he appeal of vacant school sites to developers and housebuilders is obvious. Often large and located in the heart of well-established communities without infringing on public green spaces, plots like these can be hard to find. When it comes to building on former school sites, one criticism which has previously been leveled at housebuilders is that the housing stock created is too expensive and geared towards the very top end of the market. In 2014, the Liverpool Housing Partnership was announced by Mayor of Liverpool Joe Anderson with the remit of “improving and extending” the city’s range of housing options by delivering 600 new homes across the city including 360 for affordable rent and 240 executive properties. The programme aims to supply the homes by March 2020, with further schemes being brought forward as the partnership seeks to provide a total

of 1,500 new houses and 1,000 refurbished properties. The partnership between the local authority, Redrow, Liverpool Mutual Homes (LMH) and building contractor Willmott Dixon was officially ratified last year before a list of 17 council-owned surplus plots was published which featured several former school sites. Stand out schemes in the pipeline include the development Holly Lodge school in West Derby which has been earmarked by Redrow for 51 high end properties, with the former Watergate School in Woolton lined up to become the housebuilder’s exclusive ‘Knights Park’ estate. Closer inspection of the mechanics of the housing partnership show that land receipts generated from the sale of the council-owned plots are to be ring fenced for future housing investment and to help subsidise social housing developments where the value of the land doesn't cover the cost of the project.

This approach means the council is therefore not required to fund the programme from its own resources but can instead reinvest the money received to support the delivery of the programme. In fact, in the case of Holly Lodge and the former Redbridge and Bank View schools (pictured), a proportion of the capital receipts received by the council have been used to fund work on the new school sites. Redrow has also recently been granted planning permission for 22 homes on the former Ernest Cookson school site in West Derby which will include five affordable properties to be delivered by a housing association. “School sites are great to develop because you don't often find sites like that in residential areas,” explains Faye Whiteoak, development director for Redrow in Liverpool. “It’s unusual to find sites which are that size under one lease or freehold and they are usually in established neighborhoods with quite a large population which is always important when you’re selling houses. “At the moment there are six sites which we have either purchased or are now in the planning process on which were former school sites. They were sites which were included in the partnership programme because of the demise of the government’s Building Schools for the Future (BSF) scheme which went down during the recession.” Faye dismisses any suggestion that Redrow is given first pick of the more ‘glamorous’ plots, maintaining that some sites naturally fall into the LMH category with others more suited to Redrow. “You tend to find that housing associations, especially in Liverpool, are quite territorial meaning they like to operate in certain areas,” she adds. “For example other associations might want to stay out of areas like Speke because that's where South Liverpool Homes operates. There are sites which would be interesting but they know that other housing associations operate in that area.” According to Labour councillor Sharon Connor, who represents the Allerton and Hunts Cross ward, more can be done to provide a mix of both affordable and executive housing in the south of the city. “We understand there are lots of people struggling to get onto the housing ladder - that’s why we are investing in and supporting affordable housing projects,” she says. “But the city also lacks executive housing. There are too many people who have well paid jobs in the city but who don’t live here because we don’t have enough executive homes. Our job is to meet all levels of housing market demand in Liverpool.” It’s not just the Liverpool Housing Partnership which is involved with residential developments on former school sites here in the city region. Housebuilder Countryside is currently on-site at the former Gatacre School on Grange Lane where work is progressing on a mix of 200 three, four and five-bedroom detached and semi-detached homes. In 2011 the secondary school relocated from Gateacre to Belle Vale and a state-of-the-art £35 million building with high tech features including wind turbines and a cyber café. Moving out of an area which had been its home since 1957 was, of course, a big change for
BEFORE & AFTER Liverpool’s first comprehensive but the switch has proved a positive one according to the school’s deputy headteacher, Catherine Chapman. “We are now in the heart of our community and closer to our students,” she says. “Due to our new location we are on main transport links to and from the city centre and we are also closer to other areas which may not have felt as ‘local’ in the past, such as Halewood, Huyton and Widnes.” Although Catherine believes the school has always maintained positive links with the local community, the move to Belle Vale has made it more central and provided it with increased opportunities to work closer with local groups and associations. “Our BIG Little Library based in Belle Vale Shopping Centre is a prime example of how the school works with its community, providing books, events and workshops all free of charge.” It’s not just education providers and communities which can benefit from new up to date school buildings like Gatacre – housebuilders alike are also noticing a knock-on impact on property demand in areas chosen for relocated schools. “With the school sites we have been working on, the schools have been moved to better facilities, usually on the doorstep, and that’s seen as being very attractive for that neighborhood when it comes to selling houses,” Faye adds. Similar to Liverpool City Council, in 2015 Knowsley Council announced a housing partnership of its own between the local authority, Countryside and LMH to build 583 new homes across the borough ranging from two to five-bedroom properties including some affordable homes available on a Shared Ownership basis. The partnership identified five former school playing fields and leisure centre sites in the area for housing developments, including the former Mackets School playing fields in Halewood where Countryside is now building 50 new homes. Alongside this, the council has since earmarked eight former school sites for residential schemes including the former Bowring Comprehensive in Huyton, St Edmund Arrowsmith in Prescot and Stockbridge Comprehensive, to contribute towards the partnership’s target in the future.

NEWS Demand prompts early launch for Aigburth homes
HB KITCHENS REPORTS POST-BREXIT UPTURN Pre-Brexit “scare stories” about plummeting house prices and rising costs haven’t come true according to a Liverpool interiors firm.
Elan Homes opened up the sales office at its Aigburth Grange development on Aigburth Road, despite originally not planning to launch the scheme to buyers until early 2017. House hunters were given the opportunity to reserve selected properties off-plan during the launch of the scheme, which will feature a mix of two, three and fourbedroom homes. The development will feature mews, semi-detached and detached houses featuring Elan’s Regency Collection designs. Marie Morris, sales director for Elan Homes in the North which previously achieved success at the nearby Carnatic Court development, says: “We’re really excited to be back building and selling homes in South Liverpool. “Originally we’d planned to launch Aigburth Grange in early 2017, but due to the volume of enquiries we’ve received to date we decided to bring the launch forward.”
Just two months on from the referendum, HB Kitchens is said to be seeing business stabilise after an initial lull following Britain’s vote to leave the European Union. Company director Julien McDonald claims orders have begun to increase and potential partnerships with developers have emerged. Julien attributes the upturn to Brexit not proving “as volatile as expected” for the housing market, along with a recent decline in the consumer anxiety stirred up by the referendum result. There hasn’t been a big hit factor so far. GLEESON PROVES A HIT WITH FIRST-TIME BUYERS Housebuilder Gleeson Homes has seen an upsurge in sales to young first-time buyers according to its latest figures. The St Helens-based firm sold more than 70% of its homes to first-time buyers in 2015, 80% of whom previously lived in rented accommodation or still with their parents. Across the country, 65% of Gleeson homebuyers are younger than 30 with a third under the age of 25. Here in the region, Gleeson’s Peel Court development in Bootle has proved especially popular with young first-time buyers. Simon DiCanio, sales manager for Gleeson Homes, believes features at Peel Court such as good quality commuter links and close proximity to shops has been key to the scheme’s popularity with younger buyers. SUTTON KERSH SEES AUCTION SPIKE FOR SEPTEMBER Liverpool agent Sutton Kersh has reported a spike in instructions for its September auction, with more than 140 lots set to go on sale. Land, vacant houses, churches and tenanted residential properties in Merseyside and further afield will go under the hammer at the 15 September event. Highlights from the catalogue, which also features commercial premises, include a nine-bedroom town house on Edge Lane with potential as student accommodation. The property has a guide price of £250,000 and could generate a rental income of just under £40,000 per annum when fully let. NEWS AGENT CALLS FOR FURTHER CLIENT MONEY PROTECTION Liverpool agent Andrew Louis has added its voice to calls for the Client Money Protection (CMP) scheme to become mandatory. The government is holding a public consultation to determine whether renters’ and landlords’ money is adequately protected from letting agent fraud or bankruptcy, and explore whether the voluntary nature of CMP should be reviewed. Outlining the need for the scheme to become compulsory, Andrew Louis’ managing director, Louis Anastasiou, says: “Approximately £2.7 billion is held in client funds and this is not regulated. Agents can use this to fund their business, which jeopardises the consumers’ interests because there is no protection for them if the company goes under. “Mandatory CMP will enhance customer service and peace of mind, whether the consumer is a landlord, tenant or an applicant. The scheme will ensure all money collected on behalf of landlords or tenants is protected.” Louis also believes compulsory CMP will benefit the industry by helping regulators root out rogue agents which are operating illegally, claiming the government’s Property Redress Scheme is not enough. He adds: “The Property Redress Scheme is not enough to clean up our industry and weed out the rogue letting agents operating in the city. More needs to happen and a compulsory CMP initiative is the next step.”

Property developer Forth Homes has secured a new site in Rainhill for its latest housing scheme. The plot, a former social club in Warburtons Hey, is to be redeveloped into a mix of 10 three and four-bedroom semi-detached and detached homes. LOVELL HELPS OUT CLAIRE HOUSE WITH FURNITURE DONATION Housebuilder Lovell has lent its support to Claire House by donating unwanted show home furniture to the local children’s hospice. The furniture and accessories will be sold ‘as new’ through the Claire House shop at Hunts Cross Shopping Centre, with profits going back to the hospice. The developer, which is about to release a new phase of homes at Affinity at Church Fields in Garston, wanted to make sure furniture it no longer needed was used to support a local charity. WHY DID YOU FEEL A ZUTONS REUNION WAS THE BEST WAY TO HONOUR KRISTIAN EALEY’S MEMORY? Kris loved music; that was his main thing. He had a bar called Cahoots and that was basically a way for him to have a drink and hang around with his mates, but he also used it as a rehearsal room. He just loved music, it was his life. Throughout the time I knew him, he’d always loved blues, Chess Records and those artists from the 1950s to the 1970s. IT’S BEING BILLED AS YOUR FINAL SHOW DOES FINAL REALLY MEAN FINAL? I’m not sure if the five of us will ever share the stage under the Zutons name again, but I’d like to potentially do gigs with my old bandmates in the future. I’m not against doing gigs as The Zutons, it’s the others who don’t want to keep doing it, and I understand why. With two of them it’s personal issues and Russ plays with Noel Gallagher, so I can see why he doesn’t want to take a step backwards. Right now, I just want to try and enjoy the reunion. I’m nervous about it, to be honest. WHAT IS IT YOU’RE NERVOUS ABOUT? It’s mostly the rehearsal room the week before. Stepping back into it with my old bandmates. It’s exciting as well, like with any gig, but it’s been a while since I played to a packed-out house and I don’t feel I’m used to that at the moment. I used to do that every day, but this is a one-off treat for the fans and hopefully a good fundraiser for Kristian’s family.
DID IT EVER CROSS YOUR MIND TO GET THE BAND BACK TOGETHER BEFORE NOW? We almost did it a few years back to mark the 10th anniversary of the first Zutons album, but I don’t think anybody was ready. If The Zutons were ever to reform properly, I don’t think it would be the original line-up. It did cross my mind to get the band back together in the past, but it’s taken something like this to make it happen, which is a shame, but that’s life. YOU RETURNED TO MUSIC WITH YOUR SOLO ALBUM ‘CHURCH OF MIAMI’ LAST YEAR WHERE DID ITS SCI-FI THEMES AND ELECTRONIC ELEMENTS COME FROM? There was no point trying to make another Zutons record. I’ve liked electronic music since I was a kid, from Yazoo to Depeche Mode, but it’s not even like them. There’s elements of Beck and Aphex Twin in there. My solo work has always been about trying something different. This is something that has excited me and I didn’t think that was possible. Science fiction is something that’s always interested me. It’s about the unknown, something that takes you off the couch and into other worlds. It’s the closest thing you’re ever going to get to meeting aliens in your lifetime. While it’s fun before they actually cross paths with mankind, it’s nice to be in the dark ages and imagine what alien life might be like. ARE YOU WORKING ON ANY NEW MATERIAL AT THE MOMENT? I’m writing a kind of psychedelic country record at the moment. I’ve always enjoyed just sitting there and playing guitar on my own and I’ve always loved the likes of Neil Young, Beck’s ‘Mutations’ record and Johnny Cash, so I wanted to do something like that. I don’t think there’ll be a big concept behind this album like there was with the last record. HAS YOUR MOTIVATION FOR MAKING MUSIC CHANGED OVER THE YEARS? Yes it has. There were times when The Zutons felt like a massive hangover and I just wanted to be normal again. We were touring constantly and that takes its toll. This might sound like a cliché, but you run out of things to write about. After taking some time out, I felt like I wanted to start making music again just because I can and it’s what I want to do. It’s not easy making music, but I’ve got more freedom to do things my way now. What we had with The Zutons was very special, but I’m not sure if I’ll ever be involved in something that big again.
“I M ’ NOT SURE IF THE FIVE OF US WILL EVER SHARE THE STAGE UNDER THE ZUTONS NAME AGAIN... I JUST WANT TO TRY TO ENJOY THE REUNION.” HOW HAS THE MUSIC INDUSTRY CHANGED BETWEEN NOW AND THEN? It’s tougher now because more people can record at home and there’s less money coming into the business from the major labels. To make it these days you’ve got to be really good and keep chipping away at it. You need to be proactive at all times and that’s a side of things I’m learning about. HAS BEING FROM THE LIVERPOOL REGION HELPED YOU IN YOUR MUSIC CAREER? I’m from Knowsley and I think that always inspired me because I felt like I had a point to prove. You’d come to town when you were 19 aiming to show the city gents that people from the country can rock out, sing and play the guitar. Where I’m from has had a big influence on me, good and bad, but I’ve always been able to turn it into a positive thing. WHAT’S THE MOST ROCK AND ROLL THING YOU’VE EVER DONE? I once flew from Japan, stayed in my mum’s house for one night, then jetted off to Canada the morning after. I travelled from Tokyo to Toronto which took about 48 hours. I ended up walking out of the Toronto gig and got heckled for it by one guy. I gave him an earful back and we ended up being mates after that and kept in touch.

Brunswick Street, L2 If I was asked to describe new Liverpool cocktail bar and restaurant The Alchemist in three words they would be impressive, authentic and magical. When my dining partner and I arrived on a Wednesday evening there wasn’t a table to spare as we waited at the bar to be seated. The atmosphere was electric and we felt as though the weekend had come early as we ordered our first cocktails of the night. Feeling the magic of the evening I decided on the Flavour Changing One (£7.75) and my date settled on the Caramelised Rum Punch (£8.50) which listed one of its ingredients as ‘fire’. True to its word the cocktail was heated over a Bunsen burner before being served with ice to create a sweet cocktail with the warmth of rum and caramel. Polished copper details added elegance to industrial features including exposed vents and pipes, all coming together to form the ultimate luxury science lab turned cocktail bar. The apothecary theme was incorporated into every detail from Bunsen burners on the bar to salt and pepper shakers in the form of science flasks. Every point of service was faultless from the hostess and the bar staff, to our fantastic waiter Jack, whose
REVIEW BY LYDIA CONNOLLY enthusiasm about the menu and cocktails was a highlight of our evening. Our starters arrived surprisingly quickly considering how busy the restaurant was. My date ordered Thai fish cakes (£5.25) whilst I plumped for a beautifully presented serving of houmous with crispbread and vegetables (£5.25). Jack informed me that the houmous was made fresh in the kitchen and the additional toppings of seeds and chickpeas gave it a welcome crunch. The menu is diverse to say the least with options ranging from fish finger sandwiches to Japanese ramen. My dining partner and I were in the mood to explore the Mexican inspired portion of the menu as I chose chicken fajitas (£12.25) with my date deciding on chilli and rice (£10.75). Again, the presentation was incredible with the chilli and rice arriving in tin tiffin boxes whilst my colourful spread of fajita fillings was almost too pretty to eat. With toppings including cheese, guacamole, sour cream and salsa and chicken served on a sizzling hot plate with peppers and onions, the fajitas were a delight and
packed with flavour. For my second cocktail of the night I chose the Colour Changing One (£7.75), a drink which promised ‘magic’ alongside its list of ingredients. Giddily I became the alchemist as I mixed two beakers of cocktails over dry ice to create my colour changing concoction. As the dessert menu arrived I was too full to enjoy the sticky toffee pudding I previously had my eye on and instead opted for a dessert cocktail. The Solero (£8.25) came highly recommended and it proved a perfect end to the evening. Inspired by the ice cream of the same name, the cocktail packed eerily similar flavours. A tropical fruity mix topped off with white chocolate foam, The Solero was an excellent alternative to a heavy pud. The Alchemist is the latest addition to the growing commercial district’s bar and restaurant offerings and it could be the best yet. Given the atmosphere on a Wednesday I can only imagine what this restaurant has to offer on the weekend. With dishes as dazzling as the drinks menu, The Alchemist has definitely positioned itself as much more than a cocktail bar.

Keeping it reel Merseyside has boasted a rich history in filmmaking since the influential Lumiere Brothers shot on location here in 1896, and Museum of Liverpool’s Reel Stories exhibition is a celebration of this proud heritage. The show brings together more than 40 original posters and memorabilia from the most famous productions with roots in the city, from the Samuel L Jackson-fronted ‘51st State’ to the work of Kensington-born auteur Terence Davies. Reel Stories also highlights the grand old picture houses of Liverpool’s past with photographs from the museum’s Stewart Bale collection, which features some of the North West’s most luxurious historic cinemas including The Paramount and The Forum. Free to visit, the exhibition has been running since March this year and is set to go on until September 2017.

Four upcoming productions FANTASTIC BEASTS AND WHERE TO FIND THEM Liverpool will play a starring role in ‘Harry Potter’ spinoff ‘Fantastic Beasts and Where to Find Them’, doubling as 1920s New York City as Eddie Redmayne’s Newt Scamander hunts a menagerie of magical creatures through its streets. Expect to see the Cunard Building and St George’s Hall take centre stage on the big screen when the wizarding prequel is released in cinemas this November.
FILM STARS DON’T DIE IN LIVERPOOL Film crews were spotted around Aigburth, Toxteth, the Georgian Quarter and Liverpool city centre when Hollywood blockbuster ‘Film Stars Don't Die in Liverpool’ was shot here over the summer. These locations were given a 1970s makeover for the romance, which stars A-listers Annette Bening, Jamie Bell and Julie Walters, and is set to arrive in 2017.

INDEPENDENTS DAY Liverpool locals and visitors to the city are spoilt for choice when it comes to independent cinema, with some of the North West’s most unique multiplex alternatives based in this neck of the woods. One attraction in Merseyside’s thriving indie film scene proves that good things do indeed come in small packages. Based within the former Magistrates Court on Victoria Street, Liverpool Small Cinema is a community screening space which whisks movie fans back to the golden era, showcases the work of local filmmakers and plays host to all kinds of special events. Highlights from the not-for-profit venue’s back catalogue include a 24-hour showing of the rib-tickling déjà vu classic ‘Groundhog Day’, the Athens Now film festival and a special screening of ‘Jaws’, which did not require a bigger cinema, luckily.
Hollywood veteran Bill Nighy and Liverpool go way back, with the ‘Love Actually’ star serving as part of the Everyman Theatre Company in the 1970s. He’s set to return to the region later this year to shoot Scrabble-themed comedy ‘Triple Word Score’. Produced by local studio Hurricane Films and written by Frank Cottrell Boyce, the film will be shot on the fringe of Merseyside and Lancashire, in locations including Burscough and Ormskirk and will be directed by Carl Hunter, former bass player with The Farm.

FESTIVAL SEASON Live music events dominate summertime, but as the leaves begin to brown and fall from the trees, film festivals take centre stage in Liverpool. Set to return to venues including Princes Park and Liverpool Life Sciences UTC, the Food for Real Film Festival is the only free movie festival in Britain with a gastronomic focus. The autumn edition of the event takes place on 23 and 24 September with highlights including a screening of the Bill Pullmanfronted documentary ‘Fruit Hunters’ and a Harvest Garden Lunch. Although the festival’s events are free to attend, booking a ticket online in advance is essential as demand is expected to be high. Festivalgoers are also encouraged to make a donation when reserving their place. Meanwhile, Scalarama is a national celebration of cinema and communal film watching. The event’s Liverpool leg runs throughout September and includes special screenings at Fact, Small Cinema, Edge Hill railway station’s Metal and Baltic Social. Programme highlights include showings of Tom Hanks comedy ‘Big’, cult apocalyptic classic ‘Miracle Mile’ and a panel discussion with acclaimed writer Sophie Mayer.
BROKEN ‘Lord of the Rings’ and ‘Game of Thrones’ star Sean Bean is heading to Liverpool this month to shoot Jimmy McGovern’s latest drama ‘Broken’ for BBC One. The production will see the Sheffieldborn actor take on the role of Father Michael Kerrigan, an urban Catholic priest who’s struggling with his faith in modern-day Britain.
