Following Shared Ownership Week, the First Time Buyers Show and the National Housing Federation and Home & Communities Agency’s visit to Liverpool this month, the spotlight is firmly on shared ownership. But how does it work? We take a look at this innovative method of home-buying.

HOT TOPIC overnment initiatives designed to ease the pressure on first-time buyers, low earners and existing council and housing association tenants are set to reignite the dream of home ownership for thousands who have until recently been locked out of the market.

G

Shared ownership is one such scheme enabling buyers to get a step onto the ladder without having to take out a mortgage and get a deposit on the total value of a property. “At a time where more and more would-be first-time buyers are frustrated by high house prices and deposit requirements, it is an ideal solution,” says Ben Clay Director of HomesHub and New Business. “Shared ownership offers the most affordable route into home ownership, meeting families’ aspirations and allowing them to live and work in areas they wouldn’t otherwise be able to afford.” So, how does it work and who can qualify? Homes are provided through Housing Associations (HA), allowing buyers to purchase a share of the property. The buyer can purchase anything between 25% and 75% of the property’s value at the beginning. Subsidised rent is then paid to the HA on the remaining share and some or all of the remainder can be bought at a later date through a process known as ‘stair-casing’. With a shared ownership scheme the purchaser will only require a mortgage for the share of the property they are buying and as a result will require a much smaller deposit. Jayne Holley general manager of Atrium, part of Symphony Housing Group based in Liverpool says: “Shared ownership allows people who would otherwise be excluded from home ownership for example because a large mortgage deposit is unaffordable to get onto the property ladder. “It's often cheaper than renting and it allows people to stay in sought after areas where they have family ties.” Shared ownership is managed by 15 local HomeBuy Agents who have been appointed by the government’s Homes and

Communities Agency (HCA) to guide buyers through the various options available whilst explaining the eligibility and affordability criteria. Eligibility to purchase through the shared ownership scheme is straightforward and is not limited to key workers such as nurses and teachers for example. As long as the buyer falls into one of the below categories acceptance on to the scheme shouldn’t be a problem:

• The household must earn £60,000 or less a year

• The buyer is a first-time buyers or a buyer who once owned a home but can no longer afford to buy one

• The buyer rents a council or housing association property

STAIR-CASING At anytime after the initial purchase the occupier has the option to buy additional shares. The cost of the shares will be based on the market value of the property at that time. Buyers can continue to buy shares if they desire until they own 100% of the property. Rent payable is recalculated and reduced proportionately after each new purchase.

SELLING UP If 100% ownership of the home is achieved through staircasing, the owner can sell the property themselves. If part ownership is still the case the housing association will market the share at the market value of the home at the time of sale.

When the property is put up for sale, the housing association has the right to buy the property back first. This is known as ‘first refusal’ and the housing association has this right for 21 years after full ownership. Benefits of Shared Ownership First-time buyers Shared ownership offers a real chance for first-time buyers to have their own home. More stringent lending criteria coupled with the higher cost of living effectively led to many first-time buyers being unable to save the required deposit to buy a home suitable to their needs. With shared ownership, because only a share of the property is being bought, a firsttime buyer could need a mortgage and deposit for as little as 25% of the value of the property. Alison Gittins, sales and marketing coordinator at HomesHub in Liverpool says: “I think Shared ownership is a great option for first-time buyers. Buying a share of a property means a smaller mortgage and therefore less deposit is needed. Shared ownership makes buying a home affordable and monthly payments can often be less than the average market rent for the area. “There are lots of really good shared ownership mortgage products out there and with interest rates low it is a great time to buy.”

OLDER PEOPLE The Older People’s Shared Ownership scheme (OPSO) is aimed at those aged 55 and over who are unable to purchase a new home without assistance. The

scheme works in the same way as the standard scheme, however the buyer can purchase only up to 75% of the home. Once 75% ownership is achieved the occupier will not have to pay rent on the remaining share. People with Disabilities Home Ownership for People with Long-Term Disabilities (HOLD), offers assistance to those who fall into this category. Individuals can only apply for HOLD if the properties available in the other HomeBuy schemes don’t meet the individual requirements. The Quality of Shared Ownership Housing As a condition of their grant funding from the HCA, HA’s are required to build to a high standard. The HCA website states: ‘The HCA has a statutory duty to improve the supply and quality of housing in England. We create opportunity for people to live in homes that are affordable, good quality and in sustainable places by working with local authorities to help them achieve the housing ambitions they have for their areas.’ The scheme is making headway into tackling the serious housing needs of the UK. Asset ownership is boosted and because social housing tenants are prioritised for purchase through the scheme social homes are freed up for those unable to buy but determined to have their own home. X1 Developments previously launched X1 Students to manage the sale of the high quality student accommodation it has been refurbishing and building around Liverpool. The fast progression of X1 prompted a need for a “larger and more prime” base, so the agency moved from Duke Street to Old Haymarket in the city centre last October. Reflecting on the move Melissa Green, manager of X1 Developments, says: “We have designed our offices to reflect the lettings service we are offering - fresh, modern and high quality. The office has been hugely successful and a great place to work.” Such success has also allowed X1 Developments to create new jobs in recent months, and the company will be looking to increase its team further as it plans to branch out further into the North West later this year.

Business booms for Abode The move has allowed Morecrofts solicitors to set up home within the branch which, according to Abode area manager Stephanie Walker, has turned the office into a “one stop property shop offering free advice on house sales, rentals, mortgage advice and now conveyancing also.” Abode, which opened its first office in Crosby two years ago, has also increased its opening hours to meet the demands of those living and working Merseyside and, as a result, the agency’s sales staff are now said to be carrying out more than 40% of its viewings during evenings and weekends. The changes are just the latest in a long line of developments for Abode, which has enjoyed ongoing success since the company was first launched.

HELP TO BUY WILL BRING ‘WELCOME BOOST’  The launch of the government’s new Help to Buy scheme will bring a welcome boost to the housing sector, according to the managing director of Liverpool’s Andrew Louis estate agency. The two-part homebuying initiative was announced within the 2013 Budget and will aim to help people get on or move up the property ladder. 52 Your Move

From 1 April this year, those looking for a new-build will need to raise a 5% deposit and can borrow a further 20% interestfree loan from the government. Then from January 2014, buyers looking for a new or existing property will be able to secure mortgages even if they only have a small deposit, as the government will provide the lender with a guarantee for up to 15% of a loan if the buyer is able to raise a deposit between 5% and 20%.

Andrew Louis’ managing director, Louis Anastasiou, welcomes the scheme and says: “There’s an awful lot of people who prefer owning their owning their own property as opposed to renting, and people who can save 5% can now move a lot sooner. “People were having to save 10% and 15% and they have not got the money so this will definitely help. With the lenders easing off on their criteria there’s more competition amongst them

and, coupled with this new scheme, I think it’s really positive for the housing sector."

The glittering ceremony at St George’s Hall recognised the brightest young apprentices across the area, as well as the employers who support them, and awards were presented by comedian Neil Fitzmaurice. iverpool writer Christine Andain launched her new book, Crossing Borders, during a special event at the residence of University of Liverpool vicechancellor Sir Howard and Lady Sheila Newby. Former teacher, Christine, who is a fan of crime writing, secured a book deal through American publisher The Perlacher Press for the book, which is based on a young Turkish –Cypriot police officer called Osman Zahir. Christine, who has been on many visits to northern Cyprus, decided the destination would be the ideal setting for her book about the character who, after being stabbed in the line of duty, returns to work and is called out to investigate the murders of two men. Having carried out research, Christine aims to deal with real issues that confront the country in her story.

Glam exploded in a haze of glitter and smoke into British culture from 1971 – 1975, a brief albeit flamboyant moment in history which we are still feeling the reverberations from now. We spoke to the curator of the first ever in depth study of the era at the Tate Liverpool about why commentators are drawing parallels between the 1970’s and the present day and why the Glam style still captures people’s imaginations and hearts in 2013.

INTERVIEW BY KATE HANRATTY How did the idea for this exhibition come about? A number of big museums have staged exhibitions which explore the relation between fine art and popular culture and we knew that there had never ever really been a serious critical examination of art and style in the 1970’s. There have been so many exhibitions about the punk era and we felt glam was a neglected moment. We also knew that it would be a very rich and entertaining show. With Bowie’s first new music in ten years, the V&A Exhibition in his honour and the Glam exhibition, it almost feels like 2013 is the year of Glam revival? Was there any element of planning in this? It wasn’t planned and it’s all coincidence but it’s all about how history repeats itself. These things have a logic to them and there is a real resurgence of interest in the 1970s not only in pop culture and in style but the whole political culture of the 1970s. There are real parallels between what

is happening now and in the 1970s, for example right now the economy is in a bad state and there is a sense of a society collapsing in on itself because of that and the conservative party are currently in power. In a way it is a parallel of what was going on in Britain in the 1970s, I don’t think it’s nearly as extreme, but a number of commentators are now finding parallels between what is happening now politically and culturally and what was going on in the 1970’s. How did you go about selecting the pieces for the exhibition? It was a challenging show in a sense that no one has attempted to do a show about the glam era before. Trying to create a show about art and style through the prism of glam rock meant a lot of meetings with historians and looking at art, thinking about what work can you show in 2013 that is still relevant and sheds light on the 1970s. Why do you think the Glam style has captured people’s imaginations and continues to be adopted by stars such as Lady Gaga and others even in 2013? Glam is one of those styles that in a sense never really went away, it is one of those styles which is constantly re-discovered and regenerated by artists in the present. I think when a style still has a light and a

contemporary relevance in 2013 that tells you that there is something interesting happening. What is it about glam that has made it so influential? It was quiet a short lived transient pop moment but at the same time when you look around you can see it evident in lots of things style, culture, pop music, artists such as Lady Gaga and Goldfrapp. Why do we return to glam? It’s one of those iconoclastic styles and points to a moment of liberation. If you think about David Bowie, Roxy Music and the androgyny and the idea of creating a fictional persona, it’s a powerful idea, the notion that you can create your own identity, glam became a catalyst for personal transformation. So many people look back at the 70s and say that’s when I became myself, I had the confidence to go out and be who I wanted to be. I do think glam was more meaningful to more people than something like punk rock and that’s another reason why we wanted to do the show. What is next for you in 2013? The show is going on tour when it closes in Liverpool on 12 May. It will travel to Frankfurt in the summer and then to further locations until the beginning of 2014. So for the foreseeable future I will be taking care of the tour of glam.

Dragons, knights and medieval princesses will descend on Liverpool’s historic St George’s Quarter on April 21, as a new festival takes place to promote the area. Businesses, tourist attractions and organisations have joined forces to host the inaugural St George’s Day Festival,

which will mark the patron saint of England’s day in style with a packed line-up of family fun. TV character Mike the Knight and the arrival of a special dragon on St George’s Plateau will kick off the festivities at 11am, and will be followed throughout the day by a children’s fancy dress competition, a fun fair and stalls around St George’s Hall and St John’s Gardens, live re-enactments from

Plantagenet Medieval Society, and family activities in the World Museum, Walker Art Gallery and St George’s Hall. Themed Superlambananas will decorate Queen Square for the occasion and musical performances will take place at the Liverpool Bandstand in Williamson Square. Ged Gibbons from City Central BID, which is among the organisers, says: “This festival has all the ingredients to be one of the highlights of Liverpool’s cultural calendar. Tate celebrates 25 years Tate Liverpool will mark its 25th birthday in May and, as well as looking back at some of its key events, the Albert Dock gallery will also be looking to the future. A Tate Collection rehang will form a major part of the celebrations and will see the first and second floor galleries being completely refreshed, with over 100 artworks going on display including many never seen before in Liverpool. The project, named DLA Piper Series: Constellations, will explore the impact of major works from the Tate collection on art history by placing them at the heart of nine ‘constellations’ of artworks. The first part, opening on 3 May, will centre upon works produced after 1960 by Robert Morris, Hélio Oiticica, Marina Abromovic and Barbara Kruger. Pre 1960 works by Pablo Picasso, Henri Matisse, Man Ray, Barbara Hepworth and Jackson Pollock will be the focus of the second part, which will open on 19 July. Your Move 77

LIVERPOOL LAW GRADUATES REUNION

aw graduates from the Liverpool Polytechnic class of 1987-1990 enjoyed an evening of reminiscing at The Casa on Hope Street, as the first course reunion took place. Around 19 former students from the course attended the successful event, which included food as well as music from their academic years. The reunion, which was sponsored by KWP solicitors, Goodmans Law and Price Partnership, also featured a fundraising raffle in memory of Liza Watson, a founder of the city’s Heaney Watson firm who lost a battle with cancer last year. A range of prizes were given away in the raffle, which saw a total of £175 being raised towards a breast cancer charity in Liza’s honour.

By the age of 15, Karl had a Saturday job drawing plans for small houses around Liverpool where a lot of grants were available to build extensions at the back of them. He adds: “My dad would do all the architectural notes but I’d do all the drawings, so that was my interest. Like a doctor’s son inevitably becomes a doctor, it was almost inevitable that I was going to be a surveyor.” It was then through the necessary surveying training Karl had to go through that he was first introduced to estate agency work. “When I was training, the only thing they could do with you between going on site was put you in the estate agency office to answer phones. I started sitting in the office and I thought ‘I like this, I like talking to people’. Then I’d get someone to view a house, and I got that buzz that you get for the very first time when you sell a house and you know that’s what you want to do. “It’s that buzz that you get when you say to somebody ‘you’d like this house, go and have a look at it’, and they come back and say ‘it’s fantastic, I’d have never have gone to see it, thank you very much’. “I started in October 1985 when I was 18. I got my first buzz

probably six weeks into that role and I’ve never looked back since. “Now my role has changed somewhat, because I don’t do that matching of the buyers with houses, but through embracing technology and training my staff I try to instill that enthusiasm, so they get the buzz off of all the things I used to.” Maybe it’s this widespread enthusiasm and the company’s ongoing efforts to keep up with the latest technology and the opportunities it can provide in presenting properties, which has helped Karl’s agency achieve so much industry recognition. Having won numerous Estate Agency of the Year and Lettings Agency of the Year accolades over the years, he says: “The awards are my way of pitching my business against the industry’s best agents throughout the UK. “Each year it gets harder, the standard is immense.
