What Matters
As part of our efforts to improve communication with you, our residents, What Matters is Meaford’s new annual community guide, full of information on the Municipal services you rely on. This hard-copy document is here to supplement the more detailed information on our website at www.meaford.ca, with the added convenience of being delivered directly to your door. You can keep it around as a handy reference when you need a quick answer about the many services we offer. We strive to communicate efficiently to everyone across our community (including where the internet connection isn’t ideal), and have printed and mailed this document as cost-effectively as possible, while still showing off the sights and scenery of the place we love and call home. Missing that glossy feel from our inaugural What Matters Guide? Prices have gone up by 45 per cent for most printing and paper costs this year. It’s also important that we consider our environmental impact when printing. So, we’ve made the switch to ECOPAQUE™ paper. It uses 50 per cent less wood fiber than traditional glossy prints and the fiber that is harvested is from sustainable woodlands that are certified to credible and globally recognized sustainable forest management standards. The decision to switch to ECOPAQUE™ paper is eco-conscious, economical and still looks fantastic! Recycle Me! When you’re finally done with this guide, please recycle it.

Welcome to the Second Edition of What Matters, We have seen plenty of changes this past year, most notably, significant growth in our population as identified by the recent Statistics Canada data. Our community is so fortunate to have such a great mix of people who call Meaford home. There are those we kindly call Transplanters (who we welcome with open arms as new to the area), the Boomerangers (those who grew up here, moved away and are happy to be back again), and the Hometowners (those who called Meaford home all along). Pull up a chair, because there is room for everyone here at our community table. It is the people that make a community and together we will collaborate to get the job done. We embrace this diverse and growing place and encourage everyone to get involved. This community guide is a good starting point. It’s full of useful information on our Municipal services that are available to you, as well as, exciting events, inspiring points of interest and fun recreational programming. Message from Mayor Barb Clumpus Welcome to the second edition of What Matters, your portal to information on important services and resources here in the Municipality of Meaford. This is also your guide to the many wonderful programs, activities and events that are returning this year. Thanks to your efforts in combating the COVID-19 virus that has allowed the easing of restrictions here in Ontario. We can now look forward to a year of reconnecting and celebrating together. It is also an important year with municipal elections coming up this October. You can learn about how to vote in this year’s election by visiting the back page of this guide. Serving on Council has been a rewarding experience and truly an honour for me. I feel we have come such a long way these past four years and there are more exciting times ahead. This truly is a wonderful community that cares and shares and is growing together. Paid Parking at Memorial Park Visitors will be required to pay for parking at Memorial Park from May 15 to September 30, 2022, between the hours of 10 a.m. and 6 p.m. seven days a week. Visitor passes are $10 for a day pass and $100 for a season pass.

Once approved, there is no limit on the number of passes available per residence as long as a driver’s licence and proof of ownership is provided.

Trails
Bruce Trail
The famous Bruce Trail runs right across the Bighead River Valley, through the Bognor Marsh, and follows the Niagara Escarpment. It offers outdoor adventurers that include great hiking, snowshoeing, or cross country skiing. Guidebooks are recommended. Visit brucetrail.org for more information.
Georgian Trail
A 32 km hiking, biking and cross country skiing trail built on a former railway line that links Meaford with Collingwood. Start your adventure at the beautiful Meaford Harbour where there is plenty of parking.
Tom Thomson Trail
The Tom Thomson Trail is a three-season, hiking, cycling and horseback riding route between Meaford and Owen Sound. From Fred Raper Park at Meaford’s waterfront, the trail follows paved roads, woodland trails and gravel roads across the Niagara Escarpment and rolling farmland overlooking Georgian Bay. Trout Hollow Trail
The trail traverses both sides of the Bighead River, following the present trail up to an old dam. The entire trail is about 15 km in length, 7.5 km on each side of the river. This property is operated by Grey Sauble Conservation Authority www.greysauble.on.ca.
Experience the trails and natural beauty in Meaford. There are a variety of trails to choose from depending on if you are wanting gentle sloping and level surfaces or rugged terrain. Connecting both Owen Sound and Collingwood, take your time and be amused by the sights and sounds of the countryside. See page 20 for a map of the trail locations or visit www.meaford.ca/trails.
TRAIL ETIQUETTE Tourism information for the County of Grey can be found on VisitGrey.ca. If a parking lot is full, do not park on the road. Where roadside parking is allowed please park only in designated areas and do not park on both sides.
Keep pets on a leash, on the trail, and under control at all times.
Always clean up after yourselves. Pack out what you bring in, including pet waste.
Follow the marked trail, respect private property and trail closures.
Observe signs noting permitted uses and trail rules.
Be aware of and obey all applicable federal, provincial and local emergency orders and by-laws.

Beautiful Joe Park
162 Edwin Street West Made famous by author Margaret Marshall Saunders, Beautiful Joe Park commemorates the brave dog for which it is named. Situated along the Bighead River, this delightful, wooded 8.5 acre park celebrates canine friends, helpers and heroes, with memorials to service dogs, K9 teams and family pets.
Leith Beach
359392 Grey Road 15 Located in the hamlet of Leith, northeast of Owen Sound, Leith Beach is a small beach with beautiful views. The beach is not far from the boyhood home of renowned artist, Tom Thomson. It’s easy to see how the views from this beach inspired a young Tom Thomson as he would have spent many summers on this beach.

Christie Beach
Christie Beach Road, Thornbury Christie Beach is one of the best family friendly sand beaches on this part of Georgian Bay. Located at the end of Christie Beach Road, off Highway 26 east of Meaford, this location has change rooms, washrooms, playground equipment and a picnic shelter. This property is operated by Grey Sauble Conservation Authority www.greysauble.on.ca.

125 Fuller Street Located east of the Meaford Harbour the park features picnic tables, and accessible parking.
210 Parker Street East Located across from Fred Raper Park and in close proximity to the Meaford Museum and Meaford’s downtown, this park offers lots of open green space, a splash pad, playground equipment, public washrooms and picnic tables. Pavilion rental is available.

125 Grant Avenue A favourite for locals and visitors alike! Although the high water has limited available space, this pebbly beach offers easy swimming access and a view of the iconic Three Sisters rock formation.

The Friends of Meaford Library is an independent charitable organization of dedicated volunteers who are committed to helping the library and its staff provide our community with high quality library services and to promote the library and its interests. The Friends have been in existence since 1992 and in that time raised over $880,000 for the Library.

Get Your Library Card Today! A Meaford Public Library Card also allows you access to the Blue Mountains Public Library and the Grey Highlands Public Libraries regardless of your home address. Access to Owen Sound and North Grey Union Public Library are for Municipality of Meaford residents only.
Meaford Public Library An Important Location: Meaford is growing, and as our community evolves so too does our need for a community hub that accommodates the broadening diversity of people and interests here within the municipality. 11 Sykes Street North is now the location of the Meaford Public Library. In 2018, after careful consideration, the Municipality of Meaford Council agreed to renovate the former grocery store at this location to become the new home of the library that opened to serve the public on November 20, 2020. Throughout Meaford’s history, 11 Sykes Street North, has always been an important location, acting as a sort of gateway to downtown, serving as a community hub in several different ways over time. Paul’s Hotel, the Victorian lodging that resided in this location, was a lively downtown destination. Much later, it was transformed into a grocery store, a community centre in its own right. Both former uses were destinations for residents and visitors alike to socialize and achieve a sense of community.

Today, the new Meaford Public Library has taken over the role of community hub and continues the rich history of 11 Sykes Street North as a place to gather, to learn, to grow and connect with fellow neighbours and visitors. The updated building and amenities have been carefully designed with accessibility, sustainability and community in mind. It is open to everyone, generously offering their services to all who visit. You can enjoy stellar year round programming, an excellent selection of books and media, and gracious staff. You can even borrow for no charge, fishing rods and snowshoes, allowing anyone interested in enjoying our outdoor activities the ability to do so. This brand new library facility is beautiful, inside and out, and brings with it a wealth of opportunities for everyone, from greater access to technology, to children’s programming, and more. It is representative of how we will evolve and change as a community in a way that is thoughtful, meets our unique needs, and honours our past. Memorial Park is a picturesque park boasting 468 metres of beautiful shore-line on Georgian Bay. It features many amenities including full service camp-ground facilities, public beach access, snack bar services, picnic shelters, playground equipment, mini-golf course, woodland walking trails Booking fee (applicable to all sites) $8.00/reservation and ample public parking. Camping season starts May 13, 2022 and runs until October 31, 2022. Currently we are operating with 87 sites, 73 of those sites are full hookup and 14 with 30 amp hydro and water. Memorial Park also offers a pet-friendly environment with a portion of the beach dedicated for dog use only. Just outside the entrance gates to Memorial Park, you will find Beautiful Joe Leash Free Park. Creating our History Together
With over fifteen thousand artifacts in our collection, the Museum is pleased to welcome the community back in person to continue creating our shared history. The Museum’s many exhibitions cover the whole of the history of the Municipality of Meaford, including the former townships of St. Vincent and Sydenham. Currently, our exhibits focus on weddings and fashion, local schools, the Meaford Harbour, our local apple industry history, military history, John Muir and his time in Meaford, the real story of Beautiful Joe, and so much more. We also have a large local history library which includes an extensive collection of family histories. These are accessible to the public if you are thinking of working on your family tree. For a small fee, you can either have a staff member assist you or book the library for a specific time to work on your own. The Museum is open Thursday to Saturday from 10 a.m. to 4 p.m. Admission is by donation. You are sure to discover something new on your next visit.

Commissioner of Oath Services
The Legislative Services division offers Commissioner of Oath services for government documents including affidavits and statutory declarations during regular office hours. Appointments are recommended and can be made by calling 519-538-1060 ext. 1100. There is a $20 fee for the service. To have a document commissioned, you must present an original piece of government issued photo identification (photocopies will not be accepted). You must sign your document in the presence of the Commissioner of Oath. Please note that our staff reserve the right to refuse commissioning services of any document. A Commissioner of Oath is not the same as a Notary Public. If your document requires the signature of a Notary Public, you will need to contact a lawyer or a Notary Public.
Marriage Licences and Wedding Ceremonies
Legislative Services division issues a marriage licence on behalf of the Office of the Registrar General. Couples wishing to be married in Ontario are required to complete the Marriage Licence Application and provide two original pieces of government issued identification. Appointments are recommended and can be made by calling 519-538-1060 ext. 1100. Please note that the licence is valid for 90 days. The Development Services department primarily administers the functions of the Planning, Building, and Municipal Enforcement Divisions. This includes maintaining and implementing Meaford’s Official Plan and Zoning By-law, and processing Ontario Planning Act applications; processing and conducting inspections for Building and Septic Permits in accordance with the Ontario Building Code; as well as, conducting inspections and actions to ensure compliance with domesticated Animal Control concerns, Municipal By-laws and applicable Provincial Statues.

Staff are responsible for processing and maintaining all types of planning, heritage and sign-permit applications and information; as well as, coordinating with other levels of government, First Nations, and peer review agencies on land use matters. 2022 Highlights: Official Plan Review
The Municipality will be completing the Official Plan update in 2022. The Official Plan describes Council’s policies on land use to help ensure that change and development will meet the needs of the community into the future. The Plan deals with issues such as where housing, employment, agricultural, industrial and commercial uses should be located; what services such as roads, sewers and parks will be needed; areas of environmental protection; and, the way in which the community will evolve to support sustainability, community success, and wellbeing. This Project includes extensive community consultation, including meetings with all of Council’s Advisory Committees. The primary source for all information for the Project can be found online at www.meaford.ca/opreview with updates posted as they become available.
Heritage Conservation District Plan Update
Working with the Heritage Advisory Committee, and expert heritage consultants, the Municipality is updating the Heritage Plan. The project is expected to be completed in spring/summer, and when done, the updated Plan will be a more effective tool for managing and protecting this important resource for our community. This will be particularly important for how it relates to potential infill development in the Heritage District. The Heritage Advisory Committee meetings on this project are open to the public, and citizens are welcome to provide their comments.
Community Design Standards
Recent work completed under a “modernization grant” from the Province has set the framework for the Municipality to create Community Design Standards. These standards will address many aspects of the design, function, and aesthetics of new development in the community, and will help implement policies of the Official Plan relating to livability and wellbeing. Community consultation for this project will begin in late spring 2022.

It is important to know if you are considering to set of consumer family fireworks, all persons are to be over 18 and fireworks are only permitted to be set off on your private property. Be aware of your surroundings both horizontally and vertically to avoid an injury and to minimize any potential fire hazard or property damage. Dog Licensing and Animal Control
It is a requirement for all dogs to be licensed annually by March 31 in the Municipality of Meaford. In registering your animal, proof of rabies vaccination wwill be required at the time of application. Dog tags are offered at a reduced fee until March 31 of each calendar year. Regular pricing takes effect April 1 of each calendar year. We continue to provide three options of payment: in-person/drop box at the Municipal Administration Office located at 21 Trowbridge Street West, Meaford, ON N4L 1A1, by mail and, online at www.meaford.ca/animalsservices. If you are mailing your renewal application to the Municipal Administration Office or paying by registering on-line, your tag(s) will be mailed within seven days of receipt of payment. All dogs are required to be leashed and owners are to be in care and control of their dog. Dogs are allowed to be off-leash on public property only within the designated off-leash locations. All owners shall abide by the rules and regulations of the off-leash locations.
Noise
Noise is defined as any unwanted sound that is clearly audible at such a volume that it would be likely to disturb any persons outside of the prescribed permitted times within the By-law. In review of the Noise By-law, there are certain types of large construction equipment and tools that are only permitted to be operated on weekdays from 7 a.m. to 8 p.m. and Saturdays between 8 a.m. and 5 p.m. and prohibited on Sundays and holidays. Parking Enforcement

The Municipality proactively enforces Parking By-law #2021-39 by issuing tickets to unlawfully parked vehicles. Parking enforcement assists in regulating traffic movement which helps to maintain and ensure public safety.

The Parking By-law prohibits vehicles from parking on any street, Municipal public lot or facility as designated, from November 15 to April 1, between the hours of 2 a.m. and 6 a.m. Parking tickets can be paid in person during business hours at the Municipal Administration Office, placed in the drop box to the left of the front door or by mail at 21 Trowbridge Street, West, Meaford, ON N4L 1A1.
Short-term Accommodation
The Municipality is receiving a number of inquiries from residents investigating the possibility of short term accommodations on their property. Within the Municipal Zoning By-law, examples of accommodation uses are defined as: Bed and Breakfasts, Cottage Rentals, Hotels/Motels, Tourist Establishments and Campgrounds.

The Municipality does not license for short-term accommodation but the use may be regulated under our Zoning By-law 60-2009. To determine if your property is zoned to accommodate short term rentals, you can self-check the full Zoning By-law on our website at www.meaford.ca/zoning. Ice Rescue Training The Meaford Fire Department team conducted ice rescue training this past February at the Meaford Harbour. Volunteers and staff took advantage of the unique landscape here in Meaford to get the necessary training to protect and serve this great community. This is the first year the Meaford Fire Department has had access to a rescue raft that is specially designed for ice water rescue. This raft allows for easier ice rescues and provides a safe platform for firefighters to work from during rescue operations. It was purchased through a generous donation from The Root Community Fund.
Since 1887, the firefighters of Meaford have been selflessly responding to emergencies within the community. They respond to fires, medical emergencies, motor vehicle collisions, extrication, hazardous materials incidents, and rescues from water/ice, steep terrain, and confined space. The Good, The Bad and the Cancelled Collection:
Harsh weather and why garbage, recycling and compost collection can sometimes be missed. We live in a climate that, at certain times of the year, brings us things like heavy snowfall, whiteouts and freezing rain, which can make travel on our roads quite hazardous. When this happens, your garbage, recycling and compost collection can be delayed or cancelled.
Meaford and we invite you to find the method that is best for you. The Municipality works hard to communicate the most accurate and timely information on waste collection services and do so on our website, social media as well as on the nifty waste app.
During these bad weather days, Municipal staff will hear from some of our residents who are disappointed that they did not receive the level of service that they normally would and inquire about the process for waste collection.

The process. The Municipality of Meaford is in a contractual relationship with Miller Waste Systems (Miller Waste), who is charged with the collection of our garbage, recycling and compost. During these bad weather events, based on the safety of their operators, Miller Waste will make a decision if collection should be delayed or cancelled for that day. When a decision is made that results in a service disruption to residents, Miller Waste informs Municipal staff, providing details on the next collection date. Municipal staff then communicate this information to you, the resident. It’s a big job. Miller Waste uses two different types of trucks, which operate year round. Compost and recycling are picked up on the same truck and garbage is picked up on a different truck. On a regular collection week, the compost/recycling trucks make 2,850 pick-ups and garbage trucks make 1,850 pick-ups. It’s important to know that waste collection is a complex system, with lots of moving parts and plenty of human power. When bad weather hits, please have patience and understanding, most importantly, consider the safety of the operators who make many stops all over the municipality each week.
