Introduction ▪ The Municipality of Meaford initiated a Class EA Study in the summer of 2019 to address the structural deficiencies at the Trowbridge Street Bridge in hopes of completing bridge rehabilitation by end of October 2020. ▪ Today’s PIC has been arranged to present the proposed design for the rehabilitation of the bridge. ▪ The project includes the rehabilitation of the existing bridge structure to address deficiencies, as well to provide replacement of the suspended watermain. This project is classified as a Schedule A+ project under the Municipal Class Environmental Assessment (2000, as amended in 2007, 2011 and 2015). ▪ Schedule ‘A+’ activities are pre-approved. As such, the Municipality may proceed to the implementation phase (i.e. design and construction) without following the procedures set out in any other part of the Class EA.

Phase 1 (Problem Statement) and Design Development ▪ Phase 1 (Problem Statement): “The Trowbridge Street Bridge has existing deficiencies that require rehabilitation to ensure public safety. The suspended watermain underneath the bridge also requires replacement to extend service life.” ▪ In September 2019, a Project Design Brief was compiled following the completion of Bridge Inspections, Detailed Condition Survey Report and Topographical Survey, outlining the existing condition of the bridge and watermains, and proposed design solution to address deterioration. The proposed bridge rehabilitation design solution will include: -
concrete chipping and patching within the bridge superstructure and substructure; undermined pier repairs; scour protection; north curb removal and replacement; replacement of current barrier system and deck drains; and bridge deck repairs.
In addition to the bridge rehabilitation, the suspended watermain will be replaced including the insulation and support brackets.

Traffic Management ▪ From initial review of the existing roadway width (9.61m), keeping a single lane on the bridge open to vehicular and pedestrian traffic is not feasible. A single lane width would therefore be too restricted to permit passage by larger vehicles such as emergency vehicles and is therefore not deemed safe. ▪ As a precautionary safety measure, a full closure of the bridge and provision of alternative detour routes to accommodate the proposed works during the construction phase will be required. ▪ A Contractor work zone will require protection with temporary concrete barriers. General traffic control will consist of barricades and temporary signage throughout and near the construction site.
▪ It will be necessary to consult with the local businesses and residents as well as emergency services in order to implement the full closure option. At this time and based on the present scope of work, it is anticipated that a full construction season beginning in May and extending to end of October will be necessary to complete the construction work.

Traffic Management (Full Closure and Detour)
▪ To accommodate the bridge works, a full closure and detour is proposed. The adjacent map shows the detour route in blue and bridge closure in red. ▪ The detour minimizes the use of residential roads to avoid commercial vehicles travelling along them.
▪ The detour is approximately 2km long with a travel time increase of 6 minutes, compared to travelling directly from Sykes Street to Bridge Street via Trowbridge Street Bridge.

Environmental Protection Measures ▪ Tree and shrub removal will be required to accommodate the proposed bridge rehabilitation works. Prior to and during construction the Contractor shall inspect the construction area for nests and eggs/young of migratory birds and, if found, advise the Contract Administrator and Ministry of Natural Resources and Forestry (MNRF) of these locations immediately.
▪ The Contractor shall not remove vegetation during the migratory bird nesting season (April 1 to August 30) unless checked for nesting prior by a Qualified Biologist. ▪ The Contractor will adhere to the in-water work timing restrictions provided by MNRF Owen Sound. The dates in which work can take place are as follows: July 15 to September 30 of any given year. ▪ Standard siltation and erosion control measures will be installed to prevent the migration of sediment into the river during construction. ▪ Temporary construction noise and air impacts will be experienced during construction, although will be minor in nature. The Contractor will ensure equipment shall be maintained in an operating condition that prevents unnecessary noise and idling of equipment shall be restricted to the minimum necessary to perform the proposed work.

Property ▪ Permanent property acquisition and working easements are not required for this project.
▪ All works will be carried out within the municipal right-of-way as the bridge is readily accessible from Trowbridge Street. ▪ Access to property owners and businesses will be temporarily affected by the proposed traffic management, although will remain open throughout the duration of the proposed works.
