WHEN THE MORTGAGE MARKET REVIEW RULES CAME INTO PLAY LAST MONTH THE NATIONAL PRESS HAD A FIELD DAY WITH TALES OF BANKS RIFLING THROUGH WOULD-BE BORROWERS’ RECEIPTS AND ‘SPANISH INQUISITION’ STYLE INTERVIEWS IN THIS ISSUE WE LOOK BEHIND THE SENSATIONALIST HEADLINES AND DISCOVER JUST WHAT THE NEW RULES MEAN FOR YOU

In April the UK mortgage market witnessed its biggest shake up for 10 years when a new set of rules came into effect, governing how banks lend to borrowers. Following the credit crunch and the economic meltdown that followed it the industry regulator, the Financial Conduct Authority, decided to reform the mortgage market in order to avoid another crash. The reform was called the Mortgage Market Review (MMR) and its findings formed the new regulation, which came into play on 26 April. At the core of the new rules is a focus on affordability. In the run up to the credit crunch the general consensus is that banks were too risky in their lending. Mortgages were given to people who would struggle to afford them should rates rise even a little. Interestonly homeloans were taken out with borrowers banking on massive house price rises in order to pay them off at the end of the term. Self-cert mortgages were offered to people with no verification for their income or financial situation. Much of these practises were called time on soon after the crisis hit but the regulator sought even more stability in the sector and as such the MMR rules were introduced to promote responsible lending. WHAT DOES IT MEAN FOR ME? One newspaper recently likened the process of applying for a mortgage under MMR rules as akin to the Spanish inquisition. While that is obviously a wild exaggeration borrowers should be prepared to answer quite a few questions on affordability.

Your lender will want to know how much you usually spend on eating out, socialising, TV and internet subscriptions and mobile phone bills amongst other ‘luxuries’. If you don’t already have children you may be asked about your plans to have any in the future. If you are planning to start your own business or become self-employed your bank will want to know and if you have a penchant for a spot of gambling this may affect your chances. However, the whole purpose of these questions is to make sure you can afford the mortgage you are seeking. For the most part, people who apply for a mortgage do so when they feel they are in a position to manage it and, as such, shouldn’t face too many problems from the lender. In other words, if the bulk of your wages go on eating out and expensive gym memberships and you struggle to make ends meet you’re probably going to find it difficult to get a mortgage. But if you manage your finances well and think you’ll comfortably be able to cope with a mortgage then you should be fine. Be warned though, your bank will want to make sure you can afford your mortgage not just now but if interest rates rise too so it won’t be enough to show you can just about scrape by. You should also prepare for your mortgage application to take longer to be processed than it would have done before MMR rules came into play. Because lenders must have a tighter grip on affordability it is taking much longer for each case to be assessed. Some lenders don’t have the staff to handle the cases under the new rules causing further backlogs.

This is something that will hopefully settle down in time as lenders get their systems in order and become more comfortable with the new rules but it may take a few months to get to that point. HOW CAN I BOOST MY CHANCES OF GETTING A MORTGAGE? Your first step should be to get your finances in order. Check your credit score in the first instance. If it is not very good because you haven’t been very clever with your money then you’ll need to take a bit of time to sort your finances out. However, quite often credit scores are low because of things like not being on the electoral register or mistakes over debts that have already been settled. Be sure to check yours and fix any errors. Look at your outgoings and decide whether there are luxuries you could do without in order to make yourself a more worthy borrower. If you have other debts such as credit card bills and you can’t afford to pay them off make sure you are paying them on time each month to show the lender you know how to manage your money. Be realistic when searching for a house. The affordability questions are to ensure you can afford the property you’re buying – if you know you’re stretching yourself look for something closer to the middle or lower end of your price range. Finally, try applying for a mortgage over a longer term – such as 35 years rather than the customary 25. This will reduce your monthly repayments and thus make it more affordable in the short term. It is worth asking if you can make overpayments on the mortgage however, as this will help you to reduce the term over time.

Housebuilder Elan is on the lookout for new sites now that its Carnatic Court development is successfully taking shape. The company, which is currently developing the Mossley Hill properties to be in keeping with the surrounding area, says it is keen to speak with landowners who may have a “desirable” location for new homes. The REGEN 2014 conference, part of the IFB which launched earlier this month, will focus on transforming communities, towns and cities and the challenges developers face in doing so. Neil Townsend will speak on the first day of the two-day conference and will address the work taking place at Lee Valley in a shared presentation with Compendium managing director Neil Bullock, entitled A Liverpool Community Revitalised. The auction itself, held at the Liverpool City Centre Marriott, successfully achieved in excess of £4.8 million as more than 75% of the 91 lots were sold. However Cathy Holt, auction manageress at Sutton Kersh, says: “We are receiving a significant number of enquiries for stock which failed to reach the reserve on the day, but with most vendors still keen to sell I am confident of further sales.” A mix of residential and commercial opportunities were on offer at the June event, with a pair of three-storey houses in Wallasey which have been converted into 16 bedsits proving to be the best performing lot on the day. five-year plan to invest more than £200 million into providing new homes across the city has been unveiled by Liverpool City Council. The local authority has named private developer Redrow Homes, affordable housing provider Liverpool Mutual Homes (LMH) and building contractor Willmott Dixon as official Housing Delivery Partners for the ‘Building Our Future’ partnership, which is set to deliver 1,500 new homes and bring a further 1,000 properties back into use. Redrow has been lined up to develop a range of executive homes for sale and will identify and acquire land to enhance the council’s own development sites. Meanwhile, LMH is set to develop affordable housing by investing its own funding and attracting grants as well as seeking to bring 1,000 empty properties back into use, and Willmott Dixon will work on behalf of LMH to build new homes and refurbish the existing properties. Liverpool City Council will provide strategic planning and housing need information, as well as selling surplus land to the partnership for development. According to the local authority, capital generated by the sale of council sites and assets will be reinvested back into the partnership, which will look to employ local people and support local supply chains. A review of the city’s housing market is now set to be carried out to identify opportunities, and full delivery programmes for new-builds and refurbishments will be agreed by the partnership board before being recommended to the council’s Cabinet for consideration and approval in September. There will be an option to extend the scheme for a further five years.

I am interested in shared ownership but I am not sure if I am eligible for it. I previously owned my own home with my wife however we divorced and I am now renting again. Shared ownership allows buyers to buy a share in a property, pay a discounted rent on the remaining share and increase the amount they own over time until they own the property outright. Priority is given to those currently renting in social housing or current employees or recent retirees from the Ministry of Defence, however shared ownership is also available to people who have owned a property in the past but cannot afford to get back on the property ladder thanks to a change in circumstances, such as a relationship breakdown. As long as your household income is less than £60,000 a year you should be eligible. If you are successful you’ll need a mortgage for the share you are buying. Not all lenders offer shared ownership mortgages but several of the major high street banks do including Nationwide, Santander, Woolwich, Lloyds and Halifax.

I’m renting a home and I’ve made several calls to the landlord to repair some wear and tear in the property. As the things that need fixing aren’t an emergency, he doesn’t seem interested in responding quickly. However, as I’m paying full rent surely I have a right to have the property kept intact. Is there anything I can do?

L. Cole, L19 The best advice is to rent through an agent, who will do inventories at the start and inspection reports during the tenancy with photos so landlords can see if work is required. This is also to check the property is being maintained by the tenant because they too are responsible for maintaining it during the tenancy. As long as the tenant has maintained the property and the issues are work that legally the landlord is required to do then my first step would be to request, via email, that the landlord inspects the property. Always email so you have records of the landlord either not replying or being unreasonable. If they don’t respond then email the inventory along with photos of the repair issues, asking the landlord to respond in writing within 48 hours. If you don’t get a response then I advise that you contact environmental health within a week. They’ll contact the landlord and advise if repair issues need to be rectified.

M. Batley, L8 When moving home I would advise you to place your current home on the market before making an offer on a new property. When your home sells, you can then switch your house-hunting into high gear. Instead of looking around casually when you have time to spare, you make time every day of the week until you find the right property. An estate agent appreciates serious buyers and will make time for them, so by having your property on the market it puts you in a more proceedable position with your agent to get you out actively looking for your next property. In the worst case scenario if you can’t find your dream home the agent can always find you a property to rent, and you can then continue your search at your own pace. The rental market is really buoyant and there are some fantastic properties available.

LANDLORD LICENSING In 2012 Liverpool City Council first considered proposals to launch a Citywide Selective Licensing Scheme for landlords, in a bid to improve management standards of privately rented properties. The local authority has since put together a business case for the initiative and launched a 12-week consultation into the proposals, which have fuelled debate across the industry. As the consultation draws to a close, Your Move takes a look at the scheme and what it could mean for landlords if given the go ahead. WHAT IS BEING PROPOSED? Under the proposed Citywide Selective Licensing Scheme, all landlords with a privately rented property in Liverpool would require a licence for each of their properties. Liverpool City Council has come up with the scheme to form part of its ‘10 Point Pledge’ for private rented properties alongside initiatives such as the CLASS accreditation scheme, and suggests it will “help improve the quality of private rented properties in Liverpool and the social and economic conditions in the area”. A council document summarising the scheme lists driving up standards of tenancy management, helping to “empower” tenants, making poor landlords easier to identify, tackling low demand and promoting greater confidence in the rental market as benefits that it would bring. HOW WILL LANDLORDS BE AFFECTED? Fees for the licence are at the heart of controversy around the proposals as it’s estimated that an average of £500 per property for a five-year licence period would need to be charged, and there has been some suggestion that it’s a ‘tax’ for

landlords. However, the council has insisted there would be a ‘tiered’ structure with discounts for good landlords, and feedback from the 12-week consultation will help to inform any final decisions on the costs. Yvonne Marsden, senior lettings negotiator at Keppie Massie Residential, suggests this additional cost for landlords across the city would “penalise” those with who act above board and maintain their properties well. Meanwhile Louis Anastasiou, managing director of Andrew Louis, fears the scheme could “have a negative impact for both future property investors and tenants, as landlords will be compelled to increase rents just to cover these additional costs.” If the scheme gets the go ahead and landlords fail to apply for a licence, yet continue to rent out properties, they would face prosecution with fines of up to £20,000, as well as additional penalties if the situation isn’t remedied. The licence would impose mandatory conditions for landlords regarding gas certificates, smoke alarm maintenance and safety of electrical appliances to demanding references and issuing tenants with terms on nuisance and anti social behaviour.

WHAT DIFFERENCE WILL THE SCHEME MAKE? If the scheme is approved, it’s expected to be implemented by 2015. According to a council document, the local authority believes bad landlords who don’t invest in their properties will move out of the market, providing a “level playing field for good landlords” and improving the sector’s image, whilst good landlords will experience a “more professional and robust market and more sustainable tenancies” as a result. However, some industry insiders question whether the initiative will successfully root out wrongdoing. Louis Anastasiou, managing director of Andrew Louis, suggests an accreditation scheme for landlords and letting agents that is mandatory, using sanctions such as independent property inspections would “give the council the freedom to target non-members who do not act within the remit of the law and would avoid all the unnecessary red tape and excessive fees.” Meanwhile, Yvonne Marsden adds: “A lot is being done already. Landlords are being taken to court for things like damp and facing large fines, and tenants are savvy and letting agents are giving them a lot of advice.”

What does your job entail? Managing staff, new business networking, marketing campaigns, multi-agency and partnerships. There are general day-to-day property duties including valuations, viewings, inspections, landlord and tenant issues to deal with too. What’s your favourite thing about your job? I love my job and my staff. Even when there are problems, when they are resolved it’s such a sense of achievement. I also love when I’m offered a derelict property that needs refurbishing; it brings out the builder in me and I love letting my inner interior designer loose. What’s your least favourite thing about your job? Email. I am a technology freak but the downside is there is no escape. Most of the time I have my head buried in my phone responding to them! If you weren’t working in property what would you be doing? Probably a teacher or having my own nursery (or nurseries, if I’m imagining I might as well aim big). What are you going to do straight after this interview? Carrying out an appraisal, then meeting an out of town commercial company who wants our local help. INTERVIEW BY CHRISTINE TONER You’ve been a feature of the Liverpool music scene for some time now but for those that don’t know your story, how did you come together as a group? We formed over three years ago now after the split of The Maybes? (the old band four members of The Tea Street Band were in). Myself and Timo (Tierney, vocalist/guitarist) had been writing songs together and it just all fell into place from there. We had the songs and now we had the band to make the songs a reality. You released your debut album earlier this month, how has it been received? Very well which has been an amazing surprise to be honest. We all thought it was going to do well because we have faith in the quality of the record we have made but it is a lovely bonus that the public seem to be loving the album too! Will there be a tour to support the album’s release? Well, we have just finished a tour supporting

Jimi Goodwin (lead singer from Doves) and that was the perfect platform to do just that. It was amazing as most of the band are big Doves fans so it was like a dream come true for us. He and his entire touring crew are top, top people that I can only speak of in the highest terms. The album was funded via Pledge Music, tell us a bit more about how that worked… To cut a long story short, you set a target, place numerous options for people to pledge (buy) and then hope and pray you meet your target! Obviously it's more detailed than that but basically it was you, the public, that made our album dreams a reality by putting your hard earned wedge down and pledging. How important do you think platforms like Pledge Music are for new music? I think they can be a very helpful tool for getting music made. It works for large and small artists alike and it is becoming a more and more regular way to get an album out there and made. I think it is a great way for the public to actually get involved in the music business too. You can directly influence whether your favourite artist puts out another record so get pledging so people can keep on making some fantastic music.

You’ve toured Australia and the US over the last year, how was that? How is your music received outside of the UK? Again it is very surreal but it is going amazingly. The US is fantastic every time we go over and although you have to go through a hellish flight Australia is a great place. The fans over there just loved every second of it and we picked a fair few super fans over there who are in touch with us every day. How do you rate the Liverpool music scene at the moment? Very strongly but you are probably asking the wrong member of the band as I haven't been out in ages and I don't go to watch much live music. Bands like Bird, Silent Sleep and The Sugarmen are cool, Esco (Williams) is boss and a few more like RAW City and Jimmy and The Revolvers are doing good for themselves too right now. What is next for you? More and more gigs! A good few festival gigs to promote the album a bit more and hopefully a lovely long summer, which doesn't end! Chinese art transforms Duke Street

A public art project to transform derelict houses has been revealed on Liverpool’s Duke Street, as part of a year-long scheme celebrating the city’s Chinese community. Giant photographs telling the story of Chinese sailors and their families have been revealed to coincide with the International Festival of Business (IFB), which is now underway. The project, named ‘Opera for

Chinatown’, includes photographs of opera singer Grace Liu and 90-yearold Sing Zhay Woo, who is one of a handful of surviving Shanghai sailors who came to Liverpool during or just after World War Two. The photographs are part of plans to create a digital archive of oral histories and family photographs of the Chinese community. John Campbell and Moira Kenny, artists and oral historians known as The Sound Agents, are running the project and have set up a museum in

the Nook Pub on Nelson Street to allow people to share their stories. Councillor Steve Munby, Liverpool’s cabinet member for neighbourhoods, says: “This is a fantastic way for Liverpool to show an important part of its history to the world when the IFB comes to Liverpool. As a council we wanted to dress the city for the IFB and the Sound Agent’s record in bringing back to life the history of Chinatown made them a perfect partner.”

Simon Rimmer will launch the Elephant Pub & Bakehouse this summer

TV chef Simon Rimmer is preparing to launch a new venture in the city this summer, as he heads up the revamp of a Woolton Village pub. The Elephant Pub will close its doors on 22 June to undergo an extensive refurbishment, and is set to return at the end of July complete with a menu developed by the host of Channel 4’s Sunday Brunch show. With the new name of Elephant Pub & Bakehouse and a focus on quality locally source produce being lined up for the venue, Simon says: “Our aim is to ensure The Elephant is one of the best pubs for miles around. We aim to deliver knowledgeable, warm, friendly service and the very best food, brews, cocktails and coffee. “We’ll make as much produce as possible in our own kitchens in Woolton, and as well as our home cooked menu we’ll make our own pizza dough, bread, cakes, pickles, chutneys, lemonade and ginger beer.’’ A series of events will take place to mark the reopening, including a launch night on 1 August. PANNA KITCHEN & CANTEEN Silkhouse Court, Tithebarn Street With summer finally here most of us find ourselves preferring something a little lighter for lunch. I was lucky then to be given the chance to review the new spring/summer menu at Panna Kitchen & Canteen. Situated in Silkhouse Court on Tithebarn Street, slap bang in the middle of the business district, it’s not surprising that Panna is already busy when I arrive for lunch. A bright and cheerful looking venue, the staff are as welcoming as the décor as we’re met by owner Peter on arrival and shown to a table near the window. The menu consists of a selection of breakfasts, brunches and lunches (its opening hours of 7am4.30pm means it has no need for a dinner menu) with a large selection of delicious sounding sandwiches and salads. Panna prides itself on its love of fresh ingredients straight from the garden and sources many of its

ingredients from local producers, something which is clear to see from its menu. What’s more, its bread and baguettes are baked fresh every day in a stone oven. As it’s a sunny day my dinner date chooses the amusingly named ‘When chicken and piggy went on a diet’ salad, a summery combination of chicken breast, crispy smoky bacon, avocado, crunchy lettuce, baby spinach leaves and cherry tomatoes, served with balsamic vinegar syrup and extra virgin herb olive oil. Feeling a little more adventurous, I decide to try the spicy Mexican brunch, a Latin American-inspired dish comprising chopped sweet tomatoes, Spanish picante chorizo, chicken breast strips, sweet red onion, avocado, jalapeno and four beaten eggs, topped with matured cheddar cheese. Our dishes arrive quickly and both look delicious. My dining partner’s salad is a

good size and comes with a generous serving of dressing – which is often not the case when ordering salads elsewhere. There’s plenty of chicken and bacon and the cherry tomatoes are ripe and juicy. My Mexican brunch has a fiery kick and the chorizo and sweet red onion complement each other perfectly. I would have liked perhaps a little more chorizo and chicken as there wasn’t a great amount and this meant the dish was a little overpowered by the eggs. It was deliciously flavoured however thanks to the jalapenos and a sprinkling of cumin seeds. The efficiency with which we were served and the range of tasty light bites make Panna a perfect lunch time venue and, given its location at the heart of the commercial district, it’s not surprising it’s a favourite among Liverpool’s business folk. spectacular launch took place ahead of this year’s Brazilica Festival – the UK’s biggest Brazilian Samba carnival – bringing an evening of colourful entertainment to Alma de Cuba. The Latin American bar on Seel Street welcomed Liverpool Samba Dancers, who donned traditional Brazilian costumes, to perform at the event. A catwalk show also entertained guests, who were able to sample Brazilian-style cocktails and take a look at the new Brazilica Festival brochure during the evening. The annual Brazilica Festival begins on Friday 11 July and runs for nine days of dancing, music, exhibitions and film. On Saturday 19 July the city will be treated to a night-time carnival parade of lights, while a Brazilian market place will take place in Williamson Square.
