Liverpool has three major universities and over 70,000 students currently living in the area. For investors this means student property is big business. We take a look at what you will need to know if you are considering investing in student living space.

ccording to UCAS the number of students attending one of the three Liverpool universities is expected to grow by over 2,000 by 2015. With over 70,000 students currently getting their education in the area demand for quality student accommodation is high and savvy investors are being pulled in by the fact student accommodation is one of the best performing assets in the UK property market today. Already major developments are taking place across the city. At The Paramount on London Road 440 student rooms are being constructed over 10 floors and are expected to deliver 9% yields for five years. Similarly the Maghull Group is planning to build 106 student rooms in the Grade IIlisted Hahnemann Building on Hope Street as part of a wider student-friendly development. Over 5,000 new rooms in Liverpool have been granted permission over the past year and as a result the extra demand will be eroded in future. With more competition than ever before it is important to invest in the correct property in the correct location to attract the student pound. QUALITY ACCOMMODATION It seems everywhere you look in the city student rooms are being kitted out and the focus for
investors is very much on quality. If you’re looking for a quick profit on a low quality property the student market will probably not bear fruit. Giles Beswick, director at luxury student accommodation provider, Vita Student, says: “Student expectations have changed dramatically over the years, indeed the leading universities tell us that they are learning to treat students more like discerning consumers. Many undergraduates are now travelling from all over the world to go to their university of choice and rising tuition fees mean they want much better services when they get there – this includes their accommodation.” Student accommodation now often includes extras such as wireless internet and flat-screen televisions and, according to Giles, the high number of international students in Liverpool are more likely to choose a property with these added extras. He says: “Luxury accommodation is often most desired by international students because their families want them to have safe accommodation that encourages their studies and helps them make an easy transition to a new country.“ Meanwhile, the location and style of accommodation can make all the difference in a city where
students are bombarded with living options. John Blythe, director of accommod8 in Liverpool, who has 20 years experience in the provision and management of student accommodation, says: “The market has changed dramatically in Liverpool over the last few years with a wider choice of student accommodation than ever. Shared traditional houses still remain most popular, especially if they are in the city, in close proximity to the city and around Smithdown Road.” MEETING REGULATIONS More often than not student accommodation needs a House in Multiple Occupancy (HMO) licence if at least three tenants live in a property in more than one household or if tenants share toilet, bathroom or kitchen facilities. As a landlord you will need to apply for a licence and meet certain criteria such as fire safety requirements, regular gas and electric checks and ensuring the property is not overcrowded. John says: “If a landlord lives away from Liverpool and is unfamiliar with regulations or does not have access to professional tradesmen to maintain their student properties landlords should use an ARLA licensed and regulated agent who understands the student market and the complex needs of students. The modern student is savvy and expects the best.”
POTENTIAL RETURNS You’ve chosen the location and kitted out the student accommodation with high quality furnishings, but what can you expect to get back from your investment? Average rent in the city centre is £106 per room per week, according to Liverpool Student Homes (LSH), and the potential yields can be higher than using the property for standard letting. A recent study by HSBC found Liverpool was the ninth best place in the UK in terms of rental yield with an average of 6.57%. Peter Dockar, head of mortgages at HSBC, says: “Buy to let remains a good investment for those looking for above average returns. Twenty-three of the top 50 areas offer yields above 5%, significantly more than is available from more traditional savings options.” However, student accommodation can deliver even higher yields than that, says Giles Beswick of Vita Student: “Investors (in student accommodation in Liverpool) will receive an assured 9% rental return for two years – a figure that is nearly 4% higher than the average UK buy-to-let investment. This yield is closely based on market forecasts so we expect it will remain high once the guarantee period has ended.”

I have recently been looking for a new flat to rent and have been shocked at the discrepancy between the admin fees charged by different agents. I was quoted £125 by one agent and £245 by another. What are these fees for and how can they differ so much?
I am in the process of buying a house but there are delays on the part of the vendors due to an issue with the title deeds. I would like to put the sale on hold until January in order to give the vendors time to sort things out however my mortgage offer expires in November - is it possible to get it extended?
I’ve found an apartment to rent and I’m required to pay a holding deposit. I’ve heard of situations where changes have been made to properties or their rent prices and even their availability during the period between the holding deposit being paid and the tenancy agreement being signed, and I’m concerned about how much security paying the deposit will offer me. Do I have any legal rights once I’ve paid a holding deposit?

Thompson, L8 If you pay a holding deposit so as to preserve a property then it is important that you get a receipt for the payment, either in writing or by email, that clearly indicates as a minimum the address of the property that you have reserved, the amount of rent, the commencement date and the term of the tenancy that you have agreed. As a matter of contract if any of these change before you sign the tenancy agreement and obtain possession then you would be entitled to a full refund of the deposit. The landlord is bound to protect the payment by registering it with a tenant deposit scheme. If he fails you can ask a court to order that he do so and he would have to pay any costs.

We find that all agents charge a similar amount to their tenants, they are just sold in different ways. The fee charged is usually for the administration in arranging a move in, for example, referencing to employers and landlords. Some agents will break down their fees into different costs at various stages of the process. For instance, a tenant will be asked to pay a referencing fee to reserve the property, then once their references are approved, they will then be asked for fees for things like an inventory, tenancy agreement to be drawn up or to check you into the property. Other agents, such as ourselves, prefer to give tenants the one cost on reserving the property, so that everything is paid in one go and the process becomes a lot smoother and quicker. You will probably find that when you total up the "add on" costs, that the fees are roughly the same.

The first step should be to contact a broker who will be able to manage it all for you and request the delay on your behalf. The vast majority of lenders will be happy to extend it providing certain conditions are met. The lender will simply ask you to sign a form to confirm there are no changes in circumstance such as a change in employment, income or extra commitments such as new borrowing. If you have changed jobs or become self-employed that could require reassessment. If you have a change in circumstance such as marriage or pregnancy the lender should be notified and it may decide to reassess. The lender may also want to check with the valuer that the property is the same value. This may not need another valuation, just confirmation the property is still the same value as when the original application was made.

It is sometimes said that there are only two certainties in life death and taxes. But one of the unexpected changes in this year’s Budget was a major change which will affect a very simple and long established Inheritance Tax (IHT) planning strategy.

Broadly, new measures which limit the deductibility of debt were introduced without notice or consultation. The IHT planning this affected was as follows...

A person with a large potential IHT liability ( usually a property portfolio) would borrow against it and use the proceeds of the loan to invest in assets on which Business Property Relief (BPR) or Agricultural Property Relief (APR) could be claimed, and thus were exempt from IHT. These did not need to be directly held assets as there were many specialist investment funds and trusts which held and managed qualifying BPR and APR assets. The effect of this planning was that after a 2 year holding period, the IHT chargeable property was turned into exempt property. Very simple.

The typical planning might have been as follows: Mabel, a widow has a house worth £1million, and investment properties worth a further £1 million, from which she lives off the rental income together with her pensions. She is 75 and not in great health. She consults with her children who are concerned about IHT and decides to borrow £1million secured on the properties, and uses the funds to invest in AIM listed shares which will qualify for BPR and be exempt from IHT. Assuming that she is able to hold the shares for 2 years, she has reduced IHT on her estate by 40% of £1million, being £400,000. This is precisely the type of planning which will be affected as going forward loans will not be deductible unless there is a commercial reason for the debt not to be repaid, effectively scuppering this type of planning in the future, but at least for people who have already entered into this type of plan, the relief stands.

LIVERPOOL’S UNIQUE RENTALS REVEALED A
n empty vicarage, an excare home and a church are among the properties people in Merseyside can currently live in as part of a ‘property guardianship’ scheme. Ad Hoc is offering rooms in the quirky properties at significantly reduced rents in order to fill the buildings and protect against theft, vandalism and squatting. The company calls the tenants property guardians and says everything from houses and flats to churches and office space can be used as temporary accommodation. Sarah Noble of Ad Hoc says: “Guardians are attracted to living in these unconventional spaces by the low cost and by the interesting spaces themselves. This innovative
approach not only secures and maintains the building, but also serves the local neighbourhood by deterring the anti-social and criminal behaviour associated with vacant properties without the use of unsightly boarding on the building.” The scheme aims to save property owners up to 80% on security costs of empty properties and flexible agreements means tenants are given two weeks notice if the property is required once more. Plans to create the largest extra care development in Knowsley are underway after funding was secured for 70 new homes on the site of a former watch factory. Andrew Louis extends opening hours iverpool’s three Andrew Louis branches are extending their opening hours, in a bid to make moving home easier for clients.

Councillor Dave Lonergan, cabinet member for regeneration, economy and skills, says: “This is fantastic news that not only have we secured vital funding, but also such a prestigious site in Prescot will be redeveloped. This will provide much needed extra care facilities in the borough as well as offering a wider choice of residential homes in the heart of Prescot town centre.” A second phase could see a further 62 homes built to extend the scheme. Investment for the scheme comes from Knowsley Housing Trust and Knowsley Council as well as a chunk of a £122 million Department of Health Fund.
From the first week of September the estate agency’s Old Swan and city centre branches will be open from 9am until 7pm on Tuesday, Wednesday and Thursday, providing an extra couple of Louis Anastasiou hours for workers in the city who need assistance with buying and selling homes. The Prescot branch will extend its opening hours from 9am until 7pm on Thursdays. The city centre and Prescot branches of Andrew Louis will still be open six days a week. The company’s managing director, Louis Anastasiou, says: “Moving or selling your house can be stressful enough without having to try and fit it in with your work schedule. We decided to extend the hours to allow workers to get on with their normal workday and still have time to visit us after. “Hopefully the extra hours will ease the stress for people during the process of buying or selling their house and allow them to enjoy it”. MSB NAMES CHARITY OF THE YEAR omestic violence charity Amadudu, which helps women from the BEM (black and ethnic minority), has been chosen as MSB Solicitors’ charity of the year. Staff cast their votes to choose one of five worthy causes during the Liverpool law firm’s annual charity selection night, held at Mango wine bar on Wavertree Technology Park. Representations were given for each of the five charities before the team decided on Amadudu. After the ballot, those who attended then went on to enjoy an evening of staff awards, karaoke and fun and games. The event also got fundraising for the charity off to a flying start as proceeds from the evening, along with some match funding, amounted to around £500 for the cause.

I am responsible for everything from managing the sales team, co-ordinating our marketing and PR activity and liaising with construction on build schedules at developments. What’s your favourite thing about the job? If you’re involved in sales, nothing can replace the ‘buzz’ from completing a sale. In our business it is the thrill of seeing a customer’s journey from their very first visit to a development to helping them to select the perfect home. What’s your least favourite thing about the job? Anything that gets in the way of someone buying the house they’ve set their heart on. If you weren’t doing this job what would you be doing? I would have liked to own a busy restaurant in the Lake District, which had a good chef in place and offered themed nights with entertainment. What are you going to do straight after this interview? I’m nipping over to our Woodfarm Hey development in Liverpool, to check on progress. We’ve got two and three bedroom family homes there, and lots of people interested in using the government’s Help To Buy shared equity scheme where you only need a 5% deposit.

For many 16-year-olds, the end of the summer can pose some tough decisions. GCSE results are out, and even if they didn’t work out as hoped there’s still a range of career paths that can be taken.
YOUR NEXT MOVE W
ith the government having raised the participation age, those fresh out of Year 11 are now required to remain in education or training for another couple of years, so we take a look at the various options available.
FURTHER EDUCATION While there are other options, carrying on up the academic route does have its benefits. Moving on to sixth form can provide an opportunity to continue studying something you’re interested in or really good at in further depth, and it can also give those who have not yet got their hearts set on a specific career more time to consider what they want to do in life. Plus sticking with studying for A-Levels or equivalent qualifications can help those working towards university. According to a government document on the rise in participation age, qualifications such as A-Levels can also stand young people in good stead for later life. It says: “On average, young people with two or more A-Levels earn around 14% more than those without.” For those with a clear idea of their desired career path, there are plenty of vocational qualifications such as BTECs on offer within further education too, which can provide practical, applied learning for sectors such as media and performing arts or sport, to hair and beauty or construction and engineering to name a few. Colleges or specialist academies often have extensive on-site facilities or simulations of a real working environment to provide a hands-on learning experience, and for those who don’t cope too well with exam stress, such courses may be more focused on assessments.
APPRENTICESHIPS AND WORK-BASED LEARNING For those who can’t wait to leap straight out of academia and into the working world, apprenticeships and on-the-job training schemes are available across a wide range of sectors. For Debbie Tagoe, company director of Liverpool apprenticeship and industry recognised training provider Mode Training, the work experience this route can offer has huge benefits. She says: “Participants are getting real live experience. It’s hands-on training with an employer coupled with experience from a training provider. “More and more employers now are looking for experience.”
Choosing this avenue can not only result in experience in a real working environment with real employers, but industry qualifications will also be achieved by the end.
BEST OF BOTH WORLDS School leavers who are dead set on neither of those options, or would like to combine studying with a taste of working, can spend their first post-school years volunteering, working full-time or even trying their hand at their own business ideas. To fulfill the participation duties though, this must be coupled with part-time studying or training and again will offer the benefit of both qualifications and an early boost to the work experience sections of CVs.

South Seel Street, L1 4BH Alma De Cuba is sneaky. Located just off Bold Street, from the outside it looks shabby and unimpressive, barely recognisable as a renovation of the old St. Peter’s church. However, its exhausted exterior proves to be one of many selling points; as though the delights we are faced with upon stepping through the door are rewards for shrewdly noticing the building and venturing inside. Clearly taking huge influence from its former use, the interior is dramatic and gothic, half way between a medieval cathedral and a hunting lodge, complete with huge antler candelabras, stained glass windows and high, exposed beams. Rather than oppressive, it’s sort of exciting, and the restaurant, which looks down on the bar below from the gallery, fills up with patrons pointing out their favourite piece of heavy wood furniture or lampshade. It’s the perfect place for the awkward first date, as the décor and food
alone provides enough topics for conversation. The meals themselves are thoughtfully selected, and each option compliments the other whilst sounding original and delicious. Guided through the menu by a charming, patient and informed waiter, I discover that for once as a coeliac and vegetarian, I am not relegated to the salads. Gluten free bread is readily available, prepared by chefs who are happy to adjust meals to suit intolerances and tastes. After much deliberation and mindchanging, I choose goats cheese with strips of tender roasted vegetables to dip, followed by the vegetarian platter, while my gleeful dining partner chooses mussels followed by Welsh lamb steak. We ask our waiter to recommend white wine, and are dutifully delivered huge glasses of chardonnay that are delicate and delicious. It’s clear Alma de Cuba is not a restaurant for the impatient or shy. Meals take a long time to arrive, meaning three courses last

well over two hours, and waiters remain attentive throughout. However, the slow pace is a necessity. The food, which is all beautifully presented on wooden boards with banana leaves, is expertly cooked and completely delicious, without a soggy mushroom or greasy asparagus shoot in sight. The portions are very generous, and the time allowed between each course is simply to prevent bursting. Desserts were less a desire and more a necessity. Going for the lightest option, I was brought a towering vertical skewer of pineapple and strawberries with accompanying sauces and ice cream, whilst my friend had the thick, berrybursting crumble-brulee hybrid, more for curiosity’s sake than anything else. We couldn’t possibly eat it all, and yet did immediately. As we were leaving, Alma’s nightlife was beginning to rumble on the floor below with people preparing for a gorgeous night that was unlikely to top the evening we’d just had. Your Move 77

S H E W R O T E Since breaking away from an acting career to pursue writing for television and books, Liverpool-born Lynda La Plante has established herself as a legendary crimewriter behind hugely successful series’ including Prime Suspect, Trial & Retribution and Above Suspicion. Her in-depth approach to her work has also earned her acclaim in not only the media and literary world but also with the Forensic Science Society. We caught up with Lynda as she gets set to become the latest interviewee in the city’s successful In Conversation series.
INTERVIEW BY NATASHA YOUNG
You left Liverpool to be an actress, was this originally what you always wanted to do? The only school project that ever interested me was with my elocution teacher. I thought she was terrific, her name was Dawn McCormick and I wanted to be like her. She was very glamorous and one day she said to me, ‘when you’re reading poetry, you don’t move but you feel you want to move and I feel that you might want to go to drama school’. At that point if somebody had told me how difficult it is to get in to the Royal Academy I might have thought twice. I was naive. I’d never been to a play, never auditioned, never been to the theatre. It’s unbelievable that I had this extraordinary confidence that could have been zapped if I’d known what I was up against but I won a scholarship and was there.
How did things develop to just focusing on the writing side of things now? I was a working actress for a long time but there comes a point where you go to the National Theatre and the Royal Shakespeare Company and do all these roles in repertory, and when you go for a job they ask what you’ve been doing and then they just say they didn’t see it. I found it terribly depressing that I was continuously in work, a lot of provincial repertory work or touring and in between I’d do TV roles which were all the same, all prostitutes. That was when I wrote Widows for Verity Lambert at Thames TV, because I’d done a lot of work for her. She had no idea Lynda La Plante was the actress she’d just used in Minder. Not only was I fortunate for the right person to read my script, but they were actually looking for a series starring women because the majority of television work was starring men. So plopped onto the desk was a series idea for four leading women. When they brought me in she nearly died when she knew it was me because I’d used my married name, Lynda La Plante, for
the first time. She set me a test to write episode one first and I just loved writing and I’ve never looked back. How in depth do you have to go to research for crime writing? If I don’t understand it I can’t write it. So much research for my series The Governor came from visiting prisons, and from prisons you meet the prisoners and then the wives and so it’s like a snowball effect of information and different stories they tell you. I’ve got drawers of very brief outlines of stories that I’d like to check in to. How I research is so simple too. I get an interest in something and call somebody and say, for example, ‘I don’t know anything about the mechanism of a glock gun, can you help me?’ and they say they’ll show me. How did you feel at first about the idea of going to a prison or a forensic scene? When I was doing Widows it was necessary to understand criminality, and attached to every single programme I’ve ever been in there’s always a peripheral of villains. On one set I met this wonderful guy and I’d written a few pages for Widows but I hadn’t got into the depth of it,

so I asked if he knew any criminals. I said I’d like to meet really hard villains, people that have done armed robbery or murder. To cut a long story short he took me to one of the most famous bars where the Krays used to hang out and said ‘remember reading in the paper about that man who fed the bodies to the pigs?’ When confronted with that I’m going ‘oh yes, I remember’ and I didn’t know what he was talking about! He said ‘the guy who did it is over there. I’ll bring him over,’ and I nearly had heart failure and my voice went up an octave! I’ve found that I’ve used my years of acting experience to cover my nerves so they’d talk to me, but if I showed shock horror they wouldn’t. Do you hear from these people when your programmes or books have come out? Invariably when I’ve been talking to someone they say ‘for God’s sake don’t let anyone know it’s me because I don’t want my collar felt by the law,’ and I go ‘nobody will ever know that I’m writing this about you.’ Then the book comes out and I get the call saying ‘I didn’t even recognise myself!’ What does it mean to get recognition from the Forensic Science Society, as well as winning media and literary awards? I work in a business where there’s very little respect, and when you get it, it means a lot. To me, to be taken in to the Forensic Society was a great honour, as was being awarded CBE. I respect the people that give me the time of day and I show it. You’re coming back to Liverpool for the In Conversation event. Do you often get the chance to talk to fans in this way? No, this is the first big one on one thing I’ve done live in a theatre, or St George’s Hall in this case. I’m so excited by it; I think it’s going to be great fun. I’m so looking forward to coming back to Liverpool too. What are you working on at the moment? My new book Wrongful Death is coming out in September which coincides with my St George’s Hall appearance so we’ll have a lot of books to be signed. Then I’ll be beavering away on the next book.

OMD ENGLISH ELECTRIC
English Electric – OMD’s 12th album - shows the Wirral duo at their best in over 20 years. The album’s theme is how the utopian ideals of progress and technology in the 20th Century have collapsed, leading to disappointment and delusion. Eerie opening track Please Remain Seated, with its robotic voices, is quickly followed by Metroland, displaying Andy McCluskey’s melancholic voice harking back to Souvenir. Things cheer up considerably on the pure pop Night Cafe and Helen of Troy, which is English Electric’s Joan of Arc. Radio friendly Stay With Me’s catchy melody is instantly reminiscent of 1986’s If You Leave - OMD’s biggest US hit. OMD continue to be influenced by Kraftwerk inspired synthesizers and Paul Humphreys blends these perfectly with the guitars and drums on the faster pop song Dresden.
English Electric might not be as good as their 1981 Architecture and Morality but it’s certainly their best album in the last two decades with many tracks evoking the early 80’s but still sounding modern and contemporary.

My favourite with...
ESCO WILLIAMS
During the past year, Liverpool’s own urban music star Esco Williams has been riding on a wave of success. The singer/songwriter not only won the MOBO Unsung award in 2012 but has also taken his energetic performances around the UK and has attracted much critical acclaim. Fresh from his appearance at the Liverpool International Music Festival, we caught up with Esco to find out about his favourites.
Favourite thing about Liverpool:
My favourite thing about Liverpool is the Scouse people. There is an energy about Scousers that just makes me feel good. The city has some cute buildings and nice places to eat but it's the people that make it.
Favourite musician:
I'd love to be able to just say one name hands down but I can't. I can say one of my all time favourites is Stevie Wonder, he is boss in every sense of the word. His music is just immense. The easiest for me to say musically is my favourite era and that’s the 90's-00's. Pyar choons!
Favourite venue:
It's a flip between the Epstein theatre and the Kazimier. Those two places do something to me.
Favourite holiday destination:
So far it’s Atlanta, Georgia. It ticked every box for me. Great city, lots to do, close to Florida and the food was IMMENSE!
Favourite moment in your career:
I think perhaps winning a MOBO award. Yeah...so far, it's that and my New Challenger single launch party last year. That was boss.
Favourite album:
D'angelo - Voodoo. I’ve been going back to it for 10 years consistently.
Favourite book:
The BFG was epic. I wanted a giant mate, and the crazy foods and gadgets and concoctions that Roald Dahl came up with just made my imagination go nuts. Childhood favourite.
Favourite film:
The Star Wars saga. I'm not picking one, sorry. Not having it. I love the whole thing.
