Reform of Rwanda Revenue Authority (RRA) continues at a fast pace. Rwanda is a leader in Africa on land reforms which directly impact on , farming, fisheries and forests. A recent land law has been passed which gives secure tenure to local and foreign investors through 99-year leasehold agreements. RDB can provide direct support to investors to facilitate land transfer and deeds.

Land reforms have contributed to the rapid growth of Agribusiness in Rwanda

In this strategy, that is aligned with Rwanda’s larger roadmap into the future, MINAGRI has embarked on making various forms of massive public sector investments across the sector to provide the catalysis needed to bring on board private sector investments in order to ensure sector sustainability, growth, turn around and eventual transformation.

Agriculture accounts for more than 34 percent of GDP, provides 70 percent of exports, employs 80 percent of the work force and provides raw materials to industries and a market for manufactured goods. As a result, Rwanda

has allocated 10.2 percent of the national budget to the agriculture sector for the fiscal year 2010- 2011 and achieved an average annual growth of 7.4 percent in 2010.

Agricultural policies and strategies have been integrated into the national development planning process anchored on the Vision 2020. The Economic Development and Poverty Reduction Strategy (2008-2012) set targets for the agricultural sector, and these have been reflected in the four year Strategic Plan for Agricultural Transformation (PSTA I and PSTA II). The Crop Intensification Program (CIP) was also launched as a pilot program in 2007, with the main goal of increasing agricultural productivity in high potential food crop areas to ensure food security and self-sufficiency.
