What is NewBuy?

NewBuy is an initiative that sees mortgages underwritten by developers and the government.

The scheme does come with some restrictions. It is only available on flats and houses with a maximum value of £500,000 and is available in England only. It is however open to anyone buying a house who meets the aforementioned criteria and not just first-time buyers, making it different to previous government schemes which have largely been targeted at buyers seeking their first home.

How does it work? Since the credit crunch hit lenders have been more risk averse than ever. As such they want anyone purchasing a home to have a huge deposit so as to reduce the risk to themselves should anything go wrong. Of course, first-time buyers have struggled to come up with such large deposits thus leaving the market in something of a predicament. With NewBuy, the government and the housing developer underwrite the mortgage thereby reducing the risk to the lender. The developer pays the lender 3.5% of the property price while the government provides a guarantee of an additional 5.5% (the governments money will only be called upon if there is a market crash, in the meantime it is simply there as a guarantee.) This means the buyer can have a deposit as small as 5% of the property price and the lender knows if anything is to go wrong it is protected.

What if I can’t pay my mortgage? The guarantee provided by the government and the payment from the developer provides something of a safety net for lenders but buyers aren’t afforded the same protection. The buyer is still solely responsible for the NewBuy mortgage, just as with any other mortgage. If you were to lose your job or run into difficulty making your repayments you would need to contact your lender.

What’s great about it? Any scheme that allows more firsttime buyers to get onto the property ladder has got to be seen as a positive. The maximum loan size is extremely generous and the fact that NewBuy is not just restricted to firsttimers means it’s a great product.

Who is offering it? At the moment four lenders have committed to offering NewBuy; Barclays, NatWest, Nationwide and Santander – other lenders are set to sign up shortly. The developers that have currently signed up to offer NewBuy are Barratt, Bovis, Bellway, Linden Homes, Persimmon, Redrow and Taylor Wimpey.

What’s not? Some industry commentators have claimed house prices are still causing the bulk of the problem and that until they are brought down to a reasonable level the market will continue to suffer. The fact that the scheme is only available on new builds may also deter some would-be buyers.

VOICE OF THE PEOPLE The latest scheme is a clear step in the right direction but what else could be done? We asked a selection of Liverpool estate agents what they think: PETER BELLAMY - director, Northwood (Liverpool South) “We think the new initiative is a great idea and obviously it shows that the government is trying to help move the housing market forward. However, it only helps a very small number. If the government want to make a wider impact on the housing market they should consider schemes that affect re-sale properties as well as new build. Extending the stamp duty holiday would help but by far the biggest impact would be schemes to encourage lenders to lend money more willingly. PAUL LEA - chairman, Venmore “In an ideal world, the NewBuy scheme would not only cover new build properties but stretch to any property that came onto the housing market. The cold reality, however, is that it doesn’t but the benefit of the scheme is that it’s not just for first-time buyers, like its predecessor FirstBuy, it is for anyone who does not have the required deposit whether they are second-time or even third-time buyers.” “Unfortunately, the lending market isn’t what it once was but schemes like NewBuy are in a position to help a great deal of people get onto the property ladder who would have been unable to otherwise.” STEVEN MCLOUGHLIN - branch manager, Andrew Louis (Prescot) The scheme is a step in the right direction, but only addresses a limited part of the market, to make a significant impact the government needs to put more pressure on the high street lenders to offer more affordable 90% mortgages only then will we see a significant improvement in the market.”

LLOYDS 'LENDS A HAND' TO LIVERPOOL BUYERS Lloyds TSB and Liverpool City Council have joined forces to help first time buyers buy a home with a deposit of just 5%.

The Local Lend a Hand product will be available in local branches of Lloyds TSB from 22 March. Lloyds TSB worked with Sector Treasury

per cent required by most mortgage lenders. Liverpool City Council Leader, Councillor Joe Anderson, said: “We are very proud to be able to offer a helping hand to members of our community, who, without this initiative, would not have the opportunity to own their own home. Kate Lay, head of residential at Pugh & Co auctioneers, says auctions can give the impression of being intimidating but with the right preparation and a little knowhow, buying a property at auction can be extremely profitable. “It also avoids all the usual lengthy purchasing procedures and the risk of everything falling through at the last minute,” adds Kate. “One solid piece of advice would be to make sure you do some research beforehand, register with an auctioneer and view the properties that you are interested in. Auctioneers should have a legal pack for you to read, which is simple to follow. You then just need to ensure you have a 10 per cent deposit with you or £2,000 (whichever is greater) on the auction day. TALENT IN THE CITY

Toxteth born Tony Bellew is the British light-heavyweight boxing champion. Nicknamed ‘The Bomber’ because of his punching power he will defend his title at ‘The Big Bang’ at the Liverpool Echo Arena on 14 April. We caught up with him in-between training sessions to talk about broken hands, Nandos and ‘punching people in the head for a living.’

INTERVIEW BY KATE HANRATTY Your fight is coming up, how much training do you do in preparation? I train twice a day minimum so that is about six hours of training a day. I go for a 5.30am run and then I train at Rotunda ABC on Lambeth Road. How does it feel to fight in your hometown of Liverpool? There is no better buzz than fighting in your hometown, there are always loads of people there and I get tons of support. It’s flattering for me, people put me on a pedestal as a professional boxer but I’m just the same as anybody else. The only difference is that I punch people in the head for a living. It’s my job. My Liverpool fans make loads of noise and at times I can’t even hear myself think. To me it’s surreal. I think ‘why are they screaming and shouting for me?’ I think I get such great support because the fans can relate to me, they know I’m from a similar background to them and I’m the same as they are. I can only liken it to when I go the match and scream for the Everton players. What do you think about Liverpool as a city? Liverpool is one of the best cities you

could ever wish to go to. It’s full of good people and it’s got everything. You go to London and you have to travel 30 miles to go from one good place to another and in Liverpool it’s all close together. I love Liverpool I wouldn’t want to live anywhere else. London is too big and too fast for me it just gets on my nerves, to be honest. Liverpool suits me down to the ground. You’ve got two little boys, how would you feel if they wanted to go into boxing? No, no, no. Corey’s six and Cobey’s three. I hate the idea of it. They’re both far too handsome for all that. They haven’t got my looks they’ve got their mothers. Corey is quite big for his age and he told me the other day that he wants to be a cage fighter but hopefully it’s just a phase. I’ll teach them the basics of boxing, they’ll be able to defend themselves, but I’m trying to steer them into other things, not boxing. What do you do on the day of a fight? I’ll sit and relax. We do a 10 week countdown to get into shape so for the last week before the fight I do nothing, it’s just about making sure I’m in great shape for the night. Should everything go right on the night, how will you celebrate? It always depends on my hands. I’ve broke my hands five times. So if they’re OK me and my missus will go and have a quiet drink or something to eat. I love Nandos, Viva Brazil and Bem Brasil and when I go there and I’m not

dieting in the run up to a fight I can make sure that I really get my money’s worth. What do you make of your opponent? Danny McIntosh is a former European champion. He is dangerous and he can punch, but I feel I’m better. I punch harder than him but It’s all about who is the better man on the night. He is dangerous and I’ll give him 100 per cent respect for that and 100 per cent of my attention on the night.

RMS Titanic Commemorative Exhibition Whitewall Galleries in association with Liverpool Marina is hosting a major free commemorative exhibition to mark the 100th anniversary of RMS Titanic’s maiden voyage. The event will take place on April 22, almost exactly 100 years after this tragic moment in maritime history. The Gallery will showcase original paintings and collectable limited editions from award-winning artists including Duncan MacGregor,

Philip Gray and Ben Payne, all of whom are famed for their seascapes or maritime works. iverpool’s best kept secret’ Ludus, recently opened on Bold Street. The laidback lounge bar offers a massive choice of 19 different cocktails, 12 different rums and 9 different whiskeys. Even for the very discerning Ludus will have something for you. Think of a 1950’s diner but a more upmarket version. The bar has black and white checkerboard flooring, clashing nicely with red sofas from which you have a vantage point on to busy Bold Street. An excellent spot for some people-watching. Flat screen TV’s tastefully built into the wall offer images of a roaring fire as the day winds on. Meeting with Anne-Marie O’Doherty, Lovell’s field sales manager we were impressed by what Ludus had to offer. Both on the same page, we order two steak and onion ciabattas with a side of hummus, pitta and olives. Even on a working lunch we can’t help but be tempted by the alcohol-free versions of Ludus’ extensive cocktail menu with names such as the Grateful Dead and Grey Goose Le Fizz. Lovell is known for affordable housing and creates sites which they sell directly to the public and to local housing associations. Anne-Marie co-manages a team of 15, setting up, marketing and selling homes across the North West and has 20 years experience in the industry. “People are happy at this point to be buying a new house that is affordable and Lovell gives them the opportunity to do this. We’re building and regenerating communities in the city. Most of the places we build in people are welcoming as they can see what we are trying to do. If we didn’t have schemes to help then people wouldn’t be able to buy,” says Anne-Marie. Lovell currently has local sites in Garston, Kensington, Tranmere and Rock Ferry on the Wirral.

Anne-Marie thinks that the recently announced NewBuy scheme could see a return to people being able to access the money they need to get on the property ladder. “The NewBuy scheme has generated a lot of interest so far. We’re just going through the process of introducing it. I do think it’s going to help.” The steak ciabattas come alongside chips in mini decorative deep fry pans complete with faux-newspaper pages. It’s a nice touch. The ‘thrice cooked’ chips tasted just as good as those from the best chip shop. It

seems that cooking them three times really does makes a difference. The sweet caramelised onions also compliment the 28 day mature steak. An average day’s work for Anne-Marie is very varied. After lunch she will be off to a site in Kensington to check on the progress of their show homes. “I go from studying the designs of houses to looking at different pieces of land for sites. Open plan living used to be really popular at one time but now it’s going back to people wanting more traditional separate kitchens and living rooms. We look at house types and the areas that people want them in. The market is changing all the time but the good thing about Lovell is that we get the

customer service right. There are more long-term Lovell projects coming up in the future for Manchester and Liverpool,” adds Anne-Marie. Before we left we were lucky enough to get a peek at the downstairs bar which is modelled on a 1920’s prohibition bar complete with chesterfields, wing backed armchairs and lush red velvet curtains. If you’ve been waiting for somewhere new to go in the city, Ludus is it.
