HMRC Second Incomes Campaign

HMRC have launched another of their campaigns, this time to encourage people who have a job are but who also have an undeclared self-employment alongside. Q: I have a full time job working for the NHS, but also do some catering evenings and weekends. This started off as favours to friends and family but has grown over the years, and is now quite regular, and to be honest I do make some money out of it. I would like to set things straight now as it is worrying me. A: The HMRC Second Incomes Campaign provides an opportunity for employees (and pensioners) who also have additional income that is not taxed through their employment or via Pay As You Earn (PAYE) to disclose any additional tax that may be due on the best possible terms for the taxpayer. This could cover additional income such as: • fees from consultancy or other services such as public speaking or providing training • payment for organising parties and events or providing entertainment • profits from catering • income from activities such as taxi driving, hairdressing, providing fitness training or gardening • profits from spare time activities such as making and selling craft items • profits from buying and selling goods, for example regular trading on ebay, market stalls and car boot sales etc. Q: What do I need to do and how much will it cost me? A: You will need to fill in a HMRC Second Incomes Campaign notification form to register your parcitipation in the campaign. You will then have four months to complete the process. As well as the tax (and possibly NI) you owe on your profits you will also have to pay interest and penalties, but by using the campaign your penalty is likely to be 0%, 10% or 20%. The precise percentage depends on the circumstances, which it is up to you to self assess as part of the disclosure. These penalty rates are much lower than those which would normally be charged by HMRC. When HMRC review your disclosure, they will consider whether or not the penalty you have applied is reasonable. If your situation is complex or goes back several years good professional help may be required, this would also ensure that the correct expenses are captured to reduce your tax bill. As with many decisions you really do need to take independent financial and tax advice. There was a time when buy-to-let was seen as the fastest and safest way to make money and provide an income, and indeed security, for the future. Then the credit crunch hit and all that changed. Lenders became reluctant to lend and buyers became scared to buy. The buy-to-let market was hit hard as lenders withdrew what they deemed to be risky products.

The irony was that at a time when lenders were making it difficult to invest in buy-to-let property, good quality rental property was more in demand than ever. Now with the recovery now well underway the market is returning to the investors’ dream it once was. Buy-to-let lending figures are currently at their highest levels since 2008 and the rates on offer for buy-tolet mortgages are at record lows. “The buy-to-let market is very buoyant at the moment,” says Colin Woods, branch manager at Sutton Kersh Lettings. “It’s becoming more and more of a popular entity for investors to go to. And it’s not surprising considering the yields being achieved can be anything between 8-11%.” However, investing in any kind of property, whether it be to live in or to rent out is a big commitment so it’s essential you do it correctly. Indeed, mistakes can prove costly. “One of the most common mistakes people make when it comes to buy-tolet is not using an agent to let the property and instead trying to do it themselves,” says Ian Taylor, lettings manager at Reeds Rains. “They end up getting too close to the property, they don’t do the necessary checks on potential tenants and often end up with a poorer quality of tenant.” And vetting the property is equally as important as vetting the tenants. “We have had people who have bought without viewings, particularly overseas investors who contact an agent and say ‘I have some money to invest, can I buy a property’,”

Housing Maintenance Solutions (HMS) is celebrating the completion of £5.2million improvements to 1,200 properties across Liverpool by opening a community garden. After installing 27 miles of fencing across Merseyside as part of an environmental project, the firm has converted a bog area in the garden of a property on Citron Close, Walton, into a miniature football pitch, vegetable patch and play area. Previously the garden, which is attached to a vacant property used by The Flowers Tenants and Residents’ Association as a headquarters, was a bog area that was unusable. HMS worked with Atlas Contracts to complete the garden in eight days and was opened with a ‘fun day’

for residents to see the finished garden. Paul Worthington, managing director of HMS, says: “We were really keen to work with the community to create a useful space for children of the neighbourhood to use safely. Our involvement in this scheme is part of our wider work in the community to help local people.” HMS used local labour and contractors to complete the £5.2million aesthetic and security improvements to Merseyside properties. Impatient property buyers are increasingly turning to short-term loans to cover a temporary cash shortfall when securing properties, says an industry expert. Bridging Finance Solutions says investors and home buyers who wish to secure properties quickly are no longer waiting for their long term funding to be in place. Instead they are opting for quicker bridging finance options to avoid missing out on the properties. The company has reported a 40% increase in bridging funding in 2014 compared to the same period last year, and customers are also opting for the financing option for probate, tax bills and cash flow while properties are re-mortgaged or sold, says Steve Barber, managing director of Bridging Finance Solutions. He says: “We are working with more and more mortgage brokers who in turn are advising clients to seek bridging solutions to achieve their aims. The market is finding its feet again but cash isn’t as readily available compared to pre-recession years and bridging will provide some customers with the necessary leverage from which they can complete their deal.” Steve says bridging loans are for equity rich individuals with limited time and cash, and they are “not competing with mortgage companies, rather complementing a traditional mortgage service”. With house prices rising, the number of people able to afford deposits has plummeted and lots of young professionals are finding themselves forced into the rental market. Becoming a property guardian is a cost-effective way to combat this as it allows individuals to save money for a deposit or in this case to fund a start-up company. The types of buildings that are on offer include vicarages, police stations and former schools. Guardians are given classrooms in which to create a bedroom which offers individuals a vast amount of space compared to a typical one bedroom flat. It is also worth considering that being a property guardian is flexible so if your situation changes you are not signed into a six-month or 12-month contract. You can choose to move between properties in the North West and nationwide if your business needed you to.

Unfortunately not. Until contracts are exchanged, anyone can change their mind about any aspect of the transaction and can even withdraw without liability to the other party. It is important to exchange contracts as soon as possible, so that the transaction is legally binding. After exchange of contracts you will have a definite date for moving, this is normally a week or two after the exchange but can vary. I suggest you persevere and apply some pressure. If in doubt you should contact HMRC and request a copy of your latest code and ensure this is the same as the one your employer is operating. If the code being operated matches your coding notice and you still feel that the tax deducted from your salary is incorrect then you should have a look at what your tax code is made up of. he achievements of more than 400 Merseyside apprentices were recognised recently, as the Liverpool City Region held its first Apprenticeship Graduation. Two ceremonies took place within the stunning Liverpool Cathedral for the event, which was the first of its kind in the North West and the biggest in the UK. The formal celebration, similar to a university graduation ceremony, featured guest speakers including world champion bricklayer and former apprentice, Ashley Terron and Jaguar Land Rover’s operations director and chair of the Employment and Skills Board, Richard Else. Siobhan Saunders, chair of event organisers the Liverpool City Region Apprenticeship Hub, says: “The ceremonies were hugely successful in showcasing the variety and value of apprenticeships and vocational learning, but more than that, they were fitting celebrations of hard work and dedication that might otherwise have been overlooked.”

Liverpool-based sculptor JULIAN TAYLOR has helped create some of the area’s most iconic and much-loved public artworks during recent years, having built the city’s symbolic Superlambanana and worked on popular Liverpool Lantern Co parades.

His most recent project is no different, as he was commissioned by the Mayor of Liverpool to create the poignant BAND OF LIFE sculpture as a tribute to the 96 who tragically lost their lives in the Hillsborough disaster. The piece was unveiled during the 25th anniversary service at Anfield. Julian talks to Your Move about the project and sculpting for the city.

How and when did it come about that you would be working on the Band of Life sculpture? Mayor Joe Anderson was looking to commission a piece of art to mark the 25th anniversary of Hillsborough. I was approached by Culture Liverpool who gave me more details about the project, emphasising the fact the Mayor wanted the work to light up – inspired by the lanterns used at the vigil in 2012. I sat and thought about it and came up with the design. I applied for the commission in early November, and then received the great news that I’d been successful. So what inspired the idea? It needed to be about love and remembrance, and so the one thing that does symbolise love is a wedding ring or a friendship band. I thought I’d keep it as simple as it can be, just a simple band with all of the lights in the band. What has the response to the sculpture been like? It was loved by everybody as far as I know and has had a very good response. It’s nice to be able to put something back into a city you’ve lived in for a very long time. It’s in keeping with your previous works isn’t it, in that it’s potentially an outdoor sculpture and it’s made from metal and there for the public? Yes exactly. I do like making public art and helping other people with structures, and working with people like the Liverpool Lantern Co making some of their quick structures. It’s just good to have this technical understanding of how things are made and being able to help other people turn their vision and dream into a reality.

The memorial isn’t the first time you’ve been involved in making something so importantly about Liverpool, as you also built the Superlambanana. Did you expect that to be as iconic as it has become? No. Initially people were saying ‘why do we need this thing and why does it relate to us?’, then the moment there was a threat of it being taken away people were saying ‘no, get off it’s ours’. It has been quite amazing to see how that one has grown in popularity and it’s so recognisable as a structure that you can just see its outline and people know what it is. Do you enjoy being able to walk around the city and see things that you’ve made that have become landmarks? Yes, it is kind of funny. Sometimes I don’t know where they are but I’ll go round a corner on my bike and oh there it is! That can be quite surprising, as these works often get re-sited while you’re doing other things. A lot of your work is based in and around Liverpool. What is it about creating art work for this region that you enjoy? It’s a good city, it’s a really nice multicultural, active city and it’s not so huge that you’re completely overwhelmed and don’t know what the other half is doing. It has a sort of village quality but is very multicultural. I love going walking too so Snowdonia is only a couple of hours away and the Lake District is only a couple of hours away. It’s just such a good city to be in and is still lively. Does the city being an art destination with events like the Biennial help the profile of your work? It does yes, and I know a lot of people who help with the ‘giants’ projects as well so I might be able to go and see Royal de Luxe’s workshops soon. Then the next project I’m doing is working with some lads at the Everyman and training them up to make a structure that then goes to Royal de Luxe to be used in one of their performances.

Do you particularly enjoy working on projects with and for people, and getting involved in the community? It’s nice to use the skills I’ve got as a blacksmith engineer. With something like a parade piece it may take a couple of weeks or a month to make to impress someone for 10 seconds and that’s it. The difference between making something that’s going to last 200 years to something that’s going to last two hours is just so brilliant that the diversity is quite amazing. It’s so much fun. Where do you get your inspiration from for your work? From other artists and looking at other arts. You don’t have to paint a Matisse to appreciate a Matisse, you can just look at the arts and be inspired. I really love music too and with some of my pieces I’m a reluctantly bad musician that tries to make music with a sculpture instead, so I did some bluebells at the Wildflower Centre and the actual bells are slightly bell-like and they have a chiming noise to them. Are there any other artists or sculptors who you draw influence from? I love Andy Goldsworthy’s work – he doesn’t get a lot of recognition. I do like Antony Gormley’s work as well and obviously it’s really lovely to have his work on the beach (in Crosby). I will also look at an engineer’s nuts and bolts and be inspired by simple engineering. When you got into engineering was it always your aim to focus on an artistic side of things? There was a certain lack of understanding about why I make stuff so I went to art college after meeting some artist friends, did fine art at Canterbury and did my degree at Liverpool John Moores. It’s always good to have a deeper understanding of why you make things and then that leads to inspire you to having an artistic thought process as well. A reigning Wimbledon champion will join the line-up of the Liverpool Hope University International Tennis Tournament for the first time, when the 2014 event takes place in June. AFTER WORK DRINKS After work drinks can be a celebrating of payday, a way to de-stress or an excuse to soak up some summer sun. At these venues, you’ll be able to wind down after a hard day’s work.

JAIL BREAK Bridewell, Campbell Square, L1 Tucked behind Liverpool ONE in a Grade IIlisted former jail, the Bridewell utilises former cells as handy drinking booths. A small but comfortable beer garden and a selection of continental beers and real ales – including the opinion-splitting, orange-infused Blue Moon offer something different from the usual lager brands and there are even burgers, mains and salads to choose from if you require some sustenance.

THE RIGHT TRACK The Railway, Tithebarn Street, L2 The business district has no shortage of excellent pubs. Thomas Rigby’s and The Ship and Mitre are two obvious choices in the area. The Railway is in the same mould, with a number of back rooms offering plenty of space and enough choice to keep real ales fans happy. There’s excellent ‘pub grub’ and a small outdoor area looking on to Tithebarn Street.

HIT THE DECKS Tavern on the Green, Kenyons Steps, L1 Liverpool ONE’s real ale pub has an extensive selection of ales and lagers on tap, as well as wines and spirits. There’s a cosy, modern interior and a large decking area that acts as a sun trap during the summer months. You can also enjoy brilliant views of Chavasse Park and Albert Dock while you enjoy a drink.

UPSTAIRS AT THE BLUECOAT School Lane, L1 3BX Liverpool ONE’s glassfronted restaurants, chain coffee shops and street vendors provide a plethora of lunch options for shoppers and workers of the city, but the best options can often get busy at peak lunch times, leaving me to search the city’s streets for a tasty lunch option away from the main eateries. The answer to my problems can be found within the city’s most historic building. The Bluecoat Chambers was built in 1717 and has been a centre for the city’s art scene for nearly 90 years. Housing four galleries, a number of art and other independent shops and pleasant courtyards, its ground floor café does a roaring trade when the sun comes out. Upstairs, in the appropriately named Upstairs Bistro, the fare is delivered with more of a restaurant feel. An ornate space with a clean, modern bar and tables aligned for the best views of the courtyard below, this is a quiet haven of culture and art to while away the lunchtime.

But is the food up to the high standards of the building? The menu boasts a varied selection including soups, lighter bites, sandwiches, ‘gourmet’ sandwiches served on ciabatta and a small selection of more traditional mains, along with alcoholic drinks, soft drinks, teas and coffees. My dining partner and I both opted for the gourmet sandwich menu, although a generous portion of linecaught cod presented to a nearby diner nearly had us swayed as we were ordering. Mine was a halloumi in ciabatta with hummus and butternut squash (£6.75). The balance between the ingredients was excellent, with the chewy halloumi perfectly cooked and the sweet butternut squash used sparingly so as not to overpower the dish. My dining partner went for the chargrilled chorizo ciabatta with baby spinach and cheddar cheese (£6.95) and was delighted to report the ciabatta itself was soft and fresh, a rare delight in your typical lunchtime

venue. Although he would have preferred more chorizo, there was a generous amount of cheese and all of the ingredients were fresh, with a tasty salad with just a touch of dressing accompanying the plate. The relaxed atmosphere and impressive views over the courtyard meant we lingered over more fresh choices – this time refreshing looseleaf tea from the extensive drinks menu, before it was time to rejoin the hustle and bustle of the city centre. The Bluecoat offers very little in the way of experimental flavours, and you’re unlikely to find Heston Blumenthal-inspired deconstructed desserts cluttering up the menu, but the food is better for it. The Bluecoat does filling, traditional food using fresh ingredients sourced locally where possible, ensuring the basics are done well. Coupled with a laid back atmosphere, eye-catching art exhibitions and one of the most beautiful buildings in the region, it is the ideal place to spend a summer’s afternoon. Your Move 77

DRINKS FLOWED AT BANK HOLIDAY FESTIVAL rowds enjoyed this year’s four-day Liverpool Beer Festival as they made the most of the bank holiday weekend. More than 40 unique beers were on offer during the successful event, which took place outdoors and in a marquee within the grounds of Liverpool Cricket Club from 1-4 May. Guests at the event could also choose from a varied selection of ciders, whiskeys and wines. A host of live bands provided musical entertainment as visitors tried the selection of tipples during the long weekend. Meanwhile, visitors of all ages also competed in games of table tennis during the festivities, which ran into the nights at the Aigburth venue.
