In 2003 Merseyside became one of nine areas to benefit from the government’s Housing Market Renewal Pathfinder initiative. As a result, the NewHeartlands organisation was established to deliver the programme in struggling areas of Liverpool, Sefton and the Wirral. We look at the success of the scheme to date and see how NewHeartlands has helped to revitalise the local communities it serves.
Creating a new heartland Task at heart The NewHeartlands challenge was to reconnect communities where demand for housing is low and where, as a result, there has been a significant decline in population, dereliction, poor services and poor social conditions. In partnership with the respective local authorities, local housing associations, developers and other key stakeholders, NewHeartlands set out an ambitious plan to build tens of thousands of new homes, refurbish existing homes and demolish properties which it considered to be outdated or in a poor condition. In a programme of across the board regeneration, NewHeartlands is also tasked with improving areas of open green space, neighbourhood street lighting, roads and community safety and the wider social issues of helping 32 Your Move
to create jobs, reducing crime and improving neighbourhood prosperity and attractiveness. No easy task, this was a scheme that required involvement and commitment from the local people; a programme that needed to touch the hearts and minds of the residents it reached. Finding the funding The government has announced its commitment by funding the scheme until 2011 and NewHeartlands is in the process of bidding for funding to carry out its work through to 2014. Recently, NewHeartlands secured a performance related 10 per cent further funding after achieving its targets for the first financial quarter. With a project that represents a huge challenge for any regeneration scheme, NewHeartlands is expected

to spend around £2.85billion over the lifetime of the 10 to 15 year programme, overseeing areas covering around 250,000 people, and made up of around 130,000 properties. NewHeartlands managing director, Pauline Davis, commented: “We’re almost coming up to half way through the project and as we look back we’re on target, despite the economic situation we’re currently in.” The story so far To date, NewHeartlands has refurbished 15,540 homes, built 1737 new houses and apartments and cleared 3056 older properties. Last year alone 645 new homes were built, while 82 followed in the first financial quarter of this year. Despite the promising results, Pauline insists the culmination of the work is still a long way off: “There are an
awful lot of people still waiting for a home. They are programmed to come in over the next six to seven years and maybe beyond that. The scale of what we’re doing is so big for me it’s really important to get funding to continue that work.” Heart of the solution Public consultation took place in and among artworks of size and scope – such as ‘The Bubble’ in Bootle, to involve the emotions of local residents and the local community. Just recently, a project to create a wildflower garden near Gilman Street in Anfield was recognised by the Sustainable Housing Awards. Among the raft of initiatives, it is improved housing and immediate living conditions at the heart of the renewal programme. “We have supported so

many people through the programme,” said Pauline. “There are hundreds of people who have benefited already. These were people who have moved out of some very difficult circumstances and homes that weren’t up to the standard that they should rightly expect and they’ve now gone into refurbished or brand new homes. A lot of them tell me it’s made a huge difference to their lives.” Success stories A notable success story was delivered in the Welsh Streets in the Liverpool City Centre South renewal area. With the demolition of the old streets, 105 residents were able to move into the new Cleveland Park development. “Some of these people have been subject to regeneration for 30 years. They have lived in their homes for 40 or 50 years and have seen things come and go. Still sitting in their terrace house, they probably felt cynical. We were able to prove we weren’t about getting rid of people, not moving them out or gentrifying the neighbourhoods. We’ve moved neighbours with neighbours and family with family.” More success was delivered at the Dobson Street development in Anfield. Pauline commented: “Sixty per cent of the new properties there went to people from Anfield. It’s about supporting existing residents and providing something new but 40 per cent have come in from outside, helping to bring the area back to life.”

Developing partnerships The building work has been delivered in each area by developers recruited through a procurement process. “I think it’s been a really successful relationship with the developers,” said Pauline. “We were the first Pathfinder to procure development partners and get redevelopment going. All the other Pathfinders have caught up now and are well underway. We wanted to get the private sector involvement right away and tie them in to a long term programme with us. We had a lot of interest from developers, bearing in mind this began at the height of the market when everything was rosy. We were staggered by the amount of interest from big national companies and we’ve been able to work with them to look at using local labour, local companies and sourcing products locally. Those were the sorts of commitments we were looking for.” There has been £350million worth of private sector involvement in the programme, including the refurbishment of large Victorian villas in the Tankridge Road and Rockridge Road areas of Anfield. Pauline continued: “We couldn’t do the job without the private sector investment. What the public sector investment does is create the opportunities for sites and lays the way for the private sector to come in and build new houses. We’ve spent nothing on new housing, it’s all been developer funded. For me that’s absolutely right, we’ve bought the sites, remediated them,

bought houses, cleared them to create sites and refurbished houses.” Design for a new future Key to the success of the programme has been the manner in which the renewal areas have been redeveloped. Emphasis has been placed on good quality economical homes, designed to avoid the mistakes of the past. “You can’t just throw up anything and the developers have been really willing to look at how we can provide good quality homes. Eco Standard three is the minimum we accept, and we’re keen on four, five, or six. The residents have been absolutely central to the design process and with our “Designing Out Crime” programme we’ve also been looking at the design of streets, avoiding little rat runs at the back of houses and thinking about ways to keep them safe.” It’s clear that the programme’s emphasis is on improving job prospects, housing conditions, and the environment for residents. Pauline added: “When you’re choosing a place you want to live you don’t just look at the house. You look at the environment, schools, whether it has a post office and a doctor’s surgery. We’re making a physical investment in neighbourhoods and making environmental investments as well. We want to uplift neighbourhoods, make them clean, safe and improve the quality and choice of housing.” Now, halfway through the programme, the fruits of that labour are beginning to flower.

Movers What prompted the move? The three of us had been looking out for somewhere for a while and wanted to rent something a little bit bigger. We just wanted a bit of a step up from the student house we’d been living in.
Tell us about the kitchen... The kitchen is lovely, albeit not particularly flash. It has laminate flooring and black granite countertops and we got an old Kenwood stereo from the Freecycle service. What about the outdoor space? We’ve not got anything out there yet but we’re planning to get some patio furniture so that we can sit out in the sunshine.
What attracted you to the area? We’d already been living in the area. There are really cool shops and bars, and a nice mixture of people as well. How is the downstairs laid out? The front living room to the right of the stairs has been knocked through to the lounge at the back to create a large living space. To the back is the kitchen and dining area and the patio doors leading out to the yard. What’s your theme? It’s quite minimalist I suppose and the house pretty much came with everything we need.
Twenty-two-year-old Chris Deas is a producer for Beatmatch, the new team at Parr Street Studio’s Studio 3. Chris, a LIPA Sound Technology graduate, recently moved in to a four bedroom terrace in Aigburth with two fellow course mates. The trio found the Venmores-listed property after seeing it advertised in Your Move.
Take us upstairs... There’s the bathroom and the spare bedroom off to the right as you come up the stairs and the first of the double rooms overlooks the back yard. There’s also a loft conversion which makes for a huge bedroom. Tell us about the bathroom... It’s nicely appointed, with a dark ceramic tile floor and swirly grey tiles up the wall. We have a Jacuzzi jet bath, shower, sink and toilet all in white ceramic.
What about your room? My room has a bay window at the front of the house. It’s all pine furniture and quite plain. The rooms came furnished with beds, cupboards and chest of drawers so I’ve just added a nice big desk for my Apple PowerBook – that’s probably my favourite item in the house.
And finally, what would be your dream buy? I’d love an old fashioned upright piano, a little bit like the one we have in the studio.
What’s in the living area? As you’d expect from a house full of musicians there are a few guitars lying around and I’ve also got a keyboard. We bought a couple of blue corduroy sofas off eBay which were a real bargain £40 for a three seat and a two seat. There are a few plants, a tall IKEA lamp with a paper shade and a TV that was given to me by a relative.

You visited the Merseyside Primary Games at Wavetree Sports Park. What did you make of the region’s young sporting talent? It’s great when you see 1,500 children all competing in a whole range of different sports. You know you’ve not just got the sports agenda in front of you, you have the fitness agenda. The best health policy any country could have is to have youngsters involved in sport. What were your impressions of the facilities at the new Halewood Learning Centre? I think it’s one of the most extraordinary places I’ve ever seen. It really does have the wow factor for someone who has spent most of their adult life and a lot of their earlier years involved with sport. It’s great to see a learning centre that properly understands the role of sport in the daily lives of young people. It recognises that sport isn’t something to be tucked away; it’s actually an intrinsic part of the school. Do you enjoy what you do? I’ve got the best job in the world. The best part of it is getting out and seeing the creativity of young people. I see the most extraordinary examples of talent and community involvement with young people and it always frustrates me that far too many people don’t really understand the work that’s going on in the communities. How does your current role compare to your days as an athlete and your time in politics? I like to think we’re achieving things, which is not always possible in politics. I’m a former member of parliament and it’s a very good time to be a former member of parliament! Is securing events like the Olympic Games quite a political process? It’s not overtly political but it is important for us to maintain very strong political relationships because governments are important in terms of helping to deliver the games. It’s important that when I come to Liverpool
British Olympic Association are now talking to the Welsh, Scottish and Irish FAs and, at the moment, it looks as though there has been some modicum of agreement that it could be a GB team represented by English players. There’s still a decision to be made but it seems to be moving forward. Are you confident about the 2018 world cup bid? Yes I am. I’m a football fan like most people in this country. It can make a difference to people’s lives in exactly the same way as the Olympics Games. We want the Olympic Games to inspire a generation of people in sport. Football can inspire a new generation of young talent coming through – but I don’t think I need to sell the virtues of football around here!
“I want the games to touch everybody no matter where they live.” we work closely with borough leaders to promote the sport at a localised level. We work very closely with politicians for things to happen. We recognise it’s important to have political support at national, regional and local level. Today we’ve seen six boroughs in Merseyside all coming together to help promote a primary schools sports day - it’s fantastic. Politicians understand the importance of sport as the hidden social worker in all our communities. They do their communities a very big service. How are preparations going? They’re going very well. We’re exactly where we would want to be with about three years to go but I don’t say that with any complacency. It’s a very complex project.
Who will benefit from the Olympics? I want everybody to benefit from the Olympics. The youngsters I was talking to today were sports leaders and one or two have got ambitions to compete in the Olympic Games in sport. All have the potential to be volunteers, so I want the games to touch everybody no matter where they live. Will this region benefit? I know it can. It’s a region that understands the importance of sport and has consistently supported facility provision, and it’s a region that has been blessed by some extraordinary Olympic talent. Vintage Glamour We have just bought a 1930s property and before we can move in we have a lot of modernisation to do. We have just started by stripping the wallpaper in various rooms, revealing layer upon layer of fantastic old wallpapers. Some of the designs are incredible. We are really interested in the history of the building and would love to find out more information on them. Do you know how we could do this? We would love to be able to use similar wallpapers to decorate the house with. What would be the best way of finding the right design?

Old wallpapers are a really interesting source of inspiration for designers. Many will look at old archive collections and rework them, making the designs appeal to today’s market. Vintage collections are everywhere at the moment, so you may just be lucky and find similar wallpapers. I would recommend using the Internet as your first port of call, as you will be able to scan through collections much easier. In terms of finding information about the exact origin of the wallpaper, one route you could take is to contact the Victoria & Albert Museum in London. Send them a photograph and, if they don’t have any information on it, they will be at least able to point you in the right direction.
Casting Light Last year we built a conservatory. We did not have a central light installed and instead opted for table lamps. However, we are finding that they do not give off as much light as we had hoped. We would like to invest in a modern large floor light; are there any on the market that we could use outside as well? The Italian manufacturer Ares has a new product called a Greta light. This can be used both inside and out. It’s a real architectural statement and comes in bright modern colours. The light is made from vibrated concrete, polished stainless steel, aluminium and polypropylene which make it super durable.
Magnetic Methods I would like to create a blackboard and a magnetic board on a wall in my son’s bedroom. I know that you can purchase paint to create a blackboard, but how could I go about making the magnetic board?

The magneticpaintshop.co.uk has produced a product that can help you magnetise an area. The paint is mixed with iron filings which will allow magnets to stick to it. I would first paint the area in your son’s room with the product, applying a couple of coats, before top coating it with the blackboard paint. Before you start, though, look at the strength of the wall you require as this is the perfect option to display your child’s artwork but would not really be very durable for heavier products. To create a stronger magnetic surface I would advise that you first bond a sheet of steel to the wall.

Stop the rot
Break it down
Wood effect concrete slabs provide the rustic weathered appearance of timber decking, but won’t rot, warp or splinter. The slabs can be used for a large paved area, or as decorative log stepping stones. Lay a 40mm bed of compacted sand on the desired area and use 25mm of concrete as a base. Embed the stone slabs in the concrete, leaving 3mm between each piece. Check the level and gradient and fill the joints with jointing sand. Leave to set for 24 hours.

Composting is a great way to recycle unusable leftovers and can supercharge the growing potential in your garden. Fresh compost contains everything your plants need and provides nutrient-rich food, helping to improve soil structure, maintain moisture levels and keep your soils pH balance in check. It also helps your plants suppress disease. Compost can be made up of anything from leftover fruit and vegetable peelings, to teabags, toilet roll tubes, cereal boxes and egg shells. Just take care not to compost cooked food, meat or fish, as this attracts wild animals to your garden. A 50/50 mix of ‘greens’ such as grass cuttings, rhubarb leaves and tea bags, and ‘browns’ such as cardboard, sawdust and twigs, makes for the ideal composition of your compost. Compost even makes good use of nuisance weeds, such as chickweed. Diverse City POET LEVI TEFARI
Figures from the worlds of arts, sport and business will sit alongside refugees and the homeless in a photography exhibition commissioned by Riverside. The housing association commissioned the “Diverse City” exhibition last year to mark its 80th anniversary in Merseyside and to celebrate Liverpool’s status as European Capital of Culture. Faces such as playwright Alan Bleasdale and photographer
Mike McCartney feature in the exhibition. Riverside’s Hugh Owen commented: “The exhibition looks at the transformation of Liverpool through the experiences of people who were born and bred in the city and have moved away, or those who have come to the city to change their lives and are contributing to this revitalisation.” The Diverse City exhibition runs at Williamson Art Gallery and Museum until 6 September.

actor to star at Empire
Liverpool actor Ciaran Kellgren, who performed at the Liverpool Everyman Theatre in the musical ‘Eric’s’ last year, is to star in ‘Twopence to Cross the Mersey’ at the Empire Theatre in October. In an extra twist, former Shamelss actor Ciaran will be directed by his dad, Ian, in the show that also stars Pauline Daniels and Mark Moraghan. The smash hit musical, which chronicles the author Helen Forrester’s life in Liverpool during the Great Depression will run from 6 until 17 October.

A major exhibition is lined up for Tate Liverpool in summer 2010. ‘Picasso: Peace and Freedom’ brings together over 150 key works by the artist from around the world and examines his life in the post-war period. His ‘Dove of Peace’ became the emblem for the Peace Movement and a symbol of hope during the Cold War, and this exhibition hopes to challenge the widely-held view of the creative genius and playboy, and instead reveal his tireless political activism. “Venmores is a heritage-led brand with a very long history in the city of Liverpool”
Restaurant Bar & Grill in Halifax House on Brunswick Street is a haven in the business district for professionals and shoppers alike to enjoy freshly prepared, high quality meals in a modern and stylish interior. Classic dishes sit alongside the contemporary and the more exotic in this welcoming yet chic environment, where Rob Farnham, director of Bradshaw Farnham & Lea, joins me for lunch. The firm has been operating seven branches across Wirral for seven years, and has now invested in the Venmores brand on this side of the water. Over a perusal of the extensive menu, Rob explained how the firm’s redecoration of the Liverpool offices and a fresh approach is just the beginning: “The refurbishment of the Allerton Road office, from new carpets to the technology systems, has already changed the feel of it and given it a new energy. Some of the staff have been with the firm for 20 or 25 years and they feel very strongly about the brand. Venmores is a heritage-led brand with a very long history in the city of Liverpool. We want to invest in that, and in the staff.” To start, I opt for the special; an asparagus, pear and rocket
salad with grilled halloumi and roasted kernels drizzled in honey – delicious. Rob opts for the chilli squid and Thai noodle salad, which is equally tempting. Hailing from Wales before moving to the Wirral, and having spent several years in Cambridge in between, Rob now feels settled up here: “Wales is always home, and I get ribbed for that, but now this is home too and it’s a great way of life up here. Last year’s Culture events were fantastic for perceptions of the city. In many ways, I feel a personal connection to the long history at Venmores, which was set up by three Welsh entrepreneurs building homes for migrant workers and influencing the whole infrastructure of the city. I feel proud to be continuing that legacy.” The brand has certainly found three worthy proponents. The three friends and business partners behind the name bring complementary skills to the business; Paul Lea’s property background and family’s property firm, Nick Bradshaw’s extensive experience in marketing and communications, and Rob’s business acumen from managing several firms in the UK and Europe, including Phillips’ electronics. They’re
also keen sportsmen, enjoying rugby and football – and in Paul’s case, Rob reveals, ballroom dancing too. Our main courses arrive; smoked haddock and leek risotto with a lightly poached free range egg for Rob and the fish, chips and mushy peas dish for me, with perfectly crisp chips and batter. As we enjoy the meal and pleasant surrounding, conversation turns to the fantastic value to be had in the restaurant, with impeccable service and quality meals, and in property in the city: “We’re promoting some exciting new developments, such as Poets Park, where buyers can move in for less than they might pay on the rental market, and a shared equity scheme on properties on Conleach Road in Speke where four bedroom properties with excellent facilities cost £129,000.” We discuss Rob’s plans for the Venmores branches over coffee and handmade chocolates: “Within the next twelve months we’re aiming to be the fourth, or possibly the third, best agent on Allerton Road, in keeping with our strength in Southport and other areas surrounding the city.”
There’s certainly a good deal happening. The next few months will also see the auctions business relaunched, with the first property auction in the north-west to be run online. Rob continues: “We expect the online auction will really help to get the best price for the properties on sale. We’re ambitious, and it’s a very exciting time.” That’s certainly true, but for these estate and rental agents, the professional approach is sure to see them pull it off.
