Student housing hit the headlines this month when it was announced that new laws will see landlords needing planning permission before renting a property to three or more people. In January this year, the University of Liverpool was granted permission to build a £45m ‘ecohalls’ complex on its city centre campus, a development that will include 710 en-suite bedrooms, shops and a 250-seat restaurant. The move represents a continued shift in emphasis away from the University’s traditional halls of residence in the suburbs, towards modern city centre apartments. We look at how the landscape of Liverpool’s student accommodation is changing.

THIS TIME last year it was mooted that the University was considering selling off its south Liverpool halls altogether, in a review of its “residential strategy”. In terms of student accommodation in the city this would represent a seismic shift, dislodging thousands from the residences in Mossley Hill and Greenbank Park. Such a strategy would not only eradicate first year students’ introduction to south Liverpool, it would inevitably have a knock-effect for the economy and student housing market of neighbouring Allerton and Wavertree. The move to develop the £45m Chatham Street site represents 28 Your Move

a desire to offer more accommodation in the city centre, which according to the University, is essential in attracting the best students, not to mention the lucrative foreign market. A spokesman for the University commented: “The University is keen to ensure that the student experience offered at Liverpool is first-rate and recent market research indicates that in order to attract the best students, the University needs to offer more accommodation at its city centre campus, particularly self-catered and en-suite rooms. The new hall of residence being planned for the main campus will add to

our current provision at Carnatic and Greenbank. These additional rooms will add to our portfolio of accommodation for extra students coming to the University from our partner institution Xi’an JiaotongLiverpool University in China.” John Moores University predominantly offers its students accommodation in the city centre, such as the North Western Hall accommodation opposite St George’s Hall. The private sector also continues to develop city centre student accommodation, including that of the Unite Group’s Grand Central development on Skelhorne Street. According to a recent survey conducted by the National Union of Students, such a shift in student accommodation trends

has contributed to a marked rise in costs. The survey of 132 university and private sector landlords, which included those at Liverpool and John Moores Universities, found that the average weekly room cost for students had risen from £81.18 in 2006-07 to £98.99 today. The union added that this rental rise was 13 per cent above that of inflation. University of Liverpool undergraduates who chose to live at Dale Hall at the Mossley Hill Carnatic site can live in self-catered accommodation for £81.20 per week. In contrast, the cheapest accommodation at Unite’s Grand Central development would set students back £103 per week. MARTIN BLAKEY, chief executive of student homes

charity Unipol, commented: “Whilst high quality student accommodation is to be welcomed, it is of concern that lower priced accommodation is no longer available. Educational institutions must make sure that they maintain a range of accommodation types at a price that all of their students can afford.” The private sector and the Universities argue that students increasingly seek relative luxuries, such as broadband and en-suite facilities, in place of more basic accommodation. There is increasing evidence that they are prepared to pay for it too. As many as ten per cent of residents at Grosvenor’s One Park West development, where prices range from £95,000 to £400,000, are believed to be students, indicating that the desire to live in the city centre isn’t just confined to student accommodation. Many parents of students attending the city’s universities will buy a city centre apartment for their child to live in. This can represent a sound investment for the parents, who often rent out spare rooms in the apartments to other students. This was the case for Your Move ‘mover’ Josh Beckett, a psychology student from Lancashire, who moved into a two-bedroom penthouse at the city centre Reach development. HISTORICALLY, private developers with an interest in student accommodation have been busier in other parts of the country. Liverpool-based Downing are large scale investors in city centres across the country, particularly Leeds where Broadcasting House was recently sold for £37.5m. Our city has, however, been catching up of late. In Liverpool, the Unite Group owns and operates 10 properties, providing accommodation for over 3,000 students. Chief executive Mark Allan believes students are increasingly seeking a city centre lifestyle, rather than that on offer in the south Liverpool suburbs. He commented: “Compared to old housing stock built in the 1960s and 1970s, the

accommodation is more expensive, but that reflects the fact that it has been built in the past five years so it’s more modern. Our properties tend to be located in city centres, which is where students tell us they want to be

A. HMRC are currently targeting buy-to-let landlords and amateur property developers to boost Treasury coffers. The Revenue are checking the Land Registry records to identify people who have bought and sold properties without telling the taxman. Enquiries focused on residential properties have become much more common in recent months. There are a number of areas that HMRC are focusing on, they are undeclared rental income, undeclared capital gains and also people who have bought and sold a number of properties over a relatively short period.

I have bought and sold a few properties, I do them up and then sell them, but I have taken care that the profit I make is always inside my annual exemption for Capital Gains Tax – so there is no tax to pay – is this correct? A. No – not necessarily. HMRC is pursuing taxpayers who have bought and sold a number of properties over a relatively short period because it believes that in some cases people who regularly carry out this type of activity are engaged in a trade and are therefore liable to income tax and national insurance, just like any other trading business. They consider that people who buy, renovate and sell properties without letting them could be considered property developers. Any gains would be taxable as income. Needless to say, the difference between Capital Gains Tax and income tax would usually mean a big increase in the amount of tax they would have to pay. This is not new but HMRC’s new techniques and software means the Revenue can “interrogate” the Land Registry database more effectively than it could a few years ago, making this a very useful source of information for them. You should take the letter very seriously and take professional advice before you respond.

This is said to already have allowed a good number of people to buy their own homes, especially in areas which were previously mainly for rent. One of HomeHub’s customers, Clare France, said: “I would not have been able to buy without shared ownership. I wanted a house rather than an apartment, and shared ownership means I’ve got more space for my money and the chance to live in a great area.” HomeBuy Direct is another option. The HomeBuy scheme was really appealing for me because the deposit is small compared to mainstream mortgages.”

A family affair with 11 April event The Deck launches event for family and friends Taylor Wimpey has launched a new initiative to help loved ones onto the property ladder. Family and friends of prospective purchasers are now able to help with a cash deposit for their loved ones new home, in return for a five per cent annum return on the sum invested over five years. I’m selling my house and am not sure how to present it. Should I do my own sales viewings or ask an estate agent to do them for me?

After a change in circumstances I’d like to rent out my property quickly as I can’t afford to leave it empty for long; what is the best way to achieve this in the current market?

In order to achieve the highest price for your property and to maximise the likelihood of selling it is imperative that your agent does your sales viewings for you. I think there are four main reasons, the first being to make the viewer relax in your home. If the viewer is being shown around the property by an estate agent it is less intimidating, they are able to speak freely and ask questions they would not otherwise be able to do so. Secondly, you will achieve a higher price. Quite often negotiations start on the first viewing; estate agents are trained negotiators, they are not emotionally involved, and they work for the owner - not the viewer. It is the agent’s job to sit between seller and buyer and negotiate an appropriate price for both parties, which means you are more likely to get a higher final bid for your home if you let the professionals do the deal. Thirdly, viewings by an estate agent are more professional. Your home is your pride and joy, and highlighting the magnetic cat flap or the wood panelled cupboard under the stairs might not be what your potential purchaser needs to know. A good agent will know exactly what the purchaser needs and will highlight the right qualities in your home. The final point is that you will get honest feedback. Not everyone likes every property – it takes about 10 property viewings on average for a buyer to find the dream home. If there are issues with your property you need to know what they are, especially if it is something you can change. The feedback gathered during the viewing can also be useful as, if it is a resolvable issue, the agent can work with seller and buyer to overcome the objection. A final word of warning - not every agent offers accompanied viewings, so check this with the estate agent before putting your property on the market.

We would advise that if you are thinking about renting out your house, it is important to make sure you have it in as good condition as possible as this can really impact on how quickly it gets rented. From our experience we know that the better presented properties always rent much quicker than those that need work doing to them. We would advise you to make sure the walls are clean and not marked, carpets are clean and that the kitchens and bathrooms are in good condition. We always tell people to put themselves in the shoes of a tenant; you wouldn't want to rent a house with a dirty kitchen or bathroom! It sounds simple but we have seen many landlords lose money and tenants through not covering the basics! We would also recommend doing something to make your property stand out from others on the market. One thing I have found works on properties in my own portfolio is feature walls – they don't cost much but can transform an otherwise ordinary looking room into something much more appealing and give you the edge over other properties in the area. Also be realistic about the rental figure, look at what similar properties are renting for in the area and listen to your agent as this is something they deal with every day and they know the market well. If you try to get more than the market average you may have it empty for longer than you would like, and don't forget you can always increase the rent when the tenancy comes up for renewal. Finally, make sure you choose an agent that is going to be proactive, who will be able to give your property as much exposure as possible. To ensure a quick let, choose an agent who can utilize extensive advertising to result in a quick turnaround for getting their properties rented.”

What do you like about the city? I like the proximity to the river and the amount of open space. It’s not just an enclosed city. What attracted you to the apartment? I’d thought about moving to Sefton Park but I can get to work much quicker from here. It’s a 15 minute walk. I’m not overlooked but I have such great views of Everton Park, The Collegiate and the nearby churches.

Tell us about the living area... The Georgian sash windows and the large modern window allow so much light to come in. There’s a window seat which I like to lie on and soak up what sun we get. I have a brown leather suite and a living room table which was being thrown out by an old neighbour. I reclaimed it and added coloured tiles. I think it goes well with the rug, which I bought while I was working in my old restaurant in Portugal.

Pedro Almeida Tell us about the bathroom... It’s a plain white tiled suite with a large mirror, so I’ve added a green floral pattern.

What’s in the hallway? In the hallway you’ll find my football because I like to have a kick around. There’s also a log which I found in a reservoir in Leeds. I added some nails so that I can use it as a hat stand!

What about the bedrooms? What’s on the wall? I have a picture of John Lennon which was done by a local artist, Edward Lyons. I also have a little John Lennon figure because I like to collect these sorts of things.

At the moment I’m using the smaller bedroom as my office. In the master bedroom is a large wooden wardrobe, which I also reclaimed, and ornaments such as a jester, which I bought in a charity shop in Leeds.

And the dining area?

What’s the layout? There’s a hallway leading to a large, open-plan kitchen, dining and living area, two bedrooms and a bathroom.

TALENT IN THE CITY

Of all the female artists that were thrust into the limelight in 2009, the story of Paloma Faith’s success is perhaps the most interesting. The half-Spanish singer with a love of soul music and surreal cinema found work as a magician’s assistant and as a performer in a burlesque show before her debut album propelled her to fame. Paloma will wow Liverpool audiences with hits such as ‘Stone Cold Sober’ when she appears at the Liverpool Philharmonic in May. Anything extravagant planned for the Liverpool gig? We’re currently touring with the most amazing set so I’m hoping to bring some bits of that with me. My last tour to Liverpool was amazing so I’m really excited to come back. You’ve become something of a style icon. Where do you think has the most stylish people? Well they usually put me in those columns which say “she looks terrible”! I think London has the most stylish people. Obviously there’s something beautiful about Paris style but I think in London you get the widest range of different people. On the street just walking around you see so many different looking people. You’ve been a magician’s assistant and a singer in a burlesque cabaret. What drew you to such unusual roles? When you’re training in the theatre you meet all sorts of different people and in different areas. I think those kind of things have always been a pull for me. I’ve always liked that sort of sleazy underbelly of peep shows and those sorts of things. That’s always been what I’ve been drawn to. Did those experiences help set you on your way to success? Well they were good for my autobiography! I feel like I’ve treaded the boards and I feel like it’s really benefited me. Now I feel like I’ve got the confidence about being on stage and dealing with people. It’s almost like a head start.

Were you surprised to not receive a Brit nomination? It was a little bit. I don’t really know what it is that makes them choose. I think what I said about it was blown out of proportion though. I said I was a bit miffed by it but I wasn’t devastated. You get up and dust yourself down. What’s been the best part of the last year or so? I think two things. One was meeting Jools Holland and doing the TV shows with him. The other was recording the charity single for Haiti with Nick Cave and Shane McGowan and all those people. Have you been surprised by the level of success? I’ve seen people around me that I’ve known since before they were successful like Florence and the Machine and The Noisettes, so I don’t feel like I’ve been a massive success because I’ve been surrounded by people who have done well too. Florence has sold four times more albums than me so I feel like if she’s my benchmark then I’ve got a really long way to go. It must be nice to enjoy success at the same time as your friends? Trudy from The Noissettes was my old flatmate and we’re really close, so that’s been amazing. Because we know each other really well it can be really reassuring when you’re a bit tired and you go this club and that club and your mate’s there. It’s really nice. How do you like to relax? On my days off I’m a bit of a coach potato!

I think the reason I like that is it’s such a contrast to my work. I think it’s going to be a bit weird when I’m writing the next album and it goes quiet for a while. My favourite thing to do is going to the cinema. I’m a bit obsessed by going to the cinema! I think it’s the only time when I really relax and just switch off. You’ve appeared in a couple of films. Would you like to do more? I would, I think when things simmer down I’ve got a couple of auditions. I’d love to work with David Lynch. I think the reason I like him so much is that all the things I like to do are about atmosphere. With David Lynch I don’t think his plot lines are as important as most people think. I just think it’s about the atmosphere of the film and the feeling. Like with books and how a writer uses language, it doesn’t really matter whether you know what’s happening in the story. You just enjoy that sentence. If you could return to any period in history when would it be? I think I would have been more successful if I was a singer in the ‘40s. My dream venue would be the Olympia in Paris, where Edith Piaf used to perform. SECRET STORAGE I am looking for a trunk for the hallway. I have seen them in interior magazines used as tables with lamps on top, and have always thought I would like to invest in one. Is there anywhere locally that sells them? Trunks are fantastic alternatives for coffee tables and side tables. OPTICAL ILLUSIONS We are finding it really difficult to decide which colour to paint the small downstairs bathroom. My husband says we should use a light colour, as this would make the room look larger. I, on the other hand would like to use a bright colour, as I think this would have a greater effect. What would you suggest we use to make the room appear larger? A small room is a small room; there is no escaping that, but there are tricks that can make the room appear larger. However, no single colour will achieve this unfortunately, but it is a very common misconception. I would suggest that you look at using a neutral shade for the flooring and paint the walls and ceiling the same colour. This will lose the height in the room and deceive the eye on a lateral level. Sporting heroes unite for Rhys A host of Merseyside sporting legends will join forces in memory of Rhys Jones next month. Former Everton and Liverpool stars such as Graeme Sharp and Phil Thompson will attend a black-tie event at Aintree Racecourse to raise funds for a new community centre in the murdered youngster’s name. The stars will share memories of their sporting success and will be joined by Olympic heroes

Fashionistas geared up for Aintree recently with a Grand National themed fashion show in Williamson Square. Three shows took place throughout the day that included fashion brands from city retailers including Marks and Spencers, St John’s and The Metquarter. Hosts Pete Price and Claire Simonsen introduced a mix of spring fashion and beauty brands to onlookers. Peter Wong from Wongs Jewellers is one retailer who has dressed up his shop window in style ahead of the races: “Our theme is three dimensional galloping horses, adding depth and excitement to the window.” The winning shop window will be judged and announced on 31 April.

Food for thought The search is on for a Merseyside ‘foodie’ to judge the finest offering in the north-west. Food Northwest is seeking a local food lover to join chef Nigel Haworth and food enthusiasts to join the Fine Food Northwest Awards 2010. The judges will run the rule over 400 foods at the awards on 2 June at Ewood Park, Blackburn. City hosts celeb’ cook-off Two teams of celebrities will do battle for charity in a Hell’s Kitchen-style cook-off at a top Liverpool restaurant. Big screen boost for CALM The mental health charity CALM has been boosted by a link-up with a new Brit flick. he Danish furniture brand decided to make the Liverpool store its north-west destination after careful research, finding the city’s buzz and the aspirational lifestyles an intoxicating combination. Sitting in The Racquet Club, a stone’s throw from the hub of the city’s business district and the waterfront, where BoConcept has already furnished many personal clients’ homes at local buildings including the Unity and Beetham Tower, it’s clear how the brand came to that conclusion. Over starters of

The team of interior designers offer a free consultation to every prospective client at their own home, offering advice and ideas on making the best use of their space. from Elaine’s home, until the Aigburth Road shop and brand became established, and last year Helen moved on to the new BoConcept franchise to take on the new challenge. Already, the store is proving a huge pull: “Already we have some longstanding clients, and that’s due to our customer service. People aren’t always sure what they want, so the store is here for them to come in and literally try out the furniture. Everything is made to order and shipped from Denmark, and the delivery team are trained and knowledgeable about the products; they assemble them exactly where you want them in your home, and leave it looking fantastic. It’s the level of service which really makes the brand stand out, whether it’s for property developers furnishing high end suites or individuals, couples and families at home.”

Having recently got married on board a cruise, Helen returned to Liverpool to furnish her home with stunning pieces from BoConcept. A keen lover of the arts and culture, she’s particularly excited about the Picasso exhibition coming to the Tate in May – and I must say, I share her enthusiasm. To top off our lunch, head chef James returns with a stunning assiette of desserts including chocolate mousse, vanilla foam and crunchy chocolate biscuits and a delicious coulis. The tempting platter seems to be a metaphor for the BoConcept catalogue with its variety of designs, colours, patterns, textures and fabrics - and Helen and I finish our lunch with a tour through the expansive Liverpool showroom where the slogan ‘No Limits In New Arrivals’ is tempting in shoppers from all the surrounding areas.
