Wirral Housing Benefits joins Landlords Expo  Wirral Council’s Housing Benefits team is the latest big name to sign up to exhibit at the Landlord Expo 2012. Now in its fourth successful year, the Merseyside Landlords Expo, sponsored by Paul Crowley & Co Solicitors, will take place on September 27 from 10am until 4pm at the Crowne Plaza, Princes Dock. Diane Eusoof, benefits operational manager at Wirral Council, says “We saw lots of people last year, including a lot landlords from other areas. David Beckham lights the torch

It has been 64 years since the Olympic torch was last on UK soil for the 1948 Olympic Games. As part of its Liverpool tour the torch went on a Mersey Ferry cruise and passed Liverpool's two cathedrals on it’s way to London 2012 Olympics. Liverpool’s Olympic torch route started in Knotty Ash at 4pm. The torch traveled past comedian Ken Dodd’s house through Old Swan and into the city centre where it took in some of the city’s famous landmarks including the two cathedrals, the Chinese Arch and St George’s Hall. It left the city through the Kingsway tunnel and traveled across to the Wirral. The relay team then sailed back into the Mersey Ferry Terminal at the Pier Head for the start of the city's celebrations. One of the torchbearers was

Silver win for Sutton Kersh Sutton Kersh, incorporating Thomson & Moulton, has been awarded silver at the 2012 Lettings Agency Of The Year Awards in the specialist category for Best Block Management, which was judged nationally. Hundreds of lettings agents from across the country attended the awards ceremony that took place at the Lancaster London Hotel on Friday May 25. Sir Matthew Pinsent and Lucia Coward hosted the event, which was sponsored by The Sunday Times and Zoopla. The awards ceremony was the culminating event of a thorough judging process which was overseen by industry experts. Judges described the firm as “a good local lettings player with a solid team” and also praised its user-friendly website and personal service.

Second Home Flip falls foul of HMRC

W

e inherited a house from my parents a few years ago, which we are thinking of selling. My husband says that before we sell it we should say that the house has been our main residence as this will save us a lot of Capital Gains Tax. Can you help? A capital gain made on the disposal of a person’s individual private residence is exempted from Capital Gains tax by a relief called Private Residence Relief (often called PRR). What your husband is probably referring to is that when an individual has more than one private residence he or she can make a special election that one or other of the houses is treated as his main residence for tax purposes. The election need only be in force for a short period of time to effect a saving of tax. As you are married and jointly own the property the nomination must be made by you both.

That sounds excellent. How do we go about making the election? Well first you will carefully need to consider the circumstances. The critical point is that in order to be able to make an election the property must at some point be an actual ‘residence’ for the owners. Following on from a number of similar cases, HMRC have recently succeeded at Tribunal in denying relief to a couple who made an unsuccessful PRR election. The couple, Michael and Brenda Harte were also left a second property “Alder Grove” by a deceased relative. They owned another house, their home at Crofts Road. Before selling the Alder Grove property they made an election to treat the property as their main residence for a brief period. At all other times, Crofts Road was their main residence for capital gains tax purposes. When the couple sold the Alder Grove property they claimed PRR relief on the sale, to reduce their tax bill. The taxman denied them tax relief on the basis that Alder Grove had never been their private residence. The couple argued that they stayed at Alder Grove on odd occasions, but were not able to present enough evidence to the Tribunal to show that it could be regarded as a home. There was also no record of the dates that they actually occupied each property. So in order to make the election, not only does the election paperwork need to be in order, you must also be able to demonstrate that the property actually was your residence. Evidence of this could be provided by paperwork such as bills and statements, subscriptions at the address for Broadband and TV, evidence of furnishings and actual usage of utilities etc etc. The claim itself should be made in writing, within 2 years of the acquisition of the property in question. As always good professional advice will be required to ensure that you reach the best outcome for your particular circumstances. Think of any iconic music image you have seen in the past couple of decades and the chances are that Kevin Cummins took that photo. After 25 years as a photographer for NME, the roll call of artists he has worked with reads like a who’s who of the music world. Both NME and Q chose a large portion of his photographs for their 50 best rock ‘n’ roll pictures of all time. In Liverpool to promote his latest book he spoke to us about seeing The Stone Roses soaked in paint for their iconic NME cover, Simon Le bon’s fax machine and photographing the legend that is Morrissey.

Interview by Kate Hanratty

You have photographed a lot of stars, including Mick Jagger and David Bowie. Have there been any particular highlights? I’m lucky that I’ve always worked with bands that I’ve liked. The most relevant picture at the moment and one that I’m really proud of is The Stone Roses paint image that we took for the cover of NME. We took the photograph in Manchester when they were recording and the only day they could do it was on a Sunday. I asked a fashion photographer I knew if we could use his studio. He was very meticulous and there wasn’t anything out of place. I didn’t dare tell him what I was about to do. We spent four hours turning the place into a polythene cube and taping all this heavy duty polythene everywhere to make sure there was no spillage. When the band turned up I had this romantic idea that John Squire would get out the paint brush and paint but instead he opened a gallon tin of paint and just hurled it across the room and then put the rest of it over his head. I was thinking 62 Your Move

‘oh my God the paint is going to leak through the floorboards and into the rooms downstairs; this is going to cripple NME and cost us a fortune.' Did it? No, in the end we cleaned up really well nothing leaked and the guy who owned the studio never found out. The only thing that might have puzzled him was the handprints down the stairwell. He probably still doesn’t know that we did that shot in his studio. We were very careful, it doesn’t look like we were careful but we were. It was the middle of the winter and there was no heating on. At the end of the shoot I had to tell the band that there was no access to the showers in the building and they all had to go home across Manchester still covered in paint. Can celebrities be difficult subjects to photograph? Lots of people are difficult, but the worst was Duran Duran. I went to New York to shoot them and Simon Le bon just stayed in his room. I offered to photograph him in bed and his manager had to fax him because “Simon doesn’t do the telephone”. 24 hours later we got a return fax from Simon Le Bon that just said NO. I suggested taking a photo of him in the lift, but 24 hours later we got another fax saying “I don’t think I want to leave my room today.” Can you pinpoint a celebrity who was

particularly fun to photograph? I’ve enjoyed working with them all. You are not the singer of a rock band unless you have an ego. I enjoy that side of it. People like Morrissey will have loads of ideas for photos and want to try different things while other bands like Joy Division don’t have any ideas at all and will do whatever you ask them to do. I’ve always enjoyed working with everyone I’ve worked with really apart from that episode with Duran Duran. I particularly enjoyed working with Ian McCulloch from Echo and the Bunnymen. I’ve just photographed New Order which I’ve been doing for 30 odd years. Nothing changes really everything just gets a bit wider. Why should people buy your latest book? Because it took 30 years to shoot and I think from Buzzcocks right through to Oasis, it’s been the sound track for most people’s lives in this country. It is incredibly good value for money, it’s full of anecdotes, essays from writers at the NME and stories about rock stars. My agent said I should have done it in four volumes instead of one. Kevin Cummins appeared at Leaf 30 May to promote his book Manchester – Looking for light through the pouring rain.

Kevin has also contributed to Vogue, Mojo and The Guardian amongst other countless publications. His work has been exhibited at exhibitions across the world. He is currently working on a book about the Manic Street Preachers.

F

or Liam Little, one of the most rewarding elements of his job is offering support and assistance to landlords. The Citywide Landlord Accreditation Safety Scheme, or CLASS for short, is a council-led initiative that aims to promote high standards amongst landlords. But while accreditation is important, Liam says it’s just as important that CLASS offers its landlords the support they need when getting involved in the private rental sector. “We build up positive working relationships with landlords that join,” says Liam. “If we can help them with anything we will, if it’s something we can’t help with we will signpost to someone who will be able to help.” Taking a break from processing applications, Liam meets me at the fantastic Central Perk on Hatton Garden. The café is an exact replica of the coffee shop featured in the hit television series ‘Friends’ and walking inside the cosy but quirky café feels like walking onto a film set. As we tuck into our tasty sandwiches – for me the deliciously tender Louisiana beef and tomato and for Liam a fresh bagel loaded with soft cheese and crisp cucumbers – Liam tells me more about what CLASS does. “Accreditation by CLASS is voluntary but certain standards must be met in order to be approved. We have a code of practice that must be followed. Gas, electrical and energy performance certificates are required and external property surveys must be conducted.” With CLASS it is the property that is accredited, but the landlord will be promoted on the council’s webpage. While there are currently over 1400 properties from 308 landlords accredited

under the scheme, the aim for this year is to drive that number upwards. CLASS offers free landlord development manuals, as well as other advice booklets including controlling mould and condensation advice. Landlords who become accredited by CLASS are privy to a whole host of benefits including substantial discounts on houses in multiple occupation (HMO) licence fees, access to dedicated liaison

officers, free newsletters, signposting to training and free attendance to the Private Rented Sector Forum held twice a year. Of course the biggest benefit is the fact the certificate of accreditation, which is valid for three years, enables tenants to know they can trust the landlord as they have a seal of approval from the council. And tenants can benefit too. “ If they would like to know what landlords they can go to in terms of safe accommodation, we’ll give them the contacts,” says Liam. “This acts as another incentive for landlords to come on board with us as they effectively get free advertising on the council’s web pages.”

WINNER SCOOPS LIVERPOOL ART PRIZE rt lovers gathered at Metal to see the winner of the Liverpool Art prize 2012. Attendees could see the work of the four shortlisted artists nominated for their achievements and contribution to art within Liverpool and further afield. Local artists Alan Dunn, Tomo, Robyn Woolston and The Drawing Paper’s Jon Barraclough and Mike Carney were shortlisted for the prize from 48 entries when it returned for its fifth year. Robyn Woolston won the main prize of £2000, plus a solo display at the Walker Art Gallery in 2013. Tomo won the People’s Choice Award of £1000. Shortlisted artists work will be displayed at Metal, Edge Hill Station until 9 June.
