Victoria Kenyon of Sutton Kersh Auctions was named Auctioneering Candidate of the Year at the Propertymark Qualifications Awards 2017 in London. Sponsored by MOL and Arthur J. Gallagher this year, the awards were presented at Piccadilly’s Le Méridien Hotel to recognise the highest achieving candidates within each of the organisation’s national industry specific qualifications. The ceremony brought together learners, employers, training providers, stake holders and successful candidates who achieved Propertymark Qualifications in 2016. A panel of experts picked the winners of 10 accolades which were presented for lettings, sales, inventory, commercial property and auctioneering. We need housing and infrastructure investment to top our new Metro Mayor’s list of priorities, with plans here being driven forward regardless of what’s happening in Whitehall. As we wait to see exactly what our new government will look like, what impact the hung parliament will have on Brexit negotiations and even whether or not we’ll be going to the polls once more, it’s difficult to predict how the property sector will fare in the long term. With politicians focusing attentions elsewhere, commitments to UK housing strategy and the Northern Powerhouse agenda could be at risk. It’s imperative that, once the new government is fully established, commitment to housing reform and infrastructure investment in the North is reaffirmed as both will have a bearing on the future of the city region property sector and economic success of Liverpool.

At the time of writing it’s immensely difficult to make predictions as to the economy and the outlook for the property sector in general. Whilst the election of the Liverpool City Region Metro Mayor will be good news in terms of focus on regional infrastructure, we have now entered a period of extreme political uncertainty which is always bad for business and investment – especially with Brexit in the mix. However, the North West property sector has proved itself to be pretty resilient in the past and I dare say it will do so going forwards. Hold on to your hats!

We’ve seen a slight slowdown in new residential instructions by around 15% on the same period last year, but given the continued uncertainty it’s to be expected. Many would-be homebuyers and sellers are more hesitant than they may have been in the past. Perhaps we can put it down to people considering their next move or biding their time but people remain reluctant to stretch themselves. The outcome of the general election won’t help speed things up again anytime soon uncertainty prevails and people don’t like uncertainty. We’re facing unanswered questions, fluctuating interest rates and a swerving appetite from banks to lend. And whilst both Conservative and Labour have continued their commitment to constructing new and affordable homes, more must be done to accelerate the second-hand market. Meanwhile the 3% stamp duty increase was introduced as a measure to prevent the buy-tolet market from overheating and in that sense has served its purpose. Given the market has since slowed anyway, I’d certainly want to see some reassessment of stamp duty costs from our new government.

Despite the election being called to remove all uncertainty as we enter Brexit negotiations, it has resulted in a hung parliament leaving the UK in a state of limbo. This result adds yet more uncertainty to the property sector going forward as investment and business decisions are likely to be put on hold – not an appealing prospect for the construction and housebuilding sectors. With housing minister Gavin Barwell losing his seat it’ll be interesting to see what happens to the Housing White Paper. The paper had a number of good policies, especially the shift in rhetoric away from home ownership and its focus on investment into the private rented sector. Whoever forms the next government should build on these policies and reaffirm these commitments to avoid further disruption. Forming a coalition is certainly not the outcome the property market had hoped for. In the coming weeks there needs to be greater transparency around the Brexit negotiations to deliver confidence and stability for UK and overseas investors.

The housing shortage and people’s housing needs remain the same, regardless of an election. Even a hung parliament and Brexit negotiations won't impact on the gap between supply and demand and buyers’ needs. Help to Buy remains available in the marketplace and is set to stay until 2020, giving buyers the chance to take out an equity loan to reduce the initial cost of homeownership and with a smaller deposit than those who buy on the open market. Interest rates remain low and while there were predictions they’d rise next year, economists are now forecasting that rates won’t increase until 2019 so, in fact there has never been a better time to buy.

The ‘wait and see’ attitude adopted by buyers and sellers in the run up to the general election may go on a little longer than first expected. A snap election meant a shorter run up to polling day, giving less time for impact, if any, on the market. In light of the election’s shock result all eyes are on the government and there will be some who may want to wait until things settle down a bit but I don’t think this will be for long. The result won't have any effect on sales already going through and those who need to sell and buy will carry on as normal. We are becoming used to political change and once normality has resumed it will be business as usual. We may even see a surge in activity in the next few months. There are interesting times ahead, indeed.

INTERVIEW BY LAWRENCE SAUNDERS

How did you first become interested in art and painting? Ever since I was a child I’ve been interested in drawing. My father was an artist as well, although he worked in a more traditional style than myself. He was also a good writer and had many books on the Renaissance which I used to copy out of and learnt a lot from. When my dad left the army he worked on the boats and I think that connected with me. In some cultures the idea of the boat journey is a spiritual thing but with me it's all about the journey - the adventure where you discover something new. I also used to read lots of adventure books when I was young and plenty about ancient civilisations like the Egyptians and the Romans. There’s something magical about ancient cultures for me so I try and put it into my work and if people pick up on it then that’s great. Has being from Liverpool and having your studio in the city centre had an impact on your work? I think it has - it’s a creative thing with Liverpool. I’m a great fan of The Beatles and they’ve undoubtedly had an impact on my work. Although my work is quite abstract, when people look at many of my pieces they see architecture and boats - which is obviously linked to Liverpool’s history as a sea port. People have also said they can see some of Liverpool’s more famous buildings like the Liver Building. I don't really do this on purpose though. I soak in ideas as I walk around the city. I go to exhibitions, galleries and Albert Dock a lot. These things just soak into my mind and then come out in my work. Your approach to painting has been described as very organic and many of your canvases have been worked over repeatedly and redeveloped. Is there ever a fear you’ll never be satisfied with a piece? Before I start a piece I always have an idea about how I want it to look but often people tell me they like the way a painting looks and not to develop it any further. Things like that stay in your mind but certain pictures don't have to be changed. I often leave my work in the studio then come back a week later and I’ll see something else that works and then I’ll leave it. Even as I look at my work here in the gallery today, I can see different things which I’ve never noticed before - faces, places, buildings. The picture changes all the time. But it’s like that when I’m working on them as well - it’s like a never ending story, it keeps on evolving. It's a good thing, I like it. Seeing different things in my paintings today might feed my next work when I go back into the studio.

What’s the story with the name of your new exhibition, ‘The Beginning of a Great Adventure’? The idea behind it is the process of making a painting, but the actual title is taken from a track on Lou Reed’s ‘New York’ album. I like the song but I like the title as well, it means something creative to me. It’s the way I look at doing a painting - the beginning of creating something new and something magical.

Your work has made it into private collections around the world, and on the first night of a recent exhibition in Liverpool your paintings almost sold out. Do these moments make you feel proud? It’s good in one sense because it makes you feel like the paintings are valid. It’s not about the commercial aspect for me, but that is a great asset. When all those paintings sold so fast I was amazed. I’m happy that anyone likes my work and it keeps me going in a sense. But when people actually buy them it puts you on a different level. At the end of the day I just do what I want to do and if people like them and want to buy them then that’s a bonus. If you look through the history of art and look at why artists did what they did, a lot of them weren’t in it for the money but because they just had to do it. With someone like Picasso, who is one of my heroes, if you look at his early period he could have been a very successful graphic designer but he knew he had to follow his own path. That’s just what I’m doing. Luckily I’ve sold some paintings and that’s helped me to develop the next ones. Alongside Picasso, you’ve cited graffiti art as one of your big inspirations. What is it about this particular style which appeals to you? Is someone like Banksy an inspiration? Up to a point - I like Banksy and the mystery behind him, but I find a lot of his work too graphic and full on for me. The type of art I prefer is the stuff by Jean-Michel Basquiat which has got a real rawness. Basquiat was influenced by another artist I admire, Cy Twombly. I also get a lot of my inspiration and ideas from the environment around my studio on Duke Street. There’s actually a painting in this exhibition called ‘The Poster Board’ which I got the idea for during a walk home from the studio one night. It had been raining and some posters on the wall had soaked into one and other and I noticed one of the images had a woman’s face on it - it just worked, it was great.

ou don’t need a gargantuan IMAX screen, an army of staff and a refreshments stand as long as Runcorn Bridge to host a successful film screening. Projection equipment, an empty space and some good old fashioned imagination will more than suffice. Liverpool’s burgeoning community cinema movement was borne out of this idea and event organisers in the city continue to challenge the traditional perception of what a night at the movies entails. For instance, Kinematic hosted a screening of ‘Sister Act’ against the unique backdrop of St Bride’s Church alongside live music from a gospel choir, while Empty Spaces Cinema embraced the DIY ethos in more ways 50 Your Move

than one by holding a film festival at a former hardware store on Smithdown Road. Pop-up movie events appear to be all the rage in Merseyside but, until recently, the city had its own permanent community picture house in the form of Victoria Street’s Liverpool Small Cinema. After two years, 270 screenings and 8,000 ticket sales, the cinema was forced to cease operations following the news that its building is being sold for redevelopment. Liverpool Small Cinema programmer Sam Meech tells Your Move that there are no plans to find another home.

“The project is coming to a close,” he says. “The seats and things are still in place and programmers can hire the building if they want to put something on but it is no longer Liverpool Small Cinema. “For the time being there is still a cinema in the building, but I can’t say how long it will be there. “A more permanent space for community screenings in Liverpool might be found but that will probably need to come from somebody else. I really hope it happens.” Although the loss of Small Cinema is a blow for Liverpool’s indie screening ambitions, the movement is alive and well in the city and the project has proved to be a catalyst for similar ventures. Members of the Small Cinema team served as volunteers on Empty Spaces Cinema’s Hammer and Nail Pop-Up Film Festival, and Sam says others have received pop-up touring kits from the British Film Institute (BFI) to set up their own events. “BFI supports all kinds of film societies and events through its Neighbourhood Equipment Scheme and some of the programmers who were involved with Small Cinema have been awarded kits for pop-ups, so I expect to see events in different spaces around Liverpool,” he explains. The success of Small Cinema, Empty Spaces and Kinematic proves alternative movie events are in demand in Liverpool, but what’s driving their popularity in an age where film fans have more ways than ever to access the latest content? According to Sam, it’s the rise of social media and the fact it has made it easier for event organisers to spread the word about their projects, coupled with the affordability of basic cinema equipment. “Cinema is a social pastime and people want to go out and socialise if you have a film event in an unusual space it adds a bit of novelty to the experience,” he says. “Independent film screenings are becoming more popular in general because they are easier to organise thanks to social media, people are becoming more aware of licensing regulations and the technology is now more affordable. “It’s easier to get hold of a basic projecting system. The difficulty has always been finding space to do it. If you can crack that, the other things are fairly straightforward.”

Laura Brown, co-founder of Empty Spaces, identifies another factor behind DIY cinema’s meteoric rise, pointing out that being able to offer cheaper ticket prices makes cinema more accessible. “One of the issues with the big chains has been price,” she says. “If it costs you a tenner for a film ticket and another £5 to £10 for snacks or a drink then it's too expensive for many people. “I grew up in a place where you have smaller local cinemas. You could have birthday parties where you went to see a film - imagine being able to afford to take 15 10-year-olds to see a film now! It's about accessibility.” With indie film events attracting a sizable, dedicated following in such a short space of time, a question springs to mind - where is the movement heading and what does the future hold for community cinema in Liverpool? Chris Brown, the other half of Empty Spaces’ husband and wife co-founding duo, believes pop-up picture houses will continue to spring up around Liverpool and may even reach a level of prevalence which harks back to the golden era when there was a local cinema on every block. “As long as there is an appetite for people to get together and do this there will be more and more,” he says. “With limited funds, a few people and a space you can set up a cinema now. Our slogan is ‘anywhere can be a cinema’. “It's also true that anybody can run one. People want to pick the films they want to see and go and see them with friends. There's no reason why we can't have a lot of cinemas dotted around the city centre right out to the suburbs.” Sam, meanwhile, likens the craze to the local music scene and believes a Liverpool film festival dedicated to community cinema is needed to unify the movement. “I think a festival to bring the community cinema movement together would be a good thing. My

analogy is always the Liverpool music scene and gig ecology,” he explains. “Unsigned bands have plenty of places to play here and what I’d like to see in the city is more of these pop-up cinema events and a festival where they all come together, in the same way bands do at Sound City and Liverpool Music Week.” Liverpool’s indie cinema scene is but a small cog in a much bigger machine as similar movements are taking place across the world. Indeed, Sam was inspired to set up Small Cinema after a visit to Berlin where events are held at a network of small independent arts spaces called ‘Indie Kinos’. Small Cinema was invited to represent Liverpool at the prestigious Berlin International Film Festival this year in a discussion about the emergence of local, socially-minded cinemas across the world. Now that the movement has gone global Sam believes Small Cinema’s legacy and the city’s thriving scene, combined with the popularity of similar projects internationally, could have a far-reaching impact on the film industry. “I think ultimately it could affect how film distribution changes,” he says. “It will have to be broader in terms of how it accesses audiences we are already seeing this with Netflix - and the Small Cinema and similar projects around the world fit really well into the discussion around innovative cinema exhibition. I’m very proud of that.”

MEXICAN EATERY PLANS ‘GRAB & GO’ OFFERING Pancho's Burritos is planning a new ‘grab and go’ offering on Wood Street. The Mexican street food chain wants to open up the rear of its Bold Street restaurant to serve those on the move. Pancho’s Liverpool branch became the company’s fourth UK opening back in March - joining two restaurants in Manchester and one in Leeds. According to plans submitted to Liverpool City Council, the changes to the building will bring “positive changes to an existing façade of poor quality”.

NEW PIZZA & CARVERY RESTAURANT TO OFFER ARMED FORCES DISCOUNT A newly opened pizza and carvery restaurant is to mark Armed Forces Day with a discount for members of the defence community. In recognition of the celebration, which is taking place in Liverpool on 24 June, all Defence Discount and Blue Light cardholders will receive 20% off at the Britannia Inn from 19 June to 1 July. Located on Riverside Drive, the remodelled Britannia Inn, formerly a Crown Carvery, now offers guests pizzas, burgers and full carvery alongside pub classics, such as fish and chips.

GREEN LIGHT FOR CLAYTON SQUARE PAN ASIAN BUFFET RESTAURANT A new Pan Asian buffet restaurant boasting over 150 dishes is heading to Clayton Square Shopping Centre. Bon Pan Asian Restaurant had been given planning permission to convert the former Poundworld on the corner of Elliot Street and Great Charlotte Street into its second UK branch. Guests can look forward to an eclectic menu which includes everything from sushi and teppanyaki to curries, pizza and Robatayaki - a Japanese method of cooking, similar to barbecue.

Most non-Aintree residents are unlikely to pay a social visit to Warbreck Moor unless they’re heading to the races, but the odds of that changing have shot up thanks to its new culinary addition. The Pepper Vine is a bar and restaurant which serves up authentic Indian fusion food a few doors down from Liverpool’s famous equestrian venue. The site was formerly a Chinese restaurant, but all evidence of its previous occupant was swept away during the refurb, replaced by colourful Indian decor, overhead lanterns and other South Asian furnishings. No expense was spared in the conversion, but The Pepper Vine is all about rustic authenticity and casual vibes. Don’t let its proximity to the racecourse fool you - leave the glad rags in the wardrobe. There was a laid-back atmosphere as my date and I entered the premises, enhanced by traditional Indian music in the background and chatter from the busy dining area. The quality of service here immediately stands out. This is a family-run establishment where diners are treated to the kind of personalised experience you won’t find at a chain restaurant. The owners were handson, making a point of visiting each table to engage with their customers and make sure they were satisfied with their meals.

BY MARK LANGSHAW We were taken aback by the amount of choice on the menu. Curry classics were well represented, from biryanis to masalas, competing with countless other dishes from North and South India, as well as fusion food and IndoChinese concoctions. I started with the Chicken Lollipop (£5.65) - marinated deep fried wings served with salad and spring onion while my dining partner opted for the Malai Chicken Tikka (£4.45). My selection had all the hallmarks of good comfort food. The chicken wings were hearty and moreish, with the right amount of tangy glazing and greenery on the side. The meat was somewhat fatty in parts, but the lessthan-prime spots were minimal and didn’t detract from a satisfactory starter, which I washed down with a pint of Peroni (£3.95). My date’s first course which she enjoyed with a blackcurrant and soda (£2.85), having drawn the dreaded designated driver straw, consisted of leaner cuts of chicken coated in a cheese sauce. It appeared to hit the spot, and from the couple of mouthfuls I stole, it was easy to see why. The succulent chicken was full of dense flavours thanks to the creamy sauce and subtle

hints of ginger, garlic and other herbs. Onto the mains and I went Indo-Chinese and plumped for Chilli Chicken (£6.95) - marinated cubes of meat served with chilli flakes and vegetables in a hot sauce. Set upon a bed of pilau rice, the dish struck a balance between tang and spice. The meat was reasonably tender and the vegetables fresh and crunchy, while the sauce brought a welcome kick. My date chose an Indian classic - Chicken Jalfrezi (£5.95), which was served with mixed bell peppers, tomato and coriander. Although regretting her choice to select medium over hot, my dining partner was adamant that her curry stacked up against the other jalfrezis she’s sampled at Indians across the city. Everything we tried at The Pepper Vine was roughly equivalent in quality to the fare you’d find at a high-end Indian takeaway, and I mean that in a good way. It’s the kind of wholesome comfort food you’d happily demolish in huge quantities on a Friday night after a hard week at work. For the personalised service alone it’s worth the trip to Aintree. Just make sure you book in advance if the races happen to be in town.
