It seems the North-South divide remains as strong as ever - but with a twist. The myth of the north, lack of jobs, deprived neighbourhoods and poor economy is finally dashed following a decade of intense regeneration and economic investment. Students are now looking ‘North of the Watford Gap’ for an education worth their money, providing a rich cultural experience alongside a relatively affordable student life.
WORDS BY DINA KARIM With the rise in fees coming into effect in 2012, (and many universities south of the line expected to increase the student fees to £9,000), the North West has particularly gained from this shift in student attitude, with the highest increase of applicants for 2011 in December compared to 2010. At a 6.3 per cent rise in applications it eclipsed traditional strongholds such as London (who only saw a 3.7 per cent increase) and Scotland, where it saw a 15 per cent decline in submissions. At a student friendly £2.50 for a pint in Liverpool compared to a jaw-dropping £3.30 in London, it’s easy to see to see the pull of the North. Figures left, right and centre confirm the affordability of the city compared to London. According to figures from Push.co.uk, the ruthlessly independent
guide to UK universities, renting in halls in Liverpool stands at £68 per week compared to £127 at Imperial College London. Applications for universities in Liverpool are up 31 per cent, according to some figures. Councillor Nick Small, cabinet member for employment and skills said: “Our universities and colleges are some of the best and it is for that reason that we attract more than 50,000 students every year. The Local Enterprise Partnership plans to reduce Liverpool’s dependence on the public sector and develop the private sector in areas such as the Super Port, the low carbon and knowledge economies as well as increasing the number of jobs in the tourism and visitor sectors. By doing this we will be able to make sure that those who leave university here are able to find relevant employment locally.”
According to the league table, the University of Liverpool stands at 39*. Principle Private Residence Relief Claims – Taxman Tightens Up!

The Taxman has won another Tribunal case, overturning a taxpayer’s claim to reduce his Capital Gains Tax bill on the disposal of a property. The taxpayer claimed to have occupied an apartment for 4 months, thus avoiding substantial Capital Gains Tax. The Taxman successfully argued that not enough evidence was provided to establish that the apartment actually became his residence. Q. I own two properties, the first I bought in 1999 for £110,000 and I have lived in it ever since. The second one is a large flat I bought the same year for £100,000 and I have let this out ever since, but with some void periods. Both these properties have more than doubled in value and I would like to sell both of them, and buy a much bigger house as I am getting married. However, someone has told me that there will be a lot of Capital Gains Tax to pay on the buy to let flat. I am thinking of claiming that I lived there during some of the void periods – will this reduce the tax payable? A. To claim Principle Private Residence Relief (PPR) on the buy-to-let flat does require that you actually resided at the property. In the recent tribunal cases, the taxman went as far as locating credit card applications send from a different address, and analysing how much electricity had been consumed. The taxman also used the fact that no TV license had been applied for. Another point which worked against the taxpayer was the brief length of time which he claimed to have lived in the property and whether this constituted ‘residence‘ which the Tribunal concluded requires a degree of permanence. All in all, to substantiate any claim now requires actual residence and comprehensive documentary evidence to back it up. Q. Is there anything I can do going forwards to reduce my tax bill? A. You could consider giving your tenants notice, and moving into the flat. Suppose you sell your current residence first and then move into the buy-to-let flat before selling it then you will be entitled to an element of ‘Principal Private Residence (PPR) Relief on the flat, because at some time during your ownership, the flat has been your main residence. As long as this is the case the last three years of ownership always qualify for PPR relief. In addition, residential letting relief will also come into play and reduce the gain even further. This plan depends on the flat qualifying as your main residence – with a degree of permanence attached to the occupation. This means more than just ownership or the absence of a tenant. The property must actually be qualitatively occupied as your main residence – i.e. you must actually transfer the centre of your domestic activities to the property so that it can be considered your home. There are some obvious points such as making sure all your private correspondence goes to your new residence, ensuring you are registered at that address on the electoral roll, and not appointing an estate agent to market the property before your move into it! As with many decisions you really do need to take independent financial and tax advice. What attracted you to this area? I like being outside the city but really close to work. City centre living is a bit cramped and this place has parking and lots of space.
What’s the layout of your home? The original wood floors were here when I moved in. It’s open plan with the lounge and dining area and I like the kitchen being separate.

Tell us about the kitchen... I love cooking so having a spacious kitchen was important and it has lots of storage space. I’m going to be growing my own herbs in the garden once we’ve done it up.
What about the bedrooms? It’s a three-bedroom house, and two of them are double-bedrooms. I’m a Buddhist so one of the rooms is going to be my Budsuma where I chant and will have meetings.
And the bathroom? It had a bath before but the bathroom was too small so we put just a shower in instead.
Tell us about the living area? I went to India last year so the Oriental pieces are from there. It has a rustic and homely look, but with some modern pieces. We bought and restored the fireplace; I’ve always wanted a fireplace because it makes the room really cozy. The cushions are from Bo Concept at The Home Quarter.
And finally, what would be your ideal buy? I want the Mahjong sofa by Rocha Bobois which start from £472 in The Home Quarter for the third bedroom. Your Move 35

Strictly Anton INTERVIEW BY EMMA PINCH
Strictly Come Dancing’s resident charmer Anton du Beke tangos into town this month for a spell of Puttin’ on the Ritz. He talks to Your Move about Strictly, Brucie and his inimitable partner of the last series, Ann Widdecombe. How was it being partnered with someone who wasn’t (series winner) Kara Tointon? Ann and Kara are complete opposite ends of the spectrum. You’ve got someone who is 28, perfectly formed, very pretty and can dance a bit, then someone who is 62, someone not perfectly formed in that Kara Tointon sense of the word and doesn’t have a great deal of dancing ability. Naturally you try to teach someone to dance in the traditional way but there was no real point in Ann and I going down that road. It gave me a new challenge, a way of thinking up new ideas. We went for the fact we could entertain as a couple. Her dance style was likened to that of a hoover, a shopping trolley and the Ark Royal. Did you feel bad for her? No, she’s a Member of Parliament! Ann is a great sport and could handle all the judges threw at her. It was all in the context of the show and quite harmless. She made it work for her. In the Strictly technical sense you have to admit it wasn’t great dancing.

Was it fair she was kept in? Strictly is not only a dance show it’s an entertaining dance show. There were four judges who didn’t like it, but we didn’t mind because there were 12 million other judges out there and we just did our thing and hoped to be entertaining. I had a great time with her, she was an absolute doll. We are still in touch. What got you into dance? I started at 14 at the local dance school because there were lots of girls there. It was quite late to start but it ticked all the boxes for me. I was very sporty growing up and even now enjoy playing golf and tennis. I follow all sports. I enjoy the physicality of it, the discipline, the psychology and the technical element. What’s your favourite dance? I don’t have a favourite dance, although I prefer to dance with a partner. We’re not familiar with dancing with someone else these days, there’s an awkwardness about it. But it’s wonderful. The joy of it comes from that moment in time where the whole thing comes
together. It’s a lovely moment and it doesn’t matter what level you are. The Strictly crown has eluded you so far – what have been your best moments? There are lots of moments. I did Me and My Shadow with Bruce Forsyth a few years ago and that was great. He’s my idol. I absolutely love him. Then we had Tony Bennett singing. Dancing in front of a legend like him is incredible. What would you do if you stopped dancing? I love Strictly, love it. I feel very close to that show. I enjoy presenting, I’d like to do a bit more of that. Maybe a movie. I enjoy singing a few songs in our show, Puttin’ on the Ritz. I just love doing new things. I think a great investment for you would be to add a Bio-alcohol fire. Although these fires can be on the expensive side, if you consider the amount of money you have already invested in this room, they are a worthy item of furniture, to add that extra finishing touch to improve your enjoyment of the space. Everyman to play King Lear to great acclaim. Artistic director at the Everyman Gemma Bodinetz called Postlethwaite “an exceptional man”. The Liverpool Budding Stella McCartneys are invited to see their designs become part of the fabric of the new Museum of Liverpool. conversation quickly turns to the future of the Unity Building and the two apartments left which are being upgraded and now available to buy. “The apartments at Unity have been exclusively furnished by Elaine Cunningham; most of our sales have been to owner-occupiers looking for a luxury and bespoke apartment. All the Unity apartments are duplex with the bedrooms facing the city and the lounge facing the river.” Over the next year all 18 remaining apartments in the Unity Building will be put on the market, leaving William to move onto his next big scheme to develop and manage.
