When first time buyers move onto the housing ladder, the stakes are high. Buyers want to invest in the best property they can afford, one that will adapt to the changing rhythm of their lives - such as a growing family – and which will also offer them advantageous re-selling potential in the future. We’ve explored some of the best offers and incentives at schemes in Liverpool and the surrounding area to make sure that first time buyers are not investing in a ‘house of cards’, but can play a great hand in the increasingly competitive housing lottery.

New build developments are a popular choice with first time buyers. There’s no chain involved, and the range of properties available will usually offer a house size and style to appeal to most buyers, from couples to expanding families. The locations are also usually very well located for local amenities, schools, shops and transport links – as developers increasingly understand the requirements of buyers. Sarah Humphries, sales manager for Gleeson Homes, commented: “A new build property makes an ideal starter home and our affordable range of homes at Montreal Gardens, North Huyton, were a hit with first time buyers. Buyers starting out in life have enough to worry about, saving for a deposit and making sure they can afford their mortgage repayments, without having to find extra cash for repairs and maintenance that an older property might need. Not only does a new build home come with quality fixtures and fittings as standard, but it’s also energy efficient which means buyers could save money on their gas and electricity bills.”
Miller Homes’ Connaught Green development in Anfield has launched a new phase of two bedroom apartments, three bedroom mews and semidetached properties, and at the developer’s Bridgewater Park in Netherley, the final release of eight properties – consisting of two and three bedroom homes – has also been announced. The properties are available on the HomeBuy Direct scheme or, for those ineligible, the deposit match scheme doubles the buyer’s deposit on up to five per cent of the purchase price.
Developers’ deals at schemes in our area are taking advantage of the still-running government aided scheme, HomeBuy Direct, to entice first time buyers. In Kirkby, David Wilson Homes is offering selected plots at Willowbrook Park for 70 per cent of the original cost. The Archford home design is one such plot, on sale for £99,045 (70 per cent of £141,495), with three bedrooms, lounge, kitchen and separate dining area, downstairs cloakroom and a garden. At Cressington Heath, a development of town houses by Redrow in Garston, three bedroom ‘Faygate’ properties are also available on the HomeBuy Direct scheme. The three storey properties offer outdoor living space on a balcony, and a second floor sitting room, lounge, or optional fourth bedroom for larger families.
Government support is making it possible for a number of developers to continue offering incentives to first time buyers. Prices at Cressington Heath start at £186,995, so with the HomeBuy Direct support buyers can move in for £130,896. Lesley Myers, area sales manager for Redrow Homes (Lancashire), commented: “Because the home owner potentially needs to borrow only 70 per cent of the purchase price, it alleviates the need for a large cash deposit – which could help those with little or no equity in their existing property – and should also give purchasers access to a range of mortgage deals.” She added: “It’s proved a valuable incentive at a time when buyers are feeling the pinch and many buyers have benefited from the scheme, in order to move, in this challenging market.” For full details on HomeBuy Direct, and to find out of you are eligible, contact www.homeshub.org.uk.

INCREASED COMPETITION Buyers ought to beware that, as developers are offering incentives and deals, so the competition for properties on new build schemes is increasing in some areas. Steve Price, senior sales manager at David Wilson Homes North West, commented: “We have a specific allocation of government funding to be spent on the initiative and a limited number of plots left at Willowbrook Park in 2010.”

Lovell developers have a number of incentives to help buyers move into their first home. Events throughout February will see buyers choose between having five per cent of their deposit paid or legal fees paid at properties in their developments in Liverpool. This includes three bedroom semi-detached and terraced properties at Woodlee Green, Netherley, three bedroom terraces at Church Fields in Garston, and a mixture of two bedroom apartments and three bedroom homes at Kensington Square in L7. At the Sevenoaks development in Rock Ferry, a number of three bedroom terraces and two bedroom semi-detached properties are also available on the scheme. A shared equity incentive, with prices starting at £76,463 for 75 per cent of the total property cost, is also said to be popular. Elaine Taylor, regional sales manager for Lovell North West, said: “First time buyers are an important link in the property market chain, and are a vital part of the housing market’s future. That’s why, at Lovell, we always strive to provide homes suitable for them and incentives that help with the purchase. Our shared equity scheme enables buyers to defer up to 25 per cent of the purchase price for up to ten years, and has already proved to be a great help for many buyers.”
For those interested in government funding to assist their purchase, research and advice from HomesHub is essential. At Schemes such as Merchants Court in Wavertree, a development of one and two bedroom apartments starting at £79,995, buyers can move in on the HomeBuy scheme to pay just £55,996, which equates to a mortgage payment of £245 per month.

eepmoat will begin building on five mothballed developments in the summer, after securing nearly £5m worth of government funding. The grant means a total of 267 affordable homes will be created with the support of the government’s ‘Kickstart’ programme, including the Hamilton Place development in North Huyton. The Kickstart Housing Delivery
programme was announced in the 2009 Budget to support stalled sites. Keepmoat developments in Sefton, Sheffield and Brandon and West Rainton in County Durham will also benefit from the grant. CLASS ACT Liverpool’s landlords are being urged to sign up to the council’s free accreditation scheme. The council believes ‘CLASS’, the Citywide Landlord Accreditation Safety Scheme, will promote local landlords in the eyes of tenants. The scheme, which sets out minimum safety, contractual and service delivery standards, provides discounts on HMO licensing fees, training courses and access to council advice and services. Accreditation officer Sheila Kirk commented: “There’s a whole host of good landlords in the city and we can promote them free of charge to prospective tenants. Winter warning for landlords Cold snap could prove costly. Landlords without adequate insurance could end up paying out thousands of pounds to repair damage caused by freezing water and leaks from tanks, pipes or heating systems. Pipes are currently at risk of bursting and boilers of breaking down due to increased usage as a result of freezing temperatures. Besides the cost of repairs, thousands of pounds’ worth of damage could be created by water cascading through the house. Whitegates in Woolton, which works in partnership with insurance provider HomeLet, is urging landlords to ensure they have specialist cover. Whitegates’ director Victoria James commented: “HomeLet has recently launched their new Landlord’s Insurance+ product. ASK THE AGENT YOUR PROPERTY DILEMMAS SOLVED
We put our family house on the market 12 months ago for £250,000, but we didn’t get many offers. Just recently, a buyer asked our estate agent if we’d accept an offer of £210,000. What should we do?
Q
Your initial reaction may be to reject the offer, but I would advise against this until you have carefully considered all of the avenues open to you. Firstly, discuss the merits of the offer with your estate agent. You need to find out the background relating to the potential buyer, and if there are any conditions attached to their offer. Is there a chain involved and has your estate agent checked out everyone in the chain regarding their ability to proceed? Look at the ‘bigger picture’ and take into account your potential purchase, not just your sale. If you are moving ‘up-market’ and have a property in mind, you may be able to negotiate a reduction in price which would then cushion you against the reduction you will receive on your property. Check out your local market. Is your property competitively priced compared to others around you? If it not realistic in today's market and you may need to consider reducing your asking price in order to attract more people to view. Review the feedback comments you have received from viewers over the past twelve months. Finally, make sure your estate agent has established that the offer is their best and look to see if there are any incentives you could offer the buyer, such as paying stamp duty or legal fees, rather than having to reduce your price to the full extent. Your estate agent will be happy to negotiate on your behalf.

In our experience, 75 per cent of city centre tenants are looking for an apartment to be furnished. The rental market in Liverpool is very strong and our lettings team has registered nearly 400 applicants so far for January, with just over a quarter looking for an unfurnished apartment. Based on these figures, the outlay of furnishing the apartment in modern, durable furniture would be advisable if a quick let is required, and this would also maximise expected monthly rents. We can recommend a very good and reliable furniture provider who can work around a budget given and supply and furnish usually within 24 hours.You would only need to provide the large items of furniture such as sofas, beds, and wardrobes etc. Most tenants have their own kitchen pack, bedding and towels, so these items are not necessary.

You must have had your pick of properties, what drew you to this one?
Tell us about the bedrooms... I think my favourite feature of the house is that each bedroom is different, with exposed sandstone walls in each one. There are Karelia wood floors throughout the upstairs and fitted wardrobes in each bedroom.
We both know the area and I remember the house from when I was a child. I’ve always loved the old buildings in Woolton. It’s a fabulous area and we’re very proud of the house. Keppie Massie couldn’t have been more helpful throughout the process. What’s the layout? As you enter through the hallway there’s a large kitchen and dining area on the left, which leads to a spacious living room. The office and utility room are also off the kitchen. Tell us about the kitchen... The kitchen has been designed by Bontempi, with all the appliances from the German firm Kuppersbusch. There is a built in wok on the induction hob and an island with a breakfast bar. I think it’s Ceri’s favourite room in the house. Take us upstairs...
And the bathrooms?
What are your plans for the property?
As you come up the stairs you’ll see a stone Buddha and an angel statue. We have five bedrooms, two bathrooms and another ensuite to the master bedroom. I love all the nooks and crannies. There are little surprises in each room. New sandstone has been aged in the hallway and all of the doors in the house are wood sourced from Delamere Forest.
The master bathroom has a Jacuzzi bath with two sinks and a TV fixed into the wall. My intention is to have new ceiling speakers installed from Richer Sounds. The en-suite has slate walls and floors and multicoloured tiles for the shower, while the kids’ bathroom has a walk-in shower and small windows which add character.
Plans have been drawn up to redesign the office but our big ambition is to add a conservatory onto the living room. It has to be the right design because planning restrictions are tight on the house. We need to find reclaimed sandstone and the plan is to use aluminium doors.
What about the hallway?
What’s the theme in the living room?
I think the hallway is probably my favourite space in the house. You’re immediately drawn to the bespoke Ken Gott staircase and I really like the obscured windows up to the landing, which from the outside makes the house look like it would have done 100 years ago. We’ve also added an old church pew, casual table and John Lewis wall structures.
We asked the developer if he could leave the black leather suite in the living room but we’ve added all the other touches, including the black canvas art on the wall. The room is black and cream and the wood furniture matches the oak dining room table. The tiling throughout the downstairs is Porcelanosa and we have underfloor heating so there is no need for radiators in the house.

TALENT IN THE CITY
INTERVIEW BY JONATHAN KEARNEY Through her work with the Liverpool Theatre School, Norah Button is used to success behind-the-scenes in helping to bring on talents such as Les Dennis, Heidi Range, Sam Kane and Graham Bickley. Recently the former beauty queen deservedly received her own time in the limelight by being awarded the Freedom of the City. How did the award come about? I remember when they sent me the letter my first reaction was “why?” I was really taken aback. They explained that it was for all my work with the school over the years and my promotion of the city in general.
Have you had lots of nice messages from your graduates?
Tell us about the founding of the school...
There have been messages from all over the world. The house looks like a hothouse there are so many flowers! We had quite a few graduates there at the ceremony. It’s just unfortunate we couldn’t fit them all in!
My grandmother took the local children in after the war and used to teach in the basement of her house on Upper Parliament Street. Then Stanley House got built over the road to take the youth in off the streets.
Are there any of your graduates you’re especially proud of?
Are your entire family steeped in the traditions of the theatre?
I’m very proud of them all of course and most of them still support the school. People like Graham Bickley, Sam Kane and Tommy Sherlock really stand out. Some graduates come out of the theatre eventually but they still come back to the school to help out.
You must have a lot of fond memories from your time at the school?
It was fantastic. It was just like a dream come true. I had a lovely afternoon and saw all my friends. There were so many people I haven’t spoken to for a long time and it was nice to be out front instead of working back stage for a change! It was a real occasion.
I’ve got lots. I could write 60 books on the times I’ve had with the school! It was really special when my first student got a grant to go to full-time college and obviously now there’s the Freedom of the City award to look back on. When the school became part of the Dance and Drama Awards’ scheme it was very memorable because it was such hard work getting to that stage. It was very special because it put us up there with the top London schools.
You must be so proud of the award...??
What’s your role with the school these days?
I am. I call it the Oscars of Liverpool and I’m very proud and very humbled by it. I’ve been doing the work with the school for 56 years and helping those who wouldn’t normally be able to afford it to forge a career in dance and drama.
I’m still very much a girl Friday. I still teach and I’m still out there promoting the school as much as I can.
What was the ceremony like?
My mother and I were always interested in the theatre and I’ve now got a little granddaughter who is showing a lot of promise, but she’s only four. My son did follow in my footsteps but he had the chance to go to Oxford.
You once claimed the ‘Miss Liverpool’ title. Did you enjoy your time as a beauty queen? I went in for the contests because the school always needed money and I’d heard the prize money was £100. It was a real help for the school and also generated a lot of publicity. I enjoyed taking part in the beauty contests but I was never as proud of them as I was of the school.

We have just redecorated our small downstairs cloakroom. I would like to find a new mirror to put above the basin, but I’m really unsure as to what would be the best shape. The wash hand basin is very small and plain white; could you give me some advice? As you have said that your cloakroom is on the small side, I would suggest that you look for an extra tall mirror, preferably the same width as the basin. This would give your room a really sleek look and of course give the illusion of more space, which is always worth having.
GREY MATTER Could you suggest a masculine colour scheme I could use to paint my bedroom? I live in a Victorian property with high ceilings. Welcome to the world of grey - a truly inspiring neutral. Grey will accompany most colours, and it has such a wide spectrum of tones that it can’t fail to inspire you. I would recommend searching through the heritage paint company Farrow & Ball’s collections. From their palette I would consider the colours light grey or pavilion grey for your walls, and for your ceiling and woodwork use a clean white such as strong white. This will give you the stark contrast that you need.
LOUD AND PROUD I have just set up my own business and have started to work from home. The dining room has now become my office, but unfortunately it’s directly below my son’s bedroom and next to the living room. Is there anyway I could soundproof the room? The noise is driving me crazy!

To soundproof both your ceiling and walls is relatively easy and a similar method is used to do both. For noise coming from above you need to build a secondary ceiling, and you can do this by first building a timber frame to the walls separated from the ceiling and then lay two layers of at least 12mm plasterboard over the frame. For the walls you would have to build a second plaster wall floated off the existing wall, and special metal battens called resilient bars, can help you achieve this. Acoustic wall panels can also be used to soften noise that comes from inside a room.

Liverpool is set to welcome the UK’s first Catalonian fusion restaurant and deli when Lunya opens its doors in Liverpool One. Perfect for the start of the summer, diners can enjoy fine Spanish cuisine on the outside terrace while listening to the live music. Proprietor of Lunya, Wirral resident Peter Kinsella says: “Lunya will offer something very different, a concept that is a mix of Catalan culinary and culture, mixed with Spanish traditions and flare.” Taking inspiration from the strong Spanish Catholic presence in Liverpool, the rustic venue will be decorated with a combination of original Catalan pieces and artwork created by Merseyside students. Liverpool’s emerging music talent will once again have the chance to perform with headline acts, with the return of Liverpool Sound City this summer. Taking place in over 35 venues across four nights in May, the music conference will provide a platform for local bands to showcase their music in front of top industry insiders from the UK, Europe and North America. Acts such as The Zutons, White Lies, Florence and the Machine, Enter Shikari and Juliette Lewis have previously headlined shows at the worldrenowned conference.
Local band Strawhouses made their first appearance at Sound City last year. Frontman Paul Donnelly commented: “Last year's festival was fantastic. We supported Red Light Company, who were getting a lot of Radio One airplay at the time, so there was a big crowd and we picked up a few new fans. Rod Stewart has confirmed that he will be coming to Liverpool this summer to perform at the annual Summer Pops Festival. Peter Wong of Wongs Jewellers at The Noble House he Noble House on Brunswick Street is the latest restaurant and bar to open in the central business district, opposite the wellestablished Restaurant Bar & Grill. With a Manhattan twist on its cocktails and a speakeasy feel to its bar, this venue brings New York style living to the city, a stone’s throw from the shopping

Over appetisers of freshly baked warm sourdough bread with infused oils and olives to share, Peter adds: “The name tanzanite was coined by

Peter Wong, of Wongs jeweller’s, joins me for lunch in the swanky interiors, to discuss business over a ‘theatre of food’ overseen by executive chef John Tamila. Wongs Jewellers has a longestablished reputation in Liverpool, having set up in 1979 on North John Street, with a workshop on the building’s third floor. The firm became known for jewellery repairs and designs, run by Peter’s father. In 1984, the jeweller moved its premises to Matthew Street over The Beatles Shop. In 1999, the firm moved to the current premises on Rainford Street, and six years ago Peter launched the business’s retail side. Stocking Fiorelli and Boccia among others, it’s been keeping him busy: “We’ve had a busy

They’re not like diamonds, which can continue to be sourced – these stones won’t be available for future generations to purchase.” Over starters of a delicious risotto – possibly my favourite in the city – with slow roasted shallots, semi-dried vine tomatoes, cherry mozzarella and baby herbs – it becomes increasingly evident that Peter is knowledgeable and passionate about his jewellery, and is well positioned to advise on gifts for Valentine’s day. “Silver and titanium watches are very popular – perhaps as men like titanium for its associations with aerospace. Our custom designs are
popular, but we also have a stunning range of engagement and wedding rings.” Over our main courses of Cumbrian Fell 10oz rib-eye steak served with home made fries, served exactly to order, we discuss the firm’s recent success at a Liverpool wedding fayre and Wong’s speciality in engagement and wedding rings, and bridesmaid’s gifts, and in custom-designing jewellery on newly installed equipment, to meet clients’ requirements. In his spare time, Peter enjoys running, and has taken part in half marathons in Geneva, Bratislava, Amsterdam and Cologne – among others – and, of course, the Great North Run. He also enjoys
spending time with his wife Fran, and son Thomas, who’s just 13 months old. Our desserts of fruit skewers arrive – suspended from art deco frames – comprising strawberry and banana pieces and ice cream. Over cappuccino our talk returns to the future for retail and Peter’s hopes for the business to succeed and expand. He shows me a beautiful computer generated design of a striking engagement ring he has sent to a customer’s mobile, and it’s clear that this business clearly has everything it takes to meet the new decade – the fourth decade for Wongs Jewellers in the city.
