No Tax breaks for landlords in Budget 2014

The Chancellor’s 2014 Budget delivered this week contained little in the way of good news for landlords or property investors. We expected to hear more about how the government intends to tax capital gains for non-residents who directly own UK residential property. Currently a UK capital gain is not-taxable for a non-resident. The government have previously announced an intention to change this from April 2015 – however, no news was forthcoming and none of the documents published with the Budget made any mention of the upcoming changes, so non-resident property owners and their advisers are none the wiser. Unexpectedly, the special rules on “expensive” residential properties applying to properties valued at over £2m are to be extended downwards to properties valued at over £500,000. • from Budget Day, “non-natural persons” (usually companies) buying such properties will be charged Stamp Duty Land Tax at the punitive rate of 15%; • from April 2015 the Annual Tax on Enveloped Dwellings (“ATED”) will be extended to £1m+ properties (with ATED set at £7,000); • from April 2016 ATED will be extended to £500,000+ properties (with ATED set at £3,500). There does now seem to be a definite adverse wind of change as regards holding residential bricks and mortar inside companies – and I think we can expect further changes. At least the timing of the changes allows those who may be affected to restructure their affairs. The type and level of expenditure that qualifies for Business Premises Renovation Allowance (BPRA) has been restricted so that only the direct costs of converting or renovating unused business premises may be relieved. Qualifying buildings must also be unused for a year before renovation, and there are also restrictions when work is paid for in advance. These measures should not really affect genuine claims. Another point of interest for most landlords however was the change in income tax. The personal allowance will rise to £10,500 from April 2015. The Chancellor has also pushed up the higher rate tax threshold somewhat to remove some middle-earners from the 40% rate. Finally, for landlords with tax arrears the Chancellor has announced plans to introduce powers that will enable HMRC to recover tax debts of more than £1,000 directly from bank accounts and ISAs – a bit scary that. As with many decisions you really do need to take independent financial and tax advice. I've been living in a new rental property for five weeks now. My landlord assured me that he would be putting my deposit into a protection scheme but how can I be sure he has? Should I have been contacted by the scheme?

It is a legal requirement for a landlord or agency to protect a tenant’s deposit in one of the government’s approved schemes, either custodial or insured. Sometimes the landlord will hold the deposit and insure it, or they may pay it into a deposit protection scheme. It is also a legal requirement for the landlord to serve the tenant the relevant notice which gives all the details of the scheme being used, and the terms and conditions of that scheme in the event of a dispute. If after five weeks you haven’t been given this notice then your landlord is in breach of the legislation, so I would contact them to ask for this notice, and get clarification of the scheme details. These schemes became a legal requirement to give the tenant an extra level of protection from rogue landlords who refused to pay back deposits, but they also act as a dispute resolution service should the tenant and landlord disagree with the costs to be deducted from the deposit at the end of a tenancy.
Many buyers purchase homes offplan, be it because they have their hearts set on a particular house type or that they simply want to have more time to save their deposit. The frequency of these cases means that our industry has an established safeguard system to ensure that buyers are protected should their circumstances change. By reserving a home a year ahead of completion, buyers are actually taking on little or no risk. The sale of a home is only binding when contracts are exchanged, which would take place much closer to completion of the home within the typical three to six months of mortgage validity. Before contracts are exchanged, there is no obligation for the buyer. For extra peace of mind, the Consumer Code for Home Builders works with our industry to ensure that home buyers are fully informed throughout their purchase.

This can take upwards of 8% of your monthly rent but makes property management easier for those working fulltime or who may not be locally based. Rents can vary. If the property would have low income or benefit residents, the rents usually fall in line with the Local Housing Allowance (LHA) rate for that area. However, buying a property in a high demand area will obviously reflect on the generated income. There are other things to consider, such as if you’re offering your property as furnished, the contents must meet with all current safety regulations. Also, provide a current Gas Safety Certificate; ensure working smoke alarms are on all floors; ensure the property is in good clean order like you’ll expect it to be returned; and clarify your financial lender/insurance has no stipulations preventing you from letting your property – or that you need to carry out certain checks which could invalidate any future claim.

A local entrepreneur is reporting rising interest in a new estate agency after opening its doors for the first time last month. Allison Law Estates opened on 17 February and, according to founder Allison Law, has enjoyed a good start to life at its Tuebrook location. Allison says: “It has always been a dream to work in property and I’ve always been interested in property. I’m a landlord so this is really about turning a hobby into a job. We’ve had a good start and over the past two weeks things have really begun to pick up.” Having left a successful hairdressing and beauty business and becoming a stay-at-home mum, Allison has now teamed up with Christina Metcalfe, an estate agent with 15 years of experience, and Sophie Carney and is now completing industry qualifications. Boost to sales activity at NGV Liverpool Countryside has reported a surge in buyer activity at its Norris Green Village (NGV) Liverpool development, as only nine homes remain available in the scheme’s current phase.

The Barratt Homes division responsible for Liverpool, Barratt Manchester, was awarded the top rating based on a customer service survey of over 32,000 UK homeowners. A 12-week consultation is now underway, having been commissioned by Liverpool City Council and carried out by Opinion Research Services (ORS). Running until 16 June, the consultation allows the public to view the full proposals online and answer questions about whether

he amount of mature couples downsizing from their suburban homes and moving to the city centre is on the rise, according to a Liverpool estate agent.

Katie Myers, branch manager at Keppie Massie Residential, says that since last summer the agency has been dealing with a high number of clients hoping to relocate to smaller central apartments to experience city living. “There are many reasons for older couples locating into the hustle and bustle of the city. A lot of people are attracted by the low maintenance of living in a flat and the
fact that they are also easy to run with modern appliances and features,” says Katie, who points out that dock-based properties overlooking the Mersey are a popular choice amongst downsizers. She adds: “Although a lot of people like to relax during retirement, others like to keep occupied and Liverpool city centre has a lot to offer retirees including shops, bars and restaurants. 30% Morgan Stanley says 30% of new-build homes have been funded by the first part of Help to Buy. The Home Builders Federation says 2,500 new home reservations a month and 25,000 reservations to date have used the scheme. It has now been extended until 2020 at a cost of £6bn in the 2014 budget.

Spring is here, and as the sun begins to shine a light on the dirt and dust that’s built up in your home over the darker winter months, it’s the perfect time for a deep clean. Regularly removing the muck on show and keeping on top of everyday chores may keep homes sufficiently clean all year round, but an annual de-clutter, professional clean of floors and furnishings, and a scrub of the surfaces you don’t always see can leave them refreshed and as good as new.
FoCus on kitChens And bAthrooms With a main purpose for preparing food, kitchens should always be clean and hygienic but they’re also one of the rooms most prone to a build-up of grease, grime and debris, particularly inside and behind appliances. Rather than leaving them until last, tackling the oven and hobs first, which are likely to be the dirtiest area of the kitchen. This will reduce the risk of spreading further grease and muck around areas that you’ve already cleaned. Also take the opportunity to remove dust and debris from drawers and cupboards as you spring clean and, before refilling them, why not try lining drawers with greaseproof paper to make them easier to clean in the future. As for the bathroom, it should feel clean
from the moment you step in. However, toiletries being stored around the sink and bath can be a magnet for dust, so after wiping the areas clean try storing products away in baskets or bathroom cabinets. And as well as scrubbing tiles and taps, pay attention to de-clogging plug holes and the shower head, and refresh the room by adding a new toilet brush and giving the shower curtain a good clean.
Flooring And Furniture Regular vacuuming will pick up dirt and dust from your carpet, but having it cleaned will brighten it up and is a much cheaper alternative to replacing it. Tony Tennant from Pulizia Solutions Limited suggests that using a professional cleaning company will provide the best results and ensure your carpet is handled with care,
as he says: “It’s always best to get a professional carpet cleaning company as different types of carpets are made from many different types of materials. Some of these include viscous, wool, nylon and polyester and all use different types of cleaning methods.” Beat sofa and armchair cushions outdoors to remove dust, and clean away any debris found underneath the cushions. Also, don’t forget to clean underneath pieces of furniture in your home to get rid of unseen dirt.

As they currently take their Merseybeat-inspired sound on a tour around parts of Europe and the UK before getting started on their debut album, band member Jay Davies takes time out to chat to Your Move.

How did the band form? We formed about three years ago. At the start it was just two of us wanting to be in a group. I was going to school with a few lads so we asked them to join in and it just moved from there. You’ve got a Merseybeat sound but who are your main influences? They’re all from that era really. We listen to the likes of The Beatles and The Searchers, but then we try and incorporate it with country music, so we listen to Johnny Cash and Buck Owens. We all grew up with Arctic Monkeys and stuff like that but I suppose you go down your own route. We ended up listening to Cash and we haven’t really been back. We still listen to bands like Arctic Monkeys but we wouldn’t use it in our music. You’re currently on a spring tour. How is it going so far? We started off in Norway and that was the first time we’ve been out of the country so far. We were treated like kings there! It’s totally different from our music scene, which is really hard and we’re all working and trying to fund being in a band. Over there they’re all earning a decent living off it so a band of our size can afford to drop out of work. You get paid super money for a gig and then they’d feed you and give you hotels and drink and everything. It’s a different world, so we’re lucky to have been asked back in June or July. Did you find you already had a following there, or did you have to introduce yourselves as a band? We thought we were going to be introducing ourselves because we didn’t know we had fans in Norway but when we got there, loads of people were singing our songs so it’s quite scary. It’s great, obviously, but we weren’t expecting it and then a lot of people knew our stuff, a lot of people
You’re playing at Liverpool’s O2 Academy in April. Are you looking forward to it and what can people expect? Yeah I can’t wait. We’ve got some new material, and we’re always promising new material. I know we’ll probably do an hour-long set so we’ll do some of the old stuff and a lot of new stuff as well. There’ll be stuff in there that no one’s heard before and it’s always nice to see how that goes down. Is it different when you play a hometown gig during a tour? Yeah, it’s totally different. It’s almost like you’ve made it, it’s quite scary because everyone’s buzzing to see you and they want to take photos with you and sign CDs and all the rest of it. It’s so good when you can stop singing and the whole room will sing your tunes, which is unbelievable. It’s what we want to achieve everywhere really. How has being a Liverpool-based band helped your success so far? It’s cool. The Liverpool name sells itself sometimes so when you’re asking for gigs and stuff it’s good because as soon as you say you’re from Liverpool they’re expecting you to be good. They expect a vocal harmony group because we’ve produced so many in the past. It’s opened up a lot of doors. We’ve done Mathew Street and we’ve done the Liverpool International Music Festival (LIMF), and the LIMF was a lot better because people had paid to come and watch the gig, rather than just turning up for the day out. There were lots of music lovers there and it’s probably one of the best gigs we’ve played. I think we played to about 10,000 people or something on the docks. It was great, so it’s nice to have all that I suppose. If you were from a smaller city you wouldn’t. You’ve won accolades at the Liverpool Music Awards for two years running. What’s it like to get that kind of response and recognition? It’s nice to know you’re being appreciated for what you’re doing because there are a lot of bands
working hard and not getting recognised. It’s great because at least we know we’re doing the right thing at the moment. What are your plans beyond your current tour? Everyone’s been asking us to try and write an album for a while but we’ve finally got enough records now to do it so that’s something we’ll be doing this year. We’re hoping to do it after the tour so I think it’s going to be late April, May and June. Then we’re off on the road again because we’ve got to start in Norway again, and we’ve got the rest of the summer up to winter tour. That’s booked already and there’s a load of festivals in there like Kendal Calling. Everything’s good, there’s a load of bookings and it’s probably the best we’ve ever been at the moment. You’ve got nearly 20,000 followers on Twitter. Do you think that’s helping to spread the word, or are people hearing about the band and then tracking you down online? It’s slowly, slowly snowballing and that’s great because we’re attracting new fans every day. They’re writing things like ‘oh we’d never heard you before but such and such has put us on to you and we made it to the gig’ so it’s great. Also, when people log online and see you’ve got that many followers they think there’s some kind of hype anyway, so it all helps. You supported Cast last year. Is there anyone else you’d particularly like to work with? We want to do that show again really, as we like doing it and we’ve done it for two years now but that’s kind of the only show you get off Cast. If we were to pick a band we’d like to go out with, I don’t even know who that would be because it would put us into a category. A lot of people would say ‘oh you’re similar to Mumford and Sons’ but I’m not too sure we are. Maybe Jake Bugg or The Strypes, someone like that - I think we’d fit nicely on their bill if that could be arranged! The Hummingbirds will perform at Liverpool’s O2 Academy 2 on 19 April. Stunning views across the Liverpool skyline accompany a fine selection of sandwiches, pastries and beverages at one of the UK’s highest restaurants. Also being a family friendly venue, there is a children’s version of afternoon tea for little ones to enjoy.
Home Coffee is a fitting name for Liverpool ONE’s latest dining offering. It’s clearly settled in to its location as, inside the grand 19th Century building, features such as a vintage revolving chalkboard and retro school-style chairs with solid wooden tables not only appear to be a nod to the venue’s School Lane address, but perhaps the building’s former use as an antiques warehouse. Despite the hard, old fashioned school-like furnishings and minimalist decor though, the venue still delivered a homely, cosy feel during our early evening visit, as candles and dark colours added warmth to the room. And whilst Liverpool ONE may be best known as a magnet for big names, this new branch of Home Coffee follows the success of its fellow Merseyside venues in Woodside and Oxton, whilst flying the flag for other homegrown businesses, using produce from Liverpool’s Baltic Bakehouse and Wirral’s Claremont Farm. As we perused the menu,
homemade jams and marmalades were littered throughout the delicious sounding breakfast, lunch and afternoon dishes, alongside other homemade delights. I was drawn to the hot sandwiches section, offering hearty options all served on Baltic Bakehouse bread with a dressed side salad and homemade potato salad. Although tempted to try Home Coffee’s version of the trendy pulled pork sandwich, served slow roasted alongside homemade beans and BBQ sauce (£8), I decided on the chicken, chorizo and parma ham club with mustard mayo and rocket (£8). My dining partner went straight for the salads and picked out the home-style Caesar with anchovies, pancetta, chicken and parmesan (£7). When the plates arrived the portions were, as predicted, generous and my club sandwich was piled high and well-filled. The bread was warm and crispy, and the chicken, chorizo and parma ham combination was flavoursome.

My friend described her Caesar salad as “refreshing”, as large chicken pieces were served on a vibrant bed of leaves. The freshness of the ingredients stood out in the satisfying dishes, both substantial enough to leave us too full for one of the homemade cakes or brownies on offer. I washed it all down with a North West-produced Frodsham Brewery pink fruit beer (£3.70), while my dining partner picked a glass of Trentham Pinot Noir (£4.50) as the drinks menu extended from teas, coffees and soft drinks to wines, beers and spirits. There was even an exclusively brewed beer called ‘Home’. Although I’ve yet to explore the upper lounge, living room and speciality beer store areas of the venue, it’s clear that with its central location, homemade food and varied selection of drinks it’s the ideal destination for a shopping trip pit stop, or the perfect place to while away an afternoon with a glass of wine, minus the bustle of a bar or pub. types, says Peter, and will sell exclusive products such as Elastic, a unisex wax that is produced by the salon to change the texture and volume of hair. EXPANSION FOR CITY CENTRE PET SALON A city centre pet grooming salon which has proven popular amongst local celebrities is expanding its service. As well as its traditional in-store dog and cat grooming services Cleveland Square-based DogOne, which has enjoyed a successful 18 months in business so far, will now sell collars, leads and other pet grooming accessories to its customers. The store is also planning a host of events including an outdoor party for dogs in the summer months, according to owner and head groomer Ryan Jenkins. Ryan says: “There is nowhere else like it in the city centre. The last year and a half have been brilliant. People love their animals and we offer a friendly and personal service – for example we don’t have cages in the salon because we want the animals to have a good time here. They love it and always leave looking great.” The DogOne store has been a popular haunt for local celebrities, with regular customers such as singers Marcus Collins and former Sugababes star Heidi Range visiting in recent months. Classes at Your Yoga Studio have been attracting big numbers following an “explosion of yoga” in Liverpool, according to one tutor. Andrea Gatrill, who has been teaching yoga at the Wood Street studio since it opened last July, says it has been benefitting from a craze of the wellbeing activity. “There has been an explosion of yoga in Liverpool in the past 12 months. Your Yoga Studio runs four classes each day and they’re all getting full.” Andrea, who has been teaching yoga for two years after becoming a fan of the exercise whilst working as a freelance hairdresser, teaches both yoga and hot yoga and says beginners are always welcome. ALBUM REVIEW BY PAUL DICKSON I’ve always found it hard to understand why Lisa Stansfield hasn’t had more popular success, although her disappearance for 10 years and her steadfast refusal to join the Here and Now 1980’s revival tours hasn’t helped to remind us how stunning and soulful her voice is. ‘Seven’ is her first album in a decade and has Stansfield teaming up with her songwriter husband Ian Devaney to both write and produce. The opening track ‘Cant Dance’ has a retro Chic disco feel, whilst the following ‘Why’ is more big band and sultry. The love-triangle theme of ‘The Crown’ sees Rochdale’s finest singing hip-hop style: “You stepping on my ground, You'll only leave you with a broken heart”. The collection of songs making up ‘Seven’ are delightfully crafted, her warm sensuous voice remains
one of the most distinctive in soul pop and it would be an absolute crime if she disappeared for another 10 years.

X-Men Days of Future Past T
he money-spinning X-Men franchise continues to churn out sequels, prequels and, in the case of the latest blockbuster, a bit of both. The sparkling original cast led by Patrick Stewart (Dr Xavier) and Hugh Jackman (Wolverine) are joined for the first time by prequel stars James McAvoy (Young Dr Xavier), Michael Fassbender (Magneto) and Jennifer Lawrence (Mystique). In cinemas from 23 May, the plot centres on time travel when the modern-day X-Men team send the near-indestructible Wolverine back in time in order to save both humans and mutants from destruction.

The tale of Simba, the banished lion cub who seeks to reclaim his kingdom, is brought to life in the Liverpool leg of the record-breaking tour. ‘Trainspotting’ writer Irvine Welsh and journalist and author of ‘Chavs – The Demonisation of the Working Class’, Owen Jones, will lead the line-up of literary names heading to the city for this year’s WoW Fest. Presented by Writing on the Wall, the annual month-long festival will this time commemorate the centenary of WWI as well as celebrating writers and confronting the real issues affecting people today. ROCK ‘N’ ROLL MARATHON LIVERPOOL, 25 MAY Marathon running meets rock concerts in the first ever Liverpool Rock ‘n’ Roll Marathon. The 26-mile route (or 13 miles for half-marathon entrants) takes in some of the city’s iconic landmarks but there will be a musical twist – stages at each mile will host bands and runners will be able to celebrate

Running for 33 hours and 34 minutes, the entirely improvised comedy epic will transport audiences to the genteel 1950s countryside in a series of two-hour episodes. My favourite with... JULIA FORD Having starred as Lady Macbeth opposite David Morrissey at the Everyman in 2011, actress Julia Ford is appearing on the city stage once again in the Playhouse’s production of ‘A View from the Bridge’. The part of Beatrice Carbone in the Arthur Miller play is the latest in a long line of stage, film and TV credits for Julia, who has also featured in hit programmes including Waking the Dead and Moving On. Julia took time out from her latest role to share a few of her favourite things with Your Move.
Favourite thing about Liverpool:
The people - I know it sounds cheesy, so apologies for that but its true! Some of the best people I've ever met come from Liverpool and no matter where I live or what I'm up to I somehow always find myself back here. One of the best cities on earth.
Favourite musician:
My least favourite thing about doing ‘my favourite…’ is having to choose one of anything but ok, if I have to I'll go for Nina Simone - one of the most extraordinary artists ever.
Favourite venue:
As an actor, I really love intimate venues. As an audience member I like to really be able to see the actors close up and I also love new writing, so the The Bush Theatre in Shepherds Bush, when it was above the pub, was a favourite of mine. Now? Well I'm dying to see the new Everyman of course!
Favourite moment in your career:
Anytime I'm offered a job! I'm one of those that thinks ‘that's it’ every time a project ends so I'm always over the moon when I get another one.
Favourite film:
Ah now it's hard again. Ok ‘The Apartment’ is definitely one of my all time favourites. Brilliant story telling, beautifully made, great script, wonderful acting, funny and sad. Classic.
Favourite album:
Can I really only say one?! The White Album by The Beatles. It doesn't get much better than that.
Favourite holiday destination:
I love going on holiday and would be happy to go anywhere I've not been to already. I love Greece - I wouldn't mind going back to a magical little island called Symi one day.
Favourite book:
Anna Karenina. That's the easiest question so far (apart from the first one). I love that book. Genius.
