FIRST STEPS ON THE PROPERTY LADDER

After several years of being left out in the cold, there’s a growing optimism that 2012 could be the year of the first-time buyer. When the credit crunch took hold lenders effectively shut up shop when it came to would-be buyers. Only those with a hefty deposit had any chance of getting on to the first rung of the property ladder. But, as lenders begin to loosen their lending criteria, the government has also stepped in with a host of initiatives, which could help give first-time buyers the stepping-stone they need.

Various Stamp Duty holidays seem to get cut short just when they’re needed most and the Mortgage Rescue Scheme, introduced by Labour in 2008, didn’t perform as well as was hoped with figures suggesting just a handful of homeowners actually benefited from it. However, despite a few ineffective initiatives there have been plenty of success stories, which are giving first-time buyers a fighting chance most notably, the FirstBuy Scheme. The FirstBuy scheme was announced in the 2011 Budget. Derived from the Labour initiative Homebuy, which is no longer funded, the scheme is open to those with a household income of less than £60,000 a year. Those who qualify will receive an equity loan of up to 20 per cent of the value of the property, providing they can put down five per cent.

The equity loan is interest-free for the first five years after which an annual fee of 1.75 per cent will apply. This will rise by the retail prices index (RPI) inflation plus one per cent per year. Upon sale of the house, or after 25 years, borrowers will repay 20 per cent of the value to the loan providers. Developers in Liverpool have hailed FirstBuy as a success with David Wroe, managing director for Keepmoat Homes North West, stating: “The outlook for first-time buyers is becoming more positive as incentives like FirstBuy take away some of the initial financial strain, meaning mortgages are now more affordable. In fact, affordability is at its best level in almost a decade.” Keepmoat offers FirstBuy at

Hamilton Place in Huyton and The Waterfront in Bootle. Sam Williams is associate director for Taylor Wimpey North West, which offers FirstBuy at a number of developments including Speakman Gardens in Prescot and Cunningham Grange in Knowsley. She says many would-be buyers are still unaware of the scheme. “The response we've received for the FirstBuy scheme has been fantastic,” she says. “We are, however, still speaking to first-time buyers who are unaware that schemes such as FirstBuy are in place to help them, so the more that can be done to raise awareness of it the better.” Indeed, would-be buyers who are unfamiliar with the scheme may be surprised at how affordable FirstBuy properties can be. Gleeson Homes, for example, offers FirstBuy at both of its Merseyside developments, Montreal Gardens in Huyton and Cawdor Park in Liverpool 8, with prices from £71,396. “This equates to a mortgage repayment of just £80 per week, for many people this is cheaper than their previous rent,” says Linda Matura, sales manager for Gleeson North West. Most developers in the city offer FirstBuy. Lovell offers the scheme at Church Fields in Garston and Sevenoaks in Birkenhead, Countryside’s participating development is Norris Green Village while Bellway Homes is offering the scheme at its Williamson Place, Virginia Mews and St Elizabeth’s Place developments. Miller Homes offers FirstBuy at its Connaught Green development in Anfield and at Bridgewater Park in Netherley.

While the FirstBuy scheme is being embraced by developers across the region a number of other government-led initiatives are also proving popular. SHARED OWNERSHIP Through shared ownership, firsttime buyers will buy a share of the property, usually 25 per cent, 50 per cent or 75 per cent. The remaining share is owned by a housing association and the buyer pays rent on this. Over time the buyer can increase their share until they own the property outright. Riverside Home Ownership offers shared ownership at both its Norton Village and Frederick Grove developments, with prices beginning at £36,250 and £36,488 respectively. LOCAL AUTHORITY MORTGAGES Local authority mortgages were launched by Sector Treasury Services – an advisory group to local authorities - in March 2011. Backed by Lloyds TSB they see local authorities topping up firsttime buyer deposits. Those councils that are participating will help to fund up to 20 per cent of the first-time buyer's mortgage by placing funds with the lender. According to a spokesperson from Lloyds eight councils have already signed up to the scheme. They are Blackpool, Warrington, Blaby, Nuneaton and Bedworth, Luton, Stafford, Northumberland and Peterborough.

MORTGAGE INDEMNITY SCHEME The government's latest attempt to rescue the housing market will see it provide guarantees to lenders in order to encourage them to lend. Launched in November last year the scheme, which applies to new-builds, means first-time buyers will be able to borrow 95 per cent of the property value, with no added risk to the lender as the government acts as guarantor. Alex Dixon, a director at Sutton Kersh and branch manager at the Allerton and South Liverpool residential sales office, says the new scheme should be embraced by all who are involved in the property industry. “It will be disappointing if the majority of house builders do not sign up to the new scheme,” he says. “Such an initiative and large investment of capital would be welcome in most sectors of business so I believe that it will be embraced by the majority.” The government has pledged to guarantee 100,000 mortgages through the scheme but Dixon believes this could be increased. “The figures suggested is a rounded number and if the scheme proves successful then I believe there will be a strong argument for further discussions to increase the overall number of mortgages offered,” he says.

HARVEY NICS SET TO OPEN Fashion store Harvey Nichols has confirmed it is to open in Liverpool ONE in the Autumn.

The upmarket high street chain will breathe new life into the former Habitat unit, on Peter’s Lane, and open a new concept, small format department store which is expected to offer less ranges than its bigger stores. Joseph Wan, chief executive at Harvey Nichols, commented: “Liverpool ONE is the number one shopping destination at the heart of this great city. Liverpool ONE serves a large catchment area, with a loyal and discerning customer, and there is no better place from which to launch this

exciting new concept.” This will be Harvey Nichols’ second store opening in Liverpool ONE in twelve months. Daniel Murphy and partner Kate Garner with daughter Olivia have upsized to Countryside Properties’ Norris Green Village. The couple bought the three-bedroom home, to accommodate their new family life, with help from the government-backed FirstBuy scheme.

Kate and I were renting but decided to take the big step and own our own place. We had heard about Countryside Properties’ schemes to help first time buyers so we went down to the sales office at Norris Green Village to find out more. The sales team were so helpful and we owned our own home in a matter of weeks. Who knew it could be so simple? We were looking around for a new build and we fell in love with the building. The kitchen - which is the best part of the house - has skylights; the designers went to America where they have skylights which makes the rooms bigger. Our previous kitchen was tiny and this one leads to the garden, which we didn’t have before.

Norris Green is a nice area that’s being built up. I drive buses around the area so I know it’s a nice area. We also wanted to stay local for Kate’s work, she works in Fazakerley Hospital as a cleaner and it is much closer for her to get to work.

My auntie is an interior designer and my dad likes decorating so we will probably get a lot of help decorating! There are some really nice local shops and we’ve seen a nice DFS corner sofa perfect for the front room. Olivia’s room will have lovely pinks and lilacs; pastels which already complement some of the things we’ve bought from Mamas & Papas.

One of the things that appealed to us about buying a newbuild home was to know that we’d be the first ones to live there. It will be a complete blank canvas for us to put our own stamp on. We’re going to have one feature wall and paint the other walls, keeping it neutral so the room is cosy. The only thing we can go crazy on and do whatever design we want is the kitchen because it is so big.

Yo Yo is about being in that position with a guy when you really don’t know whether you’re coming or going. Being in that position can make you really vulnerable. It’s the dark, desperate and doubtful side of love. I remember being 16 and listening to Christina Aguilera’s album Stripped, and it felt like she was singing about what happened to her it felt personal. How does going solo compare to being in a group? It’s really different; I threw myself into making the album the past 18 months, writing and working with producers. When the album came out it was very different. The first time going on stage solo I just though ‘oh my god, I feel so small’. I’m used to having the girls on stage with me and all these dancers - I felt like a little fish. But I’m getting more and more comfortable, everything’s developing and I’m learning what will and won’t work.

Next year is Girls Aloud’s 10th anniversary, there are rumours of a reunion tour, is this going to happen? I feel like whatever is said has to be said as a band, but we will be celebrating it together. You were recently involved with raising money for Alder Hey, can you tell me more? Whenever I’m home I try and go and see the kids. It’s something we were involved in as a band from early on. With The Clothes Throw (at Liverpool ONE) I was more than happy to work with the charity. Last Christmas, I visited a ward and they didn’t have any televisions or anything for parents, it’s hard enough for the parents as it is, so every bit of money raised really helps. You have quite a quirky fashion style, and have got a bit of a name for yourself as a style icon. What’s your favourite outfit to wear? I think whatever you feel like wearing on the day. If you’re tired or it’s a bad day you throw on a jumper, boots and jeans. But if you’re feeling like a rock chick you’d dress like that. Rihanna is my style icon because she just wears whatever. I don’t like it when you see people and they look like they’ve been put in a dress. I like people who throw things together like green shoes with a pink jacket, it shouldn’t work but it does. You’ve completely gone against the popular tanned look with your make-up

range, Dainty Doll, which specialises in make-up for girls with fair skin, what made you decide to go ahead and do the project? It might have been 2007 when Girls Aloud were approached by ITV for a chance to do a show ‘The Passions of Girls Aloud’. My passion was singing but they wanted me to do something more challenging. For ages, I had the idea of having a makeup range for paler skins. When we used to get ready the girls could just pick their favourite brand and get their make up without any problems. But for me, we were having to import paler make-up from Japan and mixing it with things from over here, and I just thought this is crazy. I went to Taiwan to test out the collections. Once my contract ran out, I signed with a new company and reformulated the line, like the designs and the colours. It was funny, I was getting samples every day to try out and the post man must have thought what on earth is she doing as I had different shades all over my face. What’s your favourite thing about Liverpool? The people. I was brought up in Runcorn, my family are all in Runcorn and my best friends are from Liverpool. Whenever I hear a Scouse accent in London, I’ll say ‘I think you’ve dropped something’ just to hear the accent.

STRIPED Reindeer rugs

I have just moved into a city centre apartment, with the kitchen and living area in an open plan space, with real oak wooden floor. I love the floor but would like to find the perfect rug to break the space up and define the area where my sofas are. Could you recommend a type of rug for the space? I am looking for something different and contemporary, which has neutral colouring.

I have a long and narrow hallway and although I like the idea of striped wallpaper, I think this could make the space look smaller. What pattern would you recommend to use to help the room look wider?

Embrace the latest interior design trend, reindeer hide, the must-have home accessory this season. The hide really will add something special to your wooden floors; each piece is unique with its fantastic individual markings. The reindeer hide has a wonderfully soft, thick pile in various shades of silver greys, browns and whites and can be used indoors and outside. The hide is a byproduct of breeding sustainable herds of reindeer throughout parts of Finland and Norway, were it is part of an accepted way of life to use every part of the reindeer for food, clothing and decoration. Reindeer hide will last for many years but does need to be cared for. In the beginning, for about a month, it will malt quite heavily and should be taken outside and shaken every two to three days. METALLIC SHADES If you like the idea of stripes instead of looking at designs that by tradition are vertical stripes I would recommend horizontal stripes. Horizontal stripes can help a space look wider, and add movement to a room. The movement to the eye can then also be encouraged by placing pictures or a large mirror along the horizontal lines. We want to tile the en-suite bathroom with a mosaic metallic-effect tile. We have found the perfect tile, which we would love to use but it is too expensive for our budget. We have thought about just using the tiles in key areas but we are concerned that we will lose the sparkling effect. How would you go about using this product on a budget, without ruining the result? Glass or metallic tiles can add a very glamorous look to any bathroom but you are right to be concerned about the result if your budget doesn’t stretch to tiling the entire space. I would recommend tiling the key areas and then using a metallic paint on the areas that are left. Crown Paints in its Summer Jewels collection has a silver metallic paint called Sophistication which could be perfect. For mains we took our host’s recommendation and ordered the Couscous Royale and The Kasbah’s signature dish Tagine de Fez, a mouth-watering lamb dish flavoured with saffron, cinnamon and ginger and topped with caramelised prunes and apricots. The lamb is juicy and succulent and falls off the bone while the couscous, which provides a base for chunky vegetables, yet more delicious lamb, plump sultanas and caramelised onions, is an explosion of taste and texture with the fluffy couscous perfectly complimenting the juicy toppings. As we leave the Kasbah, plates empty and feeling pleasantly full, Louise tells me the secret to being a good sales woman. “You have to believe in what you’re selling,” she says. “I am not a good liar, I couldn’t sell something I wasn’t passionate about.”

Hosted by international business advisor, David Parrish, ‘T-Shirts and Suits Coffee Club’ was a great success with everyone from industry professionals to people interested in creative arts attending the get-together. David Parrish said: “We try to keep the events as informal as possible, with no set venue and no set pattern for when we host it.” Many of the attendees also took advantage of the opportunity to meet new people and make new connections. Martin Smith, a freelancer in video motion graphics, said: “I come to many of these events to meet new people from the community.”
