One of Liverpool’s biggest assets is its universities. From the redbrick University of Liverpool to the international student attractor LJMU, to LIPA, one of the foremost performing art centres in the UK, HOPE and Edge Hill, students are big business in Liverpool. Your Move looks at the three sides of student letting: why landlords should let to students, the reasons students choose private accommodation and the tax implications for parents buying a home for their child off to university.
LANDLORDS With the current student population standing at 53,000 and planned to rise by nearly 2,000 in September, and with quality properties flooding the auction market, it’s never been a sweeter time to invest in the Liverpool student population. “Students have had some bad press, historically portrayed as disrespectful revellers throwing all-night parties and playing loud music till the early hours but the truth of the matter is they can make excellent tenants,” says Lynsey Smith, office manager at Jones Lang LaSalle. “We have found that 2nd year students in particular, are crying out for quality, prime city centre accommodation in which to relax and study in peace and quiet. If we had another 100 two-bedroom apartments in the city tomorrow it still wouldn’t satisfy the current demand we have for this type of accommodation.” As the student market remains one of the most buoyant and a pretty safe bet, property agents are eager to
point out to landlords the benefits of converting their portfolios to student lets. City Residential has also just announced a joint partnership deal with Liverpool John Moores University, which will encourage good practice amongst landlords and more diverse student accommodation available. Managing director of City Residential Alan Bevan
explained the reasons for the partnership. “Whilst some landlords are reluctant to let to students we believe that they can actually be a real alternative as they will normally come with a guarantor whilst many will pay six or 12 months in advance. “Our announcement today of the launch of Student Union Lettings, with our joint venture partner
Liverpool Student’s Union, hopefully highlights the growing importance of the sector and our intentions to play a huge role in it over the coming years.” Understandably, some landlords remain cautious of letting to students due to their poor reputation, however the returns can often be greater than letting privately. “From my experience

landlords tend to obtain a better return on their investment when renting to the student market and their parents tend to act as guarantor for the rental payment and dilapidations,” says Louis Anastasiou, managing director of Andrew Louis. “The disadvantage for landlords is that the terms of tenancy is short so there is a potential void period. Students are young people away from parental control for the first time so the risk of property damage is greater.
Competition for students can also be a competitive market.” Student lettings maximise rental income as your standard three bedroom property can be let to 4/5 students each paying up to £75.00 per week, per person. Making it a very attractive option to any potential BuyTo-Let landlords. Natasha Goodwin, lettings agent at Venmore, raises the issues landlords need to look at before taking the plunge. She said: “Landlords must be aware that student accommodation will require higher maintenance due to the fact that there could be four students plus living in the property as individual households, therefore maintenance will increase more than a standard let. The properties must also be furnished and in most cases must comply with HMO (houses of multiple occupancy) regulations.” The Merseyside Landlord Expo on September 22 will

STUDENTS
PARENTS
It has become almost standard now, and a rite of passage for students, to leave university accommodation after their first year and head into private accommodation. Matthew Jones, a student at Sheffield Hallam, entered university accommodation in his first year and left for private accommodation in second year. “The main reason is that it is a lot cheaper than university accommodation and you get a lot more space for your money,” he said. “I’m now paying £64 a week plus bills, before I was paying £77 per week. There’s also a lot of advantages for example we can get things like Sky installed which we couldn’t at university.” Lilian Hunter, who studied Sociology at Liverpool University, cited friends as her main reason for choosing private accommodation. “The problem with living at university halls is that most students are thrown together with strangers, some build friendships but more often than not count down the days until the end of the school year,” she said. She said: “I loved the flexibility of moving out into our own apartment, with so much more space than uni accommodation. The

Julia Casimo, of John Kerr accountants, considers the tax implications to keep in mind when buying for your universitybound child. “If the
parents keep the house in their own names, and the child lives in it, then any rent paid by the child and their housemates will be taxable on the parents using the usual rules for calculation of profits,” she says. “However the child’s share (of rent and expenses) should not be combined with that of other tenants. Since the house is staying in the parents’ names it stays in their estates for Inheritance
Tax and may (if it increases in value) be subject to Capital Gains Tax if it is subsequently sold or gifted to the child.” “Putting the house in the child’s name solves some of these problems but creates others. Any rental income received from housemates will be taxed on the child, often at lower rates, (particularly if using the very generous rent-a room provisions). As long as the parents survive seven years from the purchase of the house, any value they transferred to the child will be removed from their estates for Inheritance Tax purposes. “When the property is eventually sold, the child should be able to claim tax relief as it has been their main home. The main
downsides are not tax related – finance may be much more difficult to obtain by the child and any equity in the property is exposed to the child’s future debt and divorce problems, should they arise.”

My husband and I are lending our life savings to our daughter and her boyfriend so they have a deposit for their first flat. We will need the money back at some point in the future when we both retire. Is there anything we can do to protect the loan?
Q
It is now becoming more and more common for parents to provide the deposit monies to help their child or children buy their first home. However, like you, not all parents are in the ideal financial position of being able to give the deposit money to their children so it is deemed to be a loan which will at some point in the future, become repayable. Therefore, it is vital that the money can be protected because if the loan is not legally protected then there is always the risk that the money will not be repaid in the future. If your daughter and her boyfriend are getting a mortgage, the mortgage lender would prefer this deposit money to be a gift rather than a loan. This is because they do not want anybody other than those named on the title deeds and mortgage to have any financial interest in the property and it is possible that the mortgage lender may insist on you joining the legal title and mortgage. If this was a feasible option then you could protect the deposit by way of a Deed of Trust which is a legal document that states the terms upon which the parties own the equity in the property. The information contained within the Deed details what money each party put towards the purchase of the property and how the net sale proceeds will be distributed once the property is sold. Another option to formalise the loan between you and your daughter and her boyfriend is to simply take a formal Legal Charge over the property which would be a second mor tgage registered against the flat. The Legal Charge itself would detail how much is being lent together with details of how much is to be repaid, and when. Both a Legal Charge and a Deed of Trust sets out the terms of the loan and gives certainty to the arrangement so everyone knows where they stand with no room for confusion in the future!

New health centre for Kensington Plans to build a health centre in the heart of the Kensington regeneration zone have been given the green light by city planners. The major new Neighbourhood Health Centre, on Edge Lane opposite St Cyprian’s church, will provide a range of health services including two GP practices, antenatal care, baby clinics, paediatric audiology and vaccinations, minor surgery, dental services and a pharmacy. Graham Pink, chief executive of developer LSHP, said, “The new Neighbourhood Health Centre will be a new landmark for Kensington, as it’s the first new building to be constructed following the demolition works in the area, and we believe it will be a huge asset to the local community.” The developer LHSP has already successfully developed a number of community centres across Liverpool and Sefton,
including a new health centre, library and sixth form facility due to open at Childwall Fiveways in the autumn and the recently opened South Liverpool NHS Treatment Centre in Garston. Gideon Ben-Tovim, Chairman of Liverpool PCT said: “This will be the tenth new primary care facility that LSHP have provided for us as part of our Out of
Hospital programme, which aims to create improved access to a wider range of services in local health facilities that are modern, friendly and accessible.” The building will have a stunning, contemporary design, designed by architects Taylor Young, and will include inscriptions over the building’s entrance that resonate with the history of the city
highlighting the building as a centre for health and wellbeing. There are also plans to backlight its message by night, ‘Love Life’. The building work for Kensington’s new Neighbourhood Health Centre is due to start in January, and the centre is expected to open in early 2013.

The Parent Trap Q: My son is going to university and I am considering purchasing a house for him to live in, large enough to allow him to share with a couple of his student friends. I have recently inherited some money, so will not need to raise a mortgage. What is the best way to do this from a tax perspective, am I best to buy the property in my name or in my son’s? I am a higher rate tax payer A: There are a number of things you need to consider. Firstly let’s consider the position if you buy the house in your own name. This will make your son and his friends your tenants, assuming you will want to charge rent to his friends. You will pay tax at higher rate on rents received less any expenses, and as there will be no mortgage interest then there will certainly be taxable profits. I imagine you will not want to charge rent to your son, so his share of the expenses should not be claimed.

When you sell the house, if it has risen in value you will pay capital gains tax at the higher 28% rate on any gain, after your annual exemption. In terms of Inheritance Tax the house will stay in your own estate and potentially be subject to IHT at 40%. The tax position if your son buys the house is a lot more benign. Your son will receive rents from his student friends who will become lodgers. If he has no other income then he can receive rental profits of up to his personal allowance of £7475 per annum before any tax is due. If he is already using his personal allowance (because he has a job for example) then he may also qualify for the ‘rent a room’ relief provisions which allow for £4250 of income to be earned tax free. Please note however that if more than two lodgers are taken the house may become a HMO (House in multiple occupancy) which I would recommend that you avoid. If the house is sold by your son then (assuming the agreements with the student lodgers are structured correctly) then relief from CGT should be available on the grounds that the house has been your son’s main residence. The funds which you effectively gifted to your son to purchase the property will (subject to you surviving seven years from the date of the gift) leave your estate for Inheritance Tax purposes. The real downside of your son purchasing the house is that you will lose access to the rental income it generates (as it would belong to your son), and its value will be potentially exposed to any debt or divorce difficulties which your son may have in the future. These latter risks could be reduced by the existence of a documented loan from you to your son of the funds needed to purchase the house, from which he could be released in due course when his future was more secure, but this does mean that the value of the loan stays in your estate for IHT purposes. As always good professional advice will be required to ensure that you reach the best outcome for your particular circumstances. Following a week of the worst riots the UK has seen in decades, the government has joined shopkeepers and homeowners in cleaning up the streets of Liverpool. The government is now considering withdrawing some benefits for convicted rioters as punishment.

“When it first happened I was really angry, because I’m from London, and the riots happened in Ealing, where I used to go to school and my family still live there. Originally, I would have said take away their benefits, their council houses and everything but I think there’s no point because it will just happen again. They should go to prison because they have caused mass damage and ruined people’s lives, and we pay for their benefits and they loot and ruin businesses. However, there must be a better solution than taking away their benefits and having them evicted from council homes.”

Ian and wife Joan Guilfoyle, who both work at Renshaw’s factory, moved into The Parks development, in Anfield, after their former home was bulldozed by the city council as part of the area’s regeneration. They swapped their former threebedroom home for a four-bedroom house with garden.
The houses are slowly being knocked down and new ones like this are being built where they used to stand. When we heard the council was buying our house under a Compulsory Purchase Order, we were a bit concerned. However, once we heard Keepmoat was in charge of the new development we were really happy to go with them, and we liked the idea of staying in this area. Most of our neighbours have been our friends for 19 years and we didn’t want to leave Anfield.
Our former home was a three-bedroom Victorian house but this new build is bigger with four bedrooms spread over three storeys. Joan’s mum lives with us so she had her own room but our sons had to share. Now our two teenage sons can finally get their own rooms as we have more space for everything. Downstairs my mother in law lives in a sort of granny flat, while on the first floor we’ve got the two boys. The top floor is our bedroom with the en-suite.

For the first time ever we have a beautiful, big garden. When the council first told us we had to move out, one of the questions they asked was “where would you like to go?” Tongue in cheek, I said we wanted a four bedroom house with a garden, with all my neighbours around us. It’s everything we wished for and something we never thought we would be able to afford.
I’m a huge Elvis fan, and Stitch (from Disney film Lilo and Stitch) is a huge Elvis fan. My family buy me Stitch all in different themes like Halloween and Christmas and they’re all displayed on the stairs leading up to our room. We are slowly building up the house, adding built in wardrobes soon and new carpets.
Ian is in the Territorial Army and my youngest son, who has taken after his dad, is a big army fan. When the boys got their own rooms, he got the chance to display all his army figurines and decorate his room in an army style.

Since he burst onto our screens six years ago he’s fronted a string of top-rated shows including The Friday Night Project, Alan Carr’s Celebrity Ding Dong and his latest, Alan Carr: Chatty Man, scooped a TV Choice Awards Best Entertainment gong. Four years after the juggernaut success that was his last tour, he’s hitting the road again. Alan talks to Your Move about touring, talent and tugboats. interview by EMMA PINCH
What prompted you to hit the road again? Stand up is my safety blanket. I hope my TV career lasts, but when it inevitably comes to an end, I’ll always have stand up. I adore stand up. I love the spontaneity of it all. Within reason you can do whatever you want. You haven’t got to cut bits out to make sure it fits the 12 minutes before the ads. It’s such a buzz. It’s also nice to know that I won’t have to earn money by going into the jungle and eating crocodiles’ testicles. What can we expect from Spexy Beast? I’ll talk about my other half and my dog. Personal stuff always goes down well. But in the end, it’s stand up – not Piers Morgan’s Life Stories. Thank God, I don’t have to burst into tears every few minutes. I’m into detailing the minutiae of life. I’m never going to do an hour about tugboats. My audience know what

they want from me. The chat show has freed me up - my style is looser now, I’m happier to go off piste. Spexy Beast will be about things that have tickled me that day. Are you a political animal? I’ve never been political. I recently tried to do a bit about the Middle East but people didn’t like it. Comedy has become so big now that journalists ask me for my opinion on the economy. I tell them, ‘I’m just a stand-up comedian. I’ve no bloody idea!’ I get Tweeted by people saying, ‘please, please do a piece about Libya’. But they’re asking the wrong person. People overrate comedians. Much as I would like to sort it out for them, I’m afraid I can’t. I half expect people to hand me Gadaffi’s phone number and say, ‘Have a word Alan?’ Comedy’s massive at the moment. Is there anything that winds you up about it? I’d love to be one of those clever-clever comics but I’m not. My audience want warmth and funny stories. And I don’t think that’s a bad thing. I do think there’s a snobbery in the broadsheets sometimes about comedy. The critics write these incredible reviews: ‘I didn’t laugh once,
but what an amazing take on tugboats. Five stars.’ It winds me up when people try to be clever for its own sake. I recently watched a documentary about Cary Grant. Some contributors were saying, ‘He was the most unsophisticated man in the world. He never knew what wine to order. He was not good with the ladies.’ But so what? He picked his roles because he knew people wanted to see him as Cary Grant. Perhaps I’m comedy’s answer to Cary Grant. How has life changed since you became famous? Things just keep getting better and better for me. I was on holiday recently and I picked up a magazine about house renovations. The first article I turned to had the headline: ‘Make your bedroom as camp as Alan Carr’. It’s funny when people mention your name and everyone knows what they’re talking about. A modern, rustic kitchen Once the school holidays are over we are going to refurbish the kitchen, which we inherited with the property when we moved in over 10 years ago. I have always dreamed of a rustic-style kitchen, my family on the other hand want more of a contemporary look. Is there any way to combine the two styles, so everybody is happy? The simple answer is yes; it is possible to create a rustic style of kitchen with a contemporary twist. To achieve this look, wood cupboards with simple panelled doors are perfect. Glazed wall units, plate and bottle racks enhance the rural look and give easy access to everyday items. You can start to create a more contemporary scheme by selecting stainless steel appliances with their modern streamline look. When you’re looking for flooring and worktop choices, I would choose a more traditional scheme-natural materials and earthy textures such as granite and stone are perfect. Your choice of wall tiles can also allow you to experiment with the contemporary twist. I have found some fantastic tiles which would look perfect in the scheme you are trying to create. The tiles are from Fired Earth, an iridescent glass mosaic called Sandstone Fusion. They will bring a shimmer to your walls and a lustrous light to your kitchen.

LIGHT We have a long narrow hallway which has no natural light. We have painted the walls with a natural off-white colour and have opted for beautiful natural light oak flooring. The only lighting we have in this space is two pendant lights which we are struggling to find the perfect shades for. Ideally we would like to find contemporary shades which are stylish and will reflect the rest of the furnishings in our home, which I would describe as having a Scandinavian feel. Do you know of any shades which might appeal to our taste?

PERFECT SHADE OF WOOD I have a fireplace in my bedroom, the surround is wooden and beautiful but unfortunately I really don’t like the colour. Would I be able to stain the wood a different colour? And if this is possible how would I go about it? It is very easy to stain wood a darker colour but it is almost impossible to lighten wood with a stain. If you want to keep the natural wooden texture there are basic steps which should give you a professional finish. Firstly you will need to remove any varnish, ecofriendly paint strippers are easier to use. You may need to use wire wool or an old tooth brush to get into any detailing. Next wash the wood with clean water and leave the surround to dry. Sanding down the wood would be your next stage, remember to remove any dust residue when you have finished. Next treat the wood with Danish or Teak oil and it should be ready for you to apply the new stain. When the stain has dried give the wood a good buffing with a soft lint free cloth and you should be left with a fire surround you adore.

NEW RESTAURANT ADDS SPICE TO KINGS DOCK ollywood glamour hit the waterfront at new restaurant East Z East’s sparkling launch. Guests sampled chef Awais Ahmed’s fine Punjabi cuisine while table drummers, fire-eaters, music group Elusive and dance ensemble Dessi Nach, laid on a feast for the eyes. The restaurant is the fourth in owner Kabir Ahmed’s East Z East chain, and he recruited ACC Liverpol chief executive Bob Prattey to help him cut the ribbon. DJ Billy Butler and Lord Mayor Frank Prendergast and their families also joined in the fun. The new venue is based opposite the Echo Arena Convention Centre, and adjacent to Jury’s Inn Hotel.

The festival celebrates all things Bard-inspired and this year’s centrepiece is a performance of Romeo and Juliet in the Small Concert Room. Other highlights include a series of youth arts projects
entitled Breathe, Wake, Belong, based on gang culture in Victorian Liverpool, contemporary dance and Combat Shakespeare. “A performance of Richard III like no other,” according to Lodestar Theatre director Max Rubin.

ALICE AT THE TATE
Alice’s Wonderland adventures have thrilled children for more than a century and now an exciting new exhibition at Tate Liverpool explores how Lewis Carroll’s classic tales have inspired artists down the years. Warrington-born Carroll was also a photographer and art collector and counted neo-classical luminaries like Dante Gabriel Rossetti and Sir John Everett Millais as friends. The new exhibition will look at how Carroll’s work influenced their work and that of subsequent artists, form surrealists like Salvador Dali to pop artists like Mel Bochner. The biggest annual free music festival in Europe celebrates its 18th birthday this year and it promises to be quite a party. THOUSANDS TURN OUT FOR GAY PRIDE CELEBRATIONS 7
he flags flew high at the second Liverpool Gay Pride festival, on the first weekend of August, with over 40,000 people turning out to join the parade and celebrate at the Pier Head stage. People lined the streets and followed the procession as the Liverpool Pride march passed through the city centre, concluding at the city’s iconic waterfront. Revellers enjoyed the two stages, over fifty stalls, Zumba sessions, caged football matches and a host of street entertainment. The day ended with a dramatic balloon release, with hundreds of colourful balloons floating over the River Mersey.
