hile the measures were first announced back in 2013, it’s thought that Liverpool is only just starting to see the benefits of the now permanent office-to-resi rules. Originally set to expire in May 2016, the timescale in which to design and finance a scheme, even without full planning permission, meant there was a level of uncertainty for developers and residential agents in the city. “There is certainly an increased interest in [office to residential developments],” says

Debra Beach, branch manager at Keppie Massie Residential. “In the next three to six months we anticipate we will see some activity in this area judging by the enquiries we have been fielding over the last six months or so.” Research from Countrywide found that in the last quarter of 2013 and 2014 a total of 30 schemes, an equivalent of 12% of the residential units in the city centre development pipeline, were offices with permission to be converted into residential accommodation. Compare that to the almost 4,000 conversions

which were given the go-ahead nationwide, Liverpool was producing limited examples of the new measures in action. Contrary to what Liverpool City Council believed – it applied for swatches of the city centre to be excluded from the rules, only to be turned down – the measures haven’t resulted in swarms of commercial property being converted into residential accommodation. However, with the measures now permanent, conversions are beginning to hit their stride. Many of the developments now taking shape are within Liverpool’s commercial district and

omWORK city centre. An obvious location given the prominence of purpose-built commercial office space but also to target “first-time buyers who are more attracted to this type of stock” suggests Alan Bevan, managing director of City Residential. And while he says the measures are and will continue to affect the city’s traditional commercial district, he believes it is doing so in a “very beneficial way”. “Converting these buildings will attract residents into the city who will also make it easier for future employers to consider Liverpool as a suitable office destination due to the increased pool of talent,” he adds. Directly opposite James Street station, Victoria House is set to be converted in to 63 studio and one-bedroom apartments. With a train station on its doorstep and Liverpool ONE and Albert Dock a stone’s throw away, these contemporary apartments are marketed as ‘the perfect residential hotspot for young professionals looking for an urban living experience’. The seven-storey office block, scheduled for a February 2017 completion, is one of a number of office-to-residential developments happening in the city aimed at the rise of young professionals. A report released by Centre for Cities in 2015 found that the number of 22 to 29-yearolds living in Liverpool city centre nearly Victoria House is to be turned into 63 homes

quadrupled between 2001 and 2011. Citing the city’s rise in jobs for young professionals, the report suggests these people are willing to pay a premium to be able to walk to work, be close to shops, bars and restaurants and be surrounded by other young, professional, single people. Liverpool’s student population is booming and there are more job opportunities than ever for graduates, along with an increasing trend for city centres to be places where people shop, work and live. Many believe it could lead to pockets of new communities in the city, particularly in Liverpool’s city central and commercial districts. “The business district already has a thriving residential population with The Unity Building and St Paul’s Square particularly sought after, so a further fusing of the commercial and residential areas is inevitable,” says Debra. “The most successful commercial districts are those that offer a good balance of live, work and play and are not too ‘sterile’,” adds Alan. “Old Hall Street is an example of this which is growing its reputation to both live and work as the different uses complement each other.” In the heart of the commercial district, a conversion which has been in the pipeline since 2014 is 2 Moorfields. The 1980s office building, which remains empty except for the ground floor, has had plans approved to convert the building into 135 fully furnished compact ‘micro-apartments’. Micro-apartments are an increasing trend in

cities such as New York, where they are being developed in an attempt to create more affordable living space for young workers. This trend appears to be gaining traction in many big cities as one answer to increasing housing density and utilising space, and it could be an interesting model for Liverpool to exploit now permitted development rights are here to stay. For singles or couples who prioritise access to vibrant city life, micro-apartments like those being created at 2 Moorfields are emerging as a likely compromise between centrality, convenience and space. While office-to-resi developments aren’t exclusive to the city centre and the business district in Liverpool, the schemes in those areas do appear to be the most sought after. This month City Residential has launched Chancery House; a luxury conversion on the edge of Liverpool ONE which will include four penthouses and 33 one, two and three-bedroom apartments. The Grade II-listed building, built for the Gordon Smith Institute of Seamen and later used as offices, has been unoccupied for a number of years and is another example of using the new measures to redevelop an impressive Liverpool landmark. Although the majority of the planned office to residential conversions are yet to be completed, the pipeline continues to grow as the city gets to grips with the new measures and takes advantage of the sites ripe for residential redevelopment.

Breaking up is hard to do... It may sound harsh but if you’re going to leave your marriage then it’s best to split on 6 April for optimum tax savings and to give you more time to sort out the financial arrangements. This is one tax area that often causes lots of problems…

Q: I separated from my wife in February 2015. We are finally getting divorced now. We have two properties, our family house which was in joint names and a buy-to-let, which was just in my name. We have agreed that I will keep the main house and I will gift the buy- to-let to her to live in. My solicitor has just mentioned that I should check out whether there will be any tax consequences. A: When a couple are married and living together, if they want to transfer assets between each other they can do so without a charge to capital gains tax (CGT). But what many people don’t realise is that this tax benefit of marriage disappears at the end of the tax year of permanent separation, not on divorce. So, in your case you lost the ability to transfer assets between one another tax-free on 6 April 2015. Whether or not CGT will be payable depends on the nature of the asset. Your main home will qualify as being capital gains tax-free on transfer assuming that it was your main residence throughout the entire period of ownership. This is because of principal private residence relief which is a capital gains tax relief available on the sale or transfer of the main home. This relief is also extended for the last 18 months of ownership, so there will not be any tax charge on your ex-wife’s gift of half of the main home to you. There are reliefs which allow trading business assets to be gifted without a tax charge and cash is also exempt. The problem areas are likely to be second homes or investment assets – for example shares, or as in your case, rental properties. Even though no proceeds change hands, if the current market value of the buy-to let property is significantly more than you paid for it, then there will be a taxable gain.

INTERVIEW BY LAWRENCE SAUNDERS HOW DID YOU FIRST GET INTO RACING? My interest in racing started with my nan and dad - the typical Liverpool story of picking horses on a Saturday afternoon and trying to win thousands! When I was a very young lad I got into riding myself, I went to ride out for a trainer called Henry Candy during the summer holidays and obviously he told me I wasn’t good enough, which was very nice of him. I suppose I thought the next best thing if you can’t be a jockey is to own a horse. I went away and made my way in life worked harder and harder until I had enough spare money that I could tell the wife I was going to waste it on a horse. That’s what I did, so it’s really come from a lifelong interest in racing. YOUR SON JAMIE IS NOW RIDING HORSES HIMSELF HOW DID YOU FEEL WHEN HE DECIDED TO GO DOWN THAT ROUTE? He’d never ridden a horse until he was 19 – I used to struggle to get him to pat our horse never mind ride it! But he applied to The British Racing School in Newmarket, which I couldn’t believe. I thought he would be home in 24 hours to be honest, especially as he was more used to getting up at 4.30 in the afternoon rather than 4.30 in the morning, but he loved it and now he’s working for trainer Andrew Balding (Clare Balding’s brother) not far from Newbury. HOW DID YOU END UP OWNING SPLASH OF GINGE? We bought him at Doncaster Bloodstock Sales. He was unbroken, nobody had ever sat on him, he was unnamed – all he’d done was run round a field. But he was very well related; his mother is a sister to a horse called See More Business (1999 Cheltenham Gold Cup winner) so he is very well bred but he just didn’t look as good as the rest of them. We managed to steal him for £20,000 and luckily for us the ugly ducking turned into a swan. His third place finish on his last run has taken his earnings through £180,000 and anytime in racing that you’re spending less than you’re bringing in is brilliant.

HOW DID YOU COME UP WITH THE NAME? We had the name even before we bought him. It’s about my dad, his nickname was ‘ginge’ and I had a dream that I owned a horse called ‘splasher’, so I just put the two together. My dad’s still alive and it’s all part of the dream of letting my dad enjoy the horse.

“ I WENT AWAY AND MADE MY WAY IN LIFE UNTIL I HAD ENOUGH SPARE MONEY THAT I COULD TELL THE WIFE I WAS GOING TO WASTE IT ON A HORSE. ” HOW OFTEN DO YOU GET TO SEE THE HORSE? Well I’m back and forth quite a bit from Spain – my wife thinks I’m having an affair with Nigel [Twiston-Davies, trainer of Splash of Ginge] because every time I get a spare night off I whizz down there rather than going to see her. That’s part of the joy of it though. I know it might sound a little bit corny but to get up at six o’clock in the morning and go down to those gallops in the middle of the beautiful Cotswolds and to see your horse coming up that hill – it’s a beautiful feeling. That’s actually just as much fun as going the races and I’ve never quite understood why owners don’t do it more. WHY DO YOU THINK THERE IS SUCH A LACK OF RACING TRAINERS OWNERS AND JOCKEYS BASED HERE ON MERSEYSIDE? I think there is a massive north/south divide in racing in general. A lot of the northern trainers are struggling but I do think it’s starting to change. Two lads from Liverpool who went to the racing school are at Nigel’s and there’s obviously my lad. I think what you want from those lads is

Since I started, 99.9% of people have been lovely and very complementary about the horse but you still do get people who think that we shouldn’t be there. I think this is because to them you’re working class and as they see it you are ‘new money’. But that doesn’t just exist in racing – that’s in life. That’s the way I want it to be, with everyone involved. For me, in sport, at any level but especially at the top level, you need to show a little bit of emotion at times otherwise what’s the point in winning? I know sometimes I can come across as a bit of an idiot and just say whatever comes in to my head but I was talking to Clare Balding and the Channel Four Racing team and they think it’s really good that we do it like that. YOU GREW UP NEAR TO AINTREE RACECOURSE WHAT WOULD IT MEAN TO YOU TO WIN THE GRAND NATIONAL ONE DAY? I’m from Norris Green originally; I was actually born in a place called Sparrow Hall, which is L9 – the same postcode as Aintree. I went to school in Fazakerley at St Philomena's. You could walk across the field at the back of our school, past the hospital and you were onto the course where we used to play football! I’d love to stand there after winning it and say, ‘I’m retired – and so is the horse’ and just walk off! It’s 50/50 whether he will get in at the moment but it would mean everything if he did it. I know it sounds corny but I want to win the Grand National to show that, especially coming from Liverpool, anyone can do it. If you work hard and give it a crack – anyone can do it.

NEWS FROM NOWHERE

BLUECOAT BOOKS

Since opening in 1974, this not-for-profit bookshop has become a stalwart of Liverpool’s thriving offering of independent businesses. Stocking a range of radical literature to inspire people to make “positive changes to the world,” and showing support for campaigns over the years including that of the Liverpool Dockers, News from Nowhere is more than a bookshop it’s an inclusive community hub. Run by the Workers Co-operative, the store also stocks socially-conscious fiction and children’s books to titles required by students of Liverpool’s universities and colleges.

It may be tucked away inside the alternative Gostins Arcade, but Bluecoat Books stands out as one of Liverpool city centre’s go-to bookshops. Alongside a selection of art materials, the store’s new book offering covers a wide range of specialist subject areas from arts, crafts and music to fiction, travel and history.

KERNAGHAN BOOKS The oldest building in Liverpool city centre provides a fitting home for this sprawling shop, which sells books from over 400 years of publishing. Recent arrivals include a Liverpool local history collection of books published between 1760 and 1850. While away your spare time browsing through the shelves of rare, antiquarian and classic books in the bookshop run by Bryan and Alwyn Kernaghan, which may have only been in Liverpool for a few years but previously spent almost 30 in Southport.

GLADSTONES BOOKSHOP & CAFE This stockist of new and second-hand Christian books also doubles up as a haven away from the hustle and bustle of the city centre, as an in-store cafe rustles up homemade soups as well as cakes and hot drinks. Operated by The Gladstones Trust, a charity founded in 1820 by John Gladstone, father of former Prime Minister William Ewart Gladstone, the Slater Street outlet is also supportive of work to help homeless people.

PRITCHARDS BOOKSHOP Steve Pritchard has been running this varied bookshop at the heart of Crosby Village for almost 41 years. Expect something for all ages, as well as a mix of big name best sellers to local literature and works by new authors. Plus in-store events, promoted across the shop’s social media, provide opportunities to meet writers and pick up signed copies.

HENRY BOHN BOOKS There’s sure to be some gems in this Aladdin’s cave of second-hand books in Liverpool city centre. As well as stocking up on good reads across all subjects, visitors can also pick up some new music collection additions as the shop also stocks CDs and records across its two floors.

BROADHURSTS OF SOUTHPORT With four floors accommodating new books for all ages, including a dedicated children’s section, and rooms packed full of thousands of secondhand, rare and antiquarian books, this longstanding Southport town centre bookshop is certainly worth a visit. It also plays host to special events and book signings, with big literary names including the late Terry Pratchett and ‘Monty Python’ star Michael Palin among those who have previously visited.

WRITE BLEND Currently gearing up to host its own Blend of Words literary festival, culminating in a visit from novelist and screenwriter Frank CottrellBoyce to mark Write Blend’s first anniversary, the store has quickly established itself as a place to take advantage of life’s simple pleasures – a sofa, a cuppa and a good read. Downstairs the bookshop mixes books for all ages from new and established writers, while the Coffee Room upstairs serves a mouth-watering selection of cakes with a bespoke blend of coffee. Plus there are regular events including book club sessions, poetry nights and art classes.

LINGHAMS BOOKSELLERS There’s more to this award-winning bookshop than just books – although its selection suits all tastes and titles can be ordered in for customers. Venture over the water to this independent shop and enjoy a hot drink, milkshake or bite to eat in its coffee bar ‘Toast’. Then there’s the monthly book club and poetry evening and weekly children’s story time sessions, as well as a host of other one off events such as the forthcoming sold out visit from social media sensation and writer ‘The Unmumsy Mum’.

REID OF LIVERPOOL This bookshop may be a stone’s throw from Liverpool’s iconic Metropolitan Cathedral but it shouldn’t be overlooked as a striking city attraction itself. Specialising in a varied selection of antiquarian and out of print books, this shop within an old Georgian building was established in 1975.

READING IN THE REGION Here in Merseyside a whole range of events, initiatives and organisations are encouraging reading across the region.

The Reader Organisation This charitable social enterprise is working to connect people with literature and has a base right here in Liverpool. Head down to Calderstones Mansion House to check out shared reading sessions for adults, children and families, as well as the interactive Storybarn centre and a schedule of other events.

RARE OLD MOUNTAIN DEW Shenanigans, Tithebarn Street, L2 Tucked away on Tithebarn Street, you would be forgiven for missing this quirky Irish pub on your travels but it’s certainly one establishment worth tracking down. What it lacks in size it more than makes up for in spirit. You can always find a warm welcome here, along with a cracking pint of Guinness.

STREAMS OF WHISKEY The Liffey Bar, Renshaw Street, L1 Which of Liverpool’s Irish pubs serves up the best pint of Guinness is a hotly debated subject but The Liffey Bar on Renshaw Street can certainly lay a strong claim to the title. A jar of its beautiful black stuff will set you back less than £3 and with a friendly atmosphere and regular live music this is one alehouse you can’t afford to miss.

Chinatown isn’t necessarily the first place you would expect to find one of Liverpool’s trendiest foodie venues, but tucked away amongst some of the city’s most established Chinese restaurants, The Bagelry is quickly making a name for itself. As Liverpool’s first independent eatery specialising in bagels, The Bagelry is part of a growing fashion of food spots focusing on just one particular ingredient and doing it really well. It was started by friends Rhondda and Natalie who successfully ran the operation from home supplying independent cafés and coffee shops across the city before opening their own place after receiving incredible public backing. Despite being slightly off the beaten track, plenty had clearly got the message about The Bagelry as it was standing room only when my dining partner and I arrived on a chilly Saturday morning. Taking the last table remaining by the entrance and studying the menu, my date and I observed as a constant stream of patrons made their way into the café

REVIEW BY LAWRENCE SAUNDERS and queued up to take their pick from an impressive selection of sweet and savory bagels. Like us, plenty had decided to settle in for a more substantial portion choosing from The Bagelry’s limited yet intriguing menu. It didn’t take me long to pick the marvellous sounding Sunnyside bagel (£4.50), split in two with a fried egg in the centre of each. After consulting with our waitress, I was easily persuaded to spice things up a little by having mine served with a salted jalapeño bagel. The perfectly cooked runny egg complemented the salt and heat of the bagel, which was chewy yet still tender – an effect partly down to the high levels of calcium in Liverpool’s tap water which is similar to that of the bagel-making capital, New York City. My dining partner went for something a little sweeter with French toast (£5.50) made with The Bagelry’s own rich butter brioche and served with indulgent thick yoghurt

fruit compote topped with maple syrup. After finishing my breakfast bagel I thought it would be rude not to try one of The Bagelry’s most popular sweet creations. The Black Forest bagel with rich chocolate and morello cherry (£1.35) served with creamy cinnamon butter (£1.50) seemed a logical choice. Good bagels and good coffee go hand in hand. The V60 filter coffee (£2.75), which we drank throughout our meal, did just the trick accompanying both the sweet and savoury bagels well. Before I left I grabbed a quick word with Rhondda and Natalie - the latter was rushed off her feet in the kitchen. Speaking to the two owners their passion for The Balgery was evident – something that certainly came through both in the food and the inviting atmosphere. Whether you go there to pick up a fresh bagel to take home or to sit in and enjoy a relaxing brunch, The Bagelry is certainly worth seeking out.
