Planning for Child Benefit Changes

I

am self employed, with profits of about £60,000 a year, and three young children, so we currently receive child benefit of almost £50 a week. My wife does not work. What will be the impact of the new Child Benefit Rules on us? The Institute for Fiscal Studies has estimated recently that 1.2 million families will be affected by the changes to Child Benefit which come into effect on January 7th. Families such as yours could end up missing out on nearly £2,500 a year. The new rules mean that from January 2013 households receiving child benefit where one parent or partner earns more than £50,000 will be hit with a new income tax charge. This "penalty" charge which is payable via a self assessment tax return is applied to all taxable income (i.e. not just salary or profits but also investment income or rental profits). Child Benefit is clawed back gradually where one parent or partner earns more than £50,000 and withdrawn entirely from those families where someone earns more than £60,000 a year. People in your situation will be encouraged by HMRC to give up receiving the benefit to save you the trouble of subsequently paying it back!

That seems really unfair. Is there anything I can do about it? The proposed changes are fraught with difficulties and will catch many families unaware. The way that the rules stand at present means that for situations like yours there may be a number of ways of preserving the benefit, at least partially. For a business such as yours, a Limited Company will automatically reduce your personal taxable income and also allows you to time your dividends such that you have a much greater level of control over your personal income. Involving your wife in the business may also be an option, assuming she could assist you in some way, as paying her a small salary out of your profits would reduce your taxable income. Similarly ensuring that any investment income is in your wife’s name may also help. Finally Pension Contributions become even more attractive as not only do they save income tax and national insurance they also reduce your taxable income upon which the Child Benefit charge is based. My advice is to speak to a suitably qualified accountant as soon as possible!

THE ALBANY, CITY CENTRE Standing proudly in the centre of Old Hall Street The Albany is a building that exudes character and elegance. Once the headquarters for Merseyside’s cotton brokers, it was built in 1856 at the request of banker Richard Naylor. The reason behind the central courtyard was apparently to give the brokers enough light to examine their cotton samples. 2 CANNING STREET, TOXTETH Canning Street is named after George Canning, a politician who served as foreign secretary on multiple occasions and even had a short spell as Prime Minister (he died just months after being appointed). Number 2 Canning Street is an early 1830s property, which sits opposite the Anglican Cathedral and is listed in the Pevsner Architectural Guide to Liverpool by Joseph Sharples. It was the first property to be built as part of the Gambier Terrace development that was planned to run along Hope Street from Canning Street to Upper Parliament Street. The terrace is in two distinct styles as it is said the money for development ran out halfway through so the terrace was finished at a later date. The building has been painstakingly converted into five apartments with many of the apartments retaining original window shutters and ceiling mouldings. Ready in late October 2012, the apartments are priced at £250,000 and agent Jones Lang LaSalle says interest in this scheme is already significant.

PARK LEA, AIGBURTH Finally, if you’re not looking to buy but you still want to live amidst grandeur and history then how about renting an apartment in the house once inhabited by Richard Blackler, the owner of one of Liverpool’s most famous department stores. Park Lea in Fulwood Park is a Grade II listed Victorian villa, built in Italianate style. It was built in 1840 by Thomas Avison, a prominent local lawyer, before being bought by the Blacklers in 1910. Later it was used as an embassy and the stunning property has even featured in the book ‘Merchant Palaces: Liverpool and Wirral Mansions’ (Joseph Sharples, 2007). Thanks to lead roles in The Bill and Coronation Street, Andrew Lancel has become a household name. Now the star is set to appear in the Echo Arena’s Christmas pantomime Sleeping Beauty alongside Jonathan Morris and children’s favourite Fifi Forget Me Not. He took some time out of rehearsals to talk to Your Move. INTERVIEW WITH ACTOR ANDREW LANCEL

INTERVIEW BY CHRISTINE TONER You currently live in Liverpool, how does it feel to be playing such a big show in your hometown? I’m honoured and really excited. Liverpool people used to love the Summer Pops on the waterfront and in my head this is the Christmas Pops. The Christmas Festival (which is running alongside the pantomime) will be a winter wonderland. I’m really looking forward to it and it’s great to be home for Christmas. Pantomimes are such a big part of Christmas, have you done any before? I did some back in the day, before I got on TV. I’m really excited to be doing it. This is the first time I’ve been available to do panto for a long time because of filming commitments. I’ve played a lot of intense characters over the years; it’s nice to be able to play someone who’s just outrageous. Tell us a bit about Carabose… He’s kind of an amalgamation of various villains from fairy tales. Maleficent (the original Sleeping Beauty villain) is a female in the film but the producer David Lee has had the villain

played as male before. He is the ultimate pantomime villain but hopefully flawed as well. Hopefully he’s going to cock up a few times, he’s a fun baddie. After playing a villain on Coronation Street did you not fancy being the hero instead? Not in the year I won “Villain of the Year” (at the British Soap Awards). I was obviously going to be a villain. Will you be bringing your son Isaac to the pantomime and Christmas festival? Oh yes, he’ll be there. He comes everywhere. Hopefully a lot of people will be bringing their kids. Isaac can’t wait to see Fifi. She is a superstar of kids’ TV! You're a singer as well as an actor; do you get to sing in this role? Yes there are a few songs. There’s no way I’m going to don that black outfit without singing some songs! What's it like working with (former Bread star) Jonathan Morris? We’ve just started working together. We met at the press launch and we’ve been calling each other up regularly. I’d seen him on stage dozens of times, he’s great fun, and we’re already enjoying working together even though we’re not on stage together yet. Finally what are your plans for this Christmas? I’ve got one day off, Christmas Day. There’ll be about 20 family and friends

around and I believe Father Christmas might be making an appearance! I won’t be cooking this year though; I’ll be a bit tired! Sleeping Beauty will run at the Echo Arena from 14 December until 6 January 2013.

The door to dreamland has been left ajar at this year’s Halloween Lantern Carnival in Sefton Park. at in a leather booth at Delifonseca, with Frances Lyons, sales consultant at City Residential, the names of some of the dishes are the first indication that we are not at any ordinary, run of the mill establishment. ‘Po’ Boy’, ‘Croque Monsieur’ and ‘Muffuletta,’ are some of the monikers given to the restaurant’s sandwiches. And the surroundings of this little gem of a place on Stanley Street are just as fascinating as the names of the dishes. The restaurant’s warm booths have low hanging lights and are far enough away from the hustle of the restaurant to allow for good conversation. Twenty-four year old Frances meets me from her current work place five minutes away at the beautiful Albany where her sales office is situated. The City Residential sales office is situated in a show flat in the building and Frances’s role involves showing potential buyers around the luxury apartments. The listed Victorian building was originally constructed in 1858 as a cotton broker’s office and is one of Liverpool’s most highly-regarded architectural treasures. City Residential is marketing 70 apartments up for sale within the building. The show flat at The Albany has had no expense spared in being fully fitted out for luxury living. Interior designer for Urban Splash, Peel Holdings and MediaCityUK, Fiona Woodward-Kelly was drafted in by developers to work her magic. Frances says: “It makes a real difference to have a show flat that is so homely when possible buyers come around to take a look. People can really visualise what they could do to the apartment and it gives them ideas.” There has been a high level of interest in The Albany and up to ten sales are going through at the

moment. Howlin Wolf ’s ‘Smoke Stack Lightening’ plays in the background, as I order the Po’ Boy New Orleans classic sandwich, purely on account of its name. Frances opts for a chicken ciabatta sandwich and we are both surprised to see the size of the dishes when they arrive. My ‘Po’ Boy’ hot baguette is filled with slow roasted shredded beef, roasting juice, fresh tomato and mayonnaise. Delicious from start to finish, the ‘Po’ Boy’ is, without a doubt, the best sandwich I have ever eaten. Frances’ chicken ciabatta comes hot, filled with Goosnargh chicken thighs, rocket and parmesan. With food this good, it becomes very obvious why Delifonseca has won so many coveted awards. The latest of which sits on the side of the bar and reads ‘Liverpool’s favourite Restaurant 2012’ as voted for by the public at the Liverpool Food and Drink Festival. REFLECTIONS COMPETITION WINNER ANNOUNCED rtists and art lovers gathered at the Albert Dock’s PanAm Bar and Restaurant as the winner of the Reflections photography competition winner was announced. Guests were treated to champagne and canapés as Danny Jackson was awarded first prize for his stunning photograph of the world famous Albert Dock titled ‘The Rope’. The competition was inspired by Tate Liverpool’s ‘Reflections’ exhibition, based on he work of Turner, Monet and Twombly.
