Our Background Set up in the 70’s to channel resources to areas affected by industrial crisis, Regional Development Agencies initially carried out mainly financial intervention. The inefficiency of top-‐ down state interventions and local “welferism” policies led way to new bottom-‐up approaches. During the past two decades local development called for public-‐private partnership, multi-‐level governance and enhancement of local capabilities and potentials.

Sviluppumbria: a multi-‐function agency Multi-‐task agencies prove more efficient than specialized ones, since territorial competitiveness is influenced by various factors belonging to different policy areas. On the other hand multi-‐tasking agencies call for more coordination with other regional actors in order to avoid competence overlaps and duplication of activities.

International networks Sviluppumbria is involved in many international programs that support endogenous local development. The Italian experience -‐ based on the so called “negotiated planning”, on SMEs, on clusters , on co-‐ operative production, on public-‐private dialogue and on Non-‐profit sector involvement -‐ is our best practice.
