THE ACADEMIC PROCESSION

The tradition of the academic procession and academic apparel goes back to the early days of the oldest European universities, where gowns and hoods began to be required in the fourteenth century. Although European institutions continue to show great diversity in their specifications on academic apparel, current practices in this country follow the code established by the American Council on Education.

Academic apparel indicates the most advanced degree held by the wearer. Gowns for the bachelor’s, master’s and doctoral degrees are distinguished by the variation in sleeve length and by the width of the edging. The color of the edging of the hood indicates the subject of the degree (e.g., white for arts, yellow for science, light blue for education, dark blue for philosophy) and the colors of the lining of the hood indicate the institution from which the degree was received. For Montana State University Billings the colors are blue and gold. Apparel for the doctoral degree is distinguished by the panels on the sides of the hood, the gold tassel on the cap, and the velvet trim on the gown.

Montana State University Billings’ baccalaureate candidates who have excelled academically wear honor cords. Gold honor cords (signifying summa cum laude ) distinguish graduating seniors who have attained a grade point average of 4.0. Gold and silver entwined honor cords (signifying magna cum laude) distinguish graduating seniors who have attained a grade point average between 3.75-3.99. Silver honor cords (signifying cum laude) distinguish graduating seniors who have attained a grade point average between 3.50 and 3.74. Blue and white entwined honor cords (signifying high honors, 3.75-4.0, and honors, 3.50-3.74) distinguish recipients of Associate degrees and Certificates. Honors designations are based on the cumulative grade point average which includes graded transfer work from other institutions.

The marching order for the Montana State University Billings academic procession is as follows: grand marshal, emeritus faculty, faculty, candidates for academic degrees, platform party.

MSU Billings 2024 Commencement Speaker Shaylyn Renee Dilley

Shaylyn Dilley is from Sand Coulee, MT, and is a Health and Human Performance major, graduating magna cum laude with a 3.86 GPA.

Shay is the MSUB 2024 Outstanding Undergraduate Student Leader, recognizing her contributions to the MSUB community both inside and outside the classroom. Some of Shay’s contributions include being a member of the Honors Program, Student Activities Board, InterVarsity Christian Fellowship, Resident Assistant, and a student ambassador for New Student Services.

For the past two summers, Shay completed internships with Eagle Mount Therapeutic Recreation in Great Falls, MT. As part of an independent study in 2022, she worked with her internship contacts along with on-campus stakeholders to develop a fundraising campaign and playground proposal for Jacket Giving Day.

Her nominator states, “In addition to being involved on and off campus, Shay is truly a great human. She lifts others up and is always up for a challenge.”

During her senior year, Shaylyn completed an interdisciplinary research project with Dr. Jeff Willardson and presented that research at the 2024 Rocky Mountain Psychological Association annual meeting in Denver, CO. Shay will continue her studies this fall pursuing a doctorate of occupational therapy at the University of Mary-Billings.

Dr. Thomas Dell

Dr. Thomas Dell Professor Emeritus of Rehabilitation and Human Services

The faculty of the Department of Rehabilitation and Human Services extends its appreciation to Dr. Dell for eighteen years of dedication and meritorious service to the College, University, and the community. In recognition of his valued competence and in light of compelling evidence of said competence and selfless service, we recommend that the rank of Professor Emeritus of Rehabilitation and Human Services be conferred on him by the Board of Regents of the Montana University System.

EXPLANATION

Dr. Dell earned his EdD in Higher Education Teaching in 2013 from Montana State University. In 2005 he was appointed as a lecturer in the Department of Rehabilitation and Human Services. In 2011 he was hired as an assistant professor and was appointed as an associate professor in 2015 upon earning tenure. Dr. Dell was promoted to Full Professor in 2021.

Dr. Dell has been a leader in accreditation of the department, first in the Counsel for Rehabilitation in Education accreditation (CORE) and then the first time accreditation by the Council for Accreditation of Counseling and Related Educational Programs (CACREP). Dr. Dell was the lead in the preparation of the self-study, and the site visit in spring of 2017. Dr. Dell has received many awards for teaching service. He received the Outstanding Faculty award in 2006, 2008, 2010, and 2014. He was awarded the Outstanding Faculty Award for American Indian Heritage Award in 2013. He was also awarded the Pure Gold Award in 2021 by President Cruzado. As either the lead or a secondary author, Dr. Dell has published nine scholarly papers and presented at nine professional conferences locally, regionally, nationally, and internationally.

Dr. Dell has given extensive service to the department, college, university and community. Highlights of his service include URTC, Library Committee, Disability Support Services Advisory Board, and the Outstanding Undergraduate Selection Committee, Chair for the Department DRTC, Department of Rehabilitation and Human Services Advisory Board, hosted the REHA and HS annual advisory board meeting with community members, served as a Department Graduate Committee member, Department Scholarship Committee member, College of Allied Health Professions Curriculum Committee - Chair, Department Chair, and Outside DRTC member.

For his career-long example of excellence in teaching, excellent scholarship, and outstanding service to MSU Billings, the State of Montana and his profession, the faculty of the Department of Rehabilitation and Human Services are honored to nominate Dr. Thomas Dell to the rank of Professor Emeritus of Rehabilitation and Human Services at Montana State University Billings.

The faculty wishes to express its appreciation for his years of dedicated and valued service to the University, the Department of Biological and Physical Sciences, the College of Health Professions and Science, and the State of Montana by recommending that the rank of Professor Emeritus be conferred upon him by the Board of Regents of the Montana University System.

EXPLANATION

Upon his retirement, the faculty of the Department of Biological and Physical Sciences unanimously requests emeritus status for Dr. Stuart Snyder. Dr. Snyder has completed a distinguished academic career of 22 years at Montana State University Billings. During his tenure, Dr. Snyder served as a University Lecturer, Assistant Professor, Associate Professor, and a full Professor.

Dr. Snyder received his B.S. and M.S. degrees in Physics from Montana State University, and his Ph.D. from the University of Idaho. He has honored his profession through the publication of 16 scholarly publications in the physical sciences, presented papers and other presentations at 16 professional meetings, and been awarded a United States patent. Throughout his career he taught 17 rigorous courses in the Physical Sciences at MSU Billings in the disciplines of Physics, General Education Physical Science, and Physical Science Education.

Dr. Snyder served the University in various ways including as MSUB campus representative for the Montana Space Grant Consortium, advisor for the BOREALIS program, Arts and Sciences Travel Committee, Arts and Sciences Curriculum Committee, College of Education Advisory Council, as a member of several DRTC committees, and as a member of numerous faculty search committees.

Dr. Snyder has a strong record of receiving external grant funding. He was awarded nearly $550,000 in research grants over the course of his tenure at MSU Billings. He also collaborated with the College of Education to bring nearly one million dollars of funding to MSU Billings from the PRISM grant and the Noyce Fellowship program.

Dr. Stuart Snyder has made significant contributions to the students and faculty in the Department of Biological and Physical Sciences, the College of Health Professions and Science, and to the Montana community. Montana State University Billings wishes to honor Dr. Snyder for his outstanding contributions to higher education and his discipline. We congratulate him upon his retirement.

The faculty of the Department of Art wishes to express its appreciation to Dr. VettelBecker for the many contributions she has made to our students, department, College, and University during her 26 years of service. We recommend that the rank of Professor Emerita be conferred upon her by the Board of Regents of the Montana University System.

EXPLANATION

Dr. Vettel-Becker earned an M.A. and Ph.D. in Art History and Archeology from Washington University in St. Louis. She joined the Department of Art at MSU Billings in 1998 as an assistant professor, being promoted to associate professor in 2005.

During her tenure at MSU Billings, Dr. Vettel-Becker has taught fifteen unique courses in art history, theory, and criticism, ranging from Greek Archeology to Contemporary Art. She has also offered courses serving the Honors, Environmental Studies, and Women and Gender Studies programs, and led four study abroad trips for students to nine different countries. She has mentored students as supplemental instructors in her introductory art history course and through supervising internships. The university recognized her by awarding her the Winston and Helen Cox Fellowship for Faculty Excellence in Arts and Sciences and a Faculty Achievement Award. On a national level, she received the Illumina Teacher Award in the category of the Artist’s Call for Justice.

In addition to teaching, Dr. Vettel-Becker served the Department of Art as its Chairperson from 2009 to 2021; through participation in three National Schools of Art and Design (NASAD) accreditation self-studies and reviews; as a member of the Department Rank and Tenure Committee, chairing it for six years; and as a faculty advisor to the Northcutt Steele Gallery. A major accomplishment for the department was her successful effort to implement a new degree, the Bachelor of Fine Arts in Art, in 2010.

As a scholar, Dr. Vettel-Becker is well-recognized for her expertise in American Art and Gender Studies. Her book titled Shooting from the Hip: Photography, Masculinity, and Postwar America, was published by the University of Minnesota Press in 2005. Her articles on a variety of topics, including combat and fashion have been published in prestigious peer-reviewed journals. She has contributed to her field by authoring exhibition catalog essays and book reviews; participating in numerous professional conferences as a presenter and panelist; and as editorial referee for several scholarly journals and presses.

For these and other contributions, the Board of Regents of Higher Education is pleased to confer upon Dr. Vettel-Becker the rank of Professor Emerita of Art History, Montana State University Billings and wishes her well for many years into the future.
