The construction industry, particularly housebuilding, is flourishing at the moment. As reported earlier this year, Liverpool has been part of a 25% rise in housebuilding across the country, which contributes 7,482 jobs in Merseyside alone. Behind the scenes though, a report by the Construction Industry Training Board (CITB) says the current skills shortage in the industry means an extra 36,000 new workers a year are needed to cover the demand for additional housing. Housebuilders are looking for ways to target this shortage, and one solution is to encourage young talent into the industry through apprenticeship opportunities. “An apprenticeship in the construction sector can provide the perfect springboard for a highly rewarding and successful career,” says James Glendenning, chief executive of Greater Merseyside Learning Providers’ Federation (GMLPF) and newly appointed judge of the Property Apprentice award at this year’s NWPAs. “Highly skilled, ambitious workers are in constant demand, especially in such a practical trade like housebuilding. “Apprenticeships offer the opportunity to learn your craft, be taught by experts with years of experience and progress through a company.” GMLPF is a non-profit organisation which champions and supports apprenticeship providers to raise standards and promote training, skills and apprenticeship opportunities. “The Liverpool City Region is undergoing tremendous change and development of late, with new housing projects and schemes continuing to take shape across the region,” adds James. “Therefore it is an ideal time for housebuilders to recognise the impact a young person can have on their business and see the value in apprenticeships.” All over Merseyside, developers have pledged commitment to training and employing young people in this way. Housebuilder Countryside recently announced it is creating 30 new positions in Knowsley through its Employment and Skills Plan. The initiative is a partnership between Knowsley Council and Countryside to build 583 new homes in the area over the next 10 years and apprentices on the scheme will be able to start their construction careers, learning skills in joinery, plumbing, bricklaying and decorating. “We’d like to encourage more young people to consider the options available to them within
the construction sector,” says Philip Whitehead, regional regeneration director for Countryside. “Through this initiative, apprentices will get the opportunity to gain industry experience, whilst developing the skills needed to flourish in their future careers.” In addition, developer Redrow is having an impact on the training of young people through its established apprenticeship scheme. The firm recently launched a drive to recruit a record 100 apprentices throughout England and Wales this year, including 19 new positions across Lancashire and North Wales.

They really are the lifeblood of the industry.” Trainees make up around 15% of Redrow’s direct employees, both on site and in the office through its apprenticeship programme for business administration, design and technical, and commercial roles at its divisional headquarters. The trade apprenticeships in bricklaying,
groundworks, plumbing and electrics are key for Redrow, allowing the company to discover exciting young talent, and ensure they are ready for the challenges of the future. Apprentices are mentored on-site by experienced professionals, earning whilst they work and attend college once a week to gain an NVQ qualification at the same time. “Trade apprenticeships provide skills that last a lifetime and are in high demand within the housebuilding industry,” says Clare. Liam Sargeant is one such student who has benefitted from Redrow’s apprenticeship programme. He began his apprenticeship after being encouraged to apply for a position at the company by the head of the Brickwork NVQ course at Warrington Collegiate. After starting work for Redrow in 2012, he has excelled, winning various awards including Apprentice of the Year at the Your Move Property Awards – now NWPAs - in 2014, and Apprentice of the Year for Redrow in the same year. “I’ve always found pleasure in constructing things from a young age,” says Liam. “When I was at school I was offered a chance to go to college and do courses in different trades. When I started, I enjoyed bricklaying the most.” Liam worked on different building sites during his apprenticeship including the Calderstones Grange development, which saw Redrow build 38 family homes in Allerton. Now he has graduated from college he’s been employed full time for the company on its trainee site assistant programme, demonstrating the great career progression that can come as a result of an apprenticeship. “I wouldn’t have got this trainee site assistant position without the apprenticeship, it’s been a massive help,” says Liam. “It’s kind of like doing another apprenticeship, just this time in site management. I’d like to progress as far as I can and I see it as a ladder I can keep climbing, up to site manager and further. “I’m so grateful for the experience it has given me, and the support Redrow has provided has been brilliant. I’d like to hope I’ll stay working for Redrow for the rest of my career.” Cases such as Liam’s show that housebuilding apprenticeships could prove to be a positive and sustainable future for young people; and if the apprenticeship system continues to produce high-class recruits such as Liam, then the future looks bright for Redrow, Countryside and the housebuilding industry too. Wear and Tear Changes The Government really has it in for buy-to-let landlords. We already have new rules which will start to come in from April 2017 which reduce tax relief on loans and the 3% SDLT surcharge on second homes which came in this month. For landlords who have no borrowing and whose portfolio is static neither of these changes will bite, but another change effective from 6 April will affect all landlords letting out furnished residential property.
Q: I let out three student houses, fully furnished and have always claimed the Wear-and-Tear Allowance, but someone tells me I can’t any more, what is happening? A: For most businesses (including the letting of commercial property), tax relief on kit you need to run the letting business is given via capital allowances on "plant and machinery". This has never been the case for items purchased by a landlord to use in a residential dwelling house, which is what student houses are classified as. Instead the "wear and tear" allowance was available, equal to 10% of rents (adjusted for any items which the landlord paid on behalf of the tenant like utilities). For many landlords this avoided a lot of work in recording what they spent, but was also basically beneficial, in that taken over the fullness of time the 10% allowance often exceeded what they would actually spend. This relief has now been abolished, with new rules coming in from this April. From now on a landlord will only be allowed the actual costs of replacing furniture, furnishings and appliances, which will need to be supported by receipts etc.
Q: I’m thinking of buying a new buy to let property which might need fitting out – what are the rules for that one – I would have always just claimed the 10% from the beginning? A: The new rules don’t give any tax relief for the initial cost of furniture or any other capital items. However you might like to be aware that although a landlord buying an empty property and equipping it from scratch gets no tax relief under the new rules, the same landlord buying an existing buy-to-let with old worn-out furniture and replacing it more or less immediately with new equivalents will qualify for "replacement" relief, and therefore be able to claim a tax deduction.

CITY AGENT GRANTED LICENCING SCHEME APPROVAL Residential letting and management specialist Andrew Louis has been approved by Liverpool City Council to act as a licence holder on behalf of its landlord clients. WHERE DID THE IDEA FOR ‘DULCE ET DECORUM EST’ COME FROM AND HOW LONG HAVE YOU BEEN WORKING TOGETHER ON IT? MK: We’ve been working with Mike Doran of the Liverpool BID Company for two and a half years on this project. We submitted two designs and decided to go with a WWI design to honour the soldiers and their families. Things have sped up now and we’re working with LJMU and its Merseyside at War archive. We recently went to view the archive - a very limited physical archive - just a small box, but we photographed it and also read some of the diaries from the soldiers in the trenches that have been transcribed and it’s heartbreaking. The work is going to focus on the human aspect; it’s not just an unknown soldier in a uniform. We’re looking at the families at home, the sisters, the mothers and so on. JC: The idea came out of conversations with Mike about somehow dressing the Lyceum building – it’s a great building but at the moment it needs some attention. As we started looking for funding we began looking at tying it together with the theme of the Great War. It so happened that the commemoration of the Battle of the Somme is on 1 July and we thought it would be good if we could get the design up on the building around the beginning of the month. We wanted to base that design around correspondence between people in the forces and their families back home. WHAT WAS THE THINKING BEHIND USING THE LYCEUM BUILDING FOR THE INSTALLATION? MK: The obvious link is the Lyceum used to be a post office and people are sad that is no longer the case. People are really angry about the Lyceum and the way it has just been left and it looks a disgrace. It’s terrible that so many beautiful buildings in Liverpool are just left to rot. JC: One of the ideas was to dress the building and bring some sort of focus and attention to it again so people start talking about it and see where any refurbishment or regeneration of the building can go. We also want to bring some energy back into the bottom end of Bold Street. The Lyceum building was of course at one point a post office and also originally England’s first lending library. In a way it has always been a building of letters so we thought of this communication theme and
taking a look at how things were between families in this period. The Lyceum is a chance to tell a story. I must be from one of the last generations that have a connection with the war in the sense that I can remember my grandfather who fought in the war. I suppose generations after me won't have that connection so there is something very poignant about this installation as the Great War is moving into history in a very real sense now – out of personal memories and just into the history books. THE LYCEUM IS CURRENTLY VACANT JUST LIKE THE BUILDING WHERE YOUR ‘OPERA FOR CHINATOWN’ INSTALLATION IS SITUATED WHAT IS IT ABOUT VACANT BUILDINGS THAT YOU THINK MAKES A GOOD CANVAS FOR ART? MK: In the late 1960’s and early 1970’s, when I was a little girl, there were lots of derelict buildings left over from the war and they always fascinated me. I spent a lot of my time playing out in these derelict buildings and on bombsites! JC: For me, buildings such as the terraces on Duke Street and the Lyceum give you the opportunity to tell a story – it can be like a museum or art gallery on the street. With the Chinatown project, it really tells the story of the community that we’d met there and their families. That story is not obvious on the street; you can’t see it as you're walking down Nelson Street. It’s about what happens in the front rooms and the homes of those families. With people’s stories, the background material is often more interesting than whatever is in the spotlight. DO YOU HAVE ANY OTHER PROJECTS ON THE HORIZON? MK: We have put in an application to 14-18 NOW to see if we can be commissioned to do a seperate exhibition on Bold Street, also to be named ‘Dulce et Decorum Est’. What we really want to do is get everyday people involved in the project. Mike is looking into getting us an empty shop and turning that into a gallery space where people will be able to come and talk to us and bring along items related to the war for us to exhibit.

artenders and attendees enjoyed a day of prizes and carnival fun this month as Liverpool’s Bierkeller hosted its first ‘Barnival’. Participants went head to head in competitions to showcase their drink making skills during the quest to find a ‘complete’ bartender. Pouring the correct amounts, speedy drink making, ability to excite the crowd and judging panel while mixing, and creativity in inventing cocktails were all put to the test during the competition. More than £1,500 worth of prizes were up for grabs on the day, which also saw entrants receive raffle tickets and take part in carnival-style games such as ‘Hook a Drunken Duck’, ‘Five of the Best’ and the coconut shy-like ‘Shot Shy’. The event ended with the winners of each drink making competition category competing in a final.

A Tale of FOR MORE THAN HALF A CENTURY LIVERPOOL HAS BEEN TWINNED WITH THE GERMAN CITY OF COLOGNE THE TWO DESTINATIONS HAVE BONDED OVER THEIR SIMILAR STRENGTHS IN ART AND CULTURE THROUGH TO THRIVING INDUSTRIES YOUR MOVE DELVES INTO THE HISTORY OF THE PARTNERSHIP AND TAKES A LOOK AT WHAT THE FUTURE HOLDS AMID UNCERTAINTY OVER BRITAIN’S POSITION IN EUROPE
It was in the aftermath of World War II that the relationship between Liverpool and Cologne was formed. Thought to be the first cities in Britain and Germany to be officially twinned, the two destinations were brought together in 1952 as a symbolic act of peace and reconciliation following a bloody war. The relationship was also forged for prosperity; promoting cultural and commercial links between the UK and Germany and to boost trade and tourism between the countries. Both Liverpool and Cologne are maritime cities in the North West: Liverpool lies on the banks of the River Mersey whilst Cologne occupies both sides of the River Rhine, with each famous for their spectacular waterfronts. Both are young and vibrant cities with famous universities, and the people even have their own unique dialects: Scouse and Kolsch. Comprising a variety of architectural styles, Cologne is renowned for its Gothic architecture whilst Liverpool boasts the biggest Georgian quarter outside of London.

‘If you want a cathedral, we’ve got one to spare’ sings Pete Mcgovern in his folk song ‘In My Liverpool Home’, nodding to the sense of regional pride associated with Liverpool Cathedral and Liverpool Metropolitan Cathedral. The former is particularly spectacular and, as Britain’s largest cathedral, it’s a huge tourist attraction. Similarly, Cologne Cathedral is a sight to behold. Recognised as a UNESCO World Heritage Site, the cathedral, with its unique filigree twin spires, is thought to be
the most popular tourist attraction in Germany. However, it’s not just impressive religious buildings that provide a link between the cities, but also the faith communities. In 1908, long before the cities became officially twinned, a group from Cologne travelled to visit Liverpool Cathedral, which at that time was still being built. More than 100 years later, the relationship between the church communities continues to play an important role in the link between the sister cities. Clergy and church members organise regular exchanges to take part in special events. In 2008 for instance, cathedral choirs from both cities came together to perform Benjamin Britten’s ‘War Requiem’ to celebrate Liverpool’s year as European Capital of Culture.
TRADE AND BUSINESS When it comes to business, Liverpool and Cologne share a mutual industrial heritage. Liverpool is built on trade and has a historic position as one of the most important trading ports in the world, so it’s unsurprising that its sister city is also known for its trade and transport links. Cologne, due to its position on the River Rhine, boasts the second biggest port in Germany and one of the largest in Europe. As part of the 60th anniversary of their official twinning, Liverpool and Cologne announced a shared commitment to boosting economic activity between the cities as well as working collaboratively on tourism and for joint bids on European funding. Should Britain vote to opt out of the EU in the upcoming referendum, this will have

Two Cities significant implications on both tourism and trade between the UK and the rest of Europe and could affect the relationship between the twin cities. Travel between Liverpool and Cologne may require a visa, adding red tape and additional cost to a trip. However, it’s the potential for loss of trade which is the main cause for concern for Britons wishing to stay in the community. Many believe exiting the EU would not be beneficial for business as it will restrict market access, make trading within Europe more difficult and could potentially leave the UK financially worse off.
ART AND CULTURE Arguably, the main tie between Liverpool and Cologne is based on art and culture. Both cities are important centres for contemporary art within Europe and this has been a driving force for creative exchange. The artistic landscape of Liverpool in particular has changed dramatically over the last 30 years in keeping with the city’s economic growth. The likes of Liverpool Biennial, Tate Liverpool, Bluecoat and FACT have had a significant role to play in putting Liverpool on the map as an art city. Over the years, artists from Liverpool and Cologne have made the most of their cities’ artistic and cultural merit. In 1989 an exhibition entitled ‘Art from Koln’ spent three months at Tate Liverpool with the aim of showing the quality and diversity of the work of artists living in Cologne. In response to the success of similar exhibitions came ‘Eight Days a Week’, a grassroots and artist-led organisation set
up in 1998 by Liverpool artists Pete Clarke and Bryan Biggs. Eight Days a Week, named after the Beatles song, facilitates unique cultural exchanges for Liverpool and Colognebased artists. Reaping the rewards of European funding and collaboration, it has sustained momentum for almost 20 years. “I would hope most artists are internationalists and would want European cultural exchanges and collaborations to continue and prosper within a more open and reformed EU,” says Pete Clarke, artist and founder of Eight Days a Week. “The Liverpool Cologne Project is based on artists’ common interests and values and hopefully would respond to changing different political outcomes and scenarios.”
THE FUTURE Since Liverpool and Cologne were brought together as twin cities more than 60 years ago, the ties between them have remained strong. In areas of faith, business and art the relationships formed have been particularly fruitful, allowing for all manner of exchanges and collaborations something Liverpool City Council is keen to uphold. “Whatever the outcome of the referendum, we will remain twinned with Cologne and will remain close links with the city,” says a spokesperson for the local authority. Ultimately, it’s the people that make a city and, regardless of whether we opt in or out of the EU during the upcoming referendum, it’ll be the people of Liverpool and Cologne that keep the relationship between the twin destinations alive.

BY NAME AND BY NATURE The Dead Crafty Beer Company, Dale Street A recent addition to Liverpool’s thriving craft beer scene, The Dead Crafty Beer Company is already making waves. Twenty taps and a wide ranging selection of bottles cover locally brewed beers as well as beverages from far flung destinations such as New Zealand. Plus pub staples such as quiz nights are being thrown into the mix for a lively atmosphere.
Reminiscing about my travels to Asia, I had high hopes for the new Busaba Eathai restaurant. Don’t let its modern interior fool you, Busaba has kept its menu authentic and vibrant, and has you dreaming of life on a hot Thai island. The eatery prides itself on its ‘casual dining’ mantra, and it’s a vibe you instantly get when entering. Tables are simply laid with paper place mats, chopsticks (a fork and spoon if you haven’t quite got the hang of them yet) and condiments to ‘pimp’ your meal – soy, hot chilli and fish sauce. Although modern throughout, Busaba nods towards its traditional roots; rice is served in authentic ceramic dishes and the place mats give you titbits of cultural information. For example, did you know Bangkok is the longest named city in the world? (Its full name consists of 169 characters). Arriving on a week day evening, the restaurant was already quite busy with a gentle hum of noise throughout the open plan space. The menu gives you plenty of options, whether you prefer curries, rice, stir fries, noodles, small plates or Busaba’s take on ‘Modern
REVIEW BY HANNAH FOWLER Bangkok’ and selected specials. To start, we ordered a fresh lemonade and spiced apple juice along with prawn crackers and sweet chilli sauce (£2.50). Next, I ordered the goong tohd (£6.95) - breaded king prawns with chilli lime sauce. The prawns were cooked perfectly and the sauce gave the dish that extra kick. My dining partner chose the fish cakes (£6.25) with a cucumber and peanut relish. These were full of flavour and when paired with the relish, gave a good balance of sweet and sour. For the main event, I decided on the jungle chicken curry (£10.25); with succulent grilled chicken, Thai aubergine, bamboo shoots and French beans, the different textures were well balanced and the sticky rice was a good accompaniment. With a three chilli rating be warned - this curry is spicy! For a curry on the milder side, my partner’s dish would be the perfect choice. The mussaman duck (£11.95) with potato, peanut, star anise, cinnamon and onion gave a unique but
delicious taste. The centrepiece of the dish was the duck - falling off the bone and mouth-wateringly tender, it was packed with rich, aromatic spices and was a particular highlight. Wanting to try even more of the menu, we ordered a side of Thai roti (£2.50) and sweet potato fries (£3.60). A popular fixture in Thai street food, the roti bread was moreish and ideal to dip into our curries. The fries had just the right amount of spice to balance the sweetness and were cooked just how you want them – crispy on the outside and soft in the middle. The food, alongside the friendly service, made for a great, relaxed evening and I could happily return and try more of the menu’s delights.
