iscussions with the new LNP Government in Queensland regarding issues that affect our industry are well underway, which MTA General Manager Kellie Dewar highlights on pages 4 and 5. Ted Kowalski (page 6) explains why the unions are pushing for apprentice’s wages to be increased and that members’ feedback via an online survey will aid in our Association’s submission to Fair Work Australia. By year’s end the all-electric Holden Volt vehicle will be on the streets of Australia (page 10), with charging stations already installed in parts of Melbourne. Along those lines, Australia will be hosting the 2016 Intelligent Transport Systems World Congress (page 16). With the surge in international interest and current tangible growth in this sector (i.e., electric vehicles), the gathering in four years time is expected to be the largest ever of its kind.

Back to the nuts and bolts of the day to day and on the eve on the London Olympics, Sue Hirst of CFO On-Call is asking would you win gold at the 'business' Olympics? With the start of the new financial year, Sue tells us (beginning on page 18) about the three

t the opening of the 54th Parliament, the Governor highlighted the “impact that red tape and unnecessary environmental regulation has on business and industry.” The policy of the new LNP Government is to cut “red tape by 20 per to promote business activity and stimulate industry.” We have been quick to present our credentials as the peak organisation representing Queensland’s automotive industry value chain to two key Ministers and to promote the “red tape” issues that have negative business impacts on our Membership. I’ve been party to such discussions with the Attorney General and Minister for Justice Jarrod Bleijie and the Minister for Transport and Main Roads Scott Emerson

and their appropriate Departmental staff. At the meeting with the Attorney General, we pressed the “unnecessary regulation on motor dealers” drawing attention to some 14 forms relating to the purchase/sale of a motor vehicle. It was my view that there was some surprise at the extent of this “red tape” that accompanied the buying/selling of a motor vehicle. We indicated that we would welcome the opportunity to work with the Office of Fair Trading (OFT) to review this regulatory regime

in conjunction with the foreshadowed splitting of the two sectors that pertain to the Property Agents and Motor Dealers Act. We have long advocated in submissions and in representations that the motor dealer should have stand alone legislation and stressed that now would be the best time to introduce the ‘paperwork’ reforms in new legislation that would provide concurrent benefits to industry and consumers. For our Service Station Members, we advocated the concept of a voluntary code

or standard covering petrol price displayed by service stations. The aim of such a code would be to ensure service stations display only the pump price and not the discounted price which is not universally available. We have written to the OFT regarding the development of such a Code. We drew the Attorney General’s attention to a ‘Motor Vehicle Insurance and Repair Industry Code of Conduct’ which is mandated in New South Wales (NSW) and voluntary in all other States.

We have consistently advocated the deregulation of fees for Safety Inspections in Queensland to ensure vehicle checks are comprehensive and that a one-size fits all approach does not encourage safety shortcuts.


It is our Member’s experience that the current legislation is ambiguous and unnecessarily complicated and does not appear to take into account the detailed records that repairers are required to maintain for statutory compliance purposes. We contended that the Code be mandatory in Queensland to provide a more binding agreement between repairers and Insurers. Our representations to the Minister for Transport Scott Emerson were several with emphasis on the deregulation of safety inspection fees. We have consistently advocated the deregulation of fees for Safety Inspections in

Queensland to ensure vehicle checks are comprehensive and that a one-size fits all approach does not encourage safety shortcuts. Studies conducted by MTA Queensland, the RACQ and verified by Transport and Main Roads confirm the current ‘regulated fee of $66.55 to purchase a Safety Certificate is inadequate compensation for a comprehensive check that typically takes more than one hour, according to established best practice. (Typical rates for mechanical repairs are now around $100 per hour.) Experience from Victoria (VACC) where fees were deregulated 12 years ago, shows that consumers have not been disadvantaged by the change. The reality is that charges have been maintained at more realistic levels as a result of open competition. It is my impression the Minister did hear our views and wanted it followed up by the Department. I assure Members, I will follow this issue up. On behalf of our Automotive Engineers’ Division we raised the issue of modernising record-keeping by automotive mechanics and the body repair industry. It is our Member’s experience that the current legislation is ambiguous and unnecessarily complicated and does not appear to take into account the detailed records that repairers are required to maintain for statutory compliance purposes. We are pleased that progress is being made on this issue and that the Department is planning the appropriate legislative amendments to the Transport Operations (Road Use Management Act) 1995 and Section 166 of the Traffic Regulation 1962.

I took the opportunity to raise the matter of Statutory Write-Offs which we’ve been speaking with the Department over the past two years or so.

These included the reduction in vehicle theft, lessening the likelihood that vehicle crime gangs from NSW will cross the border and operate in Queensland, providing safer vehicles, reducing consumer complaints about ‘rip offs” and stimulating economic activity in the automotive industry value chain. Overall, my impression was that both the Attorney General Jarrod Bleijie and Minister Scott Emerson were keenly interested in our issues, but I assure Members I will be following up to make sure that the issues important to our Members do not get lost amongst their thickets of other legislative and policy measures. motor trader queensland

Union application to increase apprentice rates

I

n conjunction with the Fair Work Australia annual wage review that is currently underway, the

unions have lodged an application that would see the wages rates paid to apprentices increase substantially – especially for year one and year two apprentices. Their argument is that when apprentice wages were originally established decades ago it was traditional for an apprenticeship to start around age 15 - with only year 10 schooling. These days it more likely that a person will be aged 17 and having completed year 12 at commencement of an apprenticeship. They also make the observation that industry needs more apprentices to address the shortage of tradesmen and that something needs to be done to stem the dropout rate for those that do start an apprenticeship. While these observations clearly have some merit, the size of the increase being sought by the unions could have the effect of making apprenticeships less attractive to business by making them too expensive. The Federal government has also issued a “scoping paper” to guide Fair Work Australia on the whole issue of apprentices and trainees wages and conditions.

Clearly something must be done to address the attraction/ retention problems but it must be done in such a way that it does not alienate potential employers of apprentices.

The Toyota Prado was Queensland’s most popular 4WD/SUV in April, with 552 sales, while the Mazda CX-5 recorded another month of impressive sales (279 units) in April. Looking at smiles and frowns, it was not a good month for Mitsubishi with sales down almost 35 per cent. On the other hand, a few cheers at Volkswagen with sales up 65 per cent. Other marques that would be celebrating success in April were Subaru and Jeep. But 2012 is fast becoming the year of the SUV with strong sales across all segments.

New Holden export program bound for Daytona

olden in May announced a new export program that Commodore will return to North America in late 2013 as the new Chevrolet SS performance sedan. The limited production derivative of the yet to be launched VF Commodore will arrive in North American showrooms late next year. ntelligent vehicles, through embedded connectivity, will be directly responsible for creating revenues of $14.4 billion by 2016, as existing telematics players extend to new geographical markets and expand their service models in the next five years, finds a new report from Juniper Research.

Banora Point revamp nears completion

otorists and truck drivers travelling to the Gold Coast and Brisbane can now use the new northbound lanes built as part of the upgrade of the Pacific Highway at Banora Point, with the entire project on track to be completed later this year.

“Motorists heading north along the Pacific Highway will from next week travel on the newly built section at the viaduct bridge between Barneys Point Bridge and Laura Street.”

“Once fully completed, the improvements made as part of this multimillion upgrade will deliver smoother, safer driving conditions for the 55,000 vehicles which use this section of highway each day,” said Federal Infrastructure and Transport Minister Anthony Albanese. “Even more significantly, this project eliminates the last set of traffic lights between Coffs Harbour and Brisbane's CBD, a distance of almost 400 kilometres. “The Banora Point project is part of the ongoing upgrade and full duplication of the Pacific Highway, the most expensive and complex road project ever undertaken in Australia.” The Banora Point Upgrade is a jointly funded project with the Federal Government contributing $349 million and the NSW Government a further $10 million. Rising Sun Honda: Dealer of the Year

TA Queensland Member, motorcycle dealer Rising Sun Honda, is officially Australia's best. As reported in the Townsville Bulletin on 10 May, the family owned business, which has traded at Townsville for almost 40 years, was named Honda Motorcycles Dealer of the Year at the company's recent national conference in Melbourne. Not only that but the Townsville business has

dominated the awards for more than 20 years. Honda Motorcycles national sales manager Sam Schepis paid tribute to Rising Sun Honda and its owner Bernie Koppe. He said the Townsville market was one of the nation's rare "sweet spots" where a combination of factors helped drive sales, but Rising Sun Honda was by no means the region's only outlet and it still required good management to capitalise on opportunities. "Honda is very proud to have Rising Sun Honda as our national dealer of the year," he said.

"The awards are pivotal to setting a high standard through our Honda motorcycle dealers and Rising Sun Honda continue to grow their market and sales by exceeding customer expectations in sales and service." The awards are selected on sales volume, growth, market share, customer satisfaction, parts growth and facility standard. Mr Koppe started his own motorcycle shop in Townsville in 1974. The self-made man left school at Year 9 and bought his first motorcycle helmet by filleting fish.

He had also constantly re-invested in the business, including developing a $750,000 rider training facility. "We listen to people and see what their requirements are," he said. Mr Koppe said it was not all easy riding with sales almost halving since the onset of the global financial crisis. Mr Koppe said his biggest seller was probably the Honda CBE 250, a small commuter road bike. "As the fuel price escalates, people are looking for cheap motor transport," he said. Rising Sun Honda serviced a huge market to the west including parts of the Northern Territory and the Channel Country.

2012 MYOB Business Monitor: Online SMEs performing better than peers Survey uncovers website & social media savvy of business owners

N

ew research released by MYOB, Australia’s largest business management solutions provider, has found nearly two thirds (64%) of Australian small to medium businesses don’t have their own website. It also found their online peers are experiencing more impressive financial and operational results. The March 2012 MYOB Business Monitor report revealed businesses without a website are missing out on higher revenue, better sales conversion and a greater number of customer leads – benefits enjoyed by their online peers. Businesses with a website also had more sales in their pipeline and were more positive about the economy’s future. Curiously, the proportion of website owners has declined slightly over time, with 36% in the latest report – a drop from 38% in the October 2011 report and 39% in March 2011. This may be due to the increased use of social media for business, which rose to 25% in this report from 22% in March 2011. MYOB CEO Tim Reed said, “I am surprised the proportion of SMEs with a website has not risen in the past year, and the proportion

Black Beans

Salmon: Super Food

Mild, tender black beans are packed with heart-healthy nutrients including folate, antioxidants, magnesium for lowering blood pressure, and fiber -- which helps control both cholesterol and blood sugar levels. Tip: Canned black beans are quick additions to soups and salads. Rinse to remove extra sodium.

A top food for heart health, it's rich in the omega-3s EPA and DHA. Omega-3s lower risk of rhythm disorders, which can lead to sudden cardiac death. Reel in these other sources of omega-3s, too: mackerel, herring, lake trout, sardines, and anchovies. Tip: Grill tuna steak with dill and lemon; choose tuna packed in water, not oil.

A small handful of walnuts (1.5 ounces) a day may lower your cholesterol and reduce inflammation in the arteries of the heart. Extra Virgin Olive Oil This oil, made from the first press of olives, is especially rich in hearthealthy antioxidants called polyphenols, as well as healthy monounsaturated fats. When olive oil replaces saturated fat (like butter), it can help lower cholesterol levels. Polyphenols may protect blood vessels. Tip: Use for salads, on cooked veggies, with bread. Look for cold-pressed and use within six months.

Coffee Coffee and tea may help protect your heart by warding off type 2 diabetes. Studies show that people who drink 3-4 cups a day may cut their risk by 25% -- and even decaffeinated coffee works. Caution is due, however, for those who already have diabetes or

hypertension; caffeine can complicate these conditions. Tip: Choose black coffee or a non-fat latte to limit fat and calories.

Cayenne Chili Pepper Shaking hot chili powder on food may help prevent a spike in insulin levels after meals. Stoner to retire at end of season

eigning world champion Casey Stoner recently stunned the MotoGP paddock by announcing that he will retire at the end of the 2012 season. The Australian, 26, had denied rumours that he was to quit the sport at the previous round of the championship in Portugal, but he revealed his intention to call time on his career ata

"I don't have the passion for it and so at this time it's better if I retire now. There are a lot of things that have disappointed me, and also a lot of things I have loved about this sport, but unfortunately the balance has gone in the wrong direction. "And so, basically, we won't be continuing any more. It would be nice if I could say I would stay one more year, but then where does it stop? So we decided to finish everything as we are now." The New South Wales rider stepped up to MotoGP with the LCR Honda team in 2006, having finished second in the 250cc class in 2005. After a promising maiden season he moved to Ducati in 2007 and completely dominated the championship by claiming 10 wins. He finished runnerup to Valentino Rossi a year later, before a mystery illness derailed his 2009 campaign.

After another frustrating season in 2010 Stoner made the decision to move to the factory Repsol Honda team, and was once again the class of the field as he secured his second world title in 2011.

Ovarian Cancer Australia: Official charity for Leyburn Sprints

he community-run Leyburn Sprints for historic and classic cars on the Darling Downs will add Ovarian Cancer Australia as a worthy new cause to its list of beneficiaries in 2012. Ovarian Cancer Australia will become the official charity for the event, which throughout its 15-year history has assisted many local community organisations and projects. Ovarian Cancer Australia is the peak organisation for ovarian cancer in Australia and the only national organisation dedicated to raising awareness of ovarian cancer, delivering support to women and their families affected by the disease and

funding the best ovarian cancer research. Its presence at the Leyburn Sprints on 18-19 August will help raise awareness among women in rural communities about the risks off ovarian cancer. More than 1200 women will be diagnosed with ovarian cancer in Australia this year and around 800 will lose their battle with the disease. New research has revealed only 33 percent of women can correctly identify the most common risk factors. Less than one percent of women know they need to look for a family history of ovarian cancer on their father’s side. “Given there is no detection test for ovarian cancer, it‘s vital that women know the risk factors and the symptoms of ovarian cancer. It’s extremely concerning how poorly understood the

genetic risks of ovarian cancer are amongst Australian women,” Ms Paula Benson, ovarian cancer survivor and Chair of Ovarian Cancer Australia, said. The President of the Leyburn organising committee, Ann Collins, said the Sprints was one of the most popular community events in the region and would provide an excellent forum to publicise the help available to women through Ovarian Cancer Australia. “The issue of ovarian cancer is equally important to women in the country as it is to their city counterparts, but it could be said they have less direct access to vital information and advice,” Mrs. Collins said. “To have Ovarian Cancer Australia present during the Sprints weekend I’m sure will be a great opportunity for many women among our spectators to find out more about this disease.” The Leyburn Sprints time trials will be run on a onekilometre course around the closed public streets of the tiny former gold town between Warwick and Toowoomba. It commemorates the running of the 1949 Australian Grand Prix nearby.

Eastern Creek becomes Sydney Motorsport Park

S

ydney's Eastern Creek Raceway has been rebranded following a $12 million transformation, including the first new race circuits in Australia in a decade, upgraded pit facilities and the near doubling of capacity. Eastern Creek Raceway will be known officially as Sydney Motorsport Park, reflecting the facility's significant physical and operational transformation. Funded in a joint partnership between the NSW state government and official venue manager the Australian Racing Drivers' Club (ARDC), the facility has undergone a complete change in operations and aesthetics. As part of the ARDC's long-term strategic plan for the facility, the rebranding coincides with the official

opening of an 830-metre extension of the existing Grand Prix circuit. The resultant 4.5km Long Circuit will provide a new challenge for competitors while offering new and fantastic spectator vantage points. ARDC CEO Glenn Matthews said that the name change was the next important phase of the transformation plan and positioned the facility as a truly international operation. "Firstly, I must thank the NSW state government for embracing our vision, their passion for the venue and for their decision to continue their contribution to the future of motorsport in NSW," said Mr Matthews. "What we have in Sydney Motorsport Park is unique in Sydney, and indeed NSW. It is the only permanent race track in the Sydney basin, and as a result the decision was taken that its name should reflect this. "There are now four different track configurations, with the ability for the North GP and South GP layouts to operate at the same time, which significantly increases our capacity."

The existing pit lane and paddock areas are also undergoing refurbishment, which will be completed soon. "We have experienced a spike in demand over the past two years, and all of these changes and upgrades have been made in order for us to be able to properly service Sydney's motorsport public," Mr Matthews said. "Much has been done, and we are committed to completing a whole lot more. The ARDC has also worked hard to change the way we operate as a part of this transformation. "We no longer see ourselves as just a track-for-hire operation, but rather a strong, flexible and willing

The ARDC will also offer a comprehensive range of driver and rider training and safety initiatives. 2012 is a significant year for the ARDC as it celebrates its 60th anniversary. The club will mark the milestone by hosting major events such as round nine of the 2012 V8 Supercars Championship in August and the eighth annual Muscle Car Masters on Father's Day. ARDC president Andrew Leithhead said the major facility changes were to help both the ARDC and Sydney Motorsport Park prosper well into the future. "We are extremely proud of our long and distinguished history, but looking towards the future we have made these changes to ensure that the ARDC and Sydney Motorsport Park brands remain strong and relevant for a very long time," he said. "We encourage all motorsport fans that haven't been out here for a while to come and experience the new Sydney Motorsport Park, and be a part of history at Sydney's home of motorsport."
