Taxman’s raid on buy-to-lets As well as having already removed the wear and tear allowance for furnished lets, HMRC will soon begin to implement another change which will, for many buy-to-let landlords have a much more serious financial impact. Up until now all of the interest (but not capital) on any loan taken out to buy, improve or maintain a buy-to-let property is fully deductible for tax purposes. Going forwards, rather than being allowed to deduct the full amount of loan interest, investors will get relief only at the basic rate of tax. The new regime will be phased in from next April, and will be fully in place by 2020. This change will only apply for Income Tax purposes (so affects individuals, rather than companies).
To get an idea of the impact of the change on a typical buy-to-let investor, consider the example below: • • • •
Rental income from a buy-to-let portfolio is £45,000 per annum Interest on loans is £20,000 per annum Other expenses are £5,000 per annum Our investor has other income which means that he/she is a higher rate taxpayer.
Before the change our investor will be paying income tax of £8,000 on annual profits of £20,000 After the change our investor will be paying income tax of £12,000 on the same profits – an effective tax rate of 60%. For highly geared landlords, this can mean that cash needs to be introduced into the rental business each year to pay tax.

Because of the way the sums work, the impact is worst where a landlord’s non-property income means they are just beneath the higher rate tax threshold.

There may be a number of strategies which investors can follow to reduce the impact of this unwelcome change. • Repay mortgages and loans – possibly by selling assets or by refinancing assets where tax relief is available. • Sell properties and assuming that you want to continue to invest in the property sector: o Investing in commercial property (where the new interest rules do not apply); o Investing jointly with others in debt-free residential property; or o Investing in a managed residential property fund • Sell the whole or part of your interest in the buy-to-let property to a company which you control, on terms that the company takes on the whole of the borrowing ( note that stamp duty and capital gains tax need to be carefully considered as part of this type of planning)

Eager buyers have snapped up more than 20 homes within a few weeks at a new development in Aigburth. Elan Homes’ Aigburth Grange scheme, which will feature 40 homes in total, was originally due to be released early next year but high demand led the housebuilder to bring forward the launch. Those who had registered their interest in the homes were invited to a special launch event at the Aigburth Road site last month. A local letting agent is expanding its workforce thanks to the ‘buoyant’ state of the region’s rental market. Aintree-based Sefton Bleasdale, which owns almost 300 properties across the North West, is operating with just a 3% vacancy rate. Wirral-based Karl Tatler, which has properties on both sides of the river, is one of the first agents in the UK to pioneer The Rental Exchange - a scheme to help private tenants strengthen their credit histories by Experian recording their rental payments. Tenants using the initiative will therefore receive recognition in a similar way to mortgage payers. The scheme incorporates a tenant's payment history in their credit file in a secure and compliant way, with no cost to themselves or the housing provider. Dave Seed, Karl Tatler head of lettings, says: “We are delighted to have teamed up with Experian to be one of the first agents in the UK – and the only one in the North West so far – to introduce The Rental Exchange for our clients. “People should not be at a financial disadvantage for renting and deserve equal access to services many of us frequently use.” As well as helping to strengthen credit histories, The Rental Exchange also supports the more successful electronic verification of a tenant’s identity when they search and apply for financial services online. Northwood enjoys postBrexit sales boom Estate agent Northwood has reported that its Liverpool business has stabilised following the disruptive impact of Britain’s vote to leave the European Union. Peter Bellamy, director of the firm’s West Derby branch, claims sales have risen by 47% compared to this time last year, now that the post-Brexit lull has begun to subside. He says: “Brexit caused a brief state of inertia which was due to uncertainty rather than the actual outcome. We have seen this effect normalise as we head towards the end of the third quarter and, as a group, our figures are up, particularly in sales which are 47% higher year to date than 2015. “Property is a long term investment which has always performed well as it’s one of the few investments which can be leveraged. LATEST AUCTION EXPECTED TO BE ‘ONE OF ’S BEST’ Sutton Kersh is expecting its latest auction results to be among the “best this year” after its catalogue attracted competitive bidders. More than 140 lots went up for sale at the auctioneer’s September event, which took place at Liverpool’s Crowne Plaza. According to Sutton Kersh, which is now part of Countrywide, sales were high prior to the auction itself as £2 million worth of property was sold before bidding began. s far back as the Industrial Revolution, residents have been drawn to the fresh air and green spaces of Aigburth, Mossley Hill and Allerton. The imposing villas built by wealthy merchants during the 19th Century around the area’s most prized asset, Sefton Park not only give the district a sense of grandeur and exclusivity, but interestingly also helped establish the park funds from the sale of plots for the villas were put towards its creation. Today the area continues to be a big draw for residents wishing to enjoy the array of amenities on offer in the neighbourhoods. “It’s got everything,” says Will Goulden, negotiator at Sutton Kersh on Allerton Road. “The parks, the schooling, the transport links – its position really is second to none.” With so many positives, demand from developers for land to build new housing on is high. The recent release to the market of the University of Liverpool’s former Dale Hall student complex in Mossley Hill represents a prime development opportunity in an area where estate agents have no trouble selling properties. “We get a huge amount of interest from buyers looking to move to the area but there just isn’t the housing stock to accommodate them,” adds Will.

“With the shortage of land in South Liverpool it can be easier for developers to convert buildings rather than look for land which simply doesn't exist at the moment - if the land was available you would see a lot more developers building houses.” Will references recent church conversions in the area which have proved popular with buyers including the former Aigburth Methodist Church on Aigburth Road and the former Belvidere Road Church on Belvidere Road - both of which have been successfully renovated into luxury apartments. When land to build on does become available it’s often snapped up by developers quickly, with any resulting residential schemes garnering plenty of interest from prospective buyers - as has been the case at Elan Homes’ new Aigburth Grange development. The housebuilder originally planned to launch the new development on Aigburth Road, which will feature 37 properties - a mix of two, three and four-bedroom homes - early in 2017, but due to the volume of enquires received has already begun accepting off-plan reservations. This is the developer’s second scheme in the area and follows Carnatic Court in Mossley Hill a clutch of executive family homes which complemented existing properties within the Mossley Hill Conservation Area. “Even before we sold the final property at Carnatic Court we were keen to acquire additional land in the area,” explains Marie Morris, sales director for Elan Homes in the North. “South Liverpool is a popular area where people really want to live - each of the individual neighbourhoods are a vibrant community with their own identity and sense of place.” Marie admits that she was not surprised by the

interest in the Aigburth Grange scheme, considering the popularity of Carnatic Court and her own knowledge of the area. Whilst there is no shortage of willing buyers for homes at high-end new housing schemes like Carnatic Court and Redrow’s New Heys development, the question must be asked as to whether enough affordable housing stock is being created in the area. “We find that a lot of young first-time buyers need to move out of the area to places like Garston, before moving back later when they can afford to,” reveals Jack Power, branch manager at Abode on Allerton Road. But what of those people with roots in the area who don't necessarily want to leave? Green Party councillor Lawrence Brown, who represents the Greenbank ward, believes the example set by projects like Granby 4 Streets and the refurbishment of the Welsh Streets in Toxteth should be replicated across other parts of South Liverpool to help more people access housing in the area. “These different initiatives should be looked at on a micro level to make sure that areas of Liverpool which are suffering with a lack of affordable housing are being treated in the right way,” he proposes. With demand for housing in much of South Liverpool so high, another way in which people can look to access affordable accommodation in the area is through co-operative housing. An offshoot of the co-operative movement, housing co-operatives sprang up in the city during the 1970s when Liverpool City Council transferred run-down terraced housing to the co-ops to be refurbished with the help of grant money. By the early 1980s, the co-operatives began obtaining plots of derelict land from the council to build new housing for local people living under poor conditions. Around Lark Lane there are currently 200 properties under co-operative control, however this number is unlikely to increase according to John McGuigan, co-operative advisor at North West Housing Services (NWHS), a not-for-profit organisation which provides a range of services to housing co-operatives in the city. “Our three co-ops around Lark Lane
unfortunately have no scope to grow,” explains John. “Land in L17 and L18 is obviously at a premium and demand for houses there is very high. At the end of the day it comes down to affordability, especially if people are looking to buy. Properties obviously get cheaper as you get closer towards the city centre.” The largest housing co-op in the area is the Lark Lane Housing Co-operative, which began in 1975 and now includes some 130 properties a mixture of apartments and houses. “I think more funding needs to be made available for new small co-ops,” says Jane Pearce, secretary of the co-operative. “We need more co-operative housing. We have families which are getting bigger and want to stay near Lark Lane but can't afford private landlord rents or to buy here.”

What is Shared O w n e r s h i p? Buying your first home can be a daunting prospect, however getting a foot on the property ladder may not be as intimidating or expensive as you might first think. A Shared Ownership scheme could be the perfect solution. Shared Ownership allows you to buy a share of your home from a housing association and pay an affordable rent on the remaining share. The share can range from 25% to 75% of the property value - depending on what you can afford. You then pay rent on the remaining share of your home. As the rent is subsidised and a smaller mortgage is needed, it’s often a more affordable option than buying a home in full. You have the option of buying more shares as and when you can afford them, with many housing associations giving applicants the option to own 100% of the home further down the line – this is commonly referred to as ‘staircasing’. First-time buyers or former homeowners who can’t afford to step onto the property ladder are eligible for the scheme. Alongside this, prospective applicants must have a combined household income of £60,000 or less. If you want to sell your Shared Ownership home, the housing association has the right to buy it first and this is known as ‘first refusal’. The housing association also has the right to find a buyer for your home. However, if you own 100% of the property, you can sell it yourself.

TRACEY EMIN’S ‘MY BED’ IS COMING TO THE NORTH FOR THE FIRST TIME WHY HAS LIVERPOOL BEEN CHOSEN AS THE DESTINATION? There are a few reasons. Tracey Emin’s ‘My Bed’ is on long-term loan to Tate. One of Tate’s roles is to bring the national collection of modern art to a wider audience and ‘My Bed’ is one of the most renowned works of British art of the past two decades. Tracey has a close identification with Liverpool and a genuine fondness for the city and its people. Although she was born in London and spent her formative years in Margate, I think she identifies with Liverpool’s resilient culture and rich coastal heritage and is genuinely pleased to be presenting her work here in the context of William Blake. She already has two installations in the city which can be viewed at Liverpool Cathedral. ‘MY BED’ WILL BE DISPLAYED ALONGSIDE A SELECTION OF WILLIAM BLAKE PIECES WHAT SIMILARITIES DO YOU SEE AND WHY WILL THEY BE DISPLAYED TOGETHER? Tracey identifies with Blake and draws influence from his work. Although it’s true that Blake was somebody working in the Romantic era, I believe there is a really interesting overlap between the two – the shared concern with spirituality, birth, death, and resurrection. In his own time, Blake was somebody who was marginalised and often regarded as a controversial artist due to his unorthodox political views and his belief in absolute freedom of expression. There is also something about their prominent role in British culture and society which seems to resonate. TRACEY EMIN’S SEMINAL MODERN ART PIECE DEFINED MUCH OF THE S’ YOUNG BRITISH ARTISTS MOVEMENT WHY IS HER INSTALLATION SO CONTENTIOUS YET SO ICONIC? Tracey uses her own life experience as a subject for her work. ‘My Bed’ is a very brave piece of artwork because it’s an expression of self and it’s a very personal and probably quite traumatic work. Art reflects the world but the world can be abstract, difficult and complicated and the work of Tracey Emin reflects that. I think of ‘My Bed’ as being an unflinching self-portrait, which
captures the essence of Emin in the late 1990s. Whatever you think of her work, it will always trigger a response and that is a reason for audiences to come and see it. As for its iconic status, the bed has a real presence in literature and art history as a metaphor for life, death, illness, recuperation and isolation. All these different major art themes can be traced through to her work. THERE ARE SOME WHO SAY ‘MY BED’ IS ART AND SOME WHO SAY IT ISN’T AT WHAT POINT DOES AN EVERYDAY ACTIVITY BECOME ART? Well, it’s a difficult question to answer. The idea of artistic expression has been changing over the past century. This has been demonstrated by artists like Marcel Duchamp who signed objects which were then immediately classified as art. Similarly, Andy Warhol used existing images from popular culture to explore the relationship between the idea of ‘celebrity’ and artistic expression. The ways in which artists work now have been expanding for a long time. I believe Tracey Emin’s work is a very honest, primal expression of selfhood with roots that can be traced back to the early 1960s to artists like Robert Rauschenberg. Therefore, it belongs to a lineage in art history.
to be a crime scene. We have tried to heighten the experience of viewing the work so it gives visitors the opportunity to walk around the display to examine the work in quite a forensic way. In this sense, the work can be considered a forensic self-portrait, so that the experiential aspect is very important for the piece. BLAKE AND EMIN’S WORK FOCUSES ON ORIGINALITY AUTHENTICITY AND TRENDSETTING RATHER THAN RE-INVENTION AND RE-CREATION HOW FAR CAN THIS EXPLAIN THEIR POPULARITY? Both artists, if you believe in freedom of expression and political beliefs, represent these shared themes. Blake was radical in his time but at the same time there is something about living a life in a very true, authentic, unapologetic and uncompromising way which explains why both he and Tracey Emin have enjoyed considerable exposure. I feel this is why they are held in high regard by their contemporaries. The late David Bowie once described Tracey Emin and William Blake as ‘kindred spirits’. In terms of British culture and identity they have a powerful presence, and that should be celebrated.

The origins and evolution of the household kitchen: Designed and adapted for life

odern day kitchens are without doubt very popular and important rooms in our houses.
With a host of state of the art appliances and fancy gizmo’s and gadgets, people are now using these rooms to entertain and relax with family and friends. This is in stark contrast to the first attempt at a designer kitchen, produced in Germany in 1892. Around this time the Scottish architect and designer Charles Rennie Mackintosh was coming to the fore with his own unique ideas on kitchen design. However, it wasn’t until 1928 that the first fitted kitchen was introduced with interconnecting cabinets and functional interiors. This was known as the ‘Reform’ kitchen and was the forerunner to the elaborate and functional kitchens we know today. Although the first designer kitchen concepts were introduced in the latter end of the 19th century, people have been utilizing ‘kitchen areas’ as far back as Roman times. Wealthy Romans had relatively well-equipped kitchens which was typically integrated into the main building as a separate room. Common folk however often did not have this luxury and would do their cooking in large public areas. In New England colonies around the mid-17th century, kitchens were often built as separate out houses and referred to as ‘summer kitchens’. These were only found on large farms though, owned by wealthy land owners and used to prepare meals for harvest workers. Technological advances during industrialization brought major changes to
the kitchen. Iron stoves, which enclosed the fire completely and were more efficient were introduced. Early models included the Franklin stove around 1740, which was a furnace stove intended for heating, not for cooking. Before and after the beginning of the 20th century, kitchens were frequently not equipped with built-in cabinetry, and the lack of storage space in the kitchen became a real problem. The Hoosier Manufacturing Co. of Indiana adapted an existing furniture piece, the baker's cabinet, which had a similar structure of a table top with some cabinets above it (and frequently flour bins beneath) to solve the storage problem. The urbanization in the second half of the 19th century introduced other significant
changes that would ultimately change the kitchen. Out of sheer necessity, cities began planning and building water distribution pipes into homes, and built sewers to deal with the waste water. Gas pipes were laid; gas was used first for lighting purposes, but once the network had grown sufficiently, it also became available for heating and cooking on gas stoves. At the turn of the 20th century, electricity had been mastered well enough to become a commercially viable alternative to gas and slowly started replacing the latter. But like the gas stove, the electric stove had a slow start. The first electrical stove had been presented in 1893 at the World's Columbian Exposition in Chicago, but it was not until the 1930s that the technology was stable enough and began to take off. Starting in the 1980s, the perfection of the extractor hood allowed an open kitchen again, integrated more or less with the living room without causing the whole apartment or house to smell. Before that, only a few earlier experiments, typically in newly built upper-middle-class family homes, had open kitchens. The integration of the kitchen and the living area went hand in hand with a change in the perception of cooking: increasingly, cooking was seen as a creative and sometimes social act instead of work. Moving on to today’s kitchens, people spend time and hard earned money to create aesthetically pleasing and functional designs to suit their busy and social lifestyles. SUSHI Sushi is one of Japan’s greatest imports, and that’s saying something when we’re talking about the country which brought the world Honda sports cars, Nintendo and Godzilla. These parcels of vinegared rice continue to grow in popularity outside of their homeland so we’ve rounded up three of the best places in Liverpool to get your sushi on.
AN EASTERN PROMISE Etsu, The Strand, L2 A trip to Etsu in search of sushi promises to tick all of the boxes on the authenticity checklist, from its contemporary Asian décor to the traditional manner in which its food is served. Diners will be presented with delicately rolled parcels that come with a pinch of pickled ginger, a dollop of fresh wasabi and a miniature teapot filled with soy sauce on the side.
THE CULTURE CLUB Miyagi, Allerton Road, L18 Miyagi, which has branches on Bold Street and Allerton Road, brings together several cultures under one roof with a menu described as ‘Japanese soul food meets ghetto Asian’. The said menu includes sushi platters loaded up with a choice of the usual suspects, from California rolls to morsels of beef wrapped up in a packaging of rice and seaweed.

There’s no need for decorative Spanish trinkets at Berry Street’s Roja Pinchos, which dons a minimalist rather than typical Mediterranean vibe inside. This is a restaurant which lets its menu provide the atmosphere and authenticity. On its initial arrival to Liverpool’s burgeoning restaurant scene, the eatery was the first to bring the concept of pinchos - northern Spanish style tapas bites on sticks – to the city, and while this remains at the heart of its menu, Roja Pinchos has ventured into more familiar style tapas dishes too. My dinner date and I were spoilt for choice as we perused the table menu, which listed a varied choice of hot pinchos and traditional tapas. And that was before our friendly waiter pointed out the cold, ready prepared pinchos which were available to pick from the bar too! The way the concept works is that pinchos are priced at £3 if they come on large sticks, and £1.50 for short sticks. The sticks are counted to tot up the bill at the end. We picked some drinks to whet our appetites as we decided on the all important food and, with Abajo - a gin and cava bar – open in the eatery’s basement on weekends, I had high hopes for the choice of gin. The Gin Mare, straight from a small fishing village on the Costa Dorada, provided the perfect start to a

culinary trip to Spain as it was refreshingly served with tonic, thyme, lemon and juniper berries (£4.50). Sipping from the giant balloon glass, it wasn’t difficult to imagine the drink quenching my thirst at a pavement café or by the sea in the Mediterranean sun. Meanwhile my partner settled on a small glass of Rioja ‘Centenario’ Crianza 2012 red wine (£6.30). With our hearts set on a selection of hot dishes, I chose the king prawn, chorizo Gallego and aioli; marinated chicken with crispy chorizo and curried mayonnaise; and the pork loin served with aioli and pistachio crumb. My partner was steering clear of meat but still had plenty to choose from, and went for sautéed wild mushrooms with a quail’s egg; warmed goat’s cheese, caramelised onion and sweet baby pear; and the sea bass fillet with spicy tomato pistou. All six were hot pinchos priced £3 each and were praised as good choices by the waiter, who was on hand to give recommendations. We also added the Spanish staple, patatas bravas (£3) from the tapas menu, which offered reasonably priced small plates from £3 to £4.50. Each of the pinchos were small but mighty; jam packed with flavour and fresh,
authentic tasting ingredients. The curried mayonnaise brought subtle spiciness to the chicken, while the aioli added a delicious garlicky kick to my other options. My dinner date hailed his vegetarian pinchos – the mushrooms and goats cheese choices – as vibrant highlights with plenty going on in terms of flavour. The patatas bravas’ tomato sauce was also a refreshing accompaniment, unlike some versions of the dish we’ve previously experienced with a ketchup-like drizzle. For dessert my date couldn’t resist the Spanish classic, churros (£4.50). Unable to choose between the chocolate or caramel sauce, he managed to wangle a taste of both and they worked perfectly alongside the hot and crunchy churros which were beautifully soft in the middle. Never one to pass an opportunity to eat cheesecake, I went for Roja Pinchos’ tarta de queso (£4.50), which came with a smooth and creamy topping, littered with chocolate pieces. The sweet finale was a delightful way to end an evening of great food in a cool and simple setting with plenty of atmosphere, and certainly softened the blow of our Spanish foodie adventure coming to an end.
