 2022 when the project’s international airport will also be launched.
The nine properties are: Edition and St Regis by Marriott International; Fairmont, Raffles and SLS, part of Accor; a Grand Hyatt by Hyatt Hotels Corporation; Intercontinental Hotels & Resorts and Six Senses, part of IHG Hotels & Resorts; and a property by Dubaiheadquartered Jumeirah Hotels & Resorts. TRSDC Chief Executive John Pagano said the collection of “unique and diverse hospitality brands” underpinned the
project’s commitment to creating “a worldleading barefoot luxury destination, which will soon serve as a gateway to one of the last undiscovered places on the planet”. Launched in 2017, the Red Sea Project is regenerative tourism focused. It plans to have 50 hotels and around 1,000 residences on 22 islands and six inland sites by 2030, with the aim of attracting one million visitors annually.

AlUla secures multi-billion-dollar investment for regeneration programme 12
T
he Royal Commission for AlUla (RCU) has signed two strategic partnerships to accelerate the regeneration of the region as it starts to implement key facets of its Journey Through Time masterplan launched in April. The agreements with AECOM and an international French consortium comprising Egis, Assystem and Setec, set out a comprehensive development timeline based around three phases that lead up to 2035. The Phase 1 development amounts to more than US$15 billion invested in AlUla’s core 20km historical area. This incorporates social, economic and sustainability projects in five unique hubs with a focus on infrastructure, hospitality, arts and culture, and community development. The partnerships will enhance business and investment opportunities from 2022, accelerating the revitalisation of AlUla as a responsible, sustainable and community-inclusive destination. Since unveiling Journey Through Time, the RCU has made significant progress in developing AlUla as a living museum, while diversifying the economy and creating a vibrant community. To date, $2 billion has been invested in key development projects including expanding AlUla International Airport and completing the stunning and architecturally awarded Maraya venue. By 2035, RCU forecasts that AlUla’s population will more than triple to 130,000 with 38,000 new jobs created and AlUla contributing $32 billion to Saudi Arabia’s GDP.
BOEING DEBUTS 777X AT DUBAI AIRSHOW BOEING DEBUTED ITS newest fuel-efficient widebody jet, the 777X at last month’s Dubai Airshow (November 14-18). The aircraft, which took part in an air display, is “the world’s largest and most efficient twin-engine jet, delivering 10 per cent better fuel use, emissions and operating costs than the competition”, according to Boeing”. The company’s static display at the show also featured the 2021 Boeing ecoDemonstrator, an Alaska Airlines 737-9 that is flight-testing about 20 technologies to reduce fuel use, emissions and noise and further improve safety. Etihad Airways exhibited its 787-10 Dreamliner, showcasing the airline’s collaboration with Boeing to advance sustainable aviation.

FOLLOWING ETHICAL TOURISM BRANDS WILL BECOME A MAJOR TREND, SAYS ATM RX Global, organiser of Arabian Travel Market (ATM), has revealed that 2022 could witness a resurgence in brand-conscious travellers, following commentary it received from delegates attending its 2021 responsible tourism seminars. “The feedback we received has enabled us to identify a particular profile of traveller that now actively looks for ethical brands to follow and wants to see tangible evidence of that brand practicing what it claims to be,” said Danielle Curtis, Exhibition Director ME, Arabian Travel Market. “This potential vertical shows a combination of characteristics attributed to outdoor adventurers, wellness, eco-tourists, digital nomads on ‘workcations’, experiential tourists and socially aware travellers.” Data from Statista supports ATM’s findings, with 81 per cent of 29,349 adults surveyed earlier this year across 30 countries confirming they would like to stay in a sustainable resort, at least once in the 12 months ahead. Five years ago, only 62 per cent of respondents, made the same claim. Google found the search term ‘green hotel’ had increased fourfold over the past 18 months in terms of volume. In response, the search engine will now accredit hotels with a green eco-emblem next to their name during a routine search.

SAUDI CALLS FOR UNITED SUSTAINABLE TOURISM FRONT THE CEO OF THE Saudi Tourism Authority (STA) has called on the industry to form a ‘Tourism 20’ delegation of world industry leaders, similar to the G20, which was hosted by Saudi Arabia in 2020. “At the G20, it was very clear tourism was missing in the room. There’s no Tourism 20,” said Fahd Hamidaddin, speaking at last month’s World Travel Market London at a session entitled: ‘Saudi Arabia: a destination of the future – putting sustainability first’. Hamidaddin told a packed audience on the WTM Global Stage: “Our ambitions are high. We are seeing far. We are trying to build a leading destination framed with sustainability. Everybody talks about sustainability. Very few actually do something about it.” Underlining the country’s commitment to sustainability, Amr AlMadani, CEO of The Royal Commission for AlUla, said: “Going green for us and being sustainable is not a choice, it’s the way forward.” John Pagano, CEO of The Red Sea Development Company (TRSDC), added: “Saudi Arabia is taking very bold steps. We are going to be the largest tourism destination in the world, powered 100 per cent by renewable energy.” He invited other tourism companies to follow this lead, concluding: “The tech exists. All that’s lacking is the will. Let’s restore nature.”

new report by the World Travel and Tourism Council (WTTC) forecasts that business travel spend will reach two thirds of preCOVID levels by 2022, with the Middle East and Asia Pacific regions set to lead the way. The report, entitled Adapting to Endemic Covid-19: The Outlook for Business Travel, and produced in collaboration with management consulting firm McKinsey & Company, suggests that a modest rise in business travel spend of 26 per cent during 2021 will be followed by a further rise of 34 per cent in 2022. But the report also forecasts that the growth rate will vary across different areas of the world, with the Middle East leading the pack with a rise of 49 per cent in business travel spending this year, followed by a further 32 per cent next year. Asia Pacific follows with rates of +32 per cent in 2021 and +41 per cent in 2022 – by contrast business travel spend is only forecast to rise by 14 per cent in the Americas this year, followed by a further 35 per cent next year. In positive news for the business travel sector, the rise in business travel spend across the Middle East, Asia Pacific, European and African regions is set to outstrip the rise in leisure spend this year. In Europe for instance, business travel spend is forecast to rise by 36 per cent in 2021, while leisure spend is only forecast to rise by 26 per cent. But the WTTC notes that the above rises follow “a 61 per cent collapse in business travel spend in 2020, following the imposition of extensive travel restrictions”. The report adds that some business travel sectors have fared better than others, “with early rebounders including manufacturing, pharmaceuticals, and construction companies while service-orientated and knowledge industries including healthcare, education, and professional services are likely to experience longer-term disruption”. It also highlights the importance of business travel for the travel and hospitality industry, noting that prior to the pandemic, business travel accounted for around 70 per cent of all global revenue for high-end hotel chains, while between 55 and 75 per cent of airline profits came from business travellers, who made up around 12 per cent of passengers.

While many business travellers are keen to get back out on the road for face-to-face meetings, corporate policies are proving the ultimate demand shapers. Corporates across all sectors play a large role in determining how business travel adapts to national health guidelines to form internal corporate travel policy, says the report. As Zubin Karkaria, Chief Executive Officer (CEO) of VFS Global Group, explains: “One of the threats to business travel recovery is the health and safety risk perception of large corporations and their cost efficiency priority. Based on their experiences of the past couple of years, some corporations may have a view that they can temporarily reduce business travel without it having any adverse impact on business.” Some business roles – such as certain manufacturing ones – require physical presence, making these flows more resilient, says WTTC. Technology will no doubt change how some employees work, but business requirements for relationships and culturebuilding will shape decisions around virtual or hybrid work. “There are things that cannot be done virtually, such as confidential meetings or where standards of hotels are checked, or repair services carried out. Also, sometimes people need to see each other face-to-face to bond emotionally,” says Vivian Zhou, Vice President at Jin Jiang International Group. Additionally, opportunity to travel will likely remain a key recruitment factor for many employers and potential employees. It is also important to consider the overall risk appetite within a region. For example, Japanese travellers tend to be more risk adverse and thus will likely travel later than many. “Senior executives are very careful about pandemics and Japanese companies are generally risk adverse under states

of emergency. Even if younger generations are more risk tolerant, they will not be able to travel if company policies, as well as public opinion, take a more risk-sensitive approach to travel,” explains Makoto Yamaguchi, Head of Global Business at JTB CWT.
SUPPLY SHAPERS
The pandemic has hastened the move to digital. According to American Express Global Business Travel’s CEO Paul Abbott, “the pandemic made digital easier to launch”. While technology adoption was already increasing, prepandemic, the urgency to adapt to the crisis provided the travel and tourism sector with impetus and opportunities to accelerate digitisation. For instance, customerfacing functions expanded their technology for service operations, especially to address the increasing frequency and complexity of communications such as clarifications on health and safety protocols and refund policies. Many businesses also scaled analytics applications to streamline internal operations. Maria Anthonette Velasco-Allones, Chief Operating Officer, Tourism Promotions Board of the Philippines, says “the virus compelled everyone to adapt or perish. As a key strategy, we adopted smart tourism, which meant pivoting to the use of digital tech and digital marketing”. The crisis also led to more innovation as companies evolved their business models and developed new product offerings to quickly adapt to a sudden fall in demand. Rajiv Rajian, Executive Vice President, Airlines and Travel Sellers, Americas at Amadeus IT Group, notes “the challenges and demands of the current environment have led to the acceleration of innovations that streamline and improve the traveller experience throughout the journey. Innovative trends we were seeing before the pandemic are now accelerating to become the new norm”. These trends include an omnichannel approach, traveller demand for increased contact, and updated traveller engagement to suit new preferences – affecting both leisure and business travel. Sergio Purcell, Chairman, Cocha Travel, explains: “People want to be connected with you – from everywhere – in every single way they can. The omnichannel strategy is here, growing, and very important. Our number one concern through the pandemic is how to connect with our customers and how to be there for them in the way they want to be connected”. Hybrid has become an interesting paradigm for corporate travel providers. When lockdowns were enforced around the world, hybrid events and hybrid work started emerging and technology-supported formats replaced in-person activities. Initially this may have had a negative effect on business travel, but hybrid models may provide new opportunities in the future. Once business is able to return to a sense of normality, hybrid events could be used to great advantage to complement core business travel. For instance, hybrid event models that do not reach full

capacity can allow for year-round or regional activation and subscription models. For B2B2C providers, hybrid service tools can also be used to create new revenue pools beyond transactions, for instance through additional personalised services. Barbara Weizsäcker, Secretary General of the European Exhibition Industry Alliance (EEIA), highlights that although the exhibitions and tradeshow industry lost 70 per cent of revenue in 2020 compared to 2019, digital proved a meaningful tool for the sectorial communities to bridge the times without physical meetings. Hybrid events can provide new opportunities to revitalise the sector. “In the mid-term, [the exhibition] businesses can grow in size by fully taking advantage of digital,” she says. “It has also helped widen our reach to additional and younger audiences.”
WHY REOPENING MATTERS
Although business travel represented 21.4 per cent of global travel in 2019, it is responsible for the highest spending in many destinations, making it essential for the recovery of the entire travel sector and for its many stakeholders. Fred Dixon, President and CEO of NYC & Company says: “While 80 per cent of New York City’s travel spend is leisure, it is the business travel segment that drives the spending and the rates. They have a larger impact per person and it’s a critical sector for us. Leisure will lead the recovery, but we need to get business travel back for our economy to recover.” Global Business Travel’s Abbott believes that business travel plays a more holistic role than just bringing business people together to complete a transaction in person. “Many people take a transactional view of business travel – if it doesn’t result in a deal, it has no value. This is so simplistic,” he says. “A lot of business travel is about building relationships and building a culture. Creating an organisation that attracts, retains, and develops the best talent. Creating an organisation that’s tolerant and has an understanding of different cultures and can operate on a global stage. That learning comes from travelling.” Business travel is essential to most sectors of the global economy. Most notably, the MICE industry has an impact on both the supply and demand aspects of business travel. Indeed, this industry brings travellers to destinations, with a positive effect on all aspects of travel and tourism and shapes demand for business travel through its offerings. Such events are key for business travel providers and for the destinations where they are held. Business travel also

impacts migrant labourers, in sectors such as construction, manufacturing, shipping, consulting, and pharmaceuticals, who may work on projects away from their homes for months at a time. While the digital boom has effectively enabled office employees to work from anywhere in the world, it cannot replace all in-person work. Indeed, without travel – domestic, regional, and international – some workers would be unable to earn a living. According to Chris Nassetta, President and CEO, Hilton, “at every step of the journey of innovation and technological advances, we end up with more demand for travel – not less.” In a world of endemic COVID-19, driving the recovery of the travel and tourism sector will take “foresight and imagination”, concludes the WTTC. “Recovery may vary largely by segment and country, but the key trends observed indicate that business travel will likely continue to be slower to resume than other segments,” says the council. “In the medium term, travel and tourism stakeholders can take advantage of growth in domestic and industry-specific segments to aid recovery. Yet, border restrictions and healthcare regulations will likely continue, at different times for different countries, and travel stakeholders should work together to expand markets of origin in line with these changes. “In this new context, public-private cooperation, dialogue, and continued policy engagement will be an essential part of the sector successfully navigating the ebbs and flows of endemic COVID-19 to restore international mobility and rebuild traveller confidence.” DECEMBER 2021

A
s business travel gradually returns, there is a recognition within the industry that sustainability – and particularly a focus on the environment – will be crucial in coming years. During interviews conducted at Berlin’s International Hotel Investment Conference (IHIC) and London’s Business Travel Show in September, participants from ground transport to travel management companies and airlines to hotels spoke of sustainability. Cynics will say we have been here before. Similar noises have been made in the past, and what followed the statements of intent was price cutting, expansion and growth. Will this time be different? Perhaps it will, because the world has changed. Interviewees all mentioned the pandemic, which has not only forced a re-think of the way companies and individuals organise their business travel and thrown up questions about whether all trips are necessary, but also the intention of many governments – and perhaps societies – to ‘build back better’. There is also the renewed focus on the environment, not just because of the recent COP26, but because the scientific evidence for climate change, confirmed amongst the majority of scientists for decades is now increasingly showing itself in natural disasters. Estimates for the contribution transport makes to carbon and other missions varies, but as other industries and market sectors reduce emissions, those of transport – and particularly aviation – come into focus. Add to this the focus on ESG investments (Environmental, Social and Governance) by the financial community – airlines, hotels and transport companies rely on finance just like other sectors, and so will rely on ESG ratings to continue to attract money – and the millions of employees working in the industry who expect companies to ‘do the right thing’, and it could be that this time is different. Here’s what we learned speaking to the industry in recent weeks.

We are part of the Sustainable Hotel Alliance and also a member of the World Travel & Tourism Council (WTTC), which has its own initiatives on climate and environment action, single-use plastic reduction, biodiversity and inclusion and diversity. “Remember that governments have not regulated us on how to clean the hotels. When COVID hit, every company was doing their own protocols and so many of the hotel companies helped to come up with the WTTC Safe Travels so that any country in the world could apply. That means the regulators didn’t need to regulate, but if we had not done this, then they would have done.

“We as an industry want to be net zero” “The same can be true of sustainability. We have been talking with many other hotel companies to push beyond the situation where every brand has its own programme, which is confusing, and instead come up with global hotel hospitality standards, and that would be 10 or 15 things so that any hotel in the world should be able to do them. We as
an industry want to be net zero, but is it realistic for an independent hotel in the middle of nowhere? They would say “How do I start? I don’t even know how to measure it.” And so, we have the protocols, which start with not using plastic, looking at waste, recycling and so on. We need to create those standards and I am convinced we will do it.
“If any consumer wants to come to Radisson because we are sustainable, then that’s great, but if we market it as a point of difference with other brands then we end up in a game of claims, which is irrelevant to a lot of customers. I don’t see this as a competitive advantage. It’s more about how we can drive the industry to do this.” radissonhotels.com

The WTTC is championing industry sustainability DECEMBER 2021
In November, Radisson Hotels Group was one of several major hospitality entities to launch an initiative designed to set a common definition of hotel sustainability, working in partnership with the World Travel & Tourism Council (WTTC) and the Sustainable Hospitality Alliance The Basic Sustainability framework, set for launch in March 2022, will provide a common starting point for hotel sustainability, accessible to all properties worldwide, whether they are part of a large international group or independent. In the coming months, all entities will work together to set out essential sustainability actions, collaborating to share best practices and ensure all hotels start working towards the targets of the COP 21 Paris Accord. The WTTC has also set out a Net Zero roadmap for travel and tourism, with 2050 targets. wttc.org

“We are a franchise model, so we don’t manage hotels, but sustainability is a target in terms of operations with the Wyndham Green certification programme. However, ESG is more than just making sustainability training mandatory. We have also made human trafficking training mandatory and we now have engagement tools to ensure hotels are keeping engaged with the staff. Hospitality needs to be interesting again. It needs to be something the young see as a career path. “Part of that comes from having a social purpose. In India, franchisees told me they were proud hotels gave food to the local community. We opened up rooms for them to stay in when they didn’t have hospital beds, so that sense of purpose is important and we shouldn’t let go of it. “Whether it’s food waste or the environment, these are meaningful actions that all of us in hospitality need to take care of. We need to remind ourselves of this every time we do a deal for a new hotel or bring new partners in. Hospitality is about the passion people have and that’s been shown in how hotels responded during the pandemic. The repurposing of jobs will be a big thing in our industry, and this feeds in to the ‘Social’ part of ESG. Repurposing will improve some of those jobs, for instance, the front office person who becomes a relationship manager. Keeping people motivated is important, giving them good jobs which they enjoy and want to stay in.” wyndhamhotels.com
Uber for Business Christophe Peymirat Head of Uber for Business, EMEA “When we speak to our corporate customers in Europe they are asking for three things. They ask about the safety, both in terms of cars and also during the pandemic with masks and hygiene. They also ask about cost efficiency, and then finally it is around sustainability. All the big corporates whether financial services, consulting, media and pharmaceutical companies want to know the carbon emissions we are generating with their travel. Through their Travel Management Companies (TMCs) they get this sort of CO2 reporting on their flights, and they want it from us on ground transportation. And that’s where we have a number of initiatives, mostly around Uber Green. “We have our Clean Air Plan, which is a commitment to be fully electric in London by 2025, and the same for Amsterdam, and 50 per cent fully electric in seven other major European cities, and by 2030 fully electric in most European markets. So, we are supporting and incentivising drivers to buy the cars and encouraging the manufacturers to provide the cars. We need to create a second-hand market. It’s difficult, but we have no doubt it’s the right thing to do. We are also working

“No hybrids is what we are aiming for” with partners such as BP to install the infrastructure with fast charging. “In the UK we have 70,000 drivers on the platform and in London 50 per cent of Uber cars are hybrid, which is the first answer. But to get to 2025, that will be full electric. No hybrids is what we are aiming for. “So that is a big push coming from consumers, but it has also materialised in the Request For Proposals (RFPs) we are answering from the procurement people at large corporates. We think also that as you go through cycles in the hospitality market, customer loyalty will be stronger where they see strong brand values. Exuding authentic Italian seaside charm and vacation vibes, Bussola tempts with antipasti favourites that are perfect for sharing. Highlights of the menu include creamy burrata served with fresh heirloom tomatoes and handpicked basil, as well as divine beef bresaola carpaccio served with arugula salad, Padana cheese and a balsamic reduction. If you fancy a larger dish after a busy day, try Italian classics such as Bussola’s delicious Lasagna Alla Bolognese; a traditional lasagna unlike any other, or Tortellino Al Funghi Porcini e Tartufo; mushroom stuffed tortelloni with a creamy parmesan and truffle sauce. ubai’s real estate market is booming, with the latest data from the Dubai Land Department (DLD) reporting 48,651 sales worth AED177.44 billion (US$48.31 billion) for the 10 months to October 2021, up 38.34 per cent yearon-year in terms of transactions and 63.4 per cent in terms of value – the highest yearly sales figures since 2015. And in October, the market reached an eight-year high, with investors ploughing AED13.12 billion ($3.57 billion) into the property sector through 5,352 deals. Around 60 per cent of all transactions recorded in October were for secondary or ready properties and 40 per cent were for off-plan properties. “The off-plan market transacted 2,133 properties worth a total of AED4.4 billion ($1.2 billion) while the ready market transacted 3,219 sales transactions worth AED8.72 billion ($2.37 billion),” says the DLD, adding that developers reported a total of 3,395 transactions worth AED8.08 billion ($2.2 billion) and individual sales accounted for 1,957 transactions worth AED5.03 billion ($1.36 billion). Mohab Samak, Managing Director at Engel & Völkers, which specialises in the brokerage of premium residential property, says there are many factors contributing to the Dubai real estate market boom from Q2 2020 to date. “Since the pandemic there has been pent-up demand, which, combined with low mortgage interest rates, proactive government initiatives designed to

stimulate investment, policy shifts regarding UAE residency programmes and the resilience Dubai has shown in handling the challenges of COVID-19, which among other things, has kept tourism alive, has paid dividends,” he says. “Expo 2020 Dubai has also positively impacted the real estate market as the largest event to be staged in the Middle East, North Africa and South Asia region and anticipated to attract some 25 million visitors from around the world. It is set to open doors for participants, tourists and investors to access a larger network as the UAE promotes sustainability, mobility and opportunity – the three key Expo sub-themes – which will boost the country’s economy through global exposure. More foreign investors are therefore expected as supplies and
“Significant movement in Dubai properties is still anticipated since the prices will remain affordable” investment opportunities increase.” Samak believes Dubai’s ability to achieve economic stability during the pandemic, combined with its world-class infrastructure and advantageous geographic location – acting as a gateway to key markets across Europe, Africa and Asia – continue to draw new residents to the city. “Dubai is becoming a more appealing city in which to live because
of its resilience during challenging circumstances, its high vaccination rate and its ranking as one of the world’s safest cities,” he adds.

According to the latest analysis by Dubai real estate experts, the market will remain buoyant in 2022. “Therefore, significant movement in Dubai properties is still anticipated since prices will remain affordable, especially compared to those in other major cities,” Samak says. Many other factors remain constant, adding to investment appeal, including high rental yields, low interest rates and affordable payment plans offered by property developers. “And despite property prices increasing this year, if we were to compare Dubai prices with the European region or any other country, the properties in the Dubai market are still underpriced, which makes it more affordable for investors. At the same time, if you compare the returns with similar properties in other cities, Dubai is offering the highest ROI of them all.” In terms of hot properties, Samak says Engel & Völkers is witnessing “a huge shift in interest towards villas and townhouses rather than apartments”. “However, properties in prime locations are always in demand and the luxury apartment sector has witnessed a very rapid increase in demand in the last 12 months,” he notes. “Again, this is because the properties in these segments have been underpriced

Of course, this isn’t the first time the Dubai property market has experienced a significant upswing. Many investors will remember the 2006-2008 boom, which was swiftly followed by a bust – the result of the Global Economic Crisis. “Today’s boom is more stabilised and long term compared to 2006,” argues Samak, “and with Expo 2020 Dubai now in full flow, the momentum will continue”. He adds: “The UAE is also marking its 50th anniversary and as a part of this celebration, the government has announced 50 master projects, including infrastructure developments, as well as citizenship and special working visas, all of which will attract more individuals and business to Dubai. This will positively impact the real estate market in the coming years. The current market values

of properties are like those witnessed in 2013 and 2014, however, the luxury segment has exceeded the 2014 price point. Yet when you look at the increase and you consider a timeline of six to seven years, you realise that the market is not in an overpriced bubble, making the UAE a more sustainable and safer place to invest.” Samak says “the best is yet to come”, with Expo 2020 auguring a new era for Dubai. Not only will the event generate $33 billion for Dubai’s economy and create 300,000 new direct and indirect jobs, but its long-term impact on the city’s economy and society is far reaching. When Expo 2020 Dubai concludes in
March 2022, the purpose-built precinct that has hosted the event in Dubai South will transform into District 2020, an integrated smart city that government authorities hope will become a global model for sustainable urban development. District 2020 will be home to a thriving residential community, extensive leisure facilities, 4km of dedicated autonomous public transport routes, 15km of cycling and jogging tracks, the new Dubai Exhibition Centre (DEC) and much more. This new city-within-a-city is just one facet of Dubai’s post-Expo vision, with the event a launchpad for many other initiatives including the 2040 Urban Master Plan – an ambitious strategy providing a roadmap for Dubai’s sustainable urban and economic development over the next 20 years. More than 5.8 million people will call Dubai home by 2040 – up from 3.3 million today – while tourism continues to recover at a rapid rate and related infrastructure developments, including the planned expansion of Al Maktoum International Airport to accommodate up to 160 million passengers annually, will ensure the emirate consolidates its reputation as the world’s most-popular destination. Lastly, Dubai is cementing its status as a leading investment hub, ranked first in the MENA region and fourth worldwide in securing greenfield foreign direct investment (FDI) capital in 2020, despite the pandemic. GERMANY ADDS BAHRAIN AND UAE TO SAFE LIST The German Federal Government recently added Bahrain and the United Arab Emirates to the German safe list, reducing COVID-19 implemented restrictions for travellers. The news follows the previous inclusions of Kuwait, Qatar, and Saudi Arabia on the list. The lifting of restrictions applies to all travellers 12 years and above, regardless of individual vaccination status, with visitors now able to provide a negative COVID-19 test taken within 72 hours of travel, a valid vaccination certificate, or proof of recovery. The American Legal Center, based in Dubai, outlines why foreign investors seeking to immigrate to the U.S. through the EB-5 programme should act now
F
oreign nationals seeking to immigrate to the United States can do so by way of the EB-5 Immigrant Investor Programme, which requires an investment of $500,000 in a government pre-approved project in the U.S. economy in exchange for a fast-tracked opportunity to receive the U.S. Green Card for themselves, their spouse, and unmarried children under the age of 21. The EB-5 Regional Center Programme, which was created by Congress in 1992, allows applicants to take advantage of the immigration benefits of the programme while at the same time, being passive investors without the headache of dealing with various reporting obligations, such as the mandatory job creation reports. Since its inception, the EB-5 programme has had bipartisan support given its role in stimulating the U.S. economy. While Democrats and Republicans have varying ideals in many respects, there is no question that both sides are in favour of boosting the U.S. economy by way of job creation, which is at the core of the EB-5 programme. Despite its popularity, due to the failure of Democrats and Republicans in reaching consensus on the federal spending budget by the end of the U.S. government fiscal year in September 2021, the EB-5 programme, which had reached its sunset date and was suspended on June 30, 2021, did not obtain funding and therefore remains suspended. Having not passed the 13 appropriations bills, the Congress and President Biden passed a continuing resolution which averted a U.S. government shutdown until December 3, 2021. This month (December), Democrats and Republicans will once again have the opportunity to pass the appropriations bills that will fund the various U.S. federal agencies and programmes. EB-5 industry experts and leaders are confident that the EB-5 Regional Center Programme will be passed by December 3, 2021, at which time the United States Citizenship and Immigration Services (USCIS) will resume operations and begin accepting new EB-5 applications. With no shadow of a doubt that the EB-5 Regional Center Programme will sooner or later be reauthorised, the next important question is with respect to the amount of capital investment required to participate in the programme. On June 22, 2021, a U.S. federal court invalidated the EB-5 Modernisation Rule passed in 2019, which increased the required capital investment from $500,000 to $900,000. Inflation was cited as
the rationale for the price increase in November 2019. The price increase coupled with the adverse economic effects of the pandemic led to a slowing down of EB-5 applications. However, the court invalidation of the 2019 rules and the subsequent price decrease led to a rush of applications in June 2021. While the programme remains at $500,000 for now, the current Secretary of the Department of Homeland Security, Alejandro Mayorkas, has expressed his agreement with the 2019 rules and may soon act to increase the required capital investment to keep up with inflation. While not welcomed by the EB-5 community, a price increase for the EB-5 programme is not entirely without rationale. As compared to the residency by investment and immigration programmes of other first world countries, the price of the EB-5 programme remains highly competitive. For instance, the United Kingdom Tier 1 Investor visa requires an investment of GBP 2 million, which is approximately five times higher than the United States EB-5 programme. As such, it is imperative that foreign investors seeking to immigrate to the U.S. through the EB-5 programme act quickly as soon as the programme is reauthorised in December 2021 to benefit from the lower investment amount. While the programme remains suspended, there is still much to be done to prepare for the December rush. With more than 12 years of expertise in the EB-5 industry, Shai Zamanian, the Legal Director of The American Legal Center, a top immigration consultancy based in Dubai, is urging applicants to collect their documents to catch the next filing window. “Our goal is to help as many families as possible to begin their migration journey to the United States before a price increase occurs,” he says. “If you and your family would like to take advantage of the $500,000 rules you should act swiftly in gathering your documents to be ahead of the curve.”

anding in Salt Lake City, my eyes were wide open peering over the famous lake that gives the city its name. This is just the start of the natural beauty to come on my journey through Utah’s Big Five national parks. Five parks in five days: that’s the challenge for this quick adventure. As a result of the COVID-19 pandemic, national parks and domestic road trips have risen in popularity, and I noticed lots of eager visitors ready to enjoy the great outdoors. The parks had plentiful signage encouraging social distancing and mask usage. Most people were wearing masks even when outside, which was appreciated at scenic overlooks and visitor centres. Of course, when you’re alone on a hike, masks are not as much of an issue. Since my trip was centered around driving, I wanted a rental car that would be both comfortable and stylish for such a long journey and decided to go with Silvercar by Audi. It’s a rental car alternative with all Audi luxury vehicles. Drivers can pick up a car in nearly two dozen cities, but the best part of all is that the car can be conveniently delivered to you. My Audi Q5 was the perfect mode of transportation to take me through the vast and rugged terrain of Utah in comfort. When my new SUV arrived, the Silvercar representative explained how the car’s free wireless Internet and SiriusXM satellite radio worked. Those were appreciated perks for this fast and furious journey. Armed with my “America the Beautiful Pass” – an $80 annual ticket for unlimited access to hundreds of national parks, monuments, and landmarks – I was off. My trip would take me from Salt Lake City to Las Vegas via Moab, five national parks, and St. George before returning my Audi Q5 in Las Vegas. Most visitors to these parks spend much longer making this iconic road trip, but my timecrunched experience is meant to be a “sampler” visit for firsttimers to inspire some ideas for a longer journey.

Moab was my hub to visit both Arches and Canyonlands parks, with my evening filled with exploring the bustling downtown’s shops and restaurants. Just a short drive from

Moab is the entrance to Arches National Park, which ended up being my favourite of the five (if I’m allowed such a thing). Its famous namesake arches are postcardperfect and with just one road winding through the park, it is hard to get lost. The road is easy to follow with ample viewpoints where you can stop for photos, and for those who want to get out and really explore, there are marked paths and trails too. Park Avenue is the first major landmark after driving up the winding road from the entrance, and its towering slabs are natural skyscrapers of red sandstone. It’s the most popular trail in the park because it is not difficult, but has some impressive views. Among the most famous hikes is to Delicate Arch; its precarious rock formation looks stunning against the blue sky, and it is a familiar landmark often used in photos of Utah’s national parks. It’s about three miles roundtrip (a good half hour) from where you would park your car so be sure to pack plenty of water and sunscreen. Other worthy hikes include a visit to Landscape Arch, which is considered to be the longest natural arch in the world at 306 feet, the shorter Windows Hike to see more arches, and Double

CANYONLANDS NATIONAL PARK
This park is just under an hour’s drive from Moab. The breathtaking canyon formations are worth exploring, but visitors should do a bit of homework to understand how the park is laid out before planning their trip. Because the park is so large, it is divided into four distinct sections. “Island in the Sky” is the closest to Moab, and it was along my way as I travelled southwest across the state to the next park. It was an easy and rewardingly scenic hour-long drive through the park to ogle at the landscape from several photo pit stops. Many people I saw were making the famed hike to Mesa Arch, which is supposed to be especially inspiring at sunrise or sunset. On my next visit, I will plan more time to visit the Needles, Maze, and Green DECEMBER 2021

and Colorado Rivers sections of the park. There’s so much to explore including prehistoric rock art and the option for guided 4x4 vehicle drives from Moab. Unfortunately, this park is so large that it’s not possible to take it all in within one (or maybe even two or three days), but my journey to the next stop was calling.
CAPITOL REEF NATIONAL PARK
In the south-central desert region of Utah, this might be the least known of Utah’s Big Five, but it is growing in popularity. The two-hour drive from Moab is straightforward, and this is a great midday stopping point to explore en route from Canyonlands or Moab. Most travellers will want to overnight here to spend more time hiking Capitol Gorge Trail or the arduous Cassidy Arch Hike where you can actually step out onto one of the arches. Since I had limited time on my hands, I drove the eight-mile scenic roadway through the park, which takes about two hours if you allow time for quick photo breaks, before going onto the town of Bryce. To me, the reddishbrown sedimentary rock formations look similar to NASA photos of the surface of Mars, and the way the colours seem to change as the sun and clouds pass over them adds to the beauty. This park (about two hours’ drive from Capitol Reef National Park) is very popular and during the summer months, it can be a challenge to find parking. The park has a shuttle that takes people from a nearby parking lot if you plan to hike while in the park. Like the other parks, I really liked the fact that this visit can be easily enjoyed from your car as you drive through. This is great news for families or those with mobility challenges who won’t miss beautiful views if they don’t hike all of the trails. Still, the adventure of hiking to various parts of the park is a thrill if you’re able, and it’s really the only way to get some of the most prized photographs. To get down into the canyon, Navajo Loop/Queen’s Garden Trail is a must-do. The trail, best done by walking down, is a 2.5-mile loop through the rocks. When the light is just right, it’s fun to watch the shadows dance between the hoodoos (tall columns of weathered rock). Spending the night in nearby Bryce means you can really enjoy some of the park’s scenery at sunrise or sunset.
ZION NATIONAL PARK
The scenic drive to Zion National Park from Bryce is approximately about two hours, and I chose to make Springdale my base to get out and explore the sights.

It is right by the entrance, which like the other parks, is important for those that want to be in the park for sunrise and sunset. I loved my stay at Cliffrose, another Curio Collection by Hilton property, because it’s just a five-minute walk to the park entrance. It is important to note that there is only one way to reach the main part of the canyon and that is by reserving a ticket on the shuttle that takes guests into the park. It costs $1, and reservations are required in advance (due to COVID-19 changes) unless you want to chance it for a walk-up ticket in the afternoon. The system is a bit clunky, requiring you to create an account on a government recreation site; luckily, I was able to score a same-day ticket without a reservation (not recommended if you want to be guaranteed a seat). If you can’t get a ticket, the Mountain Carmel Highway connects the southern and eastern entrances of the park, which is an alternative way to see the park albeit without the full canyon views that come with the hikes and trails from where the shuttle takes you. Among the most famous is the scenic, but wet (Google it!) hike through The Narrows. Insider tip if you hike it: bring a plastic bag to keep your shoes and clothes separated from the rest of your suitcase; and don’t forget lots of sunscreen and drinking water.
ST. GEORGE
The drive from Springdale to St. George takes about an hour, and it’s an entertaining grand finale after a week spent in nature. The charming downtown of this urban oasis in the Mojave Desert has plenty of regional culture. The St. George Art Museum has numerous works from area artists, and an outdoor amphitheattr at the Tuacahn Centre for the Arts hosts regular concerts, plays and events. This road trip is just a glimpse of the majesty that our great country offers, and once you have the Annual America the Beautiful pass, there are many more national parks calling your name. Utah’s Big Five is a solid starting point with more natural beauty than you can ever imagine.

It’s not a destination to travel to without thorough preparation. The hotel is situated in Msheireb Downtown Doha, a new district where a plethora of new low-rise hotels, shops, museums and more are opening as the city prepares to host the 2022 World Cup. With an unmistakably Soviet façade, it’s not the most beautiful building in this architecturally rich and historic city, but it does offer stunning views across picturesque Tbilisi. It is a very wellequipped business hotel with the added bonus of resort amenities too.

Fun in-room tech included bedside lighting controls and the multi-socket plug at the desk was a lifesaver as I had forgotten my converter. We stayed in a Regent Suite, which felt like a spacious apartment, featuring a generous hallway and dressing area, a separate living room with sofa, dining table and TV, and large bedroom with Regent Street views – a great place to people watch. The Carrara marble bathroom featured a rainfall shower and double sink, complemented with high-quality Diptyque toiletries with a gorgeous fragrance. If felt like a home from home. There was a butler’s pantry with a Nespresso coffee machine and microwave, plus complimentary access to holistic wellbeing concept, Akasha, featuring a spa, 18-metre lap pool, gym, Jacuzzi, sauna and steam room, with the lift to the facility next door to the suite.

The hotel’s Head Pastry Chef, Michael Kwan, the UK pastry team president in the Coupe du Monde de la Patisserie 2019, has meticulously crafted each item on the menu, from the crab and dill sandwich on lemon bread (based on the 1887 piece, Two Crabs) to Vase with Twelve Sunflowers (sunflower seed praline, salted caramel);

Housed in the former James Hotel, it’s SoHo’s best nightlife spot, thanks to its 18th-floor rooftop bar, JIMMY, with a pool and 360-degree views of lower Manhattan. Drawing heavily from SoHo’s art heritage, the property features a one-of-a-kind art collection, personally curated by Thor’s director, Jack J. Sitt.

The Dilly, London B A C K G R O U N D This property originally opened in 1908 as the Piccadilly Hotel, featuring a Neo-Baroque style edifice inspired by 17th-century Palladian architecture, designed by Richard Norman Shaw. In recent years it became part of the Forte Group, then a Starwood hotel under the Le Méridien brand. Ownership has remained with Archer Hotel Capital since 2010. Recently transformed and rebranded as the Dilly, it is the first hotel in the Archer portfolio to be operated independently.

W H A T ’ S I T L I K E ? The redesign by Aspinall Creative Design in Staffordshire is striking, and the new signage and lobby stop passersby in their tracks – I watched many people ask the doorman if they could step inside to take photos. Inside, the walls are painted a Farrow and Ball “Hague blue”, a dark tone that contrasts well with the stained glass cupolas, red leather armchairs, bright contemporary art and floral arrangements by Pulbrook and Gould. The mezzanine floor balcony, which used to be the club lounge, has been renamed, simply, the Balcony, and in the evening, the lobby becomes nightclublike, with one door leading to Madhu’s restaurant and a doorway to the right leading to the bar. W H E R E I S I T ? On Piccadilly, only a two-minute walk from Piccadilly Circus Underground station for connections to Heathrow. It’s so central that you could
walk easily to most places in the West End within a few minutes.
R O O M S There are 255 rooms and 28 suites, all available in a variety of categories, sizes and aspects, which means few are identical. Each has a good-sized desk and convenient USB charging points and plug sockets, and the bin is subdivided for recycling. Bathrooms have modern amenities, large walk-in showers (both rain and power settings) and come with Floris toiletries from nearby Jermyn Street.
The food at Madhu’s at the Dilly is excellent, as is the service F O O D A N D D R I N K The hotel’s bar in the basement, rebranded as Downstairs at the Dilly, was closed at the time of our visit. For those who prefer daylight, there are drinks available at all-day dining restaurant the Terrace, which in the 1920s and 1930s was where the outdoor swimming pool was located. Now it’s covered and feels like a conservatory with lots of plants, low-slung sofas and coffee tables. You can have everything here, from afternoon tea to cocktails and an evening meal. The selection of drinks, as well as the snacks, all have English connections, from Bimber whisky to Chapel Down wines and Toast beer. On the ground floor, in the most impressive room in the hotel – the Grade
II listed Oak Room – is both the bar and pop-up restaurant, Madhu’s at the Dilly, which serves Punjabi cuisine with a Kenyan twist. Madhu’s is a fourth-generation family restaurant and hospitality business that started in Nairobi and, after decades of success in London’s Southall, is expanding (there are also Madhu’s at the Sheraton Skyline Heathrow and the Grove in Watford). The food is excellent, as is the service, and at the time of my visit, even though the hotel was only just reopening, the restaurant was full. Highly recommended.
