Landlords urged to act on new energy regulations Private landlords need to take action on changes to energy regulations or risk falling foul of the law, a local property expert has warned. New legislation, set to come into force in April 2018, will make it a legal requirement for rented properties to have a minimum rating of E on an Energy Performance Certificate (EPC). Landlords who fail to adhere to the new rules could face a civil penalty of up to £4,000. Louis Anastasiou, CEO at estate agent Andrew Louis, believes now is the time for any landlords letting properties with an F or G rating to consider bringing their properties up to standard. He says: “Landlords need to check their current EPC and if it doesn't comply then my recommendation is to bring it to a rating of D because the threshold will more than likely rise from E to D in the future. “There is a cost element to it of course - it may mean putting in double glazing, a new boiler or cavity wall insulation, but it will be worth it.” The regulations for new lets and renewals of tenancies will take effect from 1 April 2018, and will begin for all existing tenancies on 1 April 2020.

WORK DUE TO START ON NEW HUYTON HOMES Six new three-bedroom houses will be built in Huyton when a Forth Homes development gets underway later this month. The Merseyside-based housebuilder has confirmed it is due to start construction on the scheme in the coming weeks, with the properties expected to become available during early spring 2017. CITY CENTRE HOUSING MARKET ‘REMAINS STRONG POST-BREXIT’ Sales manager Frances Lyons reports high demand in recent months
City Residential has reported strong demand for its properties in Liverpool city centre more than three months on from the European Union referendum. The agent dismissed commentators’ predictions that the housing industry faces uncertainty in the wake of Brexit, claiming to have sold more city centre apartments in September 2016 than in any other month since the market’s peak in 2007. However on confirming the initiative would close at the end of this year, the government suggested “confidence has now returned to the market with an increasing number of lenders offering 90-95% loans outside the scheme”.
Jenna Gall from Liverpool-based Paul Crowley & Co says: “If you wish to take advantage of the mortgage guarantee scheme then you will need to apply as soon as possible. “Following the closure of the scheme there will still be 95% mortgages available although these may prove to be more expensive as they will not have the government backing should borrowers default. “I would advise anyone wanting to take advantage of the mortgage guarantee scheme to take action now.” Other Help to Buy initiatives will continue beyond 2016 including the equity loan scheme, which will carry on until 2020 enabling people to secure a new build property with a 5% deposit, a 75% mortgage and a 20% government loan. NEWS ‘LAST CHANCE TO BENEFIT’ AHEAD OF BUY-TO-LET LENDING CHANGES Liverpool landlords should take advantage of current market conditions ahead of upcoming changes to buy-to-let lending regulations, according to a local estate agent. The changes, recently announced by the Prudential Regulation Authority (PRA), come into force from April 2017 and could impact on both levels of buy-to-let lending and landlords’ ability to claim tax relief on their mortgage interest payments. Dan Pennington, managing director of Century 21 Liverpool North and South, believes landlords have a window of opportunity in which to act before these regulatory and tax changes hit the sector. Dan says: “The PRA has announced that lenders will need to be stricter on rental assessments and their stress testing of loans which means that, when introduced from the start of 2017, we are going to see the maximum loans available to buy-to-let borrowers cut quite sharply.” Century 21 Liverpool has also calculated that from April next year landlords who currently claim tax relief on their mortgage interest at the top rate (45%) will see this start to drop over the course of the next four years until it is down to the basic rate (20%) by 2020.

SMITH AND SONS ENJOYS MOST SUCCESSFUL AUCTION OF Property consultant Smith and Sons has revealed its latest auction was the most successful of 2016 so far, raising more than £2.5 million. Our attitude to renting has changed. While many of our European neighbours have always viewed lifelong renting as the norm, here in the UK home ownership was always king. However, in recent years we’ve been seeing a growing demand for good quality rental accommodation, particularly from young professionals. Of course this is, in part, a result of the economic downturn which saw mortgage lenders tighten criteria to minimise risk and the size of deposits required soar. But the growth of the rental market is not just born out of necessity. Indeed, the way of life renting now offers is becoming a big draw. “We’ve done a lot of tenant profile and demographic work recently,” says Alan Bevan, managing director of City Residential. “There is a change in demographic in the city centre. We’ve got older people coming to live here, we’ve got wealthy people, we’ve got people who don’t want to buy. I think renting is now a lot more socially acceptable. Renting in the city centre is seen by a lot of people as being quite cool again.” And while our attitude to renting has changed, so too have our expectations. We’re staying in rental accommodation longer, actively choosing to rent for the lifestyle benefits it offers and as such we demand a certain standard. Alan says purpose-built PRS schemes are filling that need. “People’s expectation of how their landlord treats them in terms of repair and maintenance is just growing and growing,” he says. “It’s tough out there as a landlord and PRS does potentially fill that issue. Demand is growing for tenants, expectation is growing for tenants at a time when PRS is coming to the city”. And coming it certainly is. The last 12 months have seen considerable PRS activity with a number of new schemes announced. After last year’s launch of The Keel phase one - the refurbishment of the 300,000 sq ft HMRC Building on Queens Dock, featuring 240 apartments, a residents’ gym and concierge this year saw the announcement of The Keel phase two. The second stage of the project will see developer Glenbrook Property again team up with architects Brock Carmichael for a £40m project, developing 257 PRS units in two eightstorey new build blocks. Just last month Moda Living and Apache Capital Partners secured planning permission for an £82m premium purpose-built rental development, ‘The Lexington, Liverpool’, at Princes Dock, which will form part of Peel Group’s £5.5 billion Liverpool Waters. Peel Group is also in discussions to develop its own PRS scheme at its Princes Dock site though details have yet to be released. Panacea Property Development has received planning permission for a £60m 16-storey apartment block on The Strand, although an investment deal has not yet been secured. Meanwhile developer Anwyl is awaiting a planning decision for its £50m scheme on Pall Mall. The Flintshire-based developer wants to create a 21-floor development, housing 338 spacious apartments. A number of projects already underway are also nearing completion. Construction

continues on the Baltic Village development in Wapping. The scheme, which comprises three housing blocks containing 324 apartments, as well as retail and leisure space, is being developed by Promenade Estates - although the firm has struck a deal to sell the site to property services group Vista Fund for £50m. Promenade will hand over the development to Vista upon completion of the build, expected in March 2017. “The PRS sector will polarise quite quickly between those developers who have properly understood what makes a place work, and those who’ve merely ridden the market,” says Daniel Hynd, managing director, Promenade Estates. “All the research shows that the greatest guarantors of investors’ returns are low tenant churn and competitively priced rents - and that the main thing which reduces churn is not only setting rental levels that generation renters can afford but also people knowing their neighbours and being on more than nodding terms with them. “We designed our development at Baltic Village with just this consideration in mind. Features including a residents’ lounge, meeting rooms, gymnasium and concierge are all designed to maximise interaction between residents and help them enjoy their home. It has a much greater impact on tenant stability than anything else, including location and views, although they help. “Our focus on the social element was a key reason why we were able to sell the development for more than £50m before its completion.” Meanwhile Bruntwood announced plans earlier this year for a £9.6m conversion project at office building Orleans House in the commercial district. The project, which will create 71 apartments in the Grade II-listed building, is expected to be completed in the summer of 2017. There’s no doubt the PRS market is buoyant and Alan says any concerns about supply outstripping demand are unfounded. “We haven’t really built much for the last seven or eight years,” he says. “It’s only now we’re starting to play catch-up with the demand. A lot of the early schemes have been quite student driven, and what we’ve not been doing is developing proper residential schemes, a mix of one, two and three beds. Now we’re starting to deliver those slowly but surely, so absolutely there’s a gap in the market.” However, as is always the case with property, location is key. Alan says there is a band of locations surrounding the Liverpool ONE development (“from the John Lewis end of Baltic around Liverpool ONE to the Pall Mall and Tithebarn Street area”) which are seeing most demand. Next year looks set to be a significant one for PRS in Liverpool with a number of schemes reaching completion and no doubt more investment to be announced. “Demand is there and growing,” says Alan. “It comes back to the right product in the right location, but the demand is not going to go away.” The future certainly looks bright.

From 6 April 2017, two new tax-free allowances will be introduced for income generated from the sharing economy – £1,000 per tax year for trading income and another £1,000 per tax year for property income. The property income can be from letting an entire property or just part of it such as a room, loft or garage. If income from trading or letting property is less than £1,000, there will be no requirement to report this income to HM Revenue & Customs as it will not be subject to income tax. HMRC expects this to be the case for at least half a million individuals. Where income exceeds £1,000, the excess is taxable and must be reported to HMRC. For example, a taxpayer receives income of £1,500 from hiring his car to individuals and another £3,500 from letting his driveway to a commuter. He is entitled to a tax-free allowance of £1,000 on each source of income which gives him taxable income of £500 and £2,500 in 2017/18. Where an individual lets a furnished room or rooms in their main residence, rent-a-room relief of £4,250 per tax year is available (this limit increased to £7,500 from 6 April 2016). If rent is within the threshold, there is no need to report it to HMRC as it is not taxable. Where rent is more than this amount, you can calculate your taxable profit either by deducting the exemption or your actual expenses from your income. With the rapid growth of the sharing economy, many individuals in the UK will be required to enter the self assessment regime, some for the first time, to report their income from this source to HMRC. Those who received income during 2015/16 should have already notified HMRC of their liability to tax. A self assessment tax return will need to be submitted and any tax liability paid by 31 January 2017 to avoid penalties and late payment interest. It should be noted that as the tax-free allowances only come into force in April 2017, the full amount of income received in 2015/16 is taxable if rent-a-room relief does not apply.

WHAT DOES PERFORMING AT LIVERPOOL MUSIC WEEK MEAN TO YOU AS A LOCAL BAND? Liverpool Music Week is going to be the biggest show we’ve done in the city, so that’s massively exciting for us and it’s been a while since we actually played here. I think it might have been April when we were last here and that was at The Magnet. It’s mad to think it’s been that long but the festival season has kept us busy. We’re also excited because we just love Liverpool Music Week - it’s a great event and there’s always a strong line-up. There’s nothing quite like playing your home city and we look forward to it every time. Whenever we play here it always seems to be at the end of a tour and this is the same - it’s a really nice way to end the whole thing. CLEAN CUT KID WERE PROLIFIC DURING THE SUMMER FESTIVAL SEASON DO ANY OF THOSE SHOWS STAND OUT AS A CIRCUIT HIGHLIGHT FOR YOU? Latitude was really special because, the year before, it was our first festival and about our fifth ever gig. The first time we performed on a DIY stage called the Alcove Stage and we were walking around saying ‘one day we’ll play on a main stage at a festival like this’ - then the following year we went back and headlined one of those big stages. That was a really special moment for us, looking out on the crowd and
realising how far we’d come in a short space of time. Glastonbury was absolutely amazing, too. That was such a surreal moment because we went there thinking nobody would come and see us, but walked out to a full tent of 2,000 people with another 2,000 outside. The set went by in a blur because I was so overwhelmed by the whole thing but afterwards we were on cloud nine. Reading and Leeds were also huge for us somebody at the front had made a Clean Cut Kid sign, our first sign! THE GROUP’S LEAD SINGER MIKE HALLS ALSO HAPPENS TO BE YOUR HUSBAND ARE THERE PROS AND CONS TO BEING IN A BAND WITH YOUR SIGNIFICANT OTHER? This sounds a bit cheesy but there really are no cons to being in a band with Mike. The only downside is when you get a little bit bickery and you have to have those minor arguments in front of the whole band. That said, we generally don’t fight. We’ve been best friends since we met and have gotten used to having to view each other as bandmates in certain situations. We both love it because we wouldn’t get to see much of each other if we weren’t in a band together. YOU RECENTLY PUT OUT YOUR DEBUT EP ‘WE USED TO BE IN LOVE’ ARE YOU PLEASED WITH ITS RECEPTION? The reception has been exactly what we could have hoped for because there were some slightly more self-indulgent tracks on the record and they’re quite a good indication of how the album is going to sound. We’ve got that quirkier side which doesn’t always get to come out on radio singles, but we can’t believe how well that’s been received. Nobody has said anything
negative about the EP or said they didn’t like it. We’ve been overwhelmed by the response. CLEAN CUT KID HAS BEEN DESCRIBED AS ONE OF THE HARDEST WORKING BANDS OUT THERE JUST HOW HARD DID YOU HAVE TO WORK TO GET YOUR MUSIC HEARD? It was a funny one for us because once we’d been heard things happened very quickly. But before that it was hard work. We spent about eight months just shut away in our practice room rehearsing every day. It was all we did, so that meant nobody could work a full-time job. We did function gigs here and there and were back and forth to London on the Megabus to take paid work whenever we could. There was a lot of grafting for little money back then, but we had the best time doing it. We all felt so sure about the band that it didn’t feel like hard work. HAS BEING FROM LIVERPOOL HELPED YOU GET WHERE YOU ARE TODAY? Being based in Liverpool has definitely been beneficial for us. I think there’s an argument to say that it could have taken years longer to achieve what we’ve managed in Liverpool if we were based elsewhere. It was affordable to live here and get by on the work we had. Our practice room was affordable compared to what bands have to fork out in London and the people on the Liverpool scene are so open and helpful. The culture and music scene here is so unique. These days we’re only here for three days a month, but we love the feeling of stepping off the train when we return.

EGGS It’s World Egg Day on 14 October, a date which celebrates the virtues and versatility of the humble egg, encouraging people across the globe to make the most of its nutritional benefits. With this in mind, we’ve highlighted three places in Liverpool which serve up tasty takes on this protein packed staple. So without further ado, let’s crack on…
HIDDEN GEM Lox & Caper, Hanover Street This quaint café housed in the Merseyside Youth Association building has gained a reputation for producing quality fare at more than reasonable prices since opening in 2014. It offers a range of eggcentric dishes but ‘Eggs Royale’ house smoked salmon, poached eggs with hollandaise sauce and capers served on a toasted bagel - is the standout for many.
BLOCKBUSTER BACKING Neon Jamón, Berry Street & Smithdown Place Hollywood legend Samuel L. Jackson dropped in to the Allerton branch of this highly rated eatery whilst filming in the region last year. He ordered chorizo and olives, tragically missing out on the wonderful ‘Straw Fries & Eggs’ - thinly cut fries topped with runny eggs and paprika. We’re sure the chorizo was delicious too though, Sam.
MIGHTY MOOSE Moose & Moonshine, Hope Street A list such as this wouldn’t be worth its yolk without a mention of Moose & Moonshine, where it’s hard to find a dish on the menu which doesn't come with a helping of eggs. Highlights include ‘The Caboose’ - savoury pancakes topped with butter, two fried eggs and bacon - alongside the ‘Moose Eggs Benedict’ range where you can get your ‘benny’ served with slow cooked salt beef, pulled pork and even butternut squash hash.
WIGWAM Rose Lane, L18 As a mum of a three-year-old with an abnormal amount of energy and a 10-monthold who refuses to be still at any point, dining out has become something of a rare treat. Actually, treat is probably the wrong word. Challenge is perhaps more appropriate. Yes, every now and again we’ll naively believe we can make a success of a restaurant outing but it takes no more than 10 minutes of my toddler yelling ‘SpiderMan’ at other diners and my youngest having a meltdown because the waiter said “hi” to realise what a mistake that was. So when the opportunity to review new eatery Wigwam came up and I was told to bring my children I was filled with dread. Nevertheless my husband and I went along with our small dictators and prepared for the usual fun and games. Situated in the sought after location of Rose Lane an area of the city particularly popular with families - Wigwam bills itself as “a grown up environment” for parents whilst providing children with “a whole host of fun yet educational activities”. There’s even a room offering beauty treatments for the adults and haircuts for the kids.
REVIEW BY CHRISTINE TONER It’s clear this place is aiming to be both children and parent friendly (take note soft play!) and as we arrive it’s obvious that this message has caught on. The venue is packed out with children and their parents. The picnic style tables and benches are almost all full, though there’s a table available for us near the children’s play area much to the delight of my son. A safety gate is in place, preventing any little people from wandering outside which is useful as the kids have the run of this place. Everywhere you look toddlers are toddling about and babies crawling. There’s singing and shouting and the best thing about it is nobody bats an eyelid. There’s no ‘shushing’, no one looks embarrassed or apologetic. It’s actually, dare I say it, relaxing. Food is ordered at the counter then served at your table. There’s an extensive breakfast menu featuring the likes of Eggs Royale (£6.95) and a full English (£7.95) but that’s only served until 11.30am and we’re here at lunchtime.
My husband chooses a cheese and ham panini (£5.45) which comes with a large green salad and coleslaw. It’s hot and tasty with just the right amount of filling. I opt for the pasta of the day (£5.95) which on the day of our visit is a courgette, pea and pesto fusilli dish. It’s deliciously flavoured and a very substantial size - which is wonderful as for once I get to actually finish it! My three-year-old was very happy with his children’s lunch box - a ham or cheese sandwich (he chose ham because today he doesn’t like cheese apparently), a packet of raisins, crisps, a piece of fruit, a biscuit and a juice drink (£3.95). There are other children’s options available however, such as cheesy toast (£1.95) or a smaller portion of the pasta of the day. Wigwam is the type of place parents have been waiting for. A child-friendly atmosphere where your little ones are free to roam and play but with the added benefit of delicious, fresh food - with not a chip or chicken nugget in sight.

Seasonal Salad Bu ernut squash, giant couscous and pomegranate with fresh mint and red chilli salad (v) By DAVID CRITCHLEY The multi award-winning London Carriage Works uses local ingredients in its modern dishes. David Critchley, the restaurant’s executive head chef, holds two AA rosettes for culinary excellence and shares his recipe for a crisp salad which makes the best use of autumn’s earthy ingredients.

250g giant couscous One large butternut squash Seeds from 1/2 pomegranate and 250ml of its juice 125ml extra virgin olive oil One dessert spoon (dspn.) cider vinegar A small handful of toasted pumpkin seeds Roughly chopped mint leaves One thinly sliced red chilli One finely diced small red onion Sea salt flakes and cracked black pepper A small handful of colourful salad leaves 100g feta cheese One dspn. coriander seeds (optional) Garlic cloves

METHOD Preheat the oven to 180°C/gas mark 4. For the dressing, reduce the pomegranate juice by half on a medium heat and leave to cool. Whisk in 100ml of olive oil and the cider vinegar, season with salt and pepper and set aside. Peel the squash, chop in half and discard the seeds and flesh. Dice the squash into cubes and place on a roasting tray with the coriander seeds and crushed garlic. Drizzle olive oil over the tray and season with salt and pepper. Roast for 30 minutes until softened and then leave to cool. Next, cook the giant couscous in salted boiling water for six to eight minutes. Before cooling, sieve the contents and drizzle with olive oil to prevent sticking. Whilst the squash and couscous still have a little warmth mix with the leaves, mint, sliced chilli, pomegranate seeds and red onion. Finish the dish with a delicate garnish of crumbled feta and toasted pumpkin seeds.

Paul Askew, an award-winning chef-patron at his restaurant The Art School, has long been at the epicentre of fine dining in Liverpool. Taking influence from the changing seasons, Paul provides a recipe for a fillet of Peterhead hake with a lemon, caper, Southport potted shrimp and parsley butter with pommes mousseline, buttered cavello nero, carrot and leek. Serves four.
Having launched its ‘Table D’Hote Autumn Menu’ which features seasonal ingredients including cider braised beef, figs, oranges and pine nuts, 60 Hope Street’s acclaimed head chef and co-owner Gary Manning provides an autumn recipe for a delicious dessert.
INGREDIENTS • Four portions 150-200g of hake fillet • 200g cavello nero (or kale) • Julienne baby carrots • Julienne baby leeks • Double cream
• Salt and pepper to taste • Two pots of potted shrimp • Four to five large potatoes (Cyprus/Jersey) • One beef tomato • One shallot
• 50g capers • Fresh finely chopped mint • Fresh finely chopped parsley • Butter with lemon zest • Esperette seasoning
METHOD For the mousseline potato, cut into portions and bring a pan of water to the boil before leaving to simmer for 15 minutes until the potatoes have cooked through. Place back into the pan to remove the moisture gradually. Add cream and butter and mix with a blender until smooth. Season with salt and pepper. For the sauce, finely dice the shallots and the tomato and add to a pan, add the remaining herbs, butter and lemon zest and gently heat. Next, add the potted shrimp, capers and esperette seasoning. For the hake, preheat the pan, season the hake skin side and place the fillet skin side down on the pan for 60 to 90 seconds. Turn and place under the grill for four to five minutes on a medium to high heat. Remove from the grill and allow the pan to cool slightly, so as not to brown the butter. Add a knob of butter and cover the fish before serving immediately. Finally, baste the cavello nero and julienne vegetables with butter and oil and sweat for three to four minutes on a medium heat.

200g soft unsalted butter 200g ground almonds 150g fine polenta One and a half tsp. gluten free baking powder • Three eggs
• 100g pumpkin puree • One tsp. pumpkin seeds • Zest of one orange (save the juice for syrup) • A pinch of ground cloves, cinnamon and nutmeg • 125g icing sugar
METHOD Preheat the oven to 180/160°C (fan)/gas mark 4. Grease and line an 8inch cake tin. Cream together butter and sugar until pale and fluffy. Mix the dry ingredients with the softened butter, add the eggs one at a time and stir in the orange zest and pumpkin puree. Next place the mix in the tin, sprinkle with pumpkin seeds and bake for 40 minutes. Insert a skewer regularly to test the bake and then leave to cool. Finally, bring the orange juice to the boil and drizzle the syrup over the golden brown cake. For the best results, serve with refreshing condensed milk ice cream.

The award-winning Claremont Farm in Wirral is known for its asparagus, strawberries and potatoes, but it also offers an extensive range of seasonal produce during autumn. Cauliflower, cabbage and kale are all now available in the farm shop. Events are also lined up to make the most of the season, including the family-friendly ‘Creepy Creations’ on 29-30 October which gives visitors the opportunity to pick and carve their own pumpkins, make their own chocolate and choose from a wide range of other autumnal activities.
Yew Tree Farm in Halewood is a family-run operation with free-ranging animals, a café and a farm shop which sells seasonal goods including pumpkins for Halloween and toffee apples for Bonfire Night. The farm also offers a selection of autumn favourites from fruit and vegetables, preserves and chutneys to cheese, sausages and ice cream, and sources each product from other local small scale producers without compromising on taste or quality.
Church Farm in Wirral leaves visitors spoilt for choice in its shop, which stocks organic fruit and vegetables and local seasonal produce including cheese, preserves, olives and speciality beers. To coincide with Halloween, visitors can pick from more than 1,000 pumpkins in the farm’s fields before carving them on site, or choose from a wide range of other seasonal activities and attractions during the October half term.

MIYAGI LAUNCHES NEW MUSIC LOUNGE old Street’s Miyagi Restaurant & Bar welcomed guests to the launch of its new late night music lounge, named ‘Soul, Beats, Liqour & Eats’. VIP attendees relaxed in booths and enjoyed cocktails and canapés alongside a taste of the musical entertainment the new Thursday, Friday and Saturday night sessions will provide. Billed as ‘the soul soundtrack of Miyagi life’, the new concept is being held in partnership with the New Power Soul Club and sees the Japanese-inspired venue serve up a selection of dishes along with their ideal partnering cocktails. Taking place each weekend from 9.30pm until 2am, ‘Soul, Beats, Liquor & Eats’ provides a nod to the history of the city centre building which is now occupied by Miyagi. Formerly Café Berlin, it was once a hangout for new wave musicians and northern soul lovers during the ‘80s.
