THE FIRST STAGE OF HELP TO BUY WAS LAUNCHED IN APRIL TO HELP BUYERS GET THEIR FOOT ON THE PROPERTY LADDER AND INCREASE DEMAND FOR NEW BUILD HOUSES AFTER MONTHS IN WHICH HOMES HAVE BEEN SOLD ACROSS THE COUNTRY HOW HAS HELP TO BUY IMPACTED ON THE MERSEYSIDE REGION? WORDS BY STEPHEN HURRELL

The government-backed Help to Buy scheme was a £3.5bn boost for homebuyers who could use a 20% government equity loan and a 5% deposit from their own savings to secure a 75% mortgage on a property they previously may not have been able to afford. The scheme, which was targeted at first time buyers but was open to anybody as long as they were selling their current home, has been hailed as a success across the region. Sandy Kelly, head of Homeshub, the North West’s Help to Buy agent, says: “In the last 12 months we have administered almost 1,000 Help to Buy sales across Merseyside and Cheshire, which is a huge increase compared to previous equity loan schemes such as FirstBuy. “There seems to be a much better understanding of how the scheme works and it genuinely helps purchasers who are struggling to raise a large deposit to buy a home.” Available on new build properties priced below £600,000, 150 homes have been sold in the first 11 months of the scheme in Liverpool alone. To put that into context, it places Liverpool in the top 5% of the 322 areas of the country offering Help to Buy and 16th in the overall list. Sefton, St Helens, Wirral and Knowsley have also recorded Help to Buy success with a further 286 sales across the four areas. The success has led to a second stage being launched several months early. Help to Buy stage two is available to buyers of second-hand homes via 5% mortgages offered by a number of national banks and lenders, with some of the risk underwritten by the government to encourage lending. Originally planned for January 2014, it was instead introduced in September 2013 in response to demand for the scheme. FIRST TIME BUYER BOOM According to the Council of Mortgage Lenders house purchase approvals exceeded 70,000 for the fourth month in a row across the UK in February.

In particular, the Help to Buy scheme has benefited first time buyers in the UK, with government statistics showing 15,000 properties have been sold under Help to Buy stage one and 89% of those went to first time buyers. Sandy explained: “The loosening of the eligibility criteria in April 2013 meant that the scheme was available to a much wider customer group, however, the majority of sales are still to first time buyers.” “We have also seen a big increase in the number of developers and house builders offering Help to Buy on their sites, especially small developers, which means an increase in supply of homes and local job creation. We are now the Help to Buy Agent for the whole of the North West and demand looks set to continue to rise this coming year.” Clare Noakes, regional sales manager for Lovell, adds: “Help to Buy has been a lifeline for house hunters in Liverpool – especially first time buyers who have really benefited. We’ve helped a number of Lovell customers in Wirral and Liverpool to move to their dream home – it is available on all our new homes in the North West.” HOUSE BUILDING In the April budget, Chancellor George Osborne announced Help to Buy would be extended to 2020 and with more long-term benefits for the region’s house buyers, it is expected to lead to a rapid rise in new housing developments across Merseyside. Some developers are already catering for Help to Buy customers with new

schemes opening this year. Claire Jarvis, sales director for Redrow Homes (Lancashire), which launched new show homes at the Highwood at Summerhill Park development off Thingwall Lane before Easter, says customers at the development were among the first to take advantage of the scheme. She says: “Help to Buy has been used by almost half (48%) of this division’s customers over the past year, helping those who perhaps couldn’t previously afford to get onto the property ladder to own a home of their own.” Across the region it seems housing developments are springing up, buoyed by rising demand under the scheme. Don Craven, managing director of house builder New City Vision, which is building three and four bedroom family homes at its Ellergreen development in Norris Green, says: “You have to remember Help to Buy was born out of the need to help home buyers become home owners at a time when a 10% or 20% deposit was needed by the mortgage lenders. It was also intended to kick-start house building in the delivery of new build homes. Help to Buy has been successful on both counts, with the numbers of new build starts up to 122,590, a rise of 23% on the previous year.” The success of Help to Buy in the region does have one particular knockon effect; house builders will need to supply more homes to meet demand in the coming years. Don says: “There is still a long way to go though. The industry needs to build around 250,000 new homes a year to meet demand.”

I’m moving to student accommodation for the next academic year, and the apartment I’m looking at is still being built. I’m told it’ll be ready but how can I get assurances, and will I be provided with temporary accommodation if it’s delayed?

I’m considering having a conservatory fitted but don’t know where to start. Is there any permission and checks on my home that I need to get sorted before I have one built, or that might affect the design I can have?

I’d advise using a company with a proven track record when purchasing a conservatory. Planning laws have changed over the years and restrictions have been relaxed however, depending on the overall size and design, they will result in you having to seek some permission. If you’re dealing with a company with a full-time surveyor on its staff then you’ll be in good hands and they’ll be able to take care of any necessary paperwork and drawings resulting in a smooth installation. As for design, everyone has different requirements and a site visit is always recommended. Be mindful of a central heating flue, main drains, steps and the position of your conservatory, to whether you want it to be plastered and have electrics or some other special feature. Only then will you have a clear picture of how big and what design to decide on. I’d always suggest obtaining three like-forlike quotes and only make your final decision when ready to proceed. Bear in mind it’ll take up to four weeks to complete.

Once you’ve signed a contract the landlord is obliged to ensure your accommodation is ready by the time your contract starts. If it’s not habitable they need to provide an alternative, and if this doesn’t provide cooking facilities you’re entitled to a daily food allowance. If you’re looking at accommodation that’s under development, ask your agent some crucial questions. How much experience do they have in managing developments under construction for occupation at the start of term? Do they have any reference sites they’ve rented during construction – were all tenants able to move in on time? Ask to speak with tenants who’ve rented from the agents whilst their accommodation was being constructed. You can also request regular updates on the building, as well as finding out their company policy for if your room is not ready by the start of your contract.

I always advise prospective bidders that it’s imperative to do as much research as possible before the auction by studying the legal packs, specifically in this case the types of agreements, terms of the tenancy and any arrears. Also as you are considering buying an apartment block you should investigate the position regarding any management company, service charges and any expenditure the landlord cannot recover. In regards to access, the auctioneers should try to arrange this. However, this is dependent upon the tenants’ cooperation as generally tenancy agreements will not specifically allow the landlord access to conduct viewings. If you are unable to view you could ask the auctioneer to see if they have inspected and, if so, are they prepared to let you see any photographs they may have. You should bear in mind there is always an element of risk relying on information provided by third parties.

Property guardians team expands property guardian company that allows people to live in former vicarages, police stations and schools has expanded its team due to high demand.

Ad Hoc, which allows people to live in vacant buildings in place of traditional security and maintenance, moved Daniel Walsh to a newly created role of account manager at the Merseyside office. Meanwhile, guardian co-ordinator Ian Taggart has joined the team and will be responsible for visiting properties once a month to ensure they are secure and being maintained to a high standard. Andrew Schofield, branch manager for the North West, says: “We have brought in Ian and created the post of account

manager for Daniel because we are experiencing a growth in the number of clients in the past 24 months. From private clients, to NHS buildings, to vacant libraries, we use buildings where traditional security has not worked. Sutton Kersh is celebrating another successful auction, after its April sale generated in excess of £6.5 million. In total 103 of the 119 lots were sold, equating to 86.5% of those on offer, with 30 being sold prior to the event at Liverpool City Centre

A show apartment will be unveiled at Knowsley Housing Trust’s (KHT) Bluebell Park development on 3 May, when a launch event takes place. Marathon success for law firm runner A member of the team at Liverpool’s Paul Crowley & Co Solicitors has completed this year’s gruelling London Marathon, raising funds for a local charity along the way.

rules to combat tHe risk

Gross mortgage lending is continuing to rise as the housing market continues to strengthen, but financial service regulators are determined to remove high-risk lending and people taking out mortgages they can’t afford from the equation. On 26 April the Mortgage Market Review (MMR) will come into effect, bringing a host of new rules for mortgage lenders and advisors in the UK. We take a look at how the changes will affect home buyers when it comes to securing a mortgage. The Financial Conduct Authority (FCA) first put the wheels in motion for MMR back in 2009, when it started with a discussion paper and later progressed to a policy statement and final rules being put together in 2012. According to the FCA, which regulates the financial industries: “It had become clear by the height of the market in 2007 that, while the mortgage market had worked well for many people, it had been a case of severe hardship for others. The regulatory framework in place at the time had proved to be ineffective in constraining particularly high risk lending and borrowing.”

WHICH MORTGAGES WILL BE AFFECTED? As the MMR aims to make sure borrowers can afford the mortgage they are taking on and are being sold a mortgage which best suits their needs, the new rules which are now being introduced will cover mortgages where a home is used as security for the loan, and also anyone who is looking to remortgage their home. Buy-to-let mortgages or second mortgages are not included.

Both lenders and intermediaries will face new rules, which will therefore impact on the information they need to provide to customers and also how they approve mortgage loans.

WHAT ARE THE MAIN CHANGES? Under the review, lenders will now be responsible for fully assessing whether a customer can afford the mortgage they are applying for, and also whether they will be able to afford the payments in the future. Therefore, the main change for anyone looking to secure a mortgage is the amount of information they will be assessed on. Lenders will now require further information and evidence on income, from payslips to tax returns, business plans and projected earnings. Meanwhile customers will also be asked to confirm how and what they spend for a basic standard of living, in order to determine who much people can afford to spend on mortgage payments. The FSA defines spending with three categories including ‘essential expenses’ such

as food, utility bills, council tax, transport to work and school and buildings insurance. Then there is ‘basic quality of living costs’ which factor in occasional essentials such as clothing, toiletries, TV licences, furniture and childcare; and ‘repayments and other commitments’ which include debts such as loans and credit card bills and child maintenance. Future affordability will also be considered, with lenders considering how interest rates are predicted to change and how this may impact on mortgage repayments, as well as looking at how mortgage payments will fit in with income expected to be received after retirement. Meanwhile anyone who has a mortgage and wants to remortgage with the same lender will also face the affordability checks if they are looking to increase the amount they are borrowing or making changes which might affect the repayments that they can afford. From swapping ice swans for toilets to sculpting an entire set for runaway television hit GAME OF THRONES and spending time with film legend QUENTIN TARANTINO, MAT FOSTER and his business partner MATT CHALONER have spent eight years running Glacial Art from its Aintree base. We catch up with MAT to discuss the art of ice sculpting.

How did you get in to ice sculpting? Myself and my business partner, Matt Chaloner, met at university doing a special effects course. We then got a job at a studio where we were making props and puppets for TV ads. We did a few costumes as well. We did one for Angelina Jolie on the Sky Captain and the World of Tomorrow film and one for Colin Farrell on Alexander the Great and a couple of Harry Potter bits and bobs as well. After that we set up our own company up north because there was nobody doing ice sculpting up here. There was a gap in the market and we’re both northern boys so that’s how we got into ice sculpting and how we ended up back in Liverpool. What makes Glacial Art different? In the past it’s been chefs working in restaurants who have started doing ice sculptures to go with big meals, buffets and banquets. Then they set up an ice sculpting business afterwards. We kind of came into it with the model making brains on us and that’s why a lot of our ice sculptures are unique. They’re basically models in ice rather than sculptures. How has model making influenced the way you sculpt? We’re still sculpting the ice but it’s the way we do it. We will make it in little pieces and fuse it together like a model rather than a lot of

people, who will have one chunk of ice and carve something straight from it. It gives that hard-edge look, that really technical look that we can get. What is the most challenging thing about sculpting in ice? It’s constantly melting, being wet and slippery. It’s also really heavy, making it massively difficult to work with unless you’ve got the right tools, equipment and the processes of handling and lifting it. It’s all very difficult and you’ve got to learn on the job. When we set up I hadn’t really done any ice sculpting. It was Matt who had done it in London and I’d helped him out a couple of times. When we were setting up here we made a swan and that was the first full ice sculpture I’d done. We’d just moved in to the unit and a builder was fitting the toilet. We were going to have to pay him £200. He was going to a wedding a few weeks later so we swapped the swan for the toilet instead! What do you specialise in? At the beginning it was weddings, birthdays and things like that. In the last year we’ve had sculptures at the Cannes Film Festival and we’ve done ice bars on the roof of a hotel for Smirnoff. In October we did a set for Game of Thrones. We got a call from, well, we didn’t know what it was! We were told it was a TV programme and they made it sound like it was a children’s TV programme. It was only after we were signed up that we found out it was Game of Thrones and it was a whole set that they wanted building. It was our biggest sculpture to date and it was incredibly exciting. I’d read all the books before the series even came out so I’m a massive fan.

How difficult was the Game of Thrones work? It was really hard, it was seven tonnes of ice shaped here in Liverpool then moved to Belfast. We had to get there at three in the morning to set it all up. It was just something you had to improvise. We had to make these things and get them into vans and over to Ireland. We managed and it went fantastically on the day of the shoot. Which of your sculptures are you most proud of? I think the Rolex watch one was great but I actually chopped the top of my finger off doing that one so it has a special place in my heart! The best one I’ve ever done is a dinosaur skeleton. The dinosaur took myself and Attila Olah, my apprentice, three days and it was about a ton and a half of ice. Are there any other notable sculptures? Myself and Matt got to hang out and go drinking with Quentin Tarantino for two nights when he came to premier ‘Death Proof ’ at FACT. We did an ice sculpture for the after party and ended up being part of his entourage for two nights. He’s another massive hero of ours. What’s next for you? We’re not trying to expand, we’re just trying to get better at our jobs. It’s a reflection of my personality. It’s not about making money, it’s about being the best. We do competitions every year in Europe. We’ve been to Latvia and for the last few years we’ve been winning. Every year we get a medal in one way or another and there’s nothing stopping us being the best in the world. We need to keep pushing ourselves, we want to go to Alaska next year for the world championships. It’s about getting better at what we do.

Liverpool’s annual LightNight ‘culture crawl’ will see over 100 of the city’s top creative and arts venues open their doors till late for over 130 free events. Starting from 4pm until late, LightNight 2014 promises musical performances, street theatre, exhibition launches and walking tours for all ages. The full LightNight programme has been revealed for the event, which takes place on 16 May, and highlights include a selection of events at Liverpool Cathedral including a psychedelic sound performance, the opening night of Turner Prize winner Grayson Perry’s exhibition, The Vanity of Small Differences at the Walker Art Gallery and St George’s Hall’s

annual late night ceilidh. Other events include live music and visual performances at Liverpool’s Central Library, a light, sound and projection show at the youth and community space at the new Everyman, and a candle-lit labyrinth at Liverpool John Moores University. The night will also include a special sneak preview of a secret, iconic building at the heart of the city’s Liverpool Biennial art festival celebrations this year. Many of the events will have World War One themes to commemorate the 100th anniversary of the outbreak of the war, says organiser Open Culture, which has secured funding from Arts Council England and Liverpool City Council for the event.

Liverpool Cricket Club prepares for beer festival Liverpool Cricket Club will host a four-day beer festival featuring over 40 unique beers, six variations of cider, and whiskey and wine. The Liverpool Beer Festival will take place from Thursday 1 May to Sunday 4 May at the cricket club on Aigburth Road, where over 1,000 guests are expected to arrive to taste the best of the ales and cider on offer. Alongside the traditional beers on offer, guests will also be able to visit a specialist whiskey bar and a wine bar. It will also include food stands offering pies, burgers, hot dogs and other snacks. Meanwhile, Liverpool Cricket Clubs first team will play Formby

on Saturday 3 May and Lancashire Ladies will take on Ireland Ladies on Sunday 4 May to provide some sporting entertainment for visitors to the festival, which returns for a second successive year. A boutique offering art and crafts events, styling and products has opened the doors to a new venue in the Baltic Triangle area of Liverpool. Situated on Brick Street in the heart of the city’s burgeoning creative scene, The Button Boutique held a launch party to showcase its new craft workshops for children, adults and elderly groups. The business was set up five years ago by Gemma Longworth as a way to “heal” after losing her brother in early childhood. After growing the business, Gemma has developed a range of workshops for bereaved families in partnership

with the Alder Centre, the bereavement service at Alder Hey Hospital, where her brother died. Gemma says: “We moved into the empty unit and gave it a real kitsch retro feel for the launch. The turnout was really good on the day and we had a great time. We offer activities for children suffering from bereavement. sPiCe lounge Albert Dock, L3 4AE Situated in the Albert Dock’s Atlantic Pavilion, Spice Lounge proved beautiful both outside and in. Arriving early, my guest and I were seated in the reception, where we found ourselves gazing at exposed brick walls, an impressive spiral staircase leading to their recently extended first floor dining area, and the combined fish tank and drinks table positioned between us, teeming with exotic sea life. Once seated at our table, the surroundings became more muted, with silver walls being the only point of extravagance in an otherwise elegant and dimly lit room, suitable for anything from first dates, to office parties. We drank, at the recommendation of our host, a deliciously citric Chilean chardonnay, and were presented with book-like menus, a quick scan of which led me to understand why Spice Lounge is such a firm favourite for locals and tourists alike. Spice Lounge, thanks to an astounding range of fairly priced dishes, is suitable for all pallets and tastes. The

huge menu offers a superb selection, from modern, sweet dishes to spicy classics, complete with an impressive choice for vegetarians, and though vegans and coeliacs may have a harder time finding something suitable, the friendly, attentive and informative staff is more than happy to suggest and amend dishes accordingly. To start, my guest chose the subtly flavoured Paneer Ka Soola; tender cubed pieces of Indian cottage cheese with marinated vegetables. I opted for Rapti Salmon; marinated salmon infused with honey and dill. Gently spicy and charcoal-roasted, the seasoning complimented the salmon beautifully, keeping the sweetness of the honey delicate. In fact, the only criticism of the dishes was their size: large enough to share, or to even have as a main course, upon finishing we were both distinctly aware of how full we were, and the disservice we were likely to give our main courses. I chose Prawn Gulnaar, a dish understandably recommended by the staff. It comprised of vinegar and

lemon soaked king prawns, cooked with semi-dry tomato and onion massala sauce, resulting in a dish that is slightly spicy, rich, and delicately zesty. I managed as much as I could, my enjoyment of the dish entirely overriding my full stomach, and briefly considered filling my pockets with the lemon rice (cooked with turmeric, chilli, mustard seeds and cashew nuts) to take home. Similarly, my guest found herself sadly full to the brim of her fragrant Palak Corn Mushroom, a beautiful spinach and button mushroom dish infused with fresh coriander and garlic, complimented by an incredibly fluffy Kulcha nan, stuffed with spiced onion and mashed potato. Spice Lounge is an exciting marriage between tradition and modernity, both in terms of the innovative food and the welcoming atmosphere. Go with an empty stomach, good friends, and plenty of time to kill. You won’t be disappointed…though you also may not be able to get up from the table, afterwards. Your Move 77

easter Fun at albert DoCK here was fun for all down at Albert Dock during the Easter Bank Holiday, as the famous tourist destination hosted free family entertainment. Giant seagulls flew in to greet visitors throughout the jam packed four-day event, which also saw balloon artists, face painters, theatrical performers and musicians add to the festivities. Meanwhile crafty children paraded their colourful Easter bonnet creations along the dock, as families made the most of the spring time sunshine. Young entrant Sean Lee was awarded a prize for his spectacular chick and egg Easter bonnet, as the competition brought the bank holiday events to a close.
