NEWS Call for U-turn on government’s buy-to-let tax changes A Liverpool City Region landlord is calling for the Chancellor to reconsider forthcoming buy-to-let tax changes in the Spring Budget. Ahead of Philip Hammond’s 8 March announcement, Luxor Group managing director Paul Nicholson says the government should support a thriving rental market which can benefit the wider economy. Buy-to-let landlords are currently facing reductions in mortgage interest tax relief from 45% to 20% from April. Under the new rules landlords will remain able to deduct repairs and legitimate expenses from their taxable income, but will only be able to offset a portion of mortgage interest costs against tax. Paul suggests the measures should be delayed as new figures highlight the introduction of a 3% surcharge on stamp duty for second homes and buy-tolet properties, which came into force in April 2016, has generated more revenue than expected. The HMRC data shows the surcharge raised £1.19 billion in its first nine months – £560 million more than predicted. Paul says: “The Spring Budget provides an opportunity to support a thriving rental market which is not only good for landlords and tenants, but benefits the wider economy. “This means reviewing the planned changes to mortgage interest relief, which is likely to discourage landlords from investing in the property market. “The stamp duty windfall gives the government an opportunity to reassess the further tax changes, undertake a greater assessment of the policy and back the rental market as it supports the development of new homes. “Prioritising the private rented sector alongside owner occupation was a great step forward in the Housing White Paper, but these punitive measures contradict the government’s ambition to introduce more homes built for rent and could dampen investment in buy-to-let overall.” Paul Nicholson says the Spring Budget is a chance to support the rental sector

Landlords - get ready for the new tax year! Changes have been coming at buy-to-let landlords thick and fast, and as we approach the end of the 2016/17 tax year here is our list of things for landlords to think about… Furnished Property? – Hold onto your receipts The wear and tear allowance was phased out in April 2016. This was a straight 10% deduction from net rents, which landlords of furnished property could claim to cover the cost of replacement furniture etc. From April 2016, tax relief will only be given on an ‘actual basis’ – so landlords will need to be able to prove their expenditure on furniture, fixtures and small items.
Remember (and make the most of) the rules on repairs versus capital expenditure. As long as something is a repair it can be claimed against tax. Many repairs are straightforward, leaks being fixed, broken windows being replaced and so on. But larger items can cause difficulty – these are usually more major projects that might affect the whole property – for example replacement kitchens and bathrooms. The issue is what is a repair or replacement (which can be claimed) and what is capital expenditure (which cannot be claimed)? For example if a fitted kitchen is refurbished the type of work carried out might include the stripping out and replacement of base units, wall units, sink etc., re-tiling, work top replacement, repairs to floor coverings and associated re-plastering and re-wiring. As long as the kitchen is replaced with a similar standard kitchen then this is a repair and the expenditure is allowable. When dealing with older items replacement with the nearest modern equivalent is also allowable. But if the whole kitchen is substantially upgraded, for example if standard units are replaced by expensive customised items using high quality materials, the whole expenditure will be capital, and not allowable. Landlords should make sure that invoices and paperwork from tradesman reflect the reality of the situation, with an eye to the tax relief available.
Review ownership structures and financing arrangements With new punitive tax rules for the deduction of mortgage interest to start to come into effect from April 2017 all landlords should be reviewing ownership structures – for example: • For a couple – hold property in the name of the person with the lowest marginal tax rate • Transfer property into a limited company where the new rules don’t apply • Use savings to pay down mortgages • For landlords with a mixture of commercial and residential property, transfer borrowing to commercial properties.

FIRST-TIME BUYERS According to the latest figures from Connells Survey & Valuation the number of first-time buyers getting onto the housing ladder was up 21% in January, compared to the same month last year. And Liverpool is no exception. “Early January has seen a very strong market, with first-time buyers being especially keen to purchase their new home,” Nicki Boyle, senior sales negotiator at Bluerow Homes, recently told Your Move. “Liverpool and the surrounding areas are proving very popular, with favourable mortgage rates encouraging people to take the plunge. “Of course, there is still some uncertainty over Brexit, although this does not seem to have had an adverse effect on the local property market to date. We are confident that the market will continue to improve as the year goes on.” And when it comes to choosing an area for your very first home it seems familiarity is key. “First-time buyers are citywide,” says David Burns, owner of Abode. “Typically they are buying where they’ve been raised. If they were students and studied here then it’s

typically South Liverpool, Allerton Road or the Penny Lane area.” Of course, one thing often dictates location more than anything else - finances. Although available to both first-time buyers and existing homeowners, the Help to Buy equity loan scheme is a firm favourite with those who are new to the housing market. According to government figures 80% of buyers using the scheme are first-time buyers. And with the option only available on new builds this can limit the choice of location for users. Help to Buy is currently available at a number of developments across the city and more schemes are expected in 2017. This year will see Redrow launch Regency Manor, West Derby in March, Countryside launch Highfield Green in Kirkby and Forth Homes launch Wellington Grove in Huyton with Roby. The scheme allows both firsttimers and existing homeowners to purchase a new build property with just a 5% deposit. The government will offer 20% of the purchase price as an equity loan, allowing the buyer to get a deposit at 75% loan-to-value (LTV). The lower the LTV the more likely you are to get a good mortgage rate. The equity loan is interest free for the first five years, after which interest is charged at 1.75%, rising in line with Retail Price Index inflation plus 1%. New builds are often attractive to first-time buyers because of the lack of work required on the property. In many cases buyers can also choose the decor for their home as it is being built, provided they purchase early enough.
Some years ago the phrase ‘retirement property’ might have conjured up images of sheltered accommodation, cosy and traditional decor and quiet locations but that’s not necessarily the case anymore. The way in which we view retirement has changed so it’s only natural that the properties retirees are seeking change too. “We’ve seen an increasing trend for retirees, and those close to retirement, selling their former family homes in the suburbs and moving into the city,” says Debra Beach, branch manager at Keppie Massie. “Several prestigious buildings with waterfront views offer secure apartment living with a sought-after

contemporary vibe.” Debra says the lure of city centre life and its offer is drawing retirees to apartments. “They are attracted by city life – eateries, theatre and the social scene – and have the option to ‘lock up and leave’ if they wish to go off holidaying or adventuring,” she adds. Bungalows remain a firm favourite with older buyers too, not least because of the practicalities they offer. “We see retirees hunting for bungalows and apartments,” says David Burns. “Many will look to Woolton and Gateacre. A lot downsize into new builds as they’re more efficient and involve less maintenance.”
SECOND STEPPERS It makes sense that existing homeowners tend to look for larger properties as they move up the ladder. The ‘starter’ home doesn’t always accommodate growing families, for example. Furthermore, as homeowners get older and progress in their careers they often have the means to move to a more expensive property, perhaps with better features. “Most movers tend to want a garden driveway if they haven’t got one already, normally for planning the family,” says David Burns. “There’s also the quest for schools they like, so the suburbs of Allerton, Calderstones, Childwall, Aigburth, Woolton are popular – typically anywhere there’s a concentration of semis with gardens and driveways to suit.” Louis Anastasiou, managing director of Andrew Louis, agrees the suburbs are a firm favourite with families who tend to seek “gardens, and a driveway for off-road parking in areas with good schools”. Schools are certainly a key factor for many second steppers. A Redrow survey found 72% of parents thought a good school was important when house hunting. Crosby is also a favourite for families. In fact last year the Sunday Times named the suburb in its Best Places to Live in Britain supplement, as one of the top 12 North West locations. Your Move 37

BIGGER BUDGET BUYERS If you’re lucky enough to be able to look to the higher end of the market there are plenty of locations to choose from - some of which will take you across the Mersey to Wirral. Regularly featured in most expensive and most desirable lists, there are a handful of areas in Wirral which are hugely popular with more affluent buyers. In a Royal Mail study of the most desirable places to live in the country, no less than three Wirral postcodes featured in the top 10. Bebington, Eastham and Wallasey were all praised for their high calibre schools, high employment and the quality of life they offer. “Many people choose to buy in Wirral for lifestyle, and there are options in abundance in the special peninsula if you’re looking at investing substantially in a property,” says Shaun Carlton, senior branch manager at Karl Tatler. “For community living, Heswall is popular and conveniently located
with close motorway access and a plethora of local bars, restaurants, shops and supermarkets. Here you also overlap into the great outdoors with Heswall Dales and spectacular views overlooking the River Dee coastline. It’s the perfect place to raise a young family, or to kick back in enjoyable retirement. “The seaside village of West Kirby is another bustling, popular and highly sought-after area with plenty to keep you entertained. Just overlooking West Kirby is Caldy with irresistibly perfect homes where it’s not uncommon to spot a celebrity or two in the affluent neighbourhood. “If peace and tranquillity is your desire, then the rural settings of Thornton Hough, Burton, Raby Mere and Puddington offer some quite wonderful houses and bungalows in beautifully pleasant surroundings.” On this side of the river South Liverpool and Crosby once again make an appearance. According to property portal Rightmove average house prices in Crosby are £211,447, in Allerton, £235,280 and in Woolton £220,393. The average price in Liverpool as a whole is £149,343 while areas like Walton and Anfield come in much lower at £88,661 and £64,894 respectively. Of course, one can’t compile a list of areas for affluent and high end buyers without giving a nod to Formby. Home to some of the most expensive streets in the UK, residents benefit from a village atmosphere, independent shops, restaurants and bars and miles of stunning coastline.

INVESTING FOR STUDENT OFFSPRING Today’s generation of students wants all mod cons, WiFi is an absolute must and, in many cases, sharing a bathroom with three or four other people is not acceptable. The student population in Liverpool - and, more specifically, where it’s based - has changed a lot in recent years. The city has long been a hotspot for students moving away from home and today there are around 70,000 living here. But the traditional student areas are starting to be replaced. “Students typically looked to the Smithdown Road and Penny Lane area traditionally although most are migrating to purposebuilt units in the city centre,” says Abode’s David Burns. It seems while the lively atmosphere of Smithdown Road still attracts students it is the nightlife and facilities, not to mention the quality of the accommodation, in the city centre that is most enticing. And developers - and landlords - are aware of that. Unsurprisingly then, 2017 could see a host of new student developments come to Liverpool city centre. Plans have recently been submitted to Liverpool City Council to demolish Hardman House on Hardman Street and replace it with a sevenstorey residential complex, including 90 student accommodation cluster apartments offering a range of one, two, three and fourbedroom flats. Parents looking to invest in property for their student children can purchase a ‘unit’ in a purpose built student development but many prefer to opt for a property that could be used for general residential purposes once uni days are over.
CITY P RO F E SSIO NA LS City professionals are spoilt for choice in Liverpool. New developments are springing up every month and conversions that take office blocks or warehouse space and create trendy city centre living are increasingly common. Just last month when the Drury House office building on Water Street was brought to the market the residential potential of the property was highlighted by agent Hitchcock Wright & Partners. Pre-application approval is already in place offering the capability to create 141 contemporary residential apartments. “There is a growing demand for high end city centre apartments and luxury accommodation for the city’s burgeoning tourist market,” says Brian Ricketts, partner at Hitchcock Wright & Partners. Waterfront properties have long been a firm favourite of young professionals. The area surrounding Liverpool Marina, south of Albert Dock, has been popular with city dwellers for some time while on the north side the area surrounding Princes Dock has grown in popularity in recent years. Another location where demand from city dwellers has soared in recent years is the Baltic Triangle. “Our research is telling us that people want places with the infrastructure that they’ll use and which animates the streetscape,” says Elliot Lawless, director of developer Elliot Group. “Cafés, bars, hairdressers, restaurants, delis - the sort of stuff that can really define a neighbourhood and gives it its ‘feel’ at street level. “They don’t mind walking into the heart of the city, which is why areas like Baltic and the north shore are taking off. And they don’t mind if the neighbourhood isn’t finished, either - being pioneers is part of the buzz for many: feeling that they ‘discovered’ an area and were part of its transformation. “City core, particularly in the historic business district, will always be popular and there’s a segment of the market that will pay a premium to be around Castle Street or Water Street.”

World Book Day takes place on 2 March. What does this yearly event mean to you? The great thing about World Book Day is that it’s one of those days where you can create a buzz about books. Literature has to compete with a lot of other media and maybe there isn’t the glamour of Oscars, Emmys and Golden Globes attached to it, so we have to create our own buzz. It’s an occasion where everybody is talking about books and if that hype carries through to the rest of the year, then hurrah for World Book Day. How important are interactive experiences like ‘Bear Hunt, Chocolate Cake & Bad Things’ to help draw children towards books? It’s great when there are other ways you can experience a story besides the book, especially when that involves putting the reader into the story. We have books, television and stuff online but with things like theme parks, interactive exhibitions, museums and face-to-face storytelling, you experience the tale in a deeper way - your entire body is involved. Children are very physical - they like to wriggle when there’s rhythmic music playing, for example - but when we get older we’re more inhibited. The point of this exhibition is that you experience it totally because you are inside the story and you can make it your own. It’s vital when it comes to words and literacy that children learn this stuff belongs to them not to some posh person in Oxford or Cambridge, not to a dictionary - words belong to you. If you can pass that onto children, you’re passing on something very important. Your 1989 book ‘We’re Going on a Bear Hunt’ features heavily in the exhibition. Did you have any idea it would have this much longevity when you wrote it? I had no idea. ‘Bear Hunt’ began life as a sort of folk song I would perform. The Brownies used to sing a version of it and so did American kids at summer camp so I played it as part of my act when I used to visit schools. The boss of Walker Books saw me do it and he said ‘that would make a good picture book’. I adapted it, and then it was Helen Oxenbury who made the book in that shape and form. When I looked at it I had no idea it would have this incredible life. Maybe she did because she’s brilliant, but I didn’t know it would take off the way it did. I’m not very good at guessing what people will make of the books I’m involved with.
What is it about the city of Liverpool that makes it a good fit for the exhibition? I’ve been here several times recently. I’ve played at the Liverpool Philharmonic a couple of times in the last two or three years and in my experience the city is amazing because it draws on powerful traditions, particularly influences from Ireland and Wales, mixing that with Lancashire and Cheshire as well as its roots in Caribbean life. The combination of these different strands means Liverpool children come at you in a very informal, vocal, oral way. You go to some places in the UK and find children who are quite shy and reserved but in Liverpool they want to have a laugh. That Irish term ‘craic’ is appropriate because I think they realise my performances are my form of the craic and they want to share that. Something like ‘Bear Hunt, Chocolate Cake & Bad Things’ is an experience rather than a reading session. The storymakers who work with the children will engage with them and make it a spoken, oral experience as well as connecting it to the books, and that for me is a good fit for the Liverpool audience. What are the key elements that make a good children’s story? If only we knew. You can never tell! I was just talking earlier about this odd little book called ‘Goodnight Moon’. There’s no story and it has funny little drawings that you might not think are even well drawn at first glance, yet it has sold millions and millions of copies since coming out in 1946. Despite having little plot, somehow or other there’s this magical quality which children aged about four or five seem to adore. You can put an enormous amount of effort into creating something you think is similar and it doesn’t get anywhere. It’s a mystery! It is very difficult to recommend books for youngsters because every child is different, but in my opinion the best thing you can do is take your kid to a library or a book shop and let them choose for themselves - let them do that again and again. Obviously if there’s a book you loved as a child, try and introduce them to that because your own enthusiasm may rub off, but the most important thing is letting your child choose.

My mum read the Beatrix Potter stories to me ‘Squirrel Nutkin’, ‘Peter Rabbit’ and ‘Tailor of Gloucester’ I absolutely adored. I also enjoyed the Puffin picture books, particularly one about an old Chinese man who teaches kids the Chinese alphabet. Beatrix Potter did it for me back then. There may be children today who think ‘what’s the point in that?’ but for me, they were lovely. What is your ideal writing environment? I can shut myself away and work solidly for six or seven hours at a time. I usually write from an office in an old factory. That environment works for me because I like the fact that it feels like there are other busy people in the same building. I have thousands of books there and can immerse myself in them. That environment is what enabled me to write a book for adults called ‘The Disappearance of Emile Zola’ about the eponymous French writer, which came out recently. What are you working on at the moment? I’ve written a story about another bear and I’m waiting to see the pictures that will accompany it. I’ve also done a book based on my ‘Chocolate Cake’ story which is being illustrated by Kevin Waldron, and I’m working on two sequels to my children’s book ‘Uncle Gobb and the Dread Shed’.

The organisers behind the city’s popular Gin Journey will run the new venue-hopping experience from 6-12 June to tie in with the worldwide celebration of the Italian cocktail. Hosted by Cocktail Kate and Negroni Nick, the tours will ferry participants between various city centre bars on a ‘Gin Bus’ to sample five twists on the mixed drink. FIVE GUYS SNAPS UP CAFÉ ROUGE SITE American burger brand Five Guys is moving into the former home of Café Rouge in Liverpool ONE. The restaurant chain will open its new branch on The Terrace this summer after the French bistro vacated the site on 19 February. Five Guys’ new 175-seat restaurant will join other popular eateries including Wagamama and Pizza Express. The firm already has a Liverpool premises at Queen Square which is said to have enjoyed the second most successful opening in the chain’s history with over 10,000 sandwiches sold in the first week.
It’s safe to say Cosy Club lives up to its name. Seated at a window seat overlooking Liverpool ONE, my friend and I had the perfect vantage point to people watch whilst browsing the menu. First up was the drinks, and I decided on the English Garden - a mix of Hendricks gin, pressed apple juice and elderflower (£7.25) - while my friend went for Down the Hatch (£7.95); a blend of Disaronno, cherry liqueur and toffee. They went down a treat, and what’s even better is Cosy Club offers a Teatime

Tipple deal giving you any two cocktails for £9.95 (Sunday-Friday, 4-8pm), so it’s definitely worth taking advantage of. The menu is an assortment of favourites you might eat at a gastro pub (pie of the week and fish and chips, for example), alongside lighter options such as salads, risottos and noodles. Tapping into the big trend for small plates, a selection of tapas is also available. After sharing a plate of olives to start (£2.95), my friend decided on the buttermilk fried chicken (£9.95), served with sweet potato fries, chipotle mayo and house slaw. The chicken was well seasoned, crisp on the outside and tender on the inside and the fries were the perfect blend of sweet and spicy. As a big burger fan, I ordered the lamb, mint and coriander burger (£10.95). Served with fries and house slaw, the burger included all the flavours of a Greek meze sandwiched between a brioche bun. Harissa hummus, marinated carrot, pickled red cabbage and
tzatziki took the place of traditional lettuce and tomato to create a delicious burger with a Greek twist. At this point we ordered another round of cocktails: the English Rose (£7.75) and Cherry Bakewell (£7.95). The English Rose was a refreshing blend of Hendricks gin, lemon juice and rose water topped with prosecco, while the Cherry Bakewell was a sweet dose of cherry juice, amaretto almond liqueur and rum. Before browsing the dessert menu, we were dead set on sharing a pudding; that was before I spotted the warm chocolate brownie (£5.95) and my friend eyed up the salted caramel cheesecake (£5.95). Served with clotted cream ice cream, the brownie was indulgent, comforting and the perfect end to the meal. My friend assured me that the cheesecake, with a mountain of caramel popcorn on top, was just as tasty with its creamy filling and buttery biscuit base. Cosy Club has a warm, inviting atmosphere and comforting food and drink to match; a visit is a must.

CULTIVATING A COMMUNITY The season of being holed up indoors will soon be a distant memory so it’s time to embrace nature and the benefits a greener way of life can offer. Having your own backyard is all well and good, but this isn’t a prerequisite to getting your gardening on as projects to make the city region greener rely on volunteers. Bluegreen Liverpool is a community group dedicated to bringing vacant space in the city centre back into use through gardening initiatives and it recently embarked on an ambitious project. Backed by Tesco ‘Bags for Help’ funding, the organisation is creating a green walking corridor between the foodie-centric Bold Street and the Baltic Triangle, complete with community growing spaces, and is appealing for the public to lend a hand. Five of these horticultural spaces are in the 50 Your Move
late planning phase, but there are immediate opportunities to help Bluegreen plant apple and pear trees at two sites in the city centre. The organisation also welcomes input from anyone with ideas for transforming vacant grass verges, wasteland and other unused space via growing initiatives. “If somebody sees wasteland and unused public land between Bold Street and the Baltic Triangle and they have an idea to transform it, we can help,� says Elaine Cresswell, project manager at Bluegreen. “We have the funding to make it happen. “At the moment we’ve got a couple of sites where we need volunteers to help us plant apple and pear trees. One of them is off Pitt Street and the other is on Jamaica Street.� In addition Bluegreen is supporting a number of other ventures including the upcoming Growing Up in Chinatown project, which aims to create a growing space for Oriental vegetables in the heart of Europe’s oldest Chinese community; and Baltic Creative’s plans to add public green space to the Baltic Triangle.

These initiatives will require volunteer assistance once they gain momentum and people can now register their interest with Elaine. Bluegreen is also searching for volunteers to help out in the community garden at dry bar The Brink, where members of the recovery community can learn how to grow vegetables, fruit and flowers; and enjoy the therapeutic benefits these activities provide. “There are multiple benefits of community gardening initiatives, from health and wellbeing to getting closer to nature,� says Elaine. “One reason I’m keen to work with groups across a neighbourhood rather than a single site is because people can socialise and meet their neighbours. “This multi-site approach also helps improve the community as a whole and empowers those who take part, especially if the project was their idea to begin with.�

FOR HOME GROWING • Plants grown indoors need adequate water, light and drainage so they do not drown. • The more soil you have, the better the plants will grow and the less you will need to water them. If you don’t have much soil or time, mix some water storing granules into the soil to ensure your greens stay hydrated. • Don’t use chemicals to feed plants if they are going to be eaten. • Micro-greens such as mustard and cress are ideal for beginners as they don’t even need soil - kitchen paper or perlite will suffice. • Plants like geraniums, petunias, verbenas, fuchsias and salvias are perfect for window boxes in the spring as they will bloom freely throughout the season. • Top off your window boxes with gravel and slate to reduce water evaporation. • Shrubs, climbers, herbaceous perennials, grasses and even some fruit and vegetables can be grown in containers for those with limited outdoor space. Choose frost-proof terracotta rather than those labelled frost-resistant if you’re planning on leaving your container outside all year round. • Make sure you choose the right compost for container plants. A multipurpose peat-free compost is best for short-term vegetation, while a soil-based solution is better for permanent plantings and ericaceous composts for lime-hating plants.

Beyond the city centre public horticultural initiatives are bearing fruit, like Kirkdale charity Rotunda’s community garden. The organisation has big plans to extend its green space to the front of its headquarters - a Grade II-listed building in the L5 area - and wants members of the public to join in. As an AQA-accredited operation, Rotunda also provides training opportunities for those seeking cultivation skills and is offering immediate volunteer work through its Blooming Kirkdale project, an initiative to greenify the area’s ‘grot spots’. “Blooming Kirkdale is all about engaging our residents and reducing social isolation,� says Rotunda CEO Maxine Ennis. “It’s basically a health and wellbeing initiative but it’s all about growing, beautifying and bringing colour and life back into a particular area that needs some TLC. “This is a strategic initiative and we welcome volunteers from the community to help us promote it as an opportunity for people young and old. The more the merrier as far as we’re concerned.�
Another way to colour your life greener is by contacting one of the Liverpool City Region’s local authorities to enquire about renting allotment space. Allotments are located across the region and typically cost between £43 and £52 per year for a full plot with concessions for over 60s, plus a subscription fee for the local allotment society. However, encountering a waiting list is not uncommon as allotments are in high demand. In Knowsley, for instance, it can take up to 17 months for space to become available while in sought-after South Liverpool the wait can be as long as three years. No doubt aware of these obstacles, Sefton Council runs a community allotment project in conjunction with national charity TCV called Sefton Green Gym. Not as physically demanding as the name suggests, this initiative at the Queensway Allotments in Crosby holds sessions every Thursday and all are welcome to swing by and pitch in with organic fruit and vegetable cultivation and meet new people. Sefton Green Gym boasts a diverse membership, from young people with learning difficulties to older and retired folk, as well as jobseekers and those from various ethnic communities.

GET A STATION GARDEN ON TRACK A short train journey from the city centre lies Edge Hill Station. It’s the oldest active passenger railway terminal in the world and is now shaping up to be one of the greenest. Arts organisation Metal is planning a year-long programme of art, food and gardening to engage local residents to create an “oasis of calm� at this historic location. With the help of the local community, Metal has transformed a derelict part of the station into the Edge Hill Station Garden and the group has launched a fresh appeal for volunteers to assist during the upcoming spring planting season. The arts venue is also hosting dinner events throughout the year for the local community and school groups to drive awareness of environmental sustainability and explore the importance of public green spaces and how they benefit our day-to-day lives.
