HIGH FIVE! Strong April auction results placed Sutton Kersh in the top five best performing property auction houses in the UK, alongside leading names such as Allsops Residential and Bernard Marcus, according to statistics released by property journal Estates Gazette. HOUSING MARKET ON THE UP AS NUMBER OF FIRST TIME BUYERS SHOOTS UP BY A FIFTH This cheerful headline featured in the Daily Express on Tuesday 14 May and focused on the latest figures from the Council of Mortgage Lenders (CML), which show the number of homeowners with a deposit of 10%, or less has risen to its highest level in four years.

But are local experts noticing this? “It’s true to say the market generally is beginning to pick up, stimulated in part by government initiatives like Help to Buy,” says Claire Jarvis, sales director for Redrow Homes (Lancashire). “This, coupled with the First Time Buyer Show

in Liverpool, has certainly led to more first time buyers visiting our developments along with others looking for a new home. “It goes to show that people recognise that the government is offering a fantastic opportunity to buy a brand new home at an affordable price through Help to Buy.”

Property market at its most buoyant for three years According to this headline, featured in Money Observer on 14 May, there are sure signs that Britain’s housing market is finally recovering from the recession. The story focuses on the views of estate agents in a RICS poll who claim demand is increasing month by month. Do our agents agree? It would seem so.

The Allerton and South Liverpool branch of Sutton Kersh is currently experiencing exceptional demand, with offers having been accepted on 16 properties in just seven days. The combined offers on the 16 properties exceeded £4,000,000. Alex Dixon, director of the Allerton and South Liverpool

branch, says: “These figures show quite clearly that there is still strong demand for property in Liverpool, providing the agent is doing its job effectively. We are seeing a shift in the mind set of both vendors and buyers who are working with us to achieve a sale and are more receptive than ever to the advice we are giving them.”

Asking prices hit new highs amid signs confidence is returning to the housing market On 20 May the Daily Mail claimed sellers’ asking prices have soared to a new high, rising by 2.1% month on month. This is, it claimed, due to the fact confidence is coming back to the market and, more importantly, so are buyers. But can the same be said for the Liverpool market in particular? Darren Carter, branch manager at Reeds Rains City Living, says confidence is certainly returning. “We have been experiencing higher viewing levels and increased sales in the last few weeks,” he says. “There are signs that the market is improving, however, we have to be very careful when discussing house prices. House prices are still inconsistent due to the nature of the sales and vendors needs, in my opinion prices will remain static in the coming months, there is a large supply of property in the city at the moment and prices can only rise by a significant amount when demand outstrips supply. If the confidence that we are experiencing in the market alongside increased sales continues then house prices in Liverpool could increase slowly in the future.”

HELP TO BUY SCHEME LIFTS HOUSING MARKET, SAYS RICS POLL The Financial Times had good things to say about the government’s latest initiative to get would-be buyers on or up the housing ladder. The Help to Buy scheme has led to an increase in interest from new buyers, bringing the number of buyer enquiries to

its highest level since November 2009, according to figures from the Royal Institute of Chartered Surveyors (RICS). Are we seeing a similar increase in Liverpool? “We have seen increased activity in the sales market, although not a tremendous

amount,” says Louis Anastasiou, managing director at Andrew Louis. “At the moment only the first part of the scheme – which applies to new build properties only – is in place. The second part, which applies to first time buyers and second steppers and

old and new properties comes into force in January 2014. People who are not reliant on Help to Buy are buying now as house prices are attractive however, for those buyers with a smaller deposit, we are expecting an increase in the New Year.”

My partner and I have had an offer accepted for a house; however the estate agent won’t take the property off the market yet. We’re concerned they may still be waiting for a better offer. Is it right for the agent to do this and is there anything we can do?

While the property is ‘sold subject to contract’, neither party has any legal obligation to proceed with the transaction until there is an exchange of contracts. Until then you, the buyer, may withdraw and were you to do so the seller would feel disgruntled that the agent had stopped marketing the property. In practice you’ll find that so long as you are seen to be getting on with things; arranging surveys, appointing solicitors and keeping in touch with agents, your seller will be advised that entertaining other offers can be counter-productive in that you may pull out, thus defeating the entire object! Where commercial factors dictate, usually a niche expensive property, it may be possible to persuade the seller to give an exclusivity period in which they will not market the property. Be prepared to pay a premium for this and incur legal costs in the negotiation and preparation of a binding agreement.

Having a survey done on a property can seem a daunting prospect when buying a house, especially if you are a first time buyer. Cash buyers will not need to have a survey carried out on a new home. However, if you are getting a mortgage, your lender will require you to have a survey carried out on the property – regardless of whether it’s a new build or not. The great thing about buying a new home is that it will come with a ten year warranty. This protects the buyer as it ensures that the property is built in line with all regulations. Regulation of landlords and agents is entirely voluntary, with those who are regulated choosing to register with governing bodies such as ARLA, NALS and local authority accredited schemes. Until mandatory regulation becomes enshrined in legislation, the industry will continue to self-regulate. However, if you’re careful, you shouldn’t fall foul of any less than reputable landlords. Always ensure agreements between yourself and your landlord are clearly documented and signed by both parties. Verbal agreements have little standing in a court of law should your landlord breach your tenancy agreement. If your landlord didn't provide you with a deposit protection certificate it’s likely your deposit wasn't registered with a tenancy deposit scheme. This can be a risk because it’s easier for landlords to get away with not returning your full deposit entitlement. Ask your landlord to register your deposit if they haven't done so. Also, check whether your landlord is registered with any associations such as those above. Associations ensure landlord codes of practice are upheld should you bring any issues to their attention.

A partnership between some of the city region’s most prominent business leaders and politicians has successfully negotiated the groundbreaking investment from government to create the UK’s first Skills for Growth Bank for businesses. This Skills for Growth Bank will give businesses full control to invest in the skills their workplaces need to grow. Over the coming months,

businesses will be able to apply to the bank for grant funding, which will be used alongside their own training budgets to help them recruit staff, train them and boost their productivity. The funding announcement includes the largest award of Employer Ownership for Skills funding made by the government. The bid was initiated by Wirral-based business leader Asif Hamid (The Contact Company) and the Local Enterprise Partnership’s Employment and Skills Board. The idea of creating a businessled skills bank has generated interest from businesses of all sizes from across some of the region’s key growth industries. Richard Else, chair of the Employment and Skills Board and operations director for

Jaguar Land Rover, says the investment is key to the city region. He says: “Last year we started work on a deal for jobs and skills with government. The Skills for Growth Bank was our centrepiece and we have worked hard to convince the government that they should invest in this project. As a city region we have for many years had something of a skills gap. This holds back business growth and contributes to high-levels of unemployment. Previous initiatives have focused on delivering qualifications in the hope of this contributing to jobs and growth. By getting our businesses to step up to the plate in this manner we are going much further and investing more directly in the skills we need to grow.”

BUY-TO-LET BOOM The current boom in the buyto-let market has brought an “optimism which is long overdue,” according to a Liverpool mortgage broker.

Carolyn Anderson from Fluid Finance within Beech Properties explains that factors such as Help to Buy currently only being available on new builds, the inability to obtain a mortgage without a deposit and the need for a “squeaky clean” credit history are all bumping up

the buy-to-let market at the moment. With buy-to-let lending now said to be accounting for 13.4% of the mortgage market, she says: “Landlords that have perhaps had a few years where they have not considered buying any further rental properties, are now actively looking for property that will suit the rental market. Such is the demand for buyto-lets; properties that are suitable for this purpose are in some cases creating bidding wars amongst

potential buyers. “The mortgage lenders have recognised this increased appetite for buy-to-let lending and see this very much as a growth area for this year and the coming years, and they have responded by improving the criteria and products for landlords who are looking to buy property again after, in some cases, a long absence from the rental market. “It is an improved marketplace this year, with an optimism which is long overdue.”

Charity events success The North West regional office of Rendall & Rittner, which manages developments across Liverpool, has raised around £2,700 for deafblind charity Sense. A variety of fundraising events around the region, including a pub quiz and raffles, helped the staff get the fundraising well underway. Around £2,000 of the final total was then collected during the team’s main event, which saw them manage the Sense shop in Accrington, Lancashire, in a bid to sell as much stock as possible for the charity. Sense, which supports children and adults who are deafblind, will put the funds towards their work of providing advice and specialist services to people with dualsensory impairments. Big success for new estate agent The team at the new Lyons Estates agency are said to have been “blown away” by the response it received in its opening weeks. New measures to regulate standards A new regulatory regime is now in place to protect owners of leasehold flats against poor service from managing agents. The industry’s trade body, the Association of Residential Managing Agents (ARMA), has developed a number of new measures, known as ARMA-Q, including independent scrutiny of ARMA managing agents by a regulatory panel led by former housing minister Keith Hill. This is the first time managing agents have been subject to such regulation and it has been introduced immediately. Further safeguards will also be introduced in 2015, when ARMA members will be required to sign up to a consumer charter and professional standards to ensure they deliver a high level of customer service. ARMA’s chairman, Ben Jordan, says: “Leaseholders should be able to expect a quality service when it comes to the management of their home. “If they use an unregulated managing agent, they could be opening themselves up to poor practice. We would recommend anyone appointing a managing agent to choose one signed up to ARMA-Q - a clear commitment to high standards and professional expertise”.

Home improvement provider Premier Building Solutions has expanded its office and workforce, thanks to a successful first quarter of 2013. The firm previously operated from two rooms within its base on St Mary’s Road in Garston, but has now taken over the whole top floor of the site. RTI – RUOK? Important Payroll Changes

Q: I run a lettings agency with my wife, as a limited company. We have no employees. We both draw a small salary topped up with dividends. Each year we have always sent our P35 to HMRC to record our salaries, and that was all we did, but someone has told me that this has all changed. What is going on?

Buying a new home? Our Residential Property service comes highly recommended

A: You are operating the most common, tax efficient method of profit extraction/remuneration for the owners of a small limited company. By drawing salaries of around £7500 each you are reducing your business corporation tax bill by £3,000, and are not triggering a personal tax or a National Insurance liability. From 6 April 2013, the start of the new tax year, HMRC introduced changes to the way that payroll information must be reported (called ‘Real Time Information’ or RTI). This is the biggest change to payroll operation in the UK in 70 years, and whilst it is aimed predominantly at large employers it has some unpleasant side effects for businesses such as yours. Very simply, RTI means that every time a payment of wages is made an electronic return must be made to HMRC, at the time of payment so if your salaries are monthly, you must report 12 times in the year, if your pay is weekly, you must report 52 times a year and so on. However much this additional piece of red tape may tempt you to stop paying yourselves salaries this would not be the right thing to do, as the £3000 annual tax relief you obtain from operating Pay As You Earn is considerable. You need to get to grips with the new routines as soon as possible. You can either identify and operate payroll software yourself (There are some free basic packages available) or pay someone to carry out the routines for you. For companies where directors/shareholders are not in the habit of identifying wages separately from general amounts drawn, RTI means that this practice must be changed as it is now essential that it is decided at the time that money is drawn from the company the nature of that payment.

t was launched just a few weeks ago but already Help to Buy is proving popular among buyers. The government scheme is the latest in a long line of initiatives designed to reignite the housing market and, it seems, the most successful. “We have witnessed strong interest in Help to Buy at our developments across Liverpool, with the scheme appealing to both first time buyers trying to get on to the property ladder and existing homeowners simply looking to move house,� explains Jenny Bell, sales director designate at Bellway Homes. If you’re considering Help to Buy, here we give you five simple steps to securing the house of your dreams.

CONSIDER YOUR OPTIONS

Many people are put off buying because they fear they can’t afford a mortgage. However, aside from the initial outlay, taking out a mortgage can actually prove to be cheaper than renting. “It is all about affordability,â€? says Peter Vella, sales and marketing director, Countryside Properties. “When every penny really does count, house buyers can escape the rent trap as they can own their own home for less than the average ÂŁ593 monthly rent for an equivalent Liverpool property. Additional benefits to buying over renting are the opportunity to invest in your own future, rather than that of your landlord, a home that you can decorate and have the way you want and the security of knowing you won’t have to move at the whim of a landlord.â€?

Once you’ve found the development you want to live at its time to find the property you want to live in and make a reservation. “Equity loans through the Help to Buy scheme are only available on new build homes,� says Marie Morris, sales director for Elan Homes in the North. “It means that buyers could purchase the home of their dreams rather than making do with an older property that perhaps requires time and money to bring it up to the same high standard on offer.�

MAKE A HELP TO BUY APPLICATION

DECIDE IF HELP TO BUY IS RIGHT FOR YOU

Help to Buy is right for you if you really want to buy a house but are struggling to save for the mammoth deposit required by most lenders or if you already own a house and want to move up the property ladder but are stuck because the equity in your home has fallen. “People still aspire to homeownership but may find it difficult to save for a deposit while paying rent,� says Claire Jarvis, sales director for Redrow Homes (Lancashire). “Help to Buy provides those purchasers with an ideal solution as they should only need a relatively small deposit of around 5% of the purchase price. The scheme also offers customers the chance to take out an equity loan for up to 20% of the property’s value. This reduces the initial outlay they need to purchase a new home and means that their mortgage repayments could actually work out lower than the rent they would pay for a similar property.� David Hesson, managing director of Morris Homes in the North, agrees. “With a total 25% deposit the buyer is in a much stronger position to secure a mortgage with lower monthly payments. The loan is interest-free for five years and can be repaid at any time, or on the sale of the house. “From next year the government will also extend Help to Buy to guarantee a portion of the mortgage. It is hoped that this will encourage more lenders to offer 95% mortgages to those with small deposits.�

Finally you need to make an application for Help to Buy, which you can do with the help of your chosen developer. Many developers will offer independent financial advice to homebuyers seeking to buy through Help to Buy. “As interest in the new Help to Buy scheme continues to grow, we want to ensure buyers have access to all the information and help they need,� says Countryside’s Peter Vella. “We have free independent financial advisers (IFAs) available to speak to and ask any questions they may have. As the IFAs now deal with the whole application, buyers will have a more streamlined experience and will be able to find out if they are eligible there and then.�

Location is top of the priority list for many buyers. Help to Buy is available from house builders registered to offer the scheme so you need to find a development from one of these house builders in the area you’d like to live. “The best thing to do is to look at new developments in the areas in which you’d like to live and then enquire to check that Help to Buy is available,� says David Hesson. Peter Vella says it’s important to consider the future when choosing your home. “Buying a home that will suit not just current but also future needs is essential to ensure buyers don’t outgrow their new home too quickly�, he says. “I would suggest that buyers do their own research into an area and find out what the longer-term plans are. INTERVIEW BY NATASHA YOUNG How did you get into working with art? I was studying humanities at university and the course was focused on arts because it covered cultural heritage with history of art, history of music and that sort of thing. Then I started working part-time in a student job for a contemporary art collector who needed to get his own personal library sorted and needed assistance in administering loan requests for his pieces. That’s how I got in to contemporary art. At that stage, and also today, there wasn’t much contemporary art taught at university level in Italy so I came to London to do an MA at the Royal College. What attracted you to Liverpool and to Tate? A combination of the history of Tate Liverpool and of the city itself. The Tate brand is a brand of excellence, so it’s set the standard and is leading on how contemporary modern art is presented in a particularly open way to the public, and that is attractive. Liverpool and its history are interesting because of all the good and bad things that have happened to the city and its population, and a museum that belongs 74 Your Move

to that community is a very precious one. In the way that German philosopher Feuerbach used to say ‘we are what we eat’, the museum is who it invites through the doors. I think the combination of the audience, being in Liverpool and it being Tate is quite a unique one. Although you’ve only been at Tate Liverpool for a year, do you have any highlights? I’ve been very happy about the way that Glam, the collection and the Sylvia Sleigh exhibition worked together. That’s, in principle, what I’d like to happen all the time; a single experience which brings together things that might be different but people feel the affinity and they feel excited. Liverpool is known for its culture and with Tate Liverpool marking its 25th anniversary, how does Tate fit into that? It was a pioneering venture that opened up for Liverpool the possibility of rethinking itself as a city of culture. I wasn’t involved so I’m not particularly biased but I’d say Tate and its participation in the regeneration of Liverpool led to 2008 and the cultural landscape of Liverpool today which, within visual arts, is extremely strong and the strongest outside London. Now there is not just a landscape but a network of people and abilities to collaborate and it’s a big richness of the city. That’s something else that I found very attractive when I came here.

There are some big changes at Tate Liverpool with the major re-hang. When did this last happen? The first floor, the Craig-Martin display, had been there for a number of years. The second floor was last changed with the Biennial and that was changed around every six months. The new second floor opened at the beginning of May, and the first floor will open in mid-July but they are both part of a single project called Constellations. It’s to do with a grouping of works that might be of distant provenance, both in terms of geographical provenance and historical provenance. If you can imagine a constellation, for example you’d have a star which is not central but is more like the originator of the constellation design, and then within that work we identify some area of concern. There are nine different trigger works from the Sixties onwards on the second floor, and others including Picasso, Matisse, Man Ray,

Barbara Hepworth and Jackson Pollock will be on the first floor. Were you given free rein to choose what you wanted from the Tate collection? Part of the attraction of coming to Tate Liverpool is that the collection for Tate is one, so it’s not like Tate Modern has a collection and Tate Britain has a collection. So yes we had free rein to choose from the collection, provided that it’s not in one of the other venues, or it’s not already been promised on loan for another exhibition. Aren’t there some pieces coming to Tate Liverpool that haven’t been before? With the nine trigger works we tried to make sure they hadn’t been here before so that they were an exciting new thing. We tried to keep some balances in terms of, for example, male and female, or west and non-west, and we tried to choose them to map out 100 years, say from 1910 to 2010. Having a landmark anniversary also

seems like a good time to look to the future. What’s in store for Tate Liverpool? Our big summer show is Chagall. Then I’d say what’s in store is more of the attitude of building links by promoting the programme and links between the programme. The collection change and all the different programmes will be built to always give one overall experience to people. Chagall will have a connection to the Matisse display on the Constellations but also there’s a new commission on the ground floor from Moyra Davey which then links to the intimacy of Chagall’s portraiture. Then we have an exhibition called Art Turning Left, where artists have implemented their social and political beliefs in their practice, and that will have response to Hélio Oiticica’s display in Constellations and downstairs there will be something else linking to the project. It’s that kind of attitude that everything’s linked, and we would also like our audience to discover it.

TREASURES AND TRINKETS An Aladdin’s cave of vintage-style treasures and bespoke gifts has cropped up in Crosby. Tucked away above the Crosby Tea Rooms on College Road, Crosby Emporium provides a marketplace for creative jewellery and clothing makers and artists in the area to sell their work to shoppers who have a taste for something different. The emporium has only been open for a few weeks but all of the stalls have been taken up, and there is said to be host of other creative talent on a waiting list to trade at the site. Around 15 traders are now selling everything from quirky jewellery and accessories, handmade children’s clothing, unique pieces of furniture and homewares, vintage threads and pieces of artwork from the venue. Sarah McCormick specialises in making accessories including jewellery and bridal hairwear, and runs the Snap & Dazzle stand at the site. She says: “There are loads of little shops in one place if you want to pick up a gift for someone from outside of the city centre. “It’s something that Crosby has needed for a

PREMIER PLAYHOUSE The Playhouse will welcome three world premieres and national collaborations to the stage, as part of its jam-packed autumn/winter season. New work Melody Loses Her Mojo, by Keith Saha and produced in collaboration with 20 Stories High and Leicester Curve, will be followed by a major new adaptation of Dostoyevsky’s Crime and Punishment by Chris Hannan – a co-production with Glasgow’s Citizens and Edinburgh’s Lyceum theatres – and Daniel Matthew’s debut play Scrappers at the city centre venue. Launching the programme, Everyman and Playhouse artistic director, Gemma Bodinetz promised a “rich cocktail of extraordinary classic plays and exhilarating world premieres”. The theatre will also welcome UK touring productions including a version of George Orwell’s iconic novel 1984, as well as comedian Mark Thomas with his 100 Acts of Minor Dissent show.

This Italian-inspired restaurant hails its pizzas as its main attraction, and says even Yoko Ono once popped in to try one. Toppings like Moroccan lamb and Thai red curry break away from the ordinary, and the delicious dishes are made up of locally sourced produce.

Pruno is a place I used to pass years ago when I was a student and I had honestly always intended to try it. Even without looking at the menu, I was intrigued by this relatively small but cosy looking eatery. Inside, there is an emphasis on emerald green which sets off the exposed brick on the far wall. I loved the soft jazz that was playing in the background. The ambience it helped create was mellow and peaceable. I was worried about my choice of dining partner given she is possibly the fussiest eater on the planet. If this place could please her, it must be a winner. There was a wide choice of options which the website describes as being inspired by a love of Italian, French and African cooking. There was certainly an international feel with

plenty of seafood on offer for mains especially, ranging from £13.00 to £17.95. The starters and nibbles very reasonably come in between £3.00 and £7.50. My friend played it safe with chilli, onion and goats cheese garlic bread of which I stole two slices. It was easily the best garlic bread I’ve tried and I’ve tried a lot. I, meanwhile, went for the pearl barley tomato and smoked paprika risotto with marinated feta cheese. It was the perfect portion size and very rich in flavour. For my main, I caved into the seafood temptation but opted for the relatively simple roast cod with olives, cherry tomato provençal sauce and saffron mash. The fish was extremely fresh and complimented the tasty potatoes perfectly. I wouldn’t have minded a bowl of the mash alone though; the

subtle flavour was extremely moreish. My partner ordered steak with tarragon butter, salad and chips and again, for the sake of science I was obliged to try. The meat was cooked perfectly and the chips were faultless, they somehow reminded me of the ones my grandmother makes. They had a very homely feel about them. The dessert (£5.75£6.50) was the icing on the cheesecake, which is exactly what my companion opted for. It came with strawberry ice cream, which was so fresh and tangy it tasted almost like sorbet. I went for white chocolate bread and butter pudding. It was impeccably delicious with a light and warm vanilla crème anglaise that complimented it well. My fussy friend’s verdict? “Can we come back next week?” Your Move 85

iverpool’s historic Albert Dock celebrated the 25th anniversary of its fantastic regeneration with a funfilled family event on Saturday 1 - Sunday 2 June. Children enjoyed the chance to meet Captain Barnacles and Kwazii from Cbeebies’ Octonauts on the Sunday; as well as the dock hosting live music from the Merseycats and the community choirs, and street theatre performances throughout the weekend. Quay Confectionary offered free lollipops for children and the local restaurants and bars had special offers on food and drink, with the Pump House even selling a limited edition ‘Albert Dock Anniversary Ale’ to mark the special occasion.
