The October Spending Review was meant to clear the fog on the budget cuts, however behind the drastic figures and red top headlines lies uncertainty on how exactly the cuts will be carried out and in what way the private sector would be able to fill in the gap. Your Move looks at the intertwined future of social housing and the private rental sector in the wake of the budget cuts. The announcement from Chancellor George Osborne that housing benefits, social housing new builds, and regeneration would be cut was in order to make the sector ‘more responsive, flexible and fair so that more people can access social housing in ways that better reflect their needs’. Crucially, what is missing from the glum headlines are the details; in Merseyside, how many new social housing builds will be cut, and how much, in 18 Your Move
real terms, will rent increase? More importantly, can the private rental sector step in to relieve the pressure, and what will this mean for new buy-tolet landlords? The full implications of the Comprehensive Spending Review on funding streams are still emerging; however we do know that the affordable housing grant has been halved. The Government aspires to build 155,000 new homes nationally between 2011 and
2015 and aims to generate funds by allowing rents for new tenancies to rise to 80 per cent of local market rents. There will be an incentive scheme to support the delivery of new homes whereby councils will receive a new homes bonus equivalent to the council tax for every new home built. Liverpool City Council Leader, Councillor Joe Anderson, said: “Providing high quality, affordable social housing to the people who need it most is an
absolute priority for us. We are examining every possible way to rejuvenate social housing in this city, including drawing down funding from alternative sources, bringing empty homes back into use and working with housing developers and registered social landlords to build new homes on derelict land. We are also very concerned about the implications for the poorest people in the city if the emerging model for social

housing, based on higher rents, becomes a reality.” Liverpool City Council are tackling the issue of affordable housing in a number of ways including working with housing providers to maximise the outputs of new homes from current programmes and making sure that Liverpool is a priority for the allocation of future funding. They will be taking advantage of programmes such as the Regional Growth Fund and the money available for bringing empty homes back into use to continue the renewal work in the city’s most deprived neighbourhoods. The council will also be talking to housing developers and registered social landlords about utilising land holdings and reserves to build new homes.
SOCIAL HOUSING In Liverpool, the latest housing market information is projecting an increase in the number of households to around 1400 for the next 15 years. Around 25 per cent of these are
likely to require affordable housing. In a statement Dave Jepson, deputy chief executive of Riverside, the largest social housing provider in Merseyside, commented: “With funding for the provision of new homes cut in half, it’s hard to see how housing associations will be able to increase the number of new affordable homes built to meet the demands of burgeoning waiting lists. We all need to examine the small print. While on paper extra income may help us build more homes, this will be offset by reducing grants, increasing bad debts and, of course, the multi-million pound impact of a VAT rise after Christmas.” Hugh Owen, Riverside’s director of Policy and Communications, explained the cuts of grants by 63 per cent would perilously lead to a North-South divide. He said: “Previously we received grants to keep up with the increasing need for social housing, and to regenerate the city centre, now the grants has been cut by over half and in theory the government wants us to make up the shortfall by asking for higher rents – but the market rents aren’t that much higher. 150,000 houses will be built over the

Local Housing Allowance rates will be set at the 30th percentile of local rents (instead of the 50th percentile)
next few years but they won’t be up here – we will end up with a two-tier system. It’s not a great outlook for housing in Merseyside.” The spending review made it clear the rents of current tenants, who do not move home, will remain the same. Most benefits, including Housing Benefit, will be slowly replaced over the next 10 years by one single benefit, the Universal Credit. The government has also increased the age limit for the shared room rate from 25 to 35. Chief executive Philip Gandy, of Vicinity Housing Group, providers of low-cost housing in the Northwest, commented: “What we can say at this point is that, as with everyone involved with housing provision, the social housing sector and its tenants clearly face a future of significant change and challenge. In that context it’s even more important that organisations like the Vicinity Housing Group, continue to make the most of available resources and remain absolutely focused upon doing the very best we can for our tenants and for our local communities and look to mitigate as much as possible the potential negative impacts from the announced changes.”
PRIVATE LANDLORD TO THE RESCUE? According to Countrywide, a letting agent and property services group, the number of tenants looking for rental

accommodation has jumped by 44 percent during 2010. The national rental market report also showed houses were most in demand in the North with 23 percent of all new enquiries for two-bedroom properties. These figures have led a number of people to expect the private rental housing market to step in and ease the pressure of social housing. Liverpoolbased Nick Ball, head of Venmore Auctions, commented: “If social housing becomes less accessible there undoubtedly will be added pressure on private landlords to pick up the slack. There’s already huge demand on private landlords due to the lending crisis as many more look to rent rather than buy. Landlords shouldn’t be pressured to make their stock more affordable, and the government has to be careful not to shift the responsibility for low cost housing onto private landlords. However, it’s never been easier for them to get their hands on low cost housing stock to invest in their portfolios via auctions like Venmore’s; you could possibly pick up a three bedroom house in L4 for £30,000.” Crucially, this is an ideal time for potential, or current, landlords to buy new stock, as house prices decrease and rental demand booms. The National Landlords Association is now calling for the government to put in place a strategy to incentivise the growth of the private rented sector.

Sharing a home with a stranger isn't everybody's first choice but, with the tax breaks available, taking in a lodger can be an easy way to raise extra cash. Q. I have my own house, and I am considering getting a couple of lodgers to help with my finances. Do I have to pay tax on the rent I receive? A. Homeowners looking to ease their finances during the present financial difficulties may well like to consider the rent-a-room scheme. This genuine tax break allows a homeowner to receive rent of up to £4250 a year tax free by letting out a room in their home. There are several important provisos. - The scheme can only be used by individuals, or couples. - It only applies to furnished accommodation. - The scheme can only be used for residential letting, meaning that you cannot let part of your home as office/commercial accommodation. - The relief is per property, not per person, so if the house is jointly owned the tax free amount does not double. - You must claim the relief by completing a self assessment tax return. Q. I was thinking of charging more than £4250 a year in total . What happens then? A. Then you have a choice. You can either account for all your income and expenses, and pay tax on the profit, or you can pay tax on any excess over the £4250. Let’s say you income is £5000 and your expenses are £1000. Your choice is

Pay tax on income of £5000 less expenses of £1000, i.e. pay tax on £4000. Or Pay tax on £5000 or rent less the rent a room fixed deduction of £4250, i.e. pay tax on £750. “Private landlords have always supplemented the shortage of public housing, but have increasingly been let down by successive government legislation, making it harder for them to ensure that their rents are paid direct to them and not to their tenants. We are increasingly coming into line with the rest of Europe, where they embrace rental as opposed to home ownership as a way of life. Unless pro-active investors build affordable family homes for the rental market, demand will exceed supply and prices will continue to be buoyant. On the plus side, now is the time to buy property investments that are showing excellent returns of between 6 and 8 per cent.”

What’s the layout? Downstairs I have a kitchen/diner, living room with French doors opening onto the garden and a downstairs toilet which is handy. Upstairs I have a bathroom, three bedrooms with an en-suite to the master bedroom, which is a real novelty.
Why did you choose Montreal Gardens? I was initially attracted to Montreal Gardens by the nice mix of housing which makes each home feel unique. There are also a number of green open spaces that make the whole development feel peaceful. As soon as I saw inside The Napoli I knew I had made the right decision. The rooms are all really spacious and I love the fact that I have a parking space outside my home and a good sized garden. The neighbours have all been very welcoming and I feel really secure living here.

Tell us about the other rooms? I am using my new home as an opportunity to buy some new furniture. It is fantastic to have a ‘blank canvas’ to decorate. So far I have treated myself to this amazing mirror that proudly hangs from the wall in my hall. I like to buy quirky items or things that make me laugh. I thought the knives were a bit different and brightened up my kitchen. The coasters were a house warming gift from a friend.
What’s your favourite room? I love every room as they are all so different to the terrace house I used to live in. If I had to choose I would say that the kitchen is my favourite room. The oven, hob and extractor fan were all included in the price and there was a great selection of kitchen units and tops to choose from. I love cooking so I am enjoying entertaining friends for dinner and showing off my new home.
What are your plans for your new home? I can’t wait for next summer so I can transform my garden. I want to build a patio and plant some shrubs and flowers which are easy to maintain. It is a quiet development so I am looking forward to relaxing in the garden and having friends over for BBQs. TALENT IN THE CITY Words by Marya McCann
Interview with Jeff Wayne Jeff Wayne’s marvellous Martians will land in the city next month when the stage production of The War of the Worlds comes to the Liverpool Arena on Tuesday December 7. Jeff chatted to Your Move about his music, family background and the spectacular show. What will fans of the music of The War of the Worlds get from the stage show? I think people who have enjoyed the album will be surprised. They may have already built images of how things look in their minds. On stage we have created an amalgam of cutting edge special effects, illusions and live performance, to work alongside the music. War of the Worlds is unique, and I see it as a marriage between the music with visually stunning performance we have created and the original H.G.Wells story. It fascinates me that it was written in Victorian times before technology could have even envisaged what we can put on stage. Which artists are appearing for the first time in this production? We are delighted to introduce three new cast members who are enjoying their roles enormously. Jason Donovan, Rhydian and your city’s own Liz McClarnon who plays Beth, the wife of Parson Nathaniel. What inspired you to choose The War of the Worlds as a musical project? During the mid-70s I was relatively new as a composer and was being commissioned to write for TV shows and commercials. Having just started up a record label and signing David Essex, with whom I had become great mates after joining his band as keyboard player, I felt the urge to write something creatively for myself. My dad handed me the book by H.G.Wells, which grabbed my attention immediately and the project I was looking for basically found me... How did you feel when it became a global success? It was a great relief. I had taken a huge financial gamble with The War of the Worlds. For the album and art work I put up two thirds of the cost, with CBS
Records (now Sony) only obliged to listen to the finished product. Also it wasn’t a popular format for the late ‘70s, which was the era for disco and punk. I had created a 100 minute continuous work exhibiting a Victorian novel in a musical format; it was totally opposite to what was out there at that time. Who are your musical heroes? Rather than growing up with specific idols I was generally moved by wonderful music. I was classically trained in piano and then moved towards playing jazz so was able to absorb a great wealth of music from childhood onwards. But I suppose if there is a musical hero in my life it would be my father who took a humungous gamble and brought about a turning point in my life. By commissioning me to write the score for his production based on the Dickens novel A Tale of Two Cities in 1966, he basically set me on the path I have been treading ever since. What is your personal experience of Liverpool? I can remember performing at the Liverpool Empire with David Essex in the 1970s and have really fond memories of visiting the city regularly as I dated a Liverpool girl before I was married. Another Liverpoolrelated memory is connected with my father; he performed at The Royal Court in the touring production of Guys and Dolls with Julie Andrews in the 1950s. What has been the most memorable moment of the live production of The War of the Worlds? It was at Bournemouth, at the end of the very first show about four years ago, just as we took our bows. I had been conducting so came to the front of the stage and, due to the presence of the ear monitor still in my
ear, could not hear very much in the way of applause. I was looking so despondent as I walked off stage that the two promoters grabbed me, got me to remove my monitor and pushed me back out. It was only then that I heard the resounding cheers and realised it had been a success. That was a wonderful moment!’ Jeff Wayne’s Musical Version of

In the summer we redecorated our lounge in various shades of off whites and soft greys. We wanted the room to be a sophisticated space where we could enjoy entertaining. As the darks nights have drawn in we are staring to think about entertaining over the Christmas period and would like to add some colour to the room. In previous advice, you have suggested an easy way to add colour is with the addition of accessories such as cushions. We really like this idea but have no idea what colours to choose as we want to ensure the sophisticated feel of the room is maintained. The addition of colour accessories to any room will help draw an accent colour into the space. I have thought about the other colours in your scheme and I would suggest using various shades of lilac. Lilac is a very pale tone of violet, it enhances tones of grey, silver and off whites and naturally inspires the feel of sophistication. Laura Ashley has in their collection the round Ashling Cushion which is contrasting shades of lilac and amethyst. Venmore’s head of auctions, Nick Ball uring lunch at one of the city’s trendiest hotels Venmore’s head of auctions, Nick Ball, explained the intricacies involved in a smooth auction and also his excitement about the new website and imminent opening of new large offices in the heart of the business zone. The ground floor restaurant within Liverpool’s Novotel is contemporary with a nod to 1960s style: Formica, huge half moon lampshades and clashes of orange and white. We ordered from the lunch menu which covers every taste from simple

He anticipates that the firm’s upcoming auction next week will be even busier. “We have over 70 lots including residential, investment, commercial, development and land,” he said, “and it’ll be filmed for the BBC’s Homes Under the Hammer.” A good job, then, that Nick recently took third place at the final of the Auctioneer of the

Nick’s favourite was the combination of fig and ham which, he reported, brought out the flavours in each.
The scallops, which were served on slices of grilled ham, were delicious contrasting the lightly cooked and tender white seafood with the crispy saltiness of the meat. I asked Nick to explain the role of auctioneer and what qualities were important. “As well as just taking the bids,” he said, “an auctioneer needs to be constantly scanning and reading the room, adjusting the bidding to help maximise the selling. “The market is picking up but buyers still need the bids teasing out of them in order to generate a sale. The key thing for people attending an auction to understand is that when the hammer goes down the property is exchanged and ten per cent becomes payable.” During our main course, Nick’s marinated lamb (‘delicious and the rosemary sauce was good too’) was ideal for a winter lunch
whereas I opted for a lighter dish of sea bass with basil mashed potato, I learnt that Nick has a passion for extreme sports. Out of the office he is more likely to be found kite surfing (the most frightening he has tried), snow boarding or jet skiing. And with his family – he is married with four young children – he tries to spend weekends at their caravan in Anglesey. Venmore’s next auction will take place at the Hilton Hotel, in Liverpool 1 on Friday November 19 at 2pm. “It should be really exciting. Lot 23 is the building on the corner of Berry Street which has the famous Banksy cat graffiti with a guide price of £175,000. And then at the other end of the scale we have great little terraces with guide prices of around £30,000. I really don’t think we will see prices this competitive for a long time to come.”
