NOW OPEN Liverpool’s third largest residential scheme opened its doors this month for the first time to eagerly awaiting buyers.

With the Government announcing further budget cuts this month the property and housing sector in the North West was dealt a mixed bag. The most positive news from the review is the protection of Mersey Gateway funding, paving the way for a second bridge between Widnes and Runcorn. This will increase the transport links between the region encouraging

commuting between Manchester and Liverpool. Chancellor George Osborne also announced the £100 million electrification of train lines between Manchester, Liverpool, Preston and Blackpool is to go ahead. The social housing industry fared somewhat worse. After the Communities and Local Government department was told to shave off £8.4 billion from its budget only 150,000 new affordable houses are to be

delivered over the next four years. Council budgets are to be cut by 7.1 per cent a year for four years, in total 28 per cent, and notably the review confirmed the introduction of tax increment finance, borrowing against future business rates to pay for major developments. The NHS and education fared better as they were ‘protected’ departments, with spending rising in line with inflation.

Q&A Derek Dawson, Solicitor (Property Litigation) Q I am owed a debt and have been told that I should obtain a personal guarantee to protect it. What is a personal guarantee? A Personal guarantees are an excellent tool that can be used to secure payment of invoices, loans and other liabilities. Banks have for a considerable time used personal guarantees to secure loans provided to businesses. A personal guarantee is given by an individual, often a director of a company, and confirms that the individual will indemnify a debt or loan, so that if the terms of the debt or loan are not maintained, the guarantee can be called upon to ensure payment from his or her personal assets. If a company enters financial difficulties and can not meet its liabilities, creditors are regularly left in the uncomfortable position that a genuine debt is unpaid and there is no possibility of it being paid. Company insolvencies are regrettably a common occurrence and unsecured creditors often do not receive all, if any, of their debts. Those creditors that are secured are in a better position and can seek payment through a charge over a property but the unsecured creditors are left with the balance of any assets which is often very little. A personal guarantee avoids that problem and attaches liability to the individual providing the guarantee. There are few defences to a claim under a personal guarantee, although it is important both to the party seeking the benefit of it and the party giving the guarantee that careful consideration is given to the terms to ensure that it covers the liability and that both parties understand what agreement is being entered into. Independent legal advice should be sought when entering into a personal guarantee. It is also crucial to evaluate and monitor the assets of the individual granting the personal guarantee to ensure that there is sufficient value in the assets to pay the debt if the guarantee needs to be called upon. What attracted you to The Deck?

We have a caravan in Wales and when I used to come meet Charlie on Fridays after work we would go over the bridge and would see these flats and we really liked them. When we decided to move we rented here for six months and then they built this new block.

What’s the layout of the apartment? I like the shape, it’s quirky and I don’t mind it being open plan with the kitchen. It’s warm we’ve not had the fires on since we moved in June so it cuts heating bills down. It’s so basic and easy to keep clean.

What about the bedroom? The main bedroom has an en-suite which is an added extra. I wanted to feature a wall so I put in this lovely aqua wallpaper. I love tigers and teddies so I have a big collection in this room. The iron bed is from Benson’s which I’ve had for about eight years so it’s a really good, sturdy bed. I love green and pinks so I decorated the bedroom in an aqua green theme.

Tell us about the living area… When I was in the other house I had all sorts of clutter and I decided when I bought a flat it would be minimalistic but with things that I liked around me. So we’ve gone for the black, cream and turquoise look. I like my tigers so there are plenty around. We bought the main lighting from Wales where we stay in our caravan. I really believe in buying local.

Tell us about the kitchen… It’s easy to keep clean, there’s a washing machine and drier. The cooker is really easy to use and I’ve got everything I need in there. I love the black glossy finish.

And the bathroom? We chose the tiles and I picked up the wallpaper from B & Q. It’s a warm bathroom, so again we went for the minimalistic look. I peep in every now and then because my previous bathroom was so tiny and this is my first big bathroom. And finally, what would be your ideal buy? We left a big unit in the old house as we didn’t need it when we moved out but now we’re really looking for some nice beech, light furniture to go in the master bedroom.

TRUST ME…I’M A - interview with Laurence Llewelyn Bowen -

Better known for his plentiful use of purple paint, turning rooms into Egyptian burial chambers and very frilly shirts Your Move talks to Laurence Llewelyn Bowen on his new ambassadorial role. The former Changing Rooms designer recently visited Liverpool as part of his national tour for Möben, Sharps and Dolphin promoting high street kitchen, bedroom and bathroom design.

WORDS BY DINA KARIM What is the inspiration tour? There’s a whole generation that have grown up that expect high quality design especially when it comes to the British bedroom, British bathroom and British kitchen. There’s a real hunger for solutions that are innovative and have personal expression. People now understand they will be in their house longer and the best thing to do is to bring more identity to their decorating. I’ve been working with Möben for three years, and Dolphin quite recently, on ensuring that there are original style solutions. I spend time with sale and design teams encouraging them to push boundaries, and to put the emotions behind these designs. It’s a way of getting people to understand they can have access to experts on the high street through the design teams that come through showrooms; it’s something people haven’t tweaked onto. The kitchen is very emotive. I’ve got two teenage daughters and I feel they don’t spend enough time as part of the family because of things like Facebook and TV. There are so many distractions most of us want to make sure we create an environment in the kitchen that encourages people to come together. The kitchen has to feel comforting, inspirational, a place the children feel happy where it’s not so minimalist and perfect, somewhere they can do their homework. How did you get into design? I studied painting at university then I did a series of marketing jobs so I didn’t have a very straightforward text book journey into

design. I’ve always been very lucky I’ve been able to do so many different roles, working in Blackpool, for the National Trust, these roles are great to do between the design and TV work. Changing rooms was your career defining moment, what is the most memorable room you worked on? I never wanted to be on TV - it never occurred to me. Fifteen years ago Changing Rooms was in many ways the first kind of reality show, definitely the first time interior design was on television. Jackie (my wife) was the one who was up here doing Richard and Judy where she was a wedding organiser and it was only because she had an agent that someone got in touch with me. For years I didn’t think anything of it. I would go and do Changing Rooms and carry on with my day job, I never saw it as my main work. In the early days we used to take on far too much, the show got a lot better when we focused our decorating. One of the most bizarre ones was a caravan in Northumbria. It was in the middle of the moor, absolutely freezing and of course caravan walls are really thin so when you screwed anything in the screw came out the other side. Now that we’ve entered a decade of economy, are people still taking your advice from Changing Rooms? I’m very grateful for the series it gave me an opportunity to connect with so many people, before that as an interior designer I worked with five or six clients a year now I’m talking to thousands. The TV programme is still global, in Nigeria it plays constantly. Interior design has become such a democratic issue, now I’m working with Matalan getting good design to as many people as possible. What are this year’s key trends? The big thing is very much to turn up the

volume of personality decorating. If you’re a beige minimalist, then I pity you (laughs) but you should be encouraged to do what you want in colour trend. This season the colours are very rich and very glamorous and very sophisticated. There’s a lot of purple around a lot of black still, grey is becoming popular, steel grey and pearl grey. A lot of people are using grey instead of beige, which is very sophisticated and cleaner. What are your top tips when decorating a house? Encourage yourself to be personal. The best aid when decorating is a nice cold bottle of Chardonnay because you have to have a bit of dutch courage to keep the faith. There are a whole series of design rules that help such as dark colour doesn’t necessarily make the room look smaller provided you keep the balance right and use pale colours. Pattern is something people are very interested in and can actually make a room look bigger. It can be used as a camouflage distracting away from edges and room corners. What else are you doing this year? There’s a new series of House Gift on ITV1 which starts on November 7, and that’s on every day until Christmas. There’s a lot of TV work I’m doing including Richard and Judy and I’m on Classic FM every Sunday from 9am to 11am. You’ve always had a flamboyant dress sense do you still get to indulge? I’m all toned down now that I’m in my mid40s so the days of the frill suits are long gone, I don’t really miss them though. I have definitely gone in a slightly different direction I like to think there’s flamboyance there if you look for it but not massively on the surface. SMALL HANDS GLASS ACT We are in the process of re-designing our home and a major problem we have is that there is no natural light in the hallway. We have thought about changing the front door, however, as it is a character feature of the house it would be a shame to loose it. Do you have any suggestions?

I am looking for some handles for a chest of drawers in my daughter’s bedroom. I have painted the unit myself in cream and have seen some decorated glass handles, but think they would be too old for her. Do you know of anywhere that sells glass handles designed more with children in mind?

I would change some of the interior doors to glass which will borrow light from other rooms that are flooded with natural light. It may also be possible, if you are re-designing whole areas of your home, to put some glass screens into your walls. It sounds like you live in a period property so you could maybe think about the option of French interior doors. If you are worried about privacy in some of your rooms perhaps consider the use of stained glass, which would allow for a colour jewelled like light in your hallway.

Prego’s interior is monochrome and simple with a sleek black bar heading up the room and Italian film stars adorning the walls. I noticed that the menu has an impressive variety of Italian food including

Beef medallions with wild mushroom and truffle cream sauce soon took my mind off the strange world of lettings and sales. The medallions were velvety and as near to melting in the mouth as beef can possibly be. Andrew opted for roast chicken breast which, he reported was ‘delicious’ and he gave the

mashed potato an actual score: ‘10/10’ he said. He enjoys cooking when he gets the time but does not yet feel ready for Masterchef: ‘When I first started going out with my girlfriend I offered to cook for her and decided on something simple. Pork chops – which went on fire under the grill.’ Luckily the relationship didn’t end there and Andrew is now watching The X Factor rather than Masterchef. He said: ‘I’m so busy working all week that by Saturday I am actually looking forward to a night in watching television.’ When he is not too tired from a week spent valuing – ‘which currently involves realigning clients’ expectations’

said Andrew – he plays football and tries to get some use out of his Liverpool season ticket. Our waiter persuaded us to finish dinner with Prego’s Italian cake – a brownie with Cointreau chocolate sauce and ice cream – he guaranteed us that we would not regret it. Which, fair enough, we didn’t. As we scraped up the last of the chocolate sauce I asked Andrew if he could recommend somewhere in the city to me. ‘Yes, we have a fantastic property within Beetham Tower: it is two apartments knocked into one with private terraces, stunning views across the Wirral and over to Wales’ he said. I told him I would think about it...
