From 2002 to 2006, the Peruvian economy grew by almost 6% annually, with a stable exchange rate and low inflation. Driven by private investment and government spending, we experienced growth to almost 9% annually in 2007 and 10% in 2008. The economy shrank by less than 1% in 2009, compared to the global recession. We resumed our growth in 2010 to over 8%. Private investment, government spending, government transfers conditional cash and other programs have helped to reduce the national poverty rate by more than 19 percentage points since 2002. The economic growth expectations for 2013 are between 5.2% and 5.4%, for 2014 is projected at 6%.

How does it look to Peru? Peru is the 2nd best country to do business in South America, as reported by Forbes Magazine October 2011. Peru is ranked 42 of a list of 134 countries, doing business in the world, according to Forbes Magazine.

For the third year, I am proud to present this portfolio of projects of the Municipality of Lima hoping they can be developed in partnership with private investors. It also motivates me, to let them know that this time, just like last year, we are presenting new proposals because what we proposed are already implemented or are on track to be. Never before, a local government, managed to develop investment projects by the private sector, with such large numbers and allowing road infrastructure of our city to take a leap into modernity in a short period of time. Infrastructure projects in public – private partnership committed to date, involving more than 6 million soles investment. Work on projects such as Parque Rimac Road and New Tracks in Lima, are moving at the speed our city needs. The Lima Cable car, south expressway and axis road Javier Prado – La Marina – Faucett will soon reveal its first foundation. Thanks to the confidence we have generated in the domestic and international investors, with the municipal team daily effort, and the public work that is being implemented, we are actually doing what we said three years ago. Our city has found the safe way to become an integrated city, safe, fast and comfortable

to move around, where the quality of public services is a competitive brand to the world and where public spaces are at the service of families, youth and seniors. It should be noted that our management has worked not only to expand partnerships with entrepreneurs and the private sector, but accompanying this alliance with public investment where it is most required. Public transportation used by vast majority of citizens, began to change for the good of all. We continued, improved and expanded municipal health network. A program like Barrio Mio (My Neighborhood) promotes not only construction of tracks, stairs and retaining walls in the poorest neighborhoods, but at the same time trains its citizens in disaster prevention and promotes the overall improvement of their neighborhoods. Despite all the progress, there are still many challenges to overcome and opportunities to be exploited. Proof of this are the projects we offer in this catalog, hoping they can be develop in alliance with private investors. We offer a portfolio of projects seeking to maintain and enrich the drawn line. This is an invitation to continue working together, always to the benefit of the city and all families in Lima.


Public money saved thanks to the commitment of private investors is directed to finance other major changes to improve competitiveness and quality of life of the citizens in Lima. This is how we are implementing the necessary reforms relegated for decades. With them, Lima will improve. And a significant part of this improvement will be seen during the current municipal period, reflecting the goal of making Lima a city for everyone, especially for people with limited resources, living in poverty and exclusion.

Projects shown in this portfolio, not only seek to solve main city problems; they also meant to grant public funds to the areas where the private sector has not arrived: popular neighborhoods, hillsides, there, where citizens with limited resources live.

Private investment allows us to take on greater challenges and forces us to work even harder. This is how; the Municipality of Lima can invest more resources to the reorganization of transport benefiting the vast majority of Lima, which is already underway. Also, as today there are more resources allowing us to keep improving and to expand the municipal health network – SISOL, and strengthening programs like Barrio Mio (My Neighborhood), promoting not only the construction of tracks, stairs and retaining walls in the poorest neighborhoods but at the same time trains its citizens in disaster prevention and promotes the overall improvement of their neighborhoods.


TRANSPORT REFORM Transport reform is essential for the city, it seeks to correct the lack of traffic management, planning and control in transportation systems in Lima that generates an excess of accidents, pollution and congestion. The Integrated Transport System will connect all modes of transportation; metro, buses, bicycles and pedestrians, tending to generate a unique infrastructure integration, payment methods and rates. Thus, passengers can connect a trip to the next one, without having to pay twice double fare, and without having to travel from one end of town to another in uncomfortable vehicles.

SISOL The Metropolitan System of Solidarity – SISOL, is a network of ambulatory clinics providing health services, general and specialized at very low cost to citizens with limited resources and less access to medical institutions. Currently, there are 20 Solidarity Hospitals in Lima, 7 in the provinces and one emergency center in Metropolitan Central Station, plus 11 Municipal Clinics in Lima.

Barrio Mío – My Neighborhood Is the largest and ambitious public investment program in the history of Lima, destined to bring infrastructure and services to the most humble and vulnerable neighborhoods. The total program investment will quadruple what was done in previous years. Thus, city services will go up the hills surrounding Lima, building welfare, integration and citizenship.

A CITY THAT PROGRESSES PRIVATE INVESTMENT IN THE METROPOLITAN MUNICIPALITY OF LIMA 2011 – 2013

ROAD PROJECTS

The first three years of this municipal management have been very significant, consolidated partnerships between the Municipality of Lima and the private sector. Began the implementation of megaprojects Parque Rimac Road and New Tracks in Lima, the South Expressway contract was signed and axis road Javier Prado – La Marina – Faucett project was updated. Last but not least, we are about to start implementing the Lima Cable car linking the historic center of Lima to the top of Cerro San Cristobal, consolidating this space as a tourist attraction and revitalize this historic area of the capital. The size and characteristics of the above projects look forward to meet present and future needs of the city, mainly public transport and road connectivity. For that purpose, we are working with a long term perspective, thinking about the future of Lima. These projects represent an investment of over U.S. $ 2,500 million and a direct benefit to all Lima. We appreciate the confidence that investors have placed on us. That confidence is not free, so we strengthen and consolidate it with the efficient and effective implementation of these projects. The projects featured in this catalog section are a sample of what we are doing and what the Municipality of Lima can work in partnership with private capital.

NEW TRACKS IN LIMA BUILDING ACCESS TO PROGRESS IN LIMA

With an investment of U.S. $ 590 million, New Tracks of Lima is a work that will expand and recover 115 kilometers of highways access to Lima and implement infrastructure for public transportation. It will improve vehicular traffic, provide access to the city from the north, east and south, and integrate all Lima by road interchanges, overpasses and pedestrian bridges. This mega project includes the improvement, construction and expansion of main roads access to the city, for the benefit of 3 million 600 thousand inhabitants, representing 68% of Lima’s population.

The project involves the intervention of:

Of the south Panamerican highway, between Trebol de Javier Prado (Javier Prado clover shaped intersection road) and Pucusana district.

In addition to the recovery and expansion of the main access roads to the capital, Lima Roads run 32 new underpass interchanges and a large number of bus stops, sidewalks and pedestrian bridges that will contribute to the modernization of the city’s public transportation, integration transportation system and the safety of Lima. The project will generate 2 500 jobs, directly and indirectly.

SOUTH EXPRESSWAY


SOUTH EXPRESSWAY UNITE THE CITY OF ALL

With an investment of $ 220 million, South Expressway will build the missing 4.5 km roads to complete the original alignment of the urban highway, built in the 60’s when Lima had a population of no more than 3 million inhabitants. This project will culminate this important work begun 40 years ago. South Expressway will connect the district of Barranco and the south Panamerican highway. This 4.5 km of highway will have 4 underpass intersections and 11 ramps. The project involves toll revenues by free flow of vehicle traffic, which is a technological innovation that positions Lima at the same level with the most modern cities.


SOUTH EXPRESSWAY IS:

The central line of this work will be used for the extension of metropolitan transportation service, for all citizens to be better connected by safe and quality of public transportation.

With an investment of $ 920 million, this private initiative will design, build, operate, maintain and improve three major avenues that support traffic in 8 districts of Lima. A work of 20 km that involves extending the Expressway of Javier Prado to Faucett Avenue and benefiting millions of citizens.

PARQUE RIMAC ROAD THE WORK MODEL CHANGING LIMA It is the most ambitious road infrastructure and urban renewal Lima has executed. Parque Rimac Road is a reality. With $ 700 million investment and a tunnel under the Rimac River, this mega project will connect 11 districts of the capital, reduced in 80% congestion at Evitamiento Road. With advanced technology and the most modern security system a tunnel will be built under the Rimac River of 2 km length connecting Ate Vitarte with Callao in 20 minutes.

Over a thousand families living in risk areas will be relocated; 25 hectares of green areas will be created for culture and sport; public transportation infrastructure will be implemented for safety and quality, and, through a viaduct we will connect San Juan de Lurigancho with Downtown Lima. Parque Rimac Road is a comprehensive project of the city of Lima, in addition to modernizing the management of traffic, improves the environmental conditions of the Rimac River and the quality of life for thousands of fencing families.

THE LIMA CABLE CAR THE LOOK OF AN ATTRACTIVE CITY

South America has become an attractive area for investment and one of the biggest tourist destinations in the world. Peru is responding to the generated demand and, although there’s still a good way to go missing, we are making our best efforts to consolidate as a model in the region and Lima is the main driver for this. This project seeks to capitalize on the momentum of the city to enhance their beauty and increase tourism for the benefit of our visitors and all Lima. The project includes transportation to Cerro San Cristobal; there will also be a museum and implemented restaurant overlooking the historical center. In the project area there will be modules tour of Lima and Peru, becoming Cerro San Cristobal in a mandatory step to better understand our city. The Lima Cable Car is a space for recreation, leisure and wellness available to all people.

SOUTH PERIURBANA ROAD SECTION UPDATE

Connectivity will be the result of the South Periurbana Road section update project, as connecting South region, in a fast and secure way, with the rest of the city. As in large cities, this work enables interlocking, through its roads, to extended areas of the south. This project’s main goal is to generate an adequate and prepared road reserve for urban and freight rail infrastructure. Approximately US$152 million investment.

SOUTH PERIURBANA ROAD SECTION UPDATE The Prolongacion Pachacutec Project aims to reassess stroke and connections of the Metropolitan Regional Road called Periurbana Road in the southern section, to give a real function as an efficient ring road, creating a connection between southern districts as San Bartolo and Villa el Salvador. This road will connect with existing and/or planned transverse expressways and the national road network southward to meet their peripheral function. The project must generate a central road reserve, an optimal horizontal and vertical line to grant the reserve to a rail network to the south, which could be for freight and / or a suburban train, potentially extending the commuter train line 1 (before the expansion and densification of the city prevent this important planning need.

Background information

The current road reserve of South Periurbana Road project, is conceived under the metropolitan road system (Ord. N° 341-MML) defining Road Section Regulation A-118 and E-32 of the mentioned project, between Pachacutec A-117 and south panamerican highway E-10; which will be restated on its outline. The Prolongacion Pachacutec Project will have an extension of 26.7 km from Atocongo Bridge to San Bartolo, both in the intersection with south panamerican highway.

Substantiation

Main component: 26.7km of open trench starting at Villa El Salvador district from the intersection with Atocongo Bridge to San Bartolo (south panamerican highway). Implementation, operation and maintenance of new roads (restated outline). Includes 03 underpass interchange road, located at the intersection of Atocongo Bridge and Martir Olaya Ave and south panamerican highway, and 03 overpasses at the intersection of Normativa Ave, Paul Poblet Ave and Normativa I Ave. The Prolongación Pachacutec Project will allow, in a safe an efficient way, the connection of San Bartolo, Santa Maria del Mar, Punta Negra, Punta Hermosa, Lurin, Villa Maria del Triunfo and Villa El Salvador, districts located south of Lima, by implementing a sub-regional express road, which will provide connectivity to areas of expansion of the city. The implementation of this project, contributes to urban densification and access to the periphery in development, and will connect the entire south holistically to the northern part of the city. In the long term the world’s largest cities lead their load through railways to ports and airports, also generating suburban train routes to nearby cities as well; one of the main purposes of this route is to generate an adequate road reserve for such future infrastructure.

The Prolongacion Pachacutec Project in accordance to its main component and track is located along the districts of San Bartolo, Punta Negra, Punta Hermosa, Lurin, Villa Maria del Triunfo and Villa El Salvador.

By reducing traffic congestion, improving accessibility and environmental quality, beneficiaries will be the people located at 1km from the highway and of its entire transverse axis within the districts of San Bartolo, Punta Negra, Punta Hermosa, Lurin, Villa Maria del Triunfo and Villa El Salvador.

Environmental impact

This project apart from temporary implementation discomfort to mitigate, should contribute to improving the general problem of environmental pollution, when improving fluency in traffic flow, emissions are reduced and other externalities of road congestion.

Design and supervision of the project

The technical road components, and assumptions of cost/income, risks proposed by the investor, are evaluated and then validated/ modified and shared by the Metropolitan Municipality of Lima (MML) declaring the project interest. The original Urban Road Geometric Design is regulated by the rules of the Ministry of Transportation and Communications (MTC) (DG-2001) in the first instance, and then extra complementary standards of international urban highway from Highway Capacity Manual (HCM 2000) and AASTHO.

NORTH EXPRESSWAY PROJECT

This project consolidates the most important longitudinal express axis road of the city, such as Paseo de la Republica and will improve accessibility and create a positive impact on transport circulation within the districts of San Martin de Porres, Bre単a, La Victoria, Lince, San Isidro, Surquillo, Miraflores, Barranco, Surco, San Juan de Miraflores and mainly Lima Center, removing and organizing transit pass from north to south. Estimated investment US$ 175 million.

NORTH EXPRESSWAY PROJECT The North Expressway Project (VEN) consists on the extension north bound of Via Expresa Paseo de la Republica up to its connection with Via Expresa Alfonso Ugarte, through viaducts and a new tunnel at 28 de Julio and Guzman Blanco avenue, adjusting the foreseen route on the Metropolitan Road System, connecting both express sections as a sole comprehensive and fluent metropolitan axis. The project will also implicate the operation and maintenance of all the length of the route and the execution of road improving works specially at the deficient or missing inclined road intersections at the existing express sections. These interventions must be done under a self-sustaining financing and operation diagram of the urban road infrastructure.

Background

The road reserve that will be used for the VEN Project is foreseen at the Metropolitan Road System (Ord.N°341 -MML) that defines the Normative Road Section C-09, C-10 and A-68 to depress the missing express section of such project (28 de Julio and Guzman Blanco), to continue on the SVN E-41 for the Alfonso Ugarte section and the SVN E-156 Paseo de la Republica.

The VEN Project will have a total area of 12 km from San Martin de Porres at Trebol de Caqueta up to Barranco (Armendariz descent), with the execution of 05 road interchanges, 04 grade separations developed in the following components: Component 01 (VEN) 2km, implement two-way underground viaduct from the first stage of Paseo de la Republica avenue (PDR-I) (contact at the point of Jr. Humboldt in front of the National Stadium) to go under Bauzate y Meza and continue around the section of 28 de Julio and Guzman Blanco until it connects with the section of Alfonso Ugare (AU) that is not a freeway yet (up to Jiron Quilca). It includes 01 road exchange with E/S at Plaza Bolognesi and 04 grade separations at the crossing of the main metropolitan avenues. The conceptual diagram would be a covered trench on 28 de Julio and Guzman Blanco and semi-covered on Alfonso Ugarte just like the existing section (without blocking El Metropolitano nor the future Line 2 of the Metro de Lima). Component 02 (AU) 1.5km rehabilitate, operate and maintain the existing section of Alfonso Ugarte freeway from Jr. Quilca up to Trebol de Caqueta, including the improvement of its interconnection. Component 03 (PDR-I) 8.5km rehabilitate, operate and maintain the existing section of Paseo de la Republica freeway including the improvement/extension of 04 inclined road interchanges considered as critical at the crossings with: Canada, Canaval y Moreyra, Aramburu, Benavides and 28 de Julio avenues (the IVD of Javier Prado and Angamos are taken over in charge of other projects, if these do not happen, they would also be included).

Justification

The VEN project will allow to consolidate the most important express longitudinal road axis of the city, without interruptions nor congestion at the Centro Historico de Lima (CHL) interconnecting the express routes Panamericana Norte - Via de Evitamiento with Javier Prado, Armendariz, Costa Verde and indirectly with Panamericana Sur (through the recently awarded concession Via Expresa Sur) integrating the CHL and San Isidro’s financial center with the north and south of the city. The physical capacity of the current freeways where the project goes through has reached a saturation level in both ends (N & S) when their express flows are interrupted when reaching the streets and stop lights of the CHL, generating big lines of up to 2km, which causes that the streets of CHL to be used as alternate routes of great passing transit, deteriorating it. PDR-I has a high collapse, because of the deficient bridges of road interchange , that generate lines on its entry and exit ramps and its lateral and transversal superficial roads during rush hour ; which merits remodeling and /or new improvement works. It is reasonable that the private transportation (like the rest of the express routes of high cost in infrastructure) take over a toll charge to optimize its operation , maintenance and extension, to prioritize the public resources and investments in public transportation. Also, the “charging” of the road will prevent the excessive demand of services for informal or inadequate transportation like shared taxis. The VEN route is not sustainable anymore in its current estate, incomplete, preserve the same level of demand, without major investments of improvement/extension (subjected to public budget , which has limitations and other priorities).

Current situation of the project

The components of the PDR-I and AU are existing express roads. The underground extension under Centro de Lima is at the level of urban planning, and with studies of prefeasibility, which is reconsidered for 28 de Julio avenue and Guzman Blanco avoiding major overlapping with the tour of the future route for Line 2 of Metro de Lima (R.M. N° 686 -2013 - MTC/02).

Benefits for the investor

The investor will have the right to the toll income (free flow) that would be generated by the use of this new sub-section of this new road.

Environmental impact

This project, aside from the transit inconveniences on execution to mitigate, must help to improve the general contamination problem on CHL and the rest of the districts on route by improving the flow on the transit circulation, the emissions and other external factors of the road congestion will be reduced.

The technical road components and the hypothesis of cost/income , risks proposed by the investor, are evaluated and after being validated/modified are shared by the MML, when declaring the project of interest. Articulate the urban development on the periphery is one of the goals behind this project. NORTH PERIURBANA ROAD SECTION UPDATE The project expects to reevaluate the stroke and connections of the Via Regional Metropolitana called Via Periurbana, to give a real functionality as an efficient periphery freeway, generating a connection ring between the districts at the northwest area of the city between Carabayllo and Ancon, this road axis will connect to the existing or planned transversal express roads and to the National Road Network to the north to accomplish its periphery function.

The current road reserve from the North Periurban Project is contemplated on the Metropolitan Road System, (Ord.N째341 -MML) that defines the Normative Road Section A-04 - A-19, E-01 - A-19, E-21 of such project, between Tupac Amaru A-153 and Panamericana Norte E-10; which would be replanted on its stroke.

Presentation

The North Periurban Project will have a total area of 23.6 km from Carabayllo at the intersection with Tupac Amaru avenue up to Ancon (diversion of Pasamayo) with the execution of 05 road interchanges, 05 grade separations and 01 bridge over Chillon river developed in the following components: Component 01 (PPN) 3km, implementation, operation and maintenance of new tracks at the section contained from Tupac Amaru avenue up to San Juan de Dios avenue (according to the SVM) . It includes 03 inclined road interchanges at the intersections with Tupac Amaru, Canta Callao and San Juan de Dios roads, also 01 grade separation and 01 bridge over Chillon river. Component 02 (PPN) 7km, implementation, operation and maintenance of new tracks at the section contained from San Juan de Dios avenue up to the intersection with Lomas de Carabayllo avenue (replanted stroke). It includes 01 inclined road interchange and 03 grade separations. Component 03 (PPN) 13.6 km, implementation, operation and maintenance of new tracks at the section contained from Lomas de Carabayllo avenue up to its connection with the Pasamayo diversion. It includes 01 inclined road interchange and 01 grade separation.

Justification

The North Periurban Project will allow connecting in a safe and efficient way the districts of Ancon, Santa Rosa, Carabayllo, and Puente Piedra located on the north of the city of Lima, through the implementation of a sub-regional road with express capacity, which gives it connectivity with the areas of expansion of the city. The implementation of this project, contributes to the densification and the urban accessibility of the developing periphery , it will also connect all the north with the east of the city , without needing to cross the rest of the city. On a long term the major cities of the world carry their load through railway tracks to the ports and airports, aside from generating interurban train routes to near cities , this way, one of the main purposes of this route will be to generate a road reserve for the future, adequate for such infrastructure.

RIMAC – SAN MARTIN DE PORRES RING ROAD PROJECT The Rimac tunnel project expects to consolidate a connection ring for the north area of the city with the central and south area; framing in the general politic of improving the existing urban road infrastructure, with the construction of a new tunnel , which would be built in a road axis with high speed freeway characteristics, to reduce the vehicular congestion and contribute to the sustainable development of the city of Lima.

Background

The road axis in which the project will be developed is contemplated on the Metropolitan Road System, (Ord.N°341 -MML) that defines the Normative Road Section A-138, A-113 (Access to the tunnel and new roads), A-097, A-091 and A-06-A18 between Peru avenue A-253 and Prolongacion Tacna C-330.

Presentation

The Rimac tunnel Project (Nicolini) will have a total area of 6.5 km from San Martin de Porres at the intersection with Puente Dueñas up to Prolongacion Tacna avenue at Rimac district with the execution of 03 road interchanges, 02 grade separations developed in the following components: Component 01 (CLPN) 2.8 km, contains the extension, rehabilitation, operation and maintenance of the existing roads of Canada, Luna Pizarro, and Vicente Nicolini, according to the SVM, which are adjacent and continuous, at the section contained from the end of Puente Nicolas Dueñas over Rimac river up to Tupac Amaru avenue. It includes 02 grade separations: the first one at the crossing with Peru avenue , the second one at the intersection with Jose Granda and 02 inclined road interchanges. The first one located at the crossing with Panamericana Norte and the second one with Tupac Amaru avenue. Component 02 (TN) 1.7 km, contains the implementation, operation and maintenance of the underground tunnel or closed trench (0.9km) and new tracks (0.8km) in the contained section from Tupac Amaru up to Morro Arica. Component 03 (A) 2 km, contains the implementation, operation and maintenance of the existing road Alcazar , at the section contained from Morro Arica up to Prolongacion Tacna. It includes 01 road interchange at Prolongacion Tacna.

Substantiation

Implementing the project will allow to generate an interconnection between the northeast area with the northwest area of the city of Lima, consolidating an important road axis that will allow to avoid and decongest the current vehicular chaos of Centro de Lima , through the interconnection with the existing road circuits , with a fast exit from the north to the center and south of Lima when connecting with the existing road network.

The Rimac tunnel Project (Nicolini) is located between the districts of San Martin de Porres and Rimac and starts at the border with Cercado de Lima - Canada avenue up to Alcazar avenue.

PRIVATE FINANCING OF PUBLIC WORKS:

Tax Work Projects • Law N° 29230 encourages private companies to finance public works of its income tax. • Law N° 29230 aims to promote the implementation of public investment projects, through the signing of agreements between the Regional (GR) or Local Governments (LG) and private enterprises. • Private companies will be able to finance and implement public projects in infrastructure priority, with a viability declaration within the National Public Investment System (SNIP). CIENEGUILLA VEHICULAR BRIDGE The project includes habilitating a vehicular bridge over Lurin River to improve the roadway conditions connecting two road axis of arterial function foreseen on the SVM (approved by Ord. Presentation

The composed section-type bridge will have a length of approximately 170m, will be designed for a road with a minimum section of 10.5m that includes a vehicular road of 7.20m, one lane each way, two sidewalks of 1.20m and a central divider of 0.9m.

Justification

Currently, the interconnection between the districts of Cieneguilla, Pachacamac with the Manchay area is insufficient, there is only one pedestrian bridge which causes and generates extended trips on the existing roads. With the opening of the Cieneguilla Vehicular Bridge the transit in such area would be optimized.

UNDERGROUND PEDESTRIAN WALKWAY OF JIRON UCAYALI UNDER ABANCAY AVENUE The project of underground walkway consists on improving the pedestrianization conditions of a great number of pedestrian’s product of the pedestrianization of Jiron Ucayali and the regulation of public transportation stops on Abancay and Tacna avenue, allowing to channel the pedestrian transit to access the Centro Historico de Lima. This will also facilitate the passing transit on Abancay avenue.

Presentation

The underground walkway project under Abancay avenue would have a length of approximately 100m, that includes ramps on both ends between 30 and 40 m and one transversal section of minimum 10m, ramps for disabled people and lighting; entailing to pedestrianize in the future in a second stage the section that connects with Calle Capon, making the flow of pedestrians to increase even more.

Justification

With the pedestrianization of Jr. Ucayali, the pedestrians do not have enough time (given by the stop light cycle) to cross Abancay avenue, which makes clear to give the pedestrian the appropriate conditions to move, reduce the levels of insecurity and risk when crossing such main road, etc., through an underground passing depressing the pedestrianized road under Abancay avenue. Implementing the project will contribute to optimize the trip times for pedestrians and vehicular flow.

Existing landfills must be modernized and eventually complemented by others. Indeed, with capture and use of methane gas is to optimize treatment and leachate drainage, implementing security cells for industrial and hospital hazardous waste and composting plant for organic waste recycling.

Substantiation

The city of Lima has a growing pattern of solid waste generation which requires modernization and repowering of the existing infrastructure. In 2011 Lima generated 7,452 tons per day of municipal solid waste, 5,545 comes from homes and 1,907 tons are generated from other activities. (PIGARS 2013) These solid wastes are high in organic matter (50%), paper and paperboard (8%) and plastic (8%) which shows a high potential for recycling and reuse organic waste.

Objective

The projects seeks to extend the Serenazgo services coverage at the 2, 3, 4, 5 and 6 areas from Cercado de Lima.

Presentation

The project contains the construction of 18 Serenazgo modules, elaborated of reinforced concrete, fully equipped and distributed in 5 areas at Cercado de Lima. Each module will have: waiting room, bathrooms, furniture, computing systems, communication equipment that includes visualization with cameras and modules for work stations and dressing rooms. It also contains training for the personnel and population in workshops and/or dissemination events on subjects of safety, cohabitation, crime prevention, actions in the face of disasters.

Justification

Limited infrastructure to give support to the Serenazgo services at the 2, 3, 4, 5 and 6 areas at Cercado de Lima.

Seeks to accomplish the improvement of the level of the current public education services, through mechanism of private investment participation, considering that these will soon be transferred to the local government.

Presentation

Realization of an agreement between the Metropolitan Municipality of Lima (MML) with Central Government or when the educative sector competition transference process to the local government ends. This project seeks to encourage the participation of the private investment under some association mechanism, to achieve the optimization in the management of the educative services with efficiency in the generation, operation and maintenance of the infrastructure, and generate equipment and adequate technology and promote programs of improvement for constant training to teachers. It would start from the existing equipment, seeking alternatives for repairing, extension or increase of the general service infrastructure, complementing with budget investment that must keep being covered by the public sector, and looking for creative alternatives to recover the investment, through other economic activities, such as the use of the installations or the provision of other services at days and times different from the educational ones, between other mechanisms that generate complementary sources of income.

Justification

Giving the importance of the education as one of the supports for the development of a country, we must seek mechanisms that generate more efficiency, through public-private associations, that strengthen the capacity, improving not only the infrastructure but also the services and its constant improvement.

Location

Identify spaces with potential to provide complementary services for the educational area ; these facilities can be enlarged to add them to the system under the analysis of the private investment, always looking for efficiency and satisfy areas that are highly populated with deficit of educational equipment installation.

TOURISTIC TRAM

This project will enhance tourism in areas of Barranco and Miraflores, projected to widen to Chorrillos. This includes the construction of tram infrastructure (railway system, electric supply and approximately 9 stop stands) ), the acquisition of the rolling material, the operation and maintenance of nearly 4.7km of an electric tram system, both ways, and the construction of a railway bridge approximately of 140m. Estimated investment US$ 100 MM.

TOURISTIC TRAM Through the use of cooperation mechanisms with the local governments involved, the project seeks to implement -aside from a touristic attraction- an accessible urban transportation service, comfortable, economic and eco-efficient, that helps as a support to optimize the mobility and connectivity between the two centers with more touristic attraction of the city (historical centers of Barranco and Miraflores), reducing -in this way- the road load on these spaces, discouraging the use of private vehicles and reducing the use of parking spaces in public places.

Background

The tram, as a system of urban transportation was used in the city of Lima until the middle of last century, the line that connected the districts of Barranco and Miraflores was an important transportation axis that was part of the urban landscape and its recovery has as a purpose to be a support for the development of the touristic function of these spaces, aside from contributing to the mobility of these areas for their integration of the metropolitan public transportation corridors. The tram is an efficient alternative of mobility at the historical centers due to its versatility when adapting to the urban section of the cities without requiring of bigger works (they don't require segregated spaces, and in some cases don't use overhead power cables).

Presentation

The project contains the construction of the infrastructure (railway system, electric supply and approximately 09 stop stands), the acquisition of the rolling material, the operation and maintenance of nearly 4.7km of an electric tram system, both ways. It contains the following sections: Barranco section 2.3km (South to North) Pedro de Osma avenue (at Pedro de Osma M useum), San Martin avenue (up to the Armendariz pass). Miraflores section 2.4km (South to North) La Paz avenue (from Armendariz pass), 28 de Julio avenue, and Malecon de los Franceses, Benavides avenue (up to Parque Salazar). Railway bridge The project includes the construction of a railway bridge of approximately 140.00m over the Armendariz pass at San Martin (Barranco) and La Paz (Miraflores) avenues. Eventually, (according to the demand) the project could expand. To Chorrillos 1.1km: by Chorrillos avenue up to Parque Luis Marrou Correa. To Miraflores 1.9km: by Jose Pardo Avenue up to Parque Miguel Grau.

Justification

The historical centers of Barranco and Miraflores are the two spaces of most touristic attraction of the city, the concentrate a great number of places and spaces of touristic-monumental value and service providing, for which they daily receive a great number of visitors, which mostly use the private transportation that generates the existence of a huge demand of parking spaces that usually are available at the public roads which reduces its functional capacity, causing congestion and disorder.

The project is located between the districts of Barranco and Miraflores, at the axis that connects their two main historical centers.

Improves the mobility and connectivity, between the historical centres of the districts of Barranco and Miraflores. 2. Rationalization of the use of the little urban public space introducing a new public transportation system that shares the lane with other vehicles. 4. The tram is one of the public transportation systems with more energy efficiency, (it doesn't require fossil fuels, and its electrical consumption is less than other public transportation systems) hence its environmental impact is less. It does not generate greenhouse effect gases, are less noisy and are part of the urban landscapes of the historical areas of Barranco and Miraflores). The technical and economical components are entirely defined by responsibility, cost and risk of the investor.

The project aims to expand on a first stage between 17 ha to 100 ha the green areas of Huayna Capac Zonal Park, located in the district of San Juan de Miraflores, between avenues Pedro Miotta and Pastor Sevilla. It seeks to recover approximately 39.5 ha (approx. 88%) of the areas occupied by the oxidation ponds of wastewater treatment plants. From the 137 ha that comprehend the panned surface of Huayna Capac Zonal Park, only 17ha are habilitated for this use. The idea is to provide in a real way 160ha to the city in green areas that will value the environment and benefit the districts of San Juan de Miraflores, Villa el Salvador and Villa Maria del Triunfo. Approximately US$ 250 MM investment.

URBAN RENOVATION, SPECIAL USES AND RECOVERY OF HUAYNA CAPAC ZONAL PARK (PZ N째23) Expand on a first stage between 17ha to 100 ha. the green areas of Huayna Capac Zonal Park located in the district of San Juan de Miraflores (in a second stage it would be up to 110ha.) With this project we will recover the areas that are currently used by the oxidation ponds of waste-water treatment plants (technological change) and affected private areas. Some of its specific goals are: pay the pending affectations and generate new green areas; implement recreational and sport equipment; habilitate commercial areas; habilitate roads of metropolitan character like the expansion of Pedro Miotta, extension of Pastor Sevilla and interconnection with Panamericana Sur with Las Torres avenue up to Pachacutec avenue; recovery and reassignation of State areas and disaffection of some areas to be destined for housing programs, among others.

Background

Currently from the 137ha that comprehend the planned surface of Parque Huayna Capac (Ord. N째1084-MML), only 17ha are habilitated for this use, the remaining 120ha are occupied by an oxidation ponds of waste-water treatment plants; by the transference plan RELIMA, by poor condition homes, and non-inhabited affected private agricultural areas.

The project seeks to recover approximately 39.5ha (approx. 88%) from the areas occupied by the oxidation ponds of wastewater treatment plants.

Justification

Currently there are nearly 137 ha planned for Parque Zonal Huayna Capac, from which only 17h are use with this purpose. With the contest of several government levels and a sequence of Private Investment Projects, it can be achieved to give 160ha of green areas for the city.
