The number of first time buyers has hit a six-year high, house prices are climbing and mortgage approvals are at their highest level since 2008. There’s no doubt the housing market on a national scale is recovering but can the same be said for the local market? We ask the experts how Liverpool is faring.

HOUSE PRICES Property prices are often used as a barometer of the health of the housing market. When demand is high house prices soar, as was evident from the pre-credit crunch years. Following the downturn house prices began to fall as the number of buyers – and indeed confidence in the sector – fell dramatically. Now with the recovery well underway house prices are rising again. According to the latest figures from the Office for National Statistics prices were 5.4% higher in November 2013 than a year earlier. Figures from Zoopla show Liverpool is keeping up with the rest of the country with average prices now £143,757, 5.44% higher than in 2012. Those on the front line however are a little more cautious about rises. “In the city centre we have seen slight increases in pricing, around 0.83% for the quarter and 3.11% for the year of 2013 but we suspect the activity of the last few months will begin to translate into future increases in 2014,” says Frances Lyons, sales manager at City Residential. Ian Taylor, branch manager at Reeds Rains City Living says vendors should be realistic. “Vendors should not get carried away with prices rising,” he says. “Present your property well, price it in line with current sales and take agents’ advice or you will quickly go stale and miss the boat.” BUYERS The market can only fully recover if buyers return, something they appear to be doing in their droves. A total of 60,000 loans were advanced in November last year (latest figures from the CML) worth
£9.4bn. That’s an increase of 22% year-on-year. Here in Liverpool our experts are seeing a similar picture. “There has certainly been an increase in the number of prospective buyers who are in a position to purchase such as firsttime buyers, investors and second steppers,” says Louis Anastasiou, managing director of Andrew Louis. “The local market is buoyant and our current enquiry levels are up by 30% on the same period last year,” agrees Alex Dixon, director of the Allerton Road branch of Sutton Kersh. Ian Taylor says his branch has its busiest sales month ever in December. “We are seeing a huge increase in the volume of new buyers contacting us and also existing buyers seem to have added motivation to view and make offers on property,” he adds. MORTGAGES Last year the number of mortgage products on offer topped 10,000 for the first time in five years. This is a sure sign that confidence is returning and banks are more willing to lend. The government’s Help to Buy scheme has also proved a success, allowing borrowers to purchase a house with just 5% deposit. “Banks and building societies have more funding available and are keen to help assist in bringing the market back on track,” says Katie Myers, branch manager at Keppie Massie. “The Help to Buy scheme has given buyers the helping hand they needed in terms of deposits to secure a mortgage.” Frances Lyons agrees.“The Help to Buy scheme has definitely helped
promote positive press around the housing market,” she says. “This is encouraging potential buyers to go and seek financial advice.” LETTINGS With more people looking to buy one could assume the rental market, which has been booming for the last few years, would start to quieten down. However, that does not seem to be the case. According to the CML, in 2013 buy-to-let lending hit its highest level for four years showing demand for rental property is still high. “The lettings market is busier than ever,” says Katie Myers. “We had a great year in 2013 with 51 move ins in September alone. We are confident for another successful year.” “The rental market hasn't seen a decline, as there are still people moving to Liverpool for work,” adds Ian Taylor. “However, we are seeing already that tenants don't particularly want to commit to long term tenancies as they are all hoping to buy in the near future.”
With prices rising and buyers returning some industry commentators have expressed fears of a housing market bubble, leading to another downturn. Are they right to be concerned? Our experts don’t think so. “The housing market will improve this year and property prices will increase, however, I do not believe that this will result in a housing bubble,” says Louis Anatasiou. “In my opinion, the market is actually just returning to normality.”

Q: Between us my Wife and I own assets which are worth in excess of £2 million, with the biggest asset by far being our house, which is valued at £1.5 million. We do not want to move or sell our home, but are concerned about Inheritance Tax – can we do anything? A: If you and your wife have assets of £2 million, then your joint Inheritance Tax liability (usually arising on the second death) will be around £540,000, a sizeable sum. For many people like yourselves, the family home is the most valuable asset they have in their estate, and probably the most frequent question which those advising on Inheritance Tax (IHT) matters are asked is how IHT can be saved on the main residence. There have been numerous ideas over the years which have been designed to provide a solution to this problem. In response, HMRC has introduced successive waves of legislation so that at present IHT planning opportunities are few and far between Many people still believe that they can solve this problem by giving away (‘signing over’) their house to their children, but continuing to live there. This manoeuvre is not effective for IHT purposes as the transfer is classed as a ‘gift with reservation of benefit’ i.e. although on paper the gift has been made the original owners continue to enjoy the benefit of using the house. In tax terms this means that irrespective of whose name may be on the title deeds, the gift fails. There is however a way around this issue, which can make sense in certain circumstances and that is for the parents to make a gift of the house, followed by the parents paying market rent to the children for their occupation of the house. Clearly this would only make sense if the parents have a sufficient level of income at their disposal. The advantages of this in your case could be substantial. Inheritance Tax of £540,000 could be saved assuming that you and your wife survive 7 years from the date of the gift (and a life insurance policy can be arranged to cover this 7 year period of exposure). Payments of rent can further reduce any residual IHT liability and if the house grows in value going forwards then this growth is outside of your estates for IHT purposes. On the other hand there are some disadvantages which will mean that this would certainly not work for everyone. Many older people are asset rich/income poor in which case it would not make sense. Also your children would need to pay income tax on the rental receipts which would need factoring into the calculations. As always good professional advice will be required to ensure that you reach the best outcome for your particular circumstances.

I am currently looking to buy a house and have been advised by friends who have bought in the last year or so to offer at least 10% under the asking price. They say they were all successful when offering this. Are home owners just over pricing their homes now on the understanding buyers will offer less? Should I always offer less?
I live in a rented house. My parents recently came to visit me and my mum had an accident on the stairs because the bannister came loose as she was coming down. Can you tell me, if somebody is hurt by disrepair in my rented property, is my landlord liable?

e Carter, l3 There’s no rule of thumb when it comes to making an offer on a property. Each vendor is selling for different reasons, so not every property will be priced 10% over market value. If you find a property you are interested in buying, firstly do some research on how much similar properties have sold for locally. Secondly speak with the estate agent selling the property and find out as much as you can about the property. Length of time on the market, previous offers and price reductions are some of the questions you should be looking to ask the selling agent. My next step would be to make a list of any works that may be required to make the property liveable for you. After completing your research, and if bidding with a lower figure than the asking price, explain your reasons for making the reduced offer.

Miss J owen, l7 The Landlord and Tenant Act 1985 and the Occupiers Liability act 1957 and 1984 deal with obligations/duties of landlords and property owners to tenants, visitors and trespassers to their property. The law relating to accidents in rented accommodation is complex and if someone is injured due to defective premises, they should contact a specialist personal injury solicitor. If the landlord has been put on notice that repairs are required and someone has been injured as a result, then it is likely that the landlord will be liable. Most landlords will have insurance in place which will deal with any claim so long as they can show that they do inspect and repair the property regularly. As a landlord it is important to ensure that insurance is taken out and that the terms are complied with, otherwise they could become personally liable for compensation and costs of many thousands of pounds.

I’m a landlord with one property to let. The current tenants have moved out and are now seeking the return of their deposit. The property is in need of painting and carpet cleaning due to general wear and tear (the tenants lived there for two years). Am I right to withhold some of their deposit for this?

Mr J perkins, l15 I’d say if the decoration and carpet has deteriorated due to general wear and tear then you wouldn’t have a claim against the tenants’ deposit. In order to decide this you need to consider a few factors: a) how was the condition of the property when the tenant moved in? Was it newly decorated or was the last re-decoration some time before? b) How many and what type of tenants was it let to? i.e. with a family with three children you should expect a higher level of wear and tear. c) The duration of the tenancy. If you still feel you have a legitimate claim then the deposit scheme where the deposit is held would require documentary evidence including pictures of the property (tenant signed inventory) before the tenant moved in and when they moved out (check out report), substantiating your claim. They would also require receipts for work carried out to bring it back up to standard. The deposit dispute service will evaluate the evidence and give a decision.

Riverside Home Ownership’s Lee Valley development for the over 55s will open its doors in August 2014 after strong interest in the properties from prospective tenants and purchasers. A waiting list has been set up for the £9.1 million development, which comprises 14 shared ownership and 56 rental properties at the site opposite Belle Vale Shopping Centre, and a show home will open in early summer 2014 to allow tenants to see what the properties will look like before they move in and reserve their home. The 70-unit development in Netherley was transferred to the Riverside Group in
May 2012 from Liverpool City Council to meet the accommodation needs of older people in the borough. In the months July 2013 to October 2013 sales volumes averaged 72,507 transactions per month across the UK. This compares to 59,065 per month for the same period 12 months ago. Alex Dixon, director of Sutton Kersh’s Allerton Road branch, says: “The real barometer of a recovering market is the growth in transactions, which means there are more opportunities to buy, due to the number of properties coming to market.” House sales nationally hit the one million mark last year for the first time since 2007, according to figures from a Halifax report, and Sutton Kersh believes the national trend has been mirrored in the local market. More than 600 homes were reserved under the Help to Buy scheme in Merseyside in 2013, according to the latest figures released by the Department for Communities and Local Government. Buying or selling a property can be an exciting time but the process can be complicated with plenty of legal pitfalls for the unprepared buyer or seller. Getting the correct legal advice from a solicitor can help you to avoid any unwelcome complications in the process and ensure everything goes smoothly. But what exactly does a solicitor do and how can you find the best one for your needs? wHAt tHeY do for You There are many legal aspects to buying or selling a house, from registering with the Land Registry to handling disputes over the property. A solicitor will handle all of these for you, as well as conducting local searches of authorities and utility companies to ensure there are no liabilities hanging over the property. Most experts recommend you do not handle the legal work yourself. It is a complicated and time consuming process, and there’s a stronger possibility of something going wrong with the transaction, leaving you out of pocket. Mike Carter, head of the property department at Paul Crowley & Co Solicitors, says: “On a purchase the solicitor will investigate the seller’s title, raise enquiries, carry out pre-exchange services, advise you on the mortgage offer and when everything is agreed and you have agreed a completion date then proceed to exchange
contracts. Following completion the solicitor will register your ownership and mortgage with the Land Registry.”
CHoosinG Your soliCitor Paul Bibby, managing partner at MSB Solicitors, says the best choice of solicitor often comes from asking around and getting a personal recommendation. He says: “If you have a friend or colleague who has a good relationship with a firm ask them to call the firm for you and introduce you as a potential client. You may get some discount off the fees. “Once you’ve found a solicitor check that the firm is accredited throughout the Law Society’s Conveyancing Quality Scheme and that they can deal with the work of your mortgage lender. Your broker, or the lender if you've gone direct, will be able to do that for you.”
priCe Some solicitors will quote only basic legal fees and it is important to get an entire breakdown of the costs involved from start to finish. Carol Carr, licence conveyancer at Maxwell Hodge, says: “Quotes provided by law firms generally include legal fees, VAT, searches, land registry fees, Stamp Duty (if applicable), pre-completion searches and bank transfer charges. It will also include whether there are abortive costs if the matter did not proceed.” Carol also advises you to enquire about any separate costs associated with dealing with your mortgage and costs associated if the property is a leasehold, so that you can avoid any nasty shocks further down the line. Once all the costs have been calculated, and you’re happy with the terms, you can rest assured buying or selling a house will be a pain-free process.

The show houses as design is my background and I am a creative person. I love the blank canvas of a new property, pulling together the ideas, shopping (!) and then fitting them out to a finished interior. What’s your least favourite thing about the job? When I can't take everything I've bought home to my house! If you weren’t doing this job, what would you be doing? It would be something creative and a bit practical like making curtains, upholstering. I have done a little but not enough to be good at it. You’ve been writing music for a long time. Where does your inspiration come from? I think people and peoples’ relationships. I just like writing about people really, and stuff that’s happened to me and stuff that hasn’t happened to me. I like creating situations and creating scenarios that I can write about and put a lot of depth in to. I like songs that have a lot of depth and meaning. What opportunities did studying at LIPA open up for you as a musician? A lot really because I me the producer of my first album, Steve [Levine; Grammy awardwinning producer], when I was at LIPA so that had a big impact on my journey. I went onto release my first album through his label, and also my band is from LIPA too so it’s a big part of my life, even now. It’s a great place. What was it like going back there last year to do a masterclass for LIPA students? It was brilliant. It was just lovely going back there and telling all the students about my career so far, and it was really nice seeing all the tutors again. I can imagine how I was when I was there, so it was just a case of being able to say to people ‘this is what it’s like when you come out’ and ‘this is what I did and this is what you can do’. With the release of your album and winning a Liverpool Music Award, 2013 seemed like a really big year for you. What impact has it all had so far? It was a really busy year. We did loads of gigs with two UK tours, and I released the album.
I had the album launch in April and a couple of days later I played Liverpool Sound City, which was a great gig. There was a lot of buzz going round so it has been a top year. Are you pleased with how it has all been received? It’s been brilliant. The album got really good feedback and live shows always get great reviews. The response has been terrific and the album got four out of five in the Scottish Daily Express which was really exciting for me. It’s all good. You won Female Artist of the Year at the Liverpool Music Awards. Is that kind of recognition important to you? Yeah it’s a great feeling to have everyone voting for you. The amount of support I got was fantastic and winning it topped it all off really. Wasn’t it an award that first helped you get discovered too? Yeah it was the Make It Break It Award from Yamaha and winning that award was how I met Steve, so that’s how I got started really. That was through LIPA; it was a LIPA tutor who told me about that award so I entered and won it. Does it feel like an interesting time to be part of the Liverpool music scene, given that there are awards to be entered, new festivals and acts from the area doing well? It’s brilliant; I think Liverpool’s just exploded in the past few years and it’s great being part of that, riding on that wave. Loads of great bands are doing great stuff, and there are loads of promoters and events. We’ve had a great year. There’s just so many bands doing stuff and creative people in general, also doing art and video and media. It’s really come out of its shell, I think. There was that whole post Coral era when nothing really was going on and now there’s a whole new spin on it.
What are your plans for 2014? I’m probably going to release a new single after this album, so that’s in motion, and I’ve got a lot planned but we’re getting that ready and looking at what’s next. You’ve had support from national radio stations like BBC 6 Music. What’s it like to be getting that kind of recognition? It’s been great. BBC 6 Music, their DJ Chris Hawkins in particular, has supported me from the start and Radio 2 has been really good. I’ve had quite a range of radio stations playing my music, from 6 Music to Radio 4, XFM, Amazing Radio and BBC Introducing. You worked with Kate Nash last year. How did that come about? We were doing the same kind of studio sessions for this music technology event so we did a gig at the Cavern together and we were in a studio in London just recording a couple of tracks – one of hers and then I did one of mine, and there was a bit of collaboration on the track as well. She’s very much into promoting young girls in music, and I think she did a project where she went into schools and encouraged girls to start bands and play instruments. She was telling them about the industry and confidence things, so I really respect her for that. She’s a lovely person as well; I really enjoyed working with her. Is there anyone else you’d like the chance to work with? Loads of people! I’m a massive fan of PJ Harvey so I’d love to even just talk to her about stuff; that would be great. I think she’s just brilliant. I wish Jeff Buckley was still alive too because I just love him, he’s incredible. There are too many.

Liverpool is set to become even more cultural when the International Festival of Business (IFB) arrives this summer, as 27 organisations mark the occasion with new commissions.
Red is on trend for Grand National hats
Liverpool ladies are preparing their outfits earlier than usual ahead of this year’s 2014 Crabbie’s Grand National race meeting, according to hats and fascinators specialists Felicity Hat Hire. Janet Rowland, a partner at the shop based at The Rocket Junction on Queens Drive, says customers have been booking headdresses for the annual steeplechase event since
as early as January, which is usually “unknown”. As the Aintree event is lined up to take place from 3-5 April, Janet says colour trends are already being set. She explains: “The colours are much the same as last year, and there’ll be a lot of nude and navy as well as the strong poppy red.” Meanwhile, Felicity Hat Hire is also preparing to send hats for events outside of the city and

Taking place throughout June and July, the IFB will not just bring a boom of business related attractions, but culture centres including Tate Liverpool, Liverpool Philharmonic and the Unity Theatre will join festivals such as Africa Oye, Brazilica and Homotopia to create a series of new events and activities across the city. Highlights include free concerts celebrating the work of Mondrian in a collaboration between Tate Liverpool and the Royal Liverpool Philharmonic Orchestra, and The Sample-ist; a team of creative scientists setting up a caravan in the city centre where it will use human voice samples to create jingles for visiting businesses. Hundreds of other events will take place across the city in the most extensive cultural programme Liverpool has seen since the Capital of Culture year in 2008. The Baltic Triangle is Liverpool’s creative playground; a hub for quirky digital agencies, up-andcoming musicians and modish galleries alike, all housed within stunning Grade II listed warehouses reminiscent of a time when Liverpool was its docks. With this in mind, The Baltic Social’s name change couldn’t have come soon enough. Formerly known as Elevator, it is a cosy cafécome-pub by day and relaxed bar by night, entertaining its customers with live music, great food and dangerously good cocktails. We headed down to sample their 2014 winter menu, and found ourselves pleasantly surprised by what was on offer. What seems to be, at first glance, a traditionally pub grub menu of big breakfasts, burgers and beer, is actually a fantastic selection of big flavours and easy comfort food, certainly creative enough for the Baltic Triangle tribe. Deliberating for a long while over their dips (spiced
hummus, beetroot honey and goats cheese), I eventually settled on halloumi and chickpea fritters to start, and a halloumi salad. Meanwhile, my partner was deliberating over the Baltic Winter One Pots (warming beef, root vegetable and Moroccan chicken stews), but decided upon deep fried goats cheese bon-bons, followed by their very own Baltic Burger. The food arrived promptly and was wolfed down in time with the Black Keys album that was blasting out of the stage’s speakers. The fritters came with a creamy beetroot tzatziki, which beautifully offset the crisp saltiness of the cheese, whilst the salad was generous, fresh and accompanied by chunky potato wedges, seasoned perfectly with cumin. At the other end of the table, small bites of goats cheese made sweet and spicy by the caramelised red onion chutney they came with were practically inhaled, and I found my hand aggressively batted away when I tried to sneak a forkful. Similarly, the

Baltic Burger, was kept carefully away from me, though I could just glimpse the mature cheddar, homemade ketchup, very chunky salted chips and, of course, the sizable burger itself, before it too vanished, washed down by good bottled beer. It’s pub food, yes, but much, much better. It was a little too early to try their acclaimed Baltic Fizz cocktail, though the atmosphere suited it: The Baltic Social is a quirkily decorated space, like a trendy city pub, but large enough to not feel shoehorned in, and its clientele are artistic, stylish and very relaxed. It’s not somewhere you’d take your parents, but it is somewhere you’d go for lunch and accidentally stay all day. It’s a fun, loud companionable community. The atmosphere makes the change in title very clear. After all, what’s in a name? Well, quite a lot as it turns out, because The Baltic Social is just that.

MuSical Start to chineSe new year he Museum of Liverpool continued to mark the Chinese New Year with a showcase of dance and musical talent. Crowds of visitors at the waterfront attraction gathered round in the museum foyer as the city’s Hung Gar Kung Fu Chinese dance group and the Pagoda Chinese Youth Orchestra delivered an afternoon of free performances. It was the latest in a line of celebratory events taking place around Liverpool in recent weeks, to welcome the start of the Chinese zodiac year of the horse. Visitors of all ages enjoyed a wide range of music which was performed by the orchestra, and played using a variety of traditional instruments.
