he days of Rigsby, Rising Damp’s bungling bedsit owner, are long gone. In the past decade more than a million ordinary Britons have become landlords and landladies, and they run the gamut of backgrounds and ages. Over the last decade, as people 26 Your Move
save for deposits or decide they simply don’t want to be tied down, the number of households renting has also steadily climbed. Currently one in 10 households rent; by 2020 it’s estimated that the figure will grow to one in five. So what makes for a smooth relationship between landlord
and tenant? Your Move looks at seven golden rules.
LEAVE IT TO THE PROFESSIONALS The odds of a successful landlord/tenant relationship are multiplied many times if you rent or let
through a professional letting agent. Best option of all is procuring a letting agent who is a member of Association of Residents Letting Agents (ARLA). All its members have

HOT TOPIC signed up to a robust code of conduct, which means formal routes of redress if something goes wrong – bringing in the property ombudsmen if needed - and inclusion in an insurance scheme offering financial protection from misappropriated monies. Agents also have a recognised industry qualification. Leading Liverpool letting agents like Andrew Louis, Keppie Massie, Venmore, Jones Lang LaSalle and City Residential are all long established members of ARLA. Costwise, a letting agent normally charges between 10 and 15 per cent of the rent.
WHAT’S MINE IS MINE Historically one the biggest causes of conflict between landlord and tenant stems from neglect of possessions belonging to the former. Technology will soon make this a thing of the past. The very latest piece of letting agent kit is a handheld device which takes a “before” picture of every item described on an inventory, and it can then detect changes months afterwards. Venmore, which acts as letting agent to 2,000 properties, has a four-strong team of dedicated inventory takers who will photograph and grade the condition of all parts of the property, before, during and after a tenancy ends. “This continuity means they establish a relationship with the tenant and the landlord and are aware of any changes to the property’s condition and can give notice to the tenant to put the property in order,” says Venmore lettings manager Darren Kay. “It puts the landlord in a strong position if any disputes come along later. A good quality inventory is as important as a tenancy agreement.”
TAKING CARE Top of the list of new home turnoffs are signs of neglect like loose wires, ancient cookers and old, sagging sofas – not just unsightly but potentially dangerous. In response the Government has set down stringent safety standards that all landlords must now adhere. Lynsey Smith, lettings manager at Jones Lang LaSalle explains: “Legislation relating to safety in rented properties which must be observed includes the Furniture & Furnishing Regulations and the Gas Safety & The Electrical Equipment Regulations. In addition any property with a gas supply must be checked annually by a Corgi Registered engineer to ensure all appliances are safe and in good working order.” The government also requires every property to be equipped with an Energy Performance Certificate before it is let.
THE RIGHT MATCH The course of true love never did run smooth, but a tenant background check helps minimise future problems. Andrew Louis’s exhaustive, ARLA compliant tenant checks increase the odds of a good match. They include credit checks, photo identification, proof of prior address and ability to pay – usually in the form of three wage slips – and a reference from a previous landlord. Where necessary a guarantor is also required in case the tenant can’t pay. In return though, the tenant should get a model landlord. “We never go in a property without at least 48 hours written notice and emergency repairs are carried out without having to go to the owner first,” says Louis Anastasiou, director of Andrew Louis. “In essence we are a stakeholder between the landlord and tenant.”
A CIVIL PARTNERSHIP Having landlord and tenant responsibilities set out in black and white deters disputes and is vital in the case of a sudden split. A tenancy agreement is a legally binding contract between a landlord and tenant that sets out both the legal and contractual responsibilities and obligations of the two parties. Most letting agents use a standard template for their short term assured tenancy agreement, checked by a lawyer, which details of each tenant and landlord can be added to. It should be written in plain language and be fair and balanced. “A good contract will leave no room for misinterpretation by tenant or landlord and therefore prevent disputes in the future,” says Alan Bevan, director of City Residential. “It’s a good idea to include who has liability for what – for example boiler repairs – and the process for getting repairs done.”
GUARDING THE NEST EGG Once upon a time a deposit was something a landlord could pocket as a nice little windfall when a tenancy wound up. Not any more. Within 14 days of the deposit’s receipt landlords are to put it into a third party tenancy deposit scheme and both parties must agree to any portion of it being withheld when the tenancy ends. Deposit is between one and three months rent depending on the value of fixtures and fittings. Explains Sue Taylor of Keppie Massie: “At the end of the term the client can go online to request it back and if everything of the same standard as when they moved in, they get it returned.” If the tenant disputes any sum of money to be withheld the decision is passed to the
tenancy deposit scheme for third party adjudication, where the onus is on the agent to provide evidence of damage. “To be totally fair, we visit the property before the tenancy ends and give them the chance to get it back to the right standard,” says Sue. “They may have forgotten to clean the oven for example, which would cost £50 to get a cleaner in to do, and they may wish to save money and do it themselves.”
FOR RICHER FOR POORER The obvious deal breaker in a tenancy is if the tenant stops paying, and if it happens, being able to amicably and quickly resolve such a problem is vital. Here, letting agents come into their own and can act as arbitrators. “The important thing is to pick any problem up early and get to the root of the problem as quickly as possible,” says Phil Lawton, director of Sutton Kersh. “Our agents can assess, realistically, if the tenant is going to pay and is stalling for time, or whether they have decided they are not to pay. We’ll help both sides come to a solution. If the tenant is suddenly out of work for example we can liaise with the Housing Benefit department. People in our arrears department often take on the role of counsellors.” After two months of arrears landlords can serve a Housing Act 1988 Section 21 Notice to Quit. Letting agents ensure the proceedings are watertight.

Spectacular aerial show at cathedral The Anglican Cathedral will be transformed for two days as acrobats take to the skies in a stunning performance. The free performance, on July 30 and 31, will document the horror effects climate change is having on Liverpool. As The World Tipped will have a screen displaying stunning visuals and aerial performers suspended above the audience resulting in one amazing show. This breathtaking display is set at the Copenhagen Climate Change conference, highlighting the shocking ecological crisis the world could face if climate change isn’t tackled full on. Wendy Simon, Liverpool city council cabinet member, commented: “The event will be a wonderful combination of aerial entertainment, providing an important message about the fullscale disaster we could be facing if

New mum, new role Andrew Louis’s Erica Mooney is not only adjusting to the challenge of a new baby – but promotion to both sales and lettings manager. Erica returned three months early from maternity leave after the birth of her son Jaden and now manages a team of seven at the company’s Stanley Street office, overseeing lettings as well as sales. Her day now consists of the tightly structured regime that any working mum will recognise. “Having Jaden was the best thing that ever happened to me – and the hardest,” she laughs. “He’s my first child and I think he’ll be my last.”

Makeup artist Lauren Levy, partner Paul Banks and pet dog Heidi May moved into a three-bedroom, three-storey home at Prescot’s Speakman Gardens earlier this year. The couple bought the home under the shared equity scheme.
Our new home is in a great location - lovely surroundings in a nice new estate and not that far away from work. I came to see it out of curiosity, I hadn’t planned to buy anything just yet, but I really liked it. Paul was away on holiday and I called him up and said ‘I think I just bought a house!’ He wasn’t shocked though, just happy.
We wanted to feel at home straight away so it only took me three days to do the decorating. I’ve kept the colours of the interior quite simple. I wanted it to look classy, with gold tones and champagne wallpaper in the front room. I love butterflies as well so they’re everywhere.
One of my favourite pieces is my makeup chair in the dressing room shaped like a shoe. My mum bought it for me at Christmas because I’m a shoe addict.
We were always writing little notes to each other like “I love you” or “take out the bins” so we really wanted a blackboard in our new house. We got blackboard paint and painted a square and now we write on the wall - it’s getting a bit full though.

It’s a concern when they make security changes without telling people, that you then have to opt out of, like face recognition and tagging on Facebook. You have to make sure your privacy is maintained. Then you get the keyboard warriors – people confident on a screen but not in real life. As a musician I have to use social media. Twitter updates can be a bit of a pain to do but they’re a necessary evil. I think in future people will be a lot more discriminating about what they use each site for. You have to find your own balance.”

The opening of the Museum of Liverpool is this year’s most hotly anticipated event - and after 10 years in the making the world’s only museum telling the story of one city is finally to open on July 22. The mastermind behind the museum, bringing all the strands of the city together, is Janet Dugdale, director of the museum. With a job that involves interpreting the stories of Liverpool from the cotton industry to sport, to its rich musical heritage, Janet reveals what exactly lies behind the sweeping walls of this unique geometrical building. It could only happen in Liverpool.
INTERVIEW BY DINA KARIM hat is the new Museum of Liverpool? It’s the first national museum, probably in the world, to tell the story of one city. Liverpool has a huge story to tell. It’s not like any other city in Britain. The Liverpool story works on so many layers, and the people of the city make a huge difference to how the city has seen itself, so we felt it was very important to have city museum that explains what Liverpool is all about. What will the museum include? There are four big galleries that tell the story of Liverpool as a global city. The Great Port gallery tells the story of the port and the People’s Republic gallery is about the social history of the city. Wondrous Place looks at all the entertainers, the sport people and we have some permanent stories particularly about how people came to the city, about how it’s been linked to places across the world. We also feature sport and football and music on a permanent basis. Within all the galleries we have special exhibitions and smaller in focus displays. The museum is opening officially in
July, but not in its entirety. What other sections will eventually open? On the ground floor we’re opening our Global City gallery and our Little Liverpool gallery which is aimed at a younger visitors. We’re also opening our second floor galleries with the People’s Republic and Wondrous Place, which have the fantastic views across the Mersey and out onto the city. Then in winter, we’re opening up the first floor of the museum which has a history and archaeology interactive gallery called History Detectives. We will also open The Great Port and Liverpool Overhead Railway Gallery. However, there’s a huge amount to see when it opens in July. The museum has actually gone past its deadline for opening, what were the hurdles it faced? It has been years in the making and as with any big project there were quite a few hurdles in terms of funding and permissions. But at the same time there’s a huge amount gone into creating a fantastic building for National Museums Liverpool and also for Liverpool in the long term. When we are fully open we will have almost 6,000 objects on display with 70 films and interactive touch screens, so there’s a lot of content. For me the biggest challenge creatively has always been how to manage to deliver everything that we wanted to deliver because our ambition has always been high.
Creating a museum is like writing many, many novels and directing a number of films, but then you’ve got the whole challenge of three-dimensional objects and where to put them and how they fit with the stories. It is a very creative process dealing with many different types of media. What is your favourite piece in the museum? I have a new favourite thing every week. I’m really proud of what we’ve done with our football film which is called Kicking and Screaming; that’s shown in quite an immersive environment and I’m looking forward to people engaging with that. To me, the museum is not complete until we’ve got visitors visiting and using the museum. We’ve also done a number of things for children, so I’m really looking forward to children using the gallery and engaging with our interactive spider Winnie. How is the community becoming involved in the museum? One of my real hopes for the museum is our really strong collection of Liverpool voices, where we’ve collected the public’s stories and I think that brings another dimension to what we’re doing. We have a post-box from Fazarkerley Children’s Home on display and we’re asking people to post their memories of childhood and growing up. Linked to that we’ve worked on a film about growing up and growing older in Liverpool.

The biggest Liverpool Ascot Ladies Day yet raised over £10,000 for charity. The famous Berkshire flat race was beamed live to the city’s own historic racetrack in Aintree. More than 450 ladies and a few brave men gathered to watch the event, compete for glittering prizes and show off their elegant racing colours. The event, the 12th of its kind, raised £15,000 for Alder Hey Children’s Hospital’s Imagine Appeal.
Carrie Bradshaw would be so jealous. Local designers Clare Wilson and Nina Halliwell, aka Nook & Willow, are staging workshops for shoe lovers to put their own stamp on a pair of sandals. Participants will be guided through the design process to create an individual pair of shoes, including choosing materials, moulding the sandal and adding embellishments of their own. CULTURE The inaugural Wirral Festival of Firsts will be unveiled this month. Showcasing the best of art and culture on the Wirral, this festival is the brainchild of former Scaffold member John Gorman, backed by former band-mate Mike McCartney and Radio Merseyside DJ Billy Butler. It will feature hundreds of performers, musicians, including an art exhibition the length of the Hoylake promenade, and Lena, a play performed by local actor and an orchestra of ukuleles. Knock Knock Poet Roger McGough has appealed for the public’s doors to create a one-off piece of art for the new Museum of Liverpool. Roger McGough and art students from LJMU will turn donated doors into a giant ‘book’ featuring selected verses from the 2008 Liverpool Saga. Each door will be symbolic of a personal memory relating to a place and time, and the history and geography of the
city itself. Roger said: “Front doors, back doors, bathroom and outside toilet doors. If your door has a story to tell, then so much the better.” If you would like to put forward your door for the Liverpool Doors project, please email the photograph of your door and 100-word explanation to museumofliverpool@liver poolmuseums.org.uk. Indie band The Futureheads and comedy five piece The Lancashire Hotpots top the bill at the fifth Southport Rocks festival. A PARTY FOR REDEVELOPMENT
THE EVERYMAN’S GOODBYE fter 47 years, the curtain came down on the Everyman Theatre on July 2 ahead of its multimillion-pound redevelopment. Crowds gathered at the theatre to witness The Finale, a 20minute ceremony created by Slung Low theatre company, with the fitting finale included bagpipers and a New Orleans style funeral jazz band. Thousands attended the free event, with guests first invited on a guided tour around the theatre whilst listening to memories of the Everyman from familiar voices through headphones. The spectacular evening ended on Hope Street, where Stuart Richman, who appeared in the first Everyman show in 1964, gave an emotional speech.
